[0:01] Everybody ready?
[0:03] Yeah. TV people are ready. So, it is uh
[0:08] Tuesday, September 1st, 2026
[0:11] at 6:00 p.m. And I'd like to call the
[0:14] regular board of trustees meeting
[0:16] together at uh at 6:00 p.m. Call to
[0:21] order
[0:23] and we've done that invocation
[0:26] uh as we do every week. Ervant, Father,
[0:31] we ask for your wisdom, guidance, and
[0:34] discernment in the decisions we make
[0:37] that affect our village, its residents.
[0:40] We also ask that you watch over our
[0:42] police,
[0:44] military, and all who serve.
[0:48] And roll call.
[0:50] » Trusty Keller here.
[0:51] » Trusty McGuran here.
[0:52] » Trusty Nelson here.
[0:53] » Trusty Pike here. Trusty Porter here.
[0:55] Trusty Rowdy here. And President Wen
[0:58] » Here.
[0:59] Okay. Item two, two, review and approve
[1:03] minutes from the regular board meeting
[1:04] of August 4th, 2026.
[1:08] » Move to approve.
[1:11] » Thank you, Brian. Is that Nick? Yeah.
[1:16] » All right. Uh, any adjustments,
[1:20] corrections, or additions to the
[1:22] minutes?
[1:23] » Um, Kathy Leaf. C A T H Y.
[1:27] » What's that? Kathy Leaf's name is
[1:29] misspelled in the minutes. It should be
[1:31] C A T H Y.
[1:33] » Oh,
[1:35] okie dokie. Thank you for that input. Uh
[1:40] any other corrections or adjustments?
[1:44] Hearing none. All in favor of the
[1:47] minutes with the addition with the
[1:49] corrections for Kathy Lee's name signify
[1:53] saying I.
[1:54] » I opposed.
[1:57] Thank you. As approval number three,
[2:02] comments from the floor limited to three
[2:05] minutes per speaker. Opportunity for the
[2:08] village north Hudson residents, property
[2:10] owners, business owners to make the
[2:13] board aware of new topics, issues of
[2:17] opportunities not on today's agenda for
[2:20] consideration for future meetings. Is
[2:23] there anyone here that has something to
[2:26] bring up for the board in the public
[2:28] comments?
[2:32] Hearing none,
[2:34] we'll move on to item four.
[2:38] New business from the border staff
[2:40] versus president's comments. Uh, first
[2:44] thing I'd like to bring up is uh
[2:47] apparently it's a uh golden rule month
[2:52] and uh I know the our neighbors to the
[2:55] south have a have a a project going on
[2:59] with the the golden rule and uh and uh I
[3:04] was approached today that uh to please
[3:07] let uh the people in the village know
[3:10] that uh if you would like to be involved
[3:14] and have a golden rule sign for your
[3:17] yard or or area that you can uh uh
[3:23] contact me or uh better yet uh Matt
[3:28] Yakub who works for uh Big Guys Barbecue
[3:32] is uh got a truck full of signs. So if
[3:36] you need a sign, let us know and we'd be
[3:39] happy to uh you know
[3:42] approved and approached that. And uh
[3:46] next item I have is that uh well next
[3:51] Monday is
[3:53] Labor Day. So I hope everyone has a safe
[3:56] and wonderful Labor Day. The forecast is
[3:59] good and uh I hope you enjoy yourself.
[4:03] And then
[4:05] uh we're coming up in the 25th
[4:08] anniversary of the se se September 11th
[4:14] uh disaster. And uh I hope everyone will
[4:18] take time to say a prayer or think about
[4:22] all the folks that that have uh were
[4:25] were uh taken out in that uh in that
[4:29] disaster. So,
[4:31] next item is administrator clerk
[4:33] comments.
[4:34] » All right. So, um mentioned Labor Day
[4:38] next Monday. So, the village offices
[4:40] will be closed on Monday, September 7th.
[4:43] » We are entering into budget season. Um
[4:46] so, heads up to everybody on the board.
[4:48] Um and and we'll be uh posting as soon
[4:52] as we have them the dates for a formal
[4:54] budget review meetings that would be
[4:55] open to the public. So, those will be
[4:57] coming up here between now and the end
[4:59] of November. So, watch for those. Um,
[5:02] election season is also back. We got a
[5:06] two short two week break um and now
[5:08] we're back. So, absentee ballots will be
[5:10] sent out on um September 17th for those
[5:13] that have already requested a an
[5:15] absentee ballot within the system. And
[5:17] in-person absentee voting for the
[5:19] November election is starting on October
[5:21] 20th. So, um, a little ways out more for
[5:24] that, but, um, the election activities
[5:27] are in full swing. We also have, as we
[5:30] noted last meeting, our union
[5:32] negotiations with our WPPA, the police
[5:35] association is also starting next week.
