[6:21] All right. Thank you.
[6:24] Motion passed.
[6:26] Uh, next.
[6:27] Operators and appointment proclamations were a proclamation honoring the life of service of emergency services and the vector agency
[6:38] Mr. Greg Alaya.
[6:40] Kirk, my teamie. Can you meet the proclamations?
[6:43] Um, the villager volcano, proclamation,
[6:48] proclamation honoring the life and service of Gregory K.
[6:51] the Calia. Whereas Gregory Kaye, Greg,
[6:55] Mikalia, our respective resident and devoted
[6:58] public servant of the villager Mokina passed away
[7:01] on August 11th, 2026 at the age of 72.
[7:06] And whereas Greg dedicated 35 years of his life to the Mokina
[7:11] Emergency Services and Disaster Agency, ultimately serving
[7:15] at his director and commander and providing steady,
[7:18] dependable leadership to the agency and its members.
[7:22] And whereas throughout those years,
[7:25] Greg answered the call whenever emergencies,
[7:27] severe weather, public events,
[7:30] or other community needs,
[7:31] revised as does assistance.
[7:34] Offering, working behind the scenes,
[7:36] directing traffic, securing emergency scenes,
[7:39] and helping protect residents,
[7:41] motorists, first responders, and village personnel.
[7:45] And whereas Greg understood
[7:47] that emergency preparedness depends upon trained and committed people and he
[7:52] worked to recruit mentor and prepare as officers and volunteers in
[7:56] first aid, emergency vehicle operation, radio communications, search and
[8:02] rescue, disaster preparedness, and other skills necessary to serve the
[8:07] community safely and effectively. And whereas Greg and the members of
[8:12] as done with familiar and reassuring presence at Mokina Village events, including creative lights,
[8:20] Halloween, Hollow and numerous other community gatherings, contributing countless hours so
[8:25] that Mokina families could safely come together and enjoy the community they call home.
[8:30] And whereas, although great-gave generously of his time to the village,
[8:34] the center of his life was always his family. Beginning with his beloved life,
[8:39] Kathleen with whom he share 55 years of marriage built upon love, loyalty, and enduring devotion.
[8:48] And whereas Greg was the loving father of Tina and her husband, in the heaven,
[8:54] Matthew and his wife Tammy and his late son Jason, and he took immense pride in his children
[8:58] and the family they built together. And whereas Greg's devotion is a husband, father, grandfather,
[9:05] and great-grandfather reflected the same qualities that defined his public service
[9:10] dependability, generosity, loyalty, and a willingness to be present whenever someone needed him.
[9:17] And whereas Greg's service was characterized not by a desire for recognition,
[9:22] by sincere willingness to help his neighbors support Moaquina's police, fire, and public works personnel,
[9:29] and quietly do whatever he needed to be done.
[9:31] And whereas Greg's passing is a profound loss to his family, his ex-debt colleagues, the
[9:37] village organization, and the entire smoking community.
[9:41] But his example of self-disservice, personal responsibility, and concern for others will remain
[9:47] and enduring private legacy.
[9:49] Now therefore, I, George Stage, Métinius, Mayor of the Village of Moquina, Illinois, on behalf
[9:56] of the Village Board of Trustees, Village staff, and the residents of Moquina.
[10:00] To hear by honor and celebrate the life of Gregory Kaye, Michalia, and express the village's deep gratitude for his extraordinary service and unwavering commitment to the safety and well-being of our community.
[10:14] But if further be proclaimed that the village of Moquina extends its heartfelt condolences to Greg's wife Kathleen, his children and their families, his grandchildren and his great grandchildren, his fellow as the members and all those whose life were touched by his friendship,
[10:29] leadership in service. Gregory Mikhail Yevfay Filling answered, Mokina's call for more than three decades.
[10:36] He was steadfast in service, devoted to his family, and generous in his friendship.
[10:41] He's watched, has ended, but his example and his legacy will not be forgotten.
[10:45] proclaimed his 24th day of August, 2026.
[10:51] I'll turn on the Louis Vuitton, Miss ASCII.
[10:53] Thank you very much.
[11:02] I'd like to say a few words here about Miss McKinley.
[11:04] The first honor to have this family with us is quite inspired.
[11:09] It's really all.
[11:10] It's the passion.
[11:10] You've had a woman here today.
[11:12] Thank you very much.
[11:13] Thanks.
[11:13] I don't know.
[11:14] No, no, no.
[11:15] Is that all?
[11:15] I don't know.
[11:17] The season's so much great.
[11:19] I'll share my thoughts and those from past McKinley Greats.
[11:22] about Greg and his service to Moquilla.
[11:25] On to the light, in service to Greg, Greg came to Calia,
[11:28] and passed away on August 11, 2026.
[11:32] Greg served as Director of Moquilla Emergency Services
[11:35] at the disaster agency, also known as Azda,
[11:39] devoted more than three decades,
[11:41] protecting and serving the village of Moquilla.
