[21:49] it back over to Mr chan thank you and have
[21:51] a speaker on the list counts are fourteen the I
[21:52] see you were on my list is it with regards
[21:54] to the consent agenda
[21:57] thank you Mr journal I just wanted to our maybe
[22:00] sure done on the minutes ... last week when we
[22:02] talked about ... Garofalo rolled on to that developers to
[22:07] regard myself from cancer that maybe we might have I
[22:10] want to briefly maybe might have to go in camera
[22:11] for that
[22:15] V. Johnson says yes perhaps
[22:15] why don't we do this back under council enquire res
[22:20] why don't you articulated a little bit more and then
[22:22] the the team here all know what next steps to
[22:24] take so I'll have you bring it up under inquire
[22:27] reason will decide whether we carry on in public whether
[22:29] needs to go in camera or whether you're satisfied so
[22:31] we will deal with that that thank you councillor plushie
[22:37] Hey Mister chair Mister like to hold twenty twenty one
[22:39] almost in this point in time count results with
[22:42] sorry once again which item on the agenda would you
[22:44] like held councillor the twenty twenty one homelessness point in
[22:48] time count results nine point nine point one so let
[22:52] me come back nine point one now to be held
[22:55] as requested by councillor plushie okay okay and before I
[23:00] take the vote on the consent agenda and and how
[23:02] we deal with it but I also wanted to suggest
[23:04] to my colleagues in the interest of keeping us moving
[23:06] along you see we have quite a list of delegations
[23:10] she finishes here first and I'd like to deal with
[23:11] that first when we come to it but then we
[23:13] have a bunch with regards to the consumption site and
[23:16] of course we're going to deal with those next what
[23:18] I wanted to suggest was I thought it might be
[23:20] timely and helpful to focus the conversation is to deal
[23:24] with the brief staff presentation first because you find that
[23:28] asks and answers so many of the questions on behalf
[23:30] of the delegates I think it'll streamline the conversation once
[23:34] council in committee is dealt with I will open it
[23:37] up to all of the delegates on the opioid matter
[23:39] because some follow some of the delegates on the mother
[23:42] Parkers matter I want to deal with all the folks
[23:45] with regard to the consumption side first on the agenda
[23:47] regardless of where they fall then we will conclude with
[23:50] delegates on mother Parkers so what you're concurrence there is
[23:54] your consent agenda are there any questions seeing none I
[23:57] haven't moved by councillor Mullen seconded by council early but
[24:00] the following matters listed on the July seven twenty twenty
[24:02] to regional council agenda be approved under the consent agenda
[24:05] anybody opposed that is carried okay with that we can
[24:09] get started councillor through the chief and Mr wrap up
[24:13] chief of police peel regional police presenting the provincial adequacy
[24:19] standards and and a shuttle to run chapter who's here
[24:19] as well as our chair welcome gentleman and so much
[24:22] of the team from the service very good to see
[24:24] you all chief and chair welcome
[24:26] thank you chair
[24:31] packager
[24:35] I believe that the regional council and
[24:39] are terribly services board Mr Ted I would like to
[24:41] just say some quick opening remarks and then I'll begin
[24:43] good morning chair mayors regional council staff and members of
[24:48] the public I'm pleased to be here on behalf of
[24:51] the police services board we have achieved the rear par
[24:54] with us are not only as a chief of police
[24:57] in peel but to recently as we already got appointed
[25:00] as the president off the hallway CB so we are
[25:05] here with the animals are potent ... Chief will begin
[25:07] the presentation thank you
[25:08] thank you very much for the opportunity to write an
[25:13] update to regional council members on our progress as status
[25:18] I think you can you see in the agenda it
[25:20] indicates it is adequacy standards because the legislation does require
[25:23] us to provide annual updates on you know how we're
[25:27] doing but we like to see this as almost a
[25:30] barometer and what's happened but also what we're is ongoing
[25:34] here in peel region and ... I am extremely conscious
[25:37] of the heavy agenda and the delegations so I will
[25:40] be ... thoughtful in my comments
[25:43] again I wanna thank at the regional council are the
[25:47] support our police services board in really at everyone that
[25:50] ... region at the region staff I pretty much am
[25:53] in contact with every commissioner here ... behind us and
[25:56] I want to acknowledge our appeal police team that is
[25:59] here before us
[26:00] very quickly ... you know as just that the baseball
[26:04] card thing is the important thing just to remember who's
[26:06] who and we could spend a lot of time on
[26:08] this but I do want to acknowledge that most recently
[26:11] we were pleased to promote a deputy chief mark to
[26:14] Pat ... in charge of a corporate services as you
[26:18] know we as a team are committed units in these
[26:21] three principles you know them from the moment I arrived
[26:23] in the spoke to council on modernizing our approach in
[26:28] mobilizing innovation the focusing on the inside of our organization
[26:30] and a commitment to the public are the golden threads
[26:33] that we continue to espouse in ... you know I'm
[26:36] pleased to see that my team also does the same
[26:40] many of you have received ... the either the link
[26:44] or the version of the annual port you know we
[26:48] moved away to an online version allows us to you
[26:51] obviously comply with the if your aspects and it is
[26:55] far more interactive but you will be able to see
[26:58] with the link ... before you are available on our
[27:01] website is recordings of not just data in subsets with
[27:07] the progress under three main buckets that ... the police
[27:11] services board and the police agency of community and of
[27:14] course community our people and our work and ... I
[27:17] must say that if there's a need to and an
[27:19] opportunity for us to spend time with any of the
[27:23] councillors and your constituents as it pertains to some of
[27:25] the details behind it please let us know we made
[27:28] an emphasis in some of you wouldn't see that now
[27:30] is to expand our ability to stay connected with up
[27:33] ... elected officials with the establishment of government relations ...
[27:38] of function in your your team and your staff are
[27:40] ... I hope internal arc in constant contact by our
[27:43] team
[27:44] as it pertains to where we're headed is ... you
[27:49] know I tell our people and that if the hear
[27:51] me speak whether it's you know in small groups large
[27:55] groups or to the media is our aspirational statement is
[27:58] to be the most innovative progressive police organization and you
[28:02] can fill in the blank internationally it's clearly aspirational we
[28:05] will make mistakes on the way and we will make
[28:07] formative changes to to do that but our commitment to
[28:12] that is about transforming the way policing looks and ...
[28:16] it is one which not just the community is asking
[28:20] but I know that all of you are desirous of
[28:23] seeing a formative changes that server community better and these
[28:26] are the elements that you know we really put the
[28:31] hawks and and obviously you shift to community safety well
[28:32] being and as a as a lands were everything we
[28:35] doing that ensuring that we don't go alone on this
[28:38] road and bring together our partners including those that are
[28:41] here in this room but we also are focused on
[28:46] what's different in a growing region and we'll get to
[28:49] the growth impacts ... we're still called upon in the
[28:54] concurrent lane way is to look at not doing things
[28:56] the way we've always done it in a in a
[28:58] mechanisms for alternative service delivery and many of these elements
[29:03] are what is what drives the activities that you perhaps
[29:07] may see or you see emerging from peel regional police
[29:11] a without a doubt because I know we are members
[29:13] of the community and public interest in it I I
[29:17] can't let the time pass without talking about community safety
[29:19] well being I wish it was a little easier to
[29:21] say and if people didn't ... you know glaze out
[29:24] when I kept saying committee safety well being but you
[29:27] know ... it's a pleasure to be able to share
[29:29] that with commissioner pull Cinelli and we want to keep
[29:32] routing people in the framework the frameworks indicates that traditionally
[29:35] we've always been in the urgency incident response and that's
[29:39] what you know when there's a problem in the community
[29:41] we say let's put more effort in this space and
[29:44] I don't want to walk away from this it is
[29:47] an important space with you know the issues that we
[29:50] see from intimate partner violence the carjackings and thefts ...
[29:54] you know things that plague our community we will always
[29:57] be in the space but just awesome the space fire
[30:01] paramedics doesn't resolve everything and emphasis on ensuring that we
[30:05] bring other people into the space of social development prevention
[30:09] not just crime prevention but prevention for all issues and
[30:12] also opportunities to get upstream mitigate risk are really important
[30:16] to us and so this is the lands that we
[30:19] are trying to apply to it could be a neighbourhood
[30:23] street corner related issue that applies a right to you
[30:26] macro issues such as mental health and addictions
[30:30] S. housing homelessness ... food food and security and all
[30:34] the different issues that you as a region and councillors
[30:38] in your constituency ... it's the same ones that our
[30:40] officers are are at the doorsteps every day and so
[30:43] that's why it's important to us the idea being is
[30:46] that if we put emphasis in the other areas as
[30:49] you can see visually the emphasis in the red has
[30:51] decreased and by decreasing it you know conceptually this allows
[30:56] us to get back to the spaces that we like
[30:58] to be at ... I know all of you you
[31:00] know I've talked to many of you both in a
[31:02] being put on hold on you know nine one one
[31:05] or delays in us reporting we love to get back
[31:08] to the business that we are supposed to be doing
[31:11] and so with the way we look at is these
[31:13] four on the rights of the screen these four big
[31:15] buckets and it's not that it's gone from all the
[31:17] other things that are important but these are acutely elevated
[31:20] areas of risk in our community that we are using
[31:24] the community safety well being lands on some of you
[31:28] will have received I think most of you will have
[31:30] received at least the packages staff will have it last
[31:33] week we were able to launch my commitment I know
[31:37] the region is committed to community safety well being plan
[31:40] which they push through admins colon but as an organization
[31:43] that is one of you know many partners in the
[31:48] regions community safety well being plan we wanted to commit
[31:51] ourselves in a real thoughtful way to continue our approaches
[31:56] to proactive collaborative solutions to preventing and mitigating risa we
[32:02] have our own operational plan it's call our way forward
[32:05] and it speaks to you know many many commitments within
[32:08] it but of which is to be more thoughtful and
[32:12] data driven verses reactionary all I I know I think
[32:15] we all agree that our region of all regions in
[32:18] Canada serves a culturally responsible approach to that
[32:22] and also putting partnerships number one and I think you
[32:27] know that not to say that lately is
[32:29] we recognize that a more balanced and collaborative approach to
[32:34] policing is a better way of achieving what this community
[32:37] needs and I think we are committed to ID and
[32:41] root causes of specific calls for service that we continue
[32:45] to get and finding a way to turn the tap
[32:47] down on that if we can by bringing our partners
[32:49] into it so ... again and other welcome at a
[32:52] lot of point an opportunity ... the offline with any
[32:55] any of you from a regional council to bring myself
[32:58] for my team to speak to this and that you
[33:01] know I think we were seen examples of that the
[33:05] first thing is we want to be informed by the
[33:06] community we serve there have been virtual town halls physical
[33:10] town halls I know ... council parishes holding one next
[33:13] week which we will be a part of with community
[33:15] leaders we want to be informed before we move forward
[33:20] on the planning under committee safety well being so it
[33:23] takes a lot of listening and we know if we
[33:25] come out of the gates with the plan that has
[33:28] not been informed by it does that are impacted by
[33:32] it we we clearly will be missing the mark and
[33:34] also ... are opening ourselves up to you ... criticism
[33:38] so this is a heavy heavy in front and informing
[33:41] ourselves with the public we serve ...
[33:45] the the next area is party populations and this is
[33:49] how we have termed a you know older adults use
[33:54] all all the populations that we see are potentially at
[33:57] risk inclusive of those affected by by real significant pressures
[34:02] and now not only do we launch our community with
[34:05] wellbeing strategy we are working on developing a youth action
[34:08] plan we know in the ages where we have seen
[34:11] it a certain footprint of policing egress from the school
[34:14] environment we need to find thoughtful ways of investing in
[34:19] our youth and when we look at communities that are
[34:22] under pressure ... yes we are they're responding to policing
[34:26] needs but we also need to you know bill resiliency
[34:29] along with our partners to mitigate the risk of them
[34:32] they see down the road all right not just that
[34:35] we have ... our mental health addiction strategy which we
[34:38] are a partner with the region on thank you for
[34:40] that which was launched last year our divisional mobilization teams
[34:43] which are officers that are strictly assigned to go and
[34:47] mitigate risk and the non emergent situation we know that
[34:53] a two hundred people in a region are responsible for
[34:55] two thousand calls for service and ... if there's a
[34:57] way that we could provide them supports an offramp them
[35:00] the the volume of work that we we see getting
[35:03] put back into areas of of upper tier are tremendous
[35:07] you see the little dots on the screen you know
[35:09] if you follow the the the colors of the committee
[35:12] safety well being plan this is how we map our
[35:15] activities in the spaces that we have not traditionally been
[35:18] we've almost always been in the red but never in
[35:21] the social development prevention and risk mitigation I want to
[35:24] commend the region for their finding of making sustainable funding
[35:29] for human trafficking and prevent human trafficking in assisting those
[35:33] ... exiting human trafficking this continues to be one of
[35:37] our our our largest parties in peel region and I'm
[35:40] pleased to say that we are one of the leading
[35:44] municipal
[35:45] all these regions in Canada with a collaborative multi sector
[35:50] approach to human trafficking it's not just seen as you
[35:53] know a few agencies doing that obviously more room to
[35:57] grow of course we recognize that ... offering people and
[36:01] connecting the services is a better way than us doing
[36:04] you know it's the definition of insanity
[36:07] repeatedly going back and resolve trying to resolve an issue
[36:10] with ... police officers only ... and expecting a different
[36:13] outcome
[36:16] it would be I would be remiss if I would
[36:20] I didn't just you know ensure that the region appeal
[36:23] Knowles that we intend on making seismic difference differences to
[36:27] policing ... I again this is not a soft on
[36:31] crime discussion this is you know us looking at policing
[36:36] through a public health lands in the shift to human
[36:39] rights centric approach and some of the work they were
[36:43] doing you'll see the seven key principles of our committee
[36:46] with the Ontario Human Rights Commission we are the only
[36:49] police agency in Canada to work voluntarily to implement ...
[36:55] size make systemic changes to how we do things and
[36:58] you know there's a lot of people that will say
[37:01] let's wait and see how that works but we we
[37:04] are seeing the shift and the shift is rooted in
[37:07] in those elements that are down below ... we again
[37:10] are not doing this on our along our own we
[37:12] have established a anti racism advisory committee and ... just
[37:18] like many police organizations we have lots of advisory committees
[37:22] in chiefs councils but this stands above and beyond that
[37:26] the committee's purpose is to provide meaningful and thoughtful ...
[37:30] the lands and recommendations to the work we're doing with
[37:33] the Ontario Human Rights Commission ... that is you know
[37:37] oriented eliminating systemic racism in and any human service and
[37:42] we're very thankful for ... the members there and they
[37:45] were all selected by members of the community and not
[37:48] by us
[37:51] again our emphasis on mental health and addictions continues to
[37:55] increase year over year year to date we're seeing an
[37:58] increase in requests for assistance for those that have ...
[38:02] mental health related ... crisis ... but we have a
[38:07] strategy which isn't just the you know responsive and and
[38:11] it has five years of focus I won't go through
[38:13] them but they are you know focused on supporting ...
[38:17] people in a different way us increasing our capacity to
[38:22] understand the challenges in the expanding our knowledge through evidence
[38:25] base and you know there's elements of it that are
[38:28] also focused on the well being of our own employees
[38:31] I know the region appeal will have one of the
[38:34] the only ... you know ...
[38:38] first responder wellness our treatment facilities in in Canada and
[38:44] then I think it's it's a great thing for us
[38:46] but it's all integrated in me see it not just
[38:48] in our work force but in the community we have
[38:51] been thankful to be working with our hospitals CMHA William
[38:55] Oscar for example has a hospital transfer of care protocol
[38:58] where we can bring somebody in in crisis into the
[39:01] hospital with a greater ease in it's more about the
[39:05] care of the individual the spin offs are that you
[39:08] know yes our officers are back in action a little
[39:12] quicker ... but you know we continue to work on
[39:15] this inclusive of supporting connection to services again the mobile
[39:21] crisis rapid response team still exist here ... I I
[39:25] need to say that
[39:25] if they don't respond in an officer respond only on
[39:29] their own eighty percent of the time we're taking somebody
[39:32] to the hospital if the crisis worker responds with an
[39:35] officer
[39:36] only twenty percent of the time somebody's going to hospital
[39:39] that means the right people are going to an emergency
[39:43] room unnecessarily we're not bringing people there and or were
[39:48] connecting people right to services right from the curbside
[39:51] one that will be of course of importance to all
[39:58] of us ... in our in and one that we
[40:01] hear quite a bit from our community is the response
[40:08] of island crime and ... you know we can spend
[40:08] a lot of time in this area but we have
[40:11] applied the community will being strategy to this as well
[40:16] you know we've talked about our ... intimate partner violence
[40:19] response which embeds fifty plus offices at the safes under
[40:23] appeal and that allows us to continue to do a
[40:29] referrals to the people that need off ramping and supports
[40:32] that are in the in the cycle of intimate partner
[40:34] violence survivors that are involved in it ... but part
[40:37] of our work has been advocacy with the province you
[40:40] will have seen ... recent ... for grant funding announcements
[40:43] that are allowing us to hire our allow peer P.
[40:47] to work with our partners to hire crisis workers at
[40:50] the city center people would strengthen our support for survivors
[40:53] of intimate partner violence and human trafficking we also received
[40:56] over three one point five million or three years which
[41:00] will go to a guns and gangs violence reduction strategy
[41:04] this investment is obviously there to help us continue to
[41:07] fight local gun and gang activity but some of the
[41:11] things that you may not see our our efforts to
[41:13] increase the complex care response teams which is now a
[41:16] social worker with a trained officer in the space of
[41:21] family and intimate partner violence that are on the road
[41:24] to end up at the doorstep of people so it's
[41:27] not just officers it's a another way to try to
[41:31] offer him some of the needs some of them are
[41:33] not critic critic criminal in nature and require ... other
[41:36] supports ... we have ... continue to invest in our
[41:42] efforts for the situation tables which meet with fifty a
[41:47] community partners weekly to find opportunities to support
[41:52] hold that are in our at risk ... some of
[41:55] the work that we're doing to approach a gang violence
[41:58] reduction is actually supporting the families and siblings of those
[42:03] involved in a violent activity which means that ... we
[42:07] are providing them pathways to education partnering with a shared
[42:12] and ... local businesses not for profit service social service
[42:15] agencies and youth related agencies to build stronger supports we're
[42:20] not the solution to that but we believe that strength
[42:24] in those communities ... you know in the years out
[42:27] even if it off ramps wanted to young people that
[42:29] have been exposed to gun and gang violence ... it
[42:33] takes them out of that the the that stream
[42:39] one that of course is a priority and it to
[42:43] all of us we have seen you know with the
[42:45] increase of volume of vehicles in our municipality ... not
[42:49] just the motor vehicle collisions but we as far as
[42:52] this weekend we had the this weekend alone two tragic
[42:56] deaths ... ... ... in
[42:59] they're both ... alcohol related of motor vehicle collisions you
[43:05] know sadly innocent people affected by a motor vehicle collisions
[43:09] that are involved with it a middle off with that
[43:10] alcohol and addictions involved so our efforts are not just
[43:16] on enforcement and I need to say that we've established
[43:21] to enforcement teams ... one of which is a safer
[43:25] roads team the safer roads team ... it is
[43:28] specifically focused on individuals that are chronic high risk offenders
[43:33] and drivers ... not we will have to go too
[43:37] far to have talked about the chisel ... family that
[43:40] ... we know that the driver involved I had a
[43:44] long history of repeated it infractions driver suspensions and if
[43:49] there's an opportunity for us to focus on them to
[43:52] mitigate them ... you know the results are very obvious
[43:56] but in addition to them we have a target enforcement
[44:00] team which goes to the communities in your and your
[44:03] wards especially when we get repeated complaints the use statistics
[44:07] community complaints and and target on the enforcement
[44:11] also responsible for some of the larger projects that you've
[44:14] seen ... pertain pertain to noise or the street racing
[44:17] or race we want to just also you know right
[44:20] from me ... affirm the value of speed enforcement cameras
[44:25] ... you know we all we all know that ...
[44:27] with some of the studies in the data are showing
[44:29] a reduction in driver behaviour over time a even up
[44:33] down to eight climbers and some of them which is
[44:35] you know may sound marginal but it is something for
[44:40] sure that we we are appreciative of because our limited
[44:43] number of officers can unfortunately be everywhere ... and you
[44:48] know we focused up people diction ... S. S. been
[44:51] a referral center here every and this is an element
[44:54] of our you know
[44:55] community safety well being lands is every person stop for
[45:00] an alcohol or substance related driving offense received at curbside
[45:07] referral to park and so that means within if they
[45:12] can send within twenty four hours they are connected right
[45:15] with an addictions counselor and not all the might take
[45:19] it but if you wanted to do ... it's an
[45:22] effort to offramp ... the cycle ... that we see
[45:26] ... repeatedly of re offending it in our community ...
[45:31] we are just for your wariness roughly ... stable with
[45:35] the number of fatalities that we've had year over year
[45:38] we have seen an increase in pedestrian fatalities all of
[45:41] them are concerned for us and we continue to work
[45:44] closely with our partners with the OP P. ... in
[45:47] other jurisdictions because we know many of them ... our
[45:50] our trip traveling right across the GTA that are the
[45:54] more gregis
[45:56] I'd be remiss to not spend a small amount of
[45:59] time on one that has ... you know captured not
[46:02] just you and your region bar right across the GTA
[46:04] everybody's attention and I I wanna thank ... the board
[46:07] for their support in advocating for some of the spaces
[46:10] that are outside of the realm of ... what a
[46:13] policing can do we have had ... you know the
[46:18] first thing to distinguish that the north of the vehicles
[46:22] in carjackings all the diverse deal with vehicles and victimization
[46:24] are a really on our side to two different ...
[46:27] the buckets but are interrelated that the vehicles quickly are
[46:31] you know unattended vehicle that stolen ... would through the
[46:35] various means but ... the carjackings which you know I
[46:41] would you know safely see are far more egregious involve
[46:42] violence to extract the driver and team the vehicle they're
[46:47] both related in such that we're seeing trends that ...
[46:51] you know summer just use for the commission of other
[46:52] crimes but we're seeing many of them especially the high
[46:55] and motor vehicles ...
[46:56] involved in being explored exported for commercial ... the legal
[47:03] purposes so our response has always been you know
[47:08] in the investigative in the red and we've we continue
[47:11] to do an amazing job we have here in peel
[47:13] one of only two commercial auto dedicated out auto crime
[47:17] units in Ontario ... in that's part of the extension
[47:21] of our commitment they're involved with a variety of initiatives
[47:24] and projects join forces operations critically with the exportation of
[47:27] of them the one that you see in the last
[47:30] which you may have seen in this a quick YouTube
[47:32] video for those who have the time to search it
[47:35] but that one is ... appeal led one with our
[47:38] partners that resulted in the arrest of twenty four individuals
[47:41] for ... the thefts of our own vehicles we reserve
[47:47] river covered two hundred vehicles in that project ... worth
[47:50] over eleven million dollars ... there are top five that's
[47:53] why it's called high five vehicles which we continue to
[47:56] do as you move through the rings of the committee
[47:58] safety well being plan is you can start to see
[48:02] are you know it's not just a policing issue ...
