[6:59] Ladies and gentlemen, at 8:15
[7:04] meeting order of [clears throat] the board of supervisors, regular meeting
[7:07] start with the pledge of allegiance. I pledge allegiance to the flag of the
[7:12] United States of America and to the republic for which it stands. One nation
[7:17] under God, indivisible, with liberty and justice for all.
[7:25] » Thank you all.
[7:31] A motion to approve the consent agenda. >> I make the motion to approve the consent
[7:37] agenda. Moving the accounts payable to under item 11.
[7:44] » Second. >> Motion made and seconded to approve the
[7:49] consent agenda is moving the accounts payable to number
[7:54] 11 due to some software problems yet. So
[8:00] we're working on it. The thought consent agenda also consists of the
[8:06] permit report, jail report, reporters report,
[8:11] [clears throat] minutes from September 1, 2026 board of supervisors meeting,
[8:16] and a fireworks permit for I29 Speedway 191933
[8:23] Jessup Avenue, Pacific Junction on September 26,
[8:28] year of 2026. That's a wrong address.
[8:32] » Oh, what's the address? I'm sorry. >> 19340.
[8:35] » 1 19340. >> Yep.
[8:37] » Okay. >> Wait, that correction.
[8:43] » There's still Jessup, right? >> Yeah.
[8:50] » Any questions? Anyone else have any corrections we need?
[8:55] » All those in favor? I >> move and carry.
[9:02] We have no new liquor license at this time.
[9:07] We're now up to public comment.
[9:12] » Uh morning, Henry Clark, Glennwood, Iowa. Have a quick brief discussion on
[9:18] Glenwood Hospital.
[9:26] And what I'm proposing is for the sale of it. Uh it's item 17. I recommend we
[9:33] do a 280 agreement with the city and the GRC development.
[9:37] Uh I would recommend we assign the Mills County Economic Development staff to
[9:42] this project. Uh what I recommend is one put it up for
[9:48] sale for three months listed on Craigslist or Loopnet as a retirement
[9:52] home, not for rental housing. uh set a price of $2 million with
[9:57] $50,000 property tax ceiling for first two years in market value and I put a
[10:03] million dollar bond for demolition on it. It's not brought into usage within
[10:08] two years. After three months, I recommend putting on auction. Okay? So
[10:14] million dollar minimum again $50,000 tax ceiling, million dollar bond for
[10:19] demolition. Benefits to this would save demolition cost. I just want to throw
[10:24] out $200,000 figure. Uh add the tax rule, say 100,000 or more per year once
[10:30] it's up and running. Add 32 jobs to the market.
[10:35] This item brings my original $23 million potential benefit for the development to
[10:42] auction process of the GRC ground to 25 million. Hospital was never part of my
[10:47] original 23 million to one time cash confusion. Uh, the addition of the
[10:52] $100,000 property tax brings my 2.37 million to
[10:58] date to 2.47 million annual property tax adjustments to either tax increases or
[11:04] cost reductions. Thank you very much for your time
[11:08] consideration. Still asking for a 20-year tax abatement
[11:12] in my house and any property I own during that time. Thank you very much.
[11:17] » Thank you, Henry. >> Appreciate it.
[11:20] Anyone else? Bonnie,
[11:23] » it's nice to see Don here at the at the meetings.
[11:27] » It's nice to see Don here at the meetings.
[11:30] » You need protection. >> You need protection.
[11:33] » Yeah. >> Yeah, you do. [clears throat]
[11:36] [laughter] >> You said that with a little bit of
[11:39] » nah. You've known me. >> Well, I guess you're up there engineer,
[11:46] » right? only general discussion today. Uh September 14th, we're shooting to do the
[11:53] uh permazine application on Eastman Road. That'll be from the whole length
[11:59] of Eastman, so 195th Street, all the way over to 221st Street. That will include
[12:06] up to the top of the hill on 22nd Street.
[12:11] That is of course weather dependent. So if there's rain in the forecast, we'll
[12:15] just push that back. until we get some dry blood.
[12:20] Um, we've sent up to Pawatami County our final comments for the maintenance
[12:26] county line agreement. So, we may have that ready for uh board signatures next
[12:33] Tuesday. Wait for their engineer to see if there's he has any final comments and
[12:38] we'll probably do similar to last time we had a document with them. We signed
[12:45] it here. hurry up to message send it up to them a copy and then they
[12:50] can sign it at their 10 o'clock board meeting do it all in the same day.
[12:55] Our pavement markings uh annual project is completed for the county
[13:02] next week or later later this week. I have flood plane manager web flood based
[13:07] training. So keep up on that. And then, believe it or not, we're already uh
[13:14] getting uh getting things ready for winter maintenance. It's around the
[13:18] corner. Um be looking over our equipment and stuff here in the next month or so.
