[0:04] I pledge algiance to the flag of the United States of America and to the
[0:10] republic for which it stands, one nation under God, indivisible, with liberty and
[0:17] justice for all. >> All right, thank you for joining
[0:21] everyone. We've got a correction to make from the last meeting. Um, when it comes
[0:27] to Gordy Patrick's permit
[0:31] for a variance application, um, we didn't follow the correct procedure in
[0:38] because Richard Cole and myself need to abstain
[0:44] conflict of interest and we didn't do the proper procedure to appoint a new
[0:49] chairman to the meeting. So, it's just Do we have the other guys?
[0:53] » Yeah, we have Dan and Logan and George. >> Okay,
[1:00] » so >> I think I can get started. Let's uh
[1:05] approval of the agenda. >> I I would make a motion to approve the
[1:11] agenda. This is Dan. >> I'll second that.
[1:17] » Was that Logan? >> Yes.
[1:20] » Logan seconds.
[1:23] Okay, then we'll take a roll call. All in favor?
[1:28] Dan >> Dan says I
[1:36] » I for myself and Richard, are you around or not?
[1:46] All opposed? Motion carries.
[1:51] Okay. Then approval of the minutes from
[1:55] November 12th. >> Uh this is Dan. I would make a motion to
[1:59] approve the minutes from November 12th. >> Okay. Dan makes a motion.
[2:07] » George second. >> George seconds.
[2:12] All in favor? Roll call. Dan I.
[2:16] » Logan. I
[2:20] » George >> I
[2:22] » and myself I any opposed
[2:28] motion carries.
[2:32] Um so then we move on to conflict of interest. I myself will name
[2:39] conflict of interest and uh we will
[2:46] move on to public public comments. Did everybody want anybody want to sign in
[2:51] or are you here for the commissioner's meeting?
[2:56] There's no public comments.
[3:00] Uh we'll move on to the motion to move to board of
[3:06] adjustments. >> Uh this is Dan. I would make a motion to
[3:09] move into the board of adjustment. >> Thank you, Dan. Motion by Dan.
[3:17] I have a second. >> George second.
[3:21] » Thank you, George. Okay.
[3:25] All in favor? Dan? I >> Logan.
[3:30] » I >> George.
[3:33] » I am. >> Can you hear me?
[3:37] » There's Richard. >> Here we go. Yes.
[3:40] » Richard, >> do you want to vote?
[3:42] » I've been on all the time. >> Okay,
[3:47] we're looking for uh all in favor to move the board of
[3:52] adjustment. Are you on favor or opposed?
[4:02] We're gonna whatever.
[4:06] » Okay. So, we're talking about the variance for Gordon Patrick. Co um at
[4:14] this time. >> So, you relinquish your seats to Jeff.
[4:21] » I will relinquish my seat to Jeff. Richard,
[4:28] » I can't hear you. >> Richard, we would like you to relinquish
[4:32] your seat to Glenn if you would agree. >> Yes.
[4:37] » I would you would you move the microphone a little closer to you.
[4:42] » Thank you. >> All right.
[4:48] » So, >> I will relinquish the chair to Hunter.
[4:54] I can't because I have conflict of interest.
[4:58] » I'm not talking to you, Richard. >> I Huh?
[5:02] » No. F is relinquishing his chairman seat to me and then I will elect a new
[5:08] chairman. >> All right.
[5:11] » Anyways, um I would take a nomination for
[5:18] new chairman position. I I would make I would make a motion
[5:23] Jeff Newart serve as our chairman for today.
[5:28] » Okay. Could I have a second for that? >> Logan second.
[5:36] » Okay.
[5:44] » Okay. First, sorry. First, we need a motion. Okay. Dan, you nominated Jeff.
[5:49] Now, we need a motion for that. and then a second.
[5:56] » Uh
[6:01] I I I'm not I'm not sure I understand. >> Okay. You nominated Jeff as the
[6:06] chairman. So now someone needs to move and second
[6:10] to close nominations and cast a unanimous ballot for Jeff.
[6:15] » Richard Richard will do that. Richard,
[6:19] » you can't Richard. >> Oh, I'm sorry. I'm sorry.
[6:30] » Okay. And then a second for that. >> Logan second.
[6:34] » Okay. Then I would need a roll call vote.
[6:41] » Dan says I. >> Okay. Logan
[6:44] » I. I
[6:48] » Okay. And then all in favor? Okay. Motion carried.
[6:54] » You got Who's your other one? >> And then Glenn.
[6:57] » I >> Okay.
[7:00] All in favor? Motion carries for Jeff to be
[7:06] chairman. So, I will now relinquish the board of adjustment chair to alternate
[7:10] chairman Jeff. Okay. Uh, as far as I know, and you got to got to correct me
[7:15] if I'm wrong, we have the Gordon Patrick U variance in front of us, and we
[7:22] discussed this at the last meeting. Uh, it was determined that the variance
[7:28] should be allowed, but we can all we can have more discussion on it if need be.
[7:33] The only thing I remember is we put on stipulation if there is a snow issue
[7:39] that they will be required to care of it at their cost
[7:44] if it's determined that >> correct
[7:46] » the building causes the snow issue. Is there anything else to add to that?
[7:53] Anybody?
[7:58] If not, I would entertain a motion to uh approve the variance.
[8:04] So move motion by uh Glenn. Uh second. >> Yes, I will second. Dan.
[8:15] » Second by Dan. Any further discussion? >> All those in favor?
[8:21] » Roll call vote. Glenn >> I.
[8:25] » Dan >> I.
[8:27] » George >> I.
[8:29] » Logan. >> I.
[8:32] » Okay. Motion is passed. Is there any other business that we need to take care
[8:36] of with me as the chair? Okay. Then I will uh what what is the
[8:43] procedure? >> Now you two would relinquish your spots
[8:47] back to Richard and Mike. >> Okay. So I will relinquish my spot back
[8:52] to Mike.
[8:56] » I will also relinquish my spot back to Richard.
[9:12] I don't have anything else to take
[9:21] you to.
[9:34] » Okay. So this is Mike as chair. Again, we will uh
[9:40] um entertain a motion to move out of board adjustment.
[9:44] » This is Dan. I would make that motion to move out of board of adjustment.
[9:48] » Thank you. Dan makes a motion. Is there a second?
[9:53] » George will second. >> Thank you, George.
[9:57] Roll call vote. All in favor say I. >> I. Dan. Okay. says I. Dan says I Logan
[10:06] » I. >> Richard
[10:08] » I >> I am and I as well. No new business.
[10:16] Um entertain a motion to adjourn the meeting.
[10:21] » I'll make a motion to adjourn. >> Motion to adjourn. Is there a second?
[10:28] » Richard makes a second. Okay. Roll call. All in
[10:32] favor? Logan
[10:36] » I. >> Dan
[10:38] » I. >> George
[10:41] » I. >> Richard
[10:43] » I. >> Mike is an I. Meeting adjourns. Thank
[10:47] you everyone.
[11:06] Yeah, I got an idea.
[11:29] Yeah.
[11:47] There you go.
[11:59] This is your
[12:20] » Yes, sir. >> This on your road.
[12:23] » No kidding.
[12:27] So confused.
[12:36] » That's going in my shop.
[12:41] I'll get in there in the morning and that'll scrape me up.
[13:00] this occupants.
[13:07] » That's right.
[13:41] day.
[13:46] I didn't think it was too bad even though it was cold.
[14:14] Two minutes. I don't want my mind.
[14:39] » Welcome everybody to the December meeting already with the second start
[14:43] with the pledge of allegiance. I pledge algiance to the flag of the
[14:48] United States of America and to the republic for which it stands. One nation
[14:55] under God, indivisible, with liberty and justice for all.
[15:13] Any
[15:17] additions or corrections to the agenda for today?
[15:24] » I'll make a motion to approve the agenda as we have a motion by Sid. Second.
[15:29] » I will second that. >> Second by Mike. Any other discussion?
[15:34] All in favor say I. I. >> All motion carries
[15:38] conflict of interest of any line items today.
[15:50] We'll move on. >> Everybody get a chance to look through
[15:54] the minutes from the November 4th and the November 12th commissioner meeting.
[15:59] Any corrections?
[16:07] » If not, I will ask for a motion to approve both of those meetings. All to
[16:11] approve the minutes for November 4th and November 12th.
[16:14] » Have a motion by Mike. Second. Second by Jeff. Any other discussion? All in favor
[16:20] say I. I. >> All motion carries.
[16:23] » I'll move to for commission. We have a motion by Sid. Second. Second by Jeff.
[16:30] All in favor say I. >> All motion carried the commission.
[16:37] At this time, public comment. I know. There was two individuals that were
[16:42] signed up for specific to speak. Is there anything else?
[16:49] Um, when do we I would like to comment. I don't know when I'm supposed to. What
[16:54] do you What would you like to comment on >> the purchasing of new tractors and so
[16:59] on? >> Okay. We can we can leave that until
[17:02] we're agenda item. Please raise your hand.
[17:05] » Perfect. >> We're on the item. We're on the subject.
[17:09] fine with you.
[17:25] » That's fine. Just raise your hand. >> Yeah, I'll let you know.
[17:32] » If there's none, we'll move on to
[17:41] All these are pretty well time stamped.
[17:48] Let's move on to uh courthouse weather protocol.
[17:52] The other day Sharon had called me. School had uh been two hours late in
[17:57] Leola. I'm sorry Eureka. Then they dismiss school out in
[18:04] Leola and other courouses were cancelling, dismissing. So, I just went
[18:13] ahead and I said, "Make sure that we close up 11:30, 12:00 and do the buddy
[18:18] system that everybody gets home safe and then we'll go from there." So, I don't
[18:23] know what you've done in the past. I think what we've done before is Dave and
[18:27] and Lyn Lee kind of would correspond because you usually are out on the road
[18:32] pretty early and >> if it's in the morning.
[18:36] » Yeah. >> And you know we can kind of look at the
[18:38] forecast the night before. I mean you guys
[18:43] » this was during the day during the day. >> I just I didn't feel bad that we just we
[18:50] did what we did when it was like >> No, it was the right thing to do because
[18:53] I had to run the in the morning and on the way home got slower as I got closer
[18:58] to home 11.
[19:02] » So between uh Dave and Lley >> is that okay
[19:08] » you guys? Yeah, I think the board chairman could be involved in decision
[19:13] making process. >> Sure.
[19:14] » And you know I watch the weather too if you know there is anything that
[19:18] everything is cancelled or anything. Sometimes you cancel stuff and then it
[19:21] doesn't come or doesn't come for hours but that's the call rather than you guys
[19:26] get on the road or anybody else. >> But I know like for lady up in our area
[19:32] can be a whole lot different. Last night it was blowing on the way home.
[19:36] » Yeah.
[19:39] I just did one set my make everything safe.
[19:50] » Okay. Next item. Christmas at the courthouse. Discussion allowing area
[19:53] groups to set up trees and invite the community in December for cookies on
[19:57] December 11th and tree judging until December 23rd.
[20:04] Assuming if you're asking this, this hasn't done in the past?
[20:08] » No, we we've done it every year. >> Okay.
[20:11] » Okay. >> I mean, as far as additional trees,
[20:16] there other trees. >> Yeah. Like area groups,
[20:19] » 4
[20:26] is doing their Christmas day on December 11th. So that
[20:31] would be usually the school >> kids come over from the
[20:38] Um I I don't know if they will this year, but in the in the past they have.
[20:42] » Do they say >> they just judge the trees and look at
[20:46] the look at the trees?
[20:58] » Is there
[21:02] set time? Yeah, we've done all we'll do all day on the 11th and then we'll have
[21:07] it the trees will be done until
[21:12] » So who who actually judged? >> Yeah. Yeah, we just number them and then
[21:17] we have a box for their favorite. There's no
[21:24] just for fun. There's no prize or anything.
[21:29] Okay, we'll move on to if there's no other comments or discussion on that uh
[21:35] court security committee. Um basically to take a look at that um we'll need to
[21:40] appoint the following people state attorney Austin Hoffman
[21:44] Sheriff Auditor Lley Howard Cate Administrator Jean Hudson and Judge
[21:51] Mcnition.
[21:56] Is there anybody one of us
[22:01] to be on that committee.
[22:07] » Sure.
[22:17] » We have a motion for appointed and commissioner.
[22:24] Second. >> I have a second.
[22:24] » We have a second by Sid. Any further discussion?
[22:28] » All in favor say I. >> I.
[22:30] » All motion carried
[22:44] back.
[22:49] Motion to approve resolution 25-26 upon approval.
[22:53] subdivision in southwest section 177.
[23:05] » Is that we looked at this >> long
[23:14] house?
[23:21] Okay. We have a We have a motion. We have a second.
[23:26] » Second by Mike. want to take a little
[23:45] turn to go up into their yard,
[23:51] » I think. Yeah.
[24:06] people
[24:15] got a motion. >> I do. I'm just waiting for everybody to
[24:18] take a look at the cloud.
[24:39] » Okay. All in favor say I. >> I. All oppose. Motion carried.
[24:45] We will move on to the first reading public hearing at ordinance 25-2
[24:50] proponents opponents to general comments tab number one
[24:57] and I'll hand this over to you Mike at this time. You want to explain?
[25:10] » Well, it's pretty much what's been discussed several times already. Um we
[25:14] uh >> we held
[25:18] two meetings in the zoning level there. Well, one to discuss it and then a
[25:24] hearing at that level and moved it on to the commission. It's um
[25:31] this one is in topic of during discussion of the approach ordinance
[25:36] that we made modifications to. Did we talk about it at our last commissioners
[25:40] meeting? >> A little bit.
[25:41] » Yeah. So, 44. >> Nothing's been changed.
[25:46] » Yeah. >> And um so I guess
[25:54] it's here for us to have our first public hearing.
[25:58] One question I do have
[26:02] with this ordinance when it goes into effect, all the approaches that are
[26:07] there, they're grandfathered in. It's a done deal. I
[26:16] There are a ton of them out there that are wide. Where do you start?
[26:20] » Well, there's specific topic on the table.
[26:22] » Somebody who I think called you and give you an earful.
[26:25] » Oh, yeah. >> So,
[26:29] yeah, I find it was issued to a few people. So, was that fine was for
[26:35] working for it just happened to be
[26:47] Well, I think we probably talk to our legal advisor
[26:52] before we call
[26:59] » it would affect a lot of people. >> Yeah, I know.
[27:04] » And probably including me >> the route that we have to go,
[27:07] » you know, even though we're organized township out there. because we didn't
[27:10] have these these right before you can't go back
[27:17] » but from when this is enacted forward >> right
[27:21] » then we got something >> or we need to make the call then are we
[27:25] going to address the issue of Mr. Max's approaches and making correct those and
[27:30] Mr. M whose name has come up in the last month or two.
[27:37] » They got fined for working in the right way.
[27:39] » Well, Mome was supposed to remove his. >> I've got that.
[27:46] » Yeah.
[27:56] » That has nothing to do with the itself. It's just how we that want to handle the
[28:02] pass. >> Well,
[28:06] » so the biggest thing with this is it didn't name
[28:10] who had the authority to write a permit, give a permit. Glenn had been giving the
[28:16] permit, but there was no ordinance in place stating that Glenn had the
[28:19] authority to give the permit. So this now states the highway superintendent
[28:26] has the authority to grant the permit for approaches much like Hunter has the
[28:31] authority to grant permits for buildings.