[48:04] you know just form for numbers we are approximately you
[48:09] know probably four hundred stolen autos a month in the
[48:13] region appeal and ... that's that's a lot in getting
[48:18] to the manufactures and preventing them are ... not just
[48:22] the ... police related initiatives so our collaboration with ...
[48:25] other enforcement entities ... dealing with manufacturers we've not been
[48:29] invited to work with manufacturers at the design round table
[48:32] to find upstream mechanisms to prevent it ... clearly there
[48:36] are things that you know
[48:39] owners of these vehicles can do but you know we
[48:41] can't put it all on all owners and ... we
[48:43] know this frustration with the ability for us to to
[48:46] interdict these vehicles and to take them off ramped up
[48:50] in so we continue to you know use
[48:54] on the lands of what more can we do with
[48:56] other people to turn the dial down on these pressures
[49:00] our next commitment as you know is you know in
[49:03] many of you know that I've said this before is
[49:06] ... you know technologies not just about you know getting
[49:08] a shiny plated glass in front of an officer it's
[49:12] intended to be a platform to serve the community better
[49:14] better for us to do our job better to be
[49:17] more effective but also to improve the safety and well
[49:20] being and you know we have many principles that we
[49:23] are focusing on the six pillars are down below below
[49:28] deputy chief authority who's in charge or innovation infrastructure is
[49:30] here and he leads this with a quite an amazing
[49:34] team but you know the way we see it is
[49:38] you know if we can you know if I took
[49:41] the but it played a glass with their officers and
[49:42] you've heard me do the analogy before you can sign
[49:44] for a mortgage on your couch on an iPad but
[49:48] you know offices are still flipping through notebooks and having
[49:50] to drive thirty minutes into in the station to to
[49:54] in a research things you know right now we've got
[49:57] to the bility where ... through some applications we have
[50:02] our appeal police apps store which you know one of
[50:03] the apps is ... one which if we somebody just
[50:06] wants a hot meal and we're standing at a curbside
[50:11] you know downtown Brampton the officer can you know quickly
[50:13] jump on see what's open make the referral and a
[50:19] connection and connection but he too simple hot meal if
[50:20] they need a referral to service we can do it
[50:22] we've launched a two we interpretation of multi lingual the
[50:25] actually talk to somebody who speaks their language virtually all
[50:28] on the device and we're at we are ... a
[50:32] piloting with electronic notes many of you know from an
[50:36] accountability transparency and supporting the work we do in telling
[50:40] our story better we have been the largest police organization
[50:43] to fleet ... in a sort of spirit time body
[50:46] worn cameras ... and we're looking beyond that is our
[50:50] ability to we stream to a crisis worker in the
[50:53] communications center as a platform at of course supporting your
[50:57] community ... we have a real time operate
[50:59] in center at the peak times of policing were able
[51:02] to augment resources in a way that ... isn't defined
[51:05] just by officers within the division always being responsible for
[51:09] their work and the in a very quickly ... intimate
[51:13] feel like I'm speed dating through it it's just that
[51:15] I'm very conscious of the other delegations vine me and
[51:18] perhaps the questions and answers but
[51:22] are you appeal please is one of
[51:24] the only Canada's First police agencies to operate its own
[51:30] public safety broadband network that means all the data everything
[51:33] I told you this happening ... over hand held devices
[51:36] in vehicles is on our own is off on a
[51:40] rolling on her own network which is on the heels
[51:41] of the nine eleven commission report which recommends that first
[51:44] responders should have their own cyber secure and resilient network
[51:48] and you know just to be clear that it is
[51:51] also being used Halton and two point five million population
[51:54] are are benefiting from the US the us being able
[51:57] to get to their doorstep without outages ... that perhaps
[52:01] other municipalities may see
[52:05] and finally it be you know many of you heard
[52:07] me say if we're not good on the inside we're
[52:09] not good on the outside and
[52:11] you know this is our commitment to doing that our
[52:15] people is many of the initiatives you see you know
[52:19] the development of you know internal support networks for our
[52:22] officers ... ... expect respect workplace which is intended to
[52:28] make sure we we have a healthy and respectful workplace
[52:31] that we ... deconstruct you know some of the issues
[52:36] of the past that have affected many organizations across the
[52:40] policing spectrum an investment in leadership and leadership growth not
[52:45] nurturer people from ... organizational wellness standpoint and then a
[52:49] culture shift and you know the these may be the
[52:52] least interesting ones for you but they actually are the
[52:56] invest in our people so the moment they interact with
[52:59] the public whether they be on the phone or in
[53:02] person ... are you know the commitment to them being
[53:06] their best and ... you know I I need to
[53:10] say that the slides that you've all seen have all
[53:13] occurred you know these changes of all occurred in the
[53:15] last year and a half to you despite you know
[53:18] the pandemic ... and all the geopolitical pressures that we
[53:22] seen localized pressures is our commitment to continue to
[53:25] transform the organization so it looks and feels different than
[53:29] what chiefs might stand up and say before you on
[53:32] an annual report ...
[53:35] I'd you know I think it's important for all of
[53:37] us to say you know okay Mrs saying he's doing
[53:41] all these things that are changing the way we look
[53:44] at business our team is is is a pot committed
[53:48] to this transformation ... but ... anything we also after
[53:53] knowledge that we are ... without a doubt in one
[53:56] of the fastest growing regions and the growth impacts I'm
[53:59] sure you constituents all feel whether it's a delay in
[54:03] response or ... time waiting on calls we have one
[54:07] of the busiest nine on one communication centers ... in
[54:14] in Canada we are communications center dispatches for fire
[54:16] and all three municipalities and and police and also are
[54:21] the intake for all the paramedic call so you can
[54:24] imagine how busy that is then there is a need
[54:28] for growth expansion and ... as you see in the
[54:31] bottom right and regional council be well aware of ...
[54:33] and we're very thankful for the support of of region
[54:38] staff ... commissioner can for working with us on our
[54:41] long term facilities plan in our growth plans ... ...
[54:46] CO a bigger as been fantastic for for the conversations
[54:48] but we still operate with the for policing division model
[54:51] that we did in nineteen eighty one and the population
[54:54] has grown two hundred twenty seven percent and our work
[54:57] forces also grown significantly and so did the it would
[55:02] you know council needs to know that we have not
[55:05] kept up with that and we're making strong efforts to
[55:09] do that in in in your future that includes ...
[55:14] the new OP operational policing division ... which is in
[55:17] the northwest as well as seventy seven fifty is what
[55:20] we call Sir Robert peel it's right across from from
[55:23] ... in if you look at it it literally looks
[55:25] like it's ... out of the scene of NYPD Blue
[55:28] from about eighty years ago ... and it ... to
[55:31] say that it needs to be ... you know revitalized
[55:36] is ... is an understatement so we have ... move
[55:40] forward with the accelerating some of our capital projects ...
[55:44] then as the region also suffers in the municipal municipalities
[55:47] I also suffer with the cost of inflation and ...
[55:50] and we we are adjusting with that so ... it
[55:55] the growth is not only impact with our infrastructure but
[56:00] is also with the people you know part of being
[56:01] able to get more people out to the things that
[56:03] our community deserves to see an officer is a thoughtful
[56:06] way of ... making sure work force grows with the
[56:09] population growth but I want to assure you as you
[56:13] come then you here in the board comes to you
[56:15] with you know you know these are the needs for
[56:17] peel police at you have the most thoughtful leadership team
[56:22] looking out what else can we do you ... to
[56:25] solutions some of these pressures that are upon us
[56:28] as I wrap up ... you know in the middle
[56:31] you'll see the three tenths of our strapline is our
[56:34] people are working a community the boxes outside of them
[56:38] referred to what Nish says when he stands up in
[56:40] front of a microphone to say our aspirational statements and
[56:43] this is what our team is committed to you and
[56:45] you can see the multitude of activities that are deeply
[56:47] connected between it again we're not just swing at the
[56:50] fences were trying to stay committed to a vision in
[56:53] the plan and ... you know it takes they say
[56:56] it takes three to seven years to shift culture in
[56:59] organizations and strategy we're committed to it with regardless of
[57:04] you know the day to day pressures ... we're committed
[57:07] also to making sure that you feel that you have
[57:10] a response of police organization that says Hey you know
[57:14] we see the gap in delta there what can we
[57:16] do to of all ... we are bringing along three
[57:20] thousand four hundred members with us on this on this
[57:22] ... on this trajectory and ... I do want to
[57:26] say that we are extremely appreciative of the support that
[57:29] we've got from all of you individually ... is ...
[57:32] as we have conversations ... council itself ... the reason
[57:37] stuff I want to thank all of them for their
[57:39] continued support and friendship and in the board ... and
[57:42] ... we're pleased to be your police service and ...
[57:45] hopefully we continue to see the changes and ... the
[57:49] improvements as the time goes on ... and I would
[57:52] say that is on the backs of every civilian and
[57:55] sworn member of the organization and ... we're just pleased
[57:58] to be here today
[58:00] sure thank you
[58:00] chief thank you very much for your presentation we have
[58:03] questions councillor perish
[58:07] comments mostly ... thank you at the tone of the
[58:10] report was very positive I used to dread the police
[58:13] report coming in because they were bullets and guns and
[58:15] all kinds of nasty things you always manage to give
[58:19] us the news but you do it in up lifting
[58:22] weights so I appreciate that ... the second comment I
[58:25] want to make is
[58:26] regarding the community station at Westwood square it's had a
[58:30] really positive the fact nothing's perfect but it's had a
[58:33] very positive effect on multi
[58:35] as an example the first time we brought in Canada
[58:38] day up there the officer at the time said we
[58:41] needed twenty eight P. duty police officers I said why
[58:44] and she said consultant of what happened this year which
[58:48] you have a shortage of officers that signed up for
[58:53] V. duty and undervaluation as was done as to where
[58:55] they need to work and we were told we didn't
[58:56] need any we just needed to order ... two extra
[58:59] private security people there were no incidents it went beautifully
[59:04] self to go from requiring twenty eighteen telling us we
[59:07] had a good track record and you don't need any
[59:09] is a direct
[59:10] relationship with having the community station I really appreciate that
[59:15] my only question is ... I'm sure you've seen the
[59:18] article the start of the trial police force ... losing
[59:21] over four thousand cars and a couple of the people
[59:25] who lost Karsten we had devices on their cars and
[59:28] they call the police and they tracked their cars for
[59:31] two days but the police never showed up in the
[59:34] locations they were sent to or they go out there
[59:37] and of course we're gonna have you had any sort
[59:39] of reaction to that any spillover into people
[59:46] thank you councilperson appreciate the comments and before I answer
[59:48] the question we look forward to continuing to work and
[59:52] all this the hub in a variety of different opportunities
[59:54] as we move forward to be collaborative so thank you
[59:56] again for ... the willingness to to to work with
[59:59] us for sure and ... just to your question we
[1:00:02] were seeing the same frustration a council person then perhaps
[1:00:06] you know the guy I saw what happened in Toronto
[1:00:10] ... we we are seeing ...
[1:00:11] you know where the car owners have a quicker ability
[1:00:17] to respond to the stolen car and see where it's
[1:00:20] going we've had much success I think
[1:00:23] in you know there are some out liars and I
[1:00:26] don't want to they don't have the numbers in front
[1:00:28] of me but there are some out liars like the
[1:00:30] one particular article we recently saw in the in the
[1:00:33] in in the media where it's just gone on and
[1:00:37] on and it and it is a it's a it's
[1:00:40] a something definitely needs to be peeled back but we
[1:00:42] have also had opportunities where somebody has said to us
[1:00:47] eight I call it in you know a couple hours
[1:00:48] ago but I've got it sitting here at that intersection
[1:00:52] X. and Y. we have had success in responding to
[1:00:56] them I think it's probably a totality of factors that
[1:01:00] cause delays sometimes it's compounded by it moving into the
[1:01:05] next jurisdiction which then adds to the delay and you
[1:01:10] know I can't speak to the other municipalities it is
[1:01:13] a big frustration at Kelso perish and you know
[1:01:16] for example I think both both municipalities in Mississauga Brampton
[1:01:21] are roughly about two hundred stolen cars a month and
[1:01:24] if you do it per day it's all it's
[1:01:28] no it does the volume is is a research challenge
[1:01:30] said to get to them but ... yet that is
[1:01:33] definitely there ... we have encouraged citizens to not go
[1:01:38] get their cars although it's tempting because sometimes we have
[1:01:43] you know for example the deployed
[1:01:48] plainclothes officers seated to to watch the vehicle to see
[1:01:52] if we can affect an arrest and we don't sometimes
[1:01:54] know what the owner looks like which could cause the
[1:01:57] difficulty so you know those are some of the nuances
[1:02:00] and that is a point of frustration if they can
[1:02:02] get the Kerr and we can't what good are we
[1:02:04] right and I think we recognize that that that's an
[1:02:07] issue but it is really compounded by the volume and
[1:02:10] ... of of them so I'm not sure Francis your
[1:02:14] question but ... I can just the firm the for
[1:02:16] the the firm that that is that let's just say
[1:02:19] it's a it's a frustration for both the police and
[1:02:22] the community we love to get to them but
[1:02:24] the fact that there are ten a day makes it
[1:02:27] hard for you to send somebody out when somebody says
[1:02:30] I track my card is such and such an intersection
[1:02:31] because they'll be gone by the time you get there
[1:02:33] but I guess I found the article kind of unfair
[1:02:36] to the police and I was kind of hoping to
[1:02:39] see a rebuttal at some point but that's mostly trials
[1:02:43] it was that it's focused on their police department so
[1:02:46] I guess they're not into the public relations business but
[1:02:49] anyway I really want to thank you ... super thank
[1:02:51] you for coming out next week communities very excited and
[1:02:55] ... I don't think you'll get a lot of concerns
[1:02:57] about stolen cars but you'll get other concerns as well
[1:03:00] and I know you'll be well prepared thank you very
[1:03:03] much thank you counsel thank you Mr Thompson
[1:03:09] yes so here here's challenge I have for you the
[1:03:11] speed enforcement cameras all working extremely well Alton Caledon into
[1:03:16] peel challenges we need more of them and it sure
[1:03:19] takes the law lifting off from your officers every day
[1:03:23] I have one particular individual that lives in Brampton came
[1:03:26] and met with me wanted to talk about the situation
[1:03:31] and ... Campbell our camels crosses should say and ...
[1:03:32] when he arrived he had twenty three invoices from the
[1:03:36] speed camera
[1:03:38] and what he was doing a hundred twenty three to
[1:03:41] forty like it's a forty through there
[1:03:44] I'm any wanted to know all of what I could
[1:03:46] help him I like he'd pay for the high one
[1:03:48] in the or if we took the high one low
[1:03:50] one off eBay the rest I said no there's no
[1:03:52] deal here you have not learned to slow down on
[1:03:55] our roads it works
[1:03:57] question I have going forward this is something that the
[1:04:00] police services board can work with because you have OPP
[1:04:04] there is well with the region appeal staff and the
[1:04:07] local municipalities on how we can start to build a
[1:04:10] plan common for the budget on how we can start
[1:04:13] to incorporate these because they will pay for themselves over
[1:04:16] time but let's develop a plan on how to start
[1:04:19] to install them everywhere in even if we just have
[1:04:22] the box without the camera it works it slows traffic
[1:04:26] down better than what you can these things work twenty
[1:04:31] four seven officers have other things that the other commitments
[1:04:33] we need to do we need to work smarter you've
[1:04:36] definitely proven that in your report what I'm putting the
[1:04:40] challenges yes what can we do since you're the biggest
[1:04:42] part of the force but I can occur courage that
[1:04:45] OPP will be part of it but we all need
[1:04:47] to work together with our lower tiers because we're doing
[1:04:50] the court enforcement but now with the changes that the
[1:04:54] province for these AS sees that they just pay the
[1:04:57] fines what can we do to start to because it's
[1:05:00] gonna make our community safer what can we do to
[1:05:03] do to ...
[1:05:06] hi I guess to implement this technology start to build
[1:05:10] up for twenty three going forward ... I think it's
[1:05:13] extremely important I know we have little bits and pieces
[1:05:16] but we need to really take now the province has
[1:05:18] given us the tools
[1:05:20] let's let's figure out how to implement it and that's
[1:05:23] why I'm saying the police services board needs to be
[1:05:25] a big part of it because we got to to
[1:05:26] police forces that we need to work with to slow
[1:05:30] traffic down and peel and that's our biggest challenge in
[1:05:33] Caledon is when you got high speed LEED stacks and
[1:05:38] sleeves the frills and I'm sure it's like that everywhere
[1:05:41] of drunk driving we we we can't do but if
[1:05:43] we can force people to slow down even with drunk
[1:05:45] drivers it's going to make our roads safer
[1:05:48] thank you your ship and you know I do first
[1:05:50] of all let me say that we absolutely would support
[1:05:53] a collaborative ... in discussion on this because I think
[1:05:57] now that you not only has the province of ported
[1:06:01] it and the municipality's been added now for a little
[1:06:02] while so all the back in infrastructure work full parts
[1:06:05] process is there which we know is one that we
[1:06:07] had to work out ... I think the ability for
[1:06:10] us to to not just look at what we're that
[1:06:13] we're the needs for it what does it look like
[1:06:15] what can we do with the data for example on
[1:06:18] somebody like if Nish has fifteen of them you know
[1:06:23] is their ability for the data roll over to us
[1:06:24] for our in our targeted teams or with the OP
[1:06:28] so the answer is we'd happily entertain the ... Koval
[1:06:32] and the art of possibility for that
[1:06:34] I know we're running out of time on this to
[1:06:36] even bring forward as a motion we can we just
[1:06:38] do it is direction that we can see what we
[1:06:40] can do to leave that ... Mr Jerry your sit
[1:06:42] on the board but what we can do to start
[1:06:45] implementing this program please thank you
[1:06:49] councillor desco
[1:06:56] share great to see you chief Nash
[1:06:59] I always find your updates really interesting and
[1:07:03] Russell and I am and I
[1:07:04] I think you're more progressive them sometimes but
[1:07:11] but that with legislation and funding allows for and that
[1:07:14] but I'm really glad to see the direction that again
[1:07:17] ...
[1:07:19] again I don't want to us to repeat too much
[1:07:22] of what's already been mentioned by the stolen car situation
[1:07:25] and ... and this is just it's truly incredible but
[1:07:29] seeing I guess first hand some of the work that
[1:07:33] appeals during honest it terms of
[1:07:37] to this it's just it's just the sheer volume seems
[1:07:40] incredible but I just wanted to mention ... just to
[1:07:44] see if there's other avenues I know while the Mayor
[1:07:48] just mention about that ... it
[1:07:53] privacy for us were automated speed enforcement
[1:07:57] the general to staff but also I would also see
[1:07:59] if we might be able to leverage that into
[1:08:04] you want to do some work but more technology like
[1:08:06] decibel counters and things like that hands police officers and
[1:08:10] also push for a stronger regulation as we have that
[1:08:13] I I around the regional table in the class and
[1:08:17] also what rather Mississauga council table as well I think
[1:08:20] there's a real opportunity here to do that she also
[1:08:23] will I believe in the news this morning or yesterday
[1:08:27] ... mayor Tory it's Ralph is ... to to get
[1:08:31] more active but ... my fear with what he wants
[1:08:34] to do is sign up I truly don't believe that
[1:08:37] that but our police forces have the right tools in
[1:08:40] place to deal with that situations like this where you're
[1:08:45] mentioning changes that the blast happened decades ago and ...
[1:08:48] and what we're seeing right now is change that's happening
[1:08:53] so I just might ask that ...
[1:08:55] and again I don't know that it's direction or anything
[1:09:00] but it's just baby out ... you know to
[1:09:03] through through our council but I think maybe it's just
[1:09:06] something when you're talking to out to the province and
[1:09:09] give us some ideas to a charge of how we
[1:09:12] can help you for things for example like a modified
[1:09:16] mufflers situation that I know what you're dealing with the
[1:09:19] budget
[1:09:21] so ... perhaps that's a question for you chief Nash
[1:09:24] is there any way that so but again we're getting
[1:09:27] into end of council time and lame but is there
[1:09:29] anything that we might be able to do to able
[1:09:31] to further assist you and your and your team
[1:09:35] absolutely thank you very much for both ... questions and
[1:09:38] on the stolen car when I think I believe chair
[1:09:41] Chad I would like to comment a little bit on
[1:09:42] it and maybe if I can deal with the second
[1:09:44] part on resourcing first of all thanks for your willingness
[1:09:46] to support yes you know we we do we have
[1:09:49] a limited number of of ... tools to help allow
[1:09:52] for enforcement and I can certainly speak to my team
[1:09:56] you know I would never turn away council support for
[1:10:00] this no operational ... items but we we would like
[1:10:04] to talk to my team and perhaps you can come
[1:10:06] back with an opportunity for you know the same way
[1:10:08] council's affirmed support for you know mental health you know
[1:10:13] the road safety U. one we've been clearly working on
[1:10:16] with the vision zero but as it gets down to
[1:10:19] the practical elements that allow us to do things that
[1:10:23] are quality of life like noise related issues with the
[1:10:25] absolutely there are some solutions that we can I can
[1:10:27] chat with my team and then for the stolen car
[1:10:30] situation I think ... you know there are opportunities with
[1:10:35] the transportation ministry institution ... advocacy that manufacturers ... it
[1:10:38] banks insurance companies we have a map of activities which
[1:10:42] the chair has been a privy to and would love
[1:10:45] to turn it over to him to talk to
[1:10:47] thank you councillor for offering the supposed to endorse to
[1:10:52] the heart of that this is one of the big
[1:10:53] ... issue we have strange throughout the GTA and we
[1:10:57] accomplished that in peeling or apple and different people ...
[1:11:00] board meeting ... we put forward a motion and ...