[13:23] Make sure we're all good. Kind of doing some of the stuff carried over from last
[13:27] year. Minor things, sanders, make sure they're all good. But, uh there's
[13:32] potential for snow not not far away. So, >> as it is, it's not going to snow this
[13:37] year. >> Yeah. You never know, though. have to be
[13:40] prepared. So, um we did just get quotes from our sold prices this year. They did
[13:47] go up, I believe, seven $8 a ton. That happens a lot. We
[13:53] looked at another company. They're even higher. So, let's stick with the company
[13:57] we've been using. It's more but still cheaper than others. So, do what we got
[14:02] to do. But, we'll be getting that. So, we fully stocked
[14:06] » more than 2%. >> Yeah. Well, they didn't raise it for
[14:12] four or five years, so it's been stuck. So, it looks like a big jump. If they
[14:16] would have done the two 3% each year, not as noticeable, but it probably
[14:24] » And what about pre-treatment? >> We're not going to be doing any
[14:28] pre-treatment. >> I don't I think it's a waste of time
[14:32] because you never know what the weather's going to do. And if you put it
[14:36] down and it rains, it goes away. We tried some experiments, different
[14:43] things, and just with our operation, a big big factor is that we don't run 247
[14:49] like the state does. So they can put an application down. They have a lot more
[14:54] traffic and then they can come back and hit it again. Whereas us, we put it
[14:59] down, it may melt it, but then we can get
[15:02] refereed and put another application a few hours later. We don't have quite the
[15:06] amount of traffic that's keeping it there in the roads just running off. So,
[15:12] number of different things plus that that ice storm [clears throat]
[15:17] and the state ran into it too, but we pre-treated
[15:21] 241st and some subdivisions and it honestly didn't make any difference that
[15:26] night. >> Well, I think a lot of it got washed off
[15:29] before
[15:38] I got anything for me. We still have the f grinder or not?
[15:42] » No, we took it back. >> You missed some, but that's okay.
[15:49] » We got a little [clears throat]
[15:54] quite That made quite a difference out on 221st Street.
[15:59] » But there's still some Yeah, that was bad. It just seemed like it kept
[16:05] spelling up to
[16:11] What we got? >> So, I had a few people at Hickory Ridge
[16:15] reach out to me about these trees right here off of Hillman.
[16:19] » Um, they're blocking the right way. Well, not blocking the right way, but
[16:24] blocking the site distance from people pulling off of Hickory Ridge
[16:30] and uh the trees. The issue is is that
[16:33] they're kind of down a ways. It's kind of a ravine right here, but people here
[16:38] were wondering if there was any way that some of these trees could be um cut back
[16:43] so that they have more sight distance, especially since you can't turn left off
[16:49] of 34 right now currently because of construction. Uh might be a good time to
[16:54] do that if we're able to limit
[17:01] it. Well, you can see limits Here's this. So, I mean, it's right close there
[17:10] just to the right where there was >> distance at the corner turning out.
[17:14] » Yeah, I've driven it. I went out there. I mean, it's
[17:18] it's pretty tight. Pretty tight. So, I'm kind of over going into the road a
[17:22] little bit. >> Well, yeah, we'll go take a look at it.
[17:27] If it's up just for sight distance now, but most good. If it's something bigger,
[17:32] push back more to the fall or >> Yeah.
[17:36] » s distance or something like that. Maybe just trim it up.
[17:40] » Yeah. I appreciate it. >> Yeah.
[17:45] » I had a few people kind of jokingly, but in a sense, they said, "Well, you're
[17:51] fixing all them roads over there with that new product and stuff." He says,
[17:56] one guy says, "Can you can you get any of it east of there? east of Glenwood,
[18:00] you know, because it's all over around Glenwood and I will mention it to the
[18:05] engineer. >> Yeah, I know a lot of people perceive it
[18:10] that way, but it's also where the majority of our traffic is and
[18:14] » I told them >> the permazine um we're targeting areas
[18:19] where it's a cost benefit to us, right? And so places like Eastman, we're
[18:23] rocking it two, three times a year, putting this product down then saves us
[18:28] from rocking it hopefully. I mean, we will see, but it's for a cost savings
[18:36] just because of the traffic. >> And I and I explained that and they
[18:39] said, "We understand, but they said, you know, we still would like to have a
[18:43] little bit of new stuff in our area. We don't like to be left behind
[18:47] everything." Fortunately, I can't think of any gravel
[18:51] road on the east side of the county that has the same traffic as Eastman or
[18:56] Deacon for that matter. It's just I mean,
[18:58] » yeah, you couldn't find Washboard. So, any gravel road at some point,
[19:03] » every gravel road, >> but yeah, that's so that's why we're
[19:08] targeting folks in Well, I said if you can't put the cheap stuff down, just pay
[19:12] them. >> Yeah, that's right.
[19:14] » Okay. >> Or we could turn some of them back to
[19:18] their rent. Oh, go ahead.
[19:24] » But we'll uh keep that conversation. >> Okay.
[19:28] » Thank you. Have a good week. >> All right. Thank you.
[19:33] » Mr. Jenner,
[19:37] » thank you for coming in. >> Yeah.
[19:40] Put me on the agenda. So, >> sounds great. [clears throat]
[19:46] my board last Wednesday had an individual who wanted to
[19:51] see a project done in the county I guess so about three weeks ago I talked to him
[19:55] on the phone said it wasn't feasible he came to you guys said he was going to
[19:58] write a grant went to that point brought to my board
[20:02] decided not to go forward with it at all and that's how we're here so I wrote you
[20:07] guys a letter of what my board said
[20:12] [clears throat]
[20:16] sent that to you guys on sorry
[20:24] » so anyway like I said my board is is not trying to move forward with the project
[20:28] so yes I don't know if that's still means I've seen your guys' hands or not
[20:33] or if you guys have nothing to do with it because guess like I said we do not
[20:38] we have everything we need to do
[20:43] now you guys have questions about it or anything like that. But like I said, I
[20:47] think what my board said was pretty straightforward and laid it out there
[20:50] for you guys. So you guys can look at it. Said if you
[20:54] have questions, ask questions. If not, I don't know if any formal action said,
[21:04] you know, I read things on the county attorney what they put out and stuff.
