[4:23] subsequent to my international service I have also served the American government

[4:29] and the American people for five years on issues of National

[4:34] Security Pat mentioned to me as we came into the room this evening that he's

[4:39] passing on the note I sent to all of you in the mail to the City attorney I have

[4:44] another document for Pat to pass on to the City attorney which I'll pass out to

[4:48] you this evening here are excerpts from this

[4:51] resolution passed by the city counil an arbor expressing their opposition to

[4:57] drilling by the West Bay exploration company in nearby Scio

[5:03] Township whereas oil exploration and drilling is proposed in Sayo Township

[5:10] within two miles from the an arbor City Limits and less than 1 mile from the

[5:16] Huron River whereas oil exploration and

[5:21] drilling can produce significant air pollution heavy truck traffic and the

[5:26] risk for the release of hazardous substances above and below ground which

[5:33] had the possibility of traveling into or impacting the city of an arbor and its

[5:40] primary sourice of drinking water whereas the

[5:46] constitution of the state of Michigan calls for and I quote the protection of

[5:53] the air water and other natural resources of the state from pollution

[6:00] impairment and destruction resolved the city

[6:05] council expresses its opposition to said oil exploration and

[6:12] Drilling and any future oil exploration and Drilling in areas adjacent to or in

[6:20] close proximity to the city of an arbor resolved that the city of an arbor

[6:27] requests that the Michigan Department of Environmental Quality require an

[6:33] environmental impact assessment including impacts to

[6:39] surrounding natural resources and public health safety and

[6:45] Welfare prior to any final decision regarding permit application

[6:55] a1453 I've also supplied the mayor and I hope he'll give a copy to the City

[7:02] attorney a partial list of 10 cities 10 cities townships and counties that

[7:10] have passed oil and gas moratoriums and resolutions I'm going to give you all

[8:43] enforcement for 35 years I first started my career in the United States Army as a

[8:48] military police after the military police I uh returned back to uh cazo

[8:52] Michigan and started with the Calo County Sheriff Department the Cal County

[8:56] Sheriff Department after five or six years there and I came to Lany and I

[9:01] worked at Lany now retired from the police department after 25 years of

[9:05] service I was a homicide detective when I retire um every single homicide that

[9:11] I've ever worked in the city of Lancy I solved every last single homicide

[9:16] um my platform I'm come back a little bit later and talk to you about my

[9:20] platform but I'm affiliated with several different organizations in the city of

[9:23] Lancing the BFW the Lions Club American legance uh I'm a member of Antioch

[9:29] Missionary Baptist Church uh during my campaign we're going to talk about

[9:33] development Partnerships with the schools maintaining uh fulltime work

[9:37] hours uh keeping lines of communication open and keep the public informed of

[9:43] course uh offic of safety food safety gun control gain and Drug violence uh

[9:49] domestic assault drunk driving and safer streets for the uh residents of inam

[18:51] acting City administrator uh it was my hope that the actual criteria that was

[18:58] determined to be used in the selection of the temporary appointment uh would

[19:02] actually be listed in the minutes I know the minutes do not require that but

[19:06] given that this meeting was not televised and that we want to make sure

[19:11] that our our city manager transition is as transparent as possible I would

[19:16] simply ask if it's the will of the council that we actually include that

[19:19] criteria in the body of the

[19:23] minutes mayor protm I from my recollection I believe that the motion

[19:30] to include them was simply to accept them and place them on file I mean will

[19:34] that suffice or is

[19:38] that sure yeah normally normally we would not include the text of uh of a

[22:21] previously made but the only thing I can say is that it is a the that the parent

[22:27] low bidder or the lowest proposal submitted uh was um Anderson Fisher

[22:33] Associates and they have on their stationary and m. pre-qualified

[22:38] contractor now I think that from that would indicate that they are however if

[22:46] they if you'd like to make it contingent but I would like to get this going and

[22:49] get it over with uh that I will make sure that that this company is properly

[22:58] C certified license to to haul this

[23:04] material council member Bruno with that Assurance by Pat I would move that we

