[3:49] some funds around to some vehicles to get some longevity out of them um this

[3:53] is going to be budget neutral it's not an increase in the budget um so we're

[3:56] trying to get ahead of things um with the med transport again this was in the

[3:59] planning stages um we've had three instances this last year where we had to

[4:05] use deputies use their own personal utvs um to get some individuals one on a bike

[4:10] path and a couple of them in our rural areas along our River so um it's just

[4:15] one of those things we're trying to plan ahead hope we don't need stuff but um

[4:19] when it comes down to to getting uh individuals in those partic or uh

[4:24] instances where they're uh in particular areas we need to get them out of there

[4:29] and so we don't have anything now like this we do have a 2012 cabota which is

[4:35] more like like a glorified golf cart and it was originally purchased when the

[4:41] buildings and grounds budget was underneath the sheriff's office or as a

[4:44] utility for uh buildings and grounds payments so and that's uh it's getting

[4:49] towards its end of life um especially with the size it's quite basically golf

[4:54] cart so uh with the new uh Innovations and the utvs obviously this will be a be

[4:59] able to be driven uh to our uh uh areas where we need them um the quote for the

[5:05] UTV we do get a government and law enforcement discount free upfitting on

[5:10] the accessories but it does not include the turn signals which we will have to

[5:14] have so the the quote will have to increase a little bit

[5:17] so again this will be a budget neutral we're just trying to plan ahead and take

[6:10] Paul Paul gfell Marshall County engineer this uh this permit is something that

[6:18] we did didn't really have in place before this isn't a new this is a new

[6:22] permit it's not that we didn't have any work on RightWay permits our driveway

[6:27] application was essentially a work on RightWay permit and like a tile Crossing

[6:31] is another work on RightWay permit and at this time I'm not going to require

[6:35] this permit to be applied for to do a driveway or a tow Crossing this is more

[6:40] for if a resident wants to U alter the ditch in front of on their Frontage or

[6:45] they want to you know they want to excavate or they want to make some

[6:48] changes to the to the lay of the land in front of their on their property and the

[6:55] the biggest thing it does for us is this permit requires them to get like

[6:59] liability insurance for their operation out there and they have to provide proof

[7:03] and insurance to us and name us as additional insured when they're doing

[7:06] that um just to kind of control a little bit of the risk involved with with them

[7:10] being out in the roadway it also requires them to use proper Advanced

[7:14] signage to uh to let a little bit of warning that there's work you know

[7:19] there's a lot of places on rock roads where there just isn't sight distance

[7:22] for for a work Zone especially if it's just a a small short-term work

[7:26] Zone and the uh the language of the permit and the

[7:31] requirements of the permit are all backed up by Iowa Code and I did include

[7:37] the code section on the back just to open the Iowa Code or find a copy of

[7:43] the code online and it's uh it mostly deals with obstructions you know we have

[7:47] a situation where someone makes a ditch that is essentially an obstruction if

[7:52] it's a certain depth if it's if it's certain you know slope on the on the for

[7:56] slope of the road it it can cause US problems and something we have to go

[8:00] back and fix and this requires the person doing it

[8:05] to tell us what they're going to do before they do it and when they are done

[8:11] if they are not meeting the specifications that we agreed to then

[8:14] they are given 20 days to make repair and make it correct if they don't we do

[8:20] it and charge them so it kind of just lays out the process and uh but the

[8:25] biggest thing is just liability control and gives us some some insurance back on

[8:30] on the work so is it your department that's the

[8:35] enforcement for that yeah I mean it's we're I don't think in the code section

[8:41] there's really anything punitive it's just if you do damage you fix it or you

[8:47] pay to get it fixed and and that you know that can be a a long process so you

[8:53] know don't know that we would you know ultimately you go to the place where you

[8:57] try to put it on somebody's taxes but we know that's a long expensive process

[9:01] that isn't really realistic for small claims in my opinion

[10:01] seeing fences disappear countywide what is what is a 60 ft start

[10:08] at the the 66 is usually it's centered on the section

[10:13] line so the issue is the road isn't always centered on the section line but

[10:18] the uh the basis of it is the the section line and the center of the road

[10:23] so it's generally 33 ft left and right at Center but the road sometimes

[10:28] migrates a little bit between that on that

[11:17] vehicle inspection form okay and we do not have everything that we needed

[11:30] yeah um so the safety manual has went through the Safety Committee the Fleet

[11:36] Safety has went through Paul and Bruce and the form has went through Bruce and

[11:44] the committee the rest of the folks I'm

[11:46] gonna let Paul kind of speak it's went through the shop the some the Fleet

[11:51] Safety thing you know it's it's from our our meetings with our Safety

[11:56] Committee we should have some type of a a pre-trip

[12:00] and so what you're seeing there for the pre-trip is we're really trying to to

[12:04] pair it down to just the the the basics and the things that that you know that

[12:09] we really need to know every time we get in a vehicle and have enough that that

[12:14] it means something but not have so much that it doesn't get done that it just