[21:07] And when you try to get all these parties
[21:11] into one room, it's tough to do because you got the lake under this party, you
[21:16] got the grounds under this party, you have the board of supervisors. Uh, you
[21:21] know, >> like I said, we looked into this
[21:24] extensively 10 or 12 years ago. We're not against any of the parks, but we
[21:28] determined 10 or 12 years ago that this is just not feasible.
[21:32] » Well, it's just not feasible to go in that direction. I didn't look into what
[21:37] the insurance would cost to have an ADA ramp. You know, it would be probably on
[21:43] a separate policy because of the danger of it. And
[21:50] there's a lot of things like, you know, the lake may not be deep enough where we
[21:54] have to try and do this. So, you know, there will be dredging concerns and
[21:58] things that >> like I said, there's there's already a
[22:00] boat ramp there duplication services 60 acre light. So,
[22:07] » [clears throat]
[22:09] » So anyway, that's where we're at. >> I think it's a good idea to have an 88
[22:14] doc, good idea to have another program. But there's also a difference between a
[22:19] good idea and what is actually possible according to our staff. I think we need
[22:24] to trust our conservation staff who are out there every day and who have looked
[22:28] into this extensively. Not saying it's a bad idea, not saying that it's something
[22:31] that we can't look into in the future. I just don't think that with the grant
[22:36] deadline by the end of September and the conservation staff not being so sure of
[22:41] this proposal, I don't think that it's a good idea. So, I would make a motion to
[22:47] accept the conservation board's recommendation on requests for matching
[22:51] grant funds and to deny any improvements currently to the area.
[23:02] Forever
[23:15] I will second that for some discussion.
[23:22] We have a motion made and seconded. [clears throat]
[23:28] You might have to correct me on some of this.
[23:32] Uh due to the re recommendation of the
[23:36] conservation board and timing of this right now as far as when the grant has
[23:41] to be done, uh we would deny the improvements to
[23:47] Pony Creek Lake dock and boat ramp area. But
[23:52] fair enough with at least we have it on record.
[23:57] » Main issues that I see is number one, there's concerns about it being deep
[24:02] enough. Um, deficit and tax that they had gone out before in the past and
[24:09] checked the depth and that the depth wasn't quite their standard. Uh second
[24:13] thing that I'd be concerned about is since my understanding it's a
[24:18] non-navigable waterway, we'd have to have an easement with private land
[24:22] owner. Um and I don't believe to my knowledge um we never had the private
[24:29] land owner come in and talk to us. Never met with them. We never saw if this was
[24:33] something that they were interested in doing. And that's from advice from the
[24:38] county attorney's office. So I don't think that this is a terrible idea. I
[24:41] think it's a great idea. I just don't think that it's feasible right now. I
[24:46] think we got to trust our staff. >> Well, another thing, if you look at the
[24:49] number of terraces, conservation work that has done been done in the northern
[24:55] part of the whole drainage district and
[24:58] stuff. You know, we're holding back water, holding back water, and we're not
[25:02] getting the lake filling up, but it's not going to increase much. I mean, it's
[25:07] going to stay about where it is. It's not going to come up two or three feet
[25:11] in the next 10 years or something, you know. So, the tube that
[25:19] » is there any other discussion? >> Yeah. Um,
[25:24] I agree with you a thousand% on, you know, doing the due diligence, but it's
[25:28] just something that we could at least look at or entertain if the land owners
[25:32] did some more research to prove it that is deep
[25:36] enough and if they could get easements, >> we prefer probably just to
[25:42] revamp up the area that's currently being used as appropriate
[25:46] instead of building a whole new area.
[25:51] I mean, you need we have area right now for four to five boats and trailers,
[25:55] which on most days that's plenty overflow parkings across the way at
[26:01] Creek Park. But if we did anything, there' be a lot more fiscally
[26:08] responsible to improve what's currently being used.
[26:13] That's pouring a concrete slab. So it's a concrete boat ramp instead of just
[26:18] gravel which at the same time we could do the one mile lake which gives us
[26:23] probably just as much as one. What do you drink
[26:28] [clears throat] and then we could put a boat dock I mean right off if anything
[26:32] right across from the park of the lake that is currently owned by
[26:38] so then one wouldn't have to deal with it wouldn't have to deal with private
[26:41] land owners. That would be a lot more make a lot more sense and be more
[26:45] fiscally responsible to it.
[26:51] » Does that make sense? >> Yeah. Yeah. Yeah.
[27:00] We would you like would you know in the future
[27:06] someone becomes interested in this in your
[27:09] » mercy. So that they can cover that currently. Okay.
[27:14] » I I think it's something that we can entertain in the future. It's just by
[27:17] the end of the month.
[27:23] » Okay. So we have a motion made and seconded on the floor and discussion.
[27:28] All those in favor
[27:34] » and saying thank you J. Appreciate it.
[27:39] » Thank you. J. >> Thank you, sir, for your interest.
[27:42] Appreciate it. >> Thank you for your time. I appreciate
[27:44] all your concerns. All brought up valid points.