[5:37] So, we've got quite a few things um, in
[5:39] the hopper. Um, the last month we did
[5:41] approve uh, 15 um, building permits. We
[5:45] had no new pedallers licenses come
[5:47] through, but just a reminder, we still
[5:49] do have seven people that are a part of
[5:51] custom remodelers that do have a
[5:53] pedaller's permit. So, um they have that
[5:55] until October 10th. Uh we did process
[5:58] two new operators licenses, two new
[6:00] utility permits. Uh and we do not have a
[6:03] board of zoning appeals meeting
[6:04] scheduled for September.
[6:07] » Those are my updates.
[6:08] » That's it. Thank you.
[6:10] Okay. Item five, amended class B
[6:16] slash parenting class B liquor license
[6:20] for extended premise Maluin fall
[6:24] motorcycle run October 10, 2026 approval
[6:29] requested. Is there a motion?
[6:31] » Stand. I move that the classB/classB
[6:34] retail license for the sale of fermented
[6:36] malt beverages and intoxicating liquors
[6:38] from Malu in be temporarily amended for
[6:41] an event taking place October 10, 2026
[6:44] with the following conditions as written
[6:48] in our packet.
[6:51] » Thank you, Brian. Is there a second?
[6:54] » I'll second.
[6:55] » Thanks, John.
[6:57] Uh,
[6:59] any comments or questions or discussion?
[7:05] » Just making sure Paul's letting you get
[7:07] away with that. [laughter]
[7:08] » I'm thinking about it.
[7:10] » I could see you thinking about it
[7:12] » Without listing the conditions.
[7:14] » Do you want me to read them all?
[7:15] » How many you got?
[7:17] » Nine.
[7:19] » You know, I'm just thinking, you know,
[7:20] if people are watching on the on the
[7:23] video or anything like that, they don't
[7:24] have any clue. All right, I'll read
[7:27] them. They are online if you want to
[7:30] look at them again with these following
[7:32] conditions.
[7:34] Uh, number one, sale of alcohol to be
[7:35] extended to the parking lot area of Malu
[7:37] Inn. Number two, possession of open
[7:40] containers of alcohol outside of the
[7:42] establishment shall remain within Malu
[7:44] Inn parking lot and blocked off street
[7:47] area for event Wisconsin Street North
[7:49] from Third Street North to 6th Street
[7:51] North. Number three, use of outside area
[7:54] only with specific permission of village
[7:57] board for each particular date and
[7:58] event. The Saturday, October 10, 2026
[8:01] event to be held from 10:00 a.m. to 2:00
[8:04] p.m. Item four, three North Hudson

[8:17] village. Number five, owner to provide
[8:20] adequate satellite restroom facilities.
[8:23] Number six, Wisconsin Street North from

[8:32] emergency vehicles maintained.
[8:35] Surrounding neighbors to be notified in
[8:36] advanced by the village. Actual times of
[8:39] detour route are at the discretion of
[8:41] the commanding NHPD officer on scene.
[8:45] Item seven, payment for village services
[8:47] must be paid within 30 days after the
[8:49] event. Item eight, event map must be
[8:52] provided to the police department by
[8:54] 4:30 p.m. on Wednesday, October 7, 2026.
[8:58] Item nine, alternate date for event to
[9:01] be Saturday, October 24, 2026 if the
[9:04] conditions do not allow for the event to
[9:06] take place on Saturday, October 10,
[9:09] 2026.
[9:12] » Thank you.
[9:13] » I'll second. Well, we know.
[9:16] » All righty. Then any comments or
[9:18] questions about conditions of the Maloo
[9:24] Fall motorcycle run?
[9:27] » And just note that our U memorandum from
[9:30] Chief Rickard uh recommends approval
[9:32] with those conditions.
[9:33] » What was that?
[9:34] » The memo from the chief recommends
[9:36] approval with those conditions.
[9:41] » Agree. That's a We've been doing this a
[9:43] long time. They've been doing this a
[9:45] long time. So, I don't disagree with
[9:48] that. So, uh any other comments or
[9:50] questions
[9:53] hearing? None. All in favor of the
[9:56] extended use for mal
[9:58] in fall motorcycle run signal saying I
[10:02] » I opposed. Thank you.
[10:06] Oh, here we go. Must be nice.
[10:08] » Item six, plan commission
[10:11] recommendations chair update and our
[10:14] chair is here and Tim.
[10:17] » Good year trustees and President Wen.
[10:20] » Uh we had three things on the item this
[10:22] month. So um the first one is a petition
[10:24] by the Wisconsin Development LLC
[10:26] uh uh Tom Troy and and I'm sorry Dar
[10:30] Sarbani to reszone 8506 Street North
[10:33] Hudson from C3 to RA. I'm understanding
[10:37] some changes to that. So, I'll have our
[10:39] attorney kind of speak to that right
[10:40] now.
[10:41] » Yeah, I understand that we had Gan and I
[10:44] and a representative from them had a
[10:46] call today and they had some questions
[10:50] and I believe they contacted Gina later
[10:52] this afternoon and requested that their
[10:55] petition be pulled from the agenda and
[10:58] they're going to re-evaluate u what they
[11:01] want to do.