[28:35] So how does this affect
[28:40] your question about previously built approaches?
[28:46] I don't know. >> Terrible thing to say.
[28:51] I would I would agree with that. There's I can't I
[28:58] we put in over the years put in over the years.
[29:03] » Well, putting in approaching is one thing. Building excessive pull off is
[29:07] another.
[29:11] » You think plus you got so get covered up like that. I think
[29:17] it's some kind of problem. Am
[29:24] I right?
[29:31] » That's the first reading of the >> correct. Yes.
[29:44] » Over the years, you know, a lot of those I would say yes, but you know, they were
[29:50] I'm not dead certain how to look at this because by law they have to have
[29:54] permission to work in the right way no matter what.
[29:59] » And and that you know we never you know like you said we were doing that old
[30:04] permit where I was giving a new permit. Um
[30:08] I don't really know how to say if that was right or wrong in my opinion. you
[30:13] know, someone being the highway authority. In my mind, I had the the
[30:19] authority to grant, you know, approaches, but according to other
[30:24] opinions, that isn't quite right. Um either way, like these these last ones,
[30:30] we found them. They're not right. They did it without
[30:35] approval. So, those I believe have to be addressed. The ones that were approved
[30:40] and put in prior to that Yeah, I guess I would consider those grandfather.
[30:46] However you gentlemen look at it, you know, people can't just go and work in
[30:52] the right way because they want to. And that's what's some it's been happening
[30:56] more than it should. >> We can discuss that when we come to your
[31:00] line item. You know, the matter at hand right now is the action motion to
[31:05] approve this ordinance. So >> this is the first
[31:10] and I guess I would Considering what he said,
[31:15] with their fault being working in the right of way, we still have the
[31:19] opportunity to make them altered or removed completely.
[31:24] So our hands aren't tied with certain recent events.
[31:29] If they don't like it, we don't this this will be moving forward giving
[31:36] the authority. That's the only thing that's changed. Well, maybe not only But
[31:41] it lays out. That's the main thing. And it it also lays out pitch 4 to one
[31:47] pitch. That wasn't that was a little foggy. So there was a couple
[31:51] modifications made to it. But as far as keeping or removing those for
[31:59] sure, those two gentlemen's approaches that top still needs to be taken care
[32:04] of. And I think when the motion was made few meetings ago by Neil have Mr. Mol
[32:13] receive a fine. It was also to remove and then when I made the motion for Mr.
[32:18] Mack, it was just a motion to find for working in the right way. I didn't make
[32:22] a motion at that time to have it removed. So that's something that could
[32:26] still be done.
[32:32] And I did that because his were ahead of this all whereas Brian's were after it
[32:39] started and I wanted to make sure we had our thoughts together fully before we
[32:44] make Mr. Mac
[32:50] » any public comments.
[33:02] If it's grandfathered in, then Commissioner Mike Martian should get his
[33:07] $500. He didn't break anybody
[33:20] else.
[33:23] Not I will ask for a motion to approve the first reading of 25-2.
[33:31] So moved by Jeff second by Neil. All in favor say I.
[33:36] » I oppos motion car. This is the first reading public hearing
[33:42] of ordinance 253 proponents opponents general comments on number one.
[33:52] And at the end of these hearings the second reading will be on December 30th.
[34:12] a little bit over. I know we talked about this last time. What were the
[34:17] changes again? There was a five miles, >> right? For inount residents, they had a
[34:21] five mile limit max. And if they had to travel past that, they had to apply for
[34:28] a permit and we've extended it to 10 miles before they have to apply for a
[34:33] permit. >> That's pretty much
[34:38] » I do believe that was the extent of it there. Nothing was to change as far as
[34:43] out of county residents um traveling in
[34:53] Any
[35:04] public comments?
[35:12] Any discussion comments by the commission?
[35:18] » So in case like
[35:23] being just out of county south and then far down here. We still have to get
[35:31] » Well, it is more. I guess >> the only thought I've had and I haven't
[35:35] shared it with him, maybe I shouldn't share it with you guys, is why can't
[35:39] Dustin get >> Yeah. And he did.
[35:41] » Okay. >> That's what he did the last time.
[35:42] » So Dustin's in the county, >> right? So
[35:46] » they're working it together. So he's still
[35:49] » probably over 10 miles. Yes. Yes. That's that's this 14 or something
[35:57] » because like you said out of county is different
[36:00] » but >> it's manure origination not residents
[36:04] per se. >> So manure
[36:07] » I got not not where
[36:11] live but if it's >> yes it's where the manure originated.
[36:14] Did the manure originate in McFerson or outside of the county?
[36:25] last time that was >> somebody want to haul when
[36:33] county >> well and I think for out of county
[36:38] origination it would still be five miles
[36:44] it's different for out of
[36:49] says any manure originating outside of McFerson County a variance is required
[36:54] for every legal land description.
[37:00] » So there's zero >> I would say it doesn't matter where it's
[37:09] » half mile outside of Mc
[37:14] would still need >> Yeah. the way.
[37:17] » And then the one thing that never gets touched on is pumping
[37:24] » and that's >> originated from.
[37:27] » Well, >> right.
[37:28] » Well, I don't know. Yeah, maybe. I'm not sure what the
[37:35] the distance some of these lines. I know they put boosters in them, but
[37:43] » I I don't know because they If it happens, they want a 12 mile radius
[37:50] » of land at least. So, how are they getting it there? Is it liquid or is it
[37:56] » solid? At the same point, if it is solid, it doesn't matter. It's covered
[38:01] here. But >> if it's liquid, is it hurting anybody?
[38:06] » The thing with the solids is it's impacting the roads. That's potentially
[38:13] greatest harm right now. So maybe it doesn't need to be
[38:18] addressed. >> Speaking of that, when they run the
[38:22] lines, do you have to give permission or they just do it?
[38:26] » Um, majority of the time they ask me
[38:42] push um
[38:45] anything with
[38:49] » the only
[38:53] » was upset about that. >> Yeah, because he thought he wanted it
[38:58] » and that was an issue. >> Whatever happened there?
[39:05] » Nothing. Um, what he's talking about is up on the
[39:10] inter by uh Thorps
[39:14] » the last one before he say >> yeah the cutter were crossing's land and
[39:22] then he told me he wanted paid for it so then they shipped it to the right of way
[39:26] and he told me they couldn't go on the rightway because he own that that corner
[39:30] but in actually county is one of the few properties we do own
[39:36] can't remember is it nine acres in there that might be too much anyway but we own
[39:42] that We own the right away and the curb there and the corner.
[39:55] » Just read for a second.
[40:11] » It doesn't
[40:15] So really I read
[40:24] I really think that
[40:31] » would under the various shall include a description and product per load. So
[40:37] does that
[40:46] » it assumes it's to me a semi or don't you know something
[40:53] » changed per load or per
[41:00] gallon >> load gallon gallon
[41:08] I I would go along with that because I really just
[41:15] you know what we've seen liquid has been
[41:26] » well and then also to extend on that it says per load. So we make it load per
[41:32] gallon to be hauled that meets the legal load limit requirements or working in
[41:38] the rightway. >> Oh yeah.
[41:55] » Yeah. >> So how far are pushing it?
[41:58] » I would think so. As I say there again, they're under 10
[42:02] miles
[42:06] » out of the county. >> So, well, they're under
[42:18] next.
[42:23] » So, do we want to change that number four
[42:27] to
[42:30] gallon to be hauled
[42:39] limits and right away requirements.
[42:50] » Yes,
[42:54] number on the next page it says injected or incorporated. That means basically
[43:11] Mr. Chair, could you ask the audience?
[43:18] » Anything else that you see that we should be changing?
[43:25] » Yes, go ahead. >> I just got one concern. Have you
[43:28] addressed anything about liquor leak? If you have a major leak in
[43:36] right and it goes to the neighbor's dugout basically
[43:41] » contaminates his dugout for that
[43:56] probably
[44:03] Maybe we should put another >> sixaks.
[44:30] Did you look there's any otheries that
[44:43] We can put these in there for now.
[44:55] » Any leaks in the rightway or anywhere?
[45:11] Okay. Anything else? So,
[45:16] Jeff, you want to just tell us what you have two corrections you have? Okay.
[45:28] » What did you write? >> You're right.
[45:31] If we did a description, approximate quantity and product per load slash
[45:38] » gallon to be hauled or pumped that meets the
[45:44] legal load limit requirements and right of way occupancy permitting.
[46:02] I'm assuming that you would
[46:08] overwhelate
[46:25] is liable for
[46:30] anything else. Thank you.
[46:37] » Okay. With those two additions, anything else? If not, I'll ask for a
[46:41] motion to >> I'll make a motion.
[46:45] » We have a motion by Mike. Second by Neil.
[46:51] Anything else? If not all say I
[46:56] motion car
[47:01] 1035 courthouse bid opening
[47:12] » what do we do for the snow
[47:22] » I guess assuming it was
[47:29] » um we haven't formally received just
[47:38] a text message. >> Okay.
[47:52] » Yep. I'll make the table until later in the meeting.
[47:56] » All say I
[48:04] » move on to town number two budget.
[48:21] So, general fund estimated cash right now is
[48:27] at 34%. That assumes a revenue of $33,100
[48:33] and general fund and expenses of 715,800
[48:39] which is um on the second page you can kind of see the where those estimates
[48:45] are coming from. Um, on the revenue side, the 8,000
[48:50] represents about like 17% which is typically what we get of delinquent
[48:56] taxes in the month of December. So, I would expect we're going to be up
[49:02] quite a few currently, more than probably normal. So, that number might
[49:07] be a bit higher. Um,
[49:11] on the expense side, we still have to transfer cash from road bridge. Um,
[49:16] some emergency management joint law. I just put an estimate there. I think
[49:20] between the two that 30,000 will be enough. The bills
[49:26] from today that 11,000 doesn't include payroll.
[49:31] Sorry about the remaining department expenditures that number.
[49:38] So, and then I would estimate it will be about 200,000
[49:43] under budget in general fund. Um, so if you flip to the last page, the
[49:50] contingency transfer amount, you can see kind of where each
[49:57] activity within the general fund is at.
[50:02] um that estimate is closer to 250 but just in case you have some other things
[50:08] come up for the cash estimate I use 200 so that might be a bit better than
[50:14] expected also
[50:18] but even if we have a bit more revenue and less or more expense I I don't
[50:25] expect we'll have to assign or unassign cash but if we're getting close that we
[50:30] have to assign We will have to unassign the planned $300,000
[50:35] that we budgeted for in 2026. We'll unsign that, but I don't expect we'll
[50:40] have to assign any additional dollars or unassign any additional other than what
[50:46] was budgeted.
[50:50] » No, on the 30th. Yeah, on the 30th. So, as the month of December
[50:55] moves on, I will, >> you know, those estimates will become
[51:05] Um the contingency transfer right now we budgeted 15,000 it's looking about
[51:12] 44,500 will be used
[51:18] » or unused >> will be used. So that would be under
[51:22] that's maybe a bulk of that. The contingency coming in under budget
[51:28] of 105,000 is about half of the general fund budget surplus
[51:36] if you will. >> What is GS GS G?
[51:41] » It's GIS the global information systems. >> Yes.
[51:51] So when we added that plat that the ones in gray are the departments needing the
[51:58] a contingency transfer right now. So GIS they got done with that plat layer
[52:02] earlier than we budgeted for in 26 but they finished ahead of schedule. So
[52:09] » basically the updating is that like change in stuff like that or what
[52:15] exactly are they updating when they're doing this or is this So, we added the
[52:20] rural plat layer. So, we added a layer. The updates are included in our um
[52:26] » yeah, the $1,500 that we pay. They update all like
[52:31] » um for instance, the plat we just passed
[52:36] today, once it is recorded and approved, then that would be available on GIS. So,
[52:40] you could see that that that there is a plat out there in the country.
[52:46] » Can you go over the
[52:52] transfer.
[52:56] better for the next year.
[53:02] » The government building has a lot that extra stuff.
[53:17] » Yeah. So, I guess 1,500 of that is we under budgeted in travel.
[53:31] And we did increase that in 26. So that should be better. Um, property insurance
[53:39] was the other 3,800.
[53:46] » No commissioners. This is all under commissioner. So contributing to the 70
[53:51] » 7500. >> Yes, the 7500. about 35 or 3,800 was
[53:56] property insurance and we did increase that this year publishing
[54:03] we increase for commission minutes publishing and drainage we increase both
[54:09] of those line items. So yes commission should be um a better
[54:15] estimate next year was the addition of the west law
[54:22] um court attorney is
[54:28] more people use that
[54:35] » a moving target and we decreased that for next year. So I guess we'll hope for
[54:42] the best um government building with the
[54:47] um repairs
[55:01] Yeah, I guess we're under budget in a few other areas, but the repair is line
[55:07] item is over by 16,000.
[55:13] » So that's the I guess main contributor. >> GIS, we talked about that.
[55:20] 911. >> Yeah. So 911, they increased the search
[55:24] charge at the legislature a couple years ago. So that transfer, yes, it's going
[55:30] to use a contingency transfer, but it's not true um additional cash. So every
[55:36] dollar that we receive in from the search charge, we have to remit 100% to
[55:41] our um PAP. So we took in a dollar more. We have to pay a dollar less or the same
[55:49] dollar. I'm sorry. >> Yeah. Sure.
[55:53] » Yes. So we had additional revenue and but the expense was also additional. We
[55:59] didn't budget enough but it's so it needs a contingency transfer but it's
[56:03] not true. >> It funded
[56:05] » dollars spent. Yes. Yes. The general fund isn't the general fund is giving
[56:12] budget authority. It's not given cash that there's enough cash to support
[56:18] itself, but it needs budget authority to spend the cash it already has. If that
[56:22] makes sense. You need both. You need cash and you need budget.
[56:33] » So we won't we won't >> we won't have to
[56:41] continue. I'll have a a contingency resolution on the 30th along with the
[56:46] exact um cash transfers. This is just a estimate of what I think will happen on
[56:52] the 30th as of right now. >> The sheriff's
[56:58] I realize we have one more reading this correctly $60,67.
[57:04] » So most of that was with the joint joint laws is a special revenue fund. So when
[57:10] that officer was was gone for a period of the year, then the officer that's
[57:17] paid out of general fund took over those hours. So, we paid that person.
[57:24] » Um, Deputy White, we paid out of joint law because he was covering those hours.
[57:30] So, it looks like there's 60,000, but it's not true.
[57:35] » Yes. the the surplus was actually in in joint law, but we had an officer that we
[57:41] had to move with the staff and change for a period of the year.
[57:49] » Any other questions? That's what we're here for.
[57:52] » Um, so then in Ron Bridge, okay, that's general fund
[57:59] bridge with the bills today payroll.
[58:06] then that would leave budget of 430,000 very approximately left. So with that
[58:13] 430, you know, we talked about moving
[58:17] expenses up, but that's the number for December after payroll and after today's
[58:23] bills.