[27:46] » Thank you, sir. >> Sorry for the short time run on this.
[27:49] » No problem.
[27:53] » Sure. >> How are you this morning?
[27:56] » Everything smooth over the weekend? >> It did. As I can tell, um
[28:03] just update on the on the cars. We had we had a new drone operator among our
[28:08] our crew had to have first car having an inverter put in that got taken care of
[28:12] and they finished that. They did put our the new cruiser that's been not been
[28:16] uped. They took it. So in the process of being hopefully they said a week um I'll
[28:26] take some maybe three. So we're getting close to
[28:31] that spare which would be fantastic for us. Uh, you know, we we spend a lot of
[28:36] time when we have a part down doing shuffle and picking people up.
[28:41] » Jones or >> what's that? That's at Jones.
[28:45] » At Jones. >> At Jones. Yeah.
[28:48] Okay. Well, then we actually went up Friday.
[28:53] » And we're not the only county that has this problem. You go across the state.
[28:59] There just not enough people doing that. You know, I think you could open up one
[29:03] or two more shops and still not have enough.
[29:06] » I have talked to um I know that Vermont County is usually out of Canada. Um but
[29:13] they're using Taho because they were the Taho through that
[29:17] that dealership. I don't know if they're doing other
[29:21] other than Taho. Um, we also had talked to company out of
[29:28] place of Kansas 911 custom. Uh, they're considering buying a building in Omaha
[29:35] and uh doing work out of that. However, the initial up
[29:43] there just be the service. I'm not sure if that helped. We just not
[29:48] have to have those done, but that happened
[29:53] to transport back to a way different. We're we're exploring other options.
[29:59] We're continuing working.
[30:04] Just a side note, we are looking at all of our
[30:10] purchase.
[30:14] We got much cheaper get the same service if not better.
[30:23] That's all I got for today.
[30:28] Okay. Thank you, sir.
[30:50] » Replacement cycle. Um, [clears throat] you know, we added all those to my
[30:54] budget this year. We're facing a lot of pricing issues
[30:58] right now and processors about
[31:03] buying everything off because the prices are outrageous. I'm
[31:08] hoping they'll come down in the future and hope such good but right now I'm
[31:15] doing um four desktops, one laptop and two
[31:19] monitors
[31:22] station county roads for autocat work. standard desktops
[31:29] [cough and clears throat] laptop that replaces the sensor's
[31:31] office.
[31:35] Total this is three at the total of $6,212.36.
[31:42] Sorry, four desktops laptop. >> Sorry, three desktops, one laptop.
[31:49] Three, sorry. What was the price? >> $6,212.
[32:02] Make a motion to purchase replacement computers through CDW. Three desktops,
[32:08] one laptop, and two monitors for $6,23.
[32:13] Second.
[32:32] I seconded it. >> Yes.
[32:37] » Very quiet though. >> Sorry, my ears are plugged. Allergies.
[32:42] Can't hear myself. A motion made, seconded to approve the
[32:47] purchase of computers, three lab, three desktops, one laptop,
[32:53] and one other one. >> Two other three desktops, one laptops.
[33:01] » And a price of $6,212.36.
[33:07] Any further discussion? Not all those in favor?
[33:13] O motion carries purchase of vehicle router.
[33:19] » Oh I'm have to come back next week. So
[33:28] I'll come back next week.
[33:32] » Thank you for all you do. >> Couldn't do without Stacy, could you?
[33:37] » No, I could not. >> There you go.
[33:42] Can you grab Melissa? >> Melissa.
[33:44] » Yeah. So, here's the couch tables if you guys
[33:48] want to thumb through those while Melissa's on the way in.
[33:53] I have some joint projects.
[34:07] Morning.
[34:27] » Oh, no. Those are my Just kidding. Continue on.
[34:31] » Sorry. >> Next on the agenda is our treasure,
[34:36] Mr. L. Consideration of formal action
[34:41] resolution 2632 authorizing the opening of a new bank account and designating
[34:49] dignitaries under Iowa code chapter 12c.
[34:55] So what we've discovered within
[35:01] is that switching to Tyler, it does not
[35:08] allow us to proceed the way that we currently do it with solutions.
[35:13] Um I know that Megan has been in contact
[35:17] with um the drainage districts to verify
[35:23] that they are okay with us opening the bank not just the drainage
[35:28] portion um to where the auditor's office will do their
[35:35] drainage forms. it'll come out of that account and my step in that I don't have
[35:42] to write the checks back to the way they normally would be it now
[35:47] » they'll step out which will be nice make it a lot cleaner too I think
[35:51] » so there'll just be one check issued per drainage district then
[35:55] » no they'll just have their own bank account so all the drainage districts
[35:58] that use the same bank account >> okay
[36:01] » and then they'll have the fund lines just like we have in a regular fund but
[36:04] that would keep it separate from any county money because it's trained
[36:07] districtly. >> I think that's been should have been
[36:10] done sometime. >> Yeah, good idea.
[36:13] » Yeah. >> It's like a headache to me when you guys
[36:17] pull all this money together and going, "Okay, this much goes here, that much
[36:20] goes there. >> Who gets this much interest? Who gets
[36:24] that much interest?" You know, >> a lot.
[36:27] » Absolutely.
