[3:48]
As this is the regular monthly meeting of the board, however, in accordance with board rules,
[3:53]
the board will not be accepting comment at tonight's meeting.
[3:56]
Just as a reminder, Robert's rules have ordered dictates that all comments, questions and
[4:01]

[4:05]
efficient way to address them.
[4:07]
The board appreciates and encourages stakeholder input and assumes that members of the public

[4:57]
Very well.
[4:57]
Madam Secretary, are there any reports or communications from the superintendent?
[5:01]
We have one communication from the superintendent, the monthly report with possible action of
[5:05]
the superintendent of schools.
[5:07]
This is an informational item, and although it was noticed for possible action, no action is
[5:11]
required.
[5:12]
Will the superintendent please present the report?
[5:15]
Madam Chair, members of the committee or actually the school board, appreciate you all this
[5:23]
evening.
[5:23]
I have attached my report for your review since we have closed session tonight.
[5:29]
I will just give that to your review.
[5:31]
If you have any questions, I'd be happy to answer those.
[5:33]
I do want to remind the board members that we do have graduations next week.
[5:37]
So anyone who can make it out to those wonderful events, there's no peer joy that's better
[5:43]
than watching the students come across the stage and their parents cheer them on.
[5:50]
Thank you.
[5:51]
So, do you board, not many board members have questions or comments?
[5:58]
Okay.
[6:01]
Madam Secretary, are there any reports or communications from the Board Clerk Chief Officer, Office
[6:06]
of Board Governance?
[6:07]
Madam President, there are four communications from the Office of Board Governance.
[6:10]
The first communication is action on a request to retire to close session to confer with legal
[6:14]
counsel with respect to pending or probable litigation matters.
[6:18]
The recommendation is that the Board consider this item in close session.
[6:23]
If there are no objections, we will defer this item to the end of the meeting.
[6:27]
Madam Secretary, what is the next communication?
[6:30]

[6:34]
evaluations of the superintendent of schools, the board clerk, chief officer, officer board
[6:38]

[6:42]

[6:45]