[58:28] » I I took payroll out of that. Yeah. >> So total budget left is like six
[58:35] 610. Okay. So then once you remove today's bills, an estimate for today's
[58:39] bills and the estimate for payroll, then that would leave 430 for everything else
[58:44] in the month of December, whether that's,
[58:49] you know, whatever that is.
[58:55] » Did you find anything out with I can I can pay as much as I want to at
[59:00] the end of the year and the remainder after the first year. So we can do that
[59:05] and we can we'll discuss that more. >> Yeah. I just run. So cashwise
[59:15] at the estimated cash at the end of the year as if we use every all the budget
[59:27] and as long as the revenue I estimated revenue left of
[59:33] 530,000 which the bulk of that is the transfer budgeted transfer from general
[59:37] fund to road bridge but most of that at least 466,000
[59:42] will be we will have that and then there's also some um
[59:48] uh fourth quarter money that that is that will come yes revenue wise
[59:57] » but the other stuff as long as all that comes in as expected
[1:00:02] then cash is fine to spend the 430,000
[1:00:08] as long as we than that after payroll and today's bills.
[1:00:14] Um, so moving expenses up is fine, but it does leave budget wise, cashwise,
[1:00:21] it's fine. But then it also if that leads into a a time where we'll have to
[1:00:28] supplement later, then we'll be in the same cash.
[1:00:33] Ronbridge fund was very cash poor what, two, three years ago. We moved up a few
[1:00:39] projects. Um then last year we really, you know, kind of fixed that and went
[1:00:45] the other way with the budget surplus and and um just as we improved the cash
[1:00:53] position of the room bridge fund. So I just as long as we're moving expenses up
[1:01:00] to, you know, not add more that would require a budget supplement in 26 that's
[1:01:06] I that's fine or 27.
[1:01:12] You know, like right now I've got a fairly decent surplus of
[1:01:17] » otherwise at this time of year I've been spending 50 60,000 on pipes,
[1:01:23] you know, need to do that at this time. Um, yeah, I've been I've been looking
[1:01:29] at, you know, a part of that this year next year. The next headache we got
[1:01:36] going on is tractor issue. >> I got a question on the keeping it below
[1:01:42] 40%. So like Frederick School District Miller open they were all way over the
[1:01:49] state actually finds them 10% they're over would they do the same to the
[1:01:54] county? So schools with with the school now I'm
[1:02:00] obviously not school finance officer so I
[1:02:06] but with the state aid so the county is in a different position than a school
[1:02:11] because we have no state aid. Schools that receive state aid are held
[1:02:15] harmless. So if their revenues come in under what they expect the state they
[1:02:21] holds them harmless. So they would backfill them from the state general
[1:02:24] fund. So county we we have no there's nobody that's going to, you know, step
[1:02:30] in and help us if things go ary. It's it's there's no um
[1:02:36] there's nobody coming to the rescue. So So the the county, yes, we have to stay
[1:02:43] under 40%. And we will be well under 40%. We have to be above 20%. That's in
[1:02:51] statute. But then there's no um
[1:02:55] » if you aren't there's nothing that's >> no because there's there's nobody that's
[1:02:59] going to say oh you're at 15% you here's 5% more cash. No that's not going to
[1:03:06] happen. Um >> how about if you're older
[1:03:11] slap on the hand then >> it would be a written audit comment and
[1:03:16] then it would change um it could change some auditing requirements.
[1:03:21] Um but they
[1:03:25] so from my understanding when they were fined they were fined from their portion
[1:03:30] of state aid. So the state is saying I'm going to retain some of this these
[1:03:36] dollars that I had planned to give you. Now I'm not going to give this to you.
[1:03:41] But since we don't have a state aid or that function in county government I I
[1:03:48] guess I've never heard of anybody being fine.
[1:03:59] Okay, we'll move on to another further question. Are you contin?
[1:04:18] » Yeah. So the benefit sheet is the last sheet in tab two. Um this in January of
[1:04:26] each year. Um insurance deductions are taken most
[1:04:32] the month prior. So if if the board would plan any changes then
[1:04:39] it would need to know
[1:04:48] and changes as in any um change in the county's
[1:04:54] portion that they're paying for health insurance and 50% for dental vision and
[1:05:05] and also direction of what you would like to see either on
[1:05:11] the RA side or benefit side for the 12:30 meeting so I can
[1:05:18] prepare what you would like to look at.
[1:05:27] you met with Lauren this morning as far as the insurance side any increases?
[1:05:33] » Um some I think in my opinion I think the 600 is still sufficient for the
[1:05:41] majority and the county 100% towards the employees monthly premium
[1:05:48] and then 600 if
[1:05:53] or 600 total towards if they have a family plan. say my premium's 500 my
[1:05:58] dependence on the plan and an extra 100 be available for whoever else is on that
[1:06:05] plan >> up to the max of 600 then on the other
[1:06:10] side if my premium is $700 then there's no additional dependence on
[1:06:18] that employees responsibility >> so that
[1:06:22] sufficient
[1:06:26] Yes. >> Okay.
[1:06:28] How many employees are
[1:06:34] the total?
[1:06:37] » Well, I think
[1:06:52] I'd have to be looking
[1:07:00] That's a
[1:07:04] » under 20. I believe it's like 25 or so.
[1:07:23] We have the health
[1:07:33] reason to make any changes. Uh the back page has benefit
[1:07:41] 8 hours per average day
[1:07:46] down 5 10 15 18body
[1:07:52] 16 years employment or more
[1:08:06] That would be the only thing I have a question on. Is that
[1:08:12] something we've always done in the past 20 days that can carry over?
[1:08:20] The carryover is specified in our handbook which is adopted or
[1:08:27] changed.
[1:08:31] » Is that the same thing? Is that an old school?
[1:08:36] » No. >> Well, it is as in if if the employee
[1:08:42] works an extra hour, we have to have to either
[1:08:48] you have paid them the for the hour worked or an hour of comp time to be
[1:08:53] taken off at different times. >> So sick sick and vacation different or
[1:08:59] is that all together? Is that different? Is that separate?
[1:09:02] » Um it is separate. Yes.
[1:09:06] » So you got so many days for sick and so many days for vacation.
[1:09:09] » Yes.
[1:09:13] per
[1:09:21] » I mean as far as employees has been working fine any changes any complaints
[1:09:28] any suggestions from employees maybe we should be asking them also
[1:09:35] I don't think anybody's really had much to say about that the initial the
[1:09:40] initial new hire Five days a year can be a little bit
[1:09:45] tough, you know, but u I guess I try to work with them and make
[1:09:52] it work.
[1:09:57] Have you switched
[1:10:02] comparing this to other vacation other jobs
[1:10:13] like I said is something I've never
[1:10:18] there's places that allow more you know but I guess it's never been an issue
[1:10:26] and a half times your max.
[1:10:43] » Yeah. No, it's always been
[1:10:49] 28 hours.
[1:10:56] Well, something to think about if you is for December 30th meeting, do you
[1:11:03] want to do the two two and a half three again or something that
[1:11:10] show us show us different
[1:11:18] two and a half Any
[1:11:27] more on that line item? Do you have anything more than
[1:11:43] records? Have the opportunity to some rooms we've
[1:11:49] never seen before and different things.
[1:12:02] So, I have a suggestion.
[1:12:07] I understand anything that's been water damaged probably needs to go. That's
[1:12:11] obvious. Some was on the floor got damaged, but um could we take like the
[1:12:16] first 20 years What does it go back to? 1884.
[1:12:23] » Something like that. Just >> Yeah. Just the earliest books. The first
[1:12:26] 20 years of the earliest books. Move them up
[1:12:30] to some room upstairs. Put them on shelves and make room down there for a
[1:12:34] few years. Deal with it later instead of just toss
[1:12:38] it. Just a thought. I saw the uh when we
[1:12:43] were up looking at those rooms up there and it would be a fire hazard. There's
[1:12:48] no doubt about that. There's some McFersonen County Herald papers up there
[1:12:51] for for years. I couldn't you know some of the very
[1:12:56] first books and stuff go up there. Just a thought be a pain carrying them
[1:13:02] up there but
[1:13:06] I was down in the we were down in the treasure involved.
[1:13:12] And there's just tons of tax receipt books that really half of
[1:13:20] them don't have anything in them and the other half can't read.
[1:13:23] » Yeah, that's true.
[1:13:37] » Keep present day stuff organized better. Everything
[1:13:45] or maybe not all of the books. I don't think you should throw,
[1:13:49] » you know, >> keep a few of every year just so you can
[1:13:52] go back and look at that. I >> I don't have a problem with that at all.
[1:13:56] Be a tremendous amount of work to get out of there.
[1:14:10] I think the treasur's office and Lily's office are kind of the same situation
[1:14:15] when I observe both of them. There'd be some things that could be thrown away
[1:14:20] where you can organize the rest and then make a decision.
[1:14:25] » I just think it would be neat to have just a couple books from each year.
[1:14:29] Doesn't have to be a home. >> I thought just a thought.
[1:14:41] » But you know the treasure. >> Yeah. Just don't I can't see.
[1:14:52] » And you're right. It is hard to read. I quite a few.
[1:14:56] some of the curses. It's very neat. >> And and the thing is with the tax, it's
[1:15:01] not like
[1:15:06] » it's not it's not organized. >> It's not as they came in.
[1:15:09] » You have to look through all the books. >> I did.
[1:15:13] » Yeah. 1922 >> took a while.
[1:15:20] » Did anybody know
[1:15:26] They have accepted
[1:15:30] story.
[1:15:34] » I don't think it is. Is it warm? I think it's just one schoolhouse.
[1:15:39] » That would be a place. >> Yeah.
[1:15:41] » For access to some of that stuff rather than carrying up.
[1:15:49] That way the public access
[1:16:06] remember that day years ago and Steve had us burn.
[1:16:13] There was a lot of boxes of stuff.
[1:16:20] That would be the biggest
[1:16:25] problem getting.
[1:16:32] She said if you keep something from every year are we really I mean we are
[1:16:36] eliminating some of our issues or problem but we're not we are
[1:16:42] » just a thought you know >> all there's some some of those books are
[1:16:47] really ornate leather >> well you know those those aren't the
[1:16:52] ones that she would eliminate >> the ones with the fancy binders they
[1:16:56] were going to be put >> they were going to be put in a section
[1:17:00] » it's it's the tax receipts, >> right?
[1:17:03] basically >> that she said I could get rid of all of
[1:17:06] these except up to 20 years the last
[1:17:16] they are you know I don't know what year they started put them on computer but
[1:17:23] chances are something
[1:17:31] » I have
[1:17:37] And if you keep them, who's going to go down those steps to look at? If you
[1:17:42] don't have them at a place for the public access, what if we just keep a
[1:17:46] couple of those ornate books for display in the case? Wouldn't take up any room.
[1:17:51] » Yeah. >> People could appreciate.
[1:17:53] » They're kind of cool. >> Yeah. You know, we don't need 20 years
[1:17:57] of those either. >> No. um whether it's one book or two
[1:18:01] books per year. >> Yeah.
[1:18:03] » And a book from every year that's 100 books.
[1:18:08] » So I think I think if we're going to do something we we make the motion to
[1:18:13] destroy records that have met the retention period with the exception of a
[1:18:17] couple choice books and put them on display. But a generic
[1:18:22] book like a lot of those tax records look the same book 60 years.
[1:18:27] » Don't Um, so you might your motion would
[1:18:33] include the discretion of the women office to make that what books would go
[1:18:38] in the case then? >> Sure. I mean, we could also like if Sid
[1:18:42] wants to, >> but I would I wouldn't keep more than 10
[1:18:46] books, you know. Just the only problem is if I'm down that I might damage,
[1:18:54] » you might be carrying him up to third. It's a liability issue that we're
[1:19:00] talking about going down those steps, you know, let anybody just go down
[1:19:04] there, you know, purpose. >> I think if the department heads are
[1:19:08] comfortable and taking control of managing their
[1:19:12] retention metal, we should let them have the reigns.
[1:19:19] is um >> I know our wish is we like to keep a
[1:19:22] couple books they can >> s Mike you want to be in contact with
[1:19:27] whoever is in charge of the museum and I can talk to somebody if there would be
[1:19:32] an area we could speak a couple >> okay
[1:19:38] and then the rest
[1:19:43] » okay
[1:19:46] so motion to first one there
[1:19:51] destroy certain records that have met the retention period.
[1:20:00] We want to we'll make a motion today before they do anything. They probably
[1:20:05] do anything out the window right now anyway.
[1:20:18] today. That's fine. >> Is Joyce Joyce
[1:20:26] » I think her name did come up at one point.
[1:20:29] » Why don't we include that motion supposed to pick out some type
[1:20:37] » between
[1:20:47] A motion by Mike. Second. >> Second.
[1:20:50] » Second by Neil. Any other additions? Any discussion? Anything else?
[1:20:55] » All in favor say I. >> I.
[1:20:57] » All oppose. Motion carried.
[1:21:17] Is there more to that line item there?
[1:21:27] » Is that the same? >> No. On the courthouse records there,
[1:21:30] there's discussion action on what we just to destroy the records that have
[1:21:36] met the retention period. But then there's the next line that says
[1:21:41] » to follow the retention manuals
[1:21:45] » going forward. So as they have met their retention period to allow each
[1:21:52] department to follow their retention manual as prescribed by the state of
[1:21:58] South Dakota and records management. >> I would make a motion to have the
[1:22:06] heads of each department follow the record retention manuals
[1:22:10] prescribed as by the Second
[1:22:16] » motion by second
[1:22:23] basically saying anything forward
[1:22:30] which includes notification to the state.
[1:22:38] We have a plan.
[1:22:42] Okay. On the courthouse maintenance, did you send this out to all
[1:22:47] commissioners? >> Yes.
[1:22:50] » You got the wish list here
[1:22:56] when we were down in that vault on the north side.
[1:23:02] The ice building up that window. Is that one that's supposed to be
[1:23:07] replaced? >> Yes.
[1:23:26] This would be I mean any of these things would be probably a 2026 expense
[1:23:32] assumingly do we have a we
[1:23:37] have a certain amount of budget that we would have
[1:23:41] spent on the building. We budgeted, we didn't budget for any
[1:23:49] additional projects. We budgeted for what we normally an average of what we
[1:23:54] normally spend on repairs each year. >> We didn't budget like for a window
[1:24:00] project. So if we did decide to do one, it would have to come with a contingency
[1:24:05] right away. just saying no need to or move some contingency to
[1:24:12] supplement that with this project. >> I guess correct me,000.
[1:24:21] So we did it we did increase it a little bit but it's still
[1:24:36] looking at that. I'm probably
[1:24:51] glass.
[1:25:01] I'm not really sure off the top of my head.
[1:25:05] So there's >> there's seven windows on third floor.
[1:25:11] » There's it two or three on the west and three or
[1:25:16] four on the north. However it works out >> of the
[1:25:22] northwest corner. 10 total. And then there's the two vault windows.
