[0:47] Do you have a 5.98. We have both. Well, then have some. We review.
[0:53] Question 1.
[0:54] Yes, the Supreme Court.
[0:56] Please, the Supreme Court, to.
[0:58] I just have an estimate there. So, I think, about through the law what could be.
[1:02] It could be things before.
[1:04] You know, is it.
[1:05] We could.
[1:06] It will be good.
[1:06] You can.
[1:07] It will have a.
[1:09] That has still ended.
[1:11] Yeah, six months.
[1:13] and so I see how we'll solve the roughness of it.
[1:18] Should we treat it?
[1:20] Should we hold it?
[1:21] Is that what it's about?
[1:22] The number of the problem.
[1:24] Should we get the answer?
[1:26] The problem may go to the group.
[1:28] We may not.
[1:29] What if you do the children make it in the parent?
[1:33] Yeah, it's the parent.
[1:35] The parent.
[1:35] The parent.
[1:36] The parent.
[1:38] The parent.
[1:39] The parent.
[1:39] The parent.
[1:41] The parent.
[1:41] The parent.
[1:43] The parent.
[1:44] The
[1:48] parent.
[1:51] The parent.
[3:17] So that's the last one so we're going to pause meeting to order please it's
[3:23] five thirty-five.
[3:30] May I come and send here. Council President Andrew Wichart.
[3:36] Councilor Marty Collins. Your Councilor Jessica Calvin. Here.
[3:40] Town manager Stan Foster. Your finance director Carmen Tag.
[3:46] I found a quarter call before. I don't know why that's such a tongue twister.
[3:49] I think that's right.
[3:54] That's right.
[4:00] Please say a few lines.
[4:02] It's nice to be able to make sure you're
[4:05] very well.
[4:06] Just to give one nation a better quality.
[4:09] And it goes to the level of liberty and justice for.
[4:21] Probably even March 10th.
[4:25] Meetings and events.
[4:28] Excuse me.
[4:29] I make a motion.
[4:30] We passed the event meetings.
[4:35] So
[4:43] we'll go back down to a whole business celebrating it for sunshine, daycare and billing.
[4:48] Yeah, Mr. Mayor, the boss weeks are ready to close on their offer with the town.
[4:58] Remind the council that they offered us $90,000 for sunshine, daycare center.
[5:06] I've talked to Kelsey and with old buildings like the Sunshine Dakers, or it's offered
[5:16] times, it's often difficult to get conventional financing for that.
[5:22] So I offered for Boswicks an arrangement where they could avoid getting commercial paper
[5:30] on that property.
[5:32] And so the terms that were offered were $10,000 down, two years to pay the balance, so they
[5:42] make two payments a year, $20,000 a piece, so $40,000 plus an accrued interest of 3% on
[5:53] the balance do. So it takes, it takes 24 months to pay for the closing on
[6:03] route and then we would issue a quick claim deed for that property at that
[6:09] point. There is a contract that was drafted by the previous city attorney that
[6:15] is available and so with your permission, the council's permission I'll
[6:22] share that contrast with Kelsey and Joe and and and these these terms. So they want to take
[6:32] a control that property on April 1st, which is good. The intent of this financing arrangement
[6:40] is to allow them to put as much money as they can into that facility to get it up and operating.
[6:47] so it's a first-class facility for the community.
[6:51] We all know that we need to take care of the services of the town,
[6:55] so anything that the town can do to help them get that back
[6:59] and operation seemed to be a wise move for us.
[7:04] So I would just need the council to approve those concerns formally
[7:09] and also authorize us to share that sales agreement for them.
[7:16] So, one is going to make a motion to that and the details will be there.
[7:21] Well, just the motion.
[7:23] I'll make a motion and we agree with this to the contract for them for the two years.
[7:29] For some time get here building and to share that contract that was already written.
[7:36] So, I'll bear at that time.
[7:39] 30 seconds at that. Sorry. Okay, thank you.
[7:48] Next slide is the friends of the pool
[7:53] agreement. So that's where the town puts out $30,000 of the spend for the coming year.
[8:01] That's approximately $16,000 and gate proceeds and $14,000 in general fund money.
[8:08] So, I would ask that the council authorise the bill to sign up for it and read the
[8:26] bill.
[8:28] We do, but we haven't.
[8:35] In fact, there's 30,000.
[8:40] Yeah.
[8:41] Exactly.
[8:44] I'll second it all in favor.
[8:53] So,
[8:56] next item on old business is that.
[8:58] And I'm asking the council, just the formerly set of work products that the Susan committees
[9:08] that they're doing, there's one citizen committee saying, let's say it's a committee, but
[9:18] through it and the view being that the best practices, personnel manual, that the town of
[9:25] for our January and committees and suggestions for modern occasions to this personnel agreement.
[9:34] I would just ask that the council accept this, formally accept this, and I would recommend
[9:43] that we get back to full spring for the council that we have the council spend some time going through this and adopting this.
[9:53] So I'm not asking you to adopt this stop on the set of similar to formulaic
[9:58] service.
[10:01] That would be like a success statement.
[10:04] Okay.
[10:04] It's not that.
[10:07] Okay.
[10:09] Inability.
[10:09] You want to talk a little bit about that.
[10:12] Actually, can I stop you guys for one second, Mayor Sons?
[10:14] Can you please add those two agenda items before we get any further?
[10:19] Proponation and the way can be chambers.
[10:21] Yes.
[10:21] So we're adding those to the new business at the end.
[10:25] Yes.
[10:30] So, um, we're doing our Susan committee.
[10:33] As a finance committee that was cheering on my partner,
[10:37] Diane has finished their finance committee handbook.
[10:42] I'll pass out to some copies to the council here again.
[10:47] I'm just asking you to receive,
[10:49] officially received this document this time.
[10:53] should be forecast.
[10:58] I'm going to stop this for a year or so.
[11:04] This is the committee, the finance committee,
[11:10] Mark O'Brien, Gigi Pascas, and Angini Geter.
[11:18] So, spend a lot of time and did a really fabulous job
[11:22] the coming up with this handbook to guide financial decisions in the future and this is a completed draft so it's not, you know, at some point we're
[11:42] want to formally adopt this point, the standing finance committee, but right now I just
[11:48] like to tell us a little officially received that. Okay.
[11:54] The next one is the month and month
[11:57] agreement with intern town manager Stan Foster. Yeah, I just want to clarify that the changes
[12:08] Right here, we're hiring a new permit talent manager that would come in as an assistant talent manager for three to six months.
[12:21] Whatever the council decides to negotiate with a selected talent that my new arrangement with the talent would be providing support and mentoring services.
[12:37] is not to exceed 40 hours a month.
[12:41] So much reduced at the same pay rate
[12:45] that $55 an hour right now.
[12:48] So, and I just wanted to remind
[12:55] that that that's basically what we have,
[12:58] the ten-year agreement, obviously,
[13:08] So the purpose of doing the six months is to actually not train, but assist in any
[13:19] down manners of position and give you some good information and how to say, be all agree.
[13:28] Yeah, so that's 40 hours maximum. So that is, you know, not intense, not overlooking the new
[13:38] person and providing assistance upon their quest. You know, it's left, it's left, but I just wanted
[13:45] that make sure that we've made an agreement that the match would be $40 a month.
[13:53] And so we went over item number five, so this is the
[14:12] draft five-year sustainability plan,
[14:17] So again, this would be reviewed and adopted by the new council, but I just wanted to share
[14:34] this with the existing council because this has got two parts to it.
[14:39] It's got a summary of what we've done over the last nine years.
[14:44] There's 9, don't like 9 years, there's 9 to 5, so I tend to capture the major at high
[14:54] points.
[14:55] You'll see on the dark.
[15:00] The red highlighted shows when we were producing debt, the green highlighted is areas that we were attempting to raise relative. So, and then the rest of the black parenthesis basically policy changes, program changes that we made in the last nine months. I just want to thank the council for that.
[15:29] a very aggressive effort on all parties to try to do a lot of stuff, and I'll be speaking
[15:41] tomorrow to Rover now, I'd like to share this draft with them, just to let them know
[15:47] what we've done, and then it's all in a smart graph, so it's not, nothing as official here,
[15:55] and it's just try to complete this stuff as you know we've got forward family money to help make this happen
[16:05] and we have to close that grant out here at the March 31st.
[16:11] I just want to be able to share these with these documents with forward family foundation
[16:18] and thank them for their support and it's been an amazing contribution to our efforts here.
[16:32] We are going to have a copy of this because I got some copies because it's still dropped.
[16:41] We'll make sure you get copies and you may get ones one.
