[8:11] has obtained two quotes for simulators, one from Indoor Golf Outlet and one from

[8:15] Clarity Golf. The quote from Indoor Golf Outlet was substantially lower and will

[8:20] be the choice to move forward with. I'm asking for your approval to purchase and

[8:25] make payment for the three simulators in the amount of $38,515.50

[12:09] kind of work and the way we're trying to set it up is it'll all be an online

[12:14] reserve a time type of deal. But there's a lot of little things, little nuances

[12:19] in it that we're going to have to just work through and and everybody be

[12:22] patient with us. But hopefully we can get it going and

[12:27] be fun. New thing in town that kind of we've never had. So,

[13:13] kind of things. And we've sought uh financing from some other foundations

[13:19] and funding sources to cover those costs and we're in the process of uh obtaining

[13:25] those. Uh so that's in addition to the building. But um thus far we're we're

[13:31] doing good on the uh costs. The contractors are really done

[13:36] good except for a few change orders because of you know just they're minor

[13:42] but just because stuff happens and but it's coming along pretty well.

[13:51] her this natural could have happened as far as uh budgeting and our financials

[13:57] and helping us along that. I mean, this started out with me going to the county

[14:54] » hello again. So, I've been working on a proposed budget for 26, but I ran out of

[14:59] time to get a full report done for you for this evening. So, I'm just going to

[15:03] give a little update on where the city stands with our tax revenue through

[15:07] August. Um, we'll start with property tax. Um,

[15:14] property tax continues to increase over the year. As of August, property tax is

[15:19] up by about $33,000 or 7% over 24, about $82,000 or 19% over 2023. That's a good

[15:28] thing. Unfortunately, the next one is not so good. Our sales tax revenue the

[15:35] city receives from Mar County was actually up slightly for the month of

[15:39] August. However, the full year, it has taken a downward slide. Because of that,

[15:44] year-to- date through August, it is down $46,000 or 4% from 24 and about $70,000

[15:51] or 7% from 2023.

[15:56] Uh, city sales tax revenue continues to be very flat through August. You will

[16:01] notice that there is just a few hundred difference between 25 and 24. Um, it's

[16:07] up over 23 by about 41,000 or 9%.

[16:14] Uh total tax revenue is down about 113,000 or 6%. Um 110 of that 110,000 of

[16:22] that is due to the reimbursement of property tax we received from Senate

[16:25] Bill 22. That being removed overall tax revenue would be down about $3,000 for

[16:32] 2024 or basically very flat. um moral of a story with tax revenue

[16:39] being the largest portion of the city's revenue and expenditures.

[16:43] Um like utilities, salaries, and supplies that continue to increase, it

[16:47] makes it really hard to balance a budget. So basically, I'd like to remind

[16:53] everybody and encourage everyone to shop our grocery stores, support our local

[16:57] businesses as much as possible. This helps the businesses stay in business

[17:02] and keeps the city moving forward. Um, lastly, I wanted to inform you that

[17:07] I'll be setting up work sessions for uh the 2026 budget proposal the week of

[17:12] October 6. Um, so hopefully you all will be able to attend for that. So stay

[17:19] tuned. We're favorishly going to make it work.

[19:54] working on, um, filling all of our open positions. We've had a lot of luck with

[19:59] interviews and we've offered a lot of positions and we've had a lot of people

[20:04] turn them down once they have a minute to think about it, which I honestly I

[20:09] don't blame them, but I just wish I would find someone that would at least

[20:13] give our kids a chance because it really is it's a lot of fun. You got to be a

[20:18] big kid all day. It's only hard when they don't stop saying your name and you

[20:23] don't know which direction to turn or which problem to solve first. So, um we

[20:27] should have a staff member, fingers crossed, beginning in the next couple of

[20:32] weeks. Um we offered a position, so just waiting on everything to be done for

[20:37] that. We still have two available I believe. So, you know, anybody send them

[20:42] my way. Um, like I mentioned at the last meeting, we had found a workaround with

[20:47] the requirements. Um, so where I'm interviewing anybody and everybody that

[20:52] applies for the position and because I can't be picky.