[11:05] » Okay. Okay, we'll move on. Move on.
[11:09] » Second thing, we had a condition of use
[11:10] permit by uh doing business as North
[11:12] Tuts and Pepperfest. I removed myself
[11:14] from this meeting at this time. So, um
[11:16] this is all basically what I reviewed
[11:18] from the the the tape, but actually
[11:20] another conditional use permit to um
[11:23] extend the time that we had before that
[11:26] you guys already approved for the
[11:28] building of the community center on 850
[11:31] Monroe Street North.
[11:34] Um all of that was passed with u
[11:37] approval by the board um committee I
[11:40] should say but there were comments of
[11:41] course from the committee from the
[11:43] community which we definitely respected
[11:45] and that but basically some were on the
[11:47] size of it and then other comments were
[11:49] favor of it. So in general um it's just
[11:53] an extension from what you guys have
[11:54] done done already and we have the 11
[11:56] conditions that were um brought back in
[11:58] again that uh we you guys approved
[12:00] before. So 4017 Street [clears throat]
[12:03] North and once again there were comments
[12:05] there. One of the comments made by the
[12:07] committee members is the fact that uh
[12:09] that Pepper Fest goes into some type of
[12:11] agreement. Number one, what we put on
[12:12] there during the festival does not
[12:15] affect the the actual parking lot
[12:17] itself. [laughter] Number two, maybe
[12:19] obviously u we just we can talk more
[12:21] about that with the city min
[12:23] administrator as far as the financial
[12:24] side of it also. But that also approved
[12:27] and Paul any comments on that?
[12:30] No, it was supported. It was needed. Uh
[12:33] Gina did a good job of representing the
[12:35] village and explaining, especially
[12:37] around election time, to have people
[12:40] with a a proper place to park so they're
[12:43] not struggling going through gravel and
[12:45] snow and mud and anything else. So,
[12:50] » Okay,
[12:51] I'll wait here for your motions and if
[12:53] you have any questions during that
[12:54] period of time, otherwise I will.
[12:58] So, I have I have questions for our
[13:00] attorney.
[13:02] Each of the um can we can we discuss
[13:05] those or we have to have a motion first?
[13:08] » I'd have a motion and then discuss.
[13:09] » Okay.
[13:12] » So, which
[13:14] » So item
[13:15] » Well you're I would start with
[13:17] » B
[13:18] » C.
[13:20] C. Okay.
[13:21] » Yeah.
[13:21] » Conditional use permit by Tim Z for the
[13:24] construct community center. Uh, is there
[13:27] a motion
[13:29] to
[13:30] approve?
[13:32] » St. I make a motion to approve the
[13:34] petition for a conditional use permit
[13:36] application by Tim Zeiss, DVA North
[13:39] Hudson Pepper Festival, Inc. to
[13:41] construct a community center and
[13:43] pavilion located at 704 Monroe Street
[13:46] North, pin number 161-104-50-0000
[13:52] with the following conditions per the
[13:54] plan commission's recommendation.
[13:56] Number one, all operations shall comply
[13:58] with federal and state regulations,
[14:00] local ordinances, and state and fire and
[14:03] NFPA codes. Number two, property must
[14:07] pass a satisfactory fire inspection.
[14:10] Number three, the site plan must be
[14:12] reviewed and approved by the plan
[14:13] commission for compliance with zoning
[14:15] standards, including setbacks, building
[14:18] size and height requirements,
[14:20] landscaping, and possible mitigation
[14:23] elements for adjoining residential
[14:25] properties. Number four, parking for
[14:28] building occupancy limit shall conform
[14:31] with municipal code 98-31C,
[14:35] which requires one space per five
[14:37] people, provided that off-site parking
[14:39] constructed in cooperation with the
[14:41] village, may be used to satisfy the
[14:43] parking requirement.
[14:45] Handicap parking must conform to state
[14:47] requirements. One space per 25 people
[14:50] requires eight spots for 200 occupancy.
[14:54] Item five, state approved plans must be
[14:56] provided to the building inspector
[14:58] before a building permit can be issued.
[15:00] Item six, a sign permit must be issued
[15:03] by the building inspector prior to any
[15:05] sign being installed. Signs shall be in
[15:08] conformance with section 98-102
[15:11] signs of the municipal code. Item seven,
[15:15] hours of operation must comply with
[15:17] village defined hours and not go beyond
[15:19] quiet hours. Number eight, no
[15:22] residential occupancy.
[15:25] Number nine, no commercial operation
[15:27] unless directly associated with
[15:29] Pepperfest nonprofit fundraising.
[15:32] Rentals for private events must be
[15:34] donations or handled within nonprofit
[15:36] parameters.
[15:38] Item 10, outdoor lighting must be low
[15:40] light when not in use, down lighting
[15:42] only, and no tall poles or flood lights
[15:45] affecting neighbors. Item 11, an
[15:48] operational plan must be developed and
[15:50] submitted for village board approval to
[15:52] define day-to-day use, hours, noise
[15:56] control, maintenance responsibilities,
[15:58] and event handling.