[11:44] The photographs presented this evening,
[11:46] capture Greg as so many people remember him.
[11:49] In uniform, working alongside fellow-worseponders,
[11:52] It's a porty community event and I was ready to serve.
[12:00] The former Village Administrator, John Dallas, described Greg as a fine man,
[12:04] and just acted in accordance with the billiards.
[12:07] Those police are reflected in Greg's and severe commitment to serving others.
[12:12] Particularly the people John Adley described as the customer's.
[12:17] The residents of Moquina.
[12:19] Greg, under still dead, emergency needs do not follow a schedule.
[12:23] They arise without warning
[12:24] at all hours of the day and night and often under difficult or dangerous conditions.
[12:32] Under Greg's leadership, as the volunteers answered those calls,
[12:37] they showed up, worked hard, helped them every day,
[12:41] and took great pride in serving their community.
[12:45] As John Downs observed, Greg's passion,
[12:49] sincerity, positive outlook, kindness and supply and others devont here, and serve them
[12:55] the key, the key member of the same spirit.
[13:01] Formal, for all of them, the key net is a director, a former Wil County emergency
[13:06] management agency director, Harold D. MRI, recalled that grant quickly became a
[13:11] valuable, and dedicated member of the agency.
[13:14] And more importantly, someone at five people, I don't think it's an easy fact.
[13:19] The other responding to an emergency, the system of safety and security at public
[13:24] event, maintaining the clothing or supporting the agencies' daily operations, Greg made
[13:31] himself available, and formed every responsibility to the best of his ability.
[13:37] Ferrell also remembered Greg's greatest respect for his dealing with residents and fellow
[13:43] as the volunteers, feels personnel and members of other
[13:47] responding agencies.
[13:50] Much of Greg's work occurred behind the scenes
[13:52] without recognition or fanfare.
[13:55] Nevertheless, the work directly contributed to the safety,
[13:58] well-being, and quality of life, and joined by Malkina residents.
[14:03] Greg, how will keep people safe during isolated
[14:05] emergencies, major weather events, and community gatherings?
[14:09] In Harold's words, he all pre-ordered the chaos, the room ceased both large and small.
[14:18] Harold closed his remembrance with words, especially fitting for someone who devoted his life to emergency service.
[14:25] Greg, you've answered your final call. Your watch is over. Well done.
[14:34] For our remote cleanup, please chief Randy Rejuzzi,
[14:37] make Greg and Greg was working at an automobile mechanic at Hayverdee Panac.
[14:42] He was a great friendship with Jens Rally and his growing interest in public safety.
[14:47] Today we came clear that Greg had a genuine desire to serve in emergency services.
[14:53] Chief Rejuzzi recalled seeing Greg at countless emergency scenes,
[14:57] he could be in the events, and he would be a brother and something like that.
[15:00] Regents, mutual aid assignments. Greg was frequently along the first people to override the moment of last week. Greg
[15:08] service did not end when ends and it was over. At all hours, you could be following 18 agency vehicles
[15:14] at the village garage, repairing equipment at the group sea operation center, volunteering
[15:19] his mechanical knowledge, practical experience for the benefit of the agency. As Greg rose to it as the
[15:27] And ultimately, he became director.
[15:30] He uses his leadership abilities to mentor younger volunteers
[15:33] and preserve Mokimis as their reputation as one of the reason
[15:37] the most professional and active emergency service organizations.
[15:42] As Chief Reguski explained,
[15:44] Greg then at simply a lot of being as the director
[15:47] he lived every responsibility every day.
[15:51] Chief Reguski, several of mine, that Greg's mission is complete.
[15:55] He left Mokimis safer place
[15:57] And it needs to see help build remains of good hands.
[16:05] I've changed some thoughts here for myself.
[16:07] Greg Noah, a cop who's a great deal with limited resources.
[16:11] He was practical with a calm and distinctive sense of humor.
[16:16] Greg was also compassionate, caring and generous.
[16:20] He loved after, as the members and his fellow responders,
[16:22] as little as the members of his own family.
[16:26] Even those who did not know Greg, personally benefited from his presence in this community.
[16:31] Greg's influence could be seen in the volunteer C-Mendor, your responders with whom you worked,
[16:36] the residents he protected, and they didn't see he held a bill. This legacy will continue whenever
[16:42] you want to. It's easy to call, helps a neighbor, serves with those seeking recognition,
[16:48] who remains at the scene until the work is finished. Once you're part of this whole government
[16:53] that takes place without people noticing, including as the...
[16:57] But if he had granted the most credit for his following, serving in a role for many, many years,
[17:03] his work was vital in ensuring the safety and enjoyment of residents and guests in
[17:07] Alkina, and at this cleave responsible way for the taxpayers, with little or no fanfare,
[17:14] and Greg, I'll always perform those duties professionally, even when the very people he was
[17:18] serving were not a little behavior, he should have done, and the whole time Greg Blood Mokina.
