[9:31] First, establish a countywide strategic plan with measurable goals.

[9:36] A budget isn't a strategic plan. Tax revenue isn't a strategic plan.

[9:41] A strategic plan defines what kind of county we want Maury County,

[9:46] Maury County to be. And establishes measurable goals to determine whether

[9:51] measurable goals to determine whether we're

[9:52] getting there. Economic, education, infrastructure, all along those lines.

[9:57] Choose the metrics, publish them, and measure them annually.

[10:01] Second, prioritize the completion of the comprehensive land use plan.

[10:06] If the strategic plan defines what we want Murray County to look like and to become,

[10:12] The comprehensive land use plan is what that vision looks like on the ground with

[10:18] our land. Where should we invest infrastructure? Where should development

[10:24] infrastructure? Where should development be?

[10:24] And more importantly, what are we committed to protect?

[10:28] These decisions should not be made one subdivision at a time,

[10:32] one rezoning at a time, and without the larger vision guiding them.

[10:37] Third, let's establish a North Star.

[10:40] Let's say farmland preservation is going to be the lens through which we look and

[10:46] make decisions, because right now we have a fundamental contradiction in this

[10:51] county. It is easier to break up farms than it is to protect one.

[10:55] We have witnessed this firsthand on Double Branch Road, East Sheepneck Road,

[11:01] Old Zion Road, to name a few.

[11:03] A landowner who voluntarily wants to place a farm into an AP district must go

[11:08] through a rigorous public process,

[11:10] yet agricultural land can be divided and permanently fragmented with far less

[11:15] scrutiny. We should ask, what are we trying to preserve?

[11:19] Establish a measurable goal— acres of farmland preserved,

[11:23] percentage of Murray County that remains agricultural,

[11:27] the annual rate of farmland conversion.

[11:29] Choose it, measure it, publish it, and use it to guide our decisions.

[15:36] and $2 billion of capital investment in there.

[15:39] The breakdown, 54% are new companies looking to locate,

[15:42] 46% are existing industries looking to expand.

[15:45] These numbers are down a little bit this year,

[15:47] so I did want to kind of talk through that.

[15:50] And this is not specific to Murray County.

[15:52] So we have kind of 3 stages of the project.

[15:55] We have leads, and that is where we are contacted,

[15:58] whether it's through the State Economic Community Development Department,

[16:02] through TVA, through various sources of companies that are interested in looking

[16:06] somewhere, and the state of Tennessee is on their map.

[16:09] Then we transition those to where we would submit a request for information or

[16:14] request for proposal.

[16:15] So our leads are down by about 30% from where we were this last year.

[16:19] And so what that's saying is the pond just doesn't have quite as many fish in it

[16:24] that we have the opportunity to—

[16:26] Right.

[16:26] to go out. However, when it comes to the conversion rate of those that we're

[16:31] responding to, where we had 44 leads this year,

[16:34] we've responded to approximately 17 of those.

[16:36] So it's about a 45% conversion rate,

[16:38] which has been on trend with the last few years.

[16:41] So all that to say that, you know, the national economy is, you know,

[16:46] has some things going on which is impacting our opportunities.

[16:49] However, we're still working very hard to be successful. as a community.

[16:54] Fortunately, we have a lot of momentum that has been built over the years,

[16:58] so some of these slower years aren't as alarming to us.

[17:02] But as we do continue to work that pipeline, we are focusing on higher wages,

[17:06] diversified industry, and good stewards of the community's resources and utilities.

[17:12] Only other item I will hit on here is the unemployment rate.

[17:15] The latest numbers we have are from June at 4.4%.

[17:18] That did come down to where we were earlier this year in April at 6 plus

[17:23] earlier this year in April at 6 plus percent as

[17:23] we saw some anomalies with what was going on with General Motors,

[17:27] and we'll talk a little bit about them here in just a minute.