[20:59] They weed themselves out by on their own. I don't even have to be picky about

[21:02] it. Um, so really that is all that I have. We're still not functioning on

[21:06] Fridays yet because we're down to just there's I mean there's four of us, but

[21:10] with the four of us it's just not enough to function. Even though we're under

[21:14] what the state requires staff to child ratio, it is mentally not safe for any

[21:21] of us to function at that level. So fingers crossed we can get staff moving

[21:25] and we can get Fridays up and operational again.

[24:55] wasn't too bad. That one was around six to 700 people. Um after the kinyatta

[25:02] wreck put down their basketball courts and we've had cheer and volleyball

[25:06] practice there. Um so we've had a small wedding on the conference side with a

[25:12] few meetings um that are coming up as well. And then in November I know Wreck

[25:17] and Sky are getting together to put a corn tournament in November. I can't

[25:21] remember what date, but sometime in November,

[25:25] we did have a car show in concert this past weekend, and thankfully that went

[25:29] well. Um, I do want to recognize the police department for uh doing rounds,

[25:34] especially Robert Pino for working a night shift and then coming in um after

[25:39] only having a few hours of sleep and working the car show and staying through

[25:43] the whole entire event that day. Um, our team has done a great job in keeping up

[25:48] with the facility and our maintenance guy as well. All in all, it has been a

[25:52] great month. And I do want to say thank you to everyone who has helped and

[26:40] to do testing. Um so they have completed testing for

[26:44] um hazardous items at 117 Adams, 137 Adams, and City Hall, which were the

[26:50] three city properties that they were going to work on first. Um and then one

[26:54] private property where the owner had asked us to go ahead and do some

[26:57] testing, which is authorized in our grant. Um we have one more private

[27:01] property and the golf course to be tested still. Um we expect to get all of

[27:06] the results back about mid November. we'll get the about 800 page write up of

[27:11] all the awesomeness. Um, so I have about 600 pages of the phase one. I'm about a

[27:17] third of the way through them. Um, so we're trying I'm trying to get through

[27:21] the reading all the documents to talk about the things that we need to do

[27:24] after we get all the testing done. Um, there was some significant fines made at

[27:28] 117 Adams. Um, so we did have to report a spill to CDPHE.

[27:34] Um, and for us that just meant we had to put a notice on both the front and back

[27:38] doors that says no entry without proper equipment for asbestous. And then we had

[27:44] to make sure there was no error openings to go between the buildings. Um, which

[27:47] there wasn't. So, it was fine. Um, it doesn't create any additional work for

[27:52] us other than what's already in the scope of the grant. Um, so that one was

[27:57] the most significant so far. Um, we will have some significant things come back

[28:01] on city hall as well. We're aware of that. Um but hopefully we can still get

[28:06] through all the mitigation inside the the million dollars that we got. So that

[28:10] one's moving along well. Um the RFP for the Skyhigh Emergency Operations Center,

[28:18] um the RV portion went out this week. Um so we've already had some positive

[28:23] feedback. They have a mentor to walk through next week. Rob and I worked with

[28:28] our consultant Davis Engineering to get all of that completed and out. So that's

[28:32] nice that it's finally moving forward. We'll have two more RFPs go out next

[28:36] week. One is for updating our GIS system. The grant document finally came

[28:41] through. Um and then the other one is for the safety action plan which was

[28:45] part of the safe streets for all grant that came through finally as well. Um so

[28:49] just trying to keep up on the grants that we've received over the course of

[28:52] the last few months. Um so next week uh 90 trees will be planted as

[28:59] part of our 500 trees from the forest grant. So super trees will be planting

[29:03] 90 trees throughout the city. They intend to start and finished Monday

[29:08] through Friday. They'll be done by the end of next week getting all 90 trees

[29:11] down which will be an impressive amount of work. Um but we Rob sat down, we've

[29:17] sat down several times and create a map of where they needed to go. Um and then

[29:21] so now they are all mapped out for them to come put down. This will be the only

[29:25] planning cycle that we have this year and then we'll be going back through

[29:29] another planning cycles next year. We'll do a spring and a fall plant next year.