[36:32] I can make the motion to approve resolution 2632 authorizing the opening
[36:35] of a new bank account and designating inventories under Iowa
[36:42] code chapter 12C. >> Yeah, it's like four drainage districts.
[36:45] So that way the >> Yes.
[36:50] » Just to make it super clear.
[36:55] » C is working together to
[36:59] motion made and seconded to approve resolution 2632 authorizing
[37:06] opening a new bank account and designating signitories
[37:11] under Iowa code chapter 12C. Any more discussion,
[37:18] concerns?
[37:22] Hearing none. All those in favor? I
[37:26] » opposed. Motion carries. Next on the agenda is the consideration
[37:32] formal action auditor certificate of adjustment for partial numbers.
[37:39] Yep. 0272103.
[37:46] list of zero >> followed by zero.
[37:48] » This was brought to our attention um by a taxpayer um
[37:53] their military and homestead credits were um
[37:58] removed last year. Um and then after they were able to show that they were
[38:04] co-rustee on the trust, we reinstated them.
[38:08] And when we went to run taxes, I know Megan and I looked on like that specific
[38:13] one two or three times to make sure it was on there. Um, you know, didn't want
[38:17] to, but anyway, when we printed it wasn't on there. So, the that first one,
[38:21] that single one is just to add those military credit and also homestead,
[38:26] which they are entitled to as preapproved.
[38:29] » That's what that list is. >> No, that's what just the one is.
[38:32] » Just the one. >> Just the one is right there. So, that's
[38:35] one of them. >> Then all these are
[38:37] » Yep. and then we'll talk about all those.
[38:38] » Okay. I will make a motion to approve Audrey
[38:44] certificate of adjustment for partial number 027210300
[38:48] 0.
[38:55] benefits. >> Second that
[38:59] motion made and seconded to
[39:04] formal action on an auditor certificate of adjustments for partial number
[39:10] » as stated. Thank you. All right. Any more discussion?
[39:18] All those in favor? >> I
[39:22] motion carries. Consider formal action auditor certificate of adjustment
[39:28] multiple personals partial due to software calculation error and low
[39:34] income elderly. >> So we've got a stack of them there and
[39:40] then I have two more that I don't have the certificate ready because I was
[39:43] having to check the math on it. Um so she did those so I have two more that we
[39:48] add to it. Um these we're not sure what happened. Um, our software did not
[39:54] calculate the eligibility low-inccome tax credit. So, it showed on, if you
[39:59] look at your package, if you look at the back speed, it shows there is a credit
[40:02] there. But, if you do the math, the credit's not really there. So, this just
[40:07] um adjusts those amounts to make sure that they get all the credits that are
[40:11] due to them. Now, I have two more that your packet
[40:16] and I can email those to you later today,
[40:19] but they're the same situation. I just wanted to make sure our map was mapping
[40:22] on that
[40:27] » solution. >> We think so.
[40:29] » It is. There are other charters that have come for them about that as well
[40:35] that didn't did not calculate correctly. And then the other part that they
[40:39] there's two of them in here that um they have made future payments towards their
[40:47] taxes. Um, and the future payments were deducted in the net net tax prior to the
[40:55] credits being applied. So there's one of them in here who would
[41:05] they pay towards that and um they were actually build
[41:12] they should actually have a credit going into
[41:17] not much on on one but because of that they should have so then we'll work to I
[41:25] guess let's actually all of them has let them know that this
[41:29] is being done. Um >> is that something you get a hold of
[41:33] solutions for? Is it something you get a hold of for moving forward?
[41:36] » Well, I don't I don't think it's a Tyler issue
[41:40] just based on the issues that solutions have with calculating tax. A lot of
[41:44] different other issues that have come up as well like just seems like they can't
[41:48] whatever reason their math doesn't seem to be working.
[41:52] the elderly the [clears throat] future payment one goes back two years there's
[41:56] been rejurers but it's I've had that same issue going back two years and
[42:01] solutions are supposed to fix >> it's something new for me
[42:08] » and I somewhere >> in a in a sense it's going to be six
[42:12] months before you will really know if the system will work correctly
[42:18] » the new one >> right
[42:19] » well I mean we'll test it as we go. We'd probably be a whole year through it
[42:23] before we have all the bugs out, honestly.
[42:26] » Okay. >> I mean, it just it
[42:28] » and you know, that's something maybe you can explain to them, too. You know, this
[42:31] system is new to us, new to everybody. >> Uh I thought about maybe bringing Tyler
[42:38] in, let you let everybody departments, you know, ask questions if
[42:43] they had questions. I think once we get a little closer, um, might not be a bad
[42:47] idea, but I mean, >> okay,
[42:49] » we're just kind of rough that right now. I mean, they did have Floral was here
[42:53] all of the week before last and helped out as well.
[42:56] » I felt that we did help. >> It was worth it.
[42:59] » It is. Yeah, I think so. It's a lot of time hands-on. So,
[43:02] » right. >> Still got some other issues that we're
[43:04] working through, but I think that's to be expected when you're changing
[43:07] software providers. Um, and Tyler is a a bigger company, so they don't have
[43:12] software writers that only do Iowa. They do everywhere. So, you're going to your
[43:17] software person and you're telling them what they need, but they don't have a
[43:21] program set specifically for Iowa. So, when you are working with them, they are
[43:24] creating these programs work exactly how you would, which is great, but also
[43:28] takes a ton of work. So, and then I um if you guys approve
[43:34] these adjustments, then what I'll do is in the minutes I will type out all the
[43:38] minutes so that we have it on file. But there was probably
[43:54] » just so everybody somebody's aware of what's
[43:59] » you got have enough checks and balances, right?