[16:01] » Thank you, Brian. Is there a second?
[16:03] » Second.
[16:04] » Thanks, Kirk. Discussion.
[16:11] So Paul, the operational plan that the
[16:14] board is supposed to approve on
[16:16] condition 11, where in this process does
[16:18] that happen?
[16:20] » Um, that's going to they'll have to come
[16:23] up with something and present it to the
[16:25] board before they can
[16:28] operate their facility.
[16:30] » So I'm assuming it's going to be before
[16:31] we actually open the door, obviously,
[16:33] and get approved. There was questions
[16:35] about the maintenance, of course, that
[16:36] key. We're going to hire maintenance um
[16:39] firm to maintain this thing. We're not
[16:41] going to rely on volunteers. We're not
[16:43] going to rely on
[16:45] anybody here at the village to maintain
[16:46] it. We're going to we're going to fund
[16:48] that maintenance crew to maintain the
[16:50] the actual building itself.
[16:52] » That wasn't probably clearly stated at
[16:54] the planning commission, but that is
[16:55] definitely going to be the case.
[16:57] » Thank you. That was that was certainly
[16:59] one of the questions.
[17:00] » Does any part of you want it to go to
[17:02] park before it or do you fine with us
[17:03] coming straight here?
[17:05] » I'm sorry.
[17:05] » Do you want it to go to the park first?
[17:07] » No.
[17:08] » Okay.
[17:08] » No. No. Um, the other question that I
[17:11] had was in response to the questions
[17:12] from the community about the use and if
[17:15] it would be uh a use for private rental
[17:19] and what that what that would mean for
[17:22] the neighborhood. And I'm I'm reading
[17:24] the conditions and they seem a little
[17:26] bit conflicting in that there can be a
[17:28] rental a rental for private event is a
[17:30] donation or handled within nonprofit
[17:32] parameters which I don't know what that
[17:33] means. So can you explain if it will be
[17:36] used for private rental? Yeah, the
[17:38] intention's obviously obviously a lot of
[17:40] nonprofit organizations that we
[17:41] definitely know that we that we give
[17:42] money to definitely want to use it. But
[17:44] secondly, we do we do see smaller events
[17:47] like family reunion type activities
[17:49] potentially smaller graduation type
[17:51] activities part you know events at the
[17:53] at that we'd have rent out. Um, I don't
[17:56] anticipate any type of larger events in
[17:58] the like a wedding or anything like that
[18:00] because there's limited occupancy that's
[18:02] dependent of course number one on on
[18:04] parking and number two just on the fact
[18:06] the size of them can only have so many
[18:07] people in it based on our requirements
[18:10] by the state and the federal being a
[18:12] community center itself. Now, we will
[18:15] set those things up in that operational
[18:17] plan that we're talking about that we
[18:19] will define those activities and all
[18:20] that will be coming in front of you
[18:22] before we actually open those doors. So
[18:23] I'm just telling you that that
[18:24] definitely is going to be laid out in
[18:25] front of you.
[18:26] » Thank you. And so when the village the
[18:28] building has up to 200 person occupancy,
[18:31] will the plan identify then if the
[18:34] private or events will be up to the 200
[18:37] person occupancy?
[18:38] » Yeah, we'll define that. And obviously
[18:39] there's going to be two large rooms with
[18:42] the bathrooms in the middle. Um that 200
[18:45] is stretching it to be honest with you,
[18:47] but um we will definitely define what
[18:49] type of activities are limited to that
[18:51] 200.
[18:53] Um anything bigger of course we have to
[18:54] put different firework I mean um
[18:56] sprinkler systems in and water you know
[18:58] and HVAC activities. So um that's size
[19:01] is dependent on what we can do for the
[19:03] number of people that can be in it. So
[19:05] » Thank you.
[19:06] » Yep.
[19:08] » One of the comments we had um you know
[19:10] the size we've heard and we definitely
[19:13] respect the neighbors for bringing that
[19:14] up. The front of it is no bigger than
[19:16] the front of any house that's on Monroe
[19:17] Street. It's just the depth that comes
[19:19] back into this park. That's obviously
[19:21] the land that we own. Um, but we feel
[19:23] mirrors closely to the building in
[19:25] itself with a sidewalk walking into the
[19:27] actual building for the backside. And
[19:29] then of course um
[19:31] the pavilion in the backside um will add
[19:35] additional space for outside use. We do
[19:37] plan in adding more green space to this
[19:39] whole neighborhood. We we we definitely
[19:41] are going to be budgeting for that. We
[19:43] plan on adding trees and definitely
[19:44] definitely fencing for the neighbors
[19:46] behind so they're they can provide
[19:48] additional uh privacy for them. Um
[19:51] Pepper Fest will make this right and you
[19:54] guys will be through the every step
[19:56] through it. As I stated before, we ran
[19:58] out of time. We jumped the gun, but the
[20:00] fact is is that we're back here again
[20:01] because we are moving on it. We've we
[20:03] are definitely moving on it.
