[2:18] are partnering this year with BCA on the Hispanic Heritage Festival and reducing

[2:29] year. So, we're uh we don't need to carry two large events in our office.

[2:34] It's a lot. Um anyway, the map will show you uh where we would love to have the

[2:40] roads closed off and that would be West Broadway and South Maine. That's where

[2:44] the vendors are going to be. Um, each year the team from Abnner's volunteers

[2:50] to run our bar and they want to um try to be adjacent to their bar so they can

[2:56] have access to ice and those kinds of things. Um, if anybody has any questions

[3:06] scheduled for September 19th. We are also making this a little bit more

[3:11] familyfriendly, changing the hours um to um 4 to 900 p.m.

[8:12] Good evening, Mayor Council. Zoning Department continues to issue permits,

[8:16] complete rental and solar inspections, as well as send out notices for mowing,

[8:20] junk and debris, unsafe structures, or houses in need of repair or removal.

[8:25] There is a change. Uh, I missed they we did send out five unsafe notices, three

[8:32] for demo and then two that we've had responses back and they're making the

[8:36] needed repairs. Um, open projects a computer uh Buchanan

[8:42] Center for the Arts, a renovation of the third floor started and will conclude

[8:46] construction for an elevator as well. Houston Apartments business renovation

[8:51] at 113 West 1st Avenue. Renovations continue. uh casing out interior

[8:56] windows, tuck point into the exterior as well. And then Midwest Pet Foods is

[9:02] getting closed in their new 70x 226.9 ft warehouse storage construction.

[9:09] Monmouth College at 9003 East Broad continues for additional student housing

[9:14] with electrical, plumbing, and sprinkler system roughing inspection completed.

[9:20] And then Mammoth College, the demolition of the frat house, the student

[9:23] fraternity complex. Uh they are still removing concrete footings out of the

[9:30] base of that area. Uh they're hoping to be done by the mid next week on that

[9:35] project. And then u the Robins [clears throat]

[9:39] Maple City warehouse 9496 public square. the application one and two uh the

[9:45] masonary and structural has been completed and they're in the process of

[9:49] application three the wind window installations uh they are down to I

[9:55] believe eight windows these are the ones that have brick above the windows they

[9:59] will be removing all of that as well uh and putting full windows back into that

[10:05] building and then Jameson center rehab rehab houses uh this is where they

[10:11] partnered with Jameson Center and a local nonprofit

[10:16] uh to uh buy h find houses, purchase them, and renovate them for for the

[10:22] living need. And it's been going over quite well. I think it's a little over

[10:26] the budget that they anticipated. So, they're refining some of that. So,

[10:30] they've kind of slowed down a little bit on that. Uh but that's uh definitely a a

[10:35] plus for the community. And then the zoning board of appeals was scheduled to

[10:39] meet on Wednesday, July 8th at 5:30 p.m. to review a request for a setback

[10:44] variance due to no quorum. It was rescheduled for Wednesday, August 12th.

[10:52] And that'll be coming back to you that following cons uh council providing we

[10:58] have a quorum for that. Any questions? >> Joe, I don't know if I missed that or

[11:22] locations. They have one builder that does all their building for all their

[11:25] stores and so they had issues at another location. So, I am thinking they should

[11:32] be done within the next 30 days, but I will I will get a final timeline on that

[11:37] for you tomorrow and reach back out and let you let everybody know.

[12:16] Curran Junior report director,

[12:29] Mayor and Council, Advanced Plumbing has begun working on

[12:34] phase two of our lead service line replacement project.

[12:37] Uh planning efforts are continuing on several of our capital projects

[12:42] including the South Main Street sanitary sewer lining project which will go

[12:46] underneath uh where the new streetscape is going. Uh we plan on seeing that

[12:50] starting here in the coming months be uh some new manholes and some sewer lining

[12:54] down there. Our north main water man replacement project which again will be

[12:58] underneath the streetscaped area which is coming up. Uh bid documents are

[13:03] currently being put together and we'll have a bid coming out here soon. Uh both

[13:08] these projects of course need to be completed before that 200 block of Main

[13:11] Street streetscape begins. Uh public works employees have also been working

[13:16] closely with our order and current funding team to pursue uh CDBG and USDA

[13:21] funding opportunities for some of our future projects we've been looking into.

[13:26] In addition to project planning and construction activities, water and

[13:31] street department employees responded to and repaired several water mane breaks

[13:35] throughout the month while continuing their usual responsibilities.