[17:24] Therefore, on behalf of the Bill of Jem Okina, we extend our deepest condolences to
[17:29] the grains of Wacephleen, the entire Makalia family, and the members of Mokina as the
[17:35] served under his leadership.
[17:37] We hope they find confident that how deeply Greg was respected, and widely his service was
[17:43] felt.
[17:45] And how sincerely he still won't be remembered.
[17:49] Dr. Gregory K. McCailia, she'll member 2001, end of watch, August 7, 2026.
[17:58] Thank you, Greg, for your extraordinary service.
[18:01] You're quiet leadership and you're on the wavering commitment
[18:04] to the safety and well-being of the Bill of Mokina.
[18:08] May you rest in peace.
[18:09] Thank you.
[18:10] Thank you.
[18:11] Thank you so much.
[18:12] I'd be happy to have myself like those boys.
[18:14] our McDonald's system, that is a wife and daughter and families, that is one of the
[18:20] other people that a work with them and there are some big shoes to show there, so
[18:26] it is a great, great man, he was dedicated, like he said, he bleb-lucino, and I also
[18:32] can sort of miss a friend, so McDonald's is to you both and your families.
[18:38] Thank you, thank you.
[18:48] I would present the stonady, guys.
[19:18] You have a good time?
[19:19] You have a good time?
[19:20] Oh, sure.
[19:21] You have a good time.
[19:22] You have a good time.
[19:23] You have a good time.
[19:42] Is that good?
[19:44] You have a good time.
[19:45] You have a good time.
[19:49] You have a good time.
[19:49] Oh, good.
[19:50] You think you can be a star?
[19:52] Okay.
[19:54] So I don't want to cross.
[19:56] I just want to go towards the night.
[20:18] Thank
[20:23] you, thank you, thank you.
[21:32] Do you want to stay for the rest of the night?
[21:34] No, I don't know.
[21:36] I don't know if it's the end of the day.
[21:38] I'm just kidding.
[21:39] I'm just kidding.
[21:40] I'm just kidding.
[21:41] My God.
[21:44] Stop.
[21:45] No, that's it.
[21:46] Never understood.
[21:48] I tried to watch my dad when he was up there.
[21:52] I can't have a safe life.
[21:53] I've never seen your day when I was smiling.
[21:56] I was always having a smile.
[21:58] The first time we moved into a beautiful, beautiful,
[22:03] and all of a sudden, he was like, you know, I hear it.
[22:08] That's great.
[22:09] When he came along, he said,
[22:11] told me, he's working for the rest.
[22:13] I said, what's this?
[22:16] He loved it.
[22:18] He loved it.
[22:19] He loved it.
[22:19] When he first died,
[22:22] he wouldn't know it's a lot of accidents
[22:25] and flaws and fires.
[22:30] He's out and out and ready to go.
[22:33] What are you going? Here's a fire call. I gotta go. We appreciate you sharing with us.
[22:39] Yeah, thank you. And the bill is here for you guys. If you're already eating, please don't hesitate to reach out.
[22:43] Okay, we say thank you. Thank you.
[23:04] Next time, there's a window, like I'm north.
[23:07] Recurs for the first one, I'll handle a plane in the middle.
[23:10] We still can't.
[23:13] Thank you, Mayor.
[23:24] All right, black off noise.
[23:26] We have a special use permit request,
[23:28] up to availability for action.
[23:30] The seat name, the address, as you can see in on the screen,
[23:35] 8450, 8552 buildings, west 190 first street.
[23:40] To my left, Mr. Scharnson, and Mr. Nate Washburn,
[23:43] are here representing the applicant.
[23:47] Mr. Scharnson, he's a member of the Tribal S. Volkia L. C.
[23:51] The request is for a special use permit
[23:53] for a planned unit development that includes outdoor storage,
[23:57] and mobile service prepared now.
[24:01] All right.
[24:03] The background on this property is it was annexed in 1990.
[24:08] The first time that this group began working out was in June of 2024.
[24:15] That was our village board work session.
[24:18] So as you can see, this has done a long process.
[24:21] It's a very good process.
[24:23] We've got to know Mr. Charlottes in very well, and feel like we have this evening
[24:29] a great solution to a site that looks a little unsightly today, what we're here to
[24:39] what we feel like will be a great solution in the end. August 20th, so last week, there was
[24:46] a planned commission, planned commission to recommend this group forward unanimously, and
[24:51] brings us here this evening. The way it uses oiling, I1, this is for existing
[24:57] parcels, the existing.