[6:50]
Madam Secretary, next communication.
[6:52]
Madam President, the next communication is the monthly report with possible action
[6:55]
from the Board Clerk Chief Officer.
[6:58]
This is an informational item, and although it was noticed for possible action, no action
[7:02]
is required.
[7:03]
Okay, will the office of Board Governance please present the report.
[7:07]
Madam President, members of the Board, Dr. Tina Owen Moore, Chief Officer, Office of Board
[7:11]
Governance.
[7:12]
Like the superintendent said, my report is attached, but I do want to take a moment tonight
[7:17]
tonight to recognize one of our student delegates who is, this is his last board meeting
[7:25]
with us.
[7:25]
But I imagine that he will be around quite a bit, but he stepped into the role of being
[7:30]
student delegate for the first time that we were doing this with two of his colleagues and
[7:35]
has been a phenomenal representative to the board.
[7:38]
So Mateo Delacruz is here.
[7:41]
His parents, Mr. and Mrs. Cruz are here, also, we're grateful for you letting us have him
[7:46]
for all this time and I will pass it on to you, President Zomber, to share a few words.
[7:53]
Thank you, Dr. Owen Moore. Is it okay if I read the proclamation? Okay, so we have a proclamation
[8:00]
for Mr. Dela Cruz. So whereas Mateo Dela Cruz, a senior at Reagan College Preparatory High
[8:07]
School was elected by his peers and the superintendent student advisory council to serve as one of the
[8:12]
student delegates to the Milwaukee Board of School Directors, and whereas as an inaugural
[8:19]
student delegate, Mateo helped reestablish student representation on the Milwaukee Board
[8:23]
of School Directors, ensuring that student perspectives were heard and considered in discussions
[8:28]
affecting students throughout the district, and whereas Mateo demonstrated exceptional
[8:33]
leadership, professionalism, and a commitment to civic engagement by serving as a liaison
[8:39]
between students and district leadership, helping to elevate student voice and
[8:43]
participation in educational decision making, and whereas Mateo recognized
[8:48]
the importance of creating opportunities for future generations of students to
[8:52]
engage in district governance and work to establish a strong foundation upon which
[8:58]
future student delegates can build, and whereas through his service Mateo exemplified
[9:03]
the values of student leadership, advocacy, and public service while contributing
[9:08]
meeting full insight and perspective to the work of the Milwaukee Board of School Directors.
[9:12]
And whereas Mateo's dedication to representing his fellow students has strengthened the partnership
[9:18]
between students, district leadership, and the board, advancing Milwaukee Public Schools
[9:22]
commitment to ensuring that student voice is encouraged and respected.
[9:27]
And whereas as a graduating senior, Mateo leaves behind a legacy of leadership and service
[9:31]
that will continue to inspire future student delegates and strengthen student voice within
[9:37]
in Milwaukee Public Schools.
[9:39]
Be it resolved that President Missy Zambor
[9:41]
in a role as board president here
[9:42]
by commends and honors Matteo De La Cruz
[9:45]
for his outstanding service
[9:46]
as an inaugural student delegate
[9:48]
and expresses sincere appreciation
[9:50]
for his leadership, advocacy,
[9:52]
and contributions to Milwaukee Public Schools.
[9:55]
Introduced June 18th, 2026.
[9:59]
Thank
[10:03]
you.
[10:06]
Do other board members have any comments
[10:09]
they would like to make board
[10:14]
okay we'll go to director raise up I just want to
[10:19]
say I'm at Dale congratulations as it is and graduating as it is and I wish you
[10:25]
all the best and please remember that you're always welcome here and me
[10:29]
of the board meeting thank you director Ferguson I
[10:36]
too Mattay I want to say
[10:38]
congratulations on your graduation hopefully you don't forget your tenure here
[10:45]
on the board because you have talent and even watching you on the board, your questions
[10:52]
were always so insightful.
[10:55]
You have this boldness to ask tough questions even to the superintendent and others.
[11:02]
I mean, that's a lot of talent and leadership and I think you're going to go extremely far
[11:10]
And so keep tabs on us, hopefully one day you'll consider running for school board and come back and serve the district that has served you.
[11:21]
Thank you very much.
[11:27]
Chair Zambor, members and to his amazing parents you raised such an incredible young man.
[11:33]
You should be incredibly proud of him and his leadership that he's shown here so I want to congratulate you.
[11:40]
I also want to congratulate you, Mateo, for being such an incredible young man, and really
[11:45]
being a good role model for the rest of the students, I'm a student advisory council.
[11:50]
When I came out as superintendent, I started meeting with the students, as a matter of fact,
[11:54]
they actually interviewed me, and I remember Mateo reaching out, he actually reached out
[12:00]