[20:06] So,
[20:09] » Any other comments or questions?
[20:13] Hearing none. All in favor of the motion
[20:16] to uh permit the commission conditional
[20:20] use permit for the Pepperfest to
[20:23] construct community center signify by
[20:25] saying I.
[20:26] » I
[20:27] » Opposed.
[20:29] Unanimous decision. Thank you. And uh
[20:33] next is a contin conditional use permit
[20:37] by the village of North Hudson to
[20:39] construct a parking lot at 4017th
[20:43] and pin 161
[20:46] 105
[20:49] or 154
[20:52] 0000
[20:53] discussion possible action is there a
[20:55] motion. I move to approve the petition
[20:58] for a conditional use permit application
[21:00] by the village of North Hudson to
[21:01] construct a parking lot located at
[21:03] 4017th Street North Pin 161-1015-4-0000
[21:09] per the plan commission's
[21:11] recommendation.
[21:14] Uh I would like to add that I think the
[21:16] conditions in the packet uh down below
[21:19] in the staff report should be included.
[21:25] Second.
[21:27] » So, you're suggesting provide a grading
[21:30] plan. Um, ensure that the property line
[21:33] isn't crossed into the adjacent property
[21:35] and uh include curb and gutter and
[21:38] driveway between the parking stalls with
[21:41] 24 ft.
[21:42] » And I like the crosswalk idea, too.
[21:46] » And a crosswalk to the village hall.
[21:48] » Yeah.
[21:48] » And to the community center.
[21:55] Any other discussion?
[21:58] » Could you explain the
[22:01] uh gutters between the parking stalls?
[22:03] » No. Curb and gutter.
[22:04] » Oh, curb and gutter around. You saying?
[22:06] Yeah.
[22:06] » The parking lot shall include parameter
[22:08] concrete curb and gutter and the
[22:10] driveway width between parking stalls
[22:13] shall be 24 ft per village ordinance.
[22:16] » Thank you. Very good. And the reason
[22:18] we're concerned about the grading plan,
[22:21] Kevin,
[22:22] » Is we want to make sure where the
[22:23] water's running in that run.
[22:26] » Yeah.
[22:26] » The only the only one thing that's not
[22:28] mentioned here that crossed my mind when
[22:31] I was reading this is lighting. Do we
[22:34] need lighting in that parking lot? I
[22:36] don't know what our lighting is like out
[22:38] there.
[22:39] » It's a good question. I don't think it's
[22:40] ever considered, but the fact is I think
[22:42] most of the activities that we would
[22:43] have would not.
[22:45] But for the people using a parking lot
[22:48] » Um
[22:49] » In an evening type type setting or
[22:51] winter
[22:52] » Y
[22:53] » Um it would it tends to be darker out
[22:55] there
[22:58] definitely address that. Yep. Yep.
[23:00] » Just a thought. I don't know if we need
[23:02] one light you know somewhere that you
[23:05] know give a little lighting for it. So,
[23:07] I have a question on the village's um
[23:10] funding or financial responsibility for
[23:13] this um which I I know it's not in this
[23:16] year's budget and but the prop the
[23:18] proposals that it would be um
[23:20] constructed September to October and how
[23:23] do we propose to pay for and maintain
[23:26] this property.
[23:28] » Yeah. So part of the discussion that
[23:31] we've had is that um Pepperfest would
[23:34] we're trying to figure out what the
[23:36] estimated cost is so we can have a
[23:38] budgetary number. Um and the the
[23:41] conversations would be that Pepperfest
[23:43] would be contributing financially to the
[23:47] undertaking of the parking lot since it
[23:48] would be available for use and shared as
[23:51] a part of their CUP. Um and so depending
[23:54] on what that final number ends up being
[23:55] from a again not we're not going out for
[23:57] bid yet just getting budgetary numbers
[23:59] estimates um [clears throat] we'll sit
[24:01] down and have that conversation so that
[24:03] we know what the exact amount's going to
[24:05] be what Pepperfest is going to be
[24:07] contributing versus what would be the
[24:08] responsibility of the village.
[24:10] » Yeah. And I I I would maybe add that to
[24:13] the motion to be honest with you that we
[24:15] do contribute because we our intentions
[24:17] are and the planning commission kind of
[24:19] made that statement not only just
[24:21] financially but also the fact is that
[24:23] what we might put on there once a year
[24:25] that we don't affect the actual parking
[24:27] in the lot itself the the the asphalt.
[24:32] So I think I I I definitely think well I
[24:35] know my suggestion representing that
[24:37] side of the world that we should put
[24:39] something in there that we financially
[24:40] are committed to put something into it.
[24:42] I'm standing here right in front of you
[24:43] saying we will but I think you guys
[24:45] should put that in your motion.
[24:48] » I'm
[24:48] » That's my suggestion
[24:49] » And I appreciate that. That's um very
[24:52] that's very important to hear and and
[24:54] very generous of an offer. Um, I'm just
[24:57] trying to understand how the village is
[24:58] going to come up with the money for this
[24:59] year's construction and when are when is
[25:01] that coming in how is that going to
[25:04] happen for uh something starting this
[25:06] month?