[17:31] But staying with the trend of our pipeline, I did want to just close out

[17:35] pipeline, I did want to just close out with some—

[17:36] a few announcements and updates on recent announcements that we have had this year

[17:41] so far. And the most recent you'll see on the next slide is Medacta International.

[17:46] This is a Swiss-based medical device manufacturer that develops and produces

[17:51] innovative orthopedic implants, surgical technologies,

[17:54] and robotics that's used in joint replacement.

[17:57] So our friends at TOA just down the road, think about the,

[18:00] the types of equipment they use and hardware that they would do joint

[18:04] hardware that they would do joint replacements

[18:05] with. This is a family-founded and family-led company that is of Swiss

[18:09] family-led company that is of Swiss nationality.

[18:10] They have purchased a facility or a property in Spring Hill off on the Spring

[18:15] property in Spring Hill off on the Spring Hill

[18:15] Commerce Center that the city developed a few years ago,

[18:19] which is right off Jim Warren Parkway, just east of I-65.

[18:22] Medacta will invest $85 million, create 200-plus jobs,

[18:25] and this facility will serve as the company's North American headquarters as

[18:30] company's North American headquarters as well as

[18:30] their first manufacturing facility in the community.

[18:34] So these are the types of projects that we're wanting to see.

[18:37] Through that corporate headquarters,

[18:40] we're seeing diversification and we're also seeing higher wage opportunities.

[18:44] Going on to the next announcement, this is an expansion.

[18:48] So DocuMotion Research, located in the Murray County—

[18:51] previous Murray County Industrial Park off of Oakland Parkway,

[18:55] is adding approximately 40,000 square feet and 48 jobs.

[18:58] And just a reminder for what they do,

[19:00] they create point-of-sale labels that are print And you immediately stick them on.

[19:05] You don't have to pull them off.

[19:07] So when you go to Chick-fil-A and say no pickles on your sandwich and they put that

[19:12] special sticker on there, those are made here in Columbia, Tennessee.

[19:17] The next one, for Mount Pleasant, High Grade Components,

[19:20] another existing industry that is expanding.

[19:24] They—

[19:25] excuse me— manufacture metal door frames that are used for like sliding doors and

[19:29] things like that. They were in a small facility.

[19:32] Behind the Mount Pleasant Airport, and they have—

[19:35] or are moving into the former IB Tech building,

[19:38] which is right there on Main Street for those who are familiar there.

[19:41] So a great reuse of a property that was previously vacated.

[19:45] And then General Motors, just to talk a little bit about this.

[19:48] I do want to— we were not involved in this project.

[19:51] This is just an announcement of additional capital and new projects,

[19:55] but it is impactful to our largest employer. So just wanted to talk through

[19:59] employer. So just wanted to talk through that.

[20:00] They announced a few months ago they're investing $275 million additional dollars

[20:04] into their facility, both across their assembly plant and also their engine

[20:09] assembly plant and also their engine plant.

[20:09] They announced— at the time of the announcement that they were bringing on a

[20:13] announcement that they were bringing on a 5th

[20:13] vehicle that has since been named the Cadillac XT6.

[20:16] They will be bringing that production here along with the Chevrolet Blazer.

[20:21] So that will give us 3 gasoline-powered— not engines,

[20:24] but gasoline-powered vehicles that are here.

[20:26] You've got the Cadillac XT5, the XT6, and the Blazer.

[20:29] And then they will continue to make the 2 electric vehicles,

[20:32] the Cadillac LYRIQ and Viziq.

[20:35] So just speaking to the importance of that facility for General Motors,

[20:39] it's very positive that we're seeing a duality in the mix and it's not just

[20:43] duality in the mix and it's not just electric

[20:44] and not just gas. I think that's going to help us keep long-term employment out

[20:48] there over the years. And then a couple of updates on the next slide.

[20:52] So Trimo North America Recticel Group announced very early this year—

[20:56] the photo that you see there, they announced, I believe it was January of

[21:00] announced, I believe it was January of this year,

[21:01] This photo is actually dated.

