And while we seem to do okay in the civil service,
[2:47:53]
we're producing less than every single time for presidents,
[2:47:57]
we certainly would like to vote that first police forces.
[2:48:00]
So we spent some time with the opposite diversity,
[2:48:03]
law law law, all the law, and myself, and we've opened up to
[2:48:06]
improvements in several sessions.
[2:48:09]
Members of the community, we gave them lessons on the
[2:48:13]
I just tested the exams and kind of prepared it on a better
[2:48:17]
for taking the test and we're trying to just basically
[2:48:19]
in a music way to say, we want you to join up
[2:48:22]
with these posts.

I would hope that that deals a lot of success
[2:48:27]
and brings more diverse departments
[2:48:29]
into the city of Memphis.

On top of that, the largest changes
[2:48:34]
and the most successful operation changes
[2:48:36]
over the last few years in which the Department
[2:48:37]
has to even what we are trying to be helping
[2:48:40]
in the services office.

That is, staff basically, if any of you work with the tech board,
[2:48:46]
I'd like to look at this question, is he's tied in with the opioid crisis in well the mental health crisis that is involved for the stage and was specifically the city of Medford.

You've seen, over the past several years, cities like Cambridge and some of them will come up together with this great care crisis in the fashion teams role.

Penny and Rory, myself, who's on KC and Chief Sackle and a lot of positive doing this,
[2:49:14]
created the unit within the police department.
[2:49:16]
We have fast-becoming one of the most productive and well-respected unit in the entire state.
[2:49:25]
As a place to that, I hope Penny and Rory will go other cities and towns about training them.
[2:49:30]
I have given a commitment of training all of our offices 100% of the crisis
[2:49:36]
intervention training that goes above and beyond and that the health emergency training for the
[2:49:43]
office system so we've been through that process for the last year in training internally we have
[2:49:50]
done some things that have focused on addressing some of the sliding where the city gets to do more
[2:50:03]
busy for the police departments, and so, and that is also not going to lead us on our old
[2:50:09]
Catholic Church, and we've redesigned out patrol sector, which is actually one of
[2:50:14]
east side west side now on the citywide cap, and you know, traditionally a lot of
[2:50:18]
you have heard the police department talking about a second one, a second two, a second three
[2:50:22]
or four. So now we're running east side west side in the citywide cap, and it allows us to
[2:50:27]
be able to put more, we're experiencing a lot of busy time to the east side, it allows us
[2:50:32]
shift operations. They are able to control coverage while at the same time maintain the
[2:50:36]
west side coverage for that.
[2:50:38]
We have increased our traffic unit. We have before we had, we were running day
[2:50:44]
operation with a sergeant, two or three traffic offices on the day shift. We are now running
[2:50:49]
both day shift and what we refer to as first half of the history to 113 on the same numbers.
[2:50:55]
So I'm sorry enough for your numbers and it's done.
[2:50:58]
So we have two traffic sergeants and it's six traffic enforcement officers on top of that.
[2:51:07]
And recently, we finally got around and accomplished what I think is one of the best things to do in the entire crime analyst who has passed experience.

I know that I was before the council.

reason that we asked for numbers and saying,
[2:51:20]
hey, let's work at this roadmap, and if you came over with
[2:51:23]
this vast experience from all of it, and he can produce
[2:51:25]
numbers for us, and he's helping us to be able to identify
[2:51:30]
more areas where we can produce numbers.
[2:51:32]
And I hope to expand the reporting system throughout the
[2:51:35]
city through primal reports and daily reports and
[2:51:41]
activities.

So everything I say, everything is going well, it's a
[2:51:44]
police department.

Right, so we have all our ups and downs, but

publicly, we sure will talk about this in the biggest issue I think right now, and probably

doesn't have any extra traffic. We're doing our best, and we have police officers
[2:51:59]
out there, and one thing that I can't do is keep a place as big as it is to be an OSHA
[2:52:03]
could, and I don't recommend it, but my office has happened addressing it, and we've been
[2:52:08]
open and responsive, so far as the community is released in that. It's just gonna be a busy
[2:52:13]
I don't think that's how much traffic goes in the city.

Because we understand any specific questions,

as far as the budget goes, we're relatively level funded,
[2:52:23]
give us a take.

And it's not much in the way of major changes.

What was already discussed earlier by the mayor, and that's the hiring of civilian dispatchers, graduated 11 on Friday.

We are anticipating having three more, but total 14 civilian dispatchers, so two of them left are in line with still need to hire one more.

So they help tremendously to be able to do two things.