[13:40] Uh, one thing I'd like to have a short report, but one thing I'd like to uh

[13:45] give notice of is initially with our West Harlem water treatment plant, we

[13:50] were planning on rehabbing the well, well 7 with the construction of the

[13:55] plant. Uh, at the time with that planning, the well was currently

[13:58] functional. Now, the well pump has failed on that well on well seven, which

[14:04] is one of our six, and it's pretty critical to get that back up and

[14:07] running. Um, that all being said, we are working on removing the rehab of that

[14:13] well from the West Harlem water treatment plant bid and trying to get

[14:17] that replaced sooner as opposed to waiting for that bid to come out and

[14:21] having to wait for a contractor and the plant to be built. Uh that all being

[14:25] said, for phase one of that repair, we were able to go out for bids. Uh I took

[14:30] three bids for that work. One from Cahooy Well and Pump, who I believe is

[14:35] down near Springfield, one from Brock Key Well and Pump, who's a Missouri

[14:39] based company, and one from Municipal Well and Pump, who's up from the Quad

[14:43] Cities. Uh we were able to collect three bids, and the low bidder was for

[14:48] Municipal Well and Pump. And I guess I just wanted to inform you all that they

[14:52] will be starting work on that here soon. They were under $10,000 to uh remove the

[14:57] current well pump, do an alignment test, and generally get it prepared for

[15:02] installing the new one. Um just to inform council. So beyond that, I think

[15:08] I can answer any questions if anybody has any.

[15:12] » I wanted to thank you and Joe for taking care of that that I talked to you guys

[15:15] about last week or two weeks ago at the meeting.

[15:18] » Yep. But I'm [snorts] still concerned with how the curbs and stuff look. I

[15:22] mean, >> okay,

[15:24] » they're looking better, but I know people are responsible for that

[15:27] themselves. It's really bad on Southside, and that's We have a lot of

[15:31] businesses that >> some do good, some don't do good taking

[15:34] care of their their stuff. I know we can't

[15:37] » we don't want to force people to take care of their things, but I know a lot

[15:39] of businesses uptown are small business. They don't have weed wags, they don't

[15:42] have mowers, and we get weeds growing up through the cracks.

[15:46] I I wish you could look into it or I hope you look into it and see if there's

[15:49] a way we can get somebody that can once a month go up Main Street because that's

[15:53] where most our traffic from out of towns and clean up the curbs.

[15:56] » Yep. >> A little bit. You know, it's it's

[15:58] looking better. I think it got cleaned up for the car show, but

[16:01] » Yep. Yeah. We had the guys run up and down north and south uh and they cleaned

[16:05] up. It would have been in front of the curbs like in the roadway itself, you

[16:08] know, >> and I did notice that and like I I

[16:11] already talked to Joe, but I appreciate you guys taking care of that. I just

[16:14] wish people would, you know, and as the city, we put a lot of money out here

[16:18] lately to beautify the downtown. I I think we need to stretch that out a

[16:22] little farther and with the help of, [clears throat] you know, some of your

[16:25] crews, it could at least look a little cleaner.

[16:36] We had a memo at our last meeting about a wastewater issue.

[16:46] resolution. Um so of our processes out there, you've got an anorobic lagoon and

[16:51] then you have two aerobic lagoons and they all work in series to treat the

[16:55] water. Um the industrial producer has made some extra extraordinarily positive

[17:02] steps towards helping us out >> and uh we're seeing some clear water

[17:07] coming out of that plant now and I think we're just about we're getting pretty

[17:11] close to where we were before. So, I think there's been some great strides.

[17:15] » Good job. >> Yeah, it's Bill Hart and all his guys.

[17:18] He's uh been putting a lot of hours in and they do a great job. So,

[17:51] meters from Midwest Meter. Uh we're kind of starting up a program of replacing

[17:56] these meters as we go, trying to reduce our water loss and update our system,

[18:00] become more efficient. Uh last year we bought about 225 of them. Uh we're going

[18:06] for a similar number this year. The prices have unfortunately gone up a

[18:09] little bit like everything. Um, but I'm looking for council approval to purchase

[18:14] uh approximately 190 meters from Midwest Meter for $57,030.

[18:23] » Thank you. That should help us with uh resolving some dead meters and loss uh

[18:29] revenue that way. >> Yeah. And uh the numbers I can kind of

[18:32] speak to on that. Last year we had uh almost 300 dead meters and of course

[18:37] you've got new ones popping up all the time. Um but those dead meters are lost

[18:42] revenues for the city. Uh you know giving away free water in some

[18:45] circumstance, not free but reduced price water um when you don't have a proper

[18:50] way to calculate usage. Um that being said, our number of dead meters this

[18:55] year has been reduced to approximately 125. Uh, so we are making progress and

[19:00] hopefully this will help us get to a pretty good level.

[20:07] That's the first step. I think these are presented in order. The next is for the

[20:12] um um

[20:18] approves the redevelopment plan for the tiff which includes public

[20:21] infrastructure improvements for the residential subdivision along with

[20:26] miscellaneous street and drainage improvements. The second uh designates

[20:31] the redevelopment project area which we've had our tiff boundary map with all

[20:36] of our materials. And the third ordinance adopts the tax increment

[20:40] allocation which directs future incremental property tax revenues to be

[20:44] used to pay for the public infrastructure improvement costs to

[20:49] support the the private residential development.

[20:54] So I would entertain a motion for approval of annexation of the Diane

[22:56] no gaming involved. >> The recipient of this license will not