[25:02] The billings were on the southern two parcels and the parking and some of the outdoor storage
[25:08] extensives on the northern two parcels. There is a delineation that can be said that is clear now based
[25:17] on a legal description and that defines the special use limits. That is essentially the southern
[25:22] limit of the creek that one's through this site, we're in the six foot, chain length fence
[25:29] verviges, that is the approximate most of the creek. So what this development agreement
[25:37] and special use permit does is it provides use, not just in those two southern parcels,
[25:44] which is what it is today, but it will now also include the northern two parcels,
[25:48] So that is a very important piece of this process.
[25:52] It gives the applicant a permit to actually use those areas.
[25:58] There are two existing multi-time buildings that can be seen on the southern end of the site.
[26:03] There will be two outdoor storage areas, those are fenced in red,
[26:07] and there will be some grassy areas as can be seen here in green,
[26:11] to provide for some impervious, I'm sorry, some pervious,
[26:14] within the area that will be impervious.
[26:18] This entire back area will go from gravel to pavement with the exception of the areas
[26:26] within the chainlink fence, the upper storage, and that will stay gravel.
[26:30] So there is a significant improvement on the site from what it is today.
[26:36] We can structure the repair of the access drives, the access drive that gets
[26:41] tests through the middle of the buildings. That is a little bit rough and as you get into the
[26:48] rear of the building, there are some puddles and there are some areas that need some improvements
[26:56] and Mr. Shonson has agreed to make those improvements part of this agreement. There will also
[27:04] be some lighting upgrades, a security gate to the rear parking area, the security gate will provide
[27:10] access to our police department as needed, and then there will also be an oil water
[27:15] separator that is going to be key for the environmental upkeep on this site.
[27:23] In terms of the special use PUD, this gives you an idea of the exactly where the
[27:28] PUD limits are, so anything that's north of that creek, that black line, that's
[27:34] white that is not included in this agreement. If Mr. Florence and our future property owner
[27:42] wears whoever you want to expand in that area, they would have to come back to the board
[27:46] and the village to seek that improvement.
[27:51] More beautiful service and repair is part of the special use PUD. That's one of the main
[27:57] components that the applicant is requesting. There will be tenant trunk and trailer parking that
[28:03] allow off to 60 trailer parking spaces for tenants, so there will be defying 60 truck trailer
[28:12] spaces, and those will be wide enough to have a cab and out of the box, this associated
[28:20] with it.
[28:20] So we'll have the whole tractor trailer to fit within those areas.
[28:27] Not conforming not in no true uses will be phased out upon vacancy or closure, so as
[28:33] these areas continue, or as these buildings continue to evolve, there will be some phasing
[28:42] out of these, this thing uses.
[28:44] Businesses must obtain and maintain virtual licenses, this is a critical piece.
[28:50] Mr. Swanson has worked with us to make sure that all of the future tenants will
[28:55] obtain and maintain those licenses, and then, as I mentioned, the use does not extend
[29:01] past the creek.
[29:02] Prohibited uses, you can see that on the left, residential uses, I wonder, point out specifically,
[29:08] the residential uses, there are two current residential uses.
[29:14] Those uses will be prohibited after 10 years, so they have a 10-year site clause, so
[29:21] that is one piece that I wanted to mention this evening for the board's consideration.
[29:29] Well, a lecture plan, this conversation is so well-versed in lighting and so he is going
[29:35] to make sure that there is adequate lighting across the site. These are the building lighting
[29:41] along with cables that are being proposed.
[29:46] Final engineering conditions are tools, so there are a few items that this is being
[29:51] condition on, like any project that would be the recording of the utility easements,
[29:57] obtaining the owner's dryness certification.
[30:00] Completing a final landscape plan, repairing or reconstructing the deteriorated north-axis pavement, raising the fort inlets in that area, and then cleaning and televising the storm sewer in the flooded mowing dock.
[30:15] The mist we talked about with Mr. Shardson and he has agreed to work with us to make sure that that area is improved and then installing the required trouble basin for the environmental improvement.
[30:29] that is needed. And with that, I will turn it back over to the board for consideration
[30:35] this evening. Thank you, Mr. K. Motion, please.
[30:39] Move to approve ordinance number two zero, two six B.S.O. Day of 0.35, granting approval
[30:44] of special use from it to allow for things in development of door storage and motor vehicle service
[30:50] here for the existing Blackhawk North Farbering at 80 450 and 8500 and 90 foot street.
[30:57] Second.
[30:58] I don't know.
[30:58] I don't know.
[31:00] I don't see.
[31:05] I don't see.
[31:06] I don't see.
[31:06] I don't know.
[31:07] I don't trust the angler.
[31:08] I trust the fedora.
[31:10] I trust the Bailey.
[31:11] All right.
[31:11] I trust the Germany.
[31:12] All right.
[31:12] I trust the Gilder.
[31:14] All right.
[31:15] Welcome.
[31:18] Thank you.
[31:18] Thank you.
[31:19] Thank you very much.
[31:22] I've been on one process, but I've happened to get through it.
[31:24] So thanks for your cooperation.