[16:45] And this will be posted on our website too, so anybody can look at that.
[16:50] You know, I just know what a chill it's a doctor. I don't want people to assume that this is
[16:58] policy, because it's not. So, and any representation that it is, is not correct. So, we already talked
[17:11] about, well, we've got to change order. You know, it's the change order for the water treatment plan.
[17:21] doing it by the way. I know that's something that we're going to be monitoring before they turn
[17:26] one in and be questioned about it and make sure that it's needed and we're as full
[17:33] as spending something. So this one this one is necessary because and you guys already looked at
[17:39] this once in a previous meeting so as you recall the water treatment plant all the bits came in
[17:46] above both the amount that was available, which is $15 million, and so the business
[17:56] organ requires us to have a plan at this point to complete the water treatment plan, and
[18:07] And so this request is for up to $800,000.
[18:15] My conversation, my conversation with Troy Baker,
[18:20] who is the engineer of the previous administration
[18:23] hired to oversee this, is that it will be less than that.
[18:28] And he's given me that assurance.
[18:32] He hasn't given it to me as a contract assurance.
[18:35] It's given it to me as a verbal assurance, but the time that the graph was awarded to the current contractors,
[18:46] all the contingency funds were taken out of the contract, and so there are no contingency funds.
[18:55] That choice indicated that somewhere around 400 to 600,000 is likely where we're going
[19:03] to end up on the cost overrun, and I have to have this piece done to put in a request
[19:10] for special public works, I mean, here shortly to put the state to give us that money that
[19:19] give us the lowest rate we can get to cover those cost overruns because we need to finish
[19:28] that plan as everybody knows.
[19:32] So I just asked council to build to put on up the chamber
[19:42] but chamber thank you. So I make a motion that we approve the chain order for the water
[19:48] treatment plant.
[19:52] All in there.
[19:55] So
[19:59] that those are the major things that an old business said, I wanted to make sure that
[20:07] the correct counsel who has worked on this for nine months, an opportunity to add on while
[20:16] to be able to finish the citizen's work and instant on the money.
[20:22] Yes, but let me put some caveat on that.
[20:26] Part of the reason that I wanted to get this done now is that we're going to need that money
[20:32] by September.
[20:33] and so on. We have to go through a loan validation process through business
[20:45] Oregon and part of getting the very fuel thermal rail transferred to the
[20:54] hospital is to free up our collateral on that loan for the USDA.
[21:02] And by freeing it up, that will qualify us to get the special public works to money.
[21:11] And we're in the process, I had a conversation today with the reviewing the sales agreement that I presented to the council last time for doing that.
[21:21] The USDA is they, those guys who are doing it, they're sent it back to headquarters to make sure there's no opposition to doing that.
[21:31] I also provided, we also provided this morning, all the very geothermal oil documents, again, to the hospitalist's lawyer to review.
[21:45] So it is proceeding and every expectation is it's going to go through, but all these things
[21:53] are linked.
[21:54] So that's why I wanted to be clear that that can be on is that, you know, without
[22:02] freeing up some debt, we're not going to take on, we're not going to be willing to take
[22:06] on any more debt.
[22:07] So it was both the next clean, which you have agreement on and they will be, they will be making those payments to business Oregon for that $2,000,000.
[22:18] They pay that, they pay two payments in June and that's 120,000 plus a crude interest on the $60,000 that was not paid in December.
[22:35] by that it was deferred to June 1st and they have signed the agreement, we've got a signed
[22:41] agreement, it's signed sealed delivered, it's in our records, yeah. So have we started
[22:48] the process to leave on that problem? Because I know that that has to be done.
[22:57] They'll leave out of the lake, but the wing doesn't go on unless they default on this agreement.
[23:03] I know, but you have to file an intent more of that.
[23:08] Yeah, I like the construction way.
[23:10] That's what we have to talk about.
[23:11] Yeah.
[23:12] I'll follow up on that to do that, that's what I've done.
[23:16] So explain that so that we, in order to have a lien
[23:19] has to be before, you have to file the intent notice
[23:23] of the term.
[23:25] Yeah, and I so that when they default,
[23:27] you have a legal right to the default.
[23:30] We'd like to put, you know, the default.
[23:33] Yeah, but yeah, so we'll get that. That's this basically I get what you just have to provide next
[23:43] queen with the notice notice and I can do that. Yeah, I think what we what I've seen in the past is
[23:54] that you just have no right that you have the intent to leave it. Yeah, and so just for
[24:04] We don't want this to happen, but we want to make sure that if it does happen, we're
[24:13] at the front of the line, there's time instead of not even in the line.
[24:18] So, we know that the reality is that the $2 million that they owe us, the salvage value
[24:28] you're on that property, it's higher than $2 million.
[24:31] So, we do have some security.
[24:34] We don't want that to happen.
[24:36] We don't want any of it to be successful,
[24:39] but that's why we got the contract and that's why,
[24:45] in the time that it stimulates, it stimulates
[24:50] that a lien will be filed if they fail
[24:52] to make this payment.
[24:55] So you've already provided some legal notification there, but you're aware of that.
[25:00] Yeah.
[25:00] Oh, yeah.
[25:01] That was part of the negotiations.
[25:04] So.
[25:06] If you need any more for a family foundation, you need to be talking to me.
[25:10] No, I just want to, I just want approval to close out that and it's due, it's due to
[25:16] your, their expectedness, those out.
[25:18] I just have to send the final report, I'll send these documents as part of the final report
[25:23] and also, you know, how this old summary and how this project worked, because it was highly beneficial to giving us some of the equal function.
[25:38] Yeah, it was really beneficial.
[25:40] I mean, it helped us get carbon before she realized what she was getting into.
[25:48] And, you know, we got Georgia out of that, we got Justin out of that, we got these citizens
[25:53] and comedians who worked very, very diligently to do this, and I mean, they put in significant
[26:00] amount of time on us to do this work.
[26:04] And, you know, for the folks in the audience, these citizens, the citizen work is very,
[26:15] very valuable. This was not controlled by the town. It was controlled by the citizens
[26:21] volunteering there. And we simply provided the information that we could provide that.
[26:28] So with that, we're ready for the first to anyone. I want to first of all, I want to thank
[26:40] Marty Collins. I want to thank him for everything he's done. I mean, it's rare that the city
[26:48] counselor was out cutting up a tree to help the town. Watering the flowers, flowers, people,
[26:58] people don't realize that him and his dad watered all the plant baskets in this town every day.
[27:05] And that's just the tip of the iceberg.
[27:10] Marty was walking down the street with Kevin Hawke
[27:14] and doing an assessment on paving.
[27:18] And I mean, his expertise has been valuable to us.
[27:23] And I personally have very gratitude for his service
[27:28] to this town.
[27:29] So, with that, I've
[27:36] asked the council to unfortunately accept Cal sorry call on us as a nation.
[27:44] Yes, let me give it a second.
[27:46] That's just to accept that, and I mean the motion to accept his resignations, initially
[28:08] So I would like to make a motion to point on to Brian in this position and get a second
[28:21] to that and all the favor of that. So, Mark, give it a step, so in
[28:37] order for you, I'll
[28:41] go to
[28:44] the other side. I'll go get it.
[28:50] So, I'll have to swear to you.
[29:08] So sorry for the way
[29:17] I used that one,
[29:24] like to come up and I have to do it myself and do it.
[29:31] All right, so I'm doing this, I'm not gonna lie.
[29:42] I'm not a kid.
[29:45] Councilor, soon to be Councilor Rayful,
[29:48] for I am pleased to speak to the civil providers.
[29:53] I am a state member, I am not a guy.
[29:56] It's only a firm that I will support in the Constitution.
[30:00] The United States of the city of order, you saw on the appeal that I will support the constitution of the United States of America and the state of the region. And we'll thank you, and I will, we'll conduct myself in the office of town, but we'll faithfully and I will be conduct myself in the office of the town council.
[30:22] and to wish by the end of the point to the best of my ability, to which I will do the point to this point.
[30:38] So we are now part of the balance of their bar, so you can come so early, slip to the nail and then connect it.
[30:46] We've already got the order.
[30:51] So our next one would be
[30:57] trying Tracy's position.
[31:02] Easy.
[31:03] Make a motion for that.
[31:15] If I may say something about the
[31:18] Council or Tracy to I just want to
[31:22] acknowledge that the Charlie has gone
[31:27] about and beyond the circuit of service as well here to spend a signatory for our checks
[31:36] like the Andrea and Jessica. So I guess the women, the women that challenge the books
[31:43] and has been a faithful, faithful voice here on the council. I wish her a car all the best and
[31:54] And I'm very appreciative that during my nine months here, I had both Council and Colleagues
[32:03] and Council attorneys in here to find public servants that I'm proud of with certain
[32:09] people.