[44:02] » They're getting that all the time.
[44:10] I have yet motion to approve auditors for adjustment for multiple parcels due
[44:16] to software calculation error on lowincome elderly credits. I second
[44:23] that. >> A motion made and seconded
[44:29] to approve auditor's certificate of adjustments for multiple parcels use of
[44:34] software calculation air and low income elderly credits.
[44:42] » Will we have to show this in a budget amendment? It's really
[44:45] » I don't think so. No, it's just a credit.
[44:51] Is there any other discussion, [snorts] questions, concerns? I think this is
[44:58] something that if we have to look at it monthly, we should look at it monthly.
[45:02] Be more show up. I mean, who knows what's going to show up.
[45:06] » We ran we were able to run the report from Melissa has filed for the elderly
[45:10] and low-inccome and we just ran all of them. And so that's that's everybody
[45:13] that has that credit. So, We should I mean we might have some
[45:19] other issues with some calculating but I don't think it'll be these run through
[45:23] and fix all those that is all we have on probably
[45:28] » all those in favor
[45:32] [clears throat]
[45:36] » thank you
[45:46] discussion possible formal action additional accounts payable rate
[45:51] » I'm not sure we're going to she got most of them done
[45:57] can we do the other two items first and I'll send
[46:01] her to see if we need those additional I
[46:06] think she said she got a lot of it done
[46:12] » did she get >> that's
[46:18] got on Tyler's to-do list.
[46:22] » Yep. >> If you could say,
[46:23] » yep, we had a little hiccup with the [clears throat]
[46:29] um didn't give her permission to actually
[46:32] finish the final. So, that is everything there that she was able to enter and get
[46:36] taken care of. [snorts] >> Want to go on to the discussion of the
[46:40] bill? >> Well, we can approve
[46:45] Yeah, you guys want to do accounts payable first?
[46:47] » Yeah, accounts payable way that make a motion to approve accounts payable.
[46:55] Second that
[47:01] motion made and seconded to approve accounts payable.
[47:10] Any questions or [clears throat and cough]
[47:15] concerns from the board members.
[47:19] I'll ask for approval.
[47:24] [cough] [clears throat]
[47:27] » Yes, >> we need to take you to doctor.
[47:29] » I know.
[47:32] » Okay. Uh what about the additional accounts payable date?
[47:36] » Do not need that. >> Do not need that. Okay. She just texted.
[47:40] She got a lot of them done. That's good. >> Okay. Do you have any news on the
[47:48] [clears throat] VA building?
[47:51] » So, I'm working with I sent information to Deshawn and Don on Friday um with all
[47:57] the parameters that you guys wanted for that. So, as soon as they are able to
[48:02] have time to get together that all the information we need like the resolutions
[48:06] and stuff, then I'll have it for you guys. They would probably move that date
[48:09] the dates back a little bit just for time sake just it's going to take a
[48:12] little longer to get those things ready um because I know their office of swamps
[48:16] right now. So we are working towards it. It is getting closer um to having you
[48:21] know finally been able to set that date but want to make sure that we have all
[48:24] of our eyes crossed before we do that. So as soon as they are ready then I'll
[48:30] bring it back. I know you guys
[48:35] attention. So yeah, Lisa is out sick.
[48:43] » Yeah.
[48:49] » Thank you.
[48:55] » Coming and I'm gonna have new business so don't skip it. Okay. No, please.
[49:05] Any birthdays or anything over there today?
[49:09] » No. Not today. >> Coffee.
[49:14] » 101. Last week. I was You turned 101. >> Gary did. Yes, that's where I was at.
[49:20] » I was Morning Katie. How are you? Okay, good.
[49:24] » All right. How are you guys? >> Good.
[49:27] Katie Dodd for electing deputy consider formal action canvas of special election
[49:32] for Hastings City Council fill a vacancy held
[49:38] held on September 1, 2026.
[49:43] » So the first thing I do is I'm always just going to file our post election
[49:47] audit with you guys. Um we conducted that on Friday. Um, Secretary of State
[49:54] randomly selects a precinct um that gets audited in every election. Um, for this
[49:59] election, the precincts were um the Hastings precinct and then the absentee
[50:04] precinct. What got picked was our absentee precinct. We had one ballot
[50:07] spot in >> one.
[50:11] It was really difficult. [clears throat]
[50:16] So >> stupid question, but you does there have
[50:18] to be any kind of percentage or majority to do this or is it just
[50:26] » when it comes to candidates, it can be um a tie or they by one vote, they can
[50:34] » What if this one person says >> they've already
[50:39] » for the time being? >> What if they What if they didn't? Um if
[50:45] they didn't it would have gone to the next highest vote getter.
[50:50] » The next highest vote getter. So this is just the absentee precinct. We had nine
[50:53] total votes in the election. >> There's one that came and voted
[50:56] » absentee. >> Okay.
[50:58] » Yeah. So one voted absentee, eight people voted.
[51:03] » So um that if the absentee uh or the post-election audit is a little bit more
[51:10] thorough when you have >> sure
[51:12] » more ballots. So, [laughter] >> yeah.