[31:26] Thank you for your cooperation.
[31:26] Thanks for all that.
[31:29] Next up, there's a plan.
[31:32] We view an observation services.
[31:34] We look at this a little bit.
[31:37] Thank you, therefore.
[31:38] The next time we're moving forward for consideration is an amendment
[31:41] to the professional services agreement with HR Green.
[31:45] This provide observation and resources related to the ongoing
[31:51] fiber installation by clearing your fiber. Back in December of 25, the entry into this
[31:59] agreement so this would be an amendment to that existing one. All the work that's being done
[32:04] is going to buy the fiber providers done under the master license agreement that MLA dictates
[32:12] that the fiber providers responsible for a universal and universal cost associated with a
[32:23] As far as the project, work by multiple crews and concurrently in different areas, in this
[32:29] set of states both a little bit more time, in areas as far as personnel, and in some
[32:34] utility conflicts that have made the project a little bit more complex and longer.
[32:39] So part of this amendment will both increase the scope as well as the duration of the construction
[32:45] management to incorporate that to sure we have adequate observations.
[32:50] So it's time I'd pass back to the board and answer any questions that they have at this time.
[32:55] Thank you, Mr. Gold.
[32:56] Motion please.
[32:57] Move to authorize another one to a professional services agreement in an amount now to exceed
[33:02] $60,000 between the Billage of Molkina and HR Green Beam.
[33:06] For construction-related services for private, driver, and installation by Clearway Fiber,
[33:11] the health of the village and to authorize bills.
[33:13] Doesn't it?
[33:13] Those four text sheets same.
[33:15] Second.
[33:15] But most will probably second, any comments or questions for the board.
[33:22] I'll see you.
[33:23] Thank you.
[33:23] Trustee Angler.
[33:24] Trustee Fedora.
[33:26] Trustee Germany.
[33:27] Trustee Gilbert.
[33:29] Trustee Bailey.
[33:31] Washing past.
[33:34] Next item.
[33:34] I don't know.
[33:35] We got the downtown text.
[33:37] The tip.
[33:38] The district ordinance.
[33:39] Somebody.
[33:40] Mr. Buck.
[33:41] Thank you, Mayor.
[33:43] Good evening.
[33:44] This item is.
[33:45] the TIF extension of 2026 in the board and Merrill recall that in 2025 the newly elected board
[33:53] and Merrill took the first step to extend the TIF to a full term by sending it three years to
[33:59] the St. Charlie permitted 23 year period. At that time that was the maximum period that the
[34:06] village could extend the TIF and in order to extend the TIF further we would have to get legislative
[34:12] approval. Well, the mayor and board identified that the TIF was the best tool that the
[34:17] village had to redevelop the downtown and that redevelopment was identified as a priority
[34:23] for the residents of the comprehensive plan. So the mayor and board were committed to taking
[34:27] that stuff and directed staff to begin the steps and take the actions that were necessary
[34:32] to do that. So before we go to the extension, we'll talk a little bit about the downtown
[34:38] So the TIF district is an area in Mokina, it's our downtown area, and what it does is it collects
[34:43] tax increment from the property taxes, which were frozen in 2009, and it collects that increment,
[34:51] and it puts it into a fund. Mokina executed that in 2009, and then of course we know we went into a recession.
[34:59] And so property value.
[35:00] It's actually went down, so the tiff really underperformed in those first few years, but in 2015 it started to come back.
[35:06] And over the life of the tiff from 2009 until 2025, it generated approximately $796,000. Right now, the village has just a little over $500,000 in the tiff fund, because of the projects that it's done over the last 20 years.
[35:24] We've given back every year to the taxing bodies, as we're required to do, so that the
[35:29] taxing bodies do not suffer during the time that the TIF is in effect, and that's been
[35:35] about $30,000 over that time.
[35:39] Slicelys.
[35:39] As part of its commitment to the TIF district, the village took its own action, and they bought
[35:45] the tariff and site the tariff and site is the property that's located on the southeast corner,
[35:49] off the tracks right up and we'll throw it in McCombie Street there.
[35:54] They did not use the votes board and not use Tiff money to buy it.
[35:57] They did over mediate and the espestas that was in that building and take that building down.
[36:02] And the votes fan approximately $934,000 of its own money, not Tiff money, to do that,
[36:08] to increase the value of the downtown area.
[36:10] The third thing building was a multi-unit industrial building from the very old building.
[36:16] obviously they had a spastic in it and that those board at the time was concerned that that
[36:21] would hamper redevelopment in the downtown. And that's a demonstration of the villagers commitment
[36:26] to making the tips successful. Slide please. Two of the projects that are prominently seen
[36:32] as redevelopment projects and successes within the tip district. The first one is the tribes building
[36:37] at 1-1-2-0 front street. That building was a project that the village entered into with the
[36:44] developer to remove it was a gas station one time so they removed the underground storage
[36:49] tanks and it went through a process of EPA certification to now be a clean site.