[23:09] accept the bid subject to his finding if the contractor is properly

[24:05] misdemeanor to fall in to call in a false report involving the police the

[24:15] a penalty uh in fact there are several paragraphs involving the penalties in

[24:20] terms of what the judge May impose upon that person whether it's a juvenile or

[24:25] whether an adult it could be Community Services or it could be $500 and 90 days

[24:30] in jail so this all this does is I think do something that probably we all

[24:36] thought was was in there to begin with so I think this is sort of like a

[24:41] housekeeping kind of thing with this ordinance thank

[29:00] trails committee is uh at the lake Lancing park at 6: p.m. on the

[29:07] 27th thank you for the reports and the reports of meetings to happen in the

[29:12] near future DDA met last week and reviewed the financial reports accepted

[29:19] them for May and June of 2015 there was a very brief discussion

[29:23] about the bike rack project one of the key members who was uh collecting and

[29:28] providing information and recommendations on that was not present

[29:31] that evening had a a brief report on the lamp PS restoration the 80 some light

[29:37] poles in the DDA that need to be refinished the bids that have come in

[29:42] were uh quite significantly higher than anticipated and significantly higher

[29:49] than what's in the budget for that project so the the RFP will be re

[29:54] Rewritten and redistributed in hopes of uh getting some more reasonable quotes

[29:59] for that had just a brief discussion on the

[30:03] facade grant program prior to uh considering some

[30:08] applications and also discussed the trash problem that we have also been a

[30:13] part of the discussions an extra trash container was purchased for the DDA and

[30:19] I resisted the Temptation Mr Bruno to request the price that they paid but

[30:24] allegedly we know what that that can cost also a number of the businesses

[30:29] that have been impacted by the trash overflowing problem has provided some

[30:33] additional trash containers in front of their

[30:36] businesses just had a brief update as well about the the final payment um of

[30:42] $225,000 which was a second $25,000 payment for the Ash Street Redevelopment

[30:47] LLC project or 124 and 140 East Ash so Our obligation is now

[30:54] complete and we also uh just had a brief disc discussion that the DDA budget that

[31:01] was approved by Council was the same as was presented

[31:06] earlier also uh in the absence of Mr curn who as we know has taken a new

[31:11] position in Traverse City the DDA as as an authority appointed Eric Smith as as

[31:21] treasur and Secretary of the

[31:25] DDA and lastly two two facade grants were considered one was awarded to mk& G

[31:34] properties and that will be for the first of several projects to restore the

[31:40] facade for the uh the corner building of the Lawrence block formerly most

[31:47] recently Dart insurance company it's going to start with U uh removing the

[31:53] gray block around the door reconstructing the the brick that has

[31:58] been removed for the present door and restoring it as closely as possible back

[32:05] to the recommendations that the Secretary of interior provided in the

[32:08] initial study that was previously done another facade Grant was reviewed

[32:15] and approved for uh the Antiques Mall on the corner

[32:20] of uh North Street and Mason Street

[32:28] and that is going to be further reviewed by the executive committee which is also

[32:33] meeting tomorrow

[32:36] night that's all I have council member moini yeah I'm I'm

[32:42] sorry but I I would like to fill you in on uh the business of the historical

[32:47] commission uh I had gotten filled by in by Dave Haywood that the petitioner was

[32:52] the Presbyterian Church uh the um the request was to go ahead with that uh uh

[33:01] particular U building which is part of our historical downtown uh area and

[33:07] they're going to uh remove the uh carefully remove all of the Stone from

[33:14] the addition and the side of the building extend the primary footprint of

[33:18] the building out uh so it is aligned with the rest of the front of the church

[33:25] and uh there's um uh there's perspective drawings on that

[33:30] available from Mr Haywood if anybody's interested that project was

[33:36] approved thank you council member

[33:45] m are there any council member reports this evening Mr Mayor proam Brown thank

[33:51] you Mr Mayor very briefly I just wanted to share that uh last week on uh June

[33:56] 23rd the Michigan Municipal League held what was called the Locust development

[34:01] Summit and it was in Detroit it was a partnership between the MML and smart