[32:16] So, just for the Council's information, we have six more individuals that have requested
[32:23] an opportunity to consider for Council.
[32:28] So, there are Selena birds, Angela, Warbarton, and if I really knit, if I hold your name,
[32:38] my apologize, Gregory Randolph, Scott Stewart, Gina Stickler, and Junior Gabriel, all
[32:50] all indicated a law against the same.
[32:55] So I don't, I don't know who you have in the community.
[33:03] Thank you.
[33:07] So I think Mr. Meredith,
[33:10] you want to give the folks suggested
[33:13] that state why they wanted to be with you mind.
[33:16] And you just step up and just say a few words why you want to give your time to the community and you can stand right where you're at.
[33:27] I'm Gina, stay on 8-8-7 Street.
[33:31] I previously was on the council of the Danza for many years and I enjoyed the position and I feel like I have a lot of knowledge in this area that I could bring to the council.
[33:56] I would love to be able to dedicate my time to kind of like you because I love this town.
[34:04] I want to help bring humanity and prosperity to it.
[34:08] It literally saved my life.
[34:10] When I moved here, I had the construction management experience.
[34:14] I had an experience with dealing with state-owned governments and
[34:21] requiring money, and I lived in Mexico most of my life before I got here, so I dealt with
[34:26] the United States legislature quite often to have paying grants to build building and housing.
[34:33] And I would like to, I have the time to dedicate, and I think this would be a great
[34:37] about the change?
[34:39] I think we
[34:44] can see it.
[34:49] 10.
[34:49] So, the council would dominate somebody and the council,
[34:55] and do that more in the audience account anymore.
[35:12] It's going to be a second.
[35:13] I'll second that motion.
[35:14] All right.
[35:16] Hi.
[35:20] you know,
[35:22] so she's accepted it.
[35:23] And I want you guys to realize one thing about the rest of the
[35:26] guys that are applying for this, these suits need to be drilled for a reason. If we didn't
[35:34] have that reason, we would waste our, you know, next month for the cancer to have a choice.
[35:39] These suits need to be filled, so we have informed you this event, you guys, here.
[35:50] I hope that's a lot of you very glad to hear it, so our time with Gina and we're joined.
[35:57] Thank you.
[35:57] Thank you.
[35:58] It wasn't in the days.
[35:59] Certainly.
[36:08] It's for yet.
[36:09] Yeah.
[36:09] Yeah.
[36:10] Sorry.
[36:12] Very bad.
[36:13] That's okay.
[36:14] Thank
[36:19] you.
[36:20] Thank you.
[36:21] Thank you.
[36:22] It
[36:27] was so funny.
[36:27] That's right.
[36:28] That's okay.
[36:29] So, so
[36:33] we're ready to get ready to do that. So, I statement then.
[36:39] Hi, G. S. Dickman.
[36:41] You saw me affirm that I will support the Constitution of the United States and the State of Oregon.
[36:47] It's all in a firm that I will support the Constitution of the United States and the American and the State of Oregon.
[36:52] And then faithfully and honorably conduct myself in the Office of Town Council.
[37:18] Okay, so we're going to move down to the new business and I wanted to make a motion
[37:25] to vote. Mayor from Chairman April 1st, the board team who ensure business from the very first to April 14th, and I'm appointing Mark O'Brien.
[37:38] in the second for the packet, and I'll share it.
[37:44] It's fine.
[37:46] It will be fine.
[37:49] I'll buy a fillet.
[37:50] It's good. I'm sorry.
[37:52] It's a new business.
[37:52] And we're married position.
[37:55] That's temporarily.
[37:57] And then the council can either vote them in permanently and then fill that seat.
[38:02] We still have a.
[38:04] And you're in myself. So there are some, this resignation of the effective March 31.
[38:16] So from April 1st to April 14, Mark O'Brien will serve as the mayor of early 10th.
[38:25] And so then when the forecast was seeded on April 14th we'll have a vote for the turn of it there at that point.
[38:35] And also in the other positions.
[38:41] And thank you.
[38:43] You have a good job.
[38:45] Okay, so we're going to move down and get some things we've got to cover.
[38:48] So, the season I'm buying for the small city street
[38:51] through Care Fund, New York, and New York.
[38:55] Yeah, so we had a meeting this week.
[38:59] We had a meeting this week with Carol Anderson,
[39:04] Kevin Hawke, Barry Sornbroker, and myself, Ben Tillman.
[39:14] There's an opportunity to give some small city street
[39:18] the fair money. We all know we need that we have lots of streets that need to be repaired.
[39:26] $250,000 does not go a long way to do this. So I've asked I've asked
[39:34] Pharaoh and Kevin and people that are familiar with the streets of Lakeview to come up with a
[39:42] this project. My first recommendation was the street to the hospital because I heard
[39:49] the most complaints about that. But $250,000 probably did not get that done because we got
[40:01] Grinding, we've got the asphalt has to come in from altruists,
[40:08] for those folks in the annexed area of Roberta Street,
[40:15] what's done previously by the county,
[40:19] with a town away from Grant,
[40:23] which was another one of his grants.
[40:26] So at this point, I don't know what the street is,
[40:31] that they're going to propose, I suspect by 8 to 14, they'll have a recommendation for
[40:37] the council on this. I contacted my old firm to see where it would cost to have an application
[40:44] prepared for this. And not that I just wanted to have a cost. And the cost of my old firm is $2,500.
[40:55] So I would ask that Darrell Anderson indicated that his company could put together this
[41:08] application for us because we've got to have an engineering estimate all our stuff.
[41:13] So I would just ask that the council want to prove us going through this money so that we
[41:21] get this quarter of a billion dollars and also recognize that that $5.5 is going to
[41:28] do this and probably be in the cost. I'm sure it shared this with the deal. It'll be
[41:34] somewhere $2,500 or less. I would strongly recommend that we do this because we've got
[41:43] so many streets that need to be repaired. We want to repair a street that has good
[41:48] want the main lines of it so we don't have to tear it up again in a shorter time so I don't know
[41:59] what that is but I know that there are some like some street sections that were discussed in this
[42:05] meeting that do have relatively due water and sewer lines. I just a quick question. Sure,
[42:13] Is it a grant? It is a grant. Yeah, yeah. It's not a law. It's a grant. Yeah. So my experience with
[42:20] so that's processing this for grants isn't much higher. In fact, my going to process my own
[42:29] grant for my ranch and I had to put about $6,000 down the claim of town. And that was pretty much
[42:36] going to be, um, in discovery, not the actual physical, right? Right? So I think this seems
[42:44] to be very, absolutely right. Yeah, and we want to keep doing this repeatedly. Uh, but we want
[42:53] to also want to go for, I'll be meeting with, uh, to a murkly staff on Friday to talk about
[43:01] doing money to repair a major section of the town to take the water and
[43:10] sewer lines and repair those streams. And the intent is to start where the
[43:17] infrastructure is the worst. And the message to the center of work with staff
[43:24] is that this is the beginning of a long-term process. And we'll also share
[43:31] that makes Congress, Congress and staff as well as civil rights staff as well. So we want
[43:39] that to become something that is ongoing, multi-year effort to upgrade our, not only our
[43:48] waters to realize but upgrade our streams, but not do it all at one time because then we can
[43:56] come back and try to maintain these two sections and they were done so that we're not having
[44:03] everything go, you know, to what are all the same time. And the last time we did a painting
[44:13] in this town was under raised steps and they got a grant to do the whole town at that time,
[44:19] which was great for a few years and then everything starts deteriorating at the same time.
[44:25] So I just need, you know, the council, the authorized us to proceed and move forward on this.
[44:34] And then the final decision of what it's going to happen before the council,
[44:39] April 4th, so we just all agreed to move forward then, not the, I agree.
[44:46] Okay, so we agree.
[44:50] Okay, so the next one is Lake County Desert Preeder requesting
[44:54] Roberta Road closures on Sunday, August 3.
[45:00] 2026 from five o'clock until the derby ends. We just need to need a vote that we need to. So I'll make a motion that we actually give the permission to close that street. This area, 2026, five o'clock until the derby is in.
[45:17] on.
[45:19] That's like a second.
[45:20] Thank you.
[45:20] On the paper.
[45:21] Hi.
[45:27] Opponation.
[45:30] Don't.
[45:32] We receive the calls.
[45:34] Well, you got one more.
[45:35] Corey Stevens is under that one.
[45:38] That's.
[45:39] Okay.
