[0:52]
Let's pray.
[0:53]
Heavenly Father, we're so grateful for your blessing on this great nation
[0:57]
and on our wonderful community of Bartlett.
[0:59]
Lord, we pray that you will lead, guide and direct these Alderman and Mayor McDonald.
[1:04]
Father, I pray that you'll bless them with great wisdom and sincere compassion.
[1:08]
We're so grateful for the selfless sacrifice of our police officers
[1:13]
and firefighters, those first responders here in our community
[1:16]
that work so hard to protect us and serve us
[1:19]
and we pray that you'll protect and bless them.
[1:21]
Again, Father, thank you for your hand of blessing over our great city of Bartlett
[1:25]
and pray that you will lead, guide and direct our leaders.
[1:27]
In your holy name, we pray. Amen.

Traditionally we recognize any scouts that are with us working on any badge
[2:18]
whether they be girl scouts or boy scouts.
[2:21]
I didn't see any girl scouts tonight.
[2:23]
I know we do have some boy scouts.
[2:25]
We'll ask you if you will please to come up to this microphone
[2:28]
and tell us your troop and the badge you're working on.
[2:34]
And that'll be good.
[2:36]
And your name. That's right. And your name. What is that?
[2:40]
All right, come on up.
[2:46]
Your name, troop and the badge you're working on.
[2:54]
No, right here. Right here at this microphone. There you go.
[2:58]

[4:27]
Thank you all. Thanks for coming.
[4:29]
And now I'll ask the healthier Bartlett Marathon folks,
[4:34]
Marathon in a month, folks if they will, to join me down at the podium.
[4:57]
You all know Sharon, Sharon likes to tell me what to do.
[5:04]
You do, that's right.
[5:08]
So they're going to tell you in just a minute about what they undertook,
[5:13]
what we, several of us undertook as a community.
[5:16]
But we don't want this to be just a one-time event and they'll tell you about that as well.
[5:22]
We really, one of the goals for this administration in the next four years is a healthier community.
[5:31]
And so these good folks are helping us undertake that.
[5:35]
And with that, I'll turn it over to Sharon Fryman.
[5:38]
We represent the Healthier Bartlett Wellness Council.
[5:41]
And we just finished an initiative called Marathon in a Month,
[5:44]
which was an international competition trying to log miles over the month of October.
[5:51]
And we are very, very proud to say that Bartlett came in third in the whole nation in the top city
[5:58]
by logging 20,589 miles.
[6:02]
So we have this plaque to present to the mayor and to the alderman
[6:06]
to be so proud of Bartlett's efforts.
[6:09]
Some interesting kind of things that Bartlett averaged 664 miles a day for the month of October.
[6:16]
And we had some outstanding groups.
[6:19]
Bartlett's soulmates gave 40% of the miles and Bartlett Recreation Center members gave 37% of the miles.
[6:26]
We beat San Antonio, Chicago, Houston, Albuquerque, Dallas, Round Rock, Texas.
[6:32]
We had over 260 people register and 212 people achieve their goal or exceeded it.
[6:39]
So that was fabulous to have so much participation.
[6:42]
We look forward to even more fun in the future.
[6:45]
The other mayors of other cities have been very excited about this.
[6:49]
And so the mayor of Austin is very supportive of this effort.
[6:53]
So he tipped his hat to you for doing such a great job, Mayor McDonald,
[6:58]
and gives you a t-shirt, whoops, sorry, for our next effort,
[7:03]
which is Million Mile Month coming in April.
[7:05]
And Austin says we are out to get you.
[7:08]
So we want to get right back to get Austin because we actually, as a city,
[7:13]
walked to Austin every day.
[7:16]
So we can definitely stomp all over them next year.
[7:19]
So Austin says, come get us.
[7:21]
Thank you, congratulations.
[7:23]
Thank you for putting this down here.
[7:30]
Go ahead, you're going to...
[7:33]
Yeah, if we can get...
[7:35]
Let me get the taller ones in the back and we can...
[7:38]
You know who you are.
[7:40]
And the rest of us kind of get on each side here
[7:44]
and we'll balance this side a little bit.
[7:47]
Is that good for you?
[7:51]
Well, I think...
[7:55]
Are you not getting a picture, baby?
[7:58]
He's going to take it.
[8:00]
Great. Thank you all. Thank you all so much.
[8:13]
So I have one thing to say before I go back up there.
[8:20]
This t-shirt is a large.
[8:22]
It is.
[8:23]
And so I'm hoping by April a miracle will happen
[8:27]
and I'll be able to wear this t-shirt.
[8:29]
So we'll be working on that.
[8:32]
Thank you so much.
[9:00]
Now for the official business of the day.
[9:03]
First item being approved in minutes for October 23rd.
[9:07]
Have a motion.
[9:09]
Second.
[9:10]
And a second.
[9:11]
Is there any discussion?