[25:07] » Yeah. And I don't think it will be able
[25:09] to start this month now. Um I think
[25:12] we're looking probably at October would
[25:14] be the soonest we'd be able to get it
[25:15] back in front of finance and back in
[25:16] front of the board. So it would come
[25:18] from unassigned funds or what's and what
[25:21] but we don't know what it would be or
[25:23] how much Pepperfest is contributing.
[25:25] » We would know by the time it comes back
[25:27] in for approval for the dollars.
[25:29] » So will it come back to the board for
[25:31] the budget decision then?
[25:34] » And will this be owned by the village or
[25:36] will it be owned by Pepperfest or is a
[25:38] joint ownership proposed?
[25:40] » Continue to be owned by the village.
[25:44] » Good question.
[25:45] » Yeah, good question. Any
[25:49] other comments or questions?
[25:51] » So, we're only approving the conditional
[25:54] use. We're not approving the actual
[25:57] construction.
[25:59] » Correct.
[25:59] » Yeah. That'll have to go through
[26:00] finance, too.
[26:01] » Correct.
[26:01] » So, that's why it's Yeah. So,
[26:04] » We go off for bids and understand what
[26:06] the actual Yeah.
[26:07] So then
[26:09] would the person who made the motion
[26:11] amend the motion to include um
[26:14] Pepperfest's uh
[26:17] uh suggestion to partner?
[26:18] » Let me interrupt it. I apologize for
[26:19] that. No,
[26:20] » Being the fact that you got to come back
[26:21] in October, I think we'll address that
[26:23] then because the fact is what the bids
[26:25] are.
[26:25] » Yeah, that makes sense. Good. That's
[26:26] » What I was going to say.
[26:27] » Yep. Good. Okay. So this is uh in part
[26:30] just to get kind of get it going and if
[26:32] there's a possibility we could have that
[26:34] parking lot done before election day it
[26:36] would be really nice helpful
[26:40] » But no matter what we have to come back
[26:41] because it hasn't gone through finance
[26:42] so even if whatever we decide yeah
[26:47] » Any other discussion or questions
[26:50] » Should we add the lighting question or
[26:52] leave that for future
[26:57] » Lighting
[26:58] the that was brought up about the need
[27:00] for lighting. If there's going to be a
[27:01] parking lot, voting goes into the
[27:03] evening. The meetings go into the
[27:04] evening.
[27:06] » I did it.
[27:09] » Okay. I will
[27:10] » That'll be included in the actual
[27:12] finance. I will amend it to add one
[27:15] additional
[27:17] » Um
[27:18] » Condition
[27:19] » Condition
[27:20] » Condition which is to add or consider
[27:25] adding lighting if necessary.
[27:27] » Yeah, evaluate lighting.
[27:28] » Evaluate lighting.
[27:31] » And who seconded me? I don't
[27:33] » Second
[27:33] » Nick.
[27:36] » Okay.
[27:38] Uh all in unless there's further
[27:42] discussion, all in favor of the uh
[27:45] amended uh uh uh
[27:49] motion to maybe add lighting or whatever
[27:53] depending on with it what's going on
[27:56] down there over there. So, uh we'll uh
[28:01] any discussion on that hearing? None. We
[28:06] will uh all in favor signify by saying I
[28:10] » I
[28:11] » Oppose.
[28:14] Okay. Unanimous. Yeah. All right. Next.
[28:17] » One thing else why I have to hold the
[28:19] floor. First of all, I've been doing
[28:20] Pepper Fest for many years and this year
[28:22] by far was our most profitable
[28:24] Pepperfest ever. So, I just want to make
[28:25] it aware and I want to thank all the
[28:26] community that came out and supported us
[28:27] and all the volunteers who helped make
[28:29] this weekend so successful. So, thank
[28:31] you.
[28:32] Well, you ask for better weather, right?
[28:41] » All right.
[28:41] » Oh, Timmy, not yet. [laughter]
[28:44] » We need you for a couple more years,
[28:46] buddy.
[28:48] » All right. Next item is personal finance
[28:51] committee recommendations. Claims
[28:53] approval requested. Uh, Stan, can I move
[28:55] to recommend the board to approve the
[28:57] September 2026 non-recurring claims of
[29:00] $38,100.74?
[29:03] » Thank you, Kirks. Is there a second?
[29:04] » Second.
[29:05] » Thanks, Dusty. Discussion or questions?
[29:10] » The uh largest claim for the month of
[29:12] September was $25,000 and that was to
[29:15] St. Croy County for the hot patching and
[29:17] seal coating of Kretley. Um, that number
[29:19] is well within our budget, within the
[29:22] operating budget. So um that is the
[29:24] total number for that work for the year.
[29:27] » Thank you. Uh okay, any other discussion
[29:30] or questions?
[29:33] » Hearing none. Uh Mary.
[29:36] » Yes.
[29:36] » Yes.