during LinkedIn, and said, oh, I'm excited for you to be the superintendent, can we connect
[12:06]
them a LinkedIn, so that was really cool. And then we started talking about
[12:11]
representation and student voice and you were a leader in helping to design and
[12:16]
put together a way to select and honor student voice on the school board with
[12:24]
the student advisory. We had ideas I think President Zambor and I had started
[12:28]
talking about it and some of the members here about what that would look like but
[12:32]
the students actually decided what that was going to look like and what the
[12:35]
representation would look like and that feedback I think was very valuable. So, thank you so much
[12:40]
for your leadership and congratulations. I look forward to handing you a deployment a few days.
[12:49]
Mr. Dei, would you like to say a few words? Yes, I would. I'd like to thank you, Dr. Cicellius,
[12:55]
for running our superintendent student advisory council. I hope that it brings you much value even in
[13:01]
years to come and I hope ingrid can help you on exterior as president of that and I'd like to
[13:07]
thank you all board members for creating this role so that we may have student voice having
[13:13]
a seat at the table where some of the biggest decisions that affect us are made. I'd like to thank
[13:19]
my parents for coming and getting me to this point and I'd like to say I'd like to ask actually
[13:29]
Let me know when Ingrid and Luna's last meeting is, because I'd like to see if I'm getting their proclamation.
[13:37]
And I'm excited to graduate and mine's is next Monday at 7 p.m.
[13:47]
Reagan.
[13:48]
Mr. Dei Lecruz, can you share a little bit about what your plans are after graduation?
[13:55]
Yes, I plan to attend UWM this fall for business management and a minor of political sciences.
[14:05]
And I'll be staying in this area, and I hope to come back and see future board meetings
[14:11]
and give testimony and stay connected.
[14:14]
Well, we're really happy that you're staying close so that we can still see you if there's
[14:19]
anything that we can do to help in your next chapter? Just let us know.
[14:25]
How do we do that?
[14:25]
I think you have 18? I don't know.
[14:30]
I do know this because there was a former as a student
[14:34]
who had just graduated in the past who was 19 who ran. So you can be 18 and run.
[14:44]
Oh,
[14:52]
it's
[14:53]
give you, if you could pass the plaque down to Mr. Dela Cruz and we took pictures before
[14:59]
more than
[15:00]
Meeting, everyone got a picture with Mr. De La Cruz already, right? Oh, Dr. Casselli, can we just take a moment to do a photo? Yeah, let's take a moment to do a photo. Do you need to, we'll take a brief recess for photos and then we'll come back online. Okay. Thank you.
[16:57]
Meeting of the Milwaukee Board of School Directors is coming back to order. We're going to brief recess just to take some photos with our student representative. Okay. Madam Secretary, next item, please.
[17:11]
Madam President, the next communication is the monthly report with possible action
[17:15]
on legislative matters concerning Milwaukee Public Schools.
[17:19]
This is an informational item, and although it was noticed for possible action, no action
[17:23]
is required.
[17:24]
And I do not see Chris feel here at the moment, so I will make sure that he follows up with
[17:30]
all of us with the report.
[17:32]
Okay.
[17:38]
Madam Secretary, are there any reports or communications from the Office of Accountability
[17:42]
and Efficiency?
[17:42]
There is one communication from the Office of Accountability and Efficiency.
[17:46]
The first report is the monthly report with Possible Action on Activities within the Office
[17:50]
of Accountability and Efficiency.
[17:52]
This is an informational item, and although it has been noticed for Possible Action, no action
[17:56]
is required.
[17:57]
Would the Office of Accountability and Efficiency please present the report?
[18:01]
I think it's your Zambore, Matt Chason, OE, that report is before you.
[18:05]
I'll briefly highlight it was through SPB Committee just Tuesday night with FY27 an annual plan
[18:12]
of audits which brought forward for the board's consideration.
[18:14]
This is the board's plan for audits throughout the organization.
[18:19]
So please let us know if you have any questions.
[18:21]
We want to know the feedback from each of you to know that those areas that you have
[18:26]
interested are the ones that we're paying close attention to.
[18:28]
So with that, I'm happy to answer any questions you might have.
[18:32]
Thank you.
[18:33]
Do board members have any questions or comments?
[18:36]
Okay.
[18:37]
Madam Secretary, what is our next item of business?
[18:39]
Yes. Madam President, we will now have the reports of the standing committees since
[18:45]
public hearing was given at the committee meetings. The board, as is customary, will
[18:49]
not be giving public hearing on these reports this evening. Oh, I just read your part.
[18:57]
So the first report is that of the committee on finance and operations. Item three, I see
[19:13]