[1:25:28] » One was the north side, >> one on the south side. And then there's
[1:25:32] a window just what is it? To the >> to the east of
[1:25:37] » east of the north door that is in a storage room
[1:25:42] that doesn't need to be operational. And so
[1:25:47] if you look at that, there's two two proposals there from
[1:25:51] House of Glass. Um so with those
[1:25:57] two windows in the vault areas um the one estimate basically has a
[1:26:03] window designed like has an operational pain
[1:26:08] what we have in offices or there's a couple on the steps
[1:26:13] the sash folds into the building you know it's hinged at the bottom
[1:26:21] and so anyways uh The discussion was with these vaults and
[1:26:26] maybe records passing through versus coming up the steps, is that size big
[1:26:33] enough? The window can be taken apart and put back together fairly
[1:26:40] simple or we had him price out a size of what would be a single home window. So
[1:26:48] would look a little different because the proportions are different.
[1:26:54] be more of a 50/50 split than a 6030 split. And uh how many people even know
[1:27:01] what window looks like now? And it's the same thing. It's a single hung
[1:27:07] version now. So it' be basically I think it's a few hundred bucks cheaper. I
[1:27:12] remember the notes right to go with a single hung window that would give you a
[1:27:18] larger access. And uh it just look different than the
[1:27:24] windows that have been done.
[1:27:29] » How many people noticed that really know what it looks like?
[1:27:32] » So for a few hundred bucks, you gain a
[1:27:37] little concern
[1:27:43] as far as getting books out of there. >> Yep. I talked to both one house.
[1:27:53] It says use of our equipment to install
[1:28:00] use of equipment on jobs. Is that their use of equipment?
[1:28:04] » I think that's their use.
[1:28:08] » We don't have to mess with that. They have
[1:28:12] » they would talk to them about not using the chair lift.
[1:28:18] I was told they had in the past and potentially what created a lot of
[1:28:22] problems with that. So Evan was made aware of that.
[1:28:28] » Damage is done. But >> we'll just have to put make sure when
[1:28:30] they come we put a side out of order.
[1:28:36] » I'm not sure if he went back and gave anybody a WTF, but he was not aware of
[1:28:41] that information when I brought it up to him.
[1:28:48] So the first one
[1:28:54] » to disposal. If you look on >> this,
[1:29:00] » yeah, it says second two first floor single hung windows.
[1:29:06] It's the second page in that staple package where there's
[1:29:10] » um
[1:29:15] It looks like they're dividing 54 in into half. So that would be a single
[1:29:21] hung. And then if you go to that second
[1:29:25] packet, that's showing the 20 in. This is a I
[1:29:30] believe fixed panel. Yeah. Nine total without vent.
[1:29:41] » Yep.
[1:29:44] That don't make sense because actually >> two of those should have had vents
[1:29:50] which would also just increase the price of that estimate. So the first estimate
[1:29:57] with the seven for the third floor with no vents,
[1:30:01] the two first floor vault area that would be a single hung vent. And then
[1:30:08] the single first floor window would be no vent in that as well. That
[1:30:14] storage room, it's it's a basement room, but it's way high you can't get to it
[1:30:20] anyways.
[1:30:26] » I mean, you still >> It's so hard to get to
[1:30:31] » the basement. the windows. >> It's like eight or nine feet higher than
[1:30:36] the floor and it's on a ledge back and there's a heat pipe at least one that
[1:30:44] runs through there. So, it's >> easily
[1:30:47] » kind of maze to get to it. I'd be concerned if anything is not
[1:31:00] » don't have any but again would not be very easily accessible to open that.
[1:31:11] » So you're saying Mike the larger windows that would be like 5050 would be a
[1:31:17] little higher. >> No that's going to be a cheaper
[1:31:27] » because if you look that second quote is is 42,800
[1:31:35] but I didn't catch that. He didn't he's got nine with
[1:31:42] Oh no, it does say two would get bent. Nine total. Two would get bent. That was
[1:31:46] what he was supposed to do. So that estimate has got to be accurate. It's
[1:31:51] 42,833.
[1:31:54] The two windows that would or the estimate that would give us two windows
[1:31:58] that are a little larger would be 42,286.
[1:32:03] So, $600
[1:32:12] a little. So that's a new I would think motion to if we're
[1:32:19] ready to spend that money. We don't have to do all the windows at this time. If
[1:32:24] you wanted to do the two windows last time we did 44
[1:32:40] down the road, you're going to have You'd have to redo
[1:32:45] » more expenses at the end.
[1:32:54] » Okay. I just Well, we can come back on that, but when we go through that list
[1:32:58] of that inventory list, is there anything else on there that's priority?
[1:33:05] I think that roof should probably
[1:33:17] put this all together.
[1:33:25] » That's a special order one too, right? >> Yes.
[1:33:28] » Was that just a screen door? >> Yeah, it's just like a storm door.
[1:33:32] » Storm door. >> It's
[1:33:35] They special. >> Yeah, we just uh maybe we should just
[1:33:38] look at replacing it with a steel door. Steel door with a frame.
[1:33:43] » That would be >> I think we have to do the roof, too.
[1:33:52] » Oh, that little >> bit of ta
[1:33:57] come up. >> Oh, okay. That can't be.
[1:34:03] » I thought you were talking about the little
[1:34:05] » by or something.
[1:34:13] » Shingles were laying on the roof. >> That's right.
[1:34:27] » Cut some thick styrofoight.
[1:34:32] We still have access,
[1:34:37] » but other than that, that dome was actually in
[1:34:40] » fairly good. >> I I just don't remember doing it.
[1:34:43] » I remember doing it >> after you said it. I remember that.
[1:34:49] » Okay. What else? >> Okay. Um, where we at with
[1:34:54] the courthouse security cameras, we have that
[1:35:01] » have an estimate. Well, electric
[1:35:14] and electrical
[1:35:18] and he said he would complete the county
[1:35:24] that one
[1:35:28] else.
[1:35:40] I am willing to donate a 170 John Deere more with
[1:35:47] the motor on the side
[1:35:53] for the time being
[1:35:57] 54 in 56
[1:36:04] That's okay with a year or two or you know and then you can sell it or what
[1:36:09] you want to do. >> I'm good with that.
[1:36:14] » Well, just save 78,000 for the time being and I will
[1:36:21] look nice >> tractor.
[1:36:34] I don't use it, but it has that sideway
[1:36:58] Don't they said he measured it?
[1:37:03] » The deck is 56. But does that blower >> that blower goes out the side? What did
[1:37:07] I measure out here? >> 60 in.
[1:37:10] » Yep. >> But if you don't have that blower on
[1:37:15] » Yeah. You put it on the
[1:37:20] » whole time anyway.
[1:37:25] » As long as it fits in.
[1:37:29] You're not catching the grass now.
[1:37:37] » That's an option for right now. >> It didn't make it on this list, but just
[1:37:42] the physical appearance of that shed >> wouldn't be hard to change that. It's a
[1:37:48] stud and plywood building. Remove the steel, put new steel on, maybe
[1:38:02] Yeah, it was actually talked about getting rid of that shed at one time.
[1:38:07] » What is it kind of plenty of room for?
[1:38:11] » All that's in there is a lawnmower. >> Okay.
[1:38:13] » I got rid of all the other stuff. >> You feel
[1:38:19] the garage? >> No, with all the vehicles and
[1:38:23] everything, it's pretty much used.
[1:38:32] Well, I used to be able to turn around there. I don't know how this will work,
[1:38:36] but
[1:38:42] » well that would be something. Do you want to stick depending upon who you
[1:38:47] have it with labor stick in the shed or you want to get rid of one vehicle over
[1:38:53] there? One more over there.
[1:38:59] over there pickups and then spare vehicle for the
[1:39:04] chair's department, right?
[1:39:23] » Let's take a look at it.
[1:39:34] the the structure seems okay, but cosmetically I mean it wasn't that long
[1:39:39] ago we were talking about the guard. So we're going to talk cosmetics. Let's
[1:39:45] talk cosmetics. Yeah, when I checks,
[1:39:53] » well, let's wait till spring up. They aren't going to do it through
[1:39:58] the winter anyway.
[1:40:02] » Dave, you know, if that's that's a possibility, that's what that building
[1:40:06] over there is for vehicle
[1:40:11] vehicle.
[1:40:19] Okay, right now we have the roof access door which Neil suggested a steel steel
[1:40:24] frame and also on the roof there and then possible
[1:40:30] insulation dome
[1:40:44] I know there's down.
[1:40:55] » Yeah.
[1:41:01] » He said he
[1:41:13] » I can get one. I didn't get one yet.
[1:41:20] » Not in all ways possible.
[1:41:34] » Let's go to the top one with the landscape circles. You know, we kind of
[1:41:37] talked about maybe some grasses, different things like that. Maybe
[1:41:41] putting an implement on there. Nothing that we have to decide today. Just think
[1:41:46] about that. Any other thoughts on that since last time? I I've looked around. I
[1:41:51] That's not a big >> something small.
[1:41:54] » That's like even that scraper
[1:42:01] » or something. >> But they pretty much have everything
[1:42:04] cleaned out. There's only one or two things over there.
[1:42:06] » Well, they moved them all back beside the buildings for some reason. So, there
[1:42:12] are I just always had
[1:42:18] like a one
[1:42:21] » or if anybody has something that they want to donate, you know, I don't know
[1:42:26] how we get it out to the public, put it on Facebook,
[1:42:30] do something like I said we can put a little plaque on it, donate it by
[1:42:36] whoever the family is. >> Who would want to do that?
[1:42:42] who would be capable of maybe somebody out there more than happy or more you
[1:42:47] might have to pick out of a hat >> you know something that would be part of
[1:42:52] the are you talking just the west side here then
[1:42:57] we could get two and if we only get one then
[1:43:02] something else >> I do like the idea you have to make them
[1:43:05] bigger
[1:43:10] » le more to take care of county department.
[1:43:30] Okay, I'll just give that some more thought.
[1:43:34] » As far as grasses, whatever you think.
[1:43:41] » Yeah, you said that you had some
[1:43:46] » grasses aren't that big. I got >> Yep. That would be nice. We have to buy
[1:43:51] a couple plants just to fill in with some color. I mean, it would just be a
[1:43:56] handful of them. The rock would be the only thing that we
[1:44:00] wouldn't have. >> My experience is that stuff gets so big.
[1:44:06] You think you got much? >> Yeah.
[1:44:12] Okay. Um basement
[1:44:19] for sheriff came electrical lighting door and move in the basement.
[1:44:26] The guy never got back to me. I checked with him on Friday.
[1:44:29] » Okay.
[1:44:33] » As far as
[1:44:44] city,
[1:44:48] get back to Mike. We'll move that on electrical.
[1:44:55] Is that We need to talk to him about that.
[1:44:58] » Okay. >> Uh we talked about
[1:45:02] security. Is that also involved in GAP?
[1:45:11] » Okay. Were we just going to lock that or what do hopes up
[1:45:17] about that door in the hallway? >> Yes. So we we formed the courthouse
[1:45:22] security committee. So then that committee has to what provide a
[1:45:28] recommendation. >> So before we decision on that I would
[1:45:33] like to meet with the whole committee and discuss if that's the direction that
[1:45:39] we need to go for security purposes
[1:45:44] but we needed to form this committee in order to apply for that
[1:45:49] » and that's what we just did.
[1:45:54] All right.
[1:45:58] Then we have the highway office mini.
[1:46:12] » Which ones are they? Is that the onetheast side?
[1:46:17] The two for the room in the highway office are all one unit
[1:46:24] right outside.
[1:46:30] » I don't know. Can you guys make heads or tails out of that? Is there one unit or
[1:46:38] two?
[1:46:45] 9 and two
[1:46:49] those things right there. >> I don't know.
[1:46:52] » I think so. Yeah. >> He tried to explain that to me, but that
[1:46:57] was one for the highway. >> Oh, that that's the 9K.
[1:47:02] » Yeah, I'm guess.
[1:47:09] There's two up there now, right?
[1:47:13] » I thought There's only two of these. >> Oh, that's the only one that's got three
[1:47:19] of them on one.
[1:47:25] » One unit, >> one unit outside runs three, two in the
[1:47:29] courtroom, one on the second floor.
[1:47:34] Then he did ask me about using for that.
[1:47:40] » Okay. I never said last time. >> Yeah, right. Is that heat in here? So,
[1:47:46] it's something that needs should be done now.
[1:47:52] » Well, it has just hasn't been working, has it?
[1:47:55] » So, it's something that you probably use in the spring and the fall of the year,
[1:47:58] right? When the temperature outside isn't extreme.
[1:48:01] » It says here it'll it can operate tous
[1:48:07] » and the other ones are not designed for that.
[1:48:10] » I think that's kind of I have I got a little bit of experience
[1:48:14] so I think that's kind of wishful thinking but
[1:48:17] » 15 wish
[1:48:22] was made when they originally purchased >> well I I don't think they
[1:48:27] » that's what I was told >> all that long either has it
[1:48:33] » 12 years >> probably
[1:48:38] the summer of 2017 >> Wowish
[1:48:48] Is this something we want to act on today? Basically with December coming
[1:48:52] up, there might be some
[1:48:58] waiting list to get the product and then putting it in.
[1:49:09] We're not really using it for heat. Got We're not using a tree.
[1:49:16] » Well, they can't because it doesn't >> Well, you can
[1:49:21] or you want it definitely
[1:49:26] utilizes it like when they have turn it on days ahead to help.
[1:49:33] » It's just such a big area. So cold
[1:49:40] for a couple days.
[1:49:53] » Price might go up. >> Yeah. I don't know what
[1:49:59] Same with the windows. So if we did both,000
[1:50:12] » 58 >> No 50
[1:50:17] windows were >> 43
[1:50:25] close to 60.
[1:50:30] » And what do we have in 46 budget.
[1:50:36] » What if we paid for half of it?
[1:50:46] Because it looks like we'll have a little extra
[1:50:54] replace,000.
[1:51:02] Check into the door. Neil, Mike,
[1:51:16] you know, it's a lot.
[1:51:22] You're
[1:51:27] going to need
[1:51:30] to fix the old ones up. They aren't working.
[1:51:35] They never really did work right.
[1:51:48] » Yeah, that's only one of them on there. Yeah, that's probably the issue.
[1:51:58] If you spend this kind of money, they don't work right away.
[1:52:05] » What I What does that sound like? What we
[1:52:18] » I'm in favor of doing all the windows. do five of them now then next time then
[1:52:22] they go up and then you got transportation you got labor goes up
[1:52:26] then you got another five six 7 thousand more next time do it and do it right
[1:52:32] » you know I think when we started with the exception of these we were doing
[1:52:36] these small if you' done them all would have been
[1:52:40] done
[1:52:47] » you kind of skipped over the
[1:52:53] I did get a hold of that guy. >> Where you at?
[1:53:00] » Yeah. >> Up City Roofing.
[1:53:04] » Oh, taking a Did they take a sample? >> Yeah.
[1:53:08] So, they took a multiple samples. I don't know how many for sure. But with
[1:53:14] the roof being sloped, you have a thicker and a thinner area. The thinnest
[1:53:18] area is near the drains. That's the lowest point of the roof. And they're
[1:53:23] saying that's an R value of seven. And then at the highest point, they're
[1:53:29] saying that's an R value of 21. And based on my experiences with our
[1:53:37] region, you should you insulate your home to about a 40,
[1:53:43] 50, even 60 if you want to spend the money to do it.
[1:53:47] And so there's not a lot of insulation up there.
[1:53:51] Um, what is it?
