[3:58] Thank you, Keith. Uh, Madina just wrapped up the Madina Ice Festival, the
[4:02] 32nd annual. Special thanks to Alakan Ice and Peggy Costic, who we dealt with
[4:07] on a daily basis here in preparation, and for Main Street Madina for putting
[4:10] this enjoyable event together again this year. I want to thank the service
[4:14] department and all of their employees who worked uh during the night to uh get
[4:19] the snow removed and of all things for an ice festival, but we did have to
[4:23] remove a lot of snow getting prepared for this festival. the parks and recck
[4:27] department for setting it up and then the police and fire departments um
[4:31] especially the fire department who had to make the call on Friday that the fire
[4:34] and ice tower just could not go forward due the high winds and moved it to the
[4:38] next night. But this is all the behindthe-scene works that go into
[4:41] getting this event pulled together and the city staff rallied as always and did
[4:45] just an amazing job of making it look seamless and and enjoyable for the
[4:49] crowds. and I did talk to many of the attendees and many were from out of town
[4:53] visiting and frequenting our restaurants and attending the festival and going to
[4:57] our stores. So, just a great weekend. So, thank you to everybody involved with
[5:00] that. Uh, February is Black History Month. Uh,
[5:04] last Thursday night, February 19th, Fellowship Baptist Church hosted a Black
[5:09] History program focused on African-American inventors,
[5:12] inspirational readings, and some pretty wonderful singing. And I know Reverend
[5:15] Wilson is here and M. Peterson, they were uh part of the whole program. and
[5:20] Reverend Wilson was and they were both part of the singing too. So, but it was
[5:23] a really interesting evening and just a great night and I wanted to invite the
[5:28] public and council and administration again this Thursday, February 26 at
[5:33] Second Baptist Church, 451 Bronson Street. They're having a black history
[5:37] program 7 p.m. featuring the Claget Middle School choir. And there'll be a
[5:41] narration on some local Madina history which is the Porters and the Porter uh
[5:45] family and the shoe store here. And our it will be presented by our own Madina
[5:50] TV's Miles Reed. So again, 7 o'clock 451 Bronson Street this Thursday the 26.
[5:57] I try to always keep you updated on America 250 events. They're really very
[6:00] entertaining and just a a great time. And the the one I want to focus on now
[6:04] is March 3rd. It' be a week from tomorrow night, 7 p.m. Madina Performing
[6:08] Arts Center. 851 Weaimoth Road, Echoes of the American Journey. Madina High
[6:13] School choirs. They've devoted their winter coral concert to music that will
[6:17] span the history of the United States. Pre-sale tickets go on sale online
[6:21] starting tomorrow, but you can also purchase at the door. $7 for adults, $5
[6:26] for students and seniors. Veterans are invited free of charge and will be
[6:30] recognized during a performance of a tribute to the armed services. We were
[6:34] supposed to do uh one more item tonight with the career center, but I think uh
[6:39] they're not going to be able to make it. So, I think I'll hold this until our
[6:41] next one. So, that'll be a little shorter report, but that ends my report.
[6:45] Thank you. >> Thank you, Mr. German, Director of
[6:47] Finance. >> Thank you, Mr. President. I want to
[6:49] remind residents that uh we have a mun municipal income tax. So, when you're
[6:54] doing your taxes, do your municipal income taxes, too. Um and then there's a
[6:58] few uh actually most of the agenda came came from finance. I'll talk about it
[7:01] when we get there. >> Thank you, Mr. Huber. Law director.
[7:03] » Thank you, Mr. President. I have no report.
[7:05] » Mrs. Marshall, economic development director.
[7:09] » Thank you, Mr. President. Just one item to note for council. As you know, we
[7:13] applied for the Ohio Department of Development Brownfield assessment grant
[7:17] for the South Elmwood parking lot. We still have not heard back from the state
[7:22] uh whether we're receiving that grant, but uh the rumor mill is that the state
[7:26] will start uh releasing bid awards uh early March. So hopefully in the next
[7:33] couple weeks we'll have a little more information. Thank you.
[7:35] » Thank you, Chief Kenny, Police Department. Thank you, Mr. President. I
[7:38] have no report. Thank you, Mr. Fry, Director of Communications back in the
[7:41] booth. >> Thank you, Mr. President. Uh just wanted
[7:45] to remind uh visitors to go to our website. Uh you can go there now and uh
[7:51] catch up on uh the America 250 as Mr. Mayor Shields just pointed out. um
[7:56] you're able to go there and we have a page dedicated to all the videos that
[8:00] you can tune in and watch at your own convenience, whether that be on YouTube,
[8:03] Facebook, or uh the city's web page, which we stream the videos live. So,
[8:08] we'll be updating those as the year uh progresses. Uh there's an average of
[8:12] three to four documentaries every month. So, stay tuned and keep posted there for
[8:16] the latest updates. >> Thank you, Mr. PCO, service director.