[19:22]

[22:37]

[22:52]
Your committee has made no recommendation on the administration's request for a waiver
[22:56]

[22:57]
Does the administration have any new information to present?
[23:01]
President Zambore, members of the Board, Brenda Casselia, Superintendent, we are recommending

I have a motion. I think I'm just going to go ahead and read regarding this unless anyone
[23:30]
has other questions. Okay.
[23:34]
Madame Secretary, do I need to read into that also the other
[23:38]

[24:51]
Do we have a second? Director Reza,
[24:58]

[26:39]
Thank you, Chair Zombard, Matt Chase and O.E.
[26:41]
On Tuesday night, when this item was in front of the board, our office was still working with Cisco to have them submit and
[26:50]
and have us review and approve a remediation plan.
[26:52]
They were out of compliance with some of the
[26:54]
country compliance service requirements,
[26:56]
specifically hub and our student employment obligations.
[27:01]
It's a distinction of merit, they're still out of compliance,
[27:04]
but the remediation plan, and it's not uncommon that vendors
[27:06]
will occasionally fall out of compliance
[27:08]
and then work through mediation to get it there.
[27:11]
So with that approved remediation plan,
[27:14]
there's no reason not to move forward
[27:15]
with the administration's recommendation this evening.
[27:17]
Thank you for working on that plan and holding our vendors accountable.
[27:25]
What is the pleasure, or does anyone have any comments or questions?
[27:29]
Okay.
[27:29]
What's the pleasure of the board with respect to this item?
[27:33]
Dr. Reza?
[27:35]
I motion to approve.
[27:39]
Director Seamson, do you want a second?
[27:41]
Sure.
[27:42]
I'll see.
[27:43]
Okay.
[27:44]
All right.
[27:45]
Madam Secretary, if there's no further discussion, please call the roll.
[27:48]
on Director Reza's motion to approve the administration's recommendation, Director Ferguson, Director Herndon,
[27:57]
I. Director Jackson, I. Director Reza,
[28:00]
I. Director Simpson, I.
[28:02]
And Chair Zomber, I.
[28:03]
That's six eyes, the motion passes.
[28:06]
Madam Secretary, what is the next item set aside?
[28:08]
The next item set aside is from the report of the Committee on Strategic Planning and Budget.
[28:13]
Item three, report a work session on policy review for June 2026.
[28:16]
This item has been set aside as a procedural matter.
[28:20]
The recommendation is that this item be held to the call of the chair for final adoption
[28:23]
of the entire policy manual.
[28:26]
Do board members wish to ask questions or make any comments?
[28:32]
Then I'll ask for a motion to hold this item to the call of the chair.
[28:36]
Does anyone so move?
[28:37]
Director Ferguson.
[28:39]
Okay.
[28:40]
Second.
[28:42]
Director Reza.
[28:46]
Okay.
[28:46]
If there's no further discussion, the secretary will please call the roll.
[28:49]
On Director Ferguson's motion to hold this item to the call of the chair, Director Ferguson.
[28:54]
Director Herndon.
[28:56]
Director Jackson.
[28:57]
Director Reza.
[28:58]
I.
[28:59]
Director Seamson.
[29:00]
I.
[29:00]
And Chair Zomber.
[29:02]
I.
[29:02]
That's Six Eyes, the motion passes.
[29:04]
Madam Secretary, are there any items of regular business?
[29:08]
Yes, there are two items of regular business.
[29:10]
Item one is the reports of the board's delegates.
[29:15]
Do any delegates have a report or information they wish to present?
[29:18]
Director
[29:23]
Ferguson.
[29:36]
Yeah, the foundation's a delegate credit. Yeah, so if you wanted to do an update. Yeah, I just wanted to say that this past week, I attended my first meeting for the Milwaukee Public Schools foundation and it was really insightful. It was a great meeting and great.
[30:00]
Conversations were taken place. So I look forward to a more thorough report next month, but I just wanted to let you guys know that I did attend my first board meeting and it was a great meeting. Thank you for attending. Is there any other delegates that have a report paid wish to share? Okay. Madam Secretary, what is the next item of regular business? Item two is the monthly report.
[30:29]
report of the president of the Milwaukee Board of School Directors.
[30:34]
My report is attached.
[30:36]
I'll just say that on Tuesday, it was a pleasure to get to attend the Safe Summer Cites kickoff
[30:45]
event, press conference event with the city, the county, children's hospital, other community
[30:52]
partners.
[30:53]
A lot of major investments are going into our Twilight Centers to expand hours for the summer and we're
[30:59]
so grateful for those investments so that our students can have safe places.
[31:04]
So if you're a parent out there looking want your child to have a good summer activity.
[31:11]
I know as a parent of a teenager this is a time of a lot of independence for students,
[31:18]
but it's also a time worry for parents.
[31:21]
And so if you want a little piece of mind, make sure to sign your students up for some of those safe spaces.
[31:26]
Madam
[31:31]

[31:54]
Okay, this item will be referred to the administration.
[32:00]

[32:03]

[32:06]