[1:53:56] » Actually, he said at those drains there's only about a half of an inch of
[1:54:00] insulation, but there's over seven inches of a drywall gypsson board
[1:54:06] material up there, which I never have. You ever heard of anything like that?
[1:54:21] So at any rate, he goes they they had whatever their tool was to cut these
[1:54:27] samples out with only maxed out at seven. Was it seven and a quarter? Was
[1:54:32] it nine? We don't know as of this. But at that rate, um,
[1:54:49] just gypson board drywall just doesn't have much of it's like a half
[1:54:56] half of an art or not even I don't it's just little nothing. He said, "And if
[1:55:01] that rope is if that roof is tapered at a quarter inch per foot, which they
[1:55:06] weren't, they didn't verify that or not, but you're getting about one R value per
[1:55:12] foot of Yep. at a quarter inch rate. So, every inch is an R value. So,
[1:55:23] I asked him about, you know, we had talked a little bit previously about
[1:55:26] trying to blow in that area. where you go up that spiral staircase into that
[1:55:32] door. And um she said, you know,
[1:55:39] not an engineer. I take that same stance, too. If you do it, great. But
[1:55:47] something's got to be done with that space in there because now you're
[1:55:51] creating a space between two insulated areas and there's duct work in there.
[1:55:56] So, It's not just getting in estimate to
[1:56:01] spray blow insulation in that area. It's uh adding some sort of a vent of some
[1:56:09] sort in there and finding somebody that wants to crawl
[1:56:14] around on that plaster ceiling. Take the chances.
[1:56:17] » Yeah, that's
[1:56:22] » we got to fix plaster too. >> Well, maybe we should
[1:56:38] I'm sure the roof probably does too, but it doesn't leak.
[1:56:41] » He did say there was at least one drain that had some moisture near it when they
[1:56:49] took their sample by the drain. But he goes, "This guy didn't take the sample.
[1:56:54] One of his employees did." And He said a lot of times what they find is
[1:57:00] those areas right around the drain sometimes let go and it's pretty simple
[1:57:04] fix to just reseal that drain flange
[1:57:16] thing a little bit more contactious
[1:57:25] » they have a way Yeah,
[1:57:30] I think we just >> for sure
[1:57:34] I've got a buddy who's works at Helms. I don't know if he'd be the one or if he
[1:57:40] knows somebody that can come up here and look at it and look at the blueprints
[1:57:45] and try to make kids or tail of what we actually have for structure on that.
[1:57:52] » Yeah, because there's only Sure. It's kind of
[1:57:56] like a fiber that plast.
[1:58:00] » Yeah. Below that actual sloped insulation,
[1:58:05] » but uh we kind of looked at the blueprints and
[1:58:10] I'm I feel confident that that's the only access is in that staircase and
[1:58:18] then you got to make your way to the other end of the building.
[1:58:27] Okay, when you go to the back page and you notice that you look at the
[1:58:32] commission action needed, there's probably no further action
[1:58:37] original door handle taken care of the boiler. I I spoke to the gentleman when
[1:58:42] he put on those grades that day just happened to stop by
[1:58:48] and he said there's always going to be
[1:58:53] asked the longevity of it could be close to 50 years and he said he said he was
[1:59:00] going to discuss with you sharing what needs to be done you know for
[1:59:06] springtime like that
[1:59:13] you don't know year to year on that rewaxing floors you see that no action
[1:59:19] taking need to be taken in plaster patching
[1:59:22] The only thing on the first page is still part of the courthouse steps.
[1:59:29] » Steps. Um, I guess we want to have
[1:59:37] Johnson and Joshy case it
[1:59:42] quoted 6500
[1:59:50] steps >> yeah they were doing but I think you
[1:59:55] guys were going to you had something you could put on the steps didn't you?
[1:59:58] » We put some
[2:00:02] broke out already.
[2:00:07] But yeah, I guess any more than that we had talked about.
[2:00:12] What were you thinking? >> No, that's just kind of what we had
[2:00:14] thought we were going to see. So when did you do that? Was that before the
[2:00:18] last meeting? >> Yeah.
[2:00:20] » I haven't seen >> you know that's just it. Not a lot of
[2:00:24] people use that door.
[2:00:29] Skim coat the whole works. Is that something that could be done?
[2:00:35] » What's that? >> It could be done.
[2:00:36] » Yeah. >> Is that the type of stuff you used? I
[2:00:40] don't know what he used for sure. >> This is just
[2:00:44] It's like epoxy bridge patches. It's a concrete, but it uh stuff we can use on
[2:00:50] bridges. You can actually put it on underwater.
[2:00:54] It's sets up fast. >> So, what's it come in like?
[2:01:01] Just a bag like mix it with water.
[2:01:06] » Yeah, but you only got minutes with this stuff. This fixes the holes. But I
[2:01:11] wouldn't Whereas like a skim, you want something different.
[2:01:16] This you can fill in a hole. You only got like 10 minutes to work
[2:01:22] with it. It's It's quick. >> And that's what you put on those edges.
[2:01:28] Some of them I didn't take a look at that.
[2:01:33] » You know, we could fill in the divots and stuff with that for as far as the
[2:01:37] skin coat. Guy would want to do something different, research something
[2:01:41] different.
[2:01:45] Our church is just I don't remember what it was called. Just mix powder mix that
[2:01:52] she mixed up on it.
[2:01:57] It's out of years over a year. I don't remember
[2:02:03] last year.
[2:02:07] » So when you put that stuff on, you went off the side too.
[2:02:14] » You put that on the pillars. uh there I wouldn't think there
[2:02:22] even said that they make plywood form like rock design in it so they could
[2:02:28] frame it out.
[2:02:32] » Yeah. With the forms then pour the concrete in. He said you just vibrate
[2:02:37] like crazy and it fills that back side of the for you kind of design it. He
[2:02:41] said we have to do that. It was smooth to begin with
[2:02:49] and painted. >> You can do color.
[2:02:52] » Yeah, >> better
[2:02:57] painted the same as the foundation. >> Yeah, we want it to match the foundation
[2:03:02] for sure.
[2:03:05] » Would you >> unless they could do match that,
[2:03:09] » but we were talking about if we repaint it, maybe change the color of it.
[2:03:14] something more rather than that.
[2:03:19] » Sometimes you paint concrete too and you seal it. It's not you know it's almost
[2:03:23] concrete's kind of breathing.
[2:03:29] » I'll talk to Reed about it again. >> Okay.
[2:03:32] And really we aren't doing that spring. We've gotten
[2:03:45] many splits in the window,
[2:03:49] but it does say that 30 days.
[2:03:57] » Well, I think
[2:04:02] just be on the agenda for next month again.
[2:04:07] I'll make a motion that we do both mini splits or mini split
[2:04:12] JR and the windows with the house of glass would be the lower bid because you
[2:04:17] want the 50/50 split on those two windows in the vault
[2:04:25] and then the door upstairs too that comes out on the roof
[2:04:31] » whatever that comes in
[2:04:38] Okay.
[2:05:01] Okay. Okay, we have a motion represent. We have a second.
[2:05:04] » Have a second by Neil. Any other anything that you see?
[2:05:09] We got the windows. We've got the mini splits. We've got the
[2:05:14] door with the chin on the roof. How we going to handle the chin the chin on the
[2:05:19] roof? Is that going to be something
[2:05:24] we do that carpentry?
[2:05:29] You got somebody
[2:05:46] in somebody else that wants to
[2:05:55] » comes. Okay, I have a motion. I have a second.
[2:05:58] All in favor say I. >> I.
[2:06:00] » All opposed. Motion carried.
[2:06:07] » Was there anything else on that list that we need to discuss today? I think
[2:06:11] some of those things are strated. So,
[2:06:17] » good to have list. >> Well, I'm thinking lately. I asked Lely.
[2:06:22] That way we know >> what
[2:06:26] » try to stay ahead of the game.
[2:06:33] » Sure. Do you have anything else?
[2:06:40] » That'll motion to take the snow removal off the
[2:06:46] table. >> Motion. We have a second.
[2:06:49] » I'll second. >> Second. All in favor say I. I motion
[2:06:53] carried to discuss line item
[2:07:04] $185.
[2:07:18] » Is this the same individual?
[2:07:29] Second discussion,
[2:07:33] correct? >> And that says low ice. Is that
[2:07:45] » okay? All in favor say I. All motion carried
[2:07:57] step out. I was going to move on to those two line items and then I'll break
[2:08:02] for lunch.
[2:08:07] » Yeah, the community nursing Lisa said >> on
[2:08:13] Wednesday I talked to her. She said she had heard back from was legal. So she
[2:08:19] sent it on to Austin in its draft form. Austin said you could look at it, but
[2:08:26] until a very, you know, he said, "I would hate to
[2:08:30] have the commission approve it and then a Vera comes back and changes it once
[2:08:35] they're legal does look at it." So I guess we're kind of just waiting for to
[2:08:41] get a contract. means we didn't budget anything for 26 for it. It's really not
[2:08:46] going to matter. We can have
[2:08:57] table >> there's nothing to review yet but she
[2:09:03] hopes maybe by the next meeting of January future meeting
[2:09:10] » I believe
[2:09:30] Okay. The three line items emergency management that involves Dave.
[2:09:38] So, um
[2:09:45] after lunch
[2:09:49] right away that involves anything else on here,
[2:10:01] you're okay to break for lunch. >> Okay. Uh one
[2:10:06] quarter to one.
[2:10:16] » Thank you.
[2:10:21] » Thank
[2:10:45] That's a long time.
[2:10:53] » Okay, we're going to start up 11
[2:11:00] portion.
[2:11:03] We have the next sheriff's department and emergency management will fall
[2:11:10] under.
[2:11:17] Okay. The first tab there you'll see 4x4 special service package
[2:11:25] options would be the 47,000. Some of those could come off of there, but then
[2:11:29] we have plus options. Dave will get us that by December 30th meeting.
[2:11:35] » Yeah. Just bring
[2:11:39] the vehicles now,000.
[2:11:50] » I will consider for the December meeting with
[2:11:56] the requested options.
[2:12:02] Typically, it's not too
[2:12:07] possible.
[2:12:15] Dave indicated if we wouldn't order one in 2026, the following year we'd have
[2:12:20] 27, 28, and 29, we'd have three in a row. Just something to keep in mind.
[2:12:26] We put it in budget. >> Yes.
[2:12:33] » So you have the options and
[2:12:45] you have the pickles now. Do they have the
[2:12:51] » Yeah, they they've been doing they've been doing fine. They're holding
[2:12:54] together. the 2019 that we handed down to the highway department.
[2:13:03] » I kind of Well, I shouldn't say that. Rick confiscated it.
[2:13:09] » So, I guess it seems I think it's okay.
[2:13:18] Okay, we'll move on to the next
[2:13:24] toilet.
[2:13:33] And the reason for this being the price it is, it's stainless steel, right?
[2:13:43] » Explain what that consists of. >> So, it's a
[2:13:48] laboratory toilet sink
[2:14:02] the duration that you may someone in that cell
[2:14:07] is to have this facility >> I think it's pretty important
[2:14:17] pretty much complete the one cell.
[2:14:25] Otherwise, you would have to remove them from the jail cells.
[2:14:37] » Mr. Chair. >> Yes.
[2:14:39] » I had the question. >> Y
[2:14:43] County. I just I'm not quite understanding
[2:14:46] what sort of uh
[2:14:51] what sort of criminals will you be keeping there for how long?
[2:14:55] » Not not any longer than 8 hours. That would be the maximum unless there's
[2:14:59] other circumstances that would dictate. Give you an example.
[2:15:06] Many times that I've been on the road conditions nice
[2:15:12] secure faced
[2:15:33] require somebody to be there at all time.
[2:15:36] » What about nursing staff? nursing staff
[2:15:50] into
[2:15:56] » then how will you get them if they're very intoxicated
[2:16:00] up to that cell? very
[2:16:08] » well. >> I'm just trying to understand
[2:16:12] » those those are variables. I would rather not.
[2:16:26] » So, do they come to the cell for the blood draw or do you take them to the
[2:16:30] hospital?
[2:16:40] So if you pick somebody up, it doesn't matter.
[2:16:51] » Well, it it depends on what the arrest is for, but at that time if that deputy
[2:16:56] has been out for, you know, 10 12 hours already, that would an opportunity to
[2:17:02] get somebody whomever to come out and make the
[2:17:07] transport.
[2:17:27] » The way I look at it, I guess the deputy is going to
[2:17:33] provide something.
[2:17:40] » And what other things are involved that are not on here that would have to be
[2:17:45] done to that cell? >> We talked about that earlier.
[2:17:49] Insurance company has has given us a list of items that need to be done to
[2:17:54] that cell in order for it to be compant. This is one. There's a hanging
[2:18:02] heater hot water heating. There's a that covers
[2:18:08] the radiator that needs to be secured. There is a glass lens covering the light
[2:18:17] picture. And they recommended that we put some sort of metal mesh over the top
[2:18:24] of that to prevent the glass.
[2:18:43] Go ahead.
[2:18:46] » Anyway, um I have a question with the ADA compiance. If you just have the
[2:18:50] stair chair, how do you keep somebody that's drunk in the stair chair?
[2:18:55] I'm just asking It would be a challenge, but if there's
[2:18:59] somebody that is that is handicapped, we're not.
[2:19:06] » Okay. So,
[2:19:21] questions, concerns.
[2:19:27] Okay. As far as we go ahead with this funding, there was nothing
[2:19:35] budgeted for this year. I We would have the funds in our jail.
[2:19:46] » Yes, that one there's 19,000.
[2:19:57] You have one in custody.
[2:20:09] » Well, I behind this
[2:20:17] before police want to help them in any way.
[2:20:22] Helps with safety issues for our officers. I'm all for it.
[2:20:27] It's probably not going to be used a whole lot, but I can see how
[2:20:33] it so I would I would like to see this go
[2:20:39] forward.
[2:20:53] Are there any other
[2:20:57] not involvements
[2:21:03] over there as far as the jail cell would be complete?
[2:21:07] » Major
[2:21:10] mattress that you can put on the floor that some
[2:21:16] Clear for it.
[2:21:29] » No, it should be it should be mattress
[2:21:36] locks on the door.
[2:21:43] Is that the type of toilet they had in there before?
[2:21:50] » With a sink on it, too.
[2:21:55] » They were fully functional.
[2:22:01] » You can't use
[2:22:07] That would be my guess. Stainless steel industry standard.
[2:22:23] » Anybody else got any thoughts?
[2:22:35] We have a motion on the floor from Was that a motion? It wasn't.
[2:22:41] » We have a motion on the floor to purchase
[2:22:46] combination with 435762.
[2:22:52] We have a second.
[2:22:56] We have a second.
[2:22:59] All in favor say I. >> I.
[2:23:02] » I. Opposed.
[2:23:04] » I motion carried.
[2:23:09] » Okay.
[2:23:14] Um anything
[2:23:34] here right now scheduled to hopefully graduate in February.
[2:23:47] Okay, the facility city discussion on Leola joint law. I
[2:23:54] want to thank Sheriff and the rest of you
[2:23:59] commissioners for attending last night. I think that was very professional on
[2:24:02] our part and listen and to be attending, taking time out of your busy schedules.
