[0:00] Okay, it is 9 o'clock. In fact, it's
[0:02] 9:02 a.m. It is November tw 12th, 2025,
[0:07] and this is a meeting of the Camino Rial
[0:10] Regional Mobility Authority Board of
[0:11] Directors.
[0:13] Um, so I'm officially calling the
[0:15] meeting to order. Raymond, would you do
[0:16] roll call, please, to confirm a quorum?
[0:19] » Yes, ma'am. Miss Wilson,
[0:21] » Here.
[0:21] » Miss Masters,
[0:22] » Here.
[0:23] » Mr. Mroy,
[0:24] » Here.
[0:24] » Mr. Palasios,
[0:25] » Here.
[0:26] » Mr. Linder,
[0:27] » Miss Perez
[0:28] » Here,
[0:29] » And uh currently Miss Ortega is out, but
[0:33] she should be joining virtually here
[0:35] shortly. Do we do have a quorum?
[0:39] » Okay. Thank you. Are there any public
[0:40] comments?
[0:41] » No, ma'am.
[0:44] » Then I'll move to item three. Um item
[0:46] two, introduction of Christopher Linder,
[0:49] our new RMA board member. Uh welcome,
[0:52] Chris.
[0:54] Um
[0:56] um Chris and I know each other from um
[0:59] another board relationship. He is on the
[1:01] Roycom
[1:02] um board of managers which is a
[1:04] subsidiary of Ready One Industries. Um
[1:07] he also um has a very distinguished
[1:09] career in the military and was at Fort
[1:12] Bliss for a substantial period of time.
[1:15] I'm going to let you um introduce
[1:16] yourself and talk about your background.
[1:19] Um, but I'm excited to have him on the
[1:21] RMA board um because he does bring to
[1:24] the table a really important um
[1:26] connection with Fort Bliss that we um
[1:29] have had with previous long-term board
[1:31] members who have termed out um but which
[1:34] we don't have now. So that's he's going
[1:36] to be a really valuable addition. So
[1:38] thank you for agreeing to serve and
[1:39] welcome and
[1:51] Good morning. Uh, so I've lived in El
[1:53] Paso now I think about nine and a half
[1:56] years. I came here in 2016. I was the
[1:58] chief of staff at William Bowmont, the
[2:01] old hospital. Had to oversee the uh
[2:04] movement to the new hospital and some of
[2:06] the construction there. Of course, the
[2:09] uh core of engineers oversaw all the
[2:12] construction projects, but for me, it
[2:14] was more so, you know, what uh where
[2:17] things were going to go inside the
[2:18] hospital. Um and then the movement from
[2:22] the old hospital to the new hospital. Uh
[2:24] since then, uh I when I retired in 2020,
[2:28] I worked at the MCA for a couple of
[2:31] years, which saw oversaw some of the uh
[2:34] COVID response here in El Paso. uh
[2:37] bringing in some partners from outside
[2:39] of the region to help with uh the
[2:41] response plan. Um and then worked a
[2:45] little bit uh in the commercial sector
[2:46] after that and now I work uh with a
[2:50] Alaskan Native American company with
[2:52] some government contracting in the
[2:54] healthcare industry. So um glad to be a
[2:57] part of the board, glad to be helping
[3:00] out as much as I can here in the region
[3:02] and in El Paso. Thank you.
[3:13] Um, good morning. Monica Perez is u we
[3:16] met this morning. Welcome to have you
[3:19] here. Um, I'm an attorney in town at
[3:21] Mounts Green Meyers and I've been on the
[3:23] board for about three years, I believe.
[3:28] » I'm Leah Masters, retired now. I was in
[3:30] banking for all of my career and um just
[3:34] welcome to our board.
[3:37] » Matthew Malroy, we met earlier. Um
[3:39] welcome. [clears throat] And I've
[3:41] bounced around doing transportation
[3:43] stuff throughout my professional career.
[3:45] So glad to have you here.
[3:47] » I'm Robert Palasio. Nice to meet you.
[3:48] I'm in real estate development. I'm also
[3:50] fairly new to the board. Joined earlier
[3:52] this year. Uh just moved back to El Paso
[3:54] from Chicago where I was in real estate
[3:56] development for several years. and um
[3:58] yeah, looking forward to working with
[3:59] you on the board.
[4:05] » Do you want to introduce yourself even
[4:08] though you don't need an introduction?
[4:15] » Miss Ortega, can you hear us?
[4:17] » Yes. Good morning. My name's Lee. I'm an
[4:21] attorney and I started serving on the
[4:25] board the same time Robert did. And I'm
[4:27] sorry I'm not there to personally greet
[4:29] you, but I promise to do so at the next
[4:31] board meeting. Welcome.
[4:33] » Thank you.
[4:36] » And um now that you're here and we have
[4:39] a full compliment on the board, I
[4:42] believe we have um a void on the
[4:44] planning committee. Is that the one or
[4:46] the finance committee?
[4:47] » Finance.
[4:48] » Finance. So I for for the balance of um
[4:53] this year until we like readjust
[4:56] committee assignments um we'll go ahead
[4:58] and put you uh with the finance
[5:00] committee. Uh Leah is um the chair of
[5:04] that committee and so um it'll be really
[5:09] interesting um and it'll be a good way
[5:11] to learn kind of about all the sources
[5:12] of funding and um the different projects
[5:15] and things we're working on.
[5:17] Okay. So, with that, we'll go to item um
[5:19] three, which is adoption of the minutes
[5:21] of the board meeting of September 10th,
[5:24] 2025.
[5:27] » No changes. Move to approve.
[5:29] » I have a motion.
[5:31] » Second.
[5:31] » I have a motion and second. Any
[5:33] discussion? All in favor?
[5:36] » I
[5:36] » I Any opposed?
[5:38] » Motion passes.
[5:40] Item four, presentation, discussion, and
[5:43] action on a board resolution to select
[5:46] one or more firms pursuant to the RMA's
[5:48] request for qualifications
[5:50] for indefinite deliverable contracts
[5:52] dated September 9, 2025 and to authorize
[5:56] the executive director to begin contract
[5:58] negotiations with the selected firms.
[6:02] » Good morning. Ray Mateus, executive
[6:04] director of the Camino Rail Regional
[6:05] Mobility Authority. And today we've got
[6:07] a a PowerPoint for you to walk you
[6:09] through this procurement that we've
[6:11] talked about a couple of times. Uh so as
[6:14] read into the record, this is a
[6:15] procurement for indefinite deliverable
[6:17] contracts.
[6:24] Ah, there we go. Okay. So here's our
[6:26] agenda. This is included as part of your
[6:28] backup. So I'll I'll breeze through this
[6:29] pretty quickly, but I'm happy to slow
[6:31] down if you have any questions along the
[6:32] way.