[51:16] » Any questions on it? >> Nope.
[51:20] » Okay. >> All right. Then all we need to do is
[51:24] sign abstracts. Um, so Denny Lawrence won. He had five votes.
[51:37] » See, nine voters. He has five votes. Was it five?
[51:40] » Um, so Vinnie had five votes. Uh Terry Rosco had three and then Alita Jones had
[51:45] one.
[51:51] » Yeah.
[51:59] » All right. And because there was no statewide reporting for this, the
[52:02] election summary just looks a little bit different.
[52:06] » Uh you'll need to sign that one.
[52:10] » Yes. It doesn't matter where
[52:26] » seal. [laughter] >> Well, I I didn't have a lot to seal this
[52:30] time, so it's easy to get >> done.
[52:34] When I have like 300 pages to seal, kind of put [laughter] it off a little bit.
[52:39] I was worried about how much we were going to have to sign.
[52:44] » That'll be in November. Don't worry. You'll get your your signing done then.
[52:50] [clears throat and cough]
[53:01] » Amber will get silos.
[53:06] Do we need a motion to approve this? Accept this.
[53:11] » Make a motion to approve the canvas of special election hasting city council to
[53:15] fill back city hall on September 1st. >> Second. Motion made seconded to
[53:22] approve canvas of special election of Haitian
[53:26] city council to fill a vacancy September 1, 2026. All those in favor?
[53:36] Okay, >> thank you.
[53:37] » Thank you, Katie.
[53:43] » Next on the agenda is board supervisor committee meeting update. Uh, the only
[53:48] one I had last week, I we had an EMS meeting
[53:52] here in Glenwood at the county annex building.
[53:58] Approximately 25 people that were not associated with
[54:04] fire or rescue were there, which I thought was great.
[54:10] We had probably an hour almost almost an hour and a half of
[54:17] comments, questions. Uh there was some people that got a little
[54:22] upset because one couple seemed to accumulate
[54:28] » 75% of the time. And I think somebody finally tapped the gun on the shoulder
[54:33] and says, "Can other people ask questions?"
[54:37] She was They were very liid about
[54:42] [clears throat] asking for the dollar half when we had
[54:45] mentioned that maybe we would only need a$110
[54:49] to make this work. Joe George did a very good job on
[54:56] putting forth why we were asking for the dollar and a half and to have the 40
[55:01] cents that we would not ask for. And she finally I I guess we could say
[55:07] understood that no uh because turn around and do this all again a big
[55:14] cost to the county to put it up to vote again. Uh so you know u
[55:22] there was a lot of good questions asked a lot of concerns you know about what
[55:26] was going to take place and when we put our
[55:29] final tally sheet or whatever you want to call it out to the public and thing I
[55:34] think it'll be a lot easier to understand. So
[55:38] that's the only one I had. Last week I had a zoring board of
[55:44] adjustments meeting. I spoke about the uh conduct within our meeting um what
[55:50] power board of adjustment members have, what should be said, what shouldn't be
[55:55] said. There's pretty good discussion [clears throat] um following an issue
[56:00] that occurred from a meeting a few months ago. So we're on track. Uh we
[56:06] talked briefly about the upcoming Bolson Lake solar project conditional use
[56:11] permit as well and that was decided to be held down at the annex instead of the
[56:16] high school. That way um it can be reported and heard well like at the high
[56:22] school where we'll have to use here very well. Additionally had
[56:27] conservation board meeting uh Jason Hoffman came and presented the dock
[56:32] idea. We had a very long discussion. The conservation board did along with
[56:37] members of the conservation staff. Um, everybody thought it was a great idea.
[56:42] We were just concerned about the feasibility of the of the project. So,
[56:47] um, they ultimately decided to send that letter that we received today. That's
[56:51] all I had. >> What was your first name?
[56:54] » Gordon. [snorts]
[56:56] Last week, I was going to attend the EMS meeting and we had an emergency at
[57:00] juvenile detention. had a elderly man driving his
[57:05] grandchildren on the South Expressway and
[57:09] had a some health issues and missed every
[57:14] building and tree along the way and proceeded to hit our juvenile detention
[57:20] building. Kind of hard to do >> challenging.
[57:24] » Yeah. But I it happened. Um >> yeah, it just didn't go well. So I had
[57:30] to go up there for a few hours.
[57:35] » Okay.
[57:40] Over here
[57:44] down
[57:51] » under new business. I um have had QRS investments um echo groups contact and
[57:58] send in. They've done this for a couple years, but I kind of wasn't able to get
[58:02] move forward with it due to um not getting the information I needed. Um
[58:09] anyway, so they're asking for an abatement and in 2024 uh an ordinance
[58:14] was passed um for new construction like for commercial or industrial that does
[58:20] allow for partial exemptions. Um it's a five-year sliding scale. Um,
[58:27] and I have the application, but we'll need to follow the the ordinance here.