[29:37] » Yes.
[29:38] » Yes.
[29:38] » Yes.
[29:39] » Yes.
[29:39] » Yes.
[29:40] » Unanimous.
[29:42] Thank you. Public works. Brian, you're
[29:45] up.
[29:46] » Uh Stan, we did meet and um I lost my
[29:51] place. There we go.
[29:54] Uh
[29:56] we we talked about dumpster. We're
[29:59] working on a ordinance for people
[30:01] placing dumpsters on our roads and uh we
[30:05] went through it and made a
[30:06] recommendation that we sent up to Gina.
[30:10] Uh we were using Hudson's to be honest
[30:12] uh what they were doing with their
[30:13] dumpsters. Um, and you guys realize
[30:16] these are the big dumpsters that people
[30:18] put out in the street and then they fill
[30:20] them up and sometimes they're um
[30:22] injuring our streets and there's they're
[30:25] staying way longer than we anticipated
[30:27] them to be there and sometimes they're
[30:29] in tight spots. So, we're working on
[30:31] trying to come up with an ordinance that
[30:33] can address that similar to what
[30:35] Hudson's done and we passed that up to
[30:37] Gina to get it in North Hudson format.
[30:41] And then uh we also were looking at the
[30:44] intersection at Kratley and 35
[30:48] and we had an we had a traffic study
[30:50] done by the folks that were wanting to
[30:53] build the apartments there on 8056
[30:55] street or 850 whatever it is. Um but
[30:59] that traffic analysis was not a real
[31:02] traffic analysis which we talked to our
[31:06] engineer about. If we really want to
[31:08] know what the traffic looks like on that
[31:10] street right now, um, we would need to
[31:14] have what is called a traffic impact
[31:18] analysis, a TIA, from the Wisconsin
[31:20] Department of Transportation, WHISD dot,
[31:22] forratley lane and US Highway 35. And so
[31:26] I'd like to make a motion that we move
[31:29] forward with asking that to be done. And
[31:31] I'm not sure how we do that. [laughter]
[31:33] Is that something that goes to you?
[31:35] » Probably would. or is it
[31:37] » The village would send it out.
[31:39] » Okay.
[31:39] » And I did I did call um I did call the
[31:43] highway department and did have a
[31:44] conversation about this. Um I think the
[31:46] biggest thing was is we probably need to
[31:48] understand what cost there would be. Um
[31:51] but they are aware that this is
[31:52] something that we're looking into or
[31:54] likely going to be asking for.
[31:56] » Okay. So no need for a motion. Any other
[31:58] discussion then? Yeah, I'd like to This
[32:01] actually came up with the park board as
[32:02] well regarding the connection um between
[32:05] the trails there. I know the county owns
[32:08] the trail but and the state owns the
[32:11] highway, but it's the village residents
[32:12] that are primarily using that and um as
[32:15] trails being part of our recreation
[32:17] system, feeling unsafe crossing there,
[32:20] um which we've heard about kids before
[32:23] even the trail was there. And so I'm
[32:25] wondering if the traffic study can
[32:26] include concern uh pedestrian impacts
[32:30] and pedestrian safety. It's not just
[32:32] about the volume of cars, which I think
[32:34] is what the developers analysis really
[32:37] considered was the how many cars are
[32:39] coming in and out there
[32:41] and that's you know whatever that's what
[32:44] it is. But the the crossing the safety
[32:48] of people and bikes crossing there would
[32:51] be a different analysis.
[32:56] and the speed of the traffic with people
[33:00] crossing
[33:01] » And even I appreciate our little um
[33:03] solar light thing, but like I was just
[33:06] watching so people don't see it. It's
[33:08] not prominent enough to catch their
[33:11] attention.
[33:12] » Well, I'm hoping that we could get them
[33:14] to do it now, like as soon as possible
[33:17] because of the traffic issues related to
[33:19] 94.
[33:21] If they do it when 94 is not being
[33:23] worked on, the traffic looks a lot
[33:26] different going up 35 than it does when
[33:28] they're working on that uh 94. And we
[33:32] know like what every two years it seems
[33:34] like they're redoing 94 lately and
[33:36] they're shoving a lot of traffic right
[33:38] down 35
[33:40] » Here. So I'm hoping we can get it done
[33:42] while that traffic issue exists out
[33:43] there so they get real numbers.
[33:48] Um and then Stan, the only other thing
[33:50] that we were discussing was the Monroe
[33:52] Street project and Kevin gave us a
[33:54] little update on that. Um they did the
[33:58] archaeological
[33:59] analysis,
[34:00] » Right?
[34:01] » Put shovel down and checked and
[34:03] apparently no issues.
[34:05] » Nothing archaeology wise. And the next
[34:09] thing was
[34:11] uh was it the temporary permits that
[34:14] » Yeah, we'll have to go through
[34:16] TLE
[34:17] » Tle. Yeah.
[34:18] » And then there's a little bit of fee
[34:19] that we're going to have to [cough]
[34:20] purchase. [clears throat] So that's
[34:22] through the acquisition process.