[6:35] Is that okay? Thanks. So the the purpose
[6:38] of this particular uh procurement
[6:40] relates to the way that this
[6:41] organization operates. We have as you
[6:44] know um a a rotation of engineering
[6:47] firms that we pull from whenever we have
[6:49] design or or other activities that we
[6:51] need uh to be completed. So what we do
[6:54] is we'll put out a uh a request for
[6:56] qualifications for indefinite
[6:58] deliverable contracts and we receive
[7:00] submittals from those firms looking for
[7:02] the types of services that you see there
[7:04] and these are just examples but
[7:05] surveying right away mapping everything
[7:07] that you see there uh is included in the
[7:09] type of procurement that we're looking
[7:10] for. So next
[7:13] here's the timeline that that we've had
[7:16] uh on this particular procurement. Back
[7:17] in August, the board established the
[7:20] scoring criteria that we use for this
[7:21] procurement. The RFQ was issued in
[7:24] September. We had a question and answer
[7:27] process that was completed uh there in
[7:29] September as well. And at the end of
[7:31] September, we received submitts, 15 in
[7:34] total. That's the most we've received uh
[7:36] on any prior IDC program. So, it was
[7:39] quite a few uh submitts. We uh also had
[7:42] an evaluation committee, which we'll
[7:44] talk about here in a moment, that met on
[7:46] November 6th to finalize the scoring.
[7:48] And so today we have a recommendation
[7:51] for you uh in terms of the the proposed
[7:53] teams that we're that we want to move
[7:55] forward with. It's a bit of a short
[7:56] list. And then uh we'll be back for
[7:59] approval of individual agreements with
[8:01] those firms if if you so approve. These
[8:04] are the submitts that that were
[8:05] received. And again, this is part of
[8:06] your backup, so I won't read through all
[8:08] of them, but these are all of the firms
[8:09] that we received submittals for. Uh, and
[8:12] this will be posted online after after
[8:14] the the board meeting as well for the
[8:15] public. This is the the scoring criteria
[8:18] that the board authorized back in
[8:19] August. 35% of the score went to team
[8:22] organization staffing and approach to
[8:24] DBE. 25% was uh related to uh past
[8:29] project experience. And we also had a
[8:31] sample project that was included and we
[8:33] asked them to put together a sample uh
[8:35] uh procedure for uh that project and
[8:38] that was 40% of of the maximum score.
[8:42] I mentioned the evaluation committee. So
[8:44] we reached out to El Paso County, the
[8:46] city of El Paso and the and Texot. Those
[8:48] are our three primary u partners that we
[8:51] work with regularly. So we thought it
[8:53] would be useful to have some engineers
[8:55] from those organizations help us make
[8:57] the selection. So from the county we had
[9:00] Roxan Medina who uh we work with
[9:02] regularly, Ismael Sepa from the city of
[9:05] El Paso and Sheetal Patel from Text. So
[9:08] I want to thank them uh for their work.
[9:10] They were uh you could tell during our
[9:12] discussions last week that that they
[9:14] spent quite a bit of time on on each of
[9:16] these and I really appreciate their
[9:17] their work. This is the ranking. So the
[9:20] of the uh total submitts CA engineering
[9:24] group was ranked number one. HDR was
[9:26] next with GFT third and Consor
[9:29] Engineering fourth. And what we're
[9:30] recommending to you today is to move
[9:32] forward with these four shortlisted
[9:34] firms. Uh we would ask in fact on the
[9:37] next slide there's the motion that we'd
[9:40] be asking a motion to approve the exe
[9:42] evaluation committees rankings and
[9:44] authorize the executive director to
[9:45] begin negotiations with the top four
[9:47] ranked firms provided that the resulting
[9:49] master agreements and subsequent work
[9:51] authorizations will be returned to the
[9:52] board for review and approval. So, as a
[9:54] reminder, uh we would negotiate master
[9:57] agreements with these four firms. They'd
[9:59] be on the shelf. When a when a project
[10:00] comes up, then we would issue a an
[10:02] individual work authorization. Both the
[10:04] master agreement and the subsequent work
[10:06] authorizations would come back for board
[10:08] review and approval. Happy to answer any
[10:10] questions, but that would be our
[10:11] recommendation today.
[10:13] » Two small ones. When you put
[10:15] [clears throat] out the original RFQ,
[10:16] did you specify the number of firms that
[10:17] would be selected?
[10:18] » We did not. We left it open. And then
[10:22] when you scored them, I saw the ranking.
[10:24] Um, how how did they stack up in terms
[10:27] of points one, two, three, four, five?
[10:29] Was there some big gap where you cut it
[10:31] off out into four? There was a gap. If
[10:34] you'll um allow me
[10:38] uh to pull that up or maybe Robert, you
[10:40] could get to it quicker.
[10:44] I should have had that ready. I
[10:46] apologize.
[10:51] And I'll I'll share, in fact, I'll send
[10:53] an email out to the full board with the
[10:55] with the scores and the and the full
[10:57] rankings if you're interested.
[11:03] » Yeah. I'm sorry. I'm not finding it.
[11:04] Robert, can you
[11:11] » Ah, thank you.
[11:16] So I'll I'll give you the the scores for
[11:19] the top four. The the top was 81.67.
[11:22] The second was 79 and then it dropped
[11:25] down to 77.75
[11:27] and 74.75.
[11:29] » And then after that what was next?
[11:31] » Uh 73.42
[11:34] 71.33 down to 70 and 68.
[11:37] » Okay. Um
[11:40] are four sufficient?
[11:42] » Yes, we we believe so. So in in our past
[11:45] the one time we had we selected five but
[11:49] that was actually based on the scoring
[11:51] the the fourth and fifth were very
[11:53] close. So normally we have three or four
[11:56] um historically four actually and then
[11:58] one time five
[11:59] » And in terms of anticipated work these
[12:02] four firms would represent the skills
[12:04] that you would need. Well, so that's
[12:07] that's the tough part in prior the the
[12:10] uh instance where we selected five that
[12:12] was based on the fact that we were
[12:13] heading into the vehicle registration
[12:15] fee program. So we knew we had a quite a
[12:17] bit of sufficient quite a bit of
[12:18] funding. That's not the case this time.
[12:20] So we don't exactly know what the work
[12:22] will look like. So there's no work
[12:24] guaranteed to any of these firms. Now
[12:26] hopefully we'll be able to continue to
[12:27] to generate work uh for them. But at
[12:30] this point we don't know what the
[12:31] program looks like.
[12:32] » Okay. I have no question. I move to
[12:35] approve.
[12:37] » Okay. No other questions from anyone
[12:39] else.
[12:40] » All right. I have a motion to accept the
[12:42] recommendation as submitted.