[12:18] gets you know glossed because you know that if you have a you know an hourlong

[12:23] inspection before you take off that that things are going to get you know missed

[12:26] they're not going to do it um so we and we also tried to the general safety

[12:31] manual tried to pair it down to what we were actually doing and so we we tried

[12:36] to make that update there were some things that really sounded like we were

[12:40] a union shop um because we had pulled that in from

[12:44] imwc and Steve sits on that committee with us and there were things in there

[12:49] that we just weren't doing so we really tried to par it down to what we were

[12:53] really doing um and updated that and so it's a lot shorter so I'm hoping that

[13:00] more people read it so that piece of it so we'll get that um out and get

[13:06] everything attached um next time um and so we can get that approved for

[13:12] everybody as well I think Genie's got some printed so we can hand those out to

[13:16] everybody so you can have it so you can um read it for next time um the

[13:21] inspection report as far as walking around the vehicles that's we spent a

[13:25] lot of time on that to make it so it's something that will be used usable and

[13:30] doable um so we're hopeful that the the folks out at the shop will utilize this

[13:38] um we are I'm just getting this stuff from EMC for our October 1st Insurance

[13:44] renewal and we're kind of up on auto accidents again this year and that's one

[13:51] piece that will help us is um adding these inspections and you know the the

[13:57] Rocks going on maybe hitting someone wind windshield behind some of those

[14:02] things will hopefully assist us um we do have the GPS now on the truck so I can't

[14:10] say you know oh I got hit by a rock down by roads and Paul can say uh we didn't

[14:15] have any trucks down by roads today you know we've got a little bit of um

[14:21] information that's going to assist us as far as Marshall County um can go so um

[14:27] that's going to help us I think as far as Insurance wise and you'll see on the

[14:31] Fleet Safety side too that we tried to take out anything that was just a cut

[14:36] and paste from Iowa Code because we don't need to sit around and reprint

[14:38] Iowa Code and then if Iowa code changes we

[14:42] just go along with those changes there's no no read no reason to regurgitate that

[14:48] so um Paul do you have a plan then where you update or when you bring on new

[14:53] hires how how do you Orient them on what the what the process is it's just it's

[15:00] just that it's just we learn by doing in our in our department we you know that's

[15:05] the kind of the the only method that we can

[17:08] individually to uh you know continue to to orient herself and familiarize

[17:12] herself with things that are happening throughout the county and and throughout

[17:15] our our rural communities and we'll be getting out and and connecting with our

[17:19] rural communities here in the the coming weeks uh as we we hit the ground running

[17:23] with this position so uh we're we're excited for that uh we'll have our first

[17:27] quarterly report coming uh at the end of this month with kind of the updates on

[17:31] on where that progress is at but I'll really look for that to take off here in

[17:36] uh in the following quarters and and uh look forward to uh being in front of you

[17:40] more with uh with more opportunities as we continue to navigate uh uh this work

[18:44] because a whole bunch of trees on our Corner coming up to our our house are

[18:49] dead and there's one decent sized walnut tree that's dying and uh I just is it

[18:55] are the dead trees going to be cleaned up because it looks pretty darn

[19:02] ugly can you address that Paul yes

[19:11] yeah I uh yeah I'm familiar with the where the trees are at and we did do

[19:15] some some spraying we try to get trees um that are in in the right away we want

[19:19] to get those taken out because they are obstructions and we will get them

[19:24] cleaned up it's just something the tree removal we take care of that usually in

[19:28] the fall and winter when we have uh you know down times with other you know

[19:32] operations so it's something that we piece in and and fit where we where we

[19:36] can but it will be done do we contract out no we we do it with our own people

[19:47] there's one one there's a walnut about this big around that's dying or at least

[19:51] one branches I'm assuming it'll kill the rest of the tree and it's 7500 ft off of

[20:08] outside the RightWay for sure um so if that if that was because of us it was an

[20:15] error I also have a uh concern about I've talked to the board of super before

[20:21] about this just down the road from our house there's a curve and there's a

[20:26] ditch in front of our neighbors uh it's it's it holds water for a long time if

[20:30] there's a culbert there drain it's clogged up and I would

[20:36] be it's just a mosquito Haven is that south of your place yes we've we've

[20:41] looked at that several times but that is going to involve some work that needs to

[20:45] be done outside of the public RightWay to get that to get that to drain because

[20:49] it the the Waterway is you know it's fairly well timbered and it's you know

[20:55] it's SED in quite badly but if if the if the C it was cleaned out it's just

[21:00] standing water even on the outlet side too so it's it's the the Waterway is

[21:04] what's is what's not allowing the water to get away so what has to be done to

[21:09] fix that well the the land owner would either have to to open it up or we would

[21:13] have to get a temporary eement to to go work on their property and and get that

[21:17] to drain okay that would be appreciated who owns

[21:22] who owns that um Donovan Gein did but he I don't know who owns it currently I met

[21:27] him one time but didn't get his