[1:11:05] were and and in the last hour board meeting we
[1:11:07] received a report ... I'm not sure councillor if you
[1:11:11] received the letter ... from me on behalf of the
[1:11:14] bodes ... dealt with the copy we don't to down
[1:11:16] to all as BP's and MPs are or how we
[1:11:20] can work together because this is a bigger problem just
[1:11:23] in this bigger than just in this region because when
[1:11:27] you see the majority of the recall are being explored
[1:11:30] out of the country in the end to the containers
[1:11:33] so just ... when the CESS facts are
[1:11:40] R. three percent of the containers Park leaving the leaving
[1:11:42] the country on that declaration kind of the submitted sometime
[1:11:46] three to six months after the containers are already left
[1:11:49] the country that is one of the main reason beside
[1:11:53] are you obviously we need to work with the manufacturer
[1:12:01] after the meal you lose the key are so hard
[1:12:02] to get and how somebody come and within ten seconds
[1:12:06] stick your we could always obviously there's a bit of
[1:12:06] pressure on on the police ... officers working there ...
[1:12:10] but ... to gather I'm sure are if you are
[1:12:14] maybe I can speak to you after our our our
[1:12:17] wonderful deputy deputy Milosevic can ... get ... get to
[1:12:22] you all the data all the **** is all the
[1:12:25] work we are doing in regards to the artefact thank
[1:12:27] you
[1:12:28] okay well thanks so much yes absolutely
[1:12:32] welcome that would be great thank you very much
[1:12:35] you cancer cetyl
[1:12:38] thank you Mr joiner and the thank you Jeeves for
[1:12:41] being here and as always ... bringing us a very
[1:12:46] solid plan or up for Jill regional police not not
[1:12:50] just a litany of problems and ...
[1:12:56] M. statistics because ... you're you're actually doing something to
[1:13:00] tackle those statistics that I think that's what's so critical
[1:13:04] ... one of the one of the areas that I
[1:13:08] have been the most concerned about is the youth issue
[1:13:13] and I know you are dealing as much as you
[1:13:16] can to continue those connections with you I think one
[1:13:20] of the worst things that the school boards it was
[1:13:23] very short sighted ... was to remove the police and
[1:13:28] remove remove all connections with the police with with the
[1:13:33] schools
[1:13:33] and I hate to think how many young people have
[1:13:38] lost out because of that
[1:13:41] ... you know that some of the stories that I've
[1:13:43] heard from principals and teachers that ... you know the
[1:13:48] program was an excellent one it meter provision we all
[1:13:52] know that but you were working on that and I
[1:13:55] think to ... you know pulling the program totally and
[1:13:59] not even allowing a police officer to put one foot
[1:14:03] on school property and has ... has created a bigger
[1:14:07] problem than what I think anyone on any of the
[1:14:11] boards of education could have foreseen and as I said
[1:14:15] I've heard about it from my community I've heard about
[1:14:17] it from parents from teachers and from from police officers
[1:14:21] so ... I'm hoping that with the new board coming
[1:14:26] it backs term that there will be some ... more
[1:14:30] rational thinking and ... some more responsibility by the trustees
[1:14:36] of the board of education to work with the police
[1:14:38] not against them because I think that was probably the
[1:14:41] worst thing that could have happened ... I think you
[1:14:45] are open from what we've seen you are very open
[1:14:47] to working with people and with the community and ...
[1:14:52] and with the educators and I think that's what is
[1:14:55] desperately desperately needed otherwise we're you're not going to be
[1:14:59] able to ...
[1:14:59] you're not gonna be able to support the youth in
[1:15:04] the community which I know you want to do and
[1:15:07] so I think that's a very important thing going forward
[1:15:12] ...
[1:15:14] the community you know I praise to so many times
[1:15:17] for the community well being safety well being plan the
[1:15:20] peel regional police brought forward ... you were such an
[1:15:24] integral part of our regional community safety well being plan
[1:15:27] but to take the further step and put it into
[1:15:30] policing and going back and looking at those root causes
[1:15:34] particularly of those roads the challenge these
[1:15:37] I think was was such a very proactive approach and
[1:15:42] I really applaud you and ... the staff will come
[1:15:46] forward and that of course I have to recognize inspector
[1:15:50] general's
[1:15:51] overall the works I work very closely with him on
[1:15:53] the road safety issues ... also ... one of the
[1:15:57] things you didn't mention was how engaged your officers are
[1:16:01] with our various committees around the region that municipalities on
[1:16:05] our roads into committee in Mississauga on our vision zero
[1:16:09] task force here in the region and the input and
[1:16:12] the collaboration that we see there is some is just
[1:16:16] phenomenal and stuff we would be doing it without you
[1:16:20] I want to respond to ... comments that ... the
[1:16:24] Mayor Thompson made about the speed cameras because ... week
[1:16:30] ... Allen week we did have been killed police and
[1:16:33] cheapness were engaged in this we had a round table
[1:16:35] with the ministry of transportation earlier this year ... where
[1:16:40] we have been with the region has been very proactive
[1:16:45] on trying to get the province to open up the
[1:16:50] pilot program into a full fledged program that would give
[1:16:54] us a lot more flexibility in how and where we
[1:16:59] apply those speed cameras and we do expect the report
[1:17:02] from the province to come the Ministry assured us of
[1:17:05] it becoming in September or early fall so hopefully going
[1:17:10] forward will be able to have more options and ...
[1:17:15] he said on that task force as well and we're
[1:17:18] at the meeting so you know is a lot of
[1:17:20] collaboration going on we've been very very strong advocates here
[1:17:23] at the region and I know in Mississauga for more
[1:17:27] flexibility in the speed camera program and ...
[1:17:33] it aligns I am confident that starting in the fall
[1:17:35] we will have but one of the other things at
[1:17:39] cheap that we really really need you to be a
[1:17:43] very strong advocate from a policing perspective it is for
[1:17:46] a provincial vision zero strategy
[1:17:48] and we reiterate to the provincial to the minister into
[1:17:52] the ... to the MTO staff how important that is
[1:17:56] for the province and at a recent ... OTC version
[1:18:01] zero seven are that I was out a couple weeks
[1:18:02] ago ... you know we have a lot of advocacy
[1:18:05] going on with organizations around the province and agencies and
[1:18:11] we need we need the policing to be very strong
[1:18:14] on that as well so thank you for all your
[1:18:17] doing we need to keep working together on these because
[1:18:20] it is a partnership and ...
[1:18:26] consolations it it's such a great report not all good
[1:18:29] ... you know we we have to look at the
[1:18:31] statistics that there are so many issues that you're dealing
[1:18:34] with but I really like the way that your ...
[1:18:37] that you're prepared to deal with them so thank you
[1:18:40] thank you counsel thank you that concludes the speakers just
[1:18:45] a point of emphasis for that or what some of
[1:18:47] my colleagues have said number one she can or so
[1:18:49] proud when you talk about community safety and well being
[1:18:51] and as chair or I'm particularly proud as two friends
[1:18:54] number one one of the few jurisdictions that have implemented
[1:18:57] ours and it's working when so many were given delays
[1:18:59] because of Corbett but number two chief the point of
[1:19:02] emphasis that I always make for taxpayers as it's been
[1:19:04] proven over and over again the introduction you do with
[1:19:09] the frontend saves six times the amount of having to
[1:19:12] clean up the mess afterwards so I even tell people
[1:19:15] that are humanists are aren't humanness that don't care if
[1:19:17] you don't care about others spend the bulk up front
[1:19:20] and let's help somebody today instead of incarcerating them years
[1:19:24] later at six times the cost and money we can
[1:19:27] buy money for officers why don't we have more money
[1:19:29] up front but that's the challenge we have the second
[1:19:31] point yep I want to make it I'm so glad
[1:19:34] church at the mention this you know it's been said
[1:19:35] in sports the greatest accolades any athlete loves more than
[1:19:39] anything is when they went awards proffered by their peers
[1:19:42] and she for you in shorter to become the chief
[1:19:45] of chiefs to become the head of ... cap I
[1:19:47] mean that's just such a remarkable reflection on you and
[1:19:51] peel and I want to tell you this last time
[1:19:55] leave which a little sign posts along the way I'm
[1:19:56] I was looking at the conference coming up for the
[1:19:59] chiefs that's imminent and it might have been using hyperbole
[1:20:02] years ago thirty years ago the annual conference of chiefs
[1:20:05] of chiefs in North America the keynote speech might have
[1:20:08] been ... the latest paramilitary equipment and why you need
[1:20:11] more of it well that's thirty years ago chief under
[1:20:13] your leadership the theme of the chiefs of chiefs conferences
[1:20:17] coming up and I'm paraphrasing is fostering public trust and
[1:20:22] confidence in policing and there's your sign post along the
[1:20:26] way of still a lot of conversations to come but
[1:20:29] because of people like you and peel at the vanguard
[1:20:32] very proud of the direction we're going in so well
[1:20:35] done to you I have a motion here moved by
[1:20:39] talk to you in the whole service by the way
[1:20:40] thanks to all ...
[1:20:41] moved by mayor Thompson second by councillor Dusko we're moving
[1:20:44] receipt of the chiefs presentation anybody opposed that is carried
[1:20:48] thank you to all thank you okay moving on run
[1:20:51] to our next deputations with regards to our consumption site
[1:20:54] but as I said we're gonna start with the staff
[1:20:57] presentation to sort of focus the conversation so I'm dealing
[1:21:01] first before the probe the deputations with the staff presentation
[1:21:04] item eight point one supervised consumption services and peel by
[1:21:08] AFP urgent public health needs site a presentation by Dr
[1:21:12] Kate being on acting medical officer of health and all
[1:21:15] the related to parts that we will be dealing with
[1:21:17] so Kate welcome for the presentation as I said to
[1:21:19] the delegates we will come to you immediately after we
[1:21:22] all get this focus presentation on the matter before us
[1:21:25] please proceed
[1:21:36] how that
[1:21:38] good morning and thank you chair ... and good morning
[1:21:40] to members of regional council
[1:21:44] before I begin I'd like to acknowledge ... in advance
[1:21:47] all of the delegates who are here to present today
[1:21:50] ... as well as those who submitted written submissions related
[1:21:53] to this agenda item
[1:21:55] important to listen to stakeholders both those who need the
[1:21:59] services of those who may be impacted by the services
[1:22:00] in our community
[1:22:02] our combined efforts and commitment are necessary to help save
[1:22:05] lives that may otherwise be lost or severely impacted
[1:22:09] report today provides an update on planning that's under way
[1:22:12] to establish supervised consumption services in P. all
[1:22:16] we're asking for your endorsement today to proceed with the
[1:22:18] next steps of planning and community engagement to help make
[1:22:21] these services available in peel soon to address rising drug
[1:22:24] toxicity deaths in harm's in our community
[1:22:29] the report from council reflects priority work that has restarted
[1:22:32] out of the pandemic in response to the growing number
[1:22:34] of drug toxicity deaths in our community this work is
[1:22:37] part of the peel opioid strategy that was endorsed by
[1:22:40] council as the board of health at the end of
[1:22:43] two thousand nineteen just before the cover nineteen pandemic
[1:22:47] if you look at strategy works across four pillars of
[1:22:48] prevention harm reduction treatment and enforcement and justice the immediate
[1:22:54] focuses on harm reduction interventions which are known to prevent
[1:22:57] drug toxicity overdoses supervised consumption services are an additional tool
[1:23:02] that will strengthen people's current harm reduction services which include
[1:23:06] provision of safer drug use and equipment and supplies safe
[1:23:09] sharps disposal naloxone distribution and training an overdose education and
[1:23:14] response training
[1:23:15] work across all four pillars and in alignment with other
[1:23:18] strategies including community safety and well being we'll continue to
[1:23:22] advance to support a comprehensive response to the current crisis
[1:23:30] he also facing a growing drug toxicity crisis with six
[1:23:34] hundred and fifty four five lives lost in the last
[1:23:36] five years
[1:23:37] with six hundred and fifty for preventable deaths occurring over
[1:23:40] the last five years our drug toxicity crisis continues to
[1:23:44] worsen along with the rest of Ontario
[1:23:47] two thousand twenty one was the region's deadliest year for
[1:23:49] opioid related toxicity deaths a hundred and eighty nine people
[1:23:53] which is a hundred thirty three percent more than in
[1:23:56] two thousand seventeen just five years prior
[1:23:58] well the opioid crisis impacts individuals from all walks of
[1:24:01] life overdose deaths are most severely impacting young people between
[1:24:07] twenty five and forty four years of age leading to
[1:24:08] many years of life lost
[1:24:10] the drug supply is increasingly toxic with a significant majority
[1:24:13] of deaths involving fentanyl and other highly potent compounds
[1:24:17] of the many lives lost in the last two years
[1:24:19] many people are using drugs alone when someone's alone there's
[1:24:23] no opportunity to assess risks with resuscitation administer naloxone or
[1:24:27] call for emergency services
[1:24:29] the need for more immediate intervention to prevent drug toxicity
[1:24:32] deaths is clear supervised consumption services are shown to reduce
[1:24:36] overdose deaths and other drug related harms the improve and
[1:24:39] save lives
[1:24:44] in December two thousand nineteen along with endorsement of the
[1:24:47] fuel of the I'd strategy regional council as the board
[1:24:49] of health endorsed the peel supervised consumption needs assessment and
[1:24:53] feasibility study or peel a C. a study
[1:24:57] the study was completed by peel public health in partnership
[1:24:59] with more oil health and community services and the Canadian
[1:25:02] mental health association feel different branch to determine the need
[1:25:06] acceptability feasibility an operational preferences for us yes appeal
[1:25:12] I thought to explore the perspectives of people with lived
[1:25:14] and living experience of substance use other community members and
[1:25:17] key stakeholders through three components a survey for people with
[1:25:21] lived and living experience of substance use a survey for
[1:25:24] the general community which is open to anyone in peel
[1:25:27] who's interested in participating and key informant interviews from five
[1:25:31] sectors healthcare social services government to municipal services police and
[1:25:36] emergency services and the business and community sector
[1:25:40] key findings from the study were that there is a
[1:25:42] need for us yes appeal particularly concentrated in the downtown
[1:25:45] Brampton in Cooksville Mississauga areas and the people who use
[1:25:49] substances appeal would use us yes if they were available
[1:25:52] some key considerations noted in the study include that the
[1:25:55] location must be accessible by people who use substances
[1:26:00] April security and community safety measures must be in place
[1:26:02] and community engagement or on site selection is important
[1:26:08] through the report today were seeking approval and and term
[1:26:10] funding to progress to the next steps in the establishment
[1:26:13] of a smaller scale urgent public health needs site for
[1:26:16] supervised consumption
[1:26:18] in order to provide supervised consumption services an exemption as
[1:26:21] required under the controlled drugs and substances act
[1:26:24] the federal government introduced the urgent public health needs site
[1:26:27] process which allows community to complete communities to complete a
[1:26:31] simpler exception application to provide services more immediately while the
[1:26:35] usual exception is pursued
[1:26:37] several jurisdictions have used this expedited process including Toronto and
[1:26:42] most recently Timmons which just earlier this week began operations
[1:26:45] of a municipally funded urgent public health needs site while
[1:26:48] they pursue longer term provincial funding
[1:26:51] applying for an urgent public health needs site will allow
[1:26:54] people to implement implement a site sooner
[1:26:56] to address the urgent need within our community well pursuing
[1:26:59] provincial funding and considering future models for us yes
[1:27:08] we are recommending that more oil health and community services
[1:27:10] be the lead operator of the internet service
[1:27:14] Moyles nearly three decades decades of experience and expertise providing
[1:27:17] harm reduction services at the client level and close involvement
[1:27:20] in substance use work alongside peel public health making the
[1:27:23] right choice
[1:27:25] where would work closely with welfare community health services to
[1:27:27] provide the necessary clinical supports on site
[1:27:31] well Ford has specialized expertise in clinical service provision and
[1:27:34] experience operating from harm reduction lands as well as serving
[1:27:37] the population of people who use substances appeal
[1:27:42] boy well fort through their networks and relationships with other
[1:27:43] providers we use robust referral pathways to link clients to
[1:27:47] other health and social services as needed
[1:27:54] you can see 3 examples of existing sites in Ontario
[1:27:57] there are thirty eight supervised consumption sites in Canada was
[1:28:00] the first opening in two thousand and three
[1:28:04] since two thousand seventeen twenty three sites have been established
[1:28:05] in eleven communities across Ontario
[1:28:08] as we consider a suitable location for an initial site
[1:28:11] in peel we want to find something that integrates well
[1:28:13] in the community
[1:28:15] although the exterior sites vary across jurisdictions the services insider
[1:28:18] similar and consist of an intake in a waiting area
[1:28:22] supervised consumption spaces and post consumption after space after Kirsty's
[1:28:26] supervision is provided by harm reduction workers peers and nurses
[1:28:29] who are trained and ready to respond should an overdose
[1:28:32] occur
[1:28:33] support and referral services occur as needed within the setting
[1:28:37] space permitting there's often some degree of clinical care on
[1:28:40] site such as wound care and support for addictions treatment
[1:28:44] referral if clients are interested in those supports housing supports
[1:28:48] and testing for HIV or hepatitis
[1:28:54] in March two thousand twenty two a supervised consumption services
[1:28:57] planning and implementation table was established with stakeholders who work
[1:29:01] closely with people who use substances
[1:29:04] public health work with this table as well as multiple
[1:29:06] internal regional partners has resulted in the report and recommendations
[1:29:09] before you today
[1:29:11] on this slide you can see a summary of the
[1:29:13] plan next steps from left to right the purple houses
[1:29:16] where we are today with council approval will continue to
[1:29:19] work to identify site location options complete site specific neighborhood
[1:29:25] engagement and an advising and working with the local municipality
[1:29:27] and councillors to secure a site
[1:29:30] operator contract negotiation applications for the federal exceptional continue during
[1:29:34] this time into January twenty twenty three
[1:29:38] we also work in parallel on the application process and
[1:29:40] advocacy for sustained provincial funding and the full federal exemption
[1:29:45] the yellow arrow at the bottom indicates a recognition of
[1:29:48] the importance of continued community engagement and input the need
[1:29:51] for action is real and as you can tell from
[1:29:54] the many people delegating today in the interest in this
[1:29:56] item the number of people dying in experiencing harms as
[1:29:59] days and weeks past continues to increase
[1:30:02] we're committed to doing things the right way and with
[1:30:04] a level conversation and engagement that also allow services to
[1:30:07] become available in time to make a difference
[1:30:10] we will keep council regularly informed as we move through
[1:30:12] the process and engage specific ward councillors more directly for
[1:30:15] potential sites in their communities
[1:30:18] we will report back formally to council on us yes
[1:30:20] operations in the first half of two thousand twenty three
[1:30:26] this is a shared journey critical to this work is
[1:30:29] constructive honest solutions based discussions with stakeholders our hope is
[1:30:33] that you council's the board of health provide us with
[1:30:36] the approval to move ahead with our plan next steps
[1:30:38] including these multimodal conversations and interactions
[1:30:42] the recommended interim solution is needed to help address current
[1:30:45] drug toxicity Dustin substance use related harms in our community
[1:30:50] the on this will continue to explore future models of
[1:30:52] us yes as part of the broader harm reduction approach
[1:30:54] and learning from our into a model
[1:30:57] we're committed to advocacy an application to the province for
[1:30:59] sustainable funding
[1:31:02] as you know and was reinforce for all of us
[1:31:04] through cove in the needs of the residents appeal are
[1:31:06] unique the current proposal for the interim supervised consumption services
[1:31:10] takes into account our current context and the needs related
[1:31:13] to drug toxicity in peel
[1:31:15] I'm hopeful that through your careful consideration and support will
[1:31:19] be able to move through this next best step together
[1:31:21] to meet the needs of address rising drug toxicity deaths
[1:31:24] and harms in our community thank you for your attention
[1:31:27] and I'm happy to take questions now or return at
[1:31:29] the end of the delegations I'm gonna ask council for
[1:31:32] any questions they have at this time before we go
[1:31:34] to the delegates themselves so questions of clarification at this
[1:31:37] time I have a list and sentiment Quemby concert America
[1:31:40] councillor descente
[1:31:44] thank you very much chair I have no questions I
[1:31:46] do wish to speak to the report when it comes
[1:31:48] forward I will join the list mayor Crombie questions at
[1:31:51] this time
[1:31:55] a little bit of a preamble first if I may
[1:31:57] and then a question or two I'm quite sharp to
[1:32:00] the increase of drug use particularly in peel region of
[1:32:05] course Brampton Mississauga are becoming very large cities and ...
[1:32:09] unfortunately we are also suffering from issues that plague large
[1:32:14] cities which include homelessness which include drug use and and
[1:32:19] of course increase mental health was quite surprised to see
[1:32:21] the increase hundred thirty three percent since twenty twenty one
[1:32:25] and that there have been six hundred and fifty four
[1:32:28] deaths and we know we know that our young people
[1:32:31] are primarily ... being impacted from it so it I
[1:32:37] think we have a duty to respond
[1:32:41] I you know it it's an unpleasant issue and nobody
[1:32:43] wants it in their backyard however we it is incumbent
[1:32:47] on us to act and be responsible there are those
[1:32:50] individuals that need our help if I may share an
[1:32:53] anecdote ... my daughter who you're allowed to trash a
[1:32:58] ... the lives downtown right next door to that site
[1:33:01] you showed interrogative and of course I was very concerned
[1:33:05] when my beautiful twenty five year old daughter moved there
[1:33:08] and saw what was next door and I have to
[1:33:11] shift I have to share that there were no issues
[1:33:14] they have she has seen no issues other haven't been
[1:33:17] people heiau decide to people there were only receiving assistance
[1:33:22] ... and being cared for and gave me a lot
[1:33:26] of comfort and confidence and I think that particularly in
[1:33:29] Mississauga where we're where we are seeing the growing rates
[1:33:33] of homelessness particularly in the downtown in Cooksville import credit
[1:33:38] league few areas it is important for us to act
[1:33:41] so my question to you would be aware in Mississauga
[1:33:44] would you suggest the initial pilots ... site B. BBEE
[1:33:49] located
[1:33:52] through the chair thank you bear for your comments ...
[1:33:55] we're following our as you know we have a multi
[1:34:00] modal stipulated overdose ... surveillance system and so we continue
[1:34:02] to follow a number of indicators beyond death so also
[1:34:06] hospitalizations ... where are her reduction teams ... are being
[1:34:11] called for service ... as well as understanding the community
[1:34:15] through people who use substances themselves the data certainly shows
[1:34:19] that there's a concentrated need around Cooksville Mississauga ... and
[1:34:23] we would propose to look there first ... or certainly
[1:34:27] ... in the region of Cooksville that would be accessible
[1:34:29] to ... to people these substances and ... also look
[1:34:35] here fully at as you suggest ... down along lakeshore
[1:34:38] certainly moving into that southeast area of Mississauga there are
[1:34:42] some elevated indicators ... but the current most geographically concentrated
[1:34:46] area is in the Clarksville area
[1:34:49] what we have a very dedicated counselor there and I
[1:34:51] know she has some strong opinions about this and I
[1:34:54] know that you will work very closely with her to
[1:34:56] find the right location thank you
[1:34:59] thank you
[1:35:00] thank you carrying on the questions councillor tomorrow
[1:35:05] thank you chair and
[1:35:06] I guess so
[1:35:09] we already had a conversation so you were sort of
[1:35:14] aware of
[1:35:16] some of the issues that I'm concerned about to make
[1:35:20] sure that we have a balance and I know what
[1:35:24] I told you some data that I was going to
[1:35:27] share with you have not forgotten so I will get
[1:35:30] to that to activate it ... you know ...