[45:40] So.
[45:41] So what is that supposed to.
[45:44] Corey Stevens, he was underneath.
[45:46] The Lake County Desert cruisers.
[45:48] Yeah, yeah.
[45:49] Yeah, I've got to hear it. So this is to approve.
[46:15] It looks like this element.
[46:17] Yeah, you know, I was just, I was just coming. So we're just approving this. Is that what we're trying to do?
[46:25] The proof? What? It's a proclamation. I'm not sure. No, no, you're looking at the problem.
[46:32] So if we had my dog, I didn't get one in my pocket. It was in the box. It was in the proclamation.
[46:39] I'm going to explain it to you.
[46:40] Oh, I didn't.
[46:42] Everybody got one of the ones with flori Stevens.
[46:45] It looks like that.
[46:46] Yeah, I didn't get one.
[46:47] So go ahead and use several.
[46:49] Okay, so.
[46:50] Thank you.
[46:51] Flori Stevens is here tonight.
[46:54] To actually discuss what you would like to do.
[46:57] So if we want to take the floor.
[46:59] you can't even start it, end up your naming.
[47:02] 40 fevers, 1.8, 8th birthday room.
[47:06] What I am proposing is putting in like,
[47:10] bike trail, starting from the highway,
[47:14] 40 all the way from the 33th street.
[47:17] And I'm uploading this for several reasons.
[47:21] It's not just for bike trail,
[47:23] it's also kind of a safety trail.
[47:25] There's a lot of traffic out there on Roberta.
[47:31] There's some ATV traffic out there, there's also, there are the car people lining up down
[47:38] that side of the street every year, the long, long day and year, which is not a diggy,
[47:43] but it does present problems.
[47:46] Traffic out there, we have people running up and down the road named TVs and stuff like that.
[47:52] And it's just becoming a safety issue to me as a resident out there, but I would like to propose and put them in a pipeline that would alleviate a lot of this traffic.
[48:07] The ATV people that are going over to the ATV park behind the fairgrounds, they would get them out of traffic.
[48:15] We have trucks going through there, long trucks, chip trucks, and also the equipment comes
[48:22] up and down that road, and just after looking for a place to become a big accident.
[48:29] So question to you is, what's the width of that, of a, of a trail, it's on the pavement,
[48:36] right?
[48:36] Well, what they have out here on the top right, and kind of where that is already, is about
[48:42] 4 feet.
[48:48] That's what I was thinking about because it's the center road to the curb to the edge of the pavement.
[48:58] Mr. Pegg, can you tell me on the road that's a county road by the way and that's street on.
[49:05] Is there a city where that has to be from the center line to the edge of the pavement?
[49:24] I don't know what the right way is there because you might be able to put a lot of room on to the current
[49:36] What's basically right to the head of the main debate by trail, not right now.
[49:41] I mean, really, if you do build a bike trail right off the road there, it's going to be
[49:46] a different store.
[49:47] I know there's going to be a separate main day to meet people.
[49:51] Not true.
[49:53] So where I see it, living out there, the kids from the type of field, from high school, everyone
[49:59] up down that street.
[50:01] It's going to get them off the road.
[50:03] I was just suggesting that maybe I perhaps be right off the road, you know, like I live
[50:09] in other towns and stuff and they don't necessarily how on there are different lanes for my
[50:15] babies, you know.
[50:16] I mean out there, the man who waits for a seat, so I'm sparring off the road that you could
[50:24] already have a four-foot burn that's already in some places out there and don't interfere
[50:31] little bit but I'm proposing. Obviously this is just to find out what kind of interest we can
[50:41] have on this. But it would take the ATV drivers going to the Fairgrounds off of the main drive,
[50:49] take the drivers are out there for city bike trails, anything like that, believing it would make a
[51:00] I think the issue is not as prevalent.
[51:04] Yeah.
[51:06] If you just kind of didn't be defined,
[51:08] so there's some things that's not right
[51:10] by the modeling traffic, but yeah,
[51:12] I'm not saying it very clearly.
[51:14] I don't know the problem I got.
[51:16] Somebody had a heart attack where they fell off
[51:19] and went to the hydrogen car trotters,
[51:21] the trucks, or something out there.
[51:22] They got cut from some of the maggot metal.
[51:26] The emergency equipment was going to block that road
[51:30] until this guy has an owner and a resident out there.
[51:35] I mean, I can't go any longer until the emergency quickness
[51:38] gone.
[51:40] They have me out of the fire,
[51:45] about any emergency situation
[51:47] out there that we want.
[51:50] Very good.
[51:53] Is it a speed thing or an ingestion thing?
[51:56] I don't know.
[51:57] The development of the area is one that we want to work
[51:59] and the other thing else, I'm right about human,
[52:01] the foot, especially the laws, and that stuff.
[52:04] Should we extend the prep?
[52:05] We can tighten the freedoms.
[52:07] And really, it's more free.
[52:08] I think we have the people coming from the swimming class out
[52:11] there, and they run up down that road,
[52:14] like they're hanging in, I mean, big visitors.
[52:17] And they go up and down and load a lot of things
[52:20] and get us some feeds.
[52:24] Consideration there also.
[52:25] Is there a time that you can see more traffic
[52:27] then less time so that he could know maybe put somebody out there watching that
[52:34] way with the certain minds of it there's. I've been on tact and to highway
[52:37] control and I've contacted the sheriff's pardon both and they don't have the time.
[52:44] They just, they don't talk to our office because I did not get the number.
[52:49] No, I'm talking to you what I believe it might last year. Okay, now we talk to new
[52:55] You sure, you should be in an office right here at the office.
[53:01] So I can't fix it, but I don't know about the issue,
[53:03] but I do know this year we're going for a speed overtime.
[53:09] We used to get in here to go, I used to work that gap.
[53:12] I saw in that, Mr. Williams, off the carpet,
[53:13] saw him go on a mill, both of it.
[53:15] But it is a place in my mouth, I don't know.
[53:18] It's a sketch group of people that is going to pass him up
[53:20] and continue, but you know, when you speed up,
[53:24] up there, I found it's about 30, 35 and half an hour.
[53:27] Not a big problem.
[53:29] We know that it's not a big problem.
[53:31] It's the guys that are coming from the team,
[53:34] I have there, taking off the wrench,
[53:36] telling the tiny schedule.
[53:38] So we aren't out a lot of position right now,
[53:41] so we do have to hold the time when we get that,
[53:43] and there's certain time when we're
[53:44] kind of been available for us before we get,
[53:46] I'll make sure we get some folks out today.
[53:48] We want you to talk to your team after
[53:50] their time and their slow them down for a while.
[53:59] Sure, Ted, I can say a good question.
[54:01] So, I can also, Mr. Smith has started.
[54:07] We're talking about the section between where you go
[54:12] top and north of the highway.
[54:14] Right, but what about over 140 as if you would have had
[54:17] towards third should you do that?
[54:19] Also, yep, is any this request?
[54:22] It is, but it isn't. What I want to do is go from 140 to Missouri to catch some of the
[54:29] desert cruiser stuff that Covens goes, get some of the alleviate, some of the pressure
[54:35] off of it, keep on into the mountain like that. And then eventually we would extend it all
[54:40] the way to the bike trail. It's already on the bird street out by baseball. I want to
[54:45] which are often, but if we started this park and got it,
[54:50] then we would leave a lot of problems around there
[54:54] that you don't have between third and high rate
[54:57] and there's no better side.
[55:01] So can you give us some time,
[55:03] I look, put our head together and see what our audience
[55:06] are and then that's the next council.
[55:09] First of all, he addressed the piece, he's aware of that.
[55:13] And we'll get back to the bus, we've got to put the phone down, if I may, if I may.
[55:22] I have that.
[55:24] I have that.
[55:26] The questions or anything.
[55:28] I'm glad to come back.
[55:29] Answer anything.
[55:31] So you live down by this.
[55:33] The veterinarian on that side.
[55:35] Right across.
[55:36] From the point.
[55:38] The driveway is just like.
[55:41] on the yards away.
[55:46] Is there anything else I can help you with?
[55:48] I don't know.
[55:49] But, yeah, exactly.
[55:52] Thank you for your time.
[55:53] Thank you so much.
[55:54] Appreciate it.
[55:55] Yeah.
[55:55] Thank you.
[55:57] I'm going to leave you guys.
[56:00] That's very.
[56:02] All right.
[56:02] You know, it's really good.
[56:03] Actually.
[56:04] Yeah.
[56:04] The next line, you know,
[56:05] I would be the Lake County Chambers Farm.
[56:09] We have the Lake Chambers Farm.