[2:24:10] Basically, they have decided to name the joint law.
[2:24:16] » Did they do that the last meeting or was it last night?
[2:24:19] » Well, we have a formal
[2:24:23] sent.
[2:24:39] um discussion or you know concerns were who
[2:24:44] do we call if we don't have a joint after January 1st and
[2:24:49] we'll discuss with Dave until the end of day but
[2:24:54] felt it be great recommendation that if there is anything
[2:25:03] sheriff's department be contacted any concerns
[2:25:07] I think that's the way to
[2:25:14] I know we it was kind of brought up as
[2:25:19] far as traffic controls and stuff like that. What are your
[2:25:24] thoughts on that? >> We are happy to help out when requested
[2:25:31] because that's how it's been working in most of the communities
[2:25:37] for the
[2:25:47] of course we talked about this last reactive type
[2:25:54] sheriff's department for you know
[2:26:15] say I'm concerned about things that could possibly
[2:26:23] happen.
[2:26:30] People that were not in attendance, the commissioners and chair
[2:26:36] made it perfectly clear that if something changes, you know what? Keep
[2:26:41] the communication might be reintegrated to keep the communication lines open and
[2:26:46] if something changes, come talk to us.
[2:26:51] We'll discuss. I don't think there's anything more we
[2:26:54] need to. But I did think it was interesting this
[2:26:59] morning that you see on land and maybe you know this Minihaha County is
[2:27:05] contracting with eight surrounding communities
[2:27:09] to do their policing resolving police.
[2:27:16] Yeah, very
[2:27:20] expensive
[2:27:31] » and getting
[2:27:35] » both related to last night and just in general knowledge. What what is a
[2:27:42] limit to when you could should call 911? Speaking of last night on that example I
[2:27:50] brought up about the exhibition, >> would you really expect
[2:27:56] someone to call 911 on that? Would they be better off
[2:28:02] » calling sheriff's office? >> No, I think that's what it's for, Mike.
[2:28:05] » 911 even the best way to get to the person that's
[2:28:12] on duty and actually >> things have changed. I mean when I
[2:28:18] started cell phones were just and now our calls for service increased
[2:28:24] because of the availability of a phone used to stop in the farmer's yard
[2:28:40] » and then it also sets up that record that you have
[2:28:44] even an issue.
[2:28:52] Okay, if there's no further discussion on that, we'll move on to
[2:28:59] just a brief update. I did have a correspondence
[2:29:09] emergency manager and their commission has encouraged him to continue looking
[2:29:16] something
[2:29:22] a little bit more process
[2:29:28] when we visited with county. We were kind of
[2:29:33] thinking that if that were to happen, we'd still want, you know, kind of a
[2:29:38] point person in our county, which would possibly be
[2:29:45] For sure. It's more than just one personally
[2:29:52] move towards the regional concept. >> The distance.
[2:29:57] » Yes, absolutely. >> Did you guys happen to see the article
[2:30:00] on the insider? No. They have an interview. Did you
[2:30:06] basically was a report on the commissioner's meeting and what Scott
[2:30:09] had brought to those guys? the last
[2:30:14] two three weeks ago whenever
[2:30:18] county had the last commission meeting but right after that
[2:30:22] » okay it's any more detail than that or just
[2:30:25] » well they mentioned in it my father read it to me over the phone
[2:30:29] so I don't have the memory of words but something about how
[2:30:35] it was discussed that being such a large area a deputy would be needed because it
[2:30:39] would be over an for everybody to respond to Eureka. And
[2:30:43] so that was made public. Um there was some other discussion that I never did
[2:30:49] follow up on because it was just silly, but it stemmed from this article and uh
[2:30:58] I think the gist is we're we're starting communication about what to do for a
[2:31:05] management in the emergency manager position. I guess
[2:31:11] financially probably makes sense to join forces.
[2:31:16] They do the they mentioned doing the administrative part on their end and
[2:31:21] then having a deputy on site on our end. >> I don't know. It's probably got to be
[2:31:27] cheaper than having an administrator such as yourself in
[2:31:32] county. Would you think >> it could be hard to say today? I can
[2:31:37] tell you that. Well, that's another thing, too, because
[2:31:43] you already have a county vehicle. That vehicle for me would be a big expense if
[2:31:49] somebody not already part of the county, not just the salary
[2:31:55] may have to go up to. We don't know that, but also the
[2:32:01] infrastructure.
[2:32:06] Well, let's see what they bring back to us and go from there.
[2:32:09] » Is Is that the plan? They're going to bring something to us.
[2:32:17] » Okay, Dave, do you have anything else for us?
[2:32:25] » Well, well, I'll ask you later.
[2:32:32] » Number six.
[2:32:41] to occupy right away.
[2:32:46] We didn't make one last
[2:33:04] Valley is very fiber optic. White is a 2 inhib.
[2:33:27] » I went through them. They were all >> okay.
[2:33:32] » You're good.
[2:33:37] We have a motion by Jeff. Second by
[2:33:43] say I >> I
[2:33:48] surplus.
[2:33:51] » Yeah. Um since we got the last one from uh Dave
[2:33:56] Sheriff's Department, we decided that uh time to move one of those down the road.
[2:34:00] This This one's got a lot of miles on it, as do several of the pickups we
[2:34:04] have. But, uh, felt it be kind to send this one this one away. But
[2:34:09] » one, >> uh,
[2:34:13] I don't think so. Not this one. >> That's the blue one.
[2:34:22] » Really?
[2:34:25] » I remember looking at that when you first got it.
[2:34:28] I treated us very well. >> It's still I mean it it runs pretty
[2:34:35] pretty good for a pickup that's got 23 239,000 miles on it. Um everything
[2:34:40] works. Um just depends how you guys want to, you know, get rid of it. If you want
[2:34:45] to advertise and do it here, if you want to do it at this spring, this coming
[2:34:49] spring at the auction across the street, or if you want to do next spring,
[2:34:54] however you guys want to do it, I'll I'll sit on it till that time.
[2:35:00] » Kind of seem to do okay across the street.
[2:35:04] » I think so. >> One thing about it here, we give the
[2:35:06] local people a chance to bid on it. So, >> um, yeah. So I guess I'll motion to
[2:35:15] surplus that vehicle. >> I motion
[2:35:21] second by Jeff.
[2:35:29] » Okay. >> All right. All in favor say I.
[2:35:32] » I motion carried usually in May.
[2:35:37] » Yeah. First weekend in May. >> So all right. Number three, police
[2:35:43] tractors. Um,
[2:35:46] there it's not 100%, but it sounds like probably not going to be getting
[2:35:51] tractors anymore. Um, and if we do, it's not going to be $25 an hour anymore.
[2:35:57] Sounds like it's probably look a lot more like $75 an hour. So, it's going to
[2:36:02] be quite a bit quite a bit of difference. The we just turned hours
[2:36:07] back and we just the bill will be coming through. So for the three tractors,
[2:36:11] we're looking at $16,000 this year. So triple that triple that for for next
[2:36:18] year if if the tractors available. They're not saying there's going to be
[2:36:22] thing available. Um >> program these all three ours.
[2:36:29] » No, these were our soil conservation had tractors too.
[2:36:32] » They get through >> but but they have them through CNB and
[2:36:35] CNB completely dropped it. >> That's right.
[2:36:38] » And then Yeah, they they talked to uh Valley too
[2:36:44] of actually and I think the same thing I think same answer that I'm getting but
[2:36:51] not doing it at all. >> Nobody is
[2:36:56] expensive. >> Whatever the reason being, it's done.
[2:37:01] So, um I'm I'm going to stay in touch with Ly for now. There is a possibility
[2:37:07] that we might have to come up with another tractor. I, you know, four is
[2:37:12] nice to be out mowing in the fall and get everything done quicker. Um, we can
[2:37:16] do it with three. I mean, we can do it with three. It's not as fast, but
[2:37:20] » but the one doesn't have PTO. >> The one our one tractor does not have
[2:37:24] the PTO like I explained in in the notes I've got. Um, it's been on the broom
[2:37:29] forever. It is tired. It's been overheated multiple times. Um, PTO quit
[2:37:36] working at the time. I came to you gentlemen or I came to the commission
[2:37:40] and uh the decision was made not to repair the PTO because six grand for the
[2:37:46] wiring harness, another 2 to 3,000 for installation and the decision was made
[2:37:52] to not because the feeling was that the tractor wasn't worth putting that kind
[2:37:57] of money into anymore. Um, you know, there's some parts of the wiring harness
[2:38:02] that we've bypassed things we could bypass. Uh, the front wheel assist is no
[2:38:07] longer in the system and now it's a toggle switch. You know, we've done
[2:38:10] things to so that we keep using it for a broom. It's still working and I'll keep
[2:38:15] using it. No sense putting a new tractor on there when this one's still
[2:38:19] functioning. Um, so yeah, the the whole thing is up in the air as far as
[2:38:25] tractors go and In response to this, I got I was thinking too, if we can pay
[2:38:32] some down on the motor grader this fall, um, and then pay the remainder of it
[2:38:37] after the first of the year, maybe I'd have enough budget left next and the new
[2:38:43] year that we could pick up a tractor, purchase a tractor. Um, new tractor
[2:38:50] through John Deere, kind of what I'm looking for. Not your top of the line,
[2:38:53] but 140 horse roughly tractor. with cast
[2:38:58] wheels and what was it? An 18-speed transmission.
[2:39:04] I got >> How many hours you put on?
[2:39:08] » Um well um the one track we put about 270
[2:39:15] 80 hours on it. And then the other ones uh
[2:39:20] were not one was 200, one was just under 200. So it depends on the years but we
[2:39:27] don't just use them for mowing. I use them for pulling packers disc. So that
[2:39:32] was total that was total hours. Yeah. So yeah, we use them for quite a bit when
[2:39:39] we got them. >> We 25 hours. Yeah. And the uh the ones
[2:39:47] we still got two of the TM140s, they're in good shape. They're in good shape. I
[2:39:52] don't remember if it's 4,000 hours on the one. Um, you know, they're really
[2:39:58] not high by any means. So, again, they're in good shape. So, we
[2:40:04] do have to that we can use for and you can do some work on that yet.
[2:40:09] » Yeah. Yeah. But there too parts are limited. Certain parts are not
[2:40:14] available. >> Wiring harnesses. That's a big deal on
[2:40:19] those. You wouldn't think so. to 2005 they should be but some of that stuff
[2:40:24] they're not making anymore. It's ridiculous. That's to me that's a new
[2:40:28] tractor. >> Yeah.
[2:40:31] » And they were electronic enough to where >> Yeah.
[2:40:36] » That's the problem with the wiring system and the wiring system.
[2:40:42] » So >> I guess I would shy away from buying new
[2:40:50] I I wish I would have known about this about two months ago when the state was
[2:40:54] surplusing tractors because you know they had some we could have got our
[2:40:58] hands on. >> There's nothing surplus.
[2:41:02] » What's that? >> There's nothing at surplus.
[2:41:04] » No, we're not down there. >> You have to go back to 12 early 12 to
[2:41:09] get pre-deaf. >> Yeah. You know, I've never asked the
[2:41:14] surplus either about a tractor. I could talk to Keith and see there's something,
[2:41:18] you know, put the, you know, on the wish list. I mean, they get everything else,
[2:41:23] you know, maybe maybe they have that forestry department or something, not
[2:41:28] knowing what kind of condition they're in,
[2:41:30] » you know, but could be low hour. We've gotten some things from them that have
[2:41:35] been really low hour. So you know a tractor like that he said you looked
[2:41:40] into >> yeah was saying about 175,000
[2:41:46] » yeah but he was going to check too I asked him if they were you know sign up
[2:41:50] on source well that's that site you know you guys have been
[2:41:56] involved in that where you can go on and there's they the different companies
[2:42:00] that are involved in that they've got multiple pieces of equipment with
[2:42:05] multiple options that you could go on and you can buy off
[2:42:08] of it. They're all bid items. So, it's it's there if they have it. We we bought
[2:42:15] motors, loaders, uh different things through through source. Well, what's it
[2:42:21] different with John here and RDO? So,
[2:42:25] » that's just so just so few hours a year. Really is.
[2:42:29] » It is. I mean, it is. And they they you know, for the most part, we keep them.
[2:42:34] The other ones are good. We kept them 20 years old.
[2:42:37] » Yeah. 2005s. >> So,
[2:42:41] » I more looking at buying something used pre-deaf.
[2:42:46] » They're hard to find though. >> Yeah.
[2:42:48] » I got a couple of them. >> Yeah.
[2:42:50] » I'm looking to sell them. >> What do you want? What do you got?
[2:42:55] » I got a 7230 premium. That's probably 130 horse.
[2:43:01] » Yeah. You want like 140 horse? 7730
[2:43:09] would be a little bit $2,200. >> Oh, so that'd be pretty. Well, what year
[2:43:16] would What year would that small lighter horse one be?
[2:43:19] » Uh, that's like 11 or 12.
[2:43:25] » So, you're still looking at >> looking at 110.
[2:43:29] » Well, one has a motor on it. with the motor. I
[2:43:33] want >> you wouldn't you wouldn't want the
[2:43:35] loader, would you? >> That one that you
[2:43:38] » No, actually I wouldn't mind having a loader.
[2:43:41] » So the one that you said was 175, is that loader ready?
[2:43:44] » Yeah, it could be. >> Um
[2:43:49] » I don't know. What's that? Which one's got the
[2:43:56] smaller one? There's a lot of times where um I've got
[2:44:00] that grab for on the big bucket for moving rock and stuff, but when we try
[2:44:04] to grab a, you know, well, trees or trees, it works pretty fair, but there's
[2:44:10] that time when I got to move bales and different things would be bad to have a
[2:44:14] load if it was in on a back deal. >> But, uh I I won't do anything.
[2:44:32] I'd actually be interested in >> I wonder about that too. There'd be some
[2:44:38] private guys that would actually
[2:44:44] » um
[2:44:47] it doesn't have to be doesn't have to be a new tractor.
[2:44:54] » You need 14 tractor. Yeah, with
[2:45:00] side hitches and the gang wars >> get into that green stuff that's that
[2:45:04] tall like hard.
[2:45:07] » It pulls them down. >> It does. Yeah.
[2:45:10] » Um with the hitch and the more and everything. Yeah, it does. They used to
[2:45:15] spec at least a minimum of a 90 when it was just the older moors, the lighter
[2:45:20] moors. >> Is that something that the county can
[2:45:22] just buy or do we have to put it out for bids to try a used Yeah. Can I use
[2:45:27] tractor? I'd have to check to see what the max I can spend right now is
[2:45:33] um 75. >> I wanted to say it was 50. I don't know
[2:45:37] if they changed. >> I don't know if they changed. They
[2:45:40] changed a lot of stuff again.
[2:45:45] But there's no
[2:45:50] I would assume we could go to an auction buy something. That's what I was
[2:45:54] thinking. But I'll check. I'll check. Let's see to see
[2:45:59] these program.
[2:46:03] » There's a lot of trackers out there.
[2:46:10] » We had someone on the public comment on this.
[2:46:18] » Um, you guys, I'm liking what you're doing, but and you said not to fix that
[2:46:24] for $8,000. I farm and you fix tractors because you
[2:46:28] can't buy new ones. They you can't buy a tractor for 20.