[36:55] The second building is on front stream and I don't know the doc now that was a building
[36:59] that had gone through two different owners and it was trying to be adapted for reuse and
[37:06] the village entered into a redevelopment agreement with that owner and now that building
[37:10] has been redeveloped, it's a multi-use building
[37:12] with commercial on the first floor,
[37:13] and a part of the building's on the second floor.
[37:17] Why did the Tiffhood be extended?
[37:19] Well, as I began saying, the board recognized
[37:22] that the first almost nine years of the Tiff
[37:24] really didn't generate a tremendous amount of income,
[37:27] and developers weren't looking to go down
[37:29] to develop because the economy did support it.
[37:32] So a Tiff normally has 23 years,
[37:35] the village lost almost half of the useful life of the Tiff,
[37:38] and developers realized that without those years, they would have really
[37:42] come into downtown because they weren't going to get usable time to the tip.
[37:46] So, what the village did was seek to expand that from 232, which was the end date to 244.
[37:53] So, give it a 12-year extension, which we give us now in 26, 18 usable years on the tip.
[37:59] In order to do that, we had to do one of the things we don't like to do, which is to go down to the state legislature,
[38:04] because only the state legislature can approve that.
[38:07] So, Meritannius and Dr. Mr. Tomasoski did go to Springfield, they met with each of the
[38:12] legislatures, the legislators, excuse me, that would impact this process, Mr. Hastings
[38:17] is showing the picture, and they began that process. The other thing that we had to do
[38:21] was reach out to all the taxing bodies. So, the voters entered into a process where by
[38:27] we reached out to all the taxing bodies to get the taxing bodies support, in order to get
[38:31] the legislature to sign off on that law that would allow us to extend the tip.
[38:35] So we do want to thank all of our taxing bodies because every one of them, but the school
[38:39] of districts, the fire department, and part district, library, accounting, jewelry, junior
[38:43] college, the high school districts, and the forties are all supported by the village in
[38:49] doing this.
[38:49] And this really is a partnership because the taxing districts realize that a rising tide
[38:55] with soft ships.
[38:56] So if we can increase the EV of the downtown area by redeveloping it and getting the
[39:00] businesses down there, they have to give a little bit up in the short term, but in the long
[39:04] They're going to make a lot more money, which is how, especially with school districts, fund their operations.
[39:09] So they did part of it with us, and that is a commitment that they made.
[39:14] So now we get to the final step, the state legislature, and the governor signed House Bill 1, 4, for a vote on August 7th, and approved that lot, extending the McKinity Tiff.
[39:25] And now it's up to the bill's board to take the final step, which is to actually amend our ordinance, which will amend the district, and extend it to 244.
[39:33] The last panel year for that TIF will be 2045, so we'll collect in 244, we'll pay out in 2045, and then we'll conclude with TIF, and that will be our last extension.
[39:43] Remember what I'm happy to answer any questions that you might have.
[39:46] Thank you.
[39:47] Mr. Bucke, I'll go show please.
[39:48] Move to approve Village Mokina Organz, 2026-0-036, an ordinance of nending amendment.
[39:55] 4.5.
[39:57] 10.
[39:58] 0.99.
[39:59] Get old there.
[40:00] 0.18 amended to extend the term of the villager walking the downtown T.A.C. for inviting me and seeing district through text level 20, 34, and doctorised doors. President, those contracts keep saying. Second.
[40:13] We're almost in a probably second, any questions or comments from the board?
[40:17] Great job, guys.
[40:19] Yep. Thank you.
[40:20] Yeah, I'd be rather nervous.
[40:22] I'd like to think I was the all our school districts, private districts, all over the room.
[40:27] I also, Mr. Deluca, I stayed up, Mr. Xi Hen, I stayed up and started Hastings for all
[40:35] there, I support to get this thing through and help us move along. So, thank you, dog.
[40:43] Thank you, dog.
[40:44] Thank you.
[40:45] Thank you, dog.
[40:46] Mr. Xi Hen, where are I?
[40:47] Just keep the door out.
[40:49] I'm Trustee Bailey.
[40:51] Trustee Germany.
[40:51] All right.
[40:51] And Trustee Gilbert.
[40:54] Motion passed.
[40:57] Okay.
[40:57] The business, Black hogs, south, the rock, the river, the river is the buck.
[41:01] Merit, this time, that agreement is not finalized with the developer and staff will
[41:05] be looking for a motion to table that to a future agenda.
[41:10] Motion please.
[41:11] Motion please.
[41:11] Move to table to Black hogs, south, development agreement for future agenda.
[41:15] Second.
[41:16] Motion, probably.
[41:16] Second.
[41:17] Perfect.
[41:18] My feeling?
[41:19] Trustee Angler.
[41:20] Aye.
