[12:27] There's some seeding and a and a storm

[12:29] sewer catch basin that needs to be

[12:31] installed. But I did want to comment on

[12:34] M&G Architects and engineers in the way

[12:36] that they designed that project. And

[12:39] then also Raise

[12:41] Contractor, who is the demolition

[12:42] contractor on the on the project. They I

[12:45] believe they both done an excellent job.

[12:47] And if you get a chance to take a look,

[12:49] the restoration of that site is I

[12:51] believe outstanding. It looks terrific.

[12:53] And it certainly sets that site up for

[12:56] future development as determined by city

[12:57] council. So, I wanted to congratulate

[12:59] both M&G and Raise for their efforts on

[13:02] our behalf. You recall that about 6

[13:05] weeks ago city council passed an

[13:07] ordinance

[13:09] authorizing the demolition of I believe

[13:11] eight or nine residential structures

[13:14] with the anticipation of D-LAP funding.

[13:17] I'm happy to report that that D-LAP

[13:18] funding has come through and we are able

[13:20] to move forward with that contract. So,

[13:23] council's action to uh be ahead of the

[13:25] game on on the on that particular

[13:28] program enabled us to tell the state

[13:31] that we were ready to go with these

[13:32] demolitions and therefore we did receive

[13:34] funding for them.

[13:36] Um also, I'm happy to report that the

[13:37] state of West Virginia Department of

[13:39] Highways has awarded a transportation

[13:42] alternative program grant, which is

[13:44] commonly referred to as a TAP grant, for

[13:46] engineering and design for the

[13:49] restoration of the Hempfield Tunnel on

[13:51] the Heritage uh Trail uh system.

[13:54] It's a $150,000 grant, requires a

[13:56] $30,000 match, but it will enable us to

[13:59] uh hire an engineer to go in and design

[14:02] uh the permanent restoration of the of

[14:04] the tunnel uh and then uh hopefully

[14:07] receive a uh TAP TAP construction grant

[14:11] uh to uh to finish [clears throat] that

[14:12] project. It's about a $1 million

[14:14] restoration, so we're uh going to be

[14:16] able to start uh that process here in

[14:18] the next uh few months. And then also uh

[14:21] under original propositions uh this

[14:23] evening, item number five, is the uh

[14:25] paving contract uh due to the fact that

[14:28] council will not be meeting until August

[14:30] 11th and the contractor uh does want to

[14:33] move forward with the uh paving, I would

[14:35] respectfully request that council

[14:36] consider two readings on that ordinance

[14:38] this evening so that we can issue the

[14:39] notice to proceed to begin the paving

[14:41] contract uh here as soon as we possibly

[14:43] can. That's my

[15:03] restoration work that we did uh was

[15:05] temporary, but it has held up very

[15:09] last couple of years we've requested a

[15:10] congressionally directed spending

[15:12] allocation for the for the tunnel, have

[15:14] not been successful. Um the TAP grant

[15:17] program is the program that is funding

[15:19] the Rope the Rope uh Park project. We

[15:21] received $1.7 million for that project.

[15:24] The fact that we've received the design

[15:26] and engineering

[15:29] planning grant bodes well for a

[15:31] construction grant down the road.

[15:40] there's a section of the grant

[15:41] application that deals with rails trails

[15:44] that enable in park project park

[15:46] projects that enable us to apply, but

[15:49] they have to be uh

[16:29] plant in the last week or two. Those

[16:32] have been resolved. Uh the the odor um

[16:36] you know, it is a wastewater treatment

[16:37] plant. There's there's going to be from

[16:39] time to time some odor. Um we try to

[16:42] minimize that. We have ways to do that.

[16:45] I think that [clears throat] the major

[16:46] problems that have occurred over the

[16:48] past 6 months that have created the

[16:49] really intense odor we have resolved. I

[16:51] mean, that that has been the case. But

[16:53] there's going to be time time time time

[16:56] time and again where time from time

[16:58] where that that there will be uh issues

[17:01] with weather and what's been

[17:04] uh discharged into the plant that we're

[17:05] treating that could cause uh some odor

[17:07] issues.

[24:14] dogs at this location that the uh owner

[24:17] is struggling to take care of, uh which

[24:19] includes um throwing feces out into the

[24:22] street on numerous occasions. So,

[24:24] there's all kinds of I mean, I I I

[24:26] provided uh some background information

[24:29] on this, but there's all kinds of issues

[24:31] on that, but when it comes to the dogs,

[24:34] um you know, you you can have an

[24:35] unlimited number of dogs in the City of

[24:37] Wheeling, but if you can't take care of

[24:38] them, then the uh course of action for

[24:41] the city is a public nuisance

[24:43] declaration, which is the focus of of

[24:45] this action.

[25:56] trying to to resolve it as best we can.
