[49:30] of my colleagues and I we went

[49:33] to the national Association of

[49:37] counties. I encourage more

[49:39] supervisors to attend the

[49:40] meeting. There are things

[49:42] there are topics that are

[49:43] being covered, that all

[49:48] really. You can have an

[49:50] opportunity to meet with

[49:55] experts in industries such as

[49:56] environmental protections as

[49:57] well as our climate, which 2

[50:01] of my passions. And now that

[50:02] this huge debate about data

[50:06] centers. Milwaukee County is

[50:10] one of those few counties that

[50:14] has access to. Grand body of

[50:17] water. Lake, Michigan, our

[50:19] entire shoreline for Milwaukee

[50:22] County, as well as the city

[50:25] Milwaukee proper sits on 3

[50:27] rivers. We always assume that

[50:28] water is going to be there.

[50:32] That's the wrong assumption of

[50:34] all mothers, a wrong

[50:38] assumptions. There is a Lake

[50:39] and I believe it's in Utah or

[50:41] was in Utah's a beautiful

[50:44] lake. Historically today is

[50:47] filled with tumble weeds. Why

[50:49] inappropriate usage of water?

[50:53] So whenever possible. To

[50:54] expand your worldview, expand

[50:56] your world beyond Milwaukee

[50:59] County. 10. The national

[51:02] Counties Association so you

[51:04] can get expertise on all of

[51:05] the things that are

[51:09] influencing and impacting our

[51:10] environment are state of

[51:11] affairs here in Milwaukee

[51:15] County. And it was. Fruitful.

[52:18] the Strategic Planning

[52:20] Committee meeting over the

[52:21] past months. And anybody has

[52:24] been able to tune in, but the

[52:24] departments of really been

[52:26] able to turn in a lot of

[52:28] incredible outcomes on a

[52:29] shoestring budget with not

[52:30] enough people or support. So

[52:33] just want to recognize them

[52:34] for all their work, especially

[52:35] in a time like this. Thank

[53:04] get a wealth of knowledge and

[53:09] there's been a common thread

[53:12] that I've seen. So I want to

[53:14] make I want to take this

[53:15] moment to speak plainly about

[53:16] who we are, who I believe we

[53:18] are as a board and what we

[53:20] were sent here to do. This boy

[53:23] was not created to reversed

[53:24] and it was created to do it

[53:26] was not created to defer to

[53:27] sit quietly or to let

[53:28] departments defined the terms

[53:31] of accountability for us. We

[53:33] are legislative body. We are

[53:36] oversight body. That is the

[53:36] constitutional function and is

[53:38] the end. It is the whole of

[53:40] our function. If we lose sight

[53:41] of that, if we let convenience

[53:42] comfort or fatigue, pull us

[53:44] away from it, we are not doing

[53:45] the job of the people of this

[53:47] county has elected us to do.

[53:49] Oversight is not an

[53:50] obstruction asking her

[53:54] questions is not our position

[53:55] requesting data demanding

[53:55] transparency holding

[53:56] departments accountable to the

[53:58] people they serve. That is the

[54:00] job that is the entire premise

[54:02] of this board existence We shy

[54:03] away from that role. We let

[54:06] our power caught. We let power

[54:07] concentrate unchecked in

[54:08] either the executive branch or

[54:10] in county departments without

[54:13] scrutiny. We are not being

[54:15] Colegio. We are be. We are

[54:16] abdicating our response

[54:17] responsibility. I say this not

[54:19] to create division but because

[54:21] I believe in what this board

[54:24] can be, we have real level

[54:27] levers of power, budgetary

[54:29] subpoena, the power to

[54:30] requests records. The power to

[54:31] legislate the power to demand

[54:32] answers on behalf of every

[54:36] district we represent. Those

[54:37] exist for a reason. They

[54:37] cannot be ceremonial. They

[54:40] cannot be decorative. They are

[54:42] meant to be used consistently

[54:44] responsibly and without

[54:47] apology, a robust successful

[54:49] board is not one that avoids

[54:49] friction. It is one that is

[54:50] willing to sit in the

[54:51] discomfort of hard questions

[54:53] because the people we serve

[54:54] deserve answers. Every data

[54:56] requests. Every follow-up

[54:58] letter, every point of

[54:59] clarification we raise on this

[55:00] floor is not noise. Is the

[55:01] paper trail of a government

[55:03] that is actually watching

[55:04] itself. So I just know that my

[55:06] colleagues, let's not give up

[55:09] that fight and we are in these

[55:10] moments. Let's stop saying

[55:11] what we can't do and focus on

[55:12] what we actually can do.