[1:35:33] you can't hide from the problem you have to try
[1:35:39] and solve it I get that what I don't want
[1:35:42] to as we solve the problem and that we don't
[1:35:45] create other problems
[1:35:47] and that is my main concern so one of the
[1:35:51] things that I would ask for is that
[1:35:53] you know how these safe injection sites I think a
[1:35:57] distributed model makes more sense to me I'd rather than
[1:36:01] concentrating it in one part of Mississauga are one part
[1:36:05] of people because then it exasperated problem if you know
[1:36:10] so if if there's multiple sites that are you know
[1:36:14] it one place doesn't become the mask off all right
[1:36:18] so I I think you guys should seriously look at
[1:36:21] distributed sites and mark one site aren't and Jack yeah
[1:36:27] and I looked like to understand more what is your
[1:36:30] plan to consult with the local residents ... hi the
[1:36:34] residential area as well as there is a program to
[1:36:38] revitalize main street and so what is your plan to
[1:36:41] collaborate and consult with the local businesses and local so
[1:36:46] that would be really really important because often ... these
[1:36:51] people are impacted as well though they don't always come
[1:36:54] in delegates sometimes they do sometimes they don't so we
[1:36:58] will be yeah all I'm saying is
[1:37:00] it's a problem I know we need to address it
[1:37:03] I want to make sure that as we address and
[1:37:05] we balance all other interests as well and then we
[1:37:09] make the extra effort to listen to the concerns of
[1:37:12] people who may not come out and delegated council either
[1:37:16] because you know they don't have the resources or the
[1:37:20] time for even the information sometimes to be able to
[1:37:24] come and delegates here and then the fact that matters
[1:37:27] so those would be my asks and I really would
[1:37:29] ask you to consider distributed model
[1:37:33] since there are pockets thank you and everywhere thank you
[1:37:38] I mean mass thank you any comments Dr big thank
[1:37:44] you for this year and thank you council tomorrow as
[1:37:45] well ... for our conversations on this ... prior I
[1:37:49] think what has come through in in all of the
[1:37:51] conversations we've started and continued through this process has been
[1:37:55] that there really is general support for this intervention in
[1:38:00] an understanding of the need in our community as well
[1:38:02] as an acknowledgement that there will be challenges to balancing
[1:38:06] ... the needs of the people who need the service
[1:38:08] with concerns or ... a lack of information of individuals
[1:38:14] or businesses or others in the community where they may
[1:38:17] be located so certainly execution awareness and two way dialogue
[1:38:21] is a critical part of that next up of consultation
[1:38:24] as we try to secure specific sites
[1:38:28] everyone who will be involved in implementing the site once
[1:38:32] the site to be six to be a success ...
[1:38:34] in particular people who need the service most desperately ...
[1:38:36] to try to prevent fatal overdoses from drug use and
[1:38:40] the service providers who will be working with so there
[1:38:43] is a genuine commitment to being good neighbors to being
[1:38:46] well integrated into the community and to engaging in Folsom
[1:38:49] and engaging in Folsom engagement ... prior to any final
[1:38:53] site selection we do need to start somewhere ... so
[1:38:57] we are proposing to start with one initial interim sites
[1:39:00] ... but with an absolute acknowledgment that feels very large
[1:39:04] geography were very diverse geography we have diverse populations within
[1:39:08] that geography and likely the ultimate model that works best
[1:39:12] for this community will be some sort of distributed model
[1:39:15] and it will likely come include a number of different
[1:39:18] ways in which the service could be provided to meet
[1:39:20] the needs of different populations and in different geographies ...
[1:39:23] we need to start somewhere so we're proposing to start
[1:39:26] where we can't ... to get something running quickly and
[1:39:29] we are very much committed to continuing to look at
[1:39:32] what is best for peel ... overlooks the slightly longer
[1:39:34] planning horizons concert Amerila follow up question
[1:39:38] yes I do and and you know my other ask
[1:39:41] Kate was send yeah I hope you will come forward
[1:39:44] with that is that asked for ...
[1:39:46] you know I wanted to know what was the experience
[1:39:51] with support and find something inside in Vancouver in Gastown
[1:39:55] which was one of the first ones I read many
[1:39:57] mixed reviews so it's hard for me ... because sometimes
[1:40:01] I think people have biases that come into whatever reports
[1:40:06] they are writing so I'd like to get a really
[1:40:08] balanced feedback I intend to do my own research a
[1:40:12] little bit more because I frankly read people saying oh
[1:40:16] inside is a great success and it hasn't done and
[1:40:19] there's been no negative fallout adults Gaston and then out
[1:40:23] right other reports that into a very different picture and
[1:40:26] then this report I think makes pictures so it because
[1:40:30] this topic is
[1:40:34] it's not about it it's really hard fully in people
[1:40:37] like me should you get unbiased unfiltered
[1:40:43] the parts as opposed to people the staff trying to
[1:40:46] create a narrative so how you do that I don't
[1:40:48] know but I think that would be really really important
[1:40:50] for me at least as the local council to get
[1:40:53] a full understanding of what happened there aren't before I
[1:40:57] feel comfortable
[1:41:01] it's
[1:41:03] councillor to Maryland thank you that concludes all the questions
[1:41:05] at this time a document ask you to stand down
[1:41:08] we're gonna hear from our delegates now and ... then
[1:41:10] we're going to bring the motion before counseling to deal
[1:41:12] with that and debate it then I have come service
[1:41:14] center up first to speak to the motion so with
[1:41:16] that delegate seven point two jasmine Flynn member peel drug
[1:41:20] user advisory panel more your health and community services jasmine
[1:41:24] I don't know if you're on my screen or if
[1:41:26] you're in the the building and the chamber because that
[1:41:29] we have a lot of faces here as well but
[1:41:31] jasmine are you on my there you are jasmine you've
[1:41:33] got five minutes please proceed go ahead jasmine
[1:41:38] hello my name is jasmine Plan and I stand before
[1:41:41] you today as a person with lived experience of substance
[1:41:44] use I am a mother of a number of people
[1:41:46] drug users advisory panel and the victim of the war
[1:41:49] on drugs that store my mother for me this past
[1:41:51] year my mother's name is Samantha plan she was a
[1:41:55] well known figure in the community she never had the
[1:41:57] fact that she was other drugs yes she had her
[1:42:00] use of opiates and she had an unsafe environment where
[1:42:03] she was the one providing community members with care support
[1:42:06] and supervision so that they were safe sure does appear
[1:42:11] for both um clinic in way of doing harm reduction
[1:42:12] work and community education and was all always trying to
[1:42:16] be a helper in the community even though her own
[1:42:18] journey with substance use continue to keep our entrenched in
[1:42:22] poverty and homelessness she save many lives and deserve the
[1:42:25] same dignity when she passed instead she was found face
[1:42:29] first in the back room of a house where no
[1:42:31] one had access to the resources she needed to check
[1:42:35] their drugs or provide her with proper lifesaving care
[1:42:38] drug use is something that someone does not something that
[1:42:41] someone is whether indoor or outdoor privilege are criminalized people
[1:42:46] who use drugs are at imminent risk of death threat
[1:42:49] is very real some of the people I know won't
[1:42:51] survive to walk through the doors of deals for site
[1:42:54] and not as fact without one it is certain more
[1:42:57] of them will die abstinence works for some but not
[1:43:00] for all three harm reduction was key no re how
[1:43:04] could or did down here people are complex beings and
[1:43:07] have the right to determine where they are out in
[1:43:09] their use without a safe place to use we are
[1:43:11] sentencing people to death people who use drugs have the
[1:43:15] right to live and the services will save lives to
[1:43:18] begin to try to describe all the people who have
[1:43:20] been lost would be nearly impossible they were people we
[1:43:23] love and will be continue I'm
[1:43:26] we continue to be people we will mess they were
[1:43:28] stolen from us before they even had a chance somewhere
[1:43:32] out X. somewhere recreational users and some were just beginning
[1:43:35] the very normal journey of experimentation and today they are
[1:43:39] all dead
[1:43:40] I'll use happens and no amount of policing or criminalization
[1:43:43] will make these desktops Furthermore this is not something top
[1:43:47] club or determination will sort out we need to equip
[1:43:51] yourselves with the tools needed to keep people alive a
[1:43:54] safe consumption site would mean not my mother would still
[1:43:58] be alive and have a proper chance at recovery ranging
[1:44:02] into take your has been affected by the drug poisoning
[1:44:04] crisis we owe it to the people whose lives have
[1:44:06] been lost as much as we owe it to the
[1:44:08] peoples who lives are still at risk this is no
[1:44:11] longer to be on the morality of drug use this
[1:44:14] is now debate on whether we will continue to let
[1:44:16] people die it really isn't that complex it is believed
[1:44:21] that as people who drug use drugs we have chosen
[1:44:24] are free and deserve death because we use drugs alcohol
[1:44:27] is readily available we safe consumption sites examples bars and
[1:44:31] restaurants on every major street those safe consumption sites are
[1:44:35] enjoyed daily by citizens highly sought out after spaces drawing
[1:44:39] in crowds and neighboring cities and here we are seven
[1:44:43] years into a crisis that has killed more than what
[1:44:45] would be acceptable in any other population of people begging
[1:44:49] you to take notice and implement approver in response to
[1:44:53] this public health crisis no different than the way the
[1:44:56] region responded to a call but nineteen I want you
[1:44:59] to remember my story and understand I've given the right
[1:45:02] supports and services I can stand here today something that
[1:45:06] my mom cannot do the evidence for supervised consumption and
[1:45:09] treatment services is sound they are proven effective and have
[1:45:13] been in operation for over a decade in some places
[1:45:16] in Canada with not one reporting a fatality worldwide supervised
[1:45:21] consumption and treatment services need to be a part of
[1:45:24] any responsible community's response to the harms of a poisoned
[1:45:27] drug supply people of all ages who use drugs are
[1:45:31] dying at unprecedented rates there is no other method of
[1:45:34] keeping people safe and when we are talking about a
[1:45:37] poisoned drug supply people continue to die I'm
[1:45:40] as we implement the solutions we know will work
[1:45:43] thank you for your time and attention today
[1:45:47] Johnson thank you for your excellent presentation I have no
[1:45:50] questions at this time so I thank you for your
[1:45:52] presentation and carry on with our list seven point three
[1:45:55] Marie McKenna moms stop the harm sharing a lived experience
[1:46:00] OP or crisis family impact Murray you're off
[1:46:05] it's very reason the audience and she's coming up welcome
[1:46:06] read
[1:46:08] and you have 5 minutes
[1:46:26] good morning thank you all for your time it's much
[1:46:29] appreciated
[1:46:31] my name is Marie McKenna I'm gonna have you speak
[1:46:34] a little closer to the microphone if you could please
[1:46:37] gather that's perfect thank you okay thank you
[1:46:40] my name is Marie McKenna and I am the privileged
[1:46:43] and proud mother of Corey and Nicole and Shane mechanised
[1:46:49] Makowsky
[1:46:51] Korean chain of the fourth generation of my family
[1:46:53] in south Mississauga Cory's great grandfather built a warehouse in
[1:46:59] nineteen fifty and it's owned and operated today by a
[1:47:02] third generation of the McKenna family
[1:47:04] in fact this picture that sets with me was taken
[1:47:08] five days book for Corey passed away in his two
[1:47:11] months of recovery
[1:47:13] and this is our social life now for the last
[1:47:15] four years I go out with my posters Corey and
[1:47:19] talk about it because this is what is needed now
[1:47:23] Cory's journey with drugs started with oxy cotton somewhere in
[1:47:26] his early life
[1:47:27] which usually grows into our steps into a heroin addiction
[1:47:33] which Corey went to rehab in twenty fourteen and had
[1:47:37] his first experience with heroin
[1:47:40] in northern Ontario North Bay
[1:47:44] after that he now got very serious he held the
[1:47:48] medical teams at the local clinics in lake view ...
[1:47:54] he was on the suboxone program which is a program
[1:47:58] to keep the urges and the substance use at bay
[1:48:02] he did that for a couple of years he was
[1:48:04] on the methadone program didn't like that at all I
[1:48:07] think he only lasted about six months or a year
[1:48:10] he wanted to be substance free and he was determined
[1:48:13] and I trusted in Cory's determination and his intelligence and
[1:48:18] he knew
[1:48:19] one thing I want to point out is we talk
[1:48:21] about the overdose these are overdoses none that leads us
[1:48:26] to believe that the individual talk too much they didn't
[1:48:29] take too much they're being poisoned
[1:48:34] on Cory's corner report of the Mississauga death certificate is
[1:48:39] accidental fatten all toxicity
[1:48:43] my son was poisoned he didn't take too much she
[1:48:46] knew but he had fifty nine days clean I had
[1:48:50] my son for those days
[1:48:52] the doctors that he worked with were standard the transformation
[1:48:55] of the young man he was in these two months
[1:48:59] but he relapsed
[1:49:01] usually don't get a second chance to relapse
[1:49:06] early on in my bereavement I found in a an
[1:49:09] organization called moms stop the harm it was started in
[1:49:15] twenty fifteen by two moms who lost their sons just
[1:49:17] as I have
[1:49:20] it would be C. as we know this is been
[1:49:22] going on for over twenty years we speak about Gastown
[1:49:26] this isn't new to our country and we knew that
[1:49:29] there was gonna be a tsunami coming east and it
[1:49:33] is coast to coast today and the numbers are astronomical
[1:49:37] the the number of six hundred and fifty four stats
[1:49:41] in the five years to Mississauga that's one of my
[1:49:45] sons number's Corey Corey is one of those numbers in
[1:49:49] twenty eighteen four days after his twenty ninth birthday
[1:49:51] these are preventable deaths that's probably the hardest part to
[1:49:58] reconcile these are preventable deaths and things have to move
[1:50:02] quickly as I was listening to jasmine speak
[1:50:06] early twenty twenty three there's still a lot of people
[1:50:09] to die
[1:50:11] here in peel
[1:50:12] over these few years to come
[1:50:15] I have brochures out front of the clerk's office for
[1:50:20] ... the moms stop the harm and also in twenty
[1:50:23] twenty one
[1:50:24] this organization did a national rollout of support groups because
[1:50:30] the families out here devastated were shattered we can now
[1:50:34] carry the stigma the shame that our children had to
[1:50:38] carry due to people's opinions and in a lot of
[1:50:42] families or silenced to that stigma we can't just go
[1:50:46] to ... child loss bereavement group
[1:50:50] these people are not circle don't understand when they've lost
[1:50:52] babies when they've lost children to other tragedies they don't
[1:50:57] understand our tragedy
[1:50:59] hence these two groups one of them is healing hearts
[1:51:02] they train members like myself as facilitators
[1:51:06] to go out and support these families
[1:51:10] the second one is holding hope
[1:51:13] is for the families and loved ones that still have
[1:51:16] active people
[1:51:17] in their substance use disorder journey
[1:51:22] that's tragedy in itself on a daily basis that's trauma
[1:51:26] it doesn't happen when the person finally dies it's the
[1:51:29] years before that impact the families the devastation the chronic
[1:51:35] chaos it carries on you try to run a family
[1:51:39] a lot of single mothers trying to run that family
[1:51:42] but this chaos is in the background
[1:51:44] sleepless nights days weeks years
[1:51:48] I had been Corey passed away I have four people
[1:51:51] in the poor credit area who I called my friends
[1:51:53] come forward to share with me that in fact they're
[1:51:56] dealing with the exact same thing but we didn't share
[1:52:00] to each other but because of the death people felt
[1:52:03] and knew I was a safe place at that point
[1:52:05] lot of dealings with police a lot of dealings with
[1:52:08] families in crisis
[1:52:14] if it's complicated when they the event begins when the
[1:52:15] loss has finally the biggest fear that we all fear
[1:52:19] when it comes true
[1:52:25] so my group right now I I have their permission
[1:52:28] we had a meeting last night and I have my
[1:52:31] permission to share this information as it just Minnesota it's
[1:52:35] it's usually an older late twenties up of young men
[1:52:39] and it's good in fact the ... Canadian population in
[1:52:43] years to come because we don't have mails to populate
[1:52:46] our population anymore which is just ... one of my
[1:52:51] members is a kindergarten teacher she's a single mom of
[1:52:55] three boys
[1:52:56] she buried her eighteen year old son died of sudden
[1:53:01] all he was poisoned she thought we had time to
[1:53:04] get through this we'll work through whatever his issues are
[1:53:08] she had already brought him back to life one night
[1:53:12] waking up to him and should the locks on in
[1:53:15] the home how dramatic is out for a mother to
[1:53:18] have to do that with her own son she has
[1:53:21] two other sons now she'll carry through another members a
[1:53:25] lawyer
[1:53:26] his son he's not in the peel area but his
[1:53:29] son was sixteen years old a hundred percent car factional
[1:53:33] was found in the young boy's body
[1:53:38] so one of one of the in our meetings it
[1:53:41] was just the way this father described this
[1:53:44] he said I can be just driving to work listening
[1:53:46] to the news
[1:53:48] and all of a sudden my son's dad
[1:53:51] it just hits you every morning you wake up four
[1:53:55] years later my first thought
[1:53:58] this car is not here anymore
[1:54:03] we're not asking for a cure for mental health and
[1:54:05] addiction that's way too big
[1:54:08] we're asking to help keep people alive there is a
[1:54:12] non safe supply on our streets and it's killing people
[1:54:15] daily
[1:54:18] I think it would be more prudent for me to
[1:54:20] share the end of Cory's life that day rather than
[1:54:22] tell you about what a wonderful father brother son cousin
[1:54:25] and friend that he was you can tell by the
[1:54:28] smile on his face that's who he was
[1:54:30] I want peel regional resources to know that they worked
[1:54:35] and it it should work that day and Corey should
[1:54:37] not be gone
[1:54:38] but let me tell you what happened Friday morning on
[1:54:42] August twenty fourth with Cory's much persistence he was meeting
[1:54:47] a friend at square one for lunch he wanted me
[1:54:50] to drop him to drop me off because we had
[1:54:54] to reconvened together that afternoon
[1:54:57] or it doesn't make sense I'm gonna drop you off
[1:54:58] for lunch come back no no no Chinese water torture
[1:55:02] I was now dropping him off ... no he was
[1:55:05] now dropping me off on his phone later we found
[1:55:09] my mom finally changed her mind I'm on my way
[1:55:12] at eleven forty one that was to his drug dealer
[1:55:16] in Burlington
[1:55:18] he was looking for some oxy cottons that day I
[1:55:21] solace tax for the whole day he was sitting beside
[1:55:23] me in the car I had no idea that this
[1:55:26] was going on within him
[1:55:29] 3:00 comes along that afternoon
[1:55:31] Corey I have that meeting where are you then I
[1:55:36] got that same as unknown call
[1:55:39] I'm a sergeant of peel regional over at square one
[1:55:42] seeing your son was found by a passer bys in
[1:55:45] your black Volvo in the underground parking he's on his
[1:55:48] way to trillium
[1:55:50] we got there in time he's okay
[1:55:53] do you need arrive
[1:55:56] I got a ride to my car
[1:55:58] the sergeant drove me in the underground so my car
[1:56:02] with the driver side open he said again we got
[1:56:06] here in time we usually don't
[1:56:09] I went out to my meeting because it was so
[1:56:12] important Cory was safe at trillion he was alive he
[1:56:15] was safe it's okay
[1:56:18] finally I get there
[1:56:20] he's out in the smoking area
[1:56:23] he's already been discharged
[1:56:26] 3:00 hours after arriving in trillions armor urgency
[1:56:32] as I pull up he walked out with his green
[1:56:35] scrubs on he look like a doctor that big smile
[1:56:39] greeted me with a twenty minute drive down the Dixie
[1:56:43] lake shore where he lived with my brother
[1:56:49] with the hard drive was a hard conversation
[1:56:51] but we had a beautiful goodbye
[1:56:54] well of tears I love you mom I'm sorry okay
[1:56:57] honey you're going to be okay I love you I
[1:57:00] love you too I'll call you when I get home
[1:57:02] he got out of the car
[1:57:05] little did I know
[1:57:07] that was my goodbye
[1:57:11] at ten twenty PM that night I was just heading
[1:57:14] to bed my brother called me to say mame Corey's
[1:57:17] not breathing
[1:57:19] so call 911
[1:57:23] I jumped in the car and I drove from Eglington
[1:57:27] and central parkway to Dixie a lecture I don't know
[1:57:29] how fast I got there and I was hoping feel
[1:57:32] regional was gonna pull me over to get me there
[1:57:35] foster I pulled in the building all the emergency vehicles
[1:57:38] through there the fire trucks the police cars
[1:57:42] as I ran jumped out of the car and I
[1:57:44] ran to the ground floor unit where they live all
[1:57:47] I can see the silhouette of people of my brother's
[1:57:49] living room just the silhouette and all I could hear
[1:57:53] was she's here the mothers here the mothers arrived is
[1:57:57] Sattar yeah Dr
[1:57:59] next thing I knew I had a paramedic in front
[1:58:01] of me he said we've been in touch with Charlie
[1:58:03] and we have been talking to the doctors we've administered
[1:58:06] everything there is to administer to him I thought often
[1:58:10] called there's hope
[1:58:12] but his heart has been stopped for a very long
[1:58:15] time
[1:58:16] my world went dark
[1:58:22] Korean tens of thousands of people are dying is preventable
[1:58:27] deaths turned a corner a little bit left in them
[1:58:28] in in his wallet
[1:58:31] but due to the you know that the new rules
[1:58:33] in place that there's no criminality to it there was
[1:58:36] no search done so it was never found it's just
[1:58:39] one of those things but I think it's important that
[1:58:43] we realize everybody has a different story everyone has a
[1:58:46] different scenario on how this went to be
[1:58:49] if I could ask for the recording to be played
[1:58:55] to have
[1:58:57] twenty fourth four twenty nine PM sent by nine zero
[1:59:02] five eight four eight seven one zero zero Barbara is
[1:59:07] Corey ...
[1:59:10] I don't know how you can reach me I don't
[1:59:12] know what to do and then well you sure it
[1:59:16] does that ...