[56:11] So I would like to request highway banner to be placed.
[56:15] We'd like to banner to banner if it's possible to go up.
[56:21] But on the second week in April, location is the same as the roundup.
[56:27] And then the intersection of center streets
[56:30] and highway 3D-95s, it suffers celebration
[56:35] of international dark sky wheat.
[56:44] make a motion be a big big set that we put up.
[56:51] Who's making the motion?
[56:53] The motion today.
[56:54] I'll second chamber.
[57:04] think you've got a lot of motion.
[57:06] This will be available.
[57:10] Yeah, that's so when you're there.
[57:12] It is.
[57:15] The crack will make it is for what?
[57:17] I don't know.
[57:19] Next slide, we've received a form of Vietnamese advocacy
[57:27] group statewide advocacy group and there's a recognition.
[57:32] It's a ask for recognition of Vietnamese people.
[57:38] It's contribution to the state of Oregon.
[57:40] And I was totally sorry with the, with I can't remember the previous other, the previous
[57:49] example.
[57:51] I was really happy with the previous.
[57:53] It's, it's just, you know, the first, you know, right, in 55.
[57:59] And April 30th, I mean, what kind of, well, obviously, that was the, the period that I said,
[58:05] the isn't the end of the war, the end of the war, the end of the 1970s.
[58:10] So that is just out of the recognition that about 55,000 Vietnamese people relocated on that point is calling the evacuation sign on as we all remember that it's over that time.
[58:29] And so, I mean, so what is, what is in the middle of this?
[58:34] So, just asking us to join all your community.
[58:37] So, we're going to talk about some of that.
[58:40] Recognize that, that contribution that we have to be in the center.
[58:44] Remember.
[58:46] 30th.
[58:47] 30th.
[58:48] It will be in the end.
[58:49] 50th.
[58:50] Time.
[58:51] Right.
[58:53] That's.
[58:54] That's.
[58:54] It must be.
[58:55] Yes, I'm in motion that we have proved about 30 of you in this presentation day.
[59:02] And I'll say that I'm on favorite.
[59:08] Okay, so the department reports public works.
[59:12] He's not here.
[59:13] It's pretty great.
[59:15] And so he's not here today.
[59:17] It's going to be a report.
[59:20] But you didn't because he was working on the, you know,
[59:25] being geothermal well. They did get that exposed to the good climate week. They did catch the
[59:33] death trying to catch the week. And so they haven't crushed rise the system yet because they
[59:41] held it away for some gas, which carried on or something to follow as that. But again, that's the
[59:49] progress that they're making on giving that time. Yeah. They got
[59:55] pressurized before I discovered a leak into the water.
[1:00:00] So, let's say, pressurize it, then they've had to vote bigger than the road and pressurize it. I wouldn't mention that that's carrying roads, so I won't be talking to feeling hot and fighting out what we need to do to help our part of the firm, digging the whole of the middle of the road, the road. So... And now, the engineer update is not here either. You're always going to be dirt in the foretakes today.
[1:00:33] So I handed a report, water bills were not March 20th. I'm still fixing issues with water bills every day.
[1:00:43] The new water meter system, as I was loading water bills on March 20th, I found several airs in the system.
[1:00:51] As I looked them up and pulled people's accounts, I found several water leaks called the homeowners.
[1:00:58] They went and contacted plumbers and sure enough they had water leaks. There was about seven of them that were for sure leaks.
[1:01:07] So thankfully the water meter system is doing its job.
[1:01:12] There's still several leaks I called out for today. I called out for more today.
[1:01:18] and I'm still working with Janet. It's Springbrook out of Portland. She's been super helpful
[1:01:23] helping me fix people's accounts where there's some serious errors that we're still trying to
[1:01:29] correct. Is that the Springbrook water bill and system is the online pay system? Yeah. Well,
[1:01:35] that's not the credit card system. That's a whole nother. This is the one they get online and pay
[1:01:39] their water bill. That's express bill pay. Yeah, that's the other naughty site that's not in
[1:01:46] Yeah, that one just started to be had a chance to explain why you have the difficulties that you have in the transition.
[1:01:59] I've been for sale to spring work and to who to them.
[1:02:06] So when they transferred over, we transferred it into sbs, oh my gosh, CSV files, which is a raw file. So when it transferred over, it only transferred partially of the system over it didn't transfer the full system over.
[1:02:28] so instead of deleting it, they have me transfer it again. So when I transfer it again, instead of
[1:02:36] doing it and deleting the first one, they combined them together, which caused an even bigger mess
[1:02:43] for myself. So then we have to go in and delete because there were not just duplicate accounts,
[1:02:48] there were triple accounts. So we got most of those taken care of, and then it just kept getting
[1:02:58] crazy even more from there.
[1:03:00] And I just feel a little bit lost in the system right now.
[1:03:04] I'm still trying to get things corrected
[1:03:09] as days go, some days are better than others,
[1:03:13] but as, and then when it,
[1:03:18] people that hadn't had water bills with us for 10 years,
[1:03:21] it reopened their accounts.
[1:03:23] So I had to go back in and reclose a bunch of those accounts.
[1:03:27] And then it doesn't allow me to transfer balance from one account to another, and I can't do a split account. So when a payment comes in, I have to run the check twice if they do it on if they do if they have two houses on one check.
[1:03:43] I have to run that check twice. It won't let me do a split payment where I can run one check on both of those accounts. It makes me run that check twice.
[1:04:05] So if it takes you 30 minutes to resolve the problem, right, sometimes I'm 1600, that's
[1:04:16] the capacity in which you work.
[1:04:18] Okay. Yes. Okay.
[1:04:21] Just think everybody uses understand.
[1:04:23] Yeah.
[1:04:24] Yeah.
[1:04:25] Done.
[1:04:26] So I have looked at my water bill.
[1:04:28] There seems to be a pretty good discrepancy between express bill pay.
[1:04:32] Yeah.
[1:04:33] And what is shown on the Lakeview website.
[1:04:35] I mean, the site is not $208.
[1:04:38] We actually express bill based shows 70.
[1:04:41] So they're not talking to each other.
[1:04:43] It's never right here.
[1:04:44] I mean, I'm not sure why they're not communicating with each other.
[1:04:49] I have a call into them.
[1:04:51] I'm supposed to talk to the lady that set us up with the express bill paid tomorrow.
[1:04:57] Sometimes she doesn't always call me back, so I end up with someone else.
[1:05:00] So I'm hoping that tomorrow I can get some of it resolved because you're not the only one.
[1:05:05] And some of the payments I have to dig for for one of our businesses here where all six
[1:05:13] months of some of her payments went into the cloud. So I was able to find all of those
[1:05:19] yesterday and credit back her account and I had to go in and run it as a fix it in the system.
[1:05:27] And that looks bad because then I have to explain all of a sudden the auditor. So then I have to make
[1:05:31] a separate binder for the auditors showing them where I fixed it, why I fixed it, and why it wasn't
[1:05:38] done because the account numbers were not matching on the express bill pay.
[1:05:43] So I don't know why they're not communicating with each other because they were
[1:05:47] set up to communicate with each other.
[1:05:49] I don't think you have a credit on the town side.
[1:05:51] It doesn't show up on the floor.
[1:05:53] No, it's not showing up anywhere and it's supposed to be.
[1:05:57] It's super frustrating.
[1:05:58] I can imagine Sarah.
[1:06:02] Sarah has been helping me and we have worked together on some of this and she's helped find
[1:06:07] And some stuff while I'm working on other things, trying to get a system just when we think
[1:06:12] we take 10 steps forward, we end up taking a few steps backwards, so we are working
[1:06:17] on it.
[1:06:18] We also ran the least case.
[1:06:21] What's that?
[1:06:21] We also ran least case.
[1:06:23] Yeah.
[1:06:24] Resolve the least case.
[1:06:25] It took 67 minutes.
[1:06:27] It's a good idea.
[1:06:29] On the question.
[1:06:30] For the least case.
[1:06:31] the how-problem, the hit-go, we started calculating how much it was going to take to fix
[1:06:41] each one of the problems that was there, took 67 minutes to go through all of the databases
[1:06:49] and to coexist with what we could find out was factual and what was imported and just
[1:06:59] to give you an idea. It took 67 minutes for us to figure out of that line. Yes, one first one.
[1:07:07] It was me. It was super teams can see me know that I had all my data, all my facts, all my
[1:07:17] graphs. I had everything I needed. But we still still had to make it right within the system.
[1:07:23] because the system is wrong. Right, but actually like that, a lot of there's a lot of that. It is.
