that support the community, they've

served over a half a million people

at the Mid-South food Bank From 2018 to 2026.

Every Friday night over the last three years

between eight and midnight, they've

helped hundreds of people get their license and the list
[1:42]
goes on and on.

Item number two, discussion regarding fees for police
[2:02]
calls for service at short term rental properties.
[2:05]
Can we discuss this last week, requested by Spinoza.

I just wanted to make a comment, this
[2:14]
was going to be an amendment to the ordinance
[2:16]
at the first reading today, we will not
[2:19]
do that today but I wanted to read this just for clarity.
[2:23]
We will not be penalizing emergency calls,
[2:26]
we want to limit the burden placed
[2:30]
for the public in chronic nuisance incidents
[2:33]
and recovery for police services.
[2:36]
Additionally this amendment will hold short term rental property
[2:40]
owners accountable for their guests
[2:42]
by having on record a number for each owner that NPD can reach
[2:47]
out to when these events occur for code enforcement
[2:52]
or whatever qualifying office at City Hall
[2:55]
to report these incidents to environmental course
[2:59]
for remediation fees Et-cetera.
[3:02]
This one in particular is still under a legal review,
[3:05]
so are a lot of others, but I just
[3:07]
wanted to put that out there for you all.
[3:09]
These are going to change , I just wanted to read that
[3:15]
for the record so everybody is aware.

Speaker: We do have a short presentation,

we will try to be brief but this amends the current
[4:01]
and essentially sets the process for our updates for the zoning
[4:06]
map, what that update is sets the process for public notice
[4:11]
to every property owner in Memphis
[4:14]
and incorporation of Shelby County letting them know
[4:17]
the map is being updated and where they can go find that
[4:20]
and where the public hearing would be,
[4:22]
so we expect that to be potentially September
[4:25]
but probably October.
[4:27]
This is just saying we will send public notice
[4:30]
to all of the property owners.
[4:44]

is aware, we think it's going to be eventually September,

probably October.

this is is setting the process for letting people

Speaker: Basically saying we're having this meeting where

we're going to look at the new map .

we've continued to push it out.

I love saying October because it's a big change,

the dates are already established

and there's a meeting every month, the date is certain

but it just depends on which meeting we are going to go to.

Speaker: It's a work in progress and we are working with people,

it is the second Thursday of every month.

depending on how the process works.

was the ordinance.

So we're not taking any action on the ordinance

pure I don't feel comfortable if Councilwoman White hasn't

reviewed, we will get that taken care

Thinking ahead to the October meeting we've
[10:19]
heard from all constituents, Emily
[10:22]
put together a nice one pager, Josh sent the document to us
[10:27]
last Friday.

I just wanted everybody to be aware, take a look at that,
[10:33]
things we need to be reviewing as council members
[10:36]
as we approach all this.

Josh Whitehead: The memo Mr. Spence deals with this
[10:59]
ordinance, we are simpatico on the need for this public
[11:05]
hearing, we do have a suggestion that instead of having 200 000
[11:10]
people invited to a hearing that there would be an opportunity
[11:14]
for each of those people who have a real issue with
[11:17]
the amendment to have a separate hearing on their property
[11:21]
so they have due process specific to their property.
[11:25]
If you have 1% of those 200 000 people, that's 2000 people.
[11:30]
I don't think if they express problems with the way the map
[11:34]
affects their property, I don't know how that public hearing can
[11:39]
possibly be conducted in fairness to that person,
[11:45]
so that was the contents .

Speaker: We do want to work with them,
[12:01]
we are continuing to work with various stakeholders
[12:03]
and have for almost three years, we are
[12:06]
going to work on that process.
[12:09]
We are publishing an updated amount and zoning text,
[12:13]
we think a lot of the concerns are going to be resolved but we
[12:19]
have talked the past few weeks about this and look forward
[12:21]
to continuing that conversation .

There are unintended consequences potentially
[12:29]
with this proposal, so we want to make
[12:32]
sure we are providing adequate time for everyone.