[8:20] » Thank you, Mr. President. Um just real brief, we had to close Fair Road for
[8:23] like a day, day and a half last week. There was a little confusion public not
[8:27] knowing um there were some potholes that well we had a few cars with alleged uh
[8:32] damage. So um it required full depth excavation with some equipment and we
[8:38] can't get hot mix at this time of the year. So cold patch really doesn't stay.
[8:41] The long and short of it is the fellas worked and uh made some full depth
[8:45] repairs with uh compacted 304. So we're monitoring it and then uh I already
[8:50] talked to a contractor uh for chip and seal. So, we'll address that in the
[8:54] spring once the um once the asphalt plants open up and see what direction
[8:58] we'll go. Thank you. >> Thank you, Mr. Patton, city engineer.
[9:01] Thank you. I have no report this evening.
[9:03] » Oh, thank you. Notices, communication, petitions, there's none. There's no
[9:06] unfinished business. Introduction of visitors. Members of the public were
[9:09] permitted the opportunity to speak on any issue or concern which pertains to
[9:12] the city during the portion of the council agenda devoted to introduction
[9:16] of visitors. All comments should be directed to the chair in a reasonable
[9:19] time and limit. Approximately 5 minutes will be imposed. If there's a group,
[9:22] please appoint a spokes per person. Speakers should approach the rear
[9:25] microphone and state their name and address so it can be entered into the
[9:28] minutes. Members of the public will be afforded the opportunity to comment on
[9:31] other portions of the meetings determined by a chair by a vote of the
[9:33] majority of council members present. Is there anybody that wishes to address
[9:37] council at this time? We got nobody. Okay. Introduction and
[9:43] consideration of ordinances and resolutions. At this time, I'd entertain
[9:46] a motion to suspend the rules requiring three readings on the following
[9:49] ordinances and resolutions. Ordinance 3126, 3226, 3326, 3426, and 3526.
[9:56] » Mr. President, >> uh, Miss Hair,
[9:58] » I move to suspend the rules requiring the three readings of those ordinances
[10:02] and resolutions. >> Second.
[10:04] » Any discussion on the motion to suspend the rules? Clerk, please call the role.
[10:07] » Hair, >> yes.
[10:08] » Isabella, >> yes.
[10:10] » Lamb, >> yes.
[10:10] » Simmons, >> yes.
[10:11] » Simpson, >> yes.
[10:12] » Coin, >> yes.
[10:13] » Dalva, >> yes.
[10:14] » Motion passes 70. Ordinance 3126, an ordinance amending sections 16113, 16113
[10:21] C1, 16113 C5, 16113 C6 of the codified ordinance of the city of Madina, Ohio
[10:27] relative to allocation of income tax funds.
[10:30] » Mr. President, Miss >> Move to approve.
[10:32] » Second. >> Discussion. Uh, this came through um our
[10:36] last finance meeting. I think we talked about it a couple times ago, a couple
[10:40] meetings ago. Uh this is just a reallocation and look at every year we
[10:44] kind of look at the income tax to see where we stand on the income tax
[10:47] collections and if there should be any modifications made. We did make a
[10:50] modification uh uh modifying 2% uh income tax from the uh 106 account which
[10:56] is the police fund to the 301 general purpose capital account and the general
[11:01] fund. Uh some of these things looking forward are are things that you know
[11:04] from a capital perspective that we need to do in a city. We need to start saving
[11:08] up. We did deplete the 301 capital account from uh the Khash project. So we
[11:13] need to build a little bit more in there. Uh this would not have a negative
[11:16] impact on the police department as they will still be receiving uh funds that
[11:21] match their uh budget amount uh going forward and they have a lot of carry
[11:25] forward that they can cover if there are any shortfalls and things that come up
[11:28] that were unanticipated. So, this is just kind of an annual thing we look at
[11:31] and next year we'll look at it again to make a determination if we need to make
[11:34] any further modifications one way or the other to see if the allocations in
[11:38] various accounts are appropriate. Mr. Dur, you got anything to add?
[11:42] » That was what I was going to say. >> Okay. All right. Any other questions?
[11:46] Uh, will the clerk please call roll on the adoption of the ordinance?
[11:50] » Isabella, >> yes.
[11:52] » Lamb, >> yes.