[41:21] Trustee Podora.
[41:22] Trustee Journey.
[41:24] I trust you, Bailey.
[41:26] I have.
[41:28] Motion passed.
[41:33] Hey, uh,
[41:36] Those are Mr. Yorkomans.
[41:38] Thank you.
[41:38] I'm just asking.
[41:40] I'll go through the data software.
[42:12] I have to say thank you here to our one of our local boy statuets,
[42:16] Group 725, as part of our adopt a pond and adopt a roadway program, they are participating
[42:26] and they actually collected garbage and picked up garbage along a couple with the house,
[42:31] but particularly along the Port Road for a good stretch there.
[42:37] So just an opportunity to see some of our youth who's participating in our extended
[42:41] take the pride of our community and really contributed to our community. So we have the public works
[42:47] at the department and all of the villagers. I just wanted to congratulate them and thank them
[42:51] and just give them a little bit of a notice in that. You have to take notes and choose that on the
[42:57] next time. I'll take it. I'll take it. I'll take it. I'll take it. I'll take it. We'll take it.
[43:01] Every all helping as we can get. And then the second update is just for leaving a branch picked up.
[43:09] Our last day that we want to target here is Friday, August 28th, and this is relative to
[43:15] our August 11th storm.
[43:17] I know we've had a lot of my residents that are endured and helped us, trying to clean
[43:22] up that from the debris and storm damage from that.
[43:27] But we want to keep feeling on and have a goal of having it as complete as possible by Friday
[43:33] August 28th.
[43:34] So we ask anybody to continue to take any of that damage to the curb sites,
[43:38] So we can make a final switch through the town
[43:41] and try and get everybody covered.
[43:43] And it's a big area, but we're trying to get everything covered.
[43:47] And if there's any requests or pick up to try and call
[43:51] the village hall, so we can schedule that prior
[43:54] to the 28th and just note that, you know,
[43:57] some mysterious debris that residents need to do.
[44:01] We ask that if you're contracting with it,
[44:03] that you have to treat contractors that are performing that
[44:07] all that away as part of that.
[44:09] We appreciate your effort and cooperation in the Clinton effort.
[44:14] Thank you.
[44:16] Thank you, Mr. Polaker.
[44:17] I want more update here from the public.
[44:19] There's something you continue our transition here to the BS and a software.
[44:24] Internally next, Charlie, with the organization.
[44:27] One step, the residents do need to take here is for utility payments to create that new account.
[44:33] So we're through a little bit of a process here.
[44:35] highlight if you go to our village website, a utility payment tutorial is also available on the left side
[44:42] of the village home page at www.okmit.org, obviously circle here at Ren, the tutorial provides
[44:48] step-by-step instructions for setting up the account navigating the system and making payments.
[44:54] So just another helpful way to go through that process and as always, if you have any questions
[44:59] Please go for your call.
[45:00] Sir Bill Hall, 7-0-8-4-7-9. Thank you, Mayor. Thank you for those asking for.
[45:08] Trustee Cummins, Trustee Germany.
[45:14] Oh, damn, you're cruise, unbelievable.
[45:17] You seem to go blind. You're just right in a song, go ahead.
[45:21] Yeah, it's all. Again, I'm sitting here, I can cook for you guys.
[45:25] So, and then, I'll put it also linked to my Persian control, and it's just to Greg's in his family.
[45:31] It's a huge loss for Volcano, and it's a Persian rupture.
[45:35] That's all I got here.
[45:37] Thank you.
[45:38] Just to go with it.
[45:41] Just to the McKeele family.
[45:43] Unfortunately, I didn't know him, but he sounds like he was an incredible man.
[45:46] It sounds like it was something incredible loss.
[45:49] And I wish they were still here to say thank you for sharing such a wonderful man
[45:53] with the town, it sounds like, I don't know, I don't know, it sounds like it was an incredible person.
[46:02] It was, thank you.
[46:05] So it could be, I didn't know Greg, either, but 35 years of service itself is inspired.
[46:13] And that amount of dedication to anything is just something I think that should be recognized.
[46:18] So condolences to the family.
[46:21] Thank you, Dan, thank you to public works.
[46:23] I think our town started a little more like a dead minus a few trees and branches.
[46:31] The Tiff is a huge deal. I think that sends a strong signal to people considering businesses.
[46:38] It's going to help us continue to transform. That's a huge deal. Thank you to everyone for all
[46:44] there. I was reminded this morning that kids are back in school. Traffic is worse in the morning.
[46:52] So, just to remind you to everyone, I'm going to use the P word that I hate patients.
[46:59] Be participate patient on the road as these little buggers are out riding scooters and bikes getting to school.
[47:05] So, that's all I got.
[47:07] Who's with you, little bugger?
[47:11] Thank you.
[47:13] Dan Lest, board meeting.
[47:15] We were saying, I think we've said tomorrow's the last day for three of the branch pick-up,
[47:19] And then we got walled again.
