[2:21] the last hour last council meeting councilman Weston had pointed out that

[2:25] on Christmas Day that Walmart experienced an outage and aren't stam

[2:31] was on it very quickly took care of it and I appreciate that work but the

[2:36] question was wasn't there a switch that was installed it was supposed to have

[2:40] taken care of me and after the meeting toddler and I got on that I think

[2:46] finance was also involved with this because I think from the finance

[2:50] standpoint it was proved but we understand from utilities that without

[2:55] your knowledge that project was basically killed that it just it was not

[2:59] not done I don't have any answer for that and as you know we've gone through

[3:05] some transitions but what I'm trying to do is pick up the pieces from there and

[3:08] continue forward I'd like to point out and with Alicia's help she gave me what

[3:13] the agenda item was and this would have been on July third and 2013 and what was

[3:19] provided to you was report from David Rountree and also from Jeff bishop and

[3:25] basically talking about the way walmart operates that if they have a power

[3:29] outage and if it's in excess of five seconds they have to reset everything in

[3:33] the store empty the store and it basically affects their operations

[3:39] emptying the store that large plus it affects sales tax revenues as well that

[3:43] was the reasoning that was given to you for doing this but at the time the

[3:48] estimated cost was twenty-three thousand dollars now i'm working with tyler what

[3:54] i understand at the time and i think it was trying to save some money there was

[3:58] some discussion about trying to build one of these and in fact even in what

[4:02] was given to you was you know after you know doing some testing or something

[4:06] along that line and that doesn't make me feel real

[4:11] comfortable with the idea of building something like this I think the best

[4:14] thing to do is to go out to bid and buy something that is constructed especially

[4:18] for this has been tested it has warranties and we'll handle things not

[4:24] only handle the transfer handle the switches when they're necessary but also

[4:28] it's for frankly the safety of our employees as well to make sure that

[4:31] something like this is built properly so Brian our excuse me Tyler has been

[4:37] working on this and in essence he's dead a little bit of research and we think a

[4:42] new switch would probably be in the neighborhood of about fifty to sixty

[4:47] thousand dollars obviously we'll go out to bid but then also some amount of

[4:51] money to be able to do the installation some equipment that's necessary for that

[4:54] even in the installation there's going to be a time when we'd have to have some

[4:59] type of a generator out there for a few hours when we switch everything over I'd

[5:04] like to put this in a little bit of perspective this is a lot of money and I

[5:09] understand that but it's something that the council had had talked about doing

[5:12] in the past it is something that needs to be done with our infrastructure our

[5:16] utility infrastructure and it also ties into the fact that I don't think we

[5:21] should be looking at this in in a vacuum this is not the only improvement that we

[5:26] should be making in our utility system in fact we were talking just before the

[5:30] meeting started that we have some significant work being done at what we

[5:34] call the nickel substation which is by the will rogers practice field that's

[5:39] one that was installed in the early 1970s has had some maintenance word but

[5:45] not a whole lot and really needs to be rebuilt to be able to improve the

[5:49] electrical service to that entire area something like this needs to be done and

[5:54] at that Tyler is currently working on kind of a overall plan for improvements

[5:59] in our electrical system just like we're doing in our water system and our sewer

[6:03] system but since this was an item that the council had identified and really

[6:08] improved just three years ago I have less than three years ago frankly

[6:12] something that was promised to one of our businesses and something that really

[6:17] is necessary for their off erations I wanted to proceed with

[6:20] providing this to you and getting approval so we can move on it so that is

[6:24] definitely my recommendation but I think in the not-too-distant future they're

[6:28] going to be a lot of other improvements in our electrical system we're going to

[6:31] be bringing to you as well I do want to also highlight that our utility rates

[6:36] that were approved we're approved with the idea that some of these projects

[6:40] we're going to be taking place that we're obviously I mentioned finding us

[6:44] we're going to be looking at where the revenue will be coming from for this to

[6:47] make sure that we will have the additional revenues to start doing these

[6:51] capital expenditures there was one question about where the specific line

[6:56] item will come out of and we have a one item one line item in our budget for

[7:00] about ninety three thousand dollars which is overhead lines and we'll be

[7:04] taking this expense out of at this point we'll be keeping an eye on our new

[7:08] revenues coming in because our new rates just went into effect and seeing if that

[7:13] brings in some additional revenue so this is probably something that we're

[7:17] playing a little catch up on something that was provided to you but I also feel

[7:21] very comfortable that we're doing it right and what's being proposed to you

[7:25] is doing it in the right manner so that's what we're recommending approval

[7:34] I have Tyler on this with this generator that Dane had mentioned that you

[7:44] possibly will have to put into effect what what businesses are going to be

[7:47] affected how's this going to be displayed walmart just won't answer so

[7:51] this is really ill generated in a discounter well power walmart good

[7:54] you're not gonna be shelling power off to anybody else no this this is purely

[7:58] to circle with this type of situation think you kind of cover that you're

[8:02] you're looking at other areas that could be under the same type of issues have we

[8:08] this is about the only one so far that we found that we're up against yep what

[8:12] what we're dealing with right now is an item to you that's reactive but what we

[8:17] need to do is in our system we need to be proactive and not just to our

[8:22] commercial areas to our industrial areas even some of our service

[8:26] we have some discussions around the hospital about improving electrical

[8:30] service to them and it's just something that's this long overdue we need to have

[8:36] this focus we do have the resources to do it that's one of the reasons we even

[8:40] did the reorganization to have Tyler over a smaller organization because and

[8:45] absolutely no offense to Joe because he did a great job when he was public works