[11:53] » Simmons, >> yes.
[11:54] » Simpson, >> yes.
[11:54] » Coin, yes. >> Dalvo,
[11:56] » yes. >> Hair,
[11:57] » yes. Ordinance 3126 pass the 70.
[12:00] » Ordinance 3226 an ordinance authorizing the mayor to enter an agreement with
[12:03] travelers casually insured company of America for the city cyber security
[12:07] liability insurance coverage for the city of Madina.
[12:09] » Mr. President >> Merren
[12:11] » move to approve >> second. Uh discussion Mr. Shields
[12:14] » when we talked to finance I mentioned to you that was surprisingly this actually
[12:17] went down and one of the reasons that I found out that it went down is as Darren
[12:21] talked to you tonight about some of the things that he has put in place to
[12:24] protect us. that made a big difference and that's uh was rated in our renewal.
[12:30] So, I really do want to thank Darren and Justin. They're always looking for ways
[12:33] to protect us and they're they're always on top of things which is really good in
[12:37] this day and age when it comes to all the threats that are out there in cyber
[12:40] security. So, this is just a renewal but at a lower rate than it was a year ago.
[12:45] » Thank you. Any other questions? Cler, please call the role on adoption.
[12:48] » Lamb, >> yes.
[12:49] » Simmons, >> yes.
[12:50] » Simpson, >> yes.
[12:51] » Coin, >> yes.
[12:52] » Dalvo, >> yes.
[12:54] » Hair, >> yes. Isabella.
[12:55] » Yes. >> Ordinance 3226 passes 70.
[12:58] » Ordinance 3326 an ordinance amending ordinance number 20 21825 pass December
[13:03] 2025 amendments to the 26 budget. The 20 25 uh 2025 carry forward.
[13:09] » Mr. President. >> Uh Miss Hair
[13:10] » move to approve. >> Second.
[13:12] » Uh discussion. Mr. Durham. >> Thank you, Mr. President. This these are
[13:16] unspent appropriations from 2025 that are returned to appropriation. So if
[13:20] it's something that they save, they can save for and spend this year instead of
[13:24] last, >> right? And and this is a good thing over
[13:27] all these years. Oh jeez, I can't even remember how much, but 22 years now, uh
[13:31] we're, you know, the department heads are saving money up for projects that
[13:34] they want to do. We're up to 17.6 million, which is pretty good.
[13:38] » Yeah. Uh um saving up for uh the quoteunquote rainy day um eventuality
[13:43] that may occur or projects that they're planning to do. So, uh, we we give a lot
[13:48] of credit to the efforts of the, uh, department heads and the administration.
[13:52] Uh, any other questions on the ordinance? Real clerk, please call the
[13:55] role. >> Simmons,
[13:58] » yes. >> Simpson,
[13:59] » yes. >> Coin,
[14:00] » yes. >> Dalva,
[14:01] » yes. >> Hair,
[14:02] » yes. >> Isabella,
[14:03] » yes. >> Lamb,
[14:04] » yes. >> Ordinance 3326, passes 70. Ordinance
[14:07] 3426, an ordinance of the council of the city of Ben, Ohio, certifying that when
[14:10] a municipal obligation was incurred, sums were lawfully appropriated in the
[14:14] funds to satisfy the obligation and sufficient sums currently exist to
[14:17] satisfy this obligation. >> Mr. President, Miss
[14:20] » Move to approve. >> Second discussion,
[14:23] » Mr. >> Uh emergency clause is requested. I move
[14:26] to add that. >> My second includes emergency clause.
[14:28] » Discussion on emergency clause in the ordinance. Mr. Durham.
[14:31] » Thank you, Mr. President. This uh this is a purchase order for Wretz Andress.
[14:34] This is for work performed in 2025. There wasn't sufficient funds on the
[14:38] 2025 PO. So, we're into 26. Now, it's a then and now. The emergency clause is
[14:43] because, as I said, the work was performed in 2025.
[14:46] » I don't think you needed then and now. Uh, I have to abstain because my
[14:49] employer's wrestling, but I wouldn't pay him. But, okay, that's just my point
[14:52] there. Uh, any other comments or questions? Will clerk please call the
[14:56] role on the emergency clause? >> Simpson.
[14:58] » Yes. >> Coin.
[14:59] » Abstain. >> Dalvo.
[15:02] » Yes. >> Hair. Yes.
[15:04] » Isabella. >> Yes.
[15:06] » Lamb. >> Yes.
[15:07] » Simmons. >> Yes.
[15:09] » Motion passes. 6 days. One. Abstension. >> Clerk. Please call the rolling adoption
[15:12] ordinance. >> Coin.