[9:13]
If not, will you go to your device and cast your vote please?
[9:30]
The minutes are approved unanimously.
[9:33]
Our next item is a public hearing.
[9:36]
Any individual may speak for a maximum of three minutes,
[9:40]
either for or against the item,
[9:43]
with a total of 20 minutes for each side.
[9:46]
Before we go to the public,
[9:48]
Mr. Jim Brown is here to give us a reminder
[9:52]
of what all is involved in this
[9:54]
and it's lots of pages so we're not going to read it.
[9:57]
There's probably 13 different code books that we go by.
[10:01]
This adoption will bring us up to the requirements
[10:05]
for the state of Tennessee as well as ISO.
[10:09]
Memphis and Shelby County are both moving forward together
[10:13]
to adopt this very same code.
[10:16]
Great.
[10:17]
Thank you very much.
[10:19]
Now we will go to the public.
[10:22]
Anyone wishing to speak in favor of ordinance 1806
[10:26]
should come forward at this time.
[10:31]
Seeing no one coming, anyone wishing to speak in opposition?
[10:36]
Seeing no one coming, this public hearing is adjourned
[10:40]
and we'll move to unfinished business.
[10:42]
Madam Clerk.
[10:45]
Third reading of ordinance 1806
[10:47]
and ordinance adopting the 2015 editions
[10:50]
of the international codes as amended.
[10:53]
And move we approve.
[10:55]
Second.
[10:56]
We have a motion and a second.
[10:58]
Any discussion?
[11:00]
If not, will you go to your device and cast your vote please?
[11:07]
The ordinance 1806 passes unanimously
[11:12]
and thank you for your support on that.
[11:15]
The ISO has been really honest to get that done
[11:18]
and thank you, Jim, for your hard work
[11:20]
to get that done in a timely fashion
[11:23]
so that we would meet their requirement.
[11:26]
Tonight we have 13 items on the consent agenda.
[11:29]
Anyone on this board can remove any item
[11:32]
for separate discussion.
[11:34]
Is there any item anyone wishes to remove
[11:36]
for separate discussion?
[11:39]
If not, Madam Clerk,
[11:41]
will you read them into the record please?
[11:43]
Item one, special event permit
[11:45]
for Trail of Tears commemorative walk.
[11:47]
Item two, bid for one 2019 Ford F-350
[11:51]
with utility crane bed.
[11:53]
Item three, bid for one 2019 Ford F-350
[11:56]
with eight foot bed.
[11:58]
Item four, bid for one asphalt roller
[12:00]
with tandem axle trailer.
[12:02]
Item five, bid for two day cab tractors.
[12:05]
Item six, bid for one roll off refuse truck
[12:08]
with hoist.
[12:10]
Item seven, bid for trailer mounted leaf collector.
[12:13]
Item eight, bid for construction
[12:15]
of assault storage dome.
[12:17]
Item nine, contract for left turn signal
[12:19]
improvement design services at Brother Boulevard
[12:21]
and Highway 64 intersection.
[12:23]
Item 10, acquisition of an easement
[12:25]

[12:27]

[12:37]
Item 13, planning commission report
[12:39]
for November 2018.
[12:41]
You've heard the consent agenda.
[12:44]
What's the will of the body?
[12:47]
Have a motion and a second.
[12:50]
Will you go to your device
[12:52]
and cast your vote then please?
[13:00]
Consent agenda passes unanimously.
[13:03]
I do want to say that I hope
[13:05]
item eight, the bid for construction
[13:07]
of assault storage dome
[13:09]
is not something that we need anytime soon
[13:11]
with the weather forecast we have.
[13:14]
I know the young people out there
[13:16]
don't necessarily agree with that.
[13:18]
They'd like to have some snow days, I'm sure.
[13:21]
Under new business, Madame Clark.
[13:24]
One item under new business.
[13:26]
First reading of ordinance 1808
[13:28]
an ordinance to amend title eight
[13:30]
chapters one, two and three.
[13:32]
Sections eight, 101, 1A and B.
[13:34]
8202, 8212, 8216, 8219,
[13:39]
8306 and 8310 of the codified ordinances.
[13:43]
Mr. Ed McKinney, city attorney.
[13:45]
Thank you, Mayor.
[13:47]
This is the first of what may be
[13:49]
two amendments to the beer ordinance
[13:51]
and is to bring it in line with state law.
[13:53]
Changing the definition of a beer
[13:55]
to 8% or less
[13:57]
and then there's a high alcohol content beer
[13:59]
which is defined in here too.
[14:01]
It changes the hours for the sale
[14:03]
of a beer to 8% or less
[14:05]
and then there's a high alcohol content beer
[14:07]
which is defined in here too.
[14:09]
It changes the hours for the sale
[14:11]
of a beer to 8% or less
[14:13]
and it changes the hours
[14:15]
for the sale of beer to coincide
[14:17]
with people who have a state
[14:19]
license to sell liquor under the ABC.
