[1:14] And so I was invited last week to go and visit the gang warriors and had never been to one of their functions.

[1:24] It's there in the old state building where the Christian Church is and they're located

[1:35] on the backside of there and so they thought this was such a good opportunity for them to come out

[1:42] and explain what they do and how they try to raise funds and do different things for different

[1:50] Awareness is, for example, coming up, if I'm not mistaken, the awareness that they're

[1:56] gaming board is suicide prevention.

[1:59] So today we have Charles and Sonny Vell and Regina, who is also part of the group there.

[2:08] So I want to turn it over to those guys and let them tell you a little bit about the gaming

[2:13] lawyers and what they do and how they place funds to help those in the jobs.

[2:20] I am Charles Bell. I am the founder of Game Warriors. My wife Saunget is co-founder and

[2:29] operating at the Secretary. Jan is our unofficial PR person and we've got several

[2:39] members that are one of which is actually at Gamer even right now getting ready for our Star Trek

[2:44] Day thing. So Gamer's started in our living room when he was used to go as a way to battle for him

[2:57] and then about 15 years ago my daughter came to me and said hey we're talking about watching

[3:06] cars and selling candy to raise money for youth trips, can we do one of these? And that's

[3:13] kind of where we picked off. So, Game Wars is a 501c3 organization that harnesses gaming

[3:20] to raise funds and awareness for various organizations locally and nationally. We are becoming a free

[3:33] the game wars and conferences, three different areas, so it will go to the next slide.

[3:39] So Game Wars Gaming for a call, which is our charity and awareness division, focuses

[3:46] on video game tournaments, mainly, and related events to race funds and awareness for stealth

[3:55] like make-a-wish, safety, rain, and then,

[4:00] logically, for, like, food pantry, a generation house,

[4:07] and last month's tournament was for MNPD's domestic violence.

[4:13] Then the day is put out.

[4:15] I think the money has finally made to the banks

[4:19] so we'll be able to give to the donation of 900 plus

[4:23] some physical stuff that we've collected.

[4:28] And so we've been doing that for about 15 years.

[4:33] Nick had talked about coming to visit us a couple of years ago.

[4:39] And that brings us to our other part, which

[4:42] is Gamer Haven, which is our community gaming center

[4:45] that we're currently working on.

[4:48] For us to house our events, plus more stuff.

[4:51] The way gamers and families young and old have a safe place to gather, make friends, share

[5:02] interests such as tentative top games, whether you like nothley, D&D, or you like video games

[5:09] such as Mario Kart and Mortal Kombat, we've got you covered, that's the game plan.

[5:14] and do it in a safe environment, bridge the community of charitable giving and gaming.

[5:23] And lastly, Respawn Hope is our new initiative that we are starting and that we're working

[5:33] on to as an advocacy group to further bridge so if someone comes to us and says,

[5:39] is hey, we're having trouble putting food on our table.

[5:44] Do you know if someone, and we can be that good between

[5:48] and the direction of food pantry?

[5:52] Or if, hey, I know someone's been abused to take food,

[5:56] we've got contacts, let's get you into the contact

[5:59] with the people that you need to get in contact with.

[6:02] So that way, because I know personally,

[6:06] I had issues that I didn't have anyone to reach out to, and that's what we want to be.

[6:13] I know that gaming was essentially one of the key factors that saved my life, which

[6:20] is why this month's time it is, who is out of prevention, we have to talk enough about

[6:25] some of these things.

[6:27] So we want to fill that gap and be there for everybody.

[8:11] We've talked about the city of having the information for people who are in need for different aspects, and I know that it's to come about, but we have this facility, and I really want to bring awareness to this, and especially the suicide awareness event that they've got coming up, that that was a good friend of mine.

[13:47] You have your step, and it is inputs that step for weeks and the regulars, regulars

[14:02] And, you know, over half of that was in the tip district, too.

[14:08] So, you all went from $1 million in the beginning fund balance to the end fund balance of $1.3.

[14:31] funds to cover their expenditure, then you have to have a single audit.

[14:35] And on page one of the nine is the amount of expenditures that were covered by federal funds

[14:41] for the city this year.

[14:48] This year is $3 million of expenditures by the city.

[14:52] and 2.8 of that have to do with your COVID money.

[15:07] So, we did test the state local fiscal recovery bond. We did that for our federal testing. There were no findings with that. Everything, no non-components, everything was great with that. So, now we'll look at what our couple of findings on page 22.

[15:27] and one tiny was controlled over financial order 40, and this had to do with the frills

[15:32] that you're in, your balance sheet of camps, and to clean up the boats that you're in.

[15:36] And the second was the late addition of auditors for us.

[15:45] We did, there was an announcement letter, auditors, this was a repeat from last year, and this

[15:50] has to do with a time key base system, okay, and there was the place bar in the electric

[15:57] We're not on a time-keeping system.

[16:00] The electric is now all that system.

[16:03] And so we were recommending, you know,

[16:06] you have that payroll, that time-keeping system

[16:09] to use that.

[16:12] Also, we had to do some testing on the bridge

[16:14] upon procedures.

[16:16] These are drawn up on the legislative auditor

[16:19] and they're basically a best practices.

[16:22] There were only two items that we noted.

[16:24] There was one time sheet that didn't have

[16:26] a supervisor approval.

[16:27] and also there were some outstanding items on the bank account and so whatever was

[16:35] maligning Katrina and they're going to be submitting those on plain property right now.

[16:42] So there are a couple other things. One thing I wanted to mention is that I'm sure

[16:47] the line you have told you all about the legislative auditors. There is training

[16:51] now that you have to go for a cure. All the edd officials and employees that will be decided

[17:00] by the mayor have to take this training and it's on the LLI website. You have to take

[17:05] it this year and every year it's an hour training.

[18:38] And Houghton actually has a pretty good system in place and they're willing to partner

[18:44] with us through what's called an intergovernmental agreement.

[18:48] So tonight, the agenda number five is giving the permission to enter into an intergovernmental

[18:53] agreement with Houghton.

[18:55] This will give us time to figure out our long-term solutions.

[18:58] It'll keep us compliant and make sure that business continues as usual in the city of

[19:05] me until we figure out a long-term plan.

[19:09] The other thing is kind of deciding in a bigger, a big thing also, Vicky has been working

[19:16] on our handbook.

[19:18] I've been telling you all for a few months that we're going to review our handbook and Vicky's

[19:25] the chiefs in the council of coffee, of what is the proposed draft of the handbook of

[19:33] it, her pasties out.

[19:40] Oh, thank you. A few things, and Vicky, if you wanted to just have

[19:46] a seat in it at the head, said no, you loved the spotlight. So Vicky had a group of people

[19:54] that I kind of delegated the job of rewriting a handbook.