[2:46:36] So you fix what you got, you move with it. Just like a farmer that doesn't have
[2:46:44] spent income would do. >> That's what I got on that.
[2:46:49] » Thank you. >> Yeah. Perhaps we should,
[2:46:54] » you know, and I'm not against I'm not against fixing it. Um I think at that
[2:46:58] time the decision was because it been overheated so many times. The hydraulic
[2:47:03] system, the seals and everything, there was um a feeling that everything is
[2:47:07] really brittle in the inside. It's amazing that it's still functioning as
[2:47:11] well as it does. Um and we can check to see if that wiring harness is available.
[2:47:18] » Sometimes they start making aftermarket stuff. Well, that was so many years ago
[2:47:22] when we did this and at that time there was only one
[2:47:26] in the nation there was only one arm.
[2:47:31] » Was it pretty standard TM140 harness or serial number?
[2:47:37] » That I can't tell you. It must be a certain serial number on the
[2:47:41] » Who would you use to do those kind of repairs?
[2:47:45] » Premier Eureka. >> Yeah, they they they do that for us. Um,
[2:47:52] and I can ask them I can see ask Daryl see what's available. He'll it's out
[2:47:57] there. He'll >> find
[2:48:01] » I don't think it's necessarily a bad idea to have another tracker because I
[2:48:05] mean you were gaining two when you leased.
[2:48:07] » Yeah. Yeah. Three. Did you lease three? >> At least three.
[2:48:13] We lease three all the time. We sit on ours a little bit. Use ours in the offse
[2:48:18] and then we And that's why we don't have the hours,
[2:48:22] » right?
[2:48:27] » I had one running this fall, this last fall. And then
[2:48:32] Yeah. Like just to tell you how hot the system has gotten on that broom tractor.
[2:48:38] The u hydraulic hoses running forward to the broom melted through the tank.
[2:48:46] We filled it filled with fuel. fuel coming out. They got those hoses got so
[2:48:51] hot they melted into the tank. So, >> were they touching it?
[2:48:57] » Yeah, they were. We had we had wrap around it after that, but the whole
[2:49:02] thing was um we ended up switching radiators. The radiator got so we
[2:49:08] couldn't clean it anymore. We tried and it was just packed in there. Yeah, that
[2:49:12] one's used. >> That's sand. It's
[2:49:17] » It's our And if I had to do it over again with another tractor, the big deal
[2:49:22] when they sold these to us is we could run the broom off hydraulic system. And
[2:49:27] to me, that was a mistake. I think I I'd rather stay with self-containing
[2:49:32] system or we're running it off PTO because that way uh it's not overheating
[2:49:39] new tractor be a lot better. >> So not as handy but a lot better.
[2:49:47] But on that yeah I'll sit and wait. I I'll work with Lyall and u see if
[2:49:54] anything anything changes and then what there so but as far as it goes I' I'd
[2:50:00] like to kind of prepare for maybe having to do something next year if I if I can
[2:50:05] take some of the funds from this year pay toward that motor grader and then
[2:50:10] finish pay it after the first of the year and Chad said there's no problem
[2:50:14] doing that so Um,
[2:50:20] any other questions on tractors?
[2:50:24] » Find out what your threshold is to purchase something
[2:50:29] outside
[2:50:34] what the law is because they change all the time.
[2:50:40] It seems like a lot of hours
[2:50:48] really good kind of pre-dem.
[2:51:03] » Yeah. And I apologize for not requesting an executive session, but that
[2:51:08] possibility without having that on the should with
[2:51:16] a couple of the individuals. >> Well, we could do session as needed,
[2:51:21] right?
[2:51:24] » Call out what you want to do for personnel or whatever.
[2:51:27] » It's for personnel and you can go when we go at the end
[2:51:32] » and I've got personnel.
[2:51:38] Sounds good. We can do it then and then revisit what I was going to
[2:51:42] » Okay. >> talk about. So, and um it
[2:51:47] chip sealing. Uh you had asked me about getting some numbers put together. Um,
[2:51:52] as far as like for regular chip ceiling for this next season, if I'm going to do
[2:51:57] roads, um, I've got 30 miles listed out here and, um, or 29 miles, county road
[2:52:06] 12, four miles down by Hills. It's overdue. It should have been done last
[2:52:10] year already. Um, but we we held off on that. Um, road five, the rest of five,
[2:52:16] the north of Hills View and north of Highway 10. Um, that would have been on
[2:52:21] the list, too. And I I if we're going to do it, I need to do it this year to stay
[2:52:26] at six years. I need to, you know, five is where I like to be. Six is where I'll
[2:52:32] end up. >> Excuse me.
[2:52:35] » Okay. >> On 12 is that 4 miles from 47.
[2:52:43] » Yep. >> You know, beans, we we ground the rest
[2:52:48] of it. Is that a road that would be ground?
[2:52:53] » Well, I I think it could be ground. Um >> I know that first mile they put a mat on
[2:52:58] that. We probably grind that. >> Yeah. No, I'd probably have to have
[2:53:02] somebody grind that one. But in that first mile, there's a lot of traffic
[2:53:06] coming out of those gravel pits right there. And maybe it'd be beneficial to
[2:53:10] leave that one.
[2:53:14] » You know, we we sure could. Um >> it's not idea that that would be
[2:53:24] Maybe you should talk to some neighbors around there. See what their thoughts
[2:53:28] are.
[2:53:35] » Yeah. Chip chips is cheap. Nothing's cheap, but u
[2:53:43] as far then the rest of 19 north of town here, that's 8 miles. Um that's due and
[2:53:49] county road four up on the state line or not four county road two up on the state
[2:53:55] line four miles there that that's overdue too
[2:53:58] » so these are all overdue um you know approximate
[2:54:05] approximate cost to do the 29 miles just now this is just materials uh the oil
[2:54:11] costs are going to be roughly 440,000 uh 220 and then for the for the
[2:54:17] aggregate Um, we're looking at 125,280 for aggregate. You know, labor labor and
[2:54:25] equipment ballpark at 6,500 per mile. So, you know, you're looking at 188,500,
[2:54:35] you know, for for the a for the aggregate. Sorry, that was the wrong
[2:54:39] number. 125 280 for the aggregate. Uh 1885 for the labor and equipment.
[2:54:48] um overall cost, you know, 7546,000 a mile.
[2:54:55] » Yeah, roughly. >> That used to be about 11,000.
[2:54:58] » Yeah. And this actually isn't bad because you go contracting, you're
[2:55:02] looking at probably 32 to 35, >> you know, for contract.
[2:55:07] So that's, you know, chip sealing is chip
[2:55:10] sealing. We do that every year. Um the aggregate cost I play with that. And
[2:55:16] what I mean by that is I modify material and I use cheaper material and I add
[2:55:22] rock and I do things so that I can lower my cost on the aggregate side. So I
[2:55:30] » really lower the quality of the job. >> No, no, no, not at all. Um and then as
[2:55:35] far as uh um well okay like I I'm going to re
[2:55:41] reprocess uh Pock I I traded with
[2:55:47] just rock. There's nothing wrong with it. I'm just going to re I'm going to
[2:55:50] reuse it. I'm going to clean it. I'm going to add it and you know
[2:55:56] basically modify the material to where it works good for us. So, and then uh
[2:56:03] you know the question was asked about resurfacing county road 23. Um for
[2:56:09] reseal and prime oil for the seven miles um you're looking 360
[2:56:17] for those seven miles
[2:56:24] » going north to Forbes and
[2:56:29] your uh as far as your aggregate goes uh 3,360 ton of of aggregate approximate
[2:56:39] uh 60,000
[2:56:42] roughly in that you. Like I said, I can modify and play
[2:56:46] with that. Uh approximate cost to prep the road top. I'm going to I'm going to
[2:56:52] estimate that at 120,000. Um you've got to go in and we've got to,
[2:56:58] you know, u water and pack, you know, relay it. It's, you know, it's going to
[2:57:06] with everything we got to do to it. I I'm going to say that should cover it.
[2:57:11] » Oh, that's a very important step. >> Yeah. We've got to do the the culvert
[2:57:15] work. We've got to do the digouts. Um I'm thinking that just looking at
[2:57:20] everything that's there, I'm feeling that that should cover that. So, you
[2:57:24] know, total cost just on uh on that uh 540,480.
[2:57:31] So, that's for that seven miles. >> Okay. What what kind of time frame were
[2:57:36] you looking at? >> Well,
[2:57:39] realistically, it all all depends on how everything goes. the 30 the 29 miles to
[2:57:44] receal I still feel we should do I know there's a push people want to see that
[2:57:50] oil in the long run I still feel like we need to maintain the ones we have so we
[2:57:55] don't let those get out of hand before we do this one
[2:57:59] » so if we do the 29 miles this year >> and do the do the seven next year
[2:58:06] » and then add a few miles in a few extra miles to try to stay with the
[2:58:11] Yep. >> We're going to kind of be in line.
[2:58:16] » I think so. I think for next year or for uh 27. Um
[2:58:23] my plan is like this spring. I want to see the road come apart.
[2:58:28] » Yeah. It didn't last year. >> It didn't.
[2:58:30] » I want to see it come apart so that we can dig out the bad spots of fabric.
[2:58:34] I've got the fabric waiting. >> You know, dig them out, fill them back
[2:58:38] in, and repair those soft areas. 23 >> 23 seven miles,
[2:58:43] » you know, it just didn't come apart. One hole that really came apart.
[2:58:47] » Is that the one right by the way? >> Just north of there. Yeah.
[2:58:51] » You know, otherwise it it it held up. Oh, yeah. There it traffic punched it
[2:58:57] out here and there. We I kept the blade on it every day or should say every week
[2:59:04] this year and sometimes twice a week to keep the you know the traffic flowing
[2:59:08] and keep the road fair condition. Um and I know a question was uh I I watched
[2:59:17] the last meeting when it was talked about the money that we've received you
[2:59:22] know to go toward this. People also have to understand that we rebuilt
[2:59:30] 3/4 of a mile of road, raised it to help with snow removal so that we weren't
[2:59:35] constantly up there tending beef trucks. You know, when when uh north of Spring
[2:59:41] Creek Colony, go around the first curve between that curve and that second curve
[2:59:46] over by Thorps, that was low grade >> and and and Dave knows that when he
[2:59:51] worked with it, too. Um that road it was a terrible spot. That that one got me in
[2:59:58] trouble with a new new blade operator that last bad winter we had because it
[3:00:03] was so low. And we went in and we got permission from Thorps. We cut the back
[3:00:10] slow back. We increased the height of the road and now it's been great. It
[3:00:15] doesn't it just doesn't build up on it. It's doing the job. It's doing it. We
[3:00:21] stuck money into rebuilding that. Um there's another spot over by Thorps that
[3:00:27] we actually dug out a big area and filled back in. Um you and then you know
[3:00:34] the repairs and stuff on the rest of the road the state line. Um
[3:00:40] those dollars went to more than just resurfacing. Then you got to take in the
[3:00:45] cost of the grind too. that was 15 $2,000
[3:00:50] for grinding, you know. So, all that, you know, we've been spending money on
[3:00:54] on taking care of all that all this time. Money's not just sitting there.
[3:01:00] So, >> you're talking about is that something
[3:01:04] county does or somebody else does? >> That one we hired because of the the
[3:01:11] depth of a lot of the patching. Um if it's um some of the roads we did grind
[3:01:17] quite a few miles ourselves, but if you're going to relay it um put it back
[3:01:23] to oil, um
[3:01:26] the big grinder is about the best way to go. So that's what we did on on uh
[3:01:32] seven, you know, that's that u six miles we did there. We brought in the little
[3:01:38] wiser and they ground it. And then the next year we dug all the soft spots.
[3:01:44] They >> not as nice.
[3:01:48] » Yeah. And those soft spots are gone. >> So we dug them out. We filled them back
[3:01:52] in. >> There's quite a bit.
[3:01:56] » Yeah. >> I'll think of a mat.
[3:02:01] » There is no mat. What it is is it's a oil. It's a bl oil. surface. What we do
[3:02:08] is we go in, we prep the top of the road, and once it's prepped, we we go in
[3:02:12] and we spray a prime oil on it. And that prime oil, depending how hard your road
[3:02:17] surface is and the type of material, it might go in a/4 inch, might go in 3/4
[3:02:21] in. And it's just a primer that seals that top. And then we come in with a
[3:02:26] chip seal. And then the chip seal varies depending on the size of the rock you
[3:02:31] use. And um on an average it'd be a half inch wrap and we do a double chip seal.
[3:02:38] So the thickness of your mat when it's completely done might be
[3:02:44] inch and a half inch to inch and a half is all and and that's it's a bl oil seal
[3:02:49] or bladder or oil road. So it's not a it's not an asphalt mat by no means. But
[3:02:56] you know even with asphalt the strength is in the base of the road. It's not in
[3:03:01] the asphalt. >> Yeah. All that is is a wear surface.
[3:03:06] » The bottom gives the top. >> Yeah. Yeah.
[3:03:10] So, and and asphalt honestly is supposed to stay pliable. Same thing with bladder
[3:03:14] oil. That's why we reseal every so many years. It keeps some elasticity in that
[3:03:19] oil. >> Dries out, breaks up, and it's gone.
[3:03:24] » Yeah. So,
[3:03:27] » I still say all kinds
[3:03:42] and that's going to be entirely up to you
[3:03:51] and I'm just taking that as an example that those three miles we could probably
[3:03:58] not a lot of
[3:04:03] But that we could grind. >> I know that first they put a bat on that
[3:04:07] we couldn't. >> That's heavy. That's heavy.
[3:04:10] » But the other three we possibly could work through.
[3:04:13] » We could, >> you know, in places like that. your your
[3:04:16] biggest advocate, your biggest uh hurdle there is going to be probably Darwin,
[3:04:22] » you know, because we'd stop just short of his place,
[3:04:26] » right? >> Um
[3:04:29] I'm sure Cletus wouldn't be happy either, but you know, that's
[3:04:34] » not so bad. He can take the other five. >> Yeah.
[3:04:39] But even even like five pass by and we talked about this last year, you know,
[3:04:44] if we get off that hill, it seems like we get a lot of at times a lot of
[3:04:49] breakup that's kind of the worst spot. >> I wouldn't mind. No, I wouldn't mind
[3:04:54] experimenting, you know, take out a half mile in
[3:04:59] between and see if that works, >> you know. And I don't know.
[3:05:03] I drove oh here
[3:05:10] going east you go around come down by
[3:05:17] go around that lake where the bridge >> they got places
[3:05:23] and of course they take care of the rest
[3:05:30] » I I wouldn't mind trying that you you know, if if it need if need be. I
[3:05:34] wouldn't do it if it's not broken up, >> right?
[3:05:37] » But if it if you just have a area, you know, quarter mile long, but just Oh my
[3:05:42] god. >> The only part with it and after we
[3:05:47] talked about it last time, Rick brought it up and uh he said the only issue
[3:05:53] would be is like on a bad winter with snow removal, you know, because I put
[3:05:56] the the trucks I put on the oil, we don't run shoes. They lay on the road.