[8:49] director but it was too big and we needed somebody to focus on our

[8:53] utilities because it's just a huge amount of infrastructure that we have

[8:57] that we have to make sure that we're taking care of properly I want to

[9:01] clarify something because Brian use the term generator putting it generally

[9:08] pretty nice today to switch we need will need temporary have a temporary

[9:12] generator when we switch everything over about it but just for that time just not

[9:17] yes you know you're interesting on a pad although knows it for that day just for

[9:22] that day one day says you understand yes you know I had one more question and I'm

[9:26] not gonna put him by on the spot but we did have a number that was the loss of

[9:31] sales tax revenue per minute at walmart and I don't know if those numbers are

[9:35] still available it was pretty significant and that's one of the

[9:38] reasons we decided I don't have that well me that's what we want to spot it

[9:42] it was significant yeah it is it is but I again I I think we're keeping a

[9:48] promise that was made that kind of fell by the wayside with your question we

[15:49] you know it's basically engraved in goal that has probably the Coleman theater

[15:54] and something else a lot of people are wondering is that an official part of

[15:59] the 125th anniversary no it's not I think for the record we're wanting to

[16:03] make it clear that basically somebody is taking the initiative to offer that it

[16:10] certainly we're in no way endorsing it but we're also in no way saying that

[16:15] there's something wrong with it in other words that it might be a really neat

[16:19] commemorative firearm for somebody but a lot of people are thinking that we're

[16:24] doing that that we're putting that out there and we're not so it's just

[16:28] somebody taking the initiative this is America it's it's a way for somebody to

[16:32] maybe make some money but also by providing a service or providing a good

[16:36] that somebody would like so we're going to be putting something on our Facebook

[16:40] page because a lot of people are asking why are you doing this or asking about

[16:44] the gun and we have nothing to do with it whatsoever and there'll probably be

[16:48] some other businesses that will probably have other other you know identifiers

[16:53] zor something like that and commemorate and commemoration we're certainly not

[16:56] going to discourage that in the lease but but I think some people just be

[17:00] wondering what's official and what's not so that's the first item second item is

[17:07] we thought we'd asked Chuck to just do kind of a quick update on the animal

[17:11] shelter councilman Johnson at the end of the meeting asked about where we were at

[17:16] and I thought we'd give a little better presentation as to what's going on right

[17:20] now okay Thank You Dean as you know we had a meeting following the City Council

[17:26] menu at a staff meeting got a few comments from staff and I'm going to say

[17:31] a few tweaks on the plans city staff met with Anderson engineering last week

[17:36] received Monday yesterday we received some revised plans they got a couple

[17:41] more tweaks to do we're expecting that the next couple days here so I'm

[17:45] expecting before the end of the week to get that packet together our process

[17:49] then goes to purchasing our legal department to before it goes out the

[17:56] bids so I'm expecting by the end of the week we'll have that packet in to

[17:59] purchase legals hands for their review and then

[18:03] our process within go out for bids

[18:09] questions want to bring it up bring up to speed we're trying to get this done

[18:13] okay we think we have the budget to do yes we've we've based on the budget we

[18:19] have again cost estimates and we've also our intent to suspend all the money we

[18:25] have without going over the budget so a couple items we've done is put

[18:29] alternates in there that things that may be in additional phases but if we come

[18:35] in under the cost we don't want to you know not spend that money that's in the

[18:40] budget some people have donated to the project and we want to go there so we're

[18:44] trying to battle that because we never know what the bids are going to come in

[18:47] till the bids actually come in but with these alternates we can get as close to

[18:52] that that budget without going over that's our intent we want to ensure

[18:56] anybody that is previously donated to this project that they don't think that

[19:01] we've cut the amount of money that we head down by what they donated in other

[19:05] words their donations going to go on top and what we bunch of it excellent any

[19:10] other questions all in the animal shelter okay the third one Joe you might

[19:16] want to come on up for this too because Joe's taking the lead on this but I

[19:19] think this is really a neat project the central avenue bridge Joe approached me

[19:25] a few weeks ago just a couple weeks ago actually and mention that he had I

[19:32] basically you've been in touch with the chief of the Ottawa tribe and I didn't

[19:38] really realize this but you might remember that the Ottawa try provided a

[19:41] million dollars for that bridge and probably would not be as nice as it is

[19:46] if not for that cooperation with us and Joe is in the process of putting

[19:52] together a plaque for the bridge that would identify the co-operative nature

[19:57] between the city of Miami and the Ottawa tribe to be able to make that happen and

[20:02] it would identify the council members that were involved during that project

[20:06] it would be something be kind of a nice recognition for mayor catcher he was

[20:11] mayor time and help make that happen but also

[20:14] one of the things that I kind of threw out there as well is that for something

[20:18] like this somebody giving a million dollars for a facility you name it after

[20:22] them and we've talked to the tribe and they suggest it would basically be the

[20:27] ottawa ave central street broad with central sweetbreads although it would

[20:32] have the proper spelling for the trolling as what they would like to have

[20:37] on that and that would be something included so at a later time i'd like to

[20:41] bring you a resolution that we would name the bridge after the tribe you know

[20:45] in recognition of their donation that made it happen and when you really look

[20:49] at that bridge and what we've done at the Rockdale where'd you have really a

[20:52] nice book in that kind of ties into what we've been talking about to make this a

[20:56] good place to live so i just think that's good i want to thank joe for

[21:01] taking the initiative on that one because it's just one of those things

[21:04] that really recognizes that we're all pulling together all right thank you Joe