[1:59:19] Hey I hit my head when I follow the car
[1:59:21] if you could please
[1:59:24] just I'm okay I'm sorry about today
[1:59:37] over time I've heard some horrible stories from families of
[1:59:41] how their loved ones have been released from hospitals
[1:59:45] these are emergency room Caesar they do their job there
[1:59:49] they brought Corey back to life
[1:59:52] the goddess heart going again and they did their job
[1:59:56] what I envision
[1:59:58] from this day forward I thought Corey just have that
[2:00:01] one person one person outside the emergency room I called
[2:00:06] Cory's corner
[2:00:08] the say what do you need their shoes need a
[2:00:11] phone call to your safe person here to the taxi
[2:00:14] chip free to go home
[2:00:16] ... here's a warm coat for you to put on
[2:00:20] that person in Cory's corner
[2:00:24] just someone to help
[2:00:26] because they come out of there the reason Corey couldn't
[2:00:29] get me that day as we change phone providers at
[2:00:32] the same cell number for twenty years but three three
[2:00:35] weeks prior I changed numbers to another provider and he
[2:00:39] couldn't get calls out of that institution to me for
[2:00:42] whatever the reason was
[2:00:44] and all he needed to do
[2:00:47] please get in touch with his mom
[2:00:48] and his mom to understand what really happened in that
[2:00:52] hospital that day
[2:00:55] I thank you all for listening to the story but
[2:00:58] I understand these are preventable deaths and they have to
[2:01:01] stop you have to stop
[2:01:03] thank you
[2:01:05] thank you very very much I have a question ...
[2:01:08] councillor Daskal
[2:01:15] it sure and thanks for coming in and again
[2:01:18] but tell telling your story which is
[2:01:22] truly unimaginable
[2:01:26] yeah
[2:01:28] and your your advocacy has been strong and relentless and
[2:01:34] ...
[2:01:36] and and really
[2:01:39] I think there's nothing more powerful than anybody could see
[2:01:41] and ... going to witness saying ...
[2:01:44] national overdose awareness day
[2:01:51] been to a few down and ... or credit area
[2:01:55] and just to see the posters of people that are
[2:01:58] no longer with us the families of the children who
[2:02:05] currently S. as Marie mansion are missing fathers
[2:02:07] it's it's it's really gut wrenching to see and ...
[2:02:10] and so I just wanted to to lend my support
[2:02:14] to artillery and and everybody else that is up that
[2:02:19] is what
[2:02:21] assistance because it says that it's another kind of pandemic
[2:02:23] but that we have to sure and I just wanted
[2:02:25] to thank you for coming ... and that just up
[2:02:32] when my support to what to this crisis
[2:02:38] yes so I don't know questions other than because I
[2:02:40] know I know Marie's story and ... ask very well
[2:02:44] ...
[2:02:46] and ... and this is something to eat you never
[2:02:50] want to hear another parent wanting to go through by
[2:02:53] any stretch so
[2:02:54] happy happy to support this initiative
[2:02:59] thank you mayor Crombie
[2:03:06] I just wanted to thank you for coming forward today
[2:03:09] as a mother you've broken my heart and we know
[2:03:13] the impact the drug use house and how it affects
[2:03:16] the best of families it reflects all families and I
[2:03:20] really want to thank you for sharing your you're very
[2:03:22] compelling story with us it was her inching honestly and
[2:03:27] I'm so sorry you live this devastated this tragedy
[2:03:32] thank you can we will support you our readers to
[2:03:36] thank you thank you I'd like to say both of
[2:03:38] Mayor Bonnie and Stephen tosco being done in south Mississauga
[2:03:45] ice I rented to Bonnie to social the Christmas after
[2:03:47] I lost Corey and I said I'll be in to
[2:03:49] see you and she said her door was open for
[2:03:52] me Stephen Vasquez been instrumental in the international overdose awareness
[2:03:56] days that we've done down in port credit that he
[2:03:58] mentioned including ... one of the initiatives was all the
[2:04:06] liquor licensed establishments import credit will have naloxone kids on
[2:04:08] site
[2:04:09] as an impact of harm reduction
[2:04:15] K. Brianna thank on behalf of all regional ... taxpayers
[2:04:17] and citizens and mothers and fathers the courage that you
[2:04:22] must've had it must've taken to give this presentation we're
[2:04:24] in your debt because I use this phrase a lot
[2:04:26] real people don't live in government buildings they live where
[2:04:29] you live and these are the real stories we need
[2:04:32] to hear I don't know that anybody could have put
[2:04:35] it more poignantly to assault thank you very much for
[2:04:37] coming here today thank you all the kind words moving
[2:04:41] on our next all I get is not ... neat
[2:04:44] Kaminski resident of Mississauga with regards to support for supervised
[2:04:47] consumption site a clean out of its not for Nate
[2:04:51] it's not not please proceed
[2:04:55] hello my name is not Kaminski shop
[2:04:59] and I'm standing before you today as a resident of
[2:05:02] the region of peel and as a person with deep
[2:05:04] connection to the issues I wanted to share my support
[2:05:07] for the implementation of the site I've been a resident
[2:05:10] of the region since the age of ten the region
[2:05:14] I am both grown up over the past thirty one
[2:05:15] years and that grows and changes wind standing before you
[2:05:19] today I love it here I bought my first home
[2:05:22] in PL I think that went that because of my
[2:05:25] drug use was always unimaginable easy I'm a person who
[2:05:28] uses drugs and is dependent on opiates B. at that
[2:05:32] those are prescribed to me now as a result of
[2:05:34] the growth of the harm reduction movement I'm still very
[2:05:37] much connected to the community people who are dying and
[2:05:40] I stand before you today asking all of you who
[2:05:43] hold the power to find the response needed to give
[2:05:45] others the same chances that I had
[2:05:49] ... government owning a home and how big of an
[2:05:50] accomplishment that was truly the biggest accomplishment I have is
[2:05:54] that I'm standing before you today forty one years of
[2:05:57] age
[2:05:58] at the height of my use I was asked to
[2:06:01] fill out in this estimate form on the final page
[2:06:04] came a question asking me to protect where I saw
[2:06:06] myself in the next five years thinking about how comfortable
[2:06:10] I was scribing died in the fill in the blanks
[2:06:12] still shakes me however every single day I see that
[2:06:16] reality play out in my community as a frontline worker
[2:06:19] for people use drugs today death is a guarantee in
[2:06:23] BC the life expectancy age has dropped as a result
[2:06:26] of this crisis I'm so thankful that I found harm
[2:06:29] reduction when I did I was dependent on opiates during
[2:06:33] a time where friends and all was not part of
[2:06:35] the drug market where vandals or something you had to
[2:06:38] intentionally seek out I went on methadone and one method
[2:06:41] when methadone was able to match my dependence and tried
[2:06:46] try treating of dosage had a formula and now it
[2:06:49] wasn't methadone that got me here today it gave me
[2:06:52] options easy harm reduction is more than a set of
[2:06:54] principles are particular program or service for me it was
[2:06:58] another chance of light one that landed me on the
[2:07:01] front lines as a harm reduction advocates and as part
[2:07:04] of the druggies amazement today I serve this region are
[2:07:07] a part of harm reduction programming idle and she community
[2:07:10] and empower folks to implement harm reduction into their own
[2:07:14] lives but a poisoned drug supply leaves me without the
[2:07:17] resources needed to keep this community safe the only tools
[2:07:21] I have is telling folks to arm themselves in our
[2:07:26] Jan and not use alone stickman criminalization is not conducive
[2:07:28] with being out and so long as our region doesn't
[2:07:31] have a space where folks can go we will continue
[2:07:33] to find people dying alone in twenty seventeen I started
[2:07:37] the peel drug users network I couldn't just continue to
[2:07:40] go into community without some way of battling this poisoned
[2:07:43] drug supply we began sharing information of overdoses and bad
[2:07:48] batches posting pictures and stories from the community very quickly
[2:07:53] the entire drug supply him changed care when disappeared and
[2:07:57] folks had to seek out stronger drug
[2:08:00] in order to feel well in our bad drug reports
[2:08:02] became redundant as a community we must continue to adapt
[2:08:06] and serve and that is what I'm asking of you
[2:08:08] today people who use drugs want to connect because connection
[2:08:12] is key and five years later our network not only
[2:08:15] has members connect to each one another but also to
[2:08:18] services some chords and employment opportunities that's what de stigmatize
[2:08:23] spaces can do they drop folks into somewhere they can
[2:08:27] feel safe and connected and allow them to thrive in
[2:08:30] opportunity supervised consumption and treatment services provides service by meeting
[2:08:35] people where they're at I cannot begin to describe how
[2:08:38] difficult it is to go on to community and watch
[2:08:40] the folks they serve disappear
[2:08:42] I handled our can telling people never he's alone but
[2:08:47] that just isn't enough without a space to go we
[2:08:50] need a space where folks can go use drugs and
[2:08:52] not be afraid where the primary focus must be certain
[2:08:56] surviving to another day supervised consumption and treatment services provide
[2:09:01] people use drugs an entry pathway into service providing chairing
[2:09:06] the non stigmatized environment
[2:09:08] the principles of harm reduction allow for recreating cultural community
[2:09:12] care practices we have the tools to recreate that model
[2:09:16] that is trusted by the people who need it the
[2:09:18] most
[2:09:20] supervised consumption and treatment services are a key part of
[2:09:23] any community that aims to keep its citizens well and
[2:09:26] it's communities thriving the presence of the sites as long
[2:09:29] overdue we must keep within the traditions of responding to
[2:09:33] our citizens needs so we can't
[2:09:37] ... stronger together I'm standing before you today because harm
[2:09:39] reduction works I am just too many lives have been
[2:09:43] stolen lives robbed of the opportunities I had people use
[2:09:48] drugs do not want to die and I beg you
[2:09:50] to stand for them today communities across this country many
[2:09:54] like her own and taken responsible steps of implementing the
[2:09:57] services and we must join them I urge you to
[2:10:01] act now listen to the recommendations of the study if
[2:10:05] not for people use drugs them for their families their
[2:10:08] friends the frontline workers and if not for that and
[2:10:11] for the future growth of our region because we can't
[2:10:14] begin to measure all the possibilities this crisis has robbed
[2:10:17] us of thank you
[2:10:20] thank you very much for your presentation I have no
[2:10:23] questions and I go on to our next speaker seven
[2:10:27] point five hope Ramsey executive director more your health and
[2:10:30] community services hope
[2:10:32] thank you honorable members of regional council my name is
[2:10:36] hope Ramsey and I'm the executive director of family health
[2:10:39] and community services Maria is an aids service organization that
[2:10:44] works with people who are living with after his golf
[2:10:47] and affected by HIV our mandate is to focus our
[2:10:51] efforts on prior to populations at highest risk of contracting
[2:10:56] HIV these operations include the twelve thousand B. D. Q.
[2:11:02] coming into his African and Caribbean and black community is
[2:11:04] when men and women and people who use drugs we
[2:11:08] are here today with our partners from Peter public health
[2:11:12] well for the comments that have since the drug uses
[2:11:15] advisory panel and yes yes planning and implementation group to
[2:11:20] put forward a plan to provide seed consumption services and
[2:11:24] the region of peel
[2:11:26] we've heard back Casey provide an option services for thirty
[2:11:32] years and and this includes service to people who use
[2:11:36] drugs including all reach our direction supplies and also distribution
[2:11:42] council in education and connections to all the services we
[2:11:46] also work to build a service the past the service
[2:11:48] providers capacity through provision of training workshops and exponential learning
[2:11:55] from those with lived experience of substance use
[2:12:00] more is a founding member and current share of the
[2:12:03] peel farm production committee PHR C. which has existed for
[2:12:08] ten years and has hosted an annual forum to raise
[2:12:12] community awareness around issues pertaining to substance use in P.
[2:12:19] P. H. R. C. identified the need for regional drug
[2:12:21] strategy and I'm all the recommendations from the community consultation
[2:12:27] reported trying to trying to one was a need to
[2:12:28] establish a supervised consumption services to address the drug crisis
[2:12:34] in two thousand eighteen always started the peel integrated drugs
[2:12:40] strategy and that's already told about the drug uses advisory
[2:12:46] panel J. uses that work as well as the judges
[2:12:48] advisory panel which together they have brought together key regional
[2:12:53] stakeholders to explore ways of reducing drug related harms and
[2:12:59] works closely with the region's opioid strategy
[2:13:04] since two thousand sixteen we have been seen at an
[2:13:07] ever increasing number of drug poisoning deaths due to the
[2:13:11] introduction of kinds of the into the drug supply
[2:13:15] we heard it's already the six fifty four lands lost
[2:13:18] between two thousand seventeen and two thousand twenty one
[2:13:23] in response to that escalating crisis in two thousand eighteen
[2:13:27] our harm reduction team volunteered at the moss park overdose
[2:13:31] prevention sites in Toronto
[2:13:33] and they were able to gain experience in providing monitoring
[2:13:38] overdose prevention services that I've seen here well I have
[2:13:43] been approved for provincial funding to set up an old
[2:13:50] piece and downtown Branson but difficult to secure in a
[2:13:50] viable location before the provincial election result in the withdrawal
[2:13:55] of the funding offer and the later shift towards consumption
[2:13:59] treatment services model which didn't but the new provincial government
[2:14:08] one supported P. public housing consultant S. is feasibility study
[2:14:10] which along with a delegation from two members of our
[2:14:14] Peter drug use and advisory panel and the letter stated
[2:14:17] more is the building next to be the operator of
[2:14:19] the seed consumption services in reach in the region was
[2:14:22] presented to regional council the board of health in December
[2:14:25] twenty twenty nine to nineteen
[2:14:27] we have since work with public health along with them
[2:14:33] wheelchair planning and implementation group to explore establishing an S.
[2:14:38] C. is in the region
[2:14:40] since April twenty twenty one more year has seen the
[2:14:46] ninety four oh four clans including some of our peer
[2:14:47] workers lose their lives to drop by stand
[2:14:51] our team is struggling to cope with the crisis the
[2:14:55] drug poisoning is created in the community this is why
[2:14:58] we are committed to working with wild fourth C. H.
[2:15:02] like health and other key stakeholders to put an end
[2:15:07] to these unnecessary and avoidable deaths by providing safe consumption
[2:15:13] services with the wraparound supports to people who use drugs
[2:15:19] Mallia and while fourth are well positioned to do this
[2:15:21] work as collectively we have strong ties with the drug
[2:15:25] use in communities and are well respected by them and
[2:15:29] others for harm reduction work in the region
[2:15:34] Azzedine considering your decision you ponder on the question which
[2:15:38] is more valuable the fear I have today are the
[2:15:43] lives that I think that can be saved from approving
[2:15:46] interim funding to private provide resources that can see in
[2:15:50] the lives of the community we love who knows the
[2:15:54] next last saved could be one of your own thank
[2:15:57] you
[2:16:00] I hope very you very much for your presentation for
[2:16:02] the great work you do it more oil ... if
[2:16:04] I have no questions I moving on to our next
[2:16:08] delegates seven point six Kimberly Floyd interim chief executive officer
[2:16:11] and the Tasha taught manager bloom kill clinic the Kimberly
[2:16:16] in the Tasha welcome
[2:16:19] zero it's asking here Kimberly is watching ... but I
[2:16:22] I'm here to tell you today so good morning and
[2:16:25] thank you for taking the time to listen to me
[2:16:27] and everyone who's here in person and virtually today consumption
[2:16:31] is an issue that is hugely important for our community
[2:16:36] everyone of us speaking today has likely known at least
[2:16:38] one person and some of us many who has lost
[2:16:40] their life to a preventable fatal overdose
[2:16:44] hi my name is Natasha and I'm the manager for
[2:16:47] gloom clinic which is a program of well for community
[2:16:49] health services
[2:16:50] our team the plan connect with differently provides harm reduction
[2:16:54] and healthcare services to people and people who are experiencing
[2:16:57] homelessness and people who use drugs I've been with this
[2:17:01] team for nine years six of the front line social
[2:17:04] worker and another three in leadership throughout these years the
[2:17:07] Doug drug poisoning crisis has eaten away at our community
[2:17:11] first slowly and then very quickly
[2:17:14] I remember running a weekly support dropping in downtown Brampton
[2:17:17] in twenty sixteen ... we all closely followed what was
[2:17:21] happening in Vancouver and it felt like a tidal wave
[2:17:25] waiting to reach us here eventually it did more than
[2:17:28] half of the people that attended that group are no
[2:17:30] longer with us today all of their deaths were preventable
[2:17:35] a few weeks after the loss of one of the
[2:17:37] group members her mother brought me irises that you dug
[2:17:40] out from our garden sorry
[2:17:43] in my front yard I think about this woman Austin
[2:17:46] and every spring when those irises bloom I see how
[2:17:50] the problem there beautiful and tragic they're growth reminds me
[2:17:54] of all that she would have done if you were
[2:17:56] with us today
[2:17:58] approving the implementation of the for consumption services here today
[2:18:01] he can't bring her back we can stop the needless
[2:18:04] deaths of so many more people that we are adamantly
[2:18:07] fighting alongside today
[2:18:09] we were asking that you value the lives of people
[2:18:11] who use drugs as integral members of our community
[2:18:14] and I worry that there might be a misconception that
[2:18:17] drug use is not as prevalent in feel as it
[2:18:19] is in other municipalities
[2:18:22] ridiculously in larger cities and this just simply isn't true
[2:18:25] the balloon team alongside Borneo and she'll work steel exchange
[2:18:28] program have been providing harm reduction education materials for many
[2:18:32] years and we've all seen consistent increases in supply distribution
[2:18:36] from twenty eighteen to twenty twenty one um alone has
[2:18:40] seen a two hundred and sixteen percent increase in our
[2:18:43] distribution of supplies during this time we've witnessed several municipalities
[2:18:48] urban suburban and rural all implement supervised consumption and safer
[2:18:52] supply programs we can't wait any longer to move forward
[2:18:55] on the services appeal
[2:18:57] harnessing our expertise in the community as health and community
[2:19:01] based health care well for is proud to step up
[2:19:03] as the clinical lead for supervised consumption we've been working
[2:19:07] strongly alongside our colleagues employee ... and your public health
[2:19:10] since our inception in two thousand seven together our teams
[2:19:14] have built strong relationships with community through coordinated care efforts
[2:19:18] resulting in increased health outcomes for hundreds of people residents
[2:19:21] every year we believe strongly in the power of collaboration
[2:19:25] and evidence there is no disputing the evidence clearly supports
[2:19:29] the overwhelming benefits of supervised consumption everyone in the community
[2:19:34] including drastically reducing fatal overdoses isn't in communities where they
[2:19:39] exist and are accessible significant reductions in calls for ambulances
[2:19:44] in response to overdose we can respond to these overdoses
[2:19:47] on site largely eliminating the need for a call to
[2:19:50] ambulance or transfer each R. G. E. R. which leads
[2:19:53] us to a subsequent subsequent significant reduction in hospital visits
[2:19:57] for overdose yes but also for acute care issues like
[2:20:01] skin infections wound care ... abscesses and basic first aid
[2:20:06] all of these can be addressed in the supervised consumption
[2:20:09] space by on site nursing staff and harm reduction and
[2:20:12] your workers further research studies have clearly demonstrated significant reductions
[2:20:18] in HIV and hepatitis C. transmission among people who use
[2:20:21] supervised consumption services likely due to a significant reduction in
[2:20:26] sharing of equipment ... and also the study show a
[2:20:30] drastic reduction in public trust in public drug usage in
[2:20:33] communities where supervised consumption services were available so people are
[2:20:37] using and spaces in back alleys or in in public
[2:20:40] washrooms but they are in spaces that is specifically designated
[2:20:43] for drug use ... finally supervised consumption services provide linkages
[2:20:48] to primary health care services mental health services addiction treatment
[2:20:52] in a space that's culturally appropriate and truly meets the
[2:20:56] needs of people accessing this these services
[2:20:59] we can't wait any longer we can't wait for more
[2:21:02] years for supervised consumption to be prioritized we need action
[2:21:05] now as healthcare providers and community leaders we are here
[2:21:09] today calling on you to approve the proposal for supervised
[2:21:12] consumption services in peel to create a healthier community for
[2:21:15] everyone thank you again for taking the time to hear
[2:21:18] me speak today
[2:21:21] the Tasha thank you for your presentation with no questions
[2:21:23] at this time so we go to our next to
[2:21:28] delegate seven point seven Dr Nussbaum program coordinator and analysts
[2:21:30] peel alliance to end homelessness regarding the supervised consumption site
[2:21:35] that's not
[2:21:37] hello everyone hello
[2:21:39] so I am here until I'm send homelessness is a
[2:21:42] collaborative agencies from across the region appeal working together to
[2:21:46] end homelessness in our communities we're providing ... our support
[2:21:50] of the findings of the supervised consumption treatment services Ethan
[2:21:55] Phillips
[2:21:57] bility study study led by peel public health in collaboration
[2:21:58] with my own health and community services and the Canadian
[2:22:01] mental health association indicates a need for supervised consumption and
[2:22:05] treatment services in the region of peel which the PH
[2:22:11] fully endorses Mario is one of our community partners and
[2:22:12] we sit on the peel integrated drugs strategy and kills
[2:22:15] harm reduction committee
[2:22:18] almost drug use often overlap in the harms of substance
[2:22:20] abuse are exacerbated by homelessness and the participants study cited
[2:22:26] an appeal integrated drugs strategy report for two thousand twenty
[2:22:29] one group survey one in five survey participants did not
[2:22:33] have stable housing or currently homeless there is considerable evidence
[2:22:36] for the effectiveness of harm reduction and if you house
[2:22:39] people who experience chronic homelessness in our complex problems reductions
[2:22:45] reductions issues often decline
[2:22:46] a recent study in Calgary on the cost analysis of
[2:22:50] a safe consumption site show the proportional to an overdose
[2:22:54] decrease totally for the duration of the program the number
[2:22:57] of overdoses managed on site at the supervised consumption site
[2:23:00] trended upwards to ninety eight percent each overdose managed apps
[2:23:05] are safe consumption site produced approximately sixteen hundred Canadian dollars
[2:23:11] ... in in cost savings from the use of emergency
[2:23:13] services with a savings of over two point three million
[2:23:16] for the lifetime of the program the study concluded that
[2:23:19] overdose management as an SCS creates cost savings by offsetting
[2:23:23] costs required for managing overdoses using emergency department and pre
[2:23:27] hospital ambulance services additionally a supervised consumption site also provides
[2:23:33] other health services such as referrals for housing or drug