[12:44] » I'll second.
[12:46] » We have a second. All in favor?
[12:49] » I
[12:50] » I.
[12:51] » Any opposed? Motion passes. Okay. Good
[12:53] work, everyone.
[12:56] » Can I assume all these firms have a
[12:58] presence here in the community?
[13:00] » Yes, ma'am.
[13:01] » Okay.
[13:02] » The for sure. Some of them actually
[13:06] » Okay.
[13:08] » Okay. Good.
[13:11] Um number item number five, discussion
[13:14] and action on board resolutions
[13:16] authorizing the execution of work
[13:18] authorization number seven with H&TB
[13:21] Corporation and interlocal agreements
[13:23] with the following entities in relation
[13:26] to the medical center of the America's
[13:28] placemaking guidelines project. A city
[13:31] of El Paso. B. El Paso County. C. Texas
[13:34] Tech University Health Sciences Center
[13:36] at El Paso. D. El Paso Children's
[13:39] Hospital. And E, El Paso County Hospital
[13:42] District.
[13:44] » Okay, we've got another PowerPoint for
[13:46] you. We don't have a lot of PowerPoints
[13:48] today, I should mention, just to prepare
[13:50] you, but this one I think is is useful.
[13:52] This is an interesting project that came
[13:53] to us uh from an initiative that came
[13:56] out of the El Paso uh Mobility
[13:58] Coalition, which is part of the El Paso
[14:00] Chamber. Next slide. So the intent here
[14:03] uh and I I'll skip this. This is part of
[14:05] your backup as well. Uh so the intent
[14:08] behind the initiative uh El Paso
[14:10] Mobility Coalition's initiative was to
[14:13] focus in on the medical center of the
[14:16] Amedicas and the the ways in and out of
[14:18] the of the system, excuse me, of the of
[14:21] the center. So they felt that um
[14:26] sorry
[14:30] well so apologies. So they felt that um
[14:34] it was not the the ways in and out of
[14:37] the medical center were not uh
[14:38] representative of of the amount of
[14:40] investment that our community has made
[14:42] in the medical center. So you see there
[14:43] a list and I should mention the first
[14:45] six slides come from uh the chamber.
[14:48] This one shows the the significant
[14:50] investments that this community has made
[14:52] in in the medical center. So, next
[14:54] slide. Uh these are some of the comments
[14:56] made by by folks over the years noting
[14:58] that there's not a a a positive way to
[15:01] enter um the the medical center. That
[15:04] last one is is normally highlighted by
[15:06] the chamber as [clears throat] it comes
[15:08] from a a dental student uh who notes
[15:11] that it's just not inviting. You want uh
[15:13] you want quality when you want to have
[15:16] the presence and the feeling of quality
[15:17] as you're entering uh into into this uh
[15:21] medical center. So, next slide.
[15:23] And here's some examples of of prior
[15:25] wayfinding plans that have been
[15:26] developed in the area. So, next slide.
[15:30] And some example of examples of
[15:33] noticeable notable uh public entrances.
[15:36] So, next slide. Let me speak more
[15:37] generally. So again, the idea then was
[15:40] that the chamber wanted to make some
[15:42] improvements to the medical center area.
[15:44] They wanted to create a major gateway
[15:47] entrance along Reynolds. But as uh they
[15:50] put stakeholders together, including
[15:52] Texas Tech, UMC, all of the major
[15:54] stakeholders in the MCA, the
[15:56] conversation [clears throat] was
[15:57] broadened into developing more of an
[16:00] aesthetic for the area. Not only do they
[16:02] want to have a major gateway entrance,
[16:03] but they also wanted a a unified
[16:06] aesthetic throughout to to show the
[16:07] unified coordination of the medical
[16:10] center. So that's where the RMA came in.
[16:12] Uh we were asked if we could assist with
[16:14] that exercise. So we met with the group
[16:16] and and essentially agreed to to pursue
[16:19] this. Next slide.
[16:21] So we agreed to develop a placemaking
[16:23] plan. Uh so there are five partners that
[16:26] that will will help us uh develop this
[16:29] this guide and that's what you see as as
[16:31] that first bullet. The city, the county,
[16:32] Texas Tech, UMC and the Children's
[16:35] Hospital will fund this placemaking
[16:37] plan. The RMA will uh bring on H&TB
[16:41] which is one of our general engineering
[16:42] consultant teams and they will actually
[16:43] do the work. However, we use a project
[16:45] committee uh composed primarily of the
[16:48] five uh project partners but also major
[16:51] stakeholders throughout the the MCA area
[16:53] and they'll guide the development of
[16:55] this plan. Next slide.
[16:58] Uh so there are the steps and and I
[17:00] won't I won't go through all of them but
[17:01] the the gist is that we will review all
[17:04] of the prior developed documentation for
[17:07] the area. all of the master plans that
[17:08] the MCA has developed, all of those uh
[17:11] documents that each of the stakeholders
[17:13] have developed and use that as a
[17:15] starting point. We'll we'll bring all of
[17:16] that and present that to the committee
[17:18] and and receive guidance from them on
[17:19] developing the plan and going forward. I
[17:21] would mention there's not only the the
[17:23] placemaking plan, but one also one
[17:26] really important addition was um what
[17:29] we're referring to as grant application
[17:31] support. So at the end of this exercise,
[17:33] not only will we have a a placemaking
[17:35] guideline document that each of the
[17:37] stakeholders will utilize when they're
[17:39] making in improvements to their
[17:40] individual facilities, but we will also
[17:42] actually have some initial grant uh
[17:45] documentation that we could submit for a
[17:47] joint project that we can pursue
[17:48] together or individually with one of the
[17:51] stakeholders. Uh next slide.
[17:54] The here are some of the highlights. We
[17:56] think it'll take about 12 months from uh
[17:58] issuance of the notice to proceed. Uh we
[18:00] have meetings with the committee as I
[18:01] mentioned and and those are some of the
[18:03] deliverables that that we've kind of
[18:05] glanced over. Next slide.
[18:09] Uh we have signed agreements from Texas
[18:11] Tech, the University Medical Center and
[18:13] Children's Hospital. Uh the city of El
[18:15] Paso has approved their agreement as
[18:16] well. So four out of the five are
[18:18] approved if not signed. And El Paso
[18:21] County took this to commissioner's court
[18:22] last week and we presented there uh and
[18:24] they have authorized staff to negotiate
[18:26] the interlocal agreement with the RMA
[18:28] and to identify the funding source. So
[18:30] we will have to go back one more time to
[18:31] the commissioner's court for
[18:32] authorization to execute and to pull the
[18:35] funding for that. But I should note we
[18:37] are very close to to advancing. Once we
[18:39] get the county's approval then we'll be
[18:41] able to sign all five and issue the
[18:43] notice to proceed.