[34:06] growth America and the title of the conference was closing the next smart

[34:10] growth deal it was a opportunity to talk with business developers as well as

[34:17] other municipalities about their initiatives to promote walkability to

[34:22] promote Place Banking and also to promote Economic Development within

[34:26] their communities and I had had a very interesting Round Table discussion with

[34:30] some leaders from the city of ipsilanti so I wanted to bring in a copy of the

[34:36] program to share with uh my Council colleagues it's free for you to take a

[34:40] look at if you so desire and there's also more information on the M Michigan

[34:45] Municipal League website regarding this particular Summit thank you thank you

[34:50] mayor protm any other council member

[34:55] reports item 14 the agenda the administrator reports Mr

[35:00] price thank you Mr Mayor uh I have a number of items on here one is to uh

[35:07] permission to close alley this was of course before this meeting uh but uh but

[35:11] we received a request from Mr and Mrs Jeff at 2115 East Elm to close the alley

[35:16] between Oak and Elm and between uh Rogers and

[35:20] Barnes um that would have been um on um when was that 4th I

[35:29] believe uh but anyway we received I received responses from the police chief

[35:35] fire chief everybody was pleased all right so anyway that was granted and uh

[35:41] and uh they held a uh their their um party for America apparently uh

[35:47] short-term goals and objectives this has been brought before the staff as well as

[35:52] the council's been working on it um to to try to describe goals and objectives

[35:57] from a one to two or threee period at Max and for the idea of

[36:04] budgeting programming or planning and programming uh and I think it's a it's

[36:09] it's a excellent idea for for that purpose and uh the only issue is is that

[36:16] I do firmly believe that this should involve the new administrator whenever

[36:21] he or she comes on board after approximately a month with the city or a

[36:26] month and a half then and then to meet with staff and Council to to review

[36:31] these objectives that makes to me the the it's most logical sense uh and and

[36:37] accomplish I think an important

[36:41] task uh DPW work hours uh the uh we are doing a um sort of a trial U basis our

[36:50] our DPW Personnel are going to be working from 6:00 to 4:30 p.m. every day

[36:56] or in other words the 10-hour day um uh uh and of course that's a 4- day week

[37:02] for them uh we will have half the crew basically there Monday through Thursday

[37:07] and the other Tuesday through Friday which means that on every day of the

[37:11] week we will have people there uh doing DPW work and responsibilities taking

[37:18] responsibilities especially in the areas of water and sewer and and the rest and

[37:24] uh and we're going to try it until I believe September 5th so we're going to

[37:29] see how it how it works out our director of Public Works feels that there would

[37:34] be a number of efficiencies by going that way uh so on Tuesday Wednesday

[37:39] Thursday we will have a full force working again from 6:00 a.m. to 4:30

[37:45] p.m. I did bring it to the attention of the director of Public Works that we

[37:52] have a noise ordinance that says you do not do construction before 7 a.m. so the

[37:58] first hour is going to be and that was never going to be a problem for them

[38:02] because it's really setting up uh a lot of barricading and and every all the

[38:11] sweeper going until 7 a.m. and and nothing noise nothing that's noisy that

[38:16] is going to hopefully bother anybody will not start until 700 a.m. so we were

[38:22] aware of that um let's see

[38:32] yes uh this was at the request of the city clerk of the numbering of

[38:36] resolutions and ordinances that she has asked that we take into consideration

[38:42] that when we number a resolution and or an ordinance and it fails so does the

[38:48] number the number and it leaves into it leaves our files in a gap in other words

[38:53] 1 2 3 8 7 or 89 10 it's like some something's missing Well we'd like to

[38:59] avoid that for 50 years down the road that this is what was done and let's get

[39:05] back on track so the city clerk will be responsible to give you that number

[39:10] after it's adopted okay whether it's a resolution

[39:14] or ordinance part of the minutes will be the number will be given at that time

[39:21] okay and I just pointed out the number of uh celebration activities that we

[39:26] were going to have this past weekend and uh and uh Mr Brown has spoken eloquently

[39:32] on that part of it so that's all I have Mr Mayor thank you Mr Price are there