[29:33] Um and with the spring and fall plants next year, we will also be doing private

[29:39] uh residence plantings. Uh we have 30 trees per year that are scheduled to go

[29:44] into private property. So, we'll have an application process developed and we'll

[29:47] start screening for those people in February. Um, and there's going to be

[29:52] some criteria as to who qualifies and who doesn't. Um, and then they'll be

[29:56] waiting, right? If you already have five trees on your property, you're probably

[29:58] pretty low weighted. Um, and then like if you live in an area where we don't

[30:02] have a lot of trees, um, then your priority will go up and it'll get

[30:49] we're waiting uh meeting that up with Gan right now and then that'll come

[30:53] before you guys to to look at. Uh the nuisance code rewrite has consumed a lot

[30:57] of my time. Um just going through and making sure we're doing it right. Me and

[31:01] I think me and Gene have pretty much well not just me and Gene. We're also

[31:06] working with the chief of police. We're working with our code officer. Unita is

[31:10] involved. Rob's been involved. Um but I think we've got all the language in

[31:14] there now. Now we're just working on where to put it. Um, so we're we're

[31:18] making sure it's all put in the right order. Um, and for that, I'd like to

[31:22] schedule a work session with you guys away from the day of city council, but

[31:27] the week of October 13 to 16. Um, the week before that, you guys will have the

[31:32] one for the budget. And I don't want to be like have a meeting every single

[31:36] week. Um, but I think it's going to be a wiggy enough subject. I don't want to do

[31:39] it on a city council night because I'd like to be able to get your guys'

[31:42] attention for a solid chunk of time where you're not ready to move on. Um,

[31:46] so I'd like to do it outside city council that week if it fits in your

[31:49] guys' schedule. That's all I have. It's been a slow

[32:23] Well, we've had uh two sessions of the municipal court since uh last meeting.

[32:29] Uh we had one on 827 uh and that was uh 68 cases. And it's

[32:36] it's a lot of the same type of thing. Uh most part disorderly conducts, underage

[32:42] consumption of alcohol, drug houses, uh harassment, shoplifting,

[32:46] trespass, theft, dangerous dogs, dogs running at large, nuisances, junk

[32:51] vehicles, dangerous buildings, traffic uh speeding, careless driving, underage

[32:56] possession of marijuana, obstructing police officers, public indecency. So

[33:01] it's whole popery of all those things going on. It's a it's fast procedure in

[33:08] there. If you ever come to just watch municipal court because we're going back

[33:12] and forth and back and forth and getting pleasant and the judges whipping through

[33:16] the docket, it it takes some time. But u and then on uh uh 917

[33:24] um see yesterday, right? um 60 cases um basically the same types

[33:32] of offenses. Um and uh so um

[33:40] then um DJ mentioned Skyh High Elise. We reviewed that and make some comments on

[33:46] that for him. Um the uh final stages now the MTC

[33:55] um approval from SE do

[35:02] wrapup of the work on the MTC. Um

[35:09] working on the nuisance code. um

[35:15] uh variety of ways that we can proceed. We're trying to build that into the code

[35:21] and trying to build in a progressive approach to the way that we will go from

[35:26] simple notifications of people to people for all the way from simple

[35:32] notifications to the property owner to obtaining administrative temporary

[35:38] restraining orders uh to confiscating property. if we have to um we plan to

[35:45] include uh some templates on that but uh most of the um most of the process of

[35:53] applying for search warrants and um TTRO is very fact specific. So the best you

[36:01] can do uh really is try to just present some subjects up and down the line

[36:07] that's to be covered by the PD when they uh present those warrants uh for

[36:13] approval. Um, so, um,

[36:20] we're kind of getting to an endgame, I think, on the whole nuisance code, and,

[36:25] uh, I think that should be ready for some action by the next meeting. Um,

[36:32] we've reviewed the, uh, community trust purchase and sale agreement with URA for

[36:37] DJ. um strategic uh growth executive order

[36:43] of the governor D20 2025 11. This involves um seven piece pieces

[36:50] of legislation and we'll be reviewing that. So it's a

[36:56] volume of stuff to be looking at uh and we'll be uh corresponding with the city

[37:02] planner on that. Those are the things we've been doing.
