order. And this meeting uh I know it's

going to be a little confusing, but we
[0:12]
have three meetings today. And the very
[0:14]
first meeting will be of the Sanasinto
[0:17]
Redevelopment Authority. And this is a
[0:19]
regular meeting. It is August 19, 2025.

It was supposed to start at 6 p.m. We
[0:24]
now have a quorum. And I call this
[0:26]
meeting to order. Uh next uh uh on the
[0:29]
official starting of the quorum we'll
[0:30]
start with uh Commissioner Hower if you
[0:32]
can uh uh introduce yourself and then
[0:34]
everybody down the line.

regarding uh nomination for vice chair

and secretary of the board.

consider approval of development

reimbursement agreement with Olivarees
[3:00]
Organization LLC for capital investments
[3:02]
made in tourist number two, city of
[3:04]
Mercedes.

uh this agreement along with the one
[3:10]
that that follows are uh consistent with
[3:13]
what we had presented to uh both the TUR
[3:15]
board and the uh and the city council
[3:18]
prior. Uh uh as you'll recall in our
[3:21]
last meeting, we tabled uh one agreement
[3:23]
and didn't act on the other in order to
[3:25]
be able to correct uh the uh the
[3:28]
documents to reflect a split of
[3:30]
development costs. Uh what you're ending
[3:33]
up with in the agreements is with uh Mr.
[3:36]
Olivareis uh taking one half of the
[3:39]
responsibility for uh subdivision 16. Uh
[3:43]
and so all of the uh development costs
[3:45]
associated with that that were
[3:47]
referenced in the project plan for the
[3:49]
tur uh and and are as an exhibit in this
[3:53]
agreement uh will be covered by him at
[3:55]
50%
[3:57]
uh including 50% of the uh interest that
[4:00]
was acco that was uh provided for in the
[4:02]
plan. Uh since I'm at it, the the second
[4:05]
agreement will basically take the other
[4:07]
half of subdivision 16, this agreement
[4:10]
for uh Sanhasinto Enterprises, and take
[4:13]
full responsibility for subdivision 12.
[4:15]
And so um when you approve these uh uh
[4:19]
they basically will become an obligation
[4:21]
of the TURs uh and then we'll ask you to
[4:24]
uh ratify them when you come together in
[4:27]
a few minutes as city council.
[4:29]

moving on to item number five,

presentation. Receive an update on the
[5:13]
status of the development.

A is the uh for those that don't know me

uh I guess the status is where we at on
[5:31]
the development.

» I guess uh the question now lies now

that you all have uh moved to
[5:41]
as explained by
[5:44]
here is uh

city of Mercedes has said yes we're
[5:49]
going to move forward with this. We're
[5:51]
willing to you put all there you put
[5:53]
this investment
[5:55]
uh and then of course as we build it
[5:58]
taxes let's buy let's pay for some of
[6:00]
these uh infrastructure needs that we're
[6:03]
going to have out there as we met a
[6:06]
couple of days ago uh you all city
[6:08]
council I don't know if the mayor has
[6:10]
been able to brief him but u uh
[6:14]
commissioner Fuentes has uh come up with
[6:17]
u some grant money to reconstruct mile
[6:20]
to west and uh that should go to
[6:23]
construction next year and so that
[6:26]
roadway uh and those costs are going to
[6:30]
be uh not something that has to be
[6:33]
reimbursed with these tax needs. So uh
[6:35]
that's a good thing for the project. And
[6:38]
now uh the next thing we we would would
[6:40]
like to know as the developers, myself
[6:42]
and Joe, is uh uh when are you when do
[6:46]
you plan to put this item on the agenda
[6:50]
uh for commissioner court to act on it?
[6:53]
What are your thoughts?

» So I know that uh
[6:58]
I mean the sooner the better. I think uh
[7:00]
if we lead into it with whatever com
[7:03]
whatever minor conversations I had with
[7:05]
some of the concerns on it was that that
[7:08]
it'd be uh uh that that it was going to
[7:10]
be an annexed uh property.