[2:23:36] treatment programs there may be economic and social benefits compliance
[2:23:39] receiving such additional services which they may have difficulty accessing
[2:23:43] elsewhere the root causes for harms related to substance use
[2:23:47] are largely derived from systemic structures such as restrictive laws
[2:23:50] and policies institutional biases and equities in discrimination about an
[2:23:55] open ended related deaths rose and kill one hundred and
[2:23:59] thirty three percent between two thousand and seventeen into when
[2:24:02] you're twenty one and I know you've heard this the
[2:24:04] six hundred fifty one death and that into her twenty
[2:24:08] twenty one fifty one percent of deaths occurred when there
[2:24:09] was no one present who can intervene is a clear
[2:24:11] indication that a supervised consumption site in peel is long
[2:24:14] overdue as is criminalizing absence the criminalization of drug use
[2:24:21] welcome kill users are drug drug users advisory panel we
[2:24:24] do not want to see more lives lost in the
[2:24:26] absence of the support and care we deserve people who
[2:24:28] use drugs want to live we urge you to listen
[2:24:31] to our pleas and that the recommendations of the study
[2:24:33] in support of the opening a supervised consumption in treatment
[2:24:36] service in the region of peel as soon as possible
[2:24:39] waiting will cost us more lives and to quote other
[2:24:43] people here we need action now thank you oil health
[2:24:46] and
[2:24:47] community services and community services in the Canadian mental health
[2:24:50] association and all those involved in this important work in
[2:24:53] the case of a safe consumption site in peel we
[2:24:56] also thank the region for its support of the homes
[2:24:58] in serving sector we look forward to our continued working
[2:25:01] collaboration thank you for your time and consideration
[2:25:05] and after thank you for your presentation that now brings
[2:25:08] me I'm moving up delegation ... said seven eleven our
[2:25:10] last deliberate on this matter and I understand it's now
[2:25:13] it's a lie so grace chapel ... Chapelle members drug
[2:25:16] use advisory panel Moyle health community allies ... you're up
[2:25:21] and she's here in the building welcome I'm looking at
[2:25:24] the screen welcome
[2:25:29] good morning my name is Alisa topple I'm almost twenty
[2:25:32] eight years old I have lived in for most of
[2:25:34] my time here in peel region I was born here
[2:25:37] I grew up here my immediate family is here most
[2:25:40] of my friends are here this region is and has
[2:25:43] been my home
[2:25:44] I am a daughter a sister a niece cousin Kathe
[2:25:48] mom and a godmother to two high school young age
[2:25:51] man I bring up their age because the oldest is
[2:25:53] entering grade ten next year yeah actually just turned fifteen
[2:25:57] less than two weeks ago the same age I was
[2:25:59] when I first experimented with drugs
[2:26:02] I am here today as a person with lived experience
[2:26:04] from the PLO drug users of five three panel with
[2:26:07] eight years of active opiate use two and a half
[2:26:10] years on methadone and almost two years over in the
[2:26:13] past ten plus years I am at the past ten
[2:26:16] plus years of giving me lots of experience in around
[2:26:18] opiate use as well as drug use in general
[2:26:21] back in grade eleven I was introduced to oxy cotton
[2:26:24] and I started a small burning fire for opiates in
[2:26:27] B. C. opiate addiction isn't all that new to my
[2:26:29] family my grandfather was prescribed a concoction of opiates for
[2:26:33] severe back pain the forced him into early retirement
[2:26:37] he lived a long but also healthy life
[2:26:40] by the time he was a man in his mid
[2:26:42] eighties through his early nineties when he passed he was
[2:26:45] addicted to opiates oddly enough at the same time I
[2:26:48] was really getting started with my addiction to opiates
[2:26:51] my drug of choice was always functional since I first
[2:26:54] tried it a few weeks before graduating high school they
[2:26:58] say you never forget your first love and that was
[2:27:00] mine I fell hard and I fell fast I wasn't
[2:27:03] educated enough to know the dangers of prescription drug I
[2:27:07] was taught from a young age to trust doctors dentists
[2:27:10] pharmacists XR trust these people want to help you
[2:27:14] even though I wasn't getting these things prescribed to me
[2:27:16] I knew they came from us a prescription it's not
[2:27:19] like I was doing heroin
[2:27:22] final mostly came in a patch for back then so
[2:27:24] you could tell if it was fake or tampered with
[2:27:26] when there weren't as many rules and regulations in place
[2:27:29] to keep them off the streets
[2:27:32] I will remind you I was freshly eighteen years old
[2:27:35] when my addiction start really started taking off and in
[2:27:38] high school we were taught to stay away from marijuana
[2:27:40] cocaine
[2:27:42] methamphetamine and heroin
[2:27:44] what I didn't realize till later is that functional is
[2:27:47] way worse than heroin I thought because my grandfather and
[2:27:50] I were both using patches mind you in completely different
[2:27:53] ways and for completely different reasons thought what I was
[2:27:56] doing couldn't be that bad how wrong I was I
[2:28:00] quickly realized I was way in over my head and
[2:28:03] since my grandfather's addiction was managed by a doctor my
[2:28:06] parents and I we really had no idea what to
[2:28:08] do over the years I've tried many things to get
[2:28:11] myself to the stable place I'm not today I finally
[2:28:14] decided to try methadone no it doesn't work for everyone
[2:28:17] I found that it's the thing that's been able to
[2:28:19] keep me stable and feeds that little burning fire that
[2:28:22] will never go out but it doesn't feet past the
[2:28:25] point of no return
[2:28:27] I fear that if I were to relapse with no
[2:28:29] place safe place to go in the community that I
[2:28:32] will end up a statistic a number I want to
[2:28:35] remind everyone here that these are real numbers that these
[2:28:38] are numbers are real people who had real problems and
[2:28:41] so often I hear about people getting sober when they
[2:28:44] relapse or return to using they fatally overdose how many
[2:28:48] people in this region could have been saved if there
[2:28:50] was a safe place to go without fear of judgment
[2:28:53] or prosecution many times I use functional alone in my
[2:28:57] house or with people I knew that would never call
[2:29:00] for help if something happened to me for fear of
[2:29:02] their prosecution themselves
[2:29:05] most people are forced to use in these circumstances though
[2:29:10] I'm lucky to never have experienced a near fatal overdose
[2:29:13] how many friends haven't got so lucky back in June
[2:29:18] twenty fourteen I lost one of my best friends number
[2:29:22] five for privacy sake all uses first name only Sam
[2:29:24] he was freshly eighteen when he lost his life to
[2:29:26] a fatal overdose he'd been in rehab for eight months
[2:29:29] before that and had tried many times to stop using
[2:29:33] after checking himself out of detox a night early before
[2:29:36] he can get back to rehab the following day he
[2:29:38] overdosed in a McDonald's in real in peel region
[2:29:42] he had nowhere to go to check to make sure
[2:29:45] his supply was safe or to make sure you use
[2:29:47] the correct amount this was his third or fourth overdose
[2:29:50] in that year mind you the first couple were his
[2:29:53] parents saved him
[2:29:55] ... and this time there was no one around to
[2:29:57] save them supervised consumption sites are so important for the
[2:30:01] region appeal to have not just for people to check
[2:30:04] the box but to be around people who are trained
[2:30:06] in overdose prevention with proper tools and supplies
[2:30:09] as well as to make see our new safer connections
[2:30:14] with drug batches
[2:30:16] one of the biggest problems we have in this region
[2:30:18] is our talk toxic drug supply the batches out there
[2:30:22] killing people as many as much as we try to
[2:30:24] keep others informed of bad batches as not side it
[2:30:27] is become so out of control as things move in
[2:30:31] out and around the region so quickly we need to
[2:30:33] do anything and everything we can to slow down this
[2:30:37] and get a handle on it
[2:30:38] safe consumption sites would hopefully help people get out of
[2:30:43] you going in using an unsafe places and getting their
[2:30:45] drugs and unsafe places because these sites would allow people
[2:30:48] to come together and make new connections they may not
[2:30:51] have been able to make otherwise I know I'm not
[2:30:54] the only one that has use drugs alone in December
[2:30:58] twenty seventeen my boyfriend Dave who mostly use alone if
[2:31:01] he wasn't with me or the few other people he
[2:31:03] rarely hung around with he had to go to a
[2:31:06] place that isn't always safe to seek out his drug
[2:31:08] of choice unfortunately he got into an altercation with someone
[2:31:11] in the house
[2:31:12] over money and drugs and he was murdered and is
[2:31:16] still missing to this day
[2:31:18] I wish there were sites bottom for him to go
[2:31:21] to so we could at least check his batch maybe
[2:31:23] meet some new more reliable people
[2:31:27] I know that's neither Sam or Dave's story are one
[2:31:29] offs people are dying at an alarming rate and please
[2:31:32] don't wait until it's someone that you love is gone
[2:31:35] thank you for listening
[2:31:38] Liza thank you very much for coming in today if
[2:31:40] there are no questions thank you for your presentation also
[2:31:43] to my colleagues that exhausts are list of delegates and
[2:31:47] now to deal with the report itself and I would
[2:31:49] acknowledge counts service sent a first and I don't have
[2:31:51] a motion before me that's moved I have the staff
[2:31:53] report here Carol service entity to you
[2:31:58] thank you very much ... Mr chair can you hear
[2:32:01] yes I can please proceed thank you I first want
[2:32:05] to begin by thanking our delegates who have come here
[2:32:09] today in particular about those who have lost loved ones
[2:32:14] to this ... a different kind of pandemic that has
[2:32:19] been sweeping
[2:32:21] neighborhoods and communities all over
[2:32:26] our hearts are broken in sharing your story is truly
[2:32:30] and
[2:32:31] we're very sorry for your loss but we are here
[2:32:35] today to
[2:32:37] find a way forward to make improvements ... I would
[2:32:42] notes that ... the numbers
[2:32:44] for people who have
[2:32:47] died from
[2:32:50] drug overdose or misuse
[2:32:51] ... is reaching close to seven hundred persons since two
[2:32:57] thousand and seventeen
[2:33:00] and
[2:33:01] this has to stop obviously and we know that a
[2:33:06] supervised consumption sites are part of the solution ... but
[2:33:11] it's it's been a difficult hall I think for the
[2:33:15] community to
[2:33:16] to do the right thing and cancer centers in nine
[2:33:24] who represents a downtown
[2:33:25] Brampton north of queen we have been acutely aware of
[2:33:32] these issues in in in two thousand eighteen we do
[2:33:35] recall quite vividly when Sam came forward with
[2:33:40] a plan in the submission to locate the supervised
[2:33:50] consumption sites in Branson and
[2:33:51] the residents
[2:33:53] quickly became alarmed and we mobilized we've started to plan
[2:34:00] a meeting ... to help at that we invited residents
[2:34:05] to attend
[2:34:09] presents some of the stories and the examples of similar
[2:34:13] facilities that exist in other cities across Canada to show
[2:34:17] them as examples of what it is that we could
[2:34:20] do in our community here ramps and ... that that
[2:34:28] location as soon afterwards so I canceled and scuttled and
[2:34:30] we are here today four years later looking to move
[2:34:35] forward
[2:34:36] we know from that experience
[2:34:41] that's ... we need to the harm reduction the community
[2:34:44] understands the need now there's been a lot more information
[2:34:48] education that has occurred we've been through coal with pandemic
[2:34:52] and folks ...
[2:34:53] are aware of the importance of health measures and in
[2:34:57] particular when they see the statistics on the deaths they
[2:35:02] know that so we are compelled to act the location
[2:35:05] is key it's key for the success but is also
[2:35:10] key for the acceptance
[2:35:12] and so we have had many conversations and I wanna
[2:35:21] thank the doctor being ... and ... Dr Lowe who
[2:35:21] is no longer here today but councillor stances and I
[2:35:24] had many meetings with people health to try to break
[2:35:30] down and see what it is ... that we can
[2:35:32] do and how do we narrow down and find a
[2:35:35] way to bring a facility that can truly serve ...
[2:35:41] in when we
[2:35:43] proper heads around it when we see examples in other
[2:35:45] cities where ... definitely supervised consumption sites are not located
[2:35:51] close to residential areas and I think it seems to
[2:35:55] us councillor Samsonite the ideal the ideal location really is
[2:36:00] in a ... accessible location preferably connected to a health
[2:36:07] facility and so we would ... in courage kill staff
[2:36:11] to focus their time and resources resources into finding opportunities
[2:36:17] there ...
[2:36:21] we are of course open to participating in the consultation
[2:36:25] process we think that that is very important that we
[2:36:29] cannot wait any longer so ... from our standpoint we
[2:36:33] want to help that this
[2:36:35] takes place as quickly as possible we know that the
[2:36:42] more bile ... sites are are also very important in
[2:36:46] can be are we located at will and where they
[2:36:48] need that may arise from time to time and even
[2:36:51] in Branson we have seen the needs the needs shift
[2:36:54] from one location to the other very quickly and so
[2:36:57] I think those mobile sites are also very important ...
[2:37:01] but in in order to save time and after having
[2:37:04] consulted with us so many of our stakeholders particularly in
[2:37:08] downtown Brampton ... and understanding that they have for many
[2:37:13] years now shouldered a heavy load in terms of ...
[2:37:20] posting and helping folks who ... ... or are suffering
[2:37:25] from mental illness and other additions in issues I just
[2:37:32] I both councillor senses and are very pleased to offer
[2:37:35] our support and move ask for receipts of the recommendations
[2:37:40] but we would like to request that to an amendment
[2:37:43] be made to appendix to
[2:37:48] and we like what has been answered in here in
[2:37:52] terms of site selection considerations are highlighting of course the
[2:37:56] one nearby other social and health services but where there
[2:37:59] is health care in section two under sensitive land uses
[2:38:06] were stating and we agree they be located away from
[2:38:09] licensed child care centers parks and schools but we would
[2:38:13] also like to add in this section are away from
[2:38:17] our B. I. eight and innovation hub locations in downtown
[2:38:23] Brampton as we find that with the investments that the
[2:38:27] city has been making in these areas that it would
[2:38:30] be very problematic and there'd be a great deal of
[2:38:33] opposition ... but there are
[2:38:36] great opportunities elsewhere ... so would like to ask for
[2:38:41] that ... to be considered in part of this and
[2:38:45] I know that so there may be other members who
[2:38:48] may have other similar requests cetera but so looking forward
[2:38:53] to that consultation and ... with ... those exclusions as
[2:38:57] I've been highlighted here in the staff report to mind
[2:39:00] we're happy to move the report Mr chair
[2:39:03] thank you counsel resent the so what I will do
[2:39:05] is I'll accept you in councillor Santos is the mover
[2:39:08] in the second ... of the motion that with the
[2:39:10] amendment that you made about the spatial consideration I'm gonna
[2:39:13] make sure that our staff of got the wording accordingly
[2:39:16] because I'm gonna come back to them to make sure
[2:39:18] that I've got the amended clause accordingly so that will
[2:39:21] be coming back but with regards to that motion that
[2:39:23] is before me I go to my list of speakers
[2:39:26] councillor tomorrow
[2:39:26] thank you chair and ... also sent a are a
[2:39:32] hard act to follow use spokesman eloquently and so balanced
[2:39:36] in your comments and after
[2:39:39] yeah I appreciate the way you are
[2:39:43] business and then I would like to echo what council
[2:39:46] of the centre has sat all
[2:39:48] you know one of the challenges with
[2:39:52] well has been
[2:39:56] local businesses are struggling and I can give you an
[2:40:00] example I did show that accurate yeah
[2:40:02] the former
[2:40:05] commissioner Janet she he and she did try to help
[2:40:09] for instance includes will record we had allowed for ...
[2:40:13] restaurants to have patios in parking lots and after
[2:40:20] hello restaurants put in the money to
[2:40:25] all those patios
[2:40:27] and could use them because maintenance issues people when urinating
[2:40:33] on the patio
[2:40:35] your walls and it was just it was a hard
[2:40:40] running because this particular restaurant owner within about twelve thousand
[2:40:45] dollars to create this temporary patio and then just couldn't
[2:40:49] so from that point of view and I know
[2:40:53] Dr king and you're not have these conversations about what's
[2:40:57] what are ideal locations and I think we we agreed
[2:41:02] on a few locations that might work and we'll have
[2:41:05] to see how that goes ... but I would like
[2:41:09] to I I really like my council of the sentence
[2:41:12] going and I think the moving fifty I area
[2:41:18] trump and you know based on our discussions about doctor
[2:41:22] being a my understanding is that he wouldn't in any
[2:41:24] case ... situate them in such a place also it
[2:41:29] would be just great to sort of formalize that so
[2:41:32] I would like to ask the courts will be ideas
[2:41:35] while they're chair
[2:41:36] to be considered by the council yeah you know yes
[2:41:41] and sensitive
[2:41:41] thank you
[2:41:46] thank you I'm that exhaust my list councillor descente if
[2:41:48] you could ... because it seems like you've got consensus
[2:41:51] on the amended motion could you very carefully for the
[2:41:54] benefit of the clerk's department to make sure if you
[2:41:57] could go over again those spatial site consideration one more
[2:42:01] time slowly so that we make sure we've incorporated all
[2:42:05] of them so councillor was sent over to you for
[2:42:07] that amendment regarding site selection as you enunciated a moment
[2:42:10] ago so at thank you Mr Cher through you ...
[2:42:14] so it's identified in appendix two that sensitive land uses
[2:42:18] located away from licensed child care centers parks and schools
[2:42:22] including post secondary education us post secondary students were possible
[2:42:27] ... and I'd like to they're in at ...
[2:42:34] D. I. A.
[2:42:37] policies also we in downtown branch and we have the
[2:42:38] downtown Brampton B. I. A. which also encompasses our OP
[2:42:43] planned and ... in the works innovation hub which will
[2:42:50] also house ... intentionally ... and does house today post
[2:42:56] secondary institutions and so for it to be formally understood
[2:43:00] by all that tied the B. I. area ... the
[2:43:05] innovation hub would ... would be considered a sensitive land
[2:43:10] use
[2:43:11] where
[2:43:12] we know that there would be
[2:43:17] it just wouldn't be compatible with some local stakeholders
[2:43:24] just a quick question for and just to be clear
[2:43:26] with stop this is so that you get on with
[2:43:28] your work the site would ultimately have to come back
[2:43:30] to council so one should determine the exact of when
[2:43:33] we do make council aware
[2:43:38] thank you through the chair ... we're proposing to come
[2:43:41] back with an update there is no formal step currently
[2:43:45] in the proposal to come back for specific council approval
[2:43:48] understood but you will let us know based upon the
[2:43:50] criteria we've given you what the successful site would be
[2:43:53] approximately how far down the road hopefully within the next
[2:43:56] few months within the next few months thank you carrying
[2:43:59] on with my list accounts of the Maryland once again
[2:44:01] and then mayor Crombie concert tomorrow
[2:44:03] so I mean there's two ways to do this either
[2:44:07] we could just say the Iranians in general are excluded
[2:44:10] or if you want to be specific bands ... chair
[2:44:16] I wanna make sure that the constantly I is an
[2:44:19] issue because I think you asked for clarification from counselling
[2:44:23] the Sunday as to what boarding you wanted and I
[2:44:25] wanted to make sure that
[2:44:27] according
[2:44:29] excludes
[2:44:32] all the items
[2:44:35] probably is to clean all right now if not if
[2:44:37] you're going to name them then please make sure that
[2:44:42] of course will be IT is excellent as well
[2:44:44] thank you mayor Crombie
[2:44:48] thank you Mr chair I'm sorry correct
[2:44:54] meeting twice
[2:44:58] I appreciate the sensitivity of the B. I. A.'s and
[2:45:00] of course we want to grow our businesses in the
[2:45:02] downtown areas whether it be Brampton or in Cooksville but
[2:45:06] at the same time ... we need to locate the
[2:45:10] sites where there's need they have to be close proximity
[2:45:15] to use approximate to the people who need them so
[2:45:17] I hope that it will be a consideration of when
[2:45:21] we're looking searching for the right location for the site's
[2:45:25] meaning can't be so far down the beaten path it
[2:45:28] the people who need them can't access them if you
[2:45:31] understand my point I understand the sensitivity in the downtown
[2:45:33] areas of that we're trying to grow and nurture but
[2:45:36] at the same time we've got a we've got to
[2:45:38] get those sites to the people who need them and
[2:45:41] have them be fairly close by thank you thank you
[2:45:46] counsel dissented I saw you weeping did you have another
[2:45:48] thought that before I deal with the motion
[2:45:50] thank you Mr chairman I think that staff ... are
[2:45:53] very ... aware of the concerns and so I think
[2:45:58] that if the amendment is to just be
[2:46:03] B. I. areas I think that that would suffice
[2:46:06] and then and this is just to achieve if you
[2:46:10] will expediency and finding a location that everyone can be
[2:46:14] happy with
[2:46:15] whether it's in Brampton or Mississauga
[2:46:19] okay and and can I be clear through to staff
[2:46:22] your you've heard that your thoughts
[2:46:25] through my eyes through the chair I think my only
[2:46:28] challenge is that I do not know in front of
[2:46:31] me exactly what geography word is covered by those zones
[2:46:35] and so ... recognizing that appendix two is a list
[2:46:38] of considerations and we'll do our best to optimize all
[2:46:42] the considerations on the list were very aware of such
[2:46:44] to be around ... the ongoing and planned revitalization of
[2:46:48] both of these areas and are committed to trying to
[2:46:50] situate the site
[2:46:52] you
[2:46:53] not necessarily in conflict with that ... we've had several
[2:46:56] discussions I just I would hesitate to commit to a
[2:47:00] specific geography if that's indeed what the proposal is so
[2:47:03] through having not is the phrase with due regard for
[2:47:06] can you live with that council dissenting yes this chair
[2:47:10] okay ... so that is the mode do I think
[2:47:13] we should get it up on the screen just so
[2:47:15] that we have absolute clarity particularly the salient clause
[2:47:22] at the end or if the clerk can read the
[2:47:23] salient clause ... with regards to bullet number two we're
[2:47:27] just taking a moment but I I wanna make sure
[2:47:29] we have an understand
[2:47:39] okay I will give it a moment it'll be up
[2:47:41] on the screen more mature the counselor to Maryland game
[2:47:49] sure I I hear what
[2:47:55] the chief medical officer saying that our I just want
[2:47:57] to put on the record fact
[2:48:00] a difficult for me to support
[2:48:03] transaction site that is
[2:48:07] yeah
[2:48:10] that would negatively impact
[2:48:12] small business so we really have to be careful in
[2:48:17] balancing
[2:48:17] people's livelihoods and people's lives they're both very important so
[2:48:23] I just wanna make fact you know I just want
[2:48:26] to put that on the record but sensitive uses it's
[2:48:29] really important and how to leverage neighborhoods or small businesses
[2:48:36] or main street and so
[2:48:42] like better including
[2:48:45] well sensitive Matthews and I really hope that term the
[2:48:47] team will consider that seriously thank you thank you cancer
[2:48:50] Saito
[2:48:53] thank you Mr chair on
[2:48:56] I guess I'm I'm
[2:49:00] Sir struggling listening to to the comments and and what
[2:49:03] mayor Crombie said is you know did we not sit
[2:49:06] and listen to all of these heart breaking stories and
[2:49:08] recognize that they need is now ...