[1:07:30] But I think also just to quantify the magnitude of the problem that Dawn is dealing with,
[1:07:38] takes 67 minutes to resolve one customer friend and we're using 1600 as the baseline.
[1:07:47] Right? We have a problem. That's larger than what Dawn came in. Absolutely.
[1:07:52] And I think that demands to be understood from everybody that comes in, is that we're all going through it.
[1:08:00] And that whatever it takes to figure it out, but in the interim, patience is what's going to be most important.
[1:08:09] Because we're all in the same way.
[1:08:12] I think not done so.
[1:08:12] I know. Does it complicate things again on the first of the next one, even with the ones
[1:08:19] you prepared? Some customers? Yes, some customers, no. When I put a new customer in, yes,
[1:08:27] it complicate them more and it beats them back out and puts the old customer back in.
[1:08:32] Yeah, I have to do it two or three times before it finally takes, and then I end up calling them,
[1:08:37] and then they go and then have to go into their system.
[1:08:41] She has to call the higher ups because even she doesn't have access
[1:08:45] to what she needs to get into to switch people out.
[1:08:48] Okay, I'm just going to give you a little bit more.
[1:08:50] It is.
[1:08:52] And then is that you follow up as an employee or a parent of the month?
[1:08:56] No.
[1:08:57] And Stan has, Stan has talked to them and emailed him I have.
[1:09:03] and when we get emailed back, he just answers my questions with the questions or frustrations
[1:09:10] that I'm having with the system. There's no resolving, there's no. So it's not that we're
[1:09:17] not trying, it's just we're not getting the best response back.
[1:09:22] So there's more of me talking about it.
[1:09:25] Wasn't there a talk at one time about going back to the old software, the old system?
[1:09:30] We had talked about it, but they're so far into this that
[1:09:37] it's a 12-mile hike and it's
[1:09:43] your six-mile going to do it, and you break your ankle, and you go back, and you go forward.
[1:09:49] It hasn't been almost been a year since you've been into this song.
[1:09:52] Yeah, almost.
[1:09:53] It'll be in me.
[1:09:54] I don't understand why the software is upholding their agreement, and why they're...
[1:09:59] They, I don't know, they haven't sent anybody down to help me to train with me, anything.
[1:10:04] And again, it's been there's something you can do within your contract.
[1:10:08] That's what says we have, we are in a mess here and you folks aren't helping in service,
[1:10:14] so ever. We're done. We've got help. I can't remember where the
[1:10:22] is $40,000 or $60,000 that we own.
[1:10:25] $60,000, and I think the clock would be up and set it
[1:10:31] for them to take care of 50,000.
[1:10:36] So that's what strikes me.
[1:10:38] And I'm not even, yeah, I'm not even
[1:10:40] mainly a great one, not really with what you're dealing with.
[1:10:44] It just frustrates me.
[1:10:45] Well, it frustrates me for the businesses
[1:10:47] and for the people that have like run real estate companies because you go take
[1:10:54] them in and you pull people back out and then they have to keep their books
[1:10:58] straights just like homeowners that have rental properties too and it's I
[1:11:04] mean thankfully they're soup they've been all super great with me and
[1:11:08] understanding so I mean they just come in we work it out they see that I'm doing it
[1:11:14] they see I'm switching them out and they see that I am doing it, but yet then it reverts back.
[1:11:21] So,
[1:11:26] are just one of the things that they think the system.
[1:11:31] You look from warning to the three counselors that are going to inherit this problem,
[1:11:37] because this has to be, we have to address this very new term.
[1:11:42] And when we, it's not that we haven't been addressing it,
[1:11:45] we're the current council because we have.
[1:11:48] And we think that we hope with only $60,000
[1:11:51] should be approved instead of we have another,
[1:11:55] some other issues around us.
[1:11:57] And I'll just want to mention this.
[1:11:59] The right-down policy, we don't have a right-down policy
[1:12:03] on how we, right down these bills.
[1:12:06] And so we need that, that needs to be done as well.
[1:12:10] There's a whole number of things that are on the 20th row of the water bill, the size of the faulty operation is so soft.
[1:12:21] Yeah, the expertise. So the expert, I don't think you claim to be a computer expert.
[1:12:28] No, I think you can figure it out.
[1:12:30] Right? And you use computers every day.
[1:12:33] But the problems that we're having right now require a computer expert.
[1:12:38] And it's either a company that has their software and sends it down.
[1:12:44] Or it's something that we have to look into for our own sake.
[1:12:49] But in any case, the majority of the problems that don't have is going to require a computer expert.
[1:12:57] Yeah, you agree. And do you have an exact amount that's owed to them? So we have a lot of
[1:13:02] overdosed staff to mail. It's somewhere near $60,000. Yeah, I don't have to, I mean, I have
[1:13:12] to have it. I mean, you know, about that very specific conversations with the, with the
[1:13:17] finance director, and their, their CEO, and said, you know, you're not getting the dog,
[1:13:23] I was going to get the spritz, you know, was that 40, that was there in the year, it's increasing
[1:13:30] and that we move forward. Well, I'm not getting it done. We're not going to do it as far as
[1:13:36] as possible. No, I haven't received any new post print code at all. You know, I know that we've
[1:13:41] got over right now, and they're trying to not send somebody to do it, and that's what they've
[1:13:49] And they've acknowledged the email.
[1:13:53] Yeah.
[1:13:54] And I kept all his email.
[1:13:55] From Stake of the Ground to Philadelphia to Virginia,
[1:13:59] to Houston, and they'll have to figure out what to be.
[1:14:03] So I'll just click that.
[1:14:05] And I did have a manual for Kassel.
[1:14:08] Kassel gave us a manual.
[1:14:10] For step-by-step with them.
[1:14:13] Springbrook never gave us one.
[1:14:16] I think that gave the point there.
[1:14:17] They don't want you to have them.
[1:14:18] Yeah, I know this. Thank you. So we'll move forward to finance the
[1:14:25] department's reading day. Yes, I gave you all these three for
[1:14:32] four with a list of the chats that I did. And a couple things on
[1:14:39] there on the list of those new Ben century link ones. And the
[1:14:45] surprise valid letters are paid electronically. All of these others are not
[1:14:52] lists or checks that I wrote. I noted on there he had about it's about it.
[1:15:00] $15,000 for specific power payments in March. Those are deducted automatically. All of those were set up as automatic payments.
[1:15:14] The checking account has a little over 321,000 in it. And the LGIC, that's the local government investment pool account has 831,000.
[1:15:37] And February was a little bit shorter month, but a little less on expenses, 121,000 for February expenses,
[1:15:51] and about 255,000 of the rent they were taking,
[1:15:57] and about 42,000 for the payroll cost for February.
[1:16:05] Is that payroll cost much within six degrees of separation?
[1:16:11] what it is every month?
[1:16:15] It's via going to be pretty much now.
[1:16:20] At the start of the year, you know, there were some new people coming on.
[1:16:24] I just got for us back in public works and some adjustments like that.
[1:16:30] So that made things move around a little bit.
[1:16:34] The payroll costs in January were higher.
[1:16:38] But what I'm running this cost, that's the amount of the town paid out to people in February, so check date.
[1:16:49] And with a two-week payroll period, January actually ends up with three pay days. February, of course, on the last two, which most people.
[1:17:00] So, I would imagine this 42,000 give or take, you know, up or down a little bit, it's going to be fairly consistent.
[1:17:10] And is exactly overtime, is that a full blown number 42?
[1:17:22] Okay, it's fine, we're actually too bad.
[1:17:26] Okay.
[1:17:28] So, Mr. Mayor,
[1:17:32] between finishing the old business,
[1:17:36] and giving the prior year, I don't think,
[1:17:38] plan that's pretty much my report.
[1:17:41] I couldn't do this much.
[1:17:43] So, I've heard this session.
[1:17:46] The only other thing I did in conversation with Todd Adams, some of which I met with the
[1:17:52] city power, in the garden, in the transfer of the city power, is local service to supplies
[1:18:03] value, which has to be included, but the city core are selling their local operation to
[1:18:13] surprise now. I'm going to take it out over. The transmission lines coming in from the cloud
[1:18:20] calls is still being descending for us. But the local service will be surprised now.
[1:18:27] That has to go through the public utility commissioner. That's probably up to the year before that,
[1:18:35] before they would keep that approved, but I'm just wondering if you can. Once you've
[1:18:40] if I do have Dr. Bruce Henry for mentioned it's a crisis and because he can't go up in that
[1:18:46] only. I have no idea about public utility commissioners. Part of the the transfer is supposed
[1:18:54] to be to keep the rates consistent. It may have some benefit and they don't have a supply problem
[1:19:05] of the city of Florida.