[18:45] So I'm happy to answer any questions.
[18:46] Otherwise we've got several action items
[18:48] for you. The first one would be uh
[18:51] authorizing and these are all through
[18:52] board resolutions authorizing the
[18:53] execution of work authorization number
[18:55] seven with H&TB and then the subsequent
[18:58] uh interlocal agreements with the city,
[19:00] the county, Texas Tech, Children's
[19:02] Hospital and uh the county hospital
[19:05] district. So happy to answer any
[19:07] questions.
[19:08] » Yes, ma'am. One action.
[19:11] » Are there any discussions? Matthew,
[19:13] » Just a question. [clears throat]
[19:14] And this advanced warning, it's going to
[19:17] get in the weeds a little bit.
[19:18] [clears throat] Placem is really broad
[19:22] definition. Um
[19:25] the placem that you imagine get getting
[19:28] into is sounds like it's going to cover
[19:31] potentially everything from
[19:32] architectural standards to building
[19:34] placement, building massing because
[19:36] you're answering listed all of that
[19:38] stuff. Is that going to be in the final
[19:40] product that's provided
[19:42] » Potentially? So it it really is going to
[19:44] be dependent upon where the committee
[19:45] takes this. So we've included quite a
[19:47] large uh scope and in fact actually
[19:49] Kelvin is here should you have any
[19:51] questions on the individual scope items.
[19:53] » Um and in fact actually the scope is
[19:55] included as as the backup for uh the the
[19:59] underlying item. Um but I think
[20:02] primarily the focus will be wayfinding
[20:04] aesthetic improvements uh aesthetic
[20:06] treatments along the corridors and that
[20:08] sort of thing.
[20:08] » So for public properties only not
[20:11] necessarily private. No, actually so
[20:13] some of these the well the guidelines we
[20:17] can't force them onto the private
[20:19] properties, right?
[20:20] » You could
[20:21] » Well,
[20:24] right? So So we'll we'll develop the
[20:26] guidelines. Now if the city and the
[20:28] county want to do something with them,
[20:30] uh that's they certainly could.
[20:31] » Okay. So all of that yet to come from
[20:34] the committee.
[20:35] » Correct.
[20:35] » Okay. I'll move to approve.
[20:38] » Any other discussion? I just have a
[20:40] question about funding again.
[20:42] » Um, so we have funding for the group to
[20:46] get together and decide on what they
[20:48] want to do. Is that correct? But we
[20:50] don't have funding for the actual
[20:52] placement.
[20:53] » That's correct. So the the funding so
[20:55] the five partners shared it shared
[20:58] equally the the total cost of 340,000.
[21:00] Okay.
[21:01] » So roughly $68,000 per partner. That
[21:03] funding will be used to pay H&TB to
[21:06] develop the guideline document to to for
[21:08] the committee meetings and and to walk
[21:10] us through this process and develop that
[21:11] document. Okay.
[21:12] » But it also creates the grant
[21:14] application at the back end. So as part
[21:16] of the process through the through the
[21:17] planning document, we'll also as a the
[21:20] committee will identify one particular
[21:22] project that they're most interested in
[21:23] that they would like to to pursue first.
[21:25] Okay?
[21:25] » And we'll create some grant application
[21:27] documents for that. So that will end up
[21:29] with a document that we could actually
[21:31] submit through whatever funding source
[21:33] we're pursuing. So those are the two
[21:35] primary deliverables. But at the end of
[21:37] it, you're you're right, there won't be
[21:39] funds for the building of the a thing or
[21:42] or that sort of thing. It's really the
[21:44] guidance documents and the grant
[21:46] application.
[21:47] » Okay. And the placement you you're
[21:49] trying to get grants for the actual item
[21:53] that or whatever is going to be built
[21:56] » Potentially, right?
[21:57] » Yeah. If the committee identifies um the
[22:01] Reynolds gateway as as the primary
[22:03] project, then that would be the grant
[22:06] application that we develop and then and
[22:07] then either collectively or one of the
[22:09] individual partners could then take that
[22:10] and and pursue funding.
[22:12] » Okay. Yes,
[22:12] » Ma'am. That's what I understand.
[22:13] » And it does it doesn't preclude any of
[22:16] the partners from using their funds to
[22:18] fund it should they desire to. Right.
[22:20] » That's correct. That's correct.
[22:21] » Okay. It would it would become then a a
[22:24] project.
[22:24] » Yes, ma'am.
[22:25] » Capital project. So does so
[22:28] um because we have a representative from
[22:30] the no here given the nature of this
[22:33] type of work are there still fun
[22:36] categories available for sort of like
[22:40] you know street activities that short of
[22:45] the constructing the road but the
[22:47] aesthetic standards and treatments there
[22:49] used to be some alternative categories.
[22:53] » Yes ma'am.
[22:55] Sorry for putting on the spot, but
[22:57] » That's all right.
[22:57] » That's what happens when you come to a
[22:58] meeting.
[22:59] » I'm used to it. Sorry. My name is
[23:01] Eduardo Calvin. I'm executive director
[23:03] of the El Paso MO. Uh yes, there are
[23:06] some some programs that are available
[23:08] precisely for this type of of projects
[23:10] like the it's called the TA uh
[23:13] transportation alternative whatever it's
[23:15] called. Um but it's uh there are two
[23:17] opportunities there. one at the local
[23:19] level where the some funding comes to
[23:21] the no then we do a call for projects
[23:23] and we select projects those tend to be
[23:26] smaller you know dollar amounts and then
[23:28] there's a second opportunity at the
[23:30] state level that the that text manages
[23:33] that there's more funding available but
[23:35] of course the competition is is uh
[23:37] bigger because it's open at at the state
[23:39] level and then locally yes we we've you
[23:42] know bounced off some ideas with with
[23:43] Raymond about uh maybe we could some of
[23:46] the depending on the scope of the actual
[23:48] project that is that is uh determined.
[23:51] We could perhaps use maybe CME category
[23:54] five which is congestion mitigation and
[23:56] and air quality if we can justify um for
[23:59] example you know part of the project it
[24:01] makes you know walking more more
[24:04] attractive um and the super flexible
[24:09] category is seven which is what we use
[24:11] for ops system projects and and so on.
[24:13] So there there's some opportunities but
[24:15] of course you know the funding is
[24:16] » Well they're competitive and I know it's
[24:18] limited. That's good to know. Okay. So,
[24:21] I do have a motion. Do I have a second?
[24:23] » I'll second.
[24:24] » So, I have a motion and second. Any
[24:26] further discussion? Call for the vote.
[24:28] All in favor?
[24:30] » I
[24:31] » I.
[24:31] » Any opposed? Motion passes. All right.