[21:02] They have been constructing at a phenomenal pace out in Cherry Glen

[21:06] phenomenal pace out in Cherry Glen Industrial Park.

[21:07] Would welcome you the next opportunity you have to go by and see that facility.

[21:12] It's very, very beautiful.

[21:13] And then finally, Excentria, which announced last year in Cherry Glen as

[21:17] announced last year in Cherry Glen as well.

[21:18] They are in the process of beginning to install equipment and begin hiring.

[21:22] So I would anticipate some news from them as they continue to ramp up and get closer

[21:27] to their actual opening.

[21:28] And those are the exciting days,

[21:30] years after we make the announcement when you get to see the project come to life.

[22:18] The cost of living, when I look at that, I mean,

[22:21] it is concerning to see I guess based on that scale that like Murray County,

[22:27] and I assume the higher the number, the higher the cost of living is.

[22:33] I mean, anybody that's been to Charleston knows that Charleston is a mecca for

[22:39] everything is expensive.

[22:41] And so to see that our cost of living in Murray County is higher than Charleston,

[22:47] South Carolina, what's driving that?

[22:50] Is the demand that Murray County is the place to be driving that?

[22:55] I mean, what— From y'all's data and intel in economic development,

[23:00] what is driving that?

[23:02] I can't speak 100% confidently to what is driving it.

[23:05] And now they are within a couple of points of each other.

[23:09] And when you see communities that close,

[23:11] they'll kind of ebb and flow and go back and forth. But this survey looks—

[23:16] I mean, we're higher than Atlanta.

[23:17] Yeah.

[23:18] This survey looks at a myriad of different Things,

[23:21] and one of those is housing costs and rental prices.

[23:24] And we know, you know, from 2020 to now,

[23:26] Murray County has seen a much steeper curve than a lot of those who were already

[23:31] higher. So I think that has driven it up,

[23:33] but we've actually seen those numbers kind of start to level and decline a little

[23:38] bit. So I'm interested to see what happens with the second quarter of data.

[23:42] Okay, what is that metrics? I mean, what is that number? What is 96.2?

[23:48] So the way to think about cost of living is 100 is essentially the national

[23:53] is 100 is essentially the national average.

[23:53] You think about it as a dollar for— so in the U.S., on average,

[23:57] if it costs you a dollar to buy a product,

[24:00] in Murray County it would cost you 96.2 cents.

[24:03] So you are cheaper than the national average.

[24:06] If you were in New York, it would cost you $1.67 to buy that same good.

[24:11] So you're 67 cents cheaper.

[24:15] So you want to, you know, it's based on a national average.

[24:19] Just the last comment, Will, is, you know, departing, this being the last meeting,

[24:37] When you look at the unemployment rate growing so exponentially,

[24:42] Based on our fact that we're so auto industry heavy,

[24:45] I think that that means that we need to kind of run away from a little bit of the

[24:50] auto aspect of it, even though that's a temporary number.

[24:54] I don't think that we want Murray County in the news with the highest unemployment

[24:59] rate because a retool or, you know, whatever is going on at the plant.

[53:58] we have to have history lessons on what happened.

[54:01] It reminds me of a poem, and it's called The Indispensable Man,

[54:05] and it's by Saxon White Kissinger.

[54:08] And it says, sometimes you're feeling important, sometimes when your ego's in

[54:13] important, sometimes when your ego's in bloom,

[54:13] Sometimes when you take it for granted, you're the best qualified in the room.

[54:19] Sometimes when you feel your going would leave an unfillable hole,

[54:23] just follow these simple instructions and see how they humble your soul.

[54:28] Take a bucket of water. Put your hand in it up to the wrist.

[54:32] Pull it out, and the hole that's remaining is the measure of how much you'll be

[54:38] missed. You can splash all you want when you enter.

[54:41] You may stir the water galore,

[54:43] but stop and you'll find that in no time it looks quite the same as before.

[54:48] So the moral of this quaint example is to just do the best that you can.