[58:32] And I believe we'll have to have a public hearing, and I do think we'll
[58:37] have to have a development agreement that is created for them. Now, there is
[58:39] a development agreement that was created at one point. Um, but that um did not
[58:45] ever get approved and I don't know if that's because
[58:51] the ordinance had to go through first and maybe it got forgotten or I don't
[58:55] know. So, I'm going to work with the county attorney's office on this to see
[59:00] if get something moving on this because
[59:04] it's been off for like two years now and it needs to get done if you guys are
[59:07] willing at least get it in front of you guys to get approved. Um, so I'm
[59:11] waiting. The assessor now is working on the values that I need that will show
[59:16] the actual value added for the new construction and how then that would
[59:20] then be written into a development agreement and we'd have to have a public
[59:22] hearing to approve that. Thus approving the abatement as well. I have reached
[59:27] out to um I think his name is Greg over at QRS and
[59:32] let him know that we're looking into it. Um I will probably give him a call again
[59:35] today. Just tell them where we are. Um but it's something that at least needs
[59:39] to come before you guys decide something you want to do or not
[59:42] » in the development agreements or any other agreements we have I would like to
[59:45] see added um that uh while they're applying for this exemption that they
[59:52] also agree to the valuation just because of uh let's use Bucky for
[59:58] example you agreed for we didn't previous administration did a 15 20 year
[1:00:05] uh abatement And then uh once time came due, they
[1:00:09] said, "No, we're not worth that much." And then [clears throat]
[1:00:12] » won and fought it. So >> I think we need to make sure that in the
[1:00:15] development agreement, it's clear that this is only an abatement of county
[1:00:18] taxes. Yes. >> Not of everybody else's.
[1:00:20] » Yeah. And and this is good. >> So that's something I am working on. Um
[1:00:26] I'm also going to be meeting with all of our um developers to or over the next
[1:00:32] week talk about next year's um tip and the removal.
[1:00:38] Um so I'll probably have some more information for you guys next week on
[1:00:40] those. No, I totally agree with Wish because
[1:00:47] we lost ear over $300,000 with the court with Dungi
[1:00:54] and when it came down to it, P County and
[1:00:58] Mills County looked at one another and said, "We can't afford disable. We were
[1:01:03] paying the lawyers bills for >> losing and they were getting expensive."
[1:01:10] I capes though. So they agreed to it upfront, right?
[1:01:15] » This is our value. Be harder for them to fight it later on.
[1:01:21] » Just want to get that front kn. >> Thank you. Ambering
[1:01:25] was I had 20 year property tax.
[1:01:34] » Hey, does anyone else have any new business? The only new business I want
[1:01:39] to let you both know is that I received a phone call from Sam Deliv last week of
[1:01:46] Sam's agricultural properties just north of this house last year. They were taxed
[1:01:52] as residential instead of agricultural which raised his taxes from roughly
[1:01:58] 7,000 to around 13 14,000. Um since it is a two-year cycle, um that is the same
[1:02:07] for this year, uh his taxes are still residential. Um he did meet with Chris
[1:02:13] Goig in the past. Um and at the time she did say that she would take care of it.
[1:02:19] She did not take care of it. Um it's fixed for future reference, but uh if
[1:02:26] you guys [clears throat] are okay with it, I'd like to be able to fix it for
[1:02:32] now and be able to do an abatement or credit for this tax season. So, I asked
[1:02:38] Michelle to determine what the valuation would be if it was agricultural instead
[1:02:44] of residential. She's working on that. Then after that, I believe it goes to
[1:02:49] Amber's office to determine taxes. Then after that, we'll vote in the list. like
[1:02:56] the [clears throat] three of them last week. Um ultimately it's something that
[1:03:00] the board of supervisors would have to decide. Um but I think that um I think
[1:03:06] he kind of got wrong. I'd like to see it made right a little bit.
[1:03:10] » Um on the valuation for those properties, [clears throat]
[1:03:14] his um classification was changed prior to 2023. So it has been residential for
[1:03:19] some time. Um, also the taxes he's paying on now are from 2025
[1:03:24] value. He missed the appeal time for the board of review. Um, he can go and
[1:03:30] appeal to the board review next year and he can can appeal the 2026 and for the
[1:03:35] upcoming 2027 if it's not changed. Um, I believe as an honor standard that is the
[1:03:41] the avenue that needs to be used because the board of adjustment and Chris may
[1:03:45] have intended to change it, but since it wasn't changed, I think you're opening
[1:03:51] up a can of worms to allow anybody to say, "Hey, that I was going
[1:03:53] [clears throat] to have it changed. It didn't get changed." Um, we couldn't
[1:03:56] really find a whole lot other than it was supposed to be changed in 2026. So,
[1:03:59] it should be we're working on the 226 months to get those changed. But, I
[1:04:03] think the correct avenue on this would be for him to go to board review.
[1:04:08] I think it's an important process that we don't want people to skip.
[1:04:12] » I would I would agree that that's the route. And the one other thing is it's
[1:04:17] it's it is already splitting a lot. >> So
[1:04:22] » it's >> Yeah,
[1:04:24] » it is. But it's been bar >> it's use. Yes. So so the best way to
[1:04:31] vacate it >> best way to vacate it moving forward
[1:04:33] would be to vacate some there's nothing to argue about because
[1:04:39] it is being used as a >> I just believe I' I've discussed the
[1:04:45] issue with them. If we want to go a different route Amber if you want to go
[1:04:48] a different route to understand. I will um ask Sam if we can talk to him.
[1:04:54] » That's fine. You can come in. But I would I would still I would defer to the
[1:04:58] board of review. It's not my place to do that. Um and and he can still go back
[1:05:03] and say the 226 ones and get those back to act if they aren't already.
