[2:19] for some of these establishments, again, questions were raised about the products that are on offer for sale.

[2:25] Not talking about nicotine products, we're talking about, you know, other things that were potentially problematic, as well as the operations themselves.

[2:34] And so the moratorium, therefore, does not affect any existing businesses, certainly doesn't require any closure,

[2:41] now would not allow them to increase their floor space.

[2:44] That's part of the expansion that's referenced.

[2:47] But again, after hopefully at the end of that six-month period, a better picture will emerge relative to the operation of these businesses in the city and with that information, you know, further for the review can be conducted from, again, from a zoning perspective.

[3:57] So the different vape shops and the head shops and the gas stations that are selling the different Delta 8, Delta 9 variants of usually below 0.03% THC or equal to 0.0HC which is legal on how I know that right now the governor and the legislature are maybe looking at that to try to change that which I really believe that they should, but until that time those products are legal.

[4:26] That's what's being sold in the area between those vape shops and

[4:30] the gas stations and convenience stores.

[4:34] Other than that, nothing illegal right now, but we are keeping our eye on that.

[5:05] and as indicated, I think there were some issues with

[5:09] up to the business operations.

[5:11] It's really Council's judgment as to how long its comfort level

[5:14] is for the administration and yourselves

[5:17] to look at these businesses from a zoning perspective

[5:21] and ascertain whether some further controls

[5:24] may be required or or or relative to the districts in which they locate.

[5:30] A year-long moratorium is a little unusual, not necessarily unlawful, but certainly a little unusual.

[5:38] I would suggest that if it comes, I'd recommend the six months, a little bit more norm.

[5:43] We're looking at these types of zoning moratoriums.

[5:46] And as you approach the end of that period, it may be that additional time is necessary

[5:50] for further research and study, in which case council can always extend the moratorium,

[5:55] if it's warranted based on that review process, but the idea being that the process should

[6:04] start in somewhat expeditious manner and continue on so that a business that may be interested

[6:15] an expanding is an unduly burdened by not being able to do so, and likewise, property owners

[6:24] and businesses looking to locate, you know, have a fairly short horizon as to whether they

[6:29] may be able to do so. So, again, I certainly recommend the six months, although it's certainly

[6:33] counsel's discretion to bump that out a little bit. But I would suggest that you may want to

[6:38] revisit in four or five months and see where the process is coming along.

[6:58] I believe it was Brunswick but that may have also been car washes because that was another

[7:03] thing that was discussed I have to research it and see okay well as long as you think

[7:08] I think it's six months is okay, we've always revisited.

[8:57] which is consistent with those labor agreements and the non-bargaining proposal that council has subsequently adopted.

[10:36] Our engineering department will design the trail, our employees with public works department as well as the parks and recreation department will actually install the improvements.

[10:48] I check with the state of Ohio and they usually fund about ten of these projects a year and they tell me they like to have, they don't want to do it in phases and they want to give out awards of $150,000.

[14:22] So the crews can be off the roads by the time the eclipse gets started.

[14:27] With the removal of the buildings on site, construction of the new senior center parking lot is expected to begin next week.

[14:33] completion date is May 31st although it will likely be delayed some with the

[14:38] expectation of some bad weather days ahead of us here and what we always expect

[14:43] during the spring. I also counsel happy to say that we've been working with first

[14:48] energy on a plan to completely relocate the power line entering the marina

[14:53] and nature preserve. We've talked about this in the past as an option. It has

[14:58] generally been

[15:00] House prohibitive in the past, but given the ongoing loss of land due to lake wave action, neither we nor first energy, feels that continually moving the trail is a practical and feasible solution in the long run. So the new line would come from the south off of Harbor Drive, and it would also provide what we believe will be some much needed improvement to reliability out there. So I'll keep you informed on that. We have gotten preliminary lay out from them.

[15:30] We think we have a favorable cost sharing agreement that we're working on so we'll keep the updated on that as we go.