[15:14] » Abstain. >> Dalvo.
[15:17] » Yes. >> Hair.
[15:18] » Yes. >> Isabella.
[15:20] » Yes. >> Lamb.
[15:20] » Yes. >> Simmons.
[15:21] » Yes. >> Simpson.
[15:22] » Yes. >> Ordinance 3426 passes. 6 days. One
[15:26] abstension. >> Ordinance 3526. An ordinance amending
[15:28] ordinance number 21825 pass December 8, 2025. Amendments to the 26 budget.
[15:33] » Mr. Mr. President, Miss >> Move to approve.
[15:35] » Second. Discussion. Mr. Durham. >> Thank you, Mr. President. There's three
[15:38] passroughs. There's an increase in appropriations in court funds that are
[15:41] generated from court costs uh associated with their move and then there's a
[15:46] reduction to get within uh revenues. >> Questions?
[15:50] » Clerk, please call the role. >> Dalvo,
[15:53] » yes. >> Hair,

[15:58] » yes. >> H,
[15:58] » yes. >> Ordinance 3526 passes 70. Council
[16:02] comments. Mr. Simpson. >> Thank you, Mr. President. Uh,
[16:07] I just wanted to compliment again uh not all our our city employees, but
[16:14] uh I've I've had a constituent in in Ward 2 on Northeast Street that there
[16:22] there was a couple water main breaks a couple weeks ago that caused some severe
[16:28] flooding to I think three or four different basements.
[16:31] on uh East North Street. The this one individual uh after getting
[16:39] everything repaired and and and spending a lot of time and money uh got a second
[16:46] uh flooding of her basement. She contacted me and contacted uh the
[16:52] Mr. Polei from the service department and the superintendent from the water
[16:56] department, the mayor and and I just got to compliment them.
[17:01] they've they worked together to make everything
[17:07] I shouldn't say easy, but more more uh manageable for this resident. Uh and I I
[17:14] talked to her. She's got small children. She wasn't able to to live at her house
[17:18] for a few days because uh it was fear more of flooding, flushing toilets and
[17:23] running water and so forth. But uh the city went out of their way. I feel the
[17:28] city went out of their way to accommodate this this resident and
[17:32] helping her uh solve this problem. Uh and I talked to her the towards the end
[17:39] of this last week and she was couldn't have been more complimentary. Again,
[17:43] Mayor Shields and Mr. Polei and the water superintendent.
[17:47] Uh it it just again goes to show how the the city and its employees will go out
[17:53] of their way to assist any resident that that that is uh in need. Uh and it just
[18:00] makes me proud to be not only a member of this board but a a resident of the
[18:05] city with that that type of response. Other than that, it was a great ice
[18:10] festival weekend, great last two weeks of watching the Olympics and just
[18:15] remember to be kind to one another. Thank you. Thank you, Miss Hair.
[18:18] » I just want to thank the city departments for doing all the things
[18:21] that they do. Uh, and I've said this before, when the various departments do
[18:27] their job well as they do and the administration, it makes my job as a
[18:31] city council person so much easier and I truly appreciate that. So, thank you.
[18:36] » Thank you, Mr. Simmons. Yeah, just a shout out to Reverend Wilson and Cisa
[18:40] Patterson for such a great uh program last Thursday and uh we've got one this
[18:46] Thursday as the mayor talked about at Second Baptist. So, hope hopefully you
[18:50] can come and uh and and hear some great programs. Also, uh always America 250.
[18:57] The library this month has an exhibit on first ladies. Uh and then tickets are on
[19:02] sale for an event at Williams on the Lake Glitz and Glamour in the White
[19:06] House. So those programs will be very very well done and encourage you to
[19:10] participate if you're interested. >> Thank you, Mrs. Delville.
[19:15] » Um yes. So um Mr. Worley had to leave, but I just wanted to say thank you to
[19:19] his staff for um recovering my Kindle that I left sitting on top of the coat
[19:24] rack after I walked out leaving it there. So I appreciate them. Um and um
[19:31] thanks Nino for get the guys down the street said it this morning. It made
[19:35] things a lot easier. >> Thank you, Mr. Isabella. Uh, thanks as
[19:40] always to our city departments. Uh, obviously weather's been awful again.
[19:47] Hopefully, we're done with this. Uh, I know Nino would probably appreciate
[19:50] that. Um, but again, thanks to thanks to the service department and everybody
[19:53] that works for the city. >> Thank you, Mr. Lamb. No, I'm
[19:56] » good. All right. With that, the meeting is adjourned.
[20:01] All right.