[14:21]
It changes the hours
[14:23]
on Sunday from noon until
[14:25]
10 to be consistent
[14:27]
with state law also
[14:29]
and it
[14:31]
there's also a limitation
[14:33]
in our beer ordinance
[14:35]
about only one establishment
[14:37]
can be operated by a retailer.
[14:39]
That won't work under the new laws
[14:41]
with the sale of wine
[14:43]
because of retail stores like Krober
[14:45]
so we had to come up with some language
[14:47]
to change that
[14:49]
and that's in section 3
[14:51]
of the proposed ordinance
[14:53]
and then
[15:00]
The Sunday sale of wine will be effective as of January 1st, 2019. And I think those are
[15:07]
the only changes now. There may be some others that will come later. Any questions?
[15:14]
We have to get a motion on the floor first. Motion.
[15:18]
And does that include setting the public hearing on December 11th? Yes, it does.
[15:21]
Thank you. And a second? Have a motion and a second? Now, is there any discussion
[15:27]
or questions for Mr. McKinnon? All right. Seeing no one seeking to be recognized, we will go
[15:34]
to the vote. Madam Clerk, if we will go to your device and cast your vote.
[15:41]
I would just say I wasn't the seconder. That was Paul, I believe.
[15:45]
Okay. Thank you.
[15:49]
This motion carries on first reading unanimously with the public hearing to be set for December
[15:56]
11th, 2018. That concludes our regular business, and it is our tradition to allow anyone to
[16:03]
speak to this board on any matter before we go to the public for that. Is there anyone
[16:09]
on the board that would like to make any announcements or have anything they'd like to say?
[16:16]
Alderman Pleasant.
[16:19]
Yeah, I was just kind of wanting to wish everybody a happy ending. Our races for Alderman and Mayor,
[16:33]
it was between decent people, and there was no problems. People run for position because
[16:40]
they have their right to, and it's free countries that we're blessed to live in.
[16:46]
And Emily and I was just talking a while ago about, you know, running against people that make
[16:55]
enemies out of them. In most instances, it makes friendships. And I know that's been in
[17:02]
my life, and that's my case. And then, like you're kind of, I mean, unless something horrible
[17:11]
was to happen, you're planned on leaving in four years. If we're both alive, we'll be,
[17:17]
I'll probably be leaving with you. But anyway, so I just, I've been, you know,
[17:25]
joined working with y'all these years. And sometimes it worries me when things
[17:32]
comes up, like different things that's come before the board, people that are bothered about things
[17:37]
in the neighborhoods. But I know you, and I know you're concerned about it. And when you tell
[17:45]
people that, you know, sometimes you have to go through pain, but there's silver lining at
[17:51]
the end of it. But that's really not a lot of comfort to them. But I do know you're also trying
[17:56]
your best, you and your administration and trying to work out different things that people are not
[18:02]
aware of, trying to make it better for the people living in the community and have been
[18:09]
bothered with the parking problem. So I just, I wish you well on it. I'm glad it's you,
[18:16]
and particularly not me anyway. So thank you. Keep up good work, baby. Thank you all, my pleasant.
[18:23]
Who else, anyone else? Well, I would like to say thank you to the voters of this community
[18:30]
for the support that I received in my reelection bid and thank you for the opportunity to serve.
[18:39]
And we do have a plan that we're ready to roll out first of the year for the next four years
[18:48]
that is an aggressive plan. It's not a plan where we just sit back and wait four years to pass.
[18:55]
It's going to be something that's going to take a lot of our time and energy to get things done
[19:01]
that we want to see done, or at least get it so that someone else can pick that up and take
[19:08]
it and make it even better. We want to make sure our finances are left in great shape,
[19:13]
including our pensions. So there's a lot of work for all of us. You take, it's not one person,
[19:19]
it's all of us. We have to get four votes to pass anything. So it's a group effort and then
[19:27]
the great men and women that we have working for us in our departments and the people that
[19:32]
work for them. My gratitude to all of you for the success that we've known for 16 years and the
[19:39]
success I know we will continue to have for the next four years. So thank you very much.
[19:46]
Anyone else? All right, I would go to our appointees. Any of you have anything you need to share?
[19:57]
Michael's not here because he's got a play going on. It'll be going on this weekend,
[20:05]
homegrown play. I encourage you if you have a chance to go out and see that at Bartlett
[20:10]
Forming Arts Center, but otherwise he would be coming to announce that. So I'm kind of announcing
[20:16]
that for him, but don't tell him that. Anyone else? If not, any of the public that has
[20:23]
anything they'd like to share at this time. Seeing no one coming for this being the conclusion
[20:29]
of our regular agenda. This meeting stands adjourned.
[20:59]
you
[21:29]
you
[21:59]
you