[3:06:02] Then you get to the gravel, >> you can't do it. So then you have to
[3:06:06] lift and go over it and drop back down. >> I guess I didn't think
[3:06:11] » I didn't think about that part either. If a guy does a spot, it should be in a
[3:06:15] location where it would >> leads off a gravel road or
[3:06:18] » Yeah. Yeah. >> Oh, that's something to think about.
[3:06:23] » You know, we we do know that after the fact you get a lot of you got
[3:06:28] a little a lot of difference of opinion. You got people that say, "Geez, great
[3:06:33] road. We should grind the rest." Then you got those few that say, "No." You
[3:06:37] know, >> that's exactly when first 12 section 12
[3:06:43] says, "Well, what are you going to write?" You know, it's like,
[3:06:46] » "Well, some want it, some don't." >> Yeah. Some appreciate the smoother ride
[3:06:52] in the dust. >> The dust,
[3:06:55] » you know, a semi railroad's
[3:07:00] Well, that's what I'm getting on 23. I've got semis telling me leave it. You
[3:07:06] know, this is better this way. And then you got the local people that live
[3:07:11] there. They they want to see it back to Well, and I understand that section of
[3:07:15] road because it connects a main road. >> Oh, sure.
[3:07:17] » You know, there's a lot of traffic on it.
[3:07:20] » And being a lot of traffic, I have to have a blade on it all the time.
[3:07:24] » Dave, did you guys get up there a little more slow?
[3:07:29] my guys commented and other you know they've been up there
[3:07:32] » good >> I don't know write any tickets or get
[3:07:36] some guys
[3:07:39] » just tell them I asked
[3:07:44] it very well for the most part
[3:07:50] is just
[3:07:56] see always tough to do.
[3:08:00] » It is more than you realize. >> And I honestly when I when I road like
[3:08:06] that when I put 40 on it, >> I'm hoping they run 505.
[3:08:11] » That's that's my, you know, hope. It's just like a stop sign and that that's
[3:08:17] what I wanted on my list. >> Shoot. Um I got a stop sign I need you
[3:08:22] guys to approve. Um, and they'll do I'll put it on next
[3:08:26] » next month. >> We had an issue. They took it out and we
[3:08:32] didn't catch it and now somebody ran. It used to happen when Roger was here by
[3:08:37] Darwin Darwin Bloomarts. They come from the south to come straight north and
[3:08:41] there was a big double post big T sign. They run right through it right through
[3:08:46] the gates going into that tower. >> Tear the posts off. And it used to
[3:08:51] happen a lot and then it quit. So we stop sign up there to try and that and
[3:08:56] stop ahead to try and get people because I know with a stop sign just like I told
[3:09:01] John down at Long Lake County, they won't stop but they will slow down.
[3:09:07] » Look. >> Yeah.
[3:09:10] » Yeah. So, but anyway,
[3:09:17] you know, I'm looking at 1.3 million in two years. Is there any of this or all
[3:09:22] of it that could be grown and maintained and maintaining
[3:09:27] some of that money? I'm just I know that's a very unpopular.
[3:09:30] » The problem with 23 is the truck traffic. I mean, you can blade it in a
[3:09:34] day or two of trucks running all driven out
[3:09:37] » there. There's there's a point where there's just too much traffic. So, that
[3:09:43] » one should be good. >> Yeah. You and the state might even say
[3:09:48] our numbers aren't high enough, but They they aren't the ones out there
[3:09:52] bleeding it every week either, you know, and then depending on weather conditions
[3:09:58] and rain and everything else, it chuckles.
[3:10:01] » Yeah, it's a constant battle. Um there is that road has got enough truck
[3:10:08] traffic and regular traffic that nice to have an oil surface back on it.
[3:10:15] » How about like we talked the state line. I' I've
[3:10:21] talked about grinding it, but then Dicki County, we share we kind of share
[3:10:26] sections on it. They've got a bigger section of gravel that they maintain.
[3:10:30] And um a few years back, they actually helped pay for the oil to do, you know,
[3:10:34] when oil first started going out, they actually helped pay for the oil to do
[3:10:39] that. So, they really aren't in favor of of grinding that section of the road. I
[3:10:44] would like to grind it all the way to Forbes and then leave that one mile.
[3:10:49] » But >> yeah, and I can I can I can bump about
[3:10:54] that, >> you know, and see what they got to say.
[3:10:58] » I don't know how many miles they're >> I have to go and look at the but it's
[3:11:04] from the it's from the wind towers headquarters all the way down to the
[3:11:10] oil. probably
[3:11:17] » oil.
[3:11:20] » And then uh County Road five, you've talked about that. Um
[3:11:27] Jeff has said about granting the north section.
[3:11:31] » Is is that 13? Is that included in the section?
[3:11:35] » Yeah. >> Oh, it does.
[3:11:36] » Yeah. That's the, you know, south from Hills north highway 10 and from 10
[3:11:41] north. >> I thought it was hills south.
[3:11:44] » We did we did south hills this last summer here. So,
[3:11:49] um, so that that's done down there. >> So, I would have six miles of
[3:11:55] » I got to talk to the people. >> Yeah. And then county road 19.
[3:12:00] » It's not terrible. It's rough, but it's not
[3:12:03] » Yeah, it's just rough. But if you don't do it now, it's going to be
[3:12:09] you made the decision. >> Yeah. Yeah. You got
[3:12:13] » if you let them go and then you say, "Well, no, we better oil it." Then you
[3:12:18] got a lot more problems. It's dried out underneath. Then it takes we got to do
[3:12:23] more work to try and catch back up again. And and and some guys would say
[3:12:29] most of our roads should be ground and reoiled. And they can say that, but they
[3:12:33] also got to have the money. >> That's what I
[3:12:40] » Yeah. Yeah. So, um,
[3:12:45] that's all information for thought and for, you know, for the upcoming season.
[3:12:52] I guess we'll we'll see how everything goes.
[3:12:58] » I'm going to talk people along there.
[3:13:05] You know, the biggest
[3:13:21] » are going to be there.
[3:13:27] » I think my wife would be okay with it.
[3:13:33] you know that's the case
[3:13:38] well it's going to be
[3:13:43] out of there
[3:13:47] » let's go
[3:13:51] a lot of money >> not a lot of not a lot of s like you
[3:13:57] said there's that one area you get some s
[3:14:00] Not a lot of big soft spots in that section of road.
[3:14:03] » So if you did grind, it should be fairly fairly reasonable for for key. And then
[3:14:10] the amount of traffic you got on that road, you're not going to have to blade
[3:14:13] it every week like we do these. >> I mean, I think that the part that we
[3:14:18] going up, I think that's a great road. >> It is a good
[3:14:23] » I was concerned about that big hill, you know, that we did watching. I don't
[3:14:29] issues with >> big deal with those is keep the winter
[3:14:31] one off the shoulder. I mean lay it out so that the water shed
[3:14:36] » and otherwise if it gets a win follows
[3:14:41] a lot of problems. >> Well, I'll talk to you.
[3:14:46] » I'm not going to promise. >> Yeah.
[3:14:49] Neil, why don't you be the case? 9 miles we're taking off
[3:14:56] money or other people.
[3:15:02] » Well, I've got um someone ching, you know, texting me
[3:15:09] about it evidently watching that that road's more important
[3:15:15] and I understand personal feelings are involved. Sure.
[3:15:18] » You know, everybody everybody looks at just that and they they don't look at
[3:15:25] everything. Every every one of them all people do that. They look at their front
[3:15:30] door and they don't look at the rest of everything. So,
[3:15:36] » and what what are you doing with what's your what's your budget?
[3:15:41] Well, for uh basically, you know, just the regular chips, it's business as
[3:15:47] usual. >> But I mean, your total budget
[3:15:52] » 2.7 Yeah. And you put a third or a fourth of it into
[3:16:01] » Yeah. And equipment trying to keep, you know, keep up with equipment and and
[3:16:06] manpower. And I know I had one individual need more. Buy more snow
[3:16:12] removal equipment. I got the equipment. I just don't have the people and we'll
[3:16:18] get more people. Okay. Oh, well that's we can talk about
[3:16:23] an executive. I have another issue. Nothing bad but with an employee. So,
[3:16:29] » okay. We're going to move on to salary from that's working out. Okay.
[3:16:34] » Yep. So far. >> Need a motion to
[3:16:38] put her at 215. for each hours per year beginning.
[3:16:45] » I'll make a motion.
[3:16:49] » Second by Jeff. All in favor say I.
[3:16:54] » I. All carried. >> Just just an FYI. Uh they go by Hank.
[3:17:00] » Hank. Hank. Hank. >> Not Hank. Hank.
[3:17:04] » Hank for the record. >> And I never asked her that, but her dad
[3:17:06] told me a long time ago that you don't the most.
[3:17:14] » Sorry, Mr. All right, I'll be in the office. Let me
[3:17:18] know. >> Well,
[3:17:20] we're done. Basically, what's the line item on action
[3:17:26] discussion? >> If any
[3:17:41] Christmas
[3:17:44] » Friday. >> This Friday. It's always the first
[3:17:49] Friday in December. >> This Friday.
[3:17:51] » This Friday.
[3:17:57] » You got to quit that. >> Yeah.
[3:17:59] » That's about the only week. So, you know, if anything,
[3:18:05] come up there for dinner and the guys like to visit with you is the one day a
[3:18:08] year they get a chance to do that. So,
[3:18:13] » yeah, I was sorry. Yeah, it's always the first Friday.
[3:18:24] » Okay. Then we will uh I need a motion to go into executive session for 252
[3:18:32] as needed. >> I'll make the motion
[3:18:36] like
[3:18:39] second by Jeff. All favor say I >> motion carries.
[3:18:47] » Thank you both at the same time.
[3:19:01] We aren't going to change anything until next year.
[3:19:11] » So, next next end of the year meeting, I
[3:19:15] apologize, but I'm probably not going to be here. I'll have everything written
[3:19:18] down. I'll get it to you guys. >> So, my wife was so kind to schedule a
[3:19:24] Nice
[3:19:28] way to finish.
[3:19:33] » Don't know that. >> I think we did the wrong thing.
[3:19:40] » I was I was off meds for five days. been on meds for prior heart attack
[3:19:52] later.
[3:19:56] » Yeah. Yeah. I I told Don't for >> I didn't really want it either. But
[3:20:05] » as far as
[3:20:13] » um >> we got enough snow that might be
[3:20:17] blocked. >> Yeah. And nobody really
[3:20:20] » not really. >> I'll go the same way.
[3:20:24] » I don't need to go there. shortcut.
[3:20:27] » You know, the snow's not real hard, but I don't know how deep it is.
[3:20:31] » Yeah. And it's not spot. >> There's at least one area.
[3:20:37] » Yeah. Yeah. Fences are pretty close to the road.
[3:20:46] » It's kind of deep enough. Some of those section lines are not.
[3:20:50] » So, be good.
[3:21:04] So, did I make a lot of I took last month Monday off?
[3:21:07] » You guys were on the roof at your house. >> Good afternoon, Jack.
[3:21:10] » Did you hear us down there?
[3:21:15] » Oh, is that what she Okay. Driving post. >> Okay. I did hear that. How was you guys?
[3:21:20] » Yeah, it was a beautiful day and I knew it was going to change and I said I took
[3:21:24] the day off cuz I wanted to get those post driven through that slew before we
[3:21:28] had a bunch of moisture this next. >> So that's this way in the water,
[3:21:34] » but I'm not found. So >> hey guys, um Jackie, we just have one
[3:21:39] short thing. You had requested our approval on the state committee meeting.
[3:21:45] » Are you part of the state livestock committee? You're on that board.
[3:21:49] » Okay. Is this >> There's a people in charge of each
[3:21:54] animal. >> Animal.
[3:21:56] » I'm co-chair of the rabbit. >> Is this an hour meeting? You have a
[3:22:03] meeting? >> Usually
[3:22:06] two to two and a half. >> Okay.
[3:22:09] Is it is it important that you were there
[3:22:13] physically or is it zoom or >> normally I could say no but the other
[3:22:18] lady can't be the other chair they would like one chairman there from each group
[3:22:26] and she cannot make it Thursday >> you can't run that via zoom through here
[3:22:32] » it's poor you can't hear and you can't it's a great big huge room in that at
[3:22:44] the bigby hall one of the great classrooms
[3:22:49] I can try. >> Well, we're just wondering uh you know
[3:22:54] what your involvement was how important time off you know time for to and from
[3:23:01] and then expenses >> are you staying overnight then
[3:23:05] » I'm not planning on before.
[3:23:10] » It's going to take a lot to make me to say, but I don't The weather's
[3:23:14] » That's the other thing. It's horrible. I'm not
[3:23:19] » Yeah, it's Thursday. >> What time of the day is it?
[3:23:21] » It's at 6:00 in the evening. So, it's >> committee. It's um the chairman are
[3:23:28] there, the chairman, and then all the committees are invited. Also, like we
[3:23:31] have each animal committee has four or five volunteers and we all get together
[3:23:38] and talk about the fair and what can we do better and and those kind of things
[3:23:42] where we're going judges. Um we were just we're on a pre zoom right now.
[3:23:47] » Okay. >> So like I said you say no that's
[3:23:52] » all right and then um
[3:23:56] we have been down we've done some inspections. Have you done your office?
[3:24:02] » Okay. >> You will be pleasantly surprised I
[3:24:04] think. >> Okay. Any
[3:24:08] other questions for Jack? >> Okay.
[3:24:11] » Please, if you do write them down because I'm just still in that Zoom, so
[3:24:16] » Oh, >> we're like we have a presume before we
[3:24:18] meet with the public. Hopefully not. >> Okay.
[3:24:23] » Okay. Thank you.
[3:24:32] » That comes in all the reports. Oh, good question. Um, fuel goods. Do you want to
[3:24:38] call for those at the end of your meeting or should we have done it at
[3:24:41] this one? I forgot about that. Don't just ask.
[3:24:46] » Not in the agenda either.
[3:24:57] » We can I read this and that. We can we can
[3:25:04] We can >> ask for bids.
[3:25:06] » We can ask for bids. We just can't. >> Yeah, we can do that.
[3:25:10] » So, we can still call for bid. >> We can put it on the minutes today to
[3:25:14] call for bids for the 30th. >> Yep.
[3:25:16] » You want to open them on the 30th? >> Uh, we can open them on the first
[3:25:20] meeting if you want to. >> We can do that.
[3:25:25] » Good.
[3:25:31] Okay.
[3:25:36] » Yeah, that's what I
[3:25:50] » And then that was estimated based on
[3:26:07] We're not even >> at 50.
[3:26:27] » Yeah.
[3:26:31] for most people and then or whatever we could get by with 50 and then if it's
[3:26:36] September we say okay I'm going to need you know 15 hours Trisha's going to need
[3:26:41] 15 hours for the electrician she's going to need
[3:26:47] » I think that
[3:26:58] Yes. >> So it depends on what level 100 would
[3:27:04] probably have not many people asking 50 you might have a little bit but I
[3:27:11] wouldn't think that it would be an issue
[3:27:19] » to ask the same concept.
[3:27:28] Or they could say, you know,
[3:27:33] whatever. Then if it ends up only being
[3:27:43] » All right. Um, tab number seven is your approvals in there.
[3:28:06] You know, I was looking too
[3:28:11] treasur.