[1:19:09] And so, you know, but this is all speculation.
[1:19:12] We would have a chance to send a letter
[1:19:15] at the time the system is being considered
[1:19:18] to the public utility commissioner
[1:19:21] stating the town's position and requesting
[1:19:26] that grades be maintained at current levels
[1:19:31] or less, but not, I agree with you, so we'll have an opportunity to move ahead of the
[1:19:41] question.
[1:19:44] Yes.
[1:19:45] We also include both full-time and hard-time and contractors.
[1:19:51] Yes.
[1:19:52] That number includes the stipend and pay to the council members and it includes span and
[1:19:59] myself.
[1:19:59] Okay, and any contract work that like pay by the hour, people that come in, how do certain things?
[1:20:10] No, that would mean only the people that are in the actual payroll system, getting a paycheck,
[1:20:18] you know, benefits with holding, etc. And do we know, like, on average, what that number of people are?
[1:20:25] is it 16? Is it nine? Is it one of the six public works and then eight nine and then I mean
[1:20:42] that council members don't really have that in there. So it's everybody in public works and generally
[1:20:50] anyone who's in the office. Sorry.
[1:20:56] So I'm going to open up the citizen
[1:21:03] comments and you guys, you have something before that. So we want to hold
[1:21:11] in the three minutes. Please give quick quick three minutes for each and
[1:21:15] every one that wants to stand up and have some questions. Okay, so you can if you have
[1:21:19] we can start for the ball.
[1:21:30] Thank you. Thank you for the opportunity to have citizen
[1:21:34] comments. My name is Shanta Dushia. I live through my husband of the town. I am here for
[1:21:39] friends of the Lakeview Community School. So thank you very much for approving the memorandum
[1:21:43] of understanding. As part of that, we really do like to have a dedicated point of contact
[1:21:52] with the council. So I would ask that if you would kindly consider amongst you
[1:21:58] since we lost that credit contract if you could reappoint someone to be in
[1:22:05] attendance at a monthly meetings that's really been very helpful in the
[1:22:10] collaboration between friends who like the community before and the town
[1:22:13] and then also to help us move for the nation items forward so that Dawn doesn't
[1:22:19] get hit by a multitude of us. We always go through that contact. I really appreciate it.
[1:22:27] I'm sure you'll be waiting for April 14th for that.
[1:22:36] I am and I will let you know that we meet
[1:22:39] on the first Wednesday of every month. So if you would like to have somebody come to our meeting,
[1:22:44] on the first Wednesday of the month, even if it's not the
[1:22:47] upcleaned point of contact, we would welcome that person.
[1:22:51] We meet in the community solutions innovator's office located on the first floor of the marion
[1:22:57] building. Sorry, I was thinking of tension, where is it at? In the marion's building.
[1:23:03] And it's the first Wednesday of the month. First Wednesday of the month.
[1:23:06] Thank you. What's that?
[1:23:13] So four. So she's probably going to attend that one. She's not quite in herself at this time.
[1:23:18] You're just going to result in.
[1:23:20] That's great.
[1:23:22] I really appreciate that.
[1:23:23] I'm going to go.
[1:23:24] That's wonderful.
[1:23:26] That's wonderful.
[1:23:28] Yeah, so much.
[1:23:31] So the MOU is for friends of the community before to commit 30,000 to the town.
[1:23:40] The budget request from the town for your budget committees of consideration.
[1:23:47] was the 32,000 and changed on the budget document that I provided to you.
[1:23:54] And any fees or passes that you sell for use of the pool,
[1:24:03] whether it's for parties or babies, whatever it is,
[1:24:07] that money gets dedicated first to the operations of the pool,
[1:24:11] and then an additional 32,000 from your budget,
[1:24:15] which I think can get split between basically years 26 and 27. So that's split between two years.
[1:24:22] Are we selling pool passes here and up there too? That's, that is a town you don't get into
[1:24:30] the operations of the pool.
[1:24:36] Okay, yes. Repairs currently going on. We're working on the pool house,
[1:24:43] which is kind of a role over from last year's project that we originally started,
[1:24:50] and we received grants for. Next season after this season is done, we're going to be looking at
[1:24:59] the people or a reserculation pump, because right now maintenance has to do that daily. They fill in
[1:25:09] that part of the pool. And then we're also looking at a cover so that the people who are on the
[1:25:17] not in the pool, the people who are on the side of can tolerate the someone with better. I think
[1:25:23] that'll be good for employees. And then you have an assessment done on the master
[1:25:29] repairers that require between tiles around the pool, around the walk area. Is that all in great
[1:25:35] condition and is it needed to be done? That's a great question. So we're not quite doing the
[1:25:41] pool deck yet. The one what we are wanting to do is the lining of the pool. So acid etch it and
[1:25:49] redo it. Last year we hatched it and it was doing fine but after the pool got emptied the sun baked it
[1:25:57] and it's splitting again.
[1:26:00] So is it a synthetic lining or is it tile?
[1:26:03] Oh, no, it's just a piazzan epoxy paint.
[1:26:06] Oh, thank you.
[1:26:08] I think it would be great if we could do some tile work,
[1:26:11] but I don't know that it would work quite a barrier.
[1:26:15] So we're just going to line it.
[1:26:18] One more question.
[1:26:19] Yes, if you guys decided you're going to leave it both,
[1:26:22] this one or you guys are going to have to.
[1:26:24] It's a proposal to the town that you consider
[1:26:27] leaving water in the pool so that it's easier on the lining because we can't
[1:26:34] reline it every year and when it splits and cracks like that and the kids are
[1:26:39] holding on to the edge and their little toes are on the side of the pool and then
[1:26:43] somebody's going to get cut and it's not going to be great for having blood in the
[1:26:53] So it's a consideration that I mean so long as the town owns the pool and those are the types of questions that town is going to have to come up like that.
[1:27:03] We were asking that you consider leading water in the pool.
[1:27:08] Just public works, Mr. Tom Manager managed to do it.
[1:27:13] How is the chlorine or whatever we put in it, it's managed.
[1:27:19] I think she'll tell you to answer that.
[1:27:21] The operational standpoint.
[1:27:23] I mean, we plan on doing some upgrade maintenance on the restrooms there.
[1:27:32] And that was discussed in this plan.
[1:27:35] Yeah, this year we're currently working on the full house.
[1:27:40] Last year we fixed the acid injector and the chemical balance circuit, because previously
[1:27:47] there was a system down there that was not applicable.
[1:27:50] So last year we worked on the geothermal well pump.
[1:27:54] We worked on the piping underneath and we fixed the filtering system, the injection and
[1:28:05] and the kilowatts and I'm pretty sure that's the list
[1:28:08] of things that we've got done.
[1:28:10] And that was substantially completed.
[1:28:12] I will say with in-kind donations and volunteer powers
[1:28:18] from contractors in the community,
[1:28:20] we had, it was an amazing response.
[1:28:25] So we were able to save some of the funds
[1:28:28] that we had raised with the intention of doing those projects
[1:28:33] and we're applying them to new projects for this year.
[1:28:37] So we've rolled those lines over.
[1:28:41] Well, thank you so much.
[1:28:43] You're welcome.
[1:28:44] That's it.
[1:28:45] And then I'm going to raise my hand again.
[1:28:47] Thank you.
[1:28:48] Anybody else?
[1:28:50] I don't want to.
[1:28:51] I think you want to.
[1:28:54] Yeah.
[1:28:55] Yeah.
[1:29:13] And then it's been alluded by both Stan and Kevin. So again, just to make sure I have my facts, right? Andrea, you're also resigning in that correct movie.
[1:29:28] I'm hoping that I would be resolved before new people, but my emails had been answered
[1:29:34] yet.
[1:29:35] I spoke to you a little bit about it yesterday.
[1:29:37] I'm not sure if you haven't finished yet to talk to the lawyer, but with the nincension
[1:29:42] votes on the 10th, they're not all of the other rules.
[1:29:49] And I know last summer that we had to redo the water rate increases for the very same thing.
[1:29:55] And then we made sure with the shirt department contract that it was accurate for the charter. So I just
[1:30:00] For clarification, for those who live in that area, are we rebuilding or how is this going to work moving forward with annexation? At this point, the new panel station has been filed and waiting for a feedback on that.
[1:30:23] So what happens then moving forward, if a resident in that area who doesn't lower the annex, it's a lawyer. And then it turns out
[1:30:34] that the vote doesn't stand out because it wasn't done for the chart.
[1:30:39] I mean, it's a lawyer and then it goes to Luba and then
[1:30:43] Yeah.