[2:49:13] in all day
[2:49:15] I guess I'd ask the medical officer of health
[2:49:22] are are people
[2:49:24] the people that we're trying to help
[2:49:26] in the areas that you are proposing the sites
[2:49:32] are they not
[2:49:33] I'm taking the drugs in those areas today or is
[2:49:40] nobody there
[2:49:47] there is a possibility of the chair no certainly the
[2:49:49] geographic concentration of overdoses is occurring already in these locations
[2:49:54] okay so you're not adding anything new
[2:50:00] and what is already happening in those business areas and
[2:50:03] I would I would think that
[2:50:06] what is happening today
[2:50:10] that is unsupervised
[2:50:12] has a lot more impact negative impact on the businesses
[2:50:18] that I know you're trying to protect
[2:50:21] then
[2:50:22] a safe supervised and can really stress the word supervise
[2:50:28] site would have
[2:50:30] so are I would urge my colleagues to
[2:50:33] to take a look at what's happening today and is
[2:50:37] that what you want to see a continuing to happen
[2:50:42] or would you prefer to have the region
[2:50:47] manages site
[2:50:49] well would be while but through the region managing a
[2:50:52] site in that same area
[2:50:55] that would hopefully clean up what is happening today
[2:51:00] and save lives
[2:51:05] anyway I'll I'll leave I'll leave it at that because
[2:51:08] you know if if the businesses and the residents and
[2:51:11] I understand their concerns we all do
[2:51:14] but you know sometimes nimbyism
[2:51:18] because lives
[2:51:20] and sometimes we have the region and our government have
[2:51:23] to make these tough decisions of things that we know
[2:51:25] are right
[2:51:27] and you cannot sit and listen
[2:51:32] to the experiences
[2:51:35] very very sad and tragic experiences that we heard today
[2:51:39] and you know for people to come forward and share
[2:51:42] this heartbreak with us is not easy
[2:51:46] you can't sit and listen to it and then say
[2:51:48] oh but we don't want our neighbourhood it's in your
[2:51:51] neighborhood
[2:51:52] it's in your neighborhood and you have an opportunity we
[2:51:55] all have an opportunity to make it much safer in
[2:51:58] those neighbourhoods thank you Mr chair thank you Mr call
[2:52:07] I went for a little further than I was planning
[2:52:09] to but I do wholeheartedly agree with her you know
[2:52:15] they have the same science need to exist where the
[2:52:17] problems are notwithstanding the mainstream businesses I hear you I
[2:52:21] know I want them to thrive to so we're gonna
[2:52:27] ask that peel region you know use their discretion ...
[2:52:30] but they have to be accessible
[2:52:33] you know what to do otherwise it is not doing
[2:52:36] our duty as councillors
[2:52:38] honestly we could save lives here and that's very important
[2:52:42] to me and I'm sure the rest of the was
[2:52:45] well those stories were very compelling thank you
[2:52:48] thank you counselor demerit
[2:52:51] there I don't think anyone here is suggesting that
[2:52:55] we don't want to save lives or that we don't
[2:52:59] want it to be accessible
[2:53:01] we just trying to get a balance and I think
[2:53:03] once we have the L. R. T. mobility along going
[2:53:07] to charities for Mississauga will become very very easy are
[2:53:11] you could certainly make provisions for people to be able
[2:53:14] to use it cheaply ... so I I think that
[2:53:18] there's a way to square the circle where we can
[2:53:20] go on
[2:53:21] balance the needs of business as well as the needs
[2:53:25] of the local no one is saying it's one of
[2:53:27] the other and I think it would be unfair to
[2:53:29] characterize it as one of the other we're just trying
[2:53:32] to find that balance speaking out for our constituents because
[2:53:37] it is in our wards and I think sometimes it's
[2:53:40] a little bit easier when it's not in your ward
[2:53:44] ... but it's in the warm region all I'm trying
[2:53:46] to do and all that council this and is trying
[2:53:48] to do is
[2:53:49] find balance and see if we can work that no
[2:53:52] one is denying the need and no one is denying
[2:53:55] compassion just one
[2:53:58] thank you cancer Saito
[2:54:01] thank you Mr chair sorry for dropping back in but
[2:54:03] the comment that you know it's different if it's in
[2:54:06] your ward I said to staff many times I've appeal
[2:54:08] health clinic in my ward
[2:54:11] and I have to ask staff is that not a
[2:54:14] safe location to have this kind of a site because
[2:54:16] we have other services there
[2:54:19] the town that do assist people like this that are
[2:54:22] in this situation so
[2:54:24] you know it's it's not that those ambassadors sitting here
[2:54:29] who don't have those locations are several that's fine it's
[2:54:32] in your ward
[2:54:34] you know I mean
[2:54:36] people around this table were
[2:54:38] we're willing to take
[2:54:41] cannabis retail stores in some of those exact same sensitive
[2:54:45] areas but you can't take something that's going to save
[2:54:48] lives so I'm sorry I I just get really incensed
[2:54:52] bell said I would ask Mister chair if that new
[2:54:55] clause
[2:54:55] is going to
[2:54:58] in her
[2:55:00] that those areas would be exempt
[2:55:04] I I I have a concern that if we approved
[2:55:06] that red line plus
[2:55:09] that we won't be able to provide these facilities where
[2:55:14] the people are that needed and nobody's going to use
[2:55:18] the allergy to go somewhere else for a site
[2:55:21] I mean I'm sorry that that's you know it if
[2:55:24] they're in that area they live in that area that's
[2:55:27] where they are going to be and they're gonna be
[2:55:30] there they're going to be there but unfortunately they're going
[2:55:33] to be dying there too so sorry
[2:55:39] thank you I want to carry on with my list
[2:55:40] I had to Maryland in cal service center but I
[2:55:42] want to be clear on the clause I'm then going
[2:55:44] to ask staff very specifically what they understand that to
[2:55:48] mean so that we're all clear on it and then
[2:55:50] I'll try to get a resolution through so I council
[2:55:52] to Maryland yes
[2:56:00] difficult I can't hear you have to turn your microphone
[2:56:02] on please
[2:56:03] it's unfortunate I really don't want to go back and
[2:56:06] forth like this with council's leader but I did want
[2:56:10] to clarify that and so ... suggested certain locations in
[2:56:13] my ward yes so it's not that I didn't read
[2:56:18] the work but you know I have sent now in
[2:56:19] fact of modernist be to those locations but they're very
[2:56:23] much in the vicinity very accessible and the only reason
[2:56:26] I from BLR team listed herein Terrio is our main
[2:56:30] core and also it's not like you're saying it's tucked
[2:56:32] away it's on my point was to say that you
[2:56:35] and your is the main corridors and no one is
[2:56:37] suggesting that it is you know often some completely inaccessible
[2:56:42] and those were the only ones I was making all
[2:56:44] in all I'm trying to say here is I think
[2:56:46] there's a little bit of mis characterization and I just
[2:56:49] wanted to correct background that's all there is thank you
[2:56:52] accounts service center
[2:56:58] ... Mr Cher I really don't have anything more to
[2:57:00] add other than I know when you read appendix two
[2:57:04] ... it's ... it does have the operative word where
[2:57:07] possible a lot of the B. I. ace tends to
[2:57:09] be more the retail frontage if you will and there
[2:57:13] are many opportunities ...
[2:57:19] not how can I say ... worries proximal but not
[2:57:21] necessarily on the main the main road or or or
[2:57:26] Avenue and so ... I know in Edmonton for example
[2:57:30] ... and again going back to my experience in having
[2:57:33] these conversations in two thousand eighteen accounts for Samsonite we
[2:57:38] did survey a safe drug injection sites
[2:57:42] cross the country and we found that where was located
[2:57:48] centrally but not necessarily ... in a location that Tom
[2:57:53] would cause a lot of opposition because really that's what
[2:57:57] we're looking at ... or in an existing health facility
[2:58:03] and again keeping in mind that location really as important
[2:58:09] as everyone here has set up
[2:58:13] mayor Crombie spoke well to the importance of location for
[2:58:16] the success of the program we think it's also important
[2:58:19] for the acceptance of it
[2:58:21] thank you
[2:58:22] thank you so ... that exhaust my list and thank
[2:58:26] you for the conversation Madame clerk if we can have
[2:58:28] a copier if I can be clear because I wanna
[2:58:30] read the salient clause
[2:58:34] and let me read what I've got here I don't
[2:58:37] know if it's been added as number four is a
[2:58:39] separate bullet so what is been added as number four
[2:58:42] number two remains just as you have it number forward
[2:58:44] read that appendix two of the subject report include consideration
[2:58:48] of business improvement areas as sensitive land uses
[2:58:52] councillor resent is the more of the motion are you
[2:58:54] satisfied with that
[2:58:56] absolutely sure okay so what I'm gonna do now is
[2:59:00] normally we take them as read but but I must
[2:59:02] say Marie McKenna still here and out of respect to
[2:59:05] you in the memory of course I'm gonna read the
[2:59:06] entire motion today because I think it's so important and
[2:59:10] on behalf everybody else it's been here so as moved
[2:59:12] by councilman Sunday seconded by councillor cental but the commissioner
[2:59:16] of health services and chief financial officer and the commissioner
[2:59:18] corporate services be granted authority to establish an interim urgent
[2:59:22] public health needs site for supervised consumption services and peel
[2:59:26] and that the commissioner health services and chief financial officer
[2:59:29] and commissioner corporate services be authorized to directly negotiate and
[2:59:33] enter into a service agreement including any necessary ancillary documents
[2:59:36] with mobile help a community services to operate the site
[2:59:39] in accordance with the region's procurement bylaw thirty twenty eighteen
[2:59:43] as amendment on business terms satisfactory to the commissioner health
[2:59:46] services and the chief financial officer and commissioner corporate services
[2:59:50] and on legal terms satisfactory to the regional solicitor and
[2:59:54] Clyde street at the peel public health and moral health
[2:59:55] and community services complete site specific neighborhood engagement during the
[3:00:00] urgent public health needs site location selection process and that
[3:00:03] new clause for that appendix two of the subject report
[3:00:06] include consideration of business improvement areas as a sensitive land
[3:00:10] use point five that the implementation of the services for
[3:00:13] up to two years twenty four months at a cost
[3:00:15] estimate of five point eight million dollars be funded from
[3:00:17] the tax rate stabilization reserves for operating expenditures and tax
[3:00:21] supported capital reserve with no net impact point six that
[3:00:24] the peel public health work with more oil health and
[3:00:26] community services to apply to health Canada for a site
[3:00:29] specific exemption from subsection fifty six one of the controlled
[3:00:33] drugs and substances act for the urgent public health needs
[3:00:37] site bullet seven but the report of the commission health
[3:00:39] services and acting up serve medical health listed on the
[3:00:42] July seven twenty twenty to regional council agenda titled supervised
[3:00:45] consumption services and peel by an urgent public health care
[3:00:49] needs site and resolution before to the city of Brampton
[3:00:52] the town of Caledon and the city of Mississauga and
[3:00:55] that the regional chair
[3:00:56] share on behalf of regional council write a letter to
[3:00:58] the minister of health and the associate minister of health
[3:01:00] and addictions to advocate for permanent sustained provincial funding for
[3:01:05] supervised consumption sites in peel as part of the region's
[3:01:08] ongoing advocacy for sustainable funding as articulated in the regional
[3:01:12] mental health and addictions social strategy and finally that a
[3:01:16] copy of the letter to the province be sent appeal
[3:01:18] area members of provincial parliament the association of local public
[3:01:21] health agencies and the association of municipalities of Ontario you
[3:01:26] have heard the motion do I have anyone in objection
[3:01:29] hearing no one an objection that carries unanimously thank you
[3:01:35] all
[3:01:35] okay good work in a good conversation I'm going to
[3:01:39] suggest it's twelve thirty we still have the mother Parkers
[3:01:42] but those in the audience here in us we haven't
[3:01:44] had a break in about three I'm just gonna call
[3:01:46] for like a fifteen twenty minute break for us then
[3:01:48] we're going to carry on because we have other items
[3:01:50] that were held in an inquiry from a concert so
[3:01:53] if I can have you back at a quarter to
[3:01:55] one so that I can give the staff and all
[3:01:57] just a quick break in here as well we will
[3:01:59] see you back at twelve forty five thank you
[3:21:17] okay everybody if I can everybody get their seats and
[3:21:20] will reconvene virtually as well we're back to the appointed
[3:21:23] hour a little bit of housekeeping from the last elevations
[3:21:26] and items that we have just a follow up motion
[3:21:30] for mayor Crombie and cultured ask to move the receipt
[3:21:31] of all the delegates ins and all the correspondence on
[3:21:34] the matter regarding the ... the ... injection site that
[3:21:37] we just dealt with anybody opposed to that that is
[3:21:41] carried thank you we are going to carry on now
[3:21:43] with our deputations I've been asked for some indulgence I
[3:21:46] understand seven ten Peter gross council Collings has to leave
[3:21:50] in about five minutes so I'm happy to take that
[3:21:53] first of all I will remind all members of colleagues
[3:21:55] here that is with regards to item eleven point two
[3:21:58] which is a report that was here for received an
[3:22:01] impact was received on consent as well so be mindful
[3:22:03] of that so with that Mister gross I will indulge
[3:22:06] you for five minutes if you've got it would be
[3:22:08] up and running go ahead please
[3:22:12] thank you Mr chairman and members of council you to
[3:22:15] hear me Sir
[3:22:16] yes I am please proceed five minutes thank you very
[3:22:20] much
[3:22:21] hi good afternoon council my name is Peter gross with
[3:22:25] accounting W. L. G. I represent the American group
[3:22:27] and we're here today our because our client wishes to
[3:22:31] re developed lands at one thousand and one thousand twenty
[3:22:35] four Dundas street east in Mississauga four hundred and sixty
[3:22:38] two purpose built rental apartments with commercial uses a great
[3:22:42] here in support of the regional staff's recommendation that staff
[3:22:45] not right to Mr of municipal affairs and housing requesting
[3:22:50] a modification to the region's new official plan that was
[3:22:53] adopted on April twenty eight
[3:22:55] as adopted the new official plan does not designate our
[3:22:59] clients lands as within employment area
[3:23:03] to gather with staff our view is that our clients
[3:23:06] land should remain on employment in the new OP and
[3:23:09] council should refuse whether Parker's request to seek a modification
[3:23:12] from the minister to re designate the labs
[3:23:15] allowing the lands remain on employment is consistent with the
[3:23:19] provincial policy statement which requires optimization of public investment in
[3:23:23] higher order transit infrastructure through
[3:23:25] in particular mixed use development that includes residential uses to
[3:23:30] support complete communities
[3:23:32] the new OP appropriately designated the lands as non employment
[3:23:37] after years of extensive study and public input including years
[3:23:41] of engagement in the planning process by our clients in
[3:23:45] this regard the council should not exceed to mother Parkers
[3:23:48] last minute request to seek modifications to the new OP
[3:23:54] as councillors so much of planning involves balancing of competing
[3:23:58] objectives and priorities in this case council is being asked
[3:24:03] to choose employment uses over affordable housing we have said
[3:24:08] repeatedly that this does not need to be an either
[3:24:11] or decision to uses mother Parkers and our clients residential
[3:24:17] development can coexist and what our client seeks is merely
[3:24:21] the opportunity to establish compatibility to the city of Mississauga
[3:24:25] satisfaction
[3:24:27] our client is not asking that sensitive uses be approved
[3:24:30] today and in fact the new OP does not allow
[3:24:34] that to occur
[3:24:36] mother Parkers operations will remain fully protected by existing local
[3:24:42] ... keep policies the council heard about last night
[3:24:44] that require a land use compatibility study before any sensitive
[3:24:48] uses can be established on our clients laughs this ensures
[3:24:52] that mother Parkers can not only continue to operate but
[3:24:55] expand is necessary in the future additional protection is provided
[3:24:59] by the requirement that our clients lands must be designated
[3:25:03] first as class four by city council that is a
[3:25:07] decision city council would make
[3:25:10] approach taken by staff and regional council in adopting the
[3:25:13] new OP appropriately balance the interests of mother Parkers and
[3:25:17] our clients with a view to developing the Dundas corridor
[3:25:20] as a vibrant mixed use area that will support the
[3:25:24] public investment in transit provide desperately needed rental development
[3:25:28] and protecting the surrounding employment area including mother Parkers
[3:25:35] yeah review determination in this matter may well affect the
[3:25:37] entire corridor which runs along several words
[3:25:42] therefore ask simple and that is why and it being
[3:25:45] brief today we simply respectfully request that council formal staff's
[3:25:51] advice supported the new OP and you know I mother
[3:25:53] Parkers request to seek a modification to the land use
[3:25:57] designations for our clients property that is what's reasonable that
[3:26:01] is what's there given our signs multi year investment in
[3:26:04] the planning process person's mother Parkers last minute request
[3:26:09] we have our noise consultants flat because of available should
[3:26:13] you have any questions regarding the technical aspects of the
[3:26:17] class for designation and he is available to answer any
[3:26:19] questions from council as a boy I'm happy to answer
[3:26:23] any questions and that concludes my comments this morning
[3:26:26] Peter thank you for your presentation and I see no
[3:26:29] questions at this time so I will carry on with
[3:26:32] our delegates now going to serve on the same subject
[3:26:36] seven point eight David Tang partner Miller Thomson on behalf
[3:26:38] of mother Parkers coffee and tea David you have five
[3:26:41] minutes thank you very much Mr chairman members of council
[3:26:45] hi my name's David Chang and I'm the solicitor for
[3:26:46] ... mother Parkers tea and coffee and we have on
[3:26:50] behalf of our client S. regional council to ask ...
[3:26:53] the minister of missile fears and housing to modify the
[3:26:57] people official plans for the land south of Dundas street
[3:27:01] between Haynes and bundle roads to keep them in the
[3:27:04] regional employment area and let me start off by apologizing
[3:27:07] once again on behalf of mother Parkers I councils having
[3:27:10] to deal with this so late in the opening process
[3:27:13] but it's ... I just didn't want to remind you
[3:27:15] that this is because the study indicating and demonstrating the
[3:27:19] problem was only initiated because model mother Parkers itself started
[3:27:24] to implement a new process in this plan just this
[3:27:28] year the study was however timely enough to affect the
[3:27:31] City of Mississauga's opiate process for the Donbass ... connects
[3:27:36] master plan process and that of course is the one
[3:27:39] significant change that has occurred since we all last road
[3:27:42] or appeared before you so this week Mississauga ... approved
[3:27:50] to the draft ... Don desk connects master plan official
[3:27:52] plan amendment that retains these lands the ones that ...
[3:27:56] Mr viruses client and others in the vicinity to be
[3:28:00] within the Dixie employment area and most importantly it adds
[3:28:05] a special policy that requires will be on municipally lattice
[3:28:10] city lad assessment of the industrial impacts on those lands
[3:28:14] and where it is determined that those impacts are going
[3:28:17] to be acceptable would allow for a misleading issued official
[3:28:22] plan amendment to remove those lands from the employment area
[3:28:26] and allow for residential development
[3:28:29] most importantly though if not if they're not acceptable not
[3:28:33] appropriate the balancing results in a
[3:28:37] we shouldn't be converted then they would remain employment lands
[3:28:40] and I don't suggest this is the correct approach much
[3:28:44] better than process that we're engaging right now we're we're
[3:28:48] all writing to you as council with various bits of
[3:28:52] information that nobody's had a chance to really review
[3:28:55] and quite frankly the material that has been provided to
[3:28:59] you by the on the truth is simply not accurate
[3:29:03] or complete that doesn't include the detailed work to assess
[3:29:05] all the actually sources
[3:29:07] there's simply disagreement between ... the landowners in the area
[3:29:12] on the use of what should happen and the use
[3:29:16] of that class for area approach to keep talking about
[3:29:19] the Mississauga official plan amendment approach allows for the full
[3:29:24] review and the recommendations by this fall staff to you
[3:29:28] about what should happen with the assistance of neutral experts
[3:29:31] that we know the city intends to retain for that
[3:29:34] assessment
[3:29:34] I need to recognize that mother Parkers a review request
[3:29:40] one meter in your may have been a perfect have
[3:29:41] you reviewed your regional staff's comments about the need to
[3:29:45] account for commercial retail uses being permitted in these areas
[3:29:48] since they're not sensitive land uses mother Parkers would like
[3:29:52] to modify its requested more regional council
[3:29:55] we'd like to now ask council to request the minister
[3:29:58] to modify the peel regional official plan to keep keep
[3:30:02] those properties between eighteen and one toll roads within the
[3:30:05] regional plan area but with specific policies that allow commercial
[3:30:10] and retail uses which are not noise or older sensitive
[3:30:14] to be permitted and then that would be subject to
[3:30:17] the city of Mississauga official plan policies but those uses
[3:30:21] that change allows everybody's interests and the submissions to be
[3:30:25] properly assessed and if that assessment requires ... required by
[3:30:30] the city of Mississauga clears the way for residential development
[3:30:33] the official plans can then be properly amended to allow
[3:30:37] those sensitive uses to come in while in the interim
[3:30:41] there's no question retail commercial uses I can continue to
[3:30:44] be carried on here in this location orchard or even
[3:30:47] added
[3:30:48] mother party request does not result in a permanent prohibition
[3:30:52] against residential valid it simply protects the employment uses while
[3:30:56] the feasibility is explored in greater detail and while our
[3:30:59] present information indicates it cannot physically located here if the
[3:31:03] city's assessment shows it can can be modified to allow
[3:31:07] for that but only after appropriate consideration so that's mother
[3:31:11] Parkers request that council ask ministry the ministry to modify
[3:31:15] the PLO peace to keep these lands within the employment
[3:31:19] areas but with policies specifically allowing retail and commercial uses
[3:31:23] to remain
[3:31:24] thank you I'm happy to answer any questions that may
[3:31:27] arise
[3:31:28] thank you I see no questions on my screen for
[3:31:32] David David thank you very much for your presentation I
[3:31:35] go to our last delegate on the matter seven point
[3:31:37] nine John Lomas director plan logic consulting Inc John welcome
[3:31:43] Johns in the chamber welcome John
[3:31:44] and you've got 5 minutes welcome
[3:31:54] thank you very much Mr chairman members of council my
[3:31:58] name is John Loomis I'm a registered professional land use
[3:32:01] planning consultant in the director of planning logic consulting incorporated
[3:32:05] my client to Mississauga Muslim community center owns a property
[3:32:09] at two five oh five Dixie road is located on
[3:32:13] the side of Dixie road northwest of the Dixie gold
[3:32:18] train station the use the existing building for a place
[3:32:19] of worship as well as a food bank for people
[3:32:21] of all faiths they have thousands of congregants who live
[3:32:25] not only in ward one and three but also within
[3:32:28] the city of Mississauga and region of peel
[3:32:30] the reason I'm here today is that
[3:32:35] the Mississauga Muslim community centered supports the regional official plan
[3:32:41] as adopted
[3:32:43] and we find it very disturbing that you have someone
[3:32:47] who is fully conversant in the planning process Mr Tang
[3:32:51] coming to you at the eleventh hour asking for changes
[3:32:55] when we have actively participated in the approval process
[3:33:00] secondly
[3:33:01] the city Mississauga are not treating the land south of
[3:33:08] Dundas street equally the lands that my client owns ...