[34:25] » So the way he did it was it it takes a
[34:28] month for us to get back the
[34:30] archaeological stuff and then another
[34:33] month to do this and another month to do
[34:35] that. So we're looking at um the
[34:37] earliest that we'd actually be working
[34:40] on this is spring of 2028. Correct.
[34:43] » Can you describe what the project is?
[34:45] the Monroe Street project.
[34:48] » Could you describe what that is?
[34:49] » Oh, we're repaving and redoing the
[34:52] Monroe Street uh Monroe Street from
[34:55] » I forget where it started.
[34:57] » Helen
[34:57] » Helen [clears throat]
[34:58] » Down to Lemon right in front of the
[35:00] school. A sidewalk is going in on the
[35:03] school side in that plan.
[35:04] » Oh, this is this is the sidewalk. Got
[35:07] it. Okay.
[35:09] And um I think the most recent thing
[35:11] that we heard from
[35:14] uh Kip on the water and sewer um is that
[35:18] they're going to replace water and sewer
[35:20] in this project as well.
[35:25] » That's a plus.
[35:28] » Yes. They they they did a television
[35:31] thing and at first they thought they
[35:32] might be able to slip that, you know,
[35:34] put the slip line in there and then they
[35:36] realized there's too many areas that
[35:38] it's just not going to work. So they
[35:40] decide they're going to redo the whole
[35:41] sewer and water. So it's a little bigger
[35:44] project that's going to time-wise that's
[35:45] going to slow it down, isn't it?
[35:47] » Not tremendous.
[35:49] » You don't think it'll take all summer?
[35:51] » It'll probably take about three months.
[35:53] » Three months to finish.
[35:54] » Okay.
[35:56] And that's all I got from public works.
[35:59] » Thanks, Brian. And there's no motion to
[36:02] deal with there. So, we'll move on to
[36:06] public safety. Dusty
[36:08] » Stan, we did not meet, but we'll be uh
[36:10] meeting this Thursday instead of next
[36:12] Thursday. We moved our meeting up a
[36:14] week.
[36:15] » Okay. Thank you.
[36:19] And next would be public welfare
[36:23] committee.
[36:25] Uh they did meet uh thank you Mary for
[36:27] stepping in for me. Uh we talked about
[36:30] um existing nonsense or they did
[36:32] complaints and then kind of adjusting
[36:34] what the future of um different things
[36:37] like tree disease and stuff like that to
[36:39] kind of go forward on um different
[36:41] complaints about that but nothing to
[36:43] bring forward.
[36:45] » So you're looking at the oakil issue.
[36:48] [clears throat]
[36:48] » It's one of the discussions of future
[36:50] agenda items. Yes.
[36:51] » Thanks.
[36:54] » Thank you. to item 11, park board. Mary,
[36:58] » The park board did meet. We don't have
[37:00] anything to bring forward, but I'll talk
[37:02] about the main points that we discussed,
[37:04] which um were the same that were
[37:05] discussed at the welfare committee
[37:07] regarding the tree management policy.
[37:09] The park board had some concerns about
[37:11] the role of the park board in
[37:12] administering and directing the forester
[37:15] and concerns about implementation of the
[37:18] tree nuisance on public property. So, it
[37:22] was really a discussion. and we didn't
[37:23] make a recommendation and we will um
[37:27] since it wasn't to the board tonight, it
[37:28] sounds like it's maybe being revisited.
[37:31] So, we'll find out about that before our
[37:33] next meeting. Um also um we talked about
[37:38] the safety crossing at 35 to the trail.
[37:40] So, thank you um public works for
[37:42] bringing that up as well. We are working
[37:45] on um for our September meeting on the
[37:49] capital um recommendations to move
[37:52] forward for the 2027 budget and we'll be
[37:56] getting those to um to Matthew Howell,
[37:58] the public works director, and to Gene
[38:00] Albertie, the administrator. And then um
[38:03] last thing is a note that um uh someone
[38:06] a parent a mother I think contacted
[38:08] Gerber Leisure regarding the fact that
[38:10] we've got um incorrect grammar placement
[38:15] on the scent signs at the snack shack in
[38:18] the new um Chief Jansen Park and Gerber
[38:21] Leisure is going to make sure that that
[38:23] is corrected so that children's learning
[38:25] is correct about where the scent sign is
[38:28] placed. And then also it was discovered
[38:30] that there's um there's an error in the
[38:33] animal tracks. The medallions and the
[38:34] searches don't line up. And so um
[38:38] there's going to be a swap out for I
[38:40] think they're swapping a beaver for a
[38:41] turkey.
[38:43] » So So anyone who's noticed these things
[38:45] because um people have um it is being
[38:49] attended to um and at no cost to the
[38:51] village. That's it.
[38:53] » It's probably my wife. I drive her
[38:55] insane.
[38:57] [snorts]
[38:58] All right, item 11's done. So that
[39:01] brings us to item 12, which means we're
[39:05] uh adjourned at 6:39.