[1:30:43] Luba is a remanse to us or what returns that so.
[1:30:48] On this given terms for me, it's all standing in the same movement
[1:30:51] when the being is now just to make sure that it gets me correctly
[1:30:55] before we do all that.
[1:30:57] Yeah, yeah, that's what I'm going to say.
[1:31:02] You know, that's on the actual voting.
[1:31:04] The charter, there's two ways to put in an ordinance,
[1:31:08] and neither way was done for the charter.
[1:31:12] So they need to do it with the two hearings
[1:31:14] or they read the ordinance for beta, which then happened
[1:31:17] for my name only, which is what did happen,
[1:31:20] but the OSP unanimous, so if Jess is going to
[1:31:22] go to the mail, I think you could do that.
[1:31:25] Okay.
[1:31:26] Could you any more?
[1:31:28] We're going to use three of those.
[1:31:29] And
[1:31:33] for his cheek 14 year age three, this is about the full and the way things are in
[1:31:40] the full have considered the cost of getting the full ready, this is also for the 10th.
[1:31:49] And also, if you have to ask a lawyer to get all of the tickets, all the tickets for those
[1:31:53] during the winter, there's that kind of negative effect on the money that we were paying this summer.
[1:32:00] It's going to be great at all.
[1:32:02] It's going to do it out.
[1:32:04] Having asked them to watch it.
[1:32:07] And it's definitely be a greater class to the town to prepare the food.
[1:32:13] Once you let the water in the place.
[1:32:16] We don't think that it's not going to be available in it.
[1:32:19] It will grow moss and things like that.
[1:32:22] So those are just things to consider.
[1:32:24] I can still you're talking about as watching the it liner the pool prior to the
[1:32:29] a painting. So that would be a process the contractor would do, right? And I'm sure that they
[1:32:36] know what they're doing. And that's a procedure you'd have to follow to actually do that.
[1:32:42] Okay, so absolutely understand that but y'all haven't left water in the pool yet. So this is
[1:32:47] something new. And that is an extra cost to it. So I just wanted to know. Well there will be an extra
[1:32:54] I'll show you the chlorine continually in the bowl to keep it from being.
[1:33:00] And will you be testing it and opening the cover? I'm not, I'm just asking questions.
[1:33:05] And will you be opening the cover to test it to make sure that the pH is correct so that you don't count.
[1:33:10] So in the long term of this one, you can pull it like anybody ever has, you test it on a regular basis.
[1:33:16] So it gets tested and then it gets chlorine added to it.
[1:33:19] And it's keeping the pH at a certain level and the chlorine level to that.
[1:33:23] And so we'll be doing that in the winter with it all.
[1:33:27] Thank you so much.
[1:33:31] And Elle, do you want to do one with me?
[1:33:36] My name is Shantha Dushia and I'm here on the Public Safety Committee out of the chartered
[1:33:43] under community solutions innovators and we are working on a name of a clean up project.
[1:33:49] That will be in your aiming for the end of June.
[1:33:52] and we would like to know if the first we would like to know the town that support our
[1:34:01] committee in moving forward so we're not spending our meals in planning this neighborhood
[1:34:07] cleanup. And secondly, we would like to know if we could get a work session with the town
[1:34:12] in advance of your next, like the second meeting in April, not your first half of the course,
[1:34:21] maybe at some time after your full council has been adopted, if we could schedule a work session so that we could discuss the possibility of moving bins into the street for the event so that we can receive large bucket items.
[1:34:51] We appreciate everything that the council does on behalf of the town, people, and the hard work that goes on in the office.
[1:34:59] Penny Todd is always smiling. She's got a great attitude about everything and I just really wanted to give kudos up to the council members who are departing.
[1:35:12] I know that it's been a really tumultuous time and you probably don't get enough thanks.
[1:35:18] It's easier to hear the rage, but just know that there are a lot of people in the community
[1:35:24] who will create your time and your efforts and especially the expertise that you put in.
[1:35:31] I also remember Collins because of your past experience and how you went out into the field,
[1:35:38] especially when it came to a couple of works items.
[1:35:41] So thank you for all of that.
[1:35:43] And I just say some very loud.
[1:35:46] Yes, ma'am.
[1:35:47] Were you guys going to do like section,
[1:35:49] both have a picture of plans,
[1:35:53] like divided into sections?
[1:35:56] Yeah, so we were looking at something in itself
[1:35:59] and something in the north,
[1:36:00] but that's kind of why we wanted to address it
[1:36:02] with you in a work session
[1:36:04] so that we could lay out a map and really understand
[1:36:06] and what we might either agree with us
[1:36:10] or modify from what are coming up.
[1:36:12] So another thing is too,
[1:36:14] I was working on something like that
[1:36:15] and I know businesses that will take batteries from us.
[1:36:20] If we bring them out there and all the people out
[1:36:22] that we need to grow.
[1:36:24] So I can give you and tell you what I have found out.
[1:36:27] I'd appreciate it if you have some suggestion.
[1:36:30] And our next meeting is gonna be April 6th.
[1:36:33] So can we get together prior to that?
[1:36:37] And is it the blue pins that we put our trash out?
[1:36:41] No, they're going to be 33 yard rolls.
[1:36:44] And they will be manned.
[1:36:46] They will be dropped our plan.
[1:36:48] Currently that we're looking at is dropping them in the morning.
[1:36:51] There will be somebody there.
[1:36:54] A bin for appliances.
[1:36:56] A bin for bulky furniture.
[1:36:58] And then a bin for yard waste minus paint batteries and one.
[1:37:03] So good job.
[1:37:05] And that's about some of the guy that might be wanting to take like some of the appliances and
[1:37:11] I know every site yeah just the band has to look it together. Anything to avoid going put it up
[1:37:16] the site is yeah I agree it's expensive. I didn't need to work in your team with you on the site.
[1:37:23] So that's completely separate. It's possible to talk to the government about this. Yes Kelsey's
[1:37:29] We're on the same team.
[1:37:30] And I always thought I was still the man,
[1:37:32] but I know in this past, there's been a lot of people
[1:37:36] just dumping around the site,
[1:37:38] and they're going, and then just leaving it.
[1:37:41] I'm going to tell her, and how to pay some later.
[1:37:44] You don't know how that's running through.
[1:37:48] If it didn't even be this way, she went all over.
[1:37:51] I mean, just one kind of work.
[1:37:53] I'm not sure.
[1:37:54] Yeah, thanks.
[1:37:55] And that's why we're bringing the bin in the morning
[1:37:58] and we're taking it at night. We're not lining up to think that,
[1:38:04] now it's a 33-year roll-out,
[1:38:07] so that it's a big one, or three things. Thanks, guys.
[1:38:13] Thank you so much.
[1:38:14] Any other comments or questions?
[1:38:18] No.
[1:38:24] So 7-05, we'll be running the news, then we'll start.
[1:38:38] All right.
[1:38:39] We'll be back here.
[1:38:42] Sure.
[1:38:44] I'll be there.
[1:38:50] I guess there are.
[1:38:53] That's that.
[1:39:09] if you can.
[1:39:15] There's a sort of backup parallel.
[1:39:25] Over and over right here, and then they just
[1:39:33] and parties behind me because this is a big business.
[1:39:39] This is a big formalities that
[1:39:42] will change the game.
[1:39:45] And Jessica Deltley.
[1:39:51] And Jessica Deltley.
[1:39:52] Whose best?
[1:40:00] You heard from the part about that.
[1:40:03] I was really excited to hear.
[1:40:05] and that's the same.
[1:40:08] In London,
[1:40:10] they're going to have to be able to.
[1:40:12] And I think
[1:40:13] they're going to have to be.
[1:40:14] Okay, so obviously here.
[1:40:16] Oh, I can't.
[1:40:18] Alright.
[1:40:18] I see.
[1:40:22] Is there a way to do it.
[1:40:27] Is there a way to do it?
[1:40:30] Yes, there's no way to do it.
[1:40:30] Is there a way to do it?
[1:40:31] Yes, there's no way to do it.
[1:40:33] Yes, there's no way to do it.
[1:40:35] and I have a question.
[1:40:36] I'm going to say yes.
[1:40:37] I'm going to say yes.
[1:40:40] I'm going to say yes.
[1:40:40] So you've got to say yes.
[1:40:45] Yes.
[1:40:46] Yes.
[1:40:46] Yes.
[1:40:47] Okay.
[1:40:53] Okay.
[1:40:59] I need to have Marty sign up.
[1:41:03] I will email you.
[1:41:04] I have not signed up.
[1:41:07] The MOU sign up.
[1:41:17] I am not signed up.