» I think that's that's a moot point. Uh

we just need to get before them. So I
[7:16]
think whatever time it takes for us to
[7:18]
get all this stuff taken care of and I
[7:19]
would imagine that this is the final
[7:21]
move right prior to going over there.

Uh, and I would assume that the wording
[7:27]
is already put together for us to
[7:30]
present to them. At this point, it's
[7:32]
just a matter of requesting to get put
[7:33]
on the agenda.

um I would say we have so commissioner's

court was today. So, that means we'll
[8:02]
have till next uh Wednesday now to
[8:05]
submit it.

» So, we're thinking next month.

» Try to get it over to the commissioners.
[8:09]
» I would say within the next couple of
[8:10]
weeks unless there's some kind of
[8:13]
» Difference. We're going to be working
[8:14]
with our engineer to um finalize the
[8:17]
designs with North Alamo. They're going
[8:19]
to want some sort of assurance because
[8:20]
as you know, we're going to be carrying
[8:22]
a I think it's a 12 inch line all the
[8:24]
way from mile 11 down to mile 8 and
[8:27]
that'll give pressure to uh a lot of
[8:29]
those subdivisions in that area that you
[8:32]
know the there is no pressure
[8:33]
» And fire hydrant protection.
[8:35]
» Yeah. So, we going to want to finalize
[8:37]
that and uh because you know it's uh
[8:42]
it's going to be a big undertaking to
[8:44]
run that 12-in line for those three
[8:46]
miles. Just to make sure I'm clear,
[8:49]
you're talking about final finalizing
[8:52]
uh what we're doing with those Halamo
[8:53]
before going to commissioner's court or
[8:56]
» Well, we we've already gone to North
[8:58]
Alamo and the intent is there. We've
[9:00]
already given them a right map and
[9:03]
they've selected their route,
[9:04]
» But I want to make sure that everything
[9:06]
is is obviously uh in agreement
[9:11]
» As so that way when we go to
[9:13]
commissioner's court and we'll be there
[9:15]
to support any questions. Uh
[9:18]
» That's why you said next month instead
[9:19]
of in two weeks.

» Well, I'm you know, as soon as we can
[9:21]
get it out there, I I'll I'll cross
[9:24]
check that. And of course, you have a uh
[9:26]
a lift station there in front of the
[9:28]
sci-fi school. We want to make sure that
[9:31]
those needs that uh if we need to add
[9:34]
those capacities are well identified so
[9:37]
I can get a good price from the
[9:38]
contractors.

» Okay. So, what do you think a good
[9:41]
timeline for us would be to to put it
[9:43]
in? I mean, as soon as you can get them
[9:44]
in there, I mean, I'll put it on the
[9:45]
contractor and
[9:48]
» Uh as soon as you we I think that after
[9:50]
the city's done their final readings, we
[9:53]
should then put it on the commissioner's
[9:55]
court and if if there's they've got any
[9:57]
tough questions, we'll ask and if that
[10:00]
way we can answer them, okay?

» Because as you know, uh we have had had
[10:04]
a lot of positive response and there's
[10:06]
some some questions, so we'll be there
[10:08]
to answer them.

» All right. So, we're good to put it on
[10:11]
the next county commissioner's court.

» So, can we confirm on the water side
[10:15]
that's North Alamo and they're going to
[10:17]
provide pressure?

» Right now, North Alamo said they've got
[10:22]
enough capacities to uh to run for
[10:26]
number 16
[10:27]
» Uh to provide water, etc. He said, "Now,
[10:29]
when we get to to doing number 12,
[10:32]
» Right,
[10:32]
» He said, I think we need to go in there,
[10:35]
and I told him, we will reserve for you
[10:37]
all to go in there and put a water
[10:38]
tower." Okay, that's how they're going
[10:40]
to handle.

» So, so yeah, the sec the he said, "I
[10:43]
don't think we've got enough pressure
[10:44]
for the second subdivision, but I said
[10:47]
you let us know when we will give you
[10:49]
the uh the land dedicated to you so they
[10:51]
can go ahead and then start their
[10:52]
designs." So, so those kind kind of
[10:55]