[24:34] Moving on to item six, discussion and
[24:36] action on board resolutions authorizing
[24:39] execution of the following instruments
[24:41] as they relate to the Wilder Aerial
[24:43] Tramway Project. Item A, amendment to
[24:46] the project development agreement with
[24:48] the Texas Park and Wildlife Department
[24:50] and B, work authorization number 46.2
[24:54] with Atkins Realis USA.
[24:57] » Okay, this is a another good good news
[24:59] item. Uh, item 6A is the amendment with
[25:02] Texas Parks and Wildlife Department. We
[25:04] have an an uh an agreement with them
[25:06] where we are designing and constructing
[25:08] the the WER project for them. Uh this
[25:11] amendment adds another $7 million from
[25:13] the most recent legislative session.
[25:15] That $7 million will be focused on the
[25:17] design and the construction of the
[25:19] tramway itself. So as a reminder, we've
[25:21] got three pieces to this project. Phase
[25:22] one, which is has been designed and is
[25:25] currently under construction and should
[25:26] be done within about a year. Phase two
[25:28] then is the design which is complete uh
[25:32] of the visitor center at the base
[25:34] station and the aerial station as well.
[25:36] And that is unfunded currently. And then
[25:38] the third piece is the tram itself. And
[25:40] so this 7 million will go towards the
[25:41] tram. So item 6A is for the amendment
[25:44] with parks to to provide those funds to
[25:47] us. And then 6B uh is the work
[25:49] authorization with Atkins Realis who
[25:52] will uh support us in pursuit of a tram
[25:54] provider.
[25:56] So would recommend approval on this item
[25:58] as well.
[25:59] » Any questions?
[26:01] Um if not, I'll call for a motion.
[26:05] » So move.
[26:06] » Second.
[26:06] » We have a motion and a second. All in
[26:09] favor?
[26:10] » I
[26:10] » I.
[26:11] » Any opposed? Motion passes. And
[26:14] actually, there was a really good
[26:15] article with Paul Foster bringing the um
[26:18] his committee here and um doing a big
[26:21] promotion for us. So, that was exciting
[26:22] to see. Yes,
[26:24] » Um item seven, discussion and action on
[26:27] a board resolution authorizing those
[26:30] actions necessary to submit a grant
[26:32] application for a proposed pedestrian
[26:35] crossing at the medical center of the
[26:37] Americas as part of the text dot
[26:38] offsystem rail grade separation state
[26:41] fund program.
[26:45] » Okay, this is another interesting
[26:46] project as well. This one came to us
[26:48] from the medical center of the Americas
[26:50] Foundation. the the chairman of that
[26:52] organization reached out asking if we
[26:55] could support uh the pursuit of some
[26:57] grant funds. So in the last legislative
[26:59] session, the legislature approved what's
[27:01] referred to as the Texas offsystem
[27:03] railgrade separation state fund program.
[27:06] So that's $250 million that were set
[27:09] aside to help communities uh deal with
[27:12] atgrade crossings of railroad uh
[27:15] crossings throughout the throughout the
[27:16] state. These are specifically for
[27:18] off-state, which means non- techtop
[27:20] facilities. So, city, local, county
[27:23] roadways, that sort of thing. Um, the
[27:26] MCA Foundation has identified Rick Rick
[27:28] Francis, the crossing at Rick Francis to
[27:32] be uh a major um concern for them. Uh
[27:37] this is this is the main roadway that
[27:39] runs parallel to Reynolds. And on either
[27:41] side, you've got uh a lot of the the
[27:44] main facilities. You've got the dental
[27:45] school, the medical school, um the
[27:48] nursing school. So, you've got quite a
[27:50] few major uh activities there and I
[27:52] think the cancer center will be uh
[27:55] located there as well. So, a lot of
[27:57] activity. In fact, um I've seen video of
[28:00] uh there are three rail cross three uh
[28:03] rail lines there that cross at Rick
[28:06] Francis. One of them I believe is a spur
[28:08] and and is not used, but the other two
[28:10] you've got video of two trains stalled
[28:13] out on those tracks and you've got folks
[28:15] uh students and and employees of the of
[28:18] the MCA area uh crossing those trains.
[28:21] So, very dangerous, not ideal. So,
[28:24] they've asked if we could assist. Um the
[28:26] program itself has a two-step
[28:28] application process and uh I think we're
[28:31] ready to go on the submittal in the
[28:33] preliminary applications. The
[28:35] applications themselves uh will be due
[28:37] November 14th. So I'm asking for
[28:39] authorization to pursue this grant
[28:41] application uh um
[28:44] with your support.
[28:46] » So is this the training you went to?
[28:49] » Was this in relation to the training you
[28:51] said you were going to to learn more
[28:52] about the program and the grant process?
[28:54] » Yes, ma'am. There was a webinar that Tex
[28:56] put together and there was a question at
[28:57] that time whether RMAs could were
[28:59] eligible entities to to apply. They've
[29:02] since answered that we can.
[29:03] » Okay, great. All right, ma'am.
[29:05] » Um, any questions or discussion? I'll
[29:08] call for a motion.
[29:10] » Move to approve.
[29:12] » Second.
[29:12] » I have a motion and second. All in
[29:14] favor?
[29:15] » I.
[29:16] » Any opposed? Motion passes.
[29:20] Um item eight, discussion and action on
[29:22] board resolutions to authorize execution
[29:24] of amendments to the following
[29:26] instruments as they relate to the I10
[29:28] frontage road extension project phase
[29:31] one. A advanced funding agreement with
[29:33] the Texas Department of Transportation
[29:36] and B work authorization number two with
[29:38] Consort Engineers LLC.
[29:41] » Okay, this is the project that we are
[29:43] designing for Texot. This adds uh
[29:45] westbound frontage lanes from Executive
[29:48] over to Sullman Park. Um we've been
[29:50] working with them for quite some time on
[29:51] this project. These amendments um add
[29:54] additional funding from Texot to add to
[29:57] geotechnical services that need to be
[29:59] added for some of the columns that are
[30:00] out there. We need to go deeper to
[30:02] identify the soil conditions and in
[30:04] addition to that uh additional design
[30:06] activities to account for u uh streets
[30:11] that are tying into this facility in the
[30:14] in the uh developed area uh near this.
[30:17] So that's what you see before you u
[30:18] under 8A it's a an amendment with text
[30:21] to provide the additional funding and
[30:23] then under 8B you've got the work
[30:25] authorization with console who's
[30:27] providing the design services for us to
[30:28] actually add those additional services.
[30:30] So, I would recommend approval.
[30:32] » Move to approve.
[30:34] » I have a motion.
[30:35] » I'll second.
[30:36] » I have a motion and a second. Any
[30:38] discussion?