[47:22] So hopefully that trend is not continuing
[47:23] and all the horrible weather is behind us.
[47:27] But thank you for everything that you've done,
[47:29] I know in the downtown where I live,
[47:31] that was one of the really hard hit areas.
[47:33] And it seems like every time you guys come through,
[47:35] we're still cleaning up more stuff
[47:36] than it will cost back up again.
[47:38] I'm sure that's frustrating.
[47:40] But thank you for keeping up with that.
[47:42] I'm working so diligently in long hours
[47:44] and every day, I'm sure the guys are just absolutely exhausted.
[47:48] It's one of a hard physical work too.
[47:52] The tip, thank you for all the organizations that we had up on the slide for approving
[47:57] that and thank you to the village, Mayor Staff, who was all involved in really pushing for that.
[48:03] It's really nice to get to see that we're getting this through 2045.
[48:07] It's a big number.
[48:09] It'll be here to point out if it does a big long farway number, so that's wonderful.
[48:13] And then two graphs family are condolences, you know, a mochino event, it was never
[48:19] a public event until I could say hi to Greg and see how he was doing and wish him, you
[48:24] know, well, and tell him how good everything was going and then if I ever had the since as
[48:30] did, that's helped each other out in other communities, if I ever had the audacity to leave
[48:34] Mochina and go to an event in another town, it was always nice to get to see our own mochina
[48:39] Good McCallia right there. You can say hi to him. So he won't be missed. You know, won't be the same
[48:46] I know he was a little more homebound recently, but he was so on a phone checking in I know
[48:53] So our condolences to the family answer as glad because I'm sure it was your leader as a
[48:59] Big rough feeling so and the police as well. I mean everybody worked
[49:03] We all are can't in hand here in this community that fire everybody so
[49:08] condolences to the family and everyone involved.
[49:11] Thank you, Tristifendor, Tristifendor.
[49:14] Yes, condolences to the family family.
[49:16] I mean, he was always everywhere checking in,
[49:19] fallen, did you get this?
[49:22] Do you hear him, man?
[49:22] How's it going?
[49:23] Do you need any help?
[49:24] And he always.
[49:25] I don't know.
[49:25] We had four aids and things.
[49:27] He always got people from everywhere to come and help,
[49:29] so he will be missed and condolences to his family
[49:34] and to his as to family.
[49:37] Last Tuesday, I went to St. John's and Tammy Leonard and her crew and the crew from
[49:42] etc were cooking for mission meals. What an amazing, amazing thing they knew. They started
[49:48] out donated, etc, but they had to move it because they would have time slots for people
[49:53] could eat and they feed under privileged children and people who need a meal, a half meal
[49:57] and they give toys to the kids.
[50:00] We have school supplies and it's all based on volunteers and donations. So they do an amazing job. If you're ever looking for somewhere to donate, mission meals would be a great place. Public works. Amazing, amazing job. I mean, I have heard no complaints.
[50:16] with no complaints. Everybody thinks you guys are doing amazing. They're being patient.
[50:20] They're going to come back through our self division. So I get a little bit here. Just
[50:24] relax. And like just kids are back in school. We have to watch for them, but they also
[50:32] have to watch for us because there's a lot of them taking these e-bikes and scooters and things
[50:36] to school with them. And how they're doing it, because I don't think it's one of the
[50:40] heart and I'm in what they're doing with them, but after school they're like flying down
[50:45] a heart and 87th street, there are signs that say no motorized vehicles and you know, they
[50:52] have to be careful and parents please please please tell them to be careful. That's all I have.
[50:58] Good, right to you. Yes, I just wanted to announce that a candidate
[51:02] Titian packets are available at the Villa Tau on August 25th, 2026 for those wishing to run
[51:10] for the April 6th, 2027 consolidated election for village trustees for physicians.
[51:17] You can pick them up any time between 8.30am and 5.00pm Monday through Friday at the Villa
[51:24] Tau at 11004 Carpenter Street in Moquina, Illinois.
[51:29] That's too low.
[51:30] Yes it is.
[51:31] Thank you.
[51:34] I didn't put that there.
[51:35] I didn't put that there.
[51:37] Okay.
[51:38] Again, this first of all, I think our residents for being patient with everything that
[51:43] has been going on.
[51:45] When you get out tornadoes, it touches down in your town.
[51:48] It's, especially something that we normally do not get.
[51:53] It took a lot.
[51:54] So I went outside.
[51:55] I heard outside contract.
[51:56] It was also that I hope our public works out.
[51:58] We don't want to get this done.
[52:00] quick things we could. Polybris is not a fantastic job and if they picked up all your stuff
[52:08] and there's some stuff that's left on the road maybe like thieves or a few little things.
[52:14] What I'd like to will be coming around with a sweeper. We'll pick all that up. We'll see that all out.