One, cover any additional, say, overlapping, and it shouldn't really impact
[2:53:10]
all the time numbers, but in addition, I can now start thinking about once we do
[2:53:14]
new hires, different divisions.
[2:53:17]
And one, add offices to that health and human services unit that we've talked about.
[2:53:21]
We have public plans for a, we definitely need a few more detectives, but in addition
[2:53:28]
to traffic and looked at discontinuous pain in the traffic unit, one of my wish list ultimately
[2:53:33]
is the higher inspection service spot, and so those are all sort of on the list of things
[2:53:40]
to do in a future, and but we're comfortable right now with looking at the budget and we
[2:53:46]
are way out and I'm just because of the major transition with the dispatchers and it has been
[2:53:54]
somewhat busy and I take the life of this, but the mayor has been knocking on the door
[2:53:58]
about hiring the officers, so it's nice to say that there's a commitment from city from
[2:54:03]
all around to continue to hire us and entertain us at a hundred and twelve offices.
[2:54:06]
And by doing that, I'm going to get some more offices in the academy and what they come up,
[2:54:12]
we can start out in those different services, trying to keep up with your time, which is difficult
[2:54:16]
at times because it's all age-based for us at 65 we have through a time and so I'm not even
[2:54:23]
and started at a certain age and we just happened to be going through a couple of years
[2:54:27]
with this large number of the slated to be tied and you have to leave that at the end of the month
[2:54:31]
late that you turn 65.

So keep going with that is going to be a challenge of the next few years, I'm hiring, but so far
[2:54:38]
I think we're doing a good job, we're doing a good five training boxes of the now, they should finish
[2:54:43]
their field training, program, mid-July, and more in the academy, we'll go forward.

I want to introduce next is the bias trainer implicit bias training we get all those we also need to do 40 hours each box of 40 hours

And yeah, insert is mandated training to do on top of that. So we train a lot and in every piece of that an officer gets
[3:03:29]
Training related to something they throw off so it gets detected sort of train
[3:03:34]
But the detected training out so technical
[3:03:38]
I don't want to give away a lot of secrets yet, but a lot of the tech that's the old put
[3:03:43]
on the hat and you get the magnifying glass that doesn't exist, it's all very highly
[3:03:47]
technical.

It's about your whole life, it's in your form, right, and we need to talk about writing
[3:03:51]
surfants again at that time.

We have spent the time since spending, spending patrol office, search warrant, writing school,
[3:04:00]
and that has proven to be so successful when officers take it up on their own, but

the classes of every classes, they would best a lot of time

in those, and, you know, if it gets to be a dull person,
[3:04:13]
they'll take that thing back and forth.

We have to spend a lot of time training detectives.

We have to spend a lot of time training control, different things.
[3:04:21]
They're the same, they're different, they're different.

So you can't, I could not guarantee that I've trained every
[3:04:26]
officer in control to be a detective.
[3:04:29]
We possibly did not wouldn't have the time to end all the money to do it, but I understand
[3:04:36]

We need to be a more well-rounded community and a police department.

I think it is the priorities.

If I'm given training lunch, I'd want to be geared towards the public.

the tools to address the mental health crisis, the substance use disorder crisis.

So while I appreciate some of my offices, they're training left and right over and over again.

But they're training to what I believe right now is what we need and how to deal with the public.

And when we do go to add in additional detectives, for example, in other things, we train, we train them very, very well.

And there are people who've gone out to detectives in states that are a long period of time.
[3:05:26]
I get that. There are other detectives who've gone up and left, but they've taken that train back with them before.

So, I get the message understood, and it's always kind of in my brain to go forward when we're doing it,

But I don't really think we need to take a time and work on those people.

on public communities, a lot of communities, because they were looking for some type of

advancements, so we're unable to get there.

But I think those are opportunities to keep people 100% out in-house, and especially
[3:06:03]
good people.

We've lost offices to Cambridge, the Boston, and they have, you know,

And, you know, cross-training them.

We've put together a, like, kind of what I'm going to call a SWAT team.

It wasn't that aggressive active shooter and aggressive suspect training in a lot of the working

file patrol offices of training and that has driven us a lot of the feeling in the department

that is something different, that's something else here for them.

So 100% understood as something we are working for, but it's at some basics as a new chief
[3:06:59]
We're going to have to kind of distribute them.

It's the way the police departments are going to

operate and go forward, and then additionally,

been filled in as the, I was just looking to see what we're actually talking about with the IT

that I key technician to work with our tech unit that's in there.
[3:13:15]
We're trying to call it a result of some kind of loss.

Once we were able to get that position,

Just with City of Osborne with the schools,

we are setting up regular meetings on those points with the school administration
[3:14:18]
on safety and critical plans.

Some kind of drills that each school, one of them, it's sort of the children, no, and the teachers, no, and others, all these things.

Well, a large part of that we didn't want to have any of that.

That's why I've already addressed it with the superintendent to talk about this somewhere, getting most of my police officers from the school.

and what they want, trained in this, I can't impose my self into their policies and

we have a great relationship, but those are the issues have to be addressed on the outside.