[30:39] All in favor?
[30:40] » I
[30:41] » I
[30:42] » I.
[30:42] » Any opposed? Motion passes.
[30:45] Um, number nine, discussion and action
[30:48] on a board resolution authorizing the
[30:50] execution of an amendment to the
[30:52] interlocal agreement with El Paso County
[30:54] for the Canot Roads and Sidewalks
[30:57] Project Colonial Border Grant.
[31:00] » This item is actually a bit of a cleanup
[31:03] item there. Um, some time ago, you
[31:05] remember, you may recall the county
[31:07] auditor f auditor team asked for more
[31:10] explicit language within our interlocal
[31:11] agreements that would authorize the use
[31:13] of project funds for RMA administrative
[31:16] expenses. So, what you see under this
[31:18] item is just an amendment to our
[31:19] interlocal that allows for that
[31:20] explicitly. So, I would recommend
[31:22] approval.
[31:25] » I have a motion.
[31:26] » Second.
[31:26] » I have a motion and a second. All in
[31:28] favor?
[31:29] » I
[31:30] » I.
[31:31] » Any opposed? Motion passes.
[31:33] Um item 10, discussion and action on
[31:36] board resolutions authorizing the
[31:38] execution of amendments to the following
[31:41] instruments as they relate to the val um
[31:44] valley chili road project. A interlocal
[31:47] agreement with the village of Venton and
[31:49] B work authorization number two with
[31:51] Huelet Solers Inc.
[31:55] » Okay. Uh item 10A then this is a project
[31:58] that we're developing on behalf of W of
[32:00] the village of Vinton. Item 10A
[32:02] recognizes a change in the way that the
[32:05] village of Inon was originally funding
[32:06] this project. So it allows us to use
[32:08] different funding sources. That's 10A.
[32:10] 10B then uh is an amendment to the Huitt
[32:15] Zer's work authorization. They're the
[32:16] folks that did the design work on the
[32:18] roadway as let me take a step back. This
[32:20] project uh includes two distinct
[32:22] components. the roadway which we
[32:23] designed and will construct using normal
[32:26] MO federal funding and then there's a
[32:28] water component that is being funded
[32:30] through Congresswoman Escobar's u
[32:33] office. Uh the water component was
[32:36] designed by the village of Vinton
[32:38] directly with a firm by the name of Park
[32:40] Hill. Uh we need Park Hill to be able to
[32:43] provide design services during
[32:44] construction while we're managing the
[32:46] entire construction. So we're bringing
[32:48] Parkhill in through this work
[32:50] authorization uh amendment with you. to
[32:52] its dollars. So that's what you see
[32:53] under item 10B. So I would recommend the
[32:55] approval of both of these items.
[32:58] » No questions. I'll move to approve.
[33:00] » We have a motion.
[33:02] » Second.
[33:02] » We have a motion and second. Any
[33:04] discussion?
[33:06] All in favor?
[33:07] » I.
[33:08] » I.
[33:09] » Any opposed? Motion passes.
[33:12] Um item 11, discussion and action on a
[33:16] board resolution authorizing the
[33:18] execution of an amendment to work
[33:20] authorization number 24.1 with Atkins
[33:23] Realis USA for the Darington Roadway
[33:26] improvement project.
[33:29] » This is a project where we are among
[33:31] other things we're doing rightway
[33:32] acquisitions for the county of El Paso.
[33:34] This project is at the end the east end
[33:36] of Pelicano and we are doing rightway
[33:38] acquisitions but we need survey services
[33:40] as well. So that's what you're seeing
[33:42] being added here under item 11, $4,800
[33:45] for survey services under Atkins. So
[33:47] would recommend approval.
[33:49] » Move to approve.
[33:50] » I have a motion.
[33:51] » Second.
[33:52] » I have a motion and a second. Any
[33:54] discussion?
[33:56] All in favor?
[33:57] » I
[33:58] » I.
[33:58] » Any opposed? Motion passes.
[34:01] Um item 12, discussion and action on
[34:05] board resolutions authorizing the
[34:07] execution of amendments to the following
[34:10] work authorizations with H&TB
[34:12] Corporation to extend at the time of
[34:15] performance for A number three for the
[34:18] automated weather observing system
[34:20] project. B number six for Homestead
[34:22] Meadows shared use path project. C
[34:26] number eight for the Howard Low project
[34:29] and num and D number 10 for the Alamo
[34:32] Alto phase 4 project.
[34:35] This one is also a bit of house uh
[34:37] keeping. Uh these particular work
[34:39] authorizations had explicit uh schedules
[34:42] tied to them within the work
[34:43] authorization. So we've expanded those
[34:45] those timelines because each of these
[34:46] require additional time uh to be
[34:48] completed. They do not increase the the
[34:50] fees. They just extend the time. We've
[34:53] also added some language in these and
[34:54] will include additional language in
[34:56] future work authorizations to allow for
[34:57] an administrative uh uh uh fix of of
[35:01] this issue. So I would recommend
[35:03] approval of this item as well.
[35:07] » So any discussion?
[35:12] » I have a motion.
[35:13] » Second.
[35:14] » I have a motion and second. All in
[35:16] favor? I
[35:17] » I Any any opposed? Motion passes.
[35:22] Um, number 13, presentation and
[35:25] discussion on change orders recently
[35:27] approved by the executive director for
[35:29] the Fabins airport hangar expansion
[35:31] project.
[35:33] We've got a quick PowerPoint for you on
[35:35] this one. Um, as a reminder and for the
[35:38] benefit of Mr. Lindner, we've uh the the
[35:41] board some time ago approved a board
[35:42] resolution that authorized the executive
[35:44] director ex to execute u change orders
[35:48] um under a certain amount. So, next
[35:50] slide.
[35:52] So you'll see here we have two change
[35:53] orders that were approved u since the
[35:56] last time we met. Go ahead. And it deals
[35:58] with the Fabins airport hanger expansion
[36:00] project. So if you'll skip skip that
[36:02] this is part of your backup. So you can
[36:04] spend some time with it or give me a
[36:06] call if you have any questions. U since
[36:08] our last board meeting we I've approved
[36:10] two two separate change orders number 17
[36:13] which added temporary electric
[36:15] generators at the hangers. This these
[36:17] were required because the U electrical
[36:19] lines had not been connected yet, but we
[36:21] needed to test the the hanger doors. So,
[36:24] we brought in those electric generators.
[36:25] Didn't want to slow the project. That uh
[36:27] cost uh just shy of $5,000. Uh
[36:31] incidentally, as with all change orders
[36:32] with the county projects, the county
[36:34] reviews and approves the change orders
[36:35] before I execute. So, that was approved
[36:37] by the county before. And number 18 as
[36:40] well, which uh added heaters to the
[36:42] project, which were not originally
[36:43] included. Uh the county did want those
[36:45] added. So that added another $10,000. So
[36:48] both of these were approved. There's no
[36:49] action required. This is just required
[36:51] of me to to brief you on it.