[3:33:12] are being taken out of the employment area and their
[3:33:17] policies that require compatibility can studies to ensure that they
[3:33:22] are compatible with industrial uses to the south the city
[3:33:27] is not taking the same approach on the lands which
[3:33:31] are located between Blundell and hangings solely in response to
[3:33:37] the submissions from mother Parkers so we are
[3:33:42] a concern about the precedent this would set because the
[3:33:46] Muslim Mississauga Muslim community center is looking at potential residential
[3:33:51] redevelopment of their property immediately adjacent to the goal station
[3:33:56] which is supported by provincial policy supported by regional policy
[3:34:01] and that's where the city of Mississauga official plan is
[3:34:04] looking for tall buildings so we are very concerned about
[3:34:08] the precedent this would set and how it's treating different
[3:34:13] parts of the employment area differently and we see no
[3:34:16] rationale for an exhibition thank you
[3:34:19] thank you councillor Gustafson us your hand up do you
[3:34:22] have a question of the delegates
[3:34:27] as thank you venture actually it's it's not so much
[3:34:28] a question the delegate I just thought I'd just make
[3:34:31] it I've got three of these speakers have come forward
[3:34:35] and I and I do know that it is this
[3:34:37] ... that these two items that go on consent but
[3:34:39] I just I just make a quick comment like it
[3:34:41] sucks so Steven what I'm gonna do it for I'm
[3:34:43] gonna come right back to you does anybody have any
[3:34:45] questions of the delicate
[3:34:48] seeing none I'm gonna ask answer desk one Fonseca move
[3:34:51] receipt of all the delegates is there anybody opposed that
[3:34:54] is carried you're right it was done without consent but
[3:34:57] I open it up concert asco go ahead
[3:34:59] thank you to the chair and thank you for indulging
[3:35:02] me on this I'll just be very very brief this
[3:35:05] is been a ... again unto itself ... this is
[3:35:09] been a last minute in in planning kind of ...
[3:35:13] world ... in last minute issue just because of ...
[3:35:17] the way that the ...
[3:35:19] that the planning growth committee
[3:35:23] ... you don't have had the item or or thought
[3:35:27] we had an item but ... but something was missed
[3:35:29] and ... and so this is if this had been
[3:35:31] spoken to ... with regards to ... the chair the
[3:35:35] committee as well she's spoken to it to add to
[3:35:38] add planning development committee also and ... something that I've
[3:35:42] tried to bring to our P. O. planning staff to
[3:35:45] what to look at the address ... they told me
[3:35:48] that it's not necessary that other comfortable leaving it in
[3:35:51] the city's hands to to deal with we then heard
[3:35:55] from Wells for example the almond group and some other
[3:35:59] ... some others involved in this particular corridor including mother
[3:36:04] Parkers and ... and what has gone for at our
[3:36:08] planning and development committee is to have five some more
[3:36:12] fulsome investigation done by third party on this and this
[3:36:16] is where ...
[3:36:17] you know hopefully were able to get some homework done
[3:36:20] on this to put it put everybody in a better
[3:36:22] a better spot and deaths it has some good
[3:36:27] aerial faxed to this so what should I just wanted
[3:36:29] to ... to say that ... I appreciate all the
[3:36:32] speakers coming in but at the same time ... to
[3:36:35] be honest I'm I'm not overly thrilled that this is
[3:36:38] now in the city's hands but at least in the
[3:36:42] city stands a Mississauga will be ... some more fulsome
[3:36:44] investigation done through a third party thank you
[3:36:47] okay thank you so the matter was dealt with architects
[3:36:51] house or parish one last thought go ahead
[3:36:54] yes I just wanted to thank her
[3:36:58] is your judgment for the report and we can pass
[3:37:00] on consent it seems reasonable ... this is a our
[3:37:07] integrated problem as cash councillor Daskal said it's kind of
[3:37:08] in Mississauga's pocket right now so the recommendation we passed
[3:37:13] ... from Christian Keely I approve of thank you
[3:37:16] okay thank you so the matters been dealt with thank
[3:37:19] you to all moving on then that concludes our delegations
[3:37:22] were on to items that were held on consent by
[3:37:24] members of council first up item nine point one twenty
[3:37:28] twenty one homelessness point in time count results councillor plushie
[3:37:33] thank you much very much ... Mister chair Mister chairman
[3:37:35] going through the report and ... I guess to through
[3:37:38] you Mr chair to Sean Baird ... going through the
[3:37:42] report I saw a lot of great information that came
[3:37:44] out of this forty three staff members worked on this
[3:37:47] and in the one day in October of last year
[3:37:50] mandated by ... the province and the federal government ...
[3:37:56] so in in every time I will I kind of
[3:37:59] thought to the next page and highlighted ... some good
[3:38:02] data that that we're getting out of this in the
[3:38:04] back of my mind it kept on coming to me
[3:38:07] that this was only one day one day in October
[3:38:10] that
[3:38:12] know what the conditions were like that day could be
[3:38:14] strained it could have been cold a lot of I
[3:38:17] think variables that could have happened on this one particular
[3:38:20] day ... so I guess my questions are along the
[3:38:24] lines of having her being ordered to to do this
[3:38:29] once every two years by the by the province and
[3:38:33] the feds ... and in in looking at ... some
[3:38:38] of the the results in particular ... for the interpretation
[3:38:43] of this account to be used with caution ... because
[3:38:48] of the one day ... you know how
[3:38:51] is is there I guess abilities to to expand on
[3:38:57] this and and potentially ... make this you know mmhm
[3:39:03] more accurate you havent done quarterly or ... is this
[3:39:07] something that you get regional council should be saying to
[3:39:11] the operational arms of the government to say he you
[3:39:15] know don't ask us to do this we're already doing
[3:39:18] other things to to get this information will provide you
[3:39:22] with with that information I'm I'm just trying to get
[3:39:26] a better understanding because I just don't see as you
[3:39:30] know when one particular day in October of last year
[3:39:32] especially you know it and going through covert as well
[3:39:36] ... with all the ... you know the variables in
[3:39:39] that in the roadblocks of track caused as well or
[3:39:43] just want to really get a comment from from commissioner
[3:39:46] Baird and see what his thoughts on the matter were
[3:39:49] commissioner Burk
[3:39:50] thank you and through the chair thank you counsel and
[3:39:53] we share your concerns the you know it's not a
[3:39:56] ideal way to collect this data ... it's done this
[3:40:00] way by the province and the feds essentially so that
[3:40:02] they can compare across different regions and different municipalities
[3:40:07] ... you know we have lots of other ways that
[3:40:08] we collect information I can share for you for example
[3:40:11] that we actually have thousands of clients who moved through
[3:40:13] our shelter system for example in a given year so
[3:40:17] wala wala one day count your lands us in the
[3:40:19] in the I think was a hundreds ... that's simply
[3:40:21] not indicative of the total homelessness population that we have
[3:40:24] here in the region of peel and so we know
[3:40:26] that and we know that our programs are are driving
[3:40:28] towards increasing those services what it does do that's helpful
[3:40:32] I think is it is it does show the increase
[3:40:34] over time right so there there is clearly an increase
[3:40:37] in the total homelessness population within the region of peel
[3:40:41] and that's helpful information for us to have you on
[3:40:44] your question of should we be doing this more regularly
[3:40:46] should be to find a different way we actually have
[3:40:50] a piece of work under way right now to look
[3:40:52] at our service levels ... across housing and that's something
[3:40:55] that's going to be coming back to council early in
[3:40:57] the new year and I would suggest this is a
[3:40:59] that would be a good topic for discussion at that
[3:41:02] time when we take another look at how do our
[3:41:04] homelessness programs line up how to our housing programs line
[3:41:07] up how do they serve to meet the needs and
[3:41:09] how do we measure those this would not be our
[3:41:12] metric of choice in terms of how we measure demand
[3:41:14] ... but happy to bring for more information about how
[3:41:17] we do propose to go for measuring demand how we
[3:41:19] want to think about aligning our services to that in
[3:41:21] the future comfortable as she that works thank you Mr
[3:41:25] chairman thank you commissioner bear for that and I think
[3:41:27] it's right you know if I have the honor of
[3:41:29] being a counselor in ... in January when this does
[3:41:32] come back I think maybe that that's trying to have
[3:41:34] another conversation around this and and looking out over other
[3:41:37] ways that we can achieve ... you know there are
[3:41:41] strategies that going forward and not just checking a box
[3:41:44] from the fence in the province that's what I feel
[3:41:46] like this is but but thank you for that and
[3:41:48] thank you to all the staff that did a tremendous
[3:41:51] amount of work on that day forty three that ...
[3:41:54] and I'm sure just wasn't that day was whose whole
[3:41:58] lot of information and data collected ... since then so
[3:42:02] thank you for to all the hard work that staff
[3:42:04] did on us thank you Mr thank you with that
[3:42:07] come
[3:42:08] surplus she has moved receipt seconded by councillor simpler any
[3:42:11] opposed that is carried the other item held on consent
[3:42:14] item nine point three five SR nine fifty eight nine
[3:42:18] sixty east Avenue affordable housing redevelopment update councillor Daskal
[3:42:23] thank you to the chair and ... just wanted to
[3:42:27] ask some questions with regards to this this is a
[3:42:30] it's quite troubling
[3:42:33] so I just wanted to ask ... first of all
[3:42:35] his
[3:42:37] and until this reports come forward as this plan been
[3:42:41] on schedule as as was everyone
[3:42:44] through to
[3:42:46] so if you try and ask ... alien Baird our
[3:42:51] director of housing to she's already in the call so
[3:42:53] she can comment on the project Alene if you heard
[3:42:56] the question I trust go ahead
[3:42:59] thank you counsel asking entry you chair ... east Avenue
[3:43:03] project like all of our housing development projects to schedules
[3:43:07] really have been impacted and slow down ... as a
[3:43:11] result of the pandemic ... so we are we are
[3:43:16] behind schedule ... but but are making progress that we're
[3:43:21] making steady progress but yes the project is is behind
[3:43:24] schedule
[3:43:27] I guess my next question on this is when we
[3:43:29] were going through the planning process
[3:43:31] we were trying to
[3:43:33] there had been some previous work done by the community
[3:43:37] and I'm by myself in our planning staff and I
[3:43:40] was ... essentially told that couldn't continue much more because
[3:43:43] we're in now in desperate need of ... of of
[3:43:46] this housing and we were about to lose our funding
[3:43:49] if it didn't get ... adopted right away so I'm
[3:43:52] just wondering
[3:43:52] perhaps somebody could fill me in on if something's changed
[3:43:58] terror if I missed something because ...
[3:44:02] ... has as many no on this especially from from
[3:44:05] people stop in our planning staff the city ... this
[3:44:08] is been this far as I'm concerned I very challenging
[3:44:10] file
[3:44:13] yes thank you again councillor Daskal so as you know
[3:44:15] last summer we received the ... official plan amendment and
[3:44:19] rezoning ... requirements with the city of Mississauga
[3:44:24] since then you know we have gone out to secure
[3:44:29] ... vendors to actually see you know started construction of
[3:44:32] this project and not not proved to be very difficult
[3:44:36] we've gone back out in of now pre qualified we're
[3:44:39] at the stage where we pre qualified vendors who can
[3:44:41] now enter into a negotiated R. P. process with us
[3:44:44] so that's the stage we're act with council approval today
[3:44:48] that'll be the next step will go into a negotiated
[3:44:50] R. P. process and actually secure the vendor you know
[3:44:53] to start to work with us I designed new builder
[3:44:56] to start to do this project with us as to
[3:44:59] your question around finding it is a it is a
[3:45:02] ... consideration this project has regional ... provincial and federal
[3:45:08] funding attached to it and that funding does come with
[3:45:11] requirements to spend within that within a certain amount of
[3:45:14] time and again because of cold would we have we've
[3:45:16] had to go back constantly to the other levels of
[3:45:19] government to renegotiate ten and ... explained you know some
[3:45:23] of these delays that are largely driven by the pandemic
[3:45:26] and they've been cooperating with us but it is a
[3:45:28] consideration week there are time constraints upon us and requirements
[3:45:33] of other levels of government in regards to the funding
[3:45:36] that they are contributing to this project
[3:45:39] okay so they were okay with that but I guess
[3:45:41] they wouldn't have been okay if we tried to get
[3:45:43] the building
[3:45:44] a little a little more a little more in tune
[3:45:48] with what the committee was asking for
[3:45:54] so the other levels of government really don't and the
[3:45:57] funding requirements don't speak to that level of detail counts
[3:46:01] for Daskal so big they are silent on the matter
[3:46:02] of whether it's four stories five stories or seven stories
[3:46:05] okay and I'm just asking because ... to be honest
[3:46:10] you know I was also told during this process that
[3:46:13] we really couldn't get get down from seven stories on
[3:46:16] to anything else and ... another design issues just because
[3:46:19] of our timing and budget so I'm just I'm just
[3:46:23] asking some of those questions here because people in the
[3:46:26] community are now gonna want and demand and rightfully so
[3:46:29] ... answers from why we went from a fifty five
[3:46:34] million to ninety million dollars and they're not be too
[3:46:37] pleased that it's still the same result save for it
[3:46:40] looks like the underground parking has been adjusted a bit
[3:46:44] can you just give me a brief update on that
[3:46:47] please
[3:46:49] yes so I can't speak to the specifics of the
[3:46:51] underground parking but can't say that that was one of
[3:46:54] the reasons the cost of gone up right so that
[3:46:56] the initial design did not include underground parking and that
[3:46:59] is a significant cost driver is contributing to the to
[3:47:03] the request that's before council today so absolutely the new
[3:47:06] building does include underground parking
[3:47:09] okay and then I guess the other things is fantastic
[3:47:13] is with regards to there is ... there's ongoing talk
[3:47:17] and I listen and I'm hoping this is still the
[3:47:19] case ... between that city of Mississauga and and the
[3:47:23] region to come up with a ...
[3:47:25] public ground shared space that's something that's kind of that
[3:47:29] flows together so ...
[3:47:32] with with the change in the underground parking allow for
[3:47:35] more
[3:47:36] sh more land space on on at the start of
[3:47:41] the site
[3:47:43] yeah so again through you chair so in the regional
[3:47:49] plan maybe be above ground parking of course is is
[3:47:50] is no longer there and so we're able to reconsider
[3:47:54] yeah the use of space above ground and as you
[3:47:58] looted to there's ongoing conversations with the city about about
[3:48:01] those things
[3:48:03] okay all right so I just would like to have
[3:48:06] direction to staff that ... that this land is factored
[3:48:10] I had to ... to what we're looking to do
[3:48:14] hopefully looking to do ... collaboratively with that with the
[3:48:18] city and the region
[3:48:19] in that space so if I can if I could
[3:48:23] put that forward and then ...
[3:48:25] and I think those are really the questions I do
[3:48:31] have for now but it comes down to that space
[3:48:33] and also I just want to ensure that the materials
[3:48:37] and I think we had been talking through our stuff
[3:48:39] in place and ... and then terminate recently learned value
[3:48:44] engineered and that we're not value engineering any parts of
[3:48:48] the building now
[3:48:51] I will take direction countered asco and myself and the
[3:48:55] team will continue to work closely with you in the
[3:48:57] community as we you know as we continue to move
[3:49:00] forward on this project
[3:49:02] okay all right thanks Eileen I I appreciate your work
[3:49:06] on this ... and yeah we just have that is
[3:49:09] direction staff and I'm happy to move it at the
[3:49:12] appropriate time
[3:49:14] thank you thank and quite currently putem it's remarkable what's
[3:49:17] happened in the cost of these things even for consumers
[3:49:19] trying to buy one the eight nine hundred square foot
[3:49:22] condo per square foot now is eleven twelve thirteen hundred
[3:49:24] and we fell subject to it as well because the
[3:49:27] chair had some questions about the populace well ... so
[3:49:31] there there you have it but but well put any
[3:49:33] councillor Daskal you're retelling of the history is quite correct
[3:49:35] I have to acknowledge that as well but with that
[3:49:37] thank you for your comments and your moving the motion
[3:49:39] seconded by councillor Mollen a taken as read but just
[3:49:42] the salient points that the budget be increased by thirty
[3:49:46] five million dollars from fifty four million to ninety by
[3:49:50] transferring thirty three million from housing master plan capital projects
[3:49:51] fund and by transferring one point five million from the
[3:49:53] climate change and your energy management capital project fund you're
[3:49:58] for the motion is there anybody in objection
[3:50:01] hearing no one that carries and that brings me down
[3:50:05] to with so many items held on consent ... counselor
[3:50:10] with regards to other business council fourteen I said you
[3:50:13] had an enquiring with regards to something I said you
[3:50:16] could raise it another business I think we had a
[3:50:18] chance to chat on it as well councillor fourteen now's
[3:50:20] the time to raise that will we'll see where we
[3:50:22] go from there go ahead
[3:50:28] councillor 14
[3:50:33] maybe I'll help a bit council fourteen he was asking
[3:50:36] some of the council Mitchell was an ongoing contract of
[3:50:38] a major construction that we're working on after the fact
[3:50:40] you know the debate between the person that did work
[3:50:43] in us and you know was the budgeting right except
[3:50:46] or should we become safe but it's before our legal
[3:50:47] folks and their legal folks is being negotiated and discussed
[3:50:50] and art because I made enquiries on behalf of it
[3:50:54] the councillors approached me and I spoke with the the
[3:50:56] cancer in between our lunch break to say that it's
[3:50:58] a work in progress and that they're represented we're represented
[3:51:01] they're working it through and at some point it'll come
[3:51:03] back to us hopefully with the resolution and he seems
[3:51:05] satisfied with that so that's what his inquire we was
[3:51:09] nine I think he's glad that everybody's best efforts are
[3:51:11] going into and hopefully it's on its way to resolution
[3:51:13] and maybe why he stepped off as well knowing that
[3:51:16] while I've said that address that I come back to
[3:51:19] any other items of business Sir items any councillors want
[3:51:23] to race councillor Segal
[3:51:27] thank you Mr chair ... through you to allow me
[3:51:31] to help staff
[3:51:32] I know we've had our clinics closed
[3:51:37] or I'm and mine has been years per call but
[3:51:42] backs nations but I'm could you any update as to
[3:51:43] when we might be re opening the local health clinics
[3:51:47] and along that line ...
[3:51:50] because they were in the needle exchange locations and I
[3:51:56] know we've gone with the mall bile
[3:52:00] but it from our are we able to cover
[3:52:02] since the clinics have been closed what's the situation with
[3:52:06] that needle exchange program
[3:52:08] Dr Bingham
[3:52:11] thank you through the chair ... were working to reopen
[3:52:15] our public health clinics progressively as resources permit so ...
[3:52:18] certainly it's a priority throughout the pandemic operations around her
[3:52:23] production have actually not had any resources to for ...
[3:52:31] but we're looking for us remove from and in fact
[3:52:32] we have expanded our harm reduction operations because many of
[3:52:36] our community partners have been limited in their ability to
[3:52:38] serve clients ... so the mo bile bands continue to
[3:52:41] serve the entire community in terms of harm reduction supplies
[3:52:44] and were working to reopen the fixed clinics as quickly
[3:52:47] as possible ... recognizing that their multi use clinics and
[3:52:50] that obviously harm reduction would be a priority but clients
[3:52:53] can continue to access the mobile the UNC ... through
[3:52:55] the number on the website
[3:52:57] enter
[3:52:59] so you feel that with the mobile we're able to
[3:53:01] cover the people that need to service absolutely we also
[3:53:04] work closely with community partners thank you okay thank you
[3:53:08] thank you last call anybody else other business or counselor
[3:53:11] inquire Reese
[3:53:13] if not that brings us down to the by laws
[3:53:16] as moved by councillor Saito seconded by councillor Carlson at
[3:53:19] the bylaw is listed on the July seventh twenty twenty
[3:53:21] to regional council agenda being bylaws thirty seven twenty twenty
[3:53:26] two and thirty eight twenty twenty two given the required
[3:53:26] numbers of reading taken as read signed by the regional
[3:53:29] turn the regional clerk and the corporate C. seal B.
[3:53:32] affects their to anybody an objection that carries councillor parachute
[3:53:36] sorry council parish

[3:53:48] finally let me back in the office okay but I
[3:53:50] don't know if you heard what I said but over

[3:53:53] yeah thank you also I think staff I have dialed
[3:53:57] up the with staff or yourself that up the negotiating
[3:54:00] by I just like to have a a lease on
[3:54:01] update what's going on so I don't know if we
[3:54:04] could have it all here or in camera
[3:54:09] I guess it would have to be in camera of
[3:54:11] council wishes to go in camera
[3:54:16] tell supporting me would you like us to go in
[3:54:17] camera on the matter yeah because of next meeting this
[3:54:20] is September and if that wasn't enough this negotiations I
[3:54:24] think myself and council Dillon Shirley's been informed what was
[3:54:27] going on in the area but we have no updates
[3:54:30] okay so I then have a motion I think we
[3:54:33] should we can at this time because of it so
[3:54:34] I have a motion from councillor fourteen the seconded by
[3:54:37] councillor Dillon to move in camera is there anybody opposed
[3:54:42] okay I'm just to be clear state the reason Madame
[3:54:44] clerk as to why we're going in camera
[3:54:45] my understanding is to receive solicitor client advice as it

[4:03:49] two and authorize execution of documents in accordance with the
[4:03:51] region appeal bylaws relating there to be given the required
[4:03:53] number of readings taken as read signed by the regional
[4:03:55] chair and the regional clerk and the corporate seal affixed
[4:04:00] their to anybody opposed that is carried and finally as
[4:04:01] moved by councillor person McAdams that we stand adjourned Kerry
[4:04:06] thank you all and a real shot ... to stop
[4:04:07] these are always busy times as we get to June
[4:04:10] July in busy times for our colleagues around the two
[4:04:13] for you pushed a lot of stuff through the system
[4:04:15] because every little piece of paper is a mountain of
[4:04:17] work by and boy did staff to a lot to
[4:04:19] get everything done so everybody can keep working during the
[4:04:22] summer months in the fall so shallow to stop as
[4:04:24] well we are adjourned thank you all
