[5:35] probably recall, the state of Illinois

[5:37] eliminated their pass-through

[5:39] grocery sales tax um

[5:42] effective January 1 of this year. State

[5:45] statute

[5:46] uh did allow for each municipality to

[5:49] levy their own 1%

[5:51] uh, grocery tax, um, and to file that

[5:54] with the Illinois Department of Revenue

[5:56] on or before October 1 of the preceding

[5:59] year in which the collections will

[6:02] proceed the next year.

[6:04] City Council discussed this last year

[6:06] and at that time decided to not continue

[6:10] the 1% grocery tax. A large part of that

[6:13] discussion revolved around the unknown

[6:16] financial impact that it could, uh, that

[6:18] could be witnessed by the city of

[6:20] Monticello.

[6:21] Um, the Illinois Department of Revenue

[6:24] has recently posted local grocery tax

[6:28] figures for those municipalities that

[6:30] levied

[6:31] their own 1% grocery tax beginning

[6:33] January 1 of 2026 based upon

[6:37] these recently reported figures, we

[6:39] believe the city would could witness a

[6:41] loss of 75,000

[6:44] to 100,000 dollars annually if the city

[6:46] so chooses to not levy this pre-existing

[6:50] tax. Well, this was discussed

[6:53] pretty good detail, uh, at the last City

[6:56] Council meeting. So, um, it is

[6:59] recommended the City Council discuss and

[7:01] vote on Ordinance

[7:03] 2026-53

[7:05] this evening.

[8:23] the way the state

[8:25] collects the money and then distributes

[8:27] it, there's that 3-month lag.

[8:30] So, that's why

[8:33] we believe annually when when we're

[8:36] getting those distributions beginning in

[8:39] January,

[8:40] that it should be around 100,000 or

[8:43] maybe a little bit more.

[8:45] But since we won't collect

[8:48] January, February, March

[8:51] in 2027,

[8:54] that's why we're thinking it's probably

[8:56] going to be closer to 75,000. Does that

[8:58] make sense?

[9:50] like you have to find some way to you

[9:56] money for the city for services, you

[9:59] know, for things as Terry said like fire

[10:02] department and and other projects that

[10:05] um we're going to need the money for.

[10:08] And so

[10:10] pretty much virtually all the other

[10:12] towns that that I saw

[10:14] you know, had the grocery tax except for

[10:16] champagne. So if we do not

[10:20] uh if we give up the grocery tax

[10:22] then you know, we'll have to find some

[10:25] other ways such as

[10:27] raising the property tax, you know, or

[10:29] you know, that no one wants to do cuz we

[10:31] already do it like 4.

[10:33] something percent every year or like

[10:35] champagne does, putting a tax on

[10:37] non-grocery items or cutting some you

[10:41] know, public services.

[10:43] So

[10:43] » Or just going slow.

[10:47] we didn't enact this tax

[10:50] because in this state we are over taxed.