[36:59] Okay. Any questions?
[37:02] If not, then I'll move on to item 14.
[37:06] Discussion and action on the following
[37:08] reports for the fourth quarter of the
[37:10] fiscal year 2025.
[37:13] operating budget, investment report, El
[37:15] Paso Bike Share, Sun Cycle Program, and
[37:18] the use of local resources from
[37:20] engineering consultant teams. Good
[37:23] morning. Robert Stutter, director of
[37:24] finance. For the record, yes, the
[37:25] finance committee met back on October
[37:27] 21st to review these items in depth. Um,
[37:30] as we've done previously, we're going to
[37:31] ask for the board's approval, but don't
[37:33] plan to go over them in detail. Um,
[37:36] we'll have Mr. Lindner at our meeting in
[37:38] January. he'll get to jump right into it
[37:40] with the audit and I'll talk about more
[37:41] uh more of that in item 15A but do
[37:44] recommend approval of the items.
[37:46] » Do you have any comments? No.
[37:47] » Um we just had a Monica and I had a
[37:50] questions about some line items which uh
[37:52] Robert and uh Raymond were able to
[37:56] expand on and explain what what they
[37:58] were. We did talk about uh what on the
[38:02] bike share program um the the bikes that
[38:05] are being um retired what we they were
[38:08] going to do with it. In fact, they had
[38:09] had some interest in another community
[38:12] purchasing those or uh taking those over
[38:16] for us. I don't know if you all want to
[38:17] know about that, but other than that, we
[38:20] approved everything.
[38:21] » Okay.
[38:22] » Uh so the the other community is still
[38:24] in development. We'll see if it happens
[38:26] or not, but we had some initial
[38:27] discussions, but we're still a little
[38:29] ways off from something concrete.
[38:32] » So, typically, if the committee has
[38:33] vetted them and looked at them in detail
[38:36] and approved them, we don't go through
[38:38] the presentations unless there's
[38:40] questions or concerns about any of the
[38:42] reports. Um, so if there's no other
[38:44] discussion, I'll entertain a motion to
[38:46] accept the reports.
[38:49] » I'll move to accept the reports.
[38:51] » Okay.
[38:52] » Second.
[38:52] » I have a motion and second. All in
[38:54] favor?
[38:55] » I
[38:55] » I
[38:56] » I.
[38:57] » Any opposed? Motion passes. Then moving
[39:00] to the last item, number 15, staff
[39:03] reports.
[39:05] A status of the 2025 annual audit. B,
[39:09] CRRMA project manager job posting. And
[39:13] C, status of the Pelicano Drive widening
[39:15] project.
[39:16] » Okay. So, Robert Sudter, again, I'll be
[39:18] giving you the update on a uh so we've
[39:20] not begun the audit yet. uh we knew it
[39:22] was going to be a late start based on
[39:23] our uh audit
[39:26] uh auditing firm and uh and where we
[39:29] stand, but we we should be in good
[39:30] shape. Almost every single PBC is ready
[39:33] to go. So, we should hit the ground
[39:34] running. Um Miss Wilson, we talked about
[39:37] needing to reschedu the January board
[39:39] meeting and that we would do so at the
[39:41] December board meeting. So, uh if you
[39:43] can come with your calendars prepared to
[39:44] look at dates probably the last week of
[39:46] January. And that again is to help that
[39:48] we meet the city's timelines for turning
[39:51] our audit into them because we're a
[39:52] component unit o of the city. So if we
[39:55] wait till February, it really squeezes
[39:56] the city because then they only have a
[39:58] couple of weeks before their deadline is
[40:00] the end of February. So it helps them a
[40:02] lot if we can move up our our uh push
[40:04] back our our January board meeting. Um
[40:06] and so we'll schedule that at the
[40:08] December board meeting.
[40:12] » Then I I'll take the last two items. 15B
[40:14] relates to the project manager job
[40:16] posting. So you you each received a copy
[40:18] of that. It's also part of your backup.
[40:20] Uh we have closed that that application
[40:23] period and we received 26 resumes. So
[40:25] we're we're happy with that number. Uh
[40:26] so Robert and I will start uh going
[40:28] through those very soon. Uh 15C then is
[40:31] the status of the Pelicano Drive
[40:33] widening project. So we haven't talked
[40:34] about this one in a little while. Uh as
[40:36] a reminder um we have an agreement, we
[40:40] have come to an agreement between the
[40:42] county, the RMA and the Shy company.
[40:44] We've uh they have executed their
[40:46] construction contract with the the
[40:48] takeover firm which is a group by the
[40:49] name of hot construction which we use on
[40:51] other projects. We're very happy to have
[40:52] them on board. They have started work.
[40:54] They've installed their their
[40:55] construction office on site. Uh they've
[40:58] replaced all of the traffic control
[41:00] devices um and uh and they've done
[41:03] cleanup as well which helped that
[41:04] community out there. The weeds had
[41:06] gotten quite out of control. So that was
[41:08] very helpful. Um in fact they've taken
[41:10] over control of the site. So there was a
[41:13] an accident out there that knocked down
[41:14] the one of the street lights and so they
[41:17] took control of that as well. They are
[41:19] currently working on survey uh for the
[41:22] entire roadway for this phase one. So
[41:25] that's underway now. They believe that
[41:26] they should begin construction uh
[41:28] activities on the roadway in December,
[41:31] but currently they're working on the
[41:32] ponds. First is the one by the school
[41:35] and that's a safety issue for those
[41:36] students out there. So, we're happy to
[41:37] see them working on that now and then
[41:39] they'll move over to a pond that is
[41:41] further down the road. Uh, that would be
[41:43] next. But again, roadway activities
[41:45] start in December. And then one other
[41:47] note, the county asked that we notify
[41:50] the community of of the the restart of
[41:53] work. So, we've sent out a postcard to
[41:56] approximately 2,000 folks within half a
[41:58] mile of Pelicano itself. So, those
[42:01] should be hitting mailboxes today if
[42:03] they haven't already. So, that should be
[42:05] out there and we direct them to our
[42:07] website which has been updated and and
[42:09] we've actually brought on um an outreach
[42:13] group that will help us retool the web
[42:15] page so we can have regular construction
[42:17] updates on on the project. So, that that
[42:19] will be much more uh updated much more
[42:21] frequently. So, that's all I have. I
[42:23] just wanted to give you a bit of an
[42:24] update on on what's happened with with
[42:26] that project. Oh, I should mention too.
[42:28] So, we're talking about phase one, which
[42:29] is the um westbound lanes from Air
[42:33] Coupoop back to 375. That's important
[42:35] because the other piece eastbound from
[42:37] the 375 out to Air Coupoop is
[42:39] essentially done already. So, that will
[42:40] complete that that component. The rest
[42:42] of the work that was not completed by
[42:44] the original contractor or won't be
[42:46] completed by this replacement contractor
[42:47] is considered what we're calling phase
[42:49] two. The phase 2 design plans are
[42:51] currently under underway and we should
[42:53] have those in hand late this month or or
[42:55] sometime into December. Once we have
[42:57] those, we'll share those with the shy
[42:59] company. The shy company will get
[43:01] pricing from hawk and then at that point
[43:03] we will know the full exposure of the
[43:04] shy and we will begin uh full
[43:06] negotiations with them on how to
[43:08] complete the the entire project. So
[43:10] that's coming up as well. Concurrent
[43:12] paths. Happy to answer any questions but
[43:14] uh that's all I have for you. No no no
[43:16] action required.
[43:17] » Any question comment?
[43:19] [clears throat] So the timeline that you
[43:20] laid out, I just want to make sure that
[43:22] our next update isn't in March or April
[43:25] because I'd like to see
[43:28] in some form what the construction
[43:30] estimate comes back at the engineer the
[43:32] engineering estimate and then I'd like
[43:35] to see us give the shity some date
[43:37] certain to respond by as to whether or
[43:39] not they're going to accept that price
[43:41] and then the board at that point can
[43:43] decide if they want to do anything to at
[43:46] that point. But but I just I don't want
[43:48] to wait forever on the shy because of
[43:51] how long it's already been.
[43:52] » Understood. So we can do that. We'll
[43:54] bring once we get the design set
[43:57] finalized, we'll bring you the engineers
[43:59] opinion of probable construction cost
[44:01] and then we'll we'll talk through with
[44:03] you all what kind of a timeline we want
[44:05] to we'll want to provide to the shity
[44:06] company. Happy to do that. Thank you.
[44:08] Yes, sir.
[44:09] » And the other thing is
[44:12] is the shity company still sort of
[44:13] hanging it out there on an appeal? Yes,
[44:16] ma'am.
[44:17] » So, at the time we get all this, maybe
[44:19] we also need to have our attorney so we
[44:22] can find out what's going on with that
[44:23] appeal.
[44:24] » Yes, ma'am. Yeah, we can do that. So,
[44:26] the and I should have mentioned that as
[44:27] well. The the we in the we're in the
[44:31] district court on the appeal. Uh they
[44:33] filed their documents and ours were due
[44:35] I want to say two weeks back. So, we
[44:37] filed our our response. So, now it's
[44:38] it's with the court.
[44:39] » Okay. But but I'll I'll once we get the
[44:42] plan set complete and we have the
[44:43] opinion of probable cost, construction
[44:45] cost from the engineers, uh we'll bring
[44:47] it back with an executive session and
[44:49] provide a full briefing.
[44:50] » That would be really good.
[44:51] » Seek guidance. Yes, ma'am. We can do
[44:52] that.
[44:53] » Okay, good. Thanks. That's very helpful.
[44:55] And then the other thing that's really
[44:57] not on here, but um where are we with
[45:01] our communications group?
[45:05] » Are they are they doing stuff?
[45:07] » Yes, ma'am. So, we've got them on board.
[45:08] Uh, the first task was this postcard cuz
[45:11] that was pretty immediate. And so,
[45:13] that's out the door. We have our
[45:15] newsletter, which is we do quarterly,
[45:16] and that'll be after this board meeting.
[45:18] So, within the next two weeks, that
[45:19] newsletter will go out. Uh, and I
[45:22] believe we have a third item that
[45:23] escapes me that that they are about to
[45:25] start work on. I apologize. I'll I'll
[45:28] send an email followup on that third
[45:30] item. But yes,
[45:31] » Because there's a lot of good stuff in
[45:32] here, particularly with the MCA and the
[45:35] railroad project that are sort of um
[45:38] different from what we've done, plus
[45:40] some of the work we're doing with Tex
[45:42] now.
[45:43] » Yes, ma'am.
[45:43] » Um the the tramways coming to a closure,
[45:46] that's a big success. And then just
[45:48] really highlighting all these like
[45:50] smaller pro well, they're not small
[45:51] projects, but the projects in the
[45:53] smaller communities. So, I really want
[45:55] to make sure that the the newsletter is
[45:57] very meaty and substantive.
[46:00] um really provides a detailed scope and
[46:02] scale of the effort our our work that is
[46:04] in progress coming to closure. I think
[46:07] it'd be a good time to update on
[46:08] Pelicano.
[46:10] » Yes, ma'am.
[46:10] » Give them a little bit of timeline on
[46:12] that um because you know that's a
[46:14] project of interest to a lot of people
[46:17] and um Yeah. So, and the other thing is
[46:20] on the newsletter the stakeholder list.
[46:24] » Um, could you share that with us because
[46:27] maybe we have ideas of people to add to
[46:29] that?
[46:30] » Yes, ma'am.
[46:30] » I just want to make sure it's as I mean
[46:32] since it's an electronic communications,
[46:34] I want to make sure as many like groups
[46:36] out there as possible um interested
[46:39] parties have access to that.
[46:41] » Yes, ma'am. Okay. Not I don't want to
[46:43] micromanage it, but I've not really seen
[46:45] it. And I know every now and then we
[46:47] talk and it's like make sure we're doing
[46:48] this, this, and this. So, I think as we
[46:50] you know, we kind of keep the
[46:52] stakeholder list um updated and fluid.
[46:56] Um then there's opportunities and I
[46:58] think our project um consultants maybe
[47:00] you can look at that too. You may have
[47:02] ideas of because you do a lot of
[47:04] outreach too of like interested parties
[47:06] that we want to make sure like are aware
[47:08] of stuff that we're doing.
[47:11] Okay,
[47:11] » We can do that.
[47:12] » Okay. Um, is there a need for an
[47:14] executive session?
[47:15] » No, ma'am.
[47:16] » Okay, so there's no further business.
[47:18] Um, and so I'll entertain a motion to
[47:21] adjurnn.
[47:22] » I move to adjourn.
[47:24] » I have a motion.
[47:25] » Second.
[47:26] » I have a motion and second. All in
[47:28] favor?
[47:29] » I. Any opposed?
[47:31] Motion passes. It's 9:50 a.m. and the
[47:34] meeting is adjourned. Thank you so much.
[47:36] Thank you all for coming. Um, if you
[47:38] have a moment, um, I'd like for you to,
[47:41] um, meet our newest board member, Mr.
[47:43] Linder. Thank you.
[47:47] Thank you.
