[9:52] system and we're trying to transfer over
[9:54] to a breaker box.
[9:56] And we can't have volunteers take care
[9:58] of that. We need, you know, professional
[10:00] people to come in.
[10:02] >> And you've already spent
[10:04] » And you've already spent
[10:04] about $10,000 already, right?

[10:56] » Yeah.
[10:56] >> Mhm.
[10:58] » Mhm.
[10:58] And
[10:59] um give the opportunity to some others

[11:03] Do that.
[11:04] >> Can you give me the name that you want

[11:22] » Yeah, you have.
[11:22] >> Yeah, many times in the past, so okay. I
[11:24] » Yeah, many times in the past, so okay. I
[11:24] should be okay set up, so
[11:27] Does anybody else want to help?

[11:45] >> I think I think I might have two.
[11:46] » I think I think I might have two.
[11:47] Um
[11:48] >> Wait, don't you mean three?
[11:49] » Wait, don't you mean three?
[11:49] >> Well, Jamice, uh I think Doug is in the
[11:53] » Well, Jamice, uh I think Doug is in the
[11:53] program for the $750 to
[11:56] Leadership Montgomery. That's for the
[11:57] program that came and presented last
[11:59] week, is that right?
[12:00] >> Yes, yeah, that that was his ask of each
[12:02] » Yes, yeah, that that was his ask of each
[12:02] commissioner.
[12:03] >> So, I I'd like to add my $750 as well.
[12:13] And then, I
[12:17] Jamice is sharing with you right now. I
[12:18] had a neighborhood association months
[12:20] ago that
[12:22] either
[12:23] wasn't submitted
[12:25] did didn't get funded, got left off,
[12:27] whatever it is.
[12:28] Um no no fingers pointed, unless they're
[12:31] at myself, which I'll take all of it.
[12:33] But, um
[12:36] from designated.
[12:38] One Is it 1,000? All right, perfect.
[12:40] Thank you.
[13:28] » So, you got I have to resend it now.
[14:00] » She needs to allocate at this meeting
[14:01] and or she needs to rescind.
[14:08] That was designated?
[14:09] Okay.
[14:25] Got you.
[14:27] Is that right?
[14:30] Okay.
[14:31] >> [clears throat]
[14:31] » [clears throat]
[14:31] >> Consider travel training request
[14:34] » Consider travel training request
[14:34] for
[14:35] detention, engineering,
[14:38] information systems, and the sheriff.
[14:43] » Just point of clarification, most of
[14:45] these training requests are showing that
[14:46] there's no budget money. Is that because
[14:47] they're coming out of FY 27 and that
[14:49] budget hadn't been set yet?
[14:52] >> That's a good question.
[14:54] » That's a good question.
[14:54] Okay.
[14:55] >> I just I just want to make sure.
[14:56] » I just I just want to make sure.
[14:56] >> finance director.
[14:59] Item number three, um, on our formal
[15:02] agenda.
[15:04] Consider donation of two decommissioned
[15:06] vehicles to Trenholm State Community
[15:07] College Police Department.
[15:09] Sheriff?
[15:14] Nope.
[15:15] >> Now, that's
[15:15] » Now, that's
[15:15] >> I'm sorry. I'm I'm on the wrong one. I'm
[15:17] » I'm sorry. I'm I'm on the wrong one. I'm
[15:17] so sorry.
[15:18] Consider amendment to Tyler Tech
[15:19] software agreement to approve and
[15:21] implement Tyler Tech Energy Gov. Terry
[15:24] Henderson is here and I think Rodney is
[15:25] going to join her.
[15:33] He's eager. Good morning.
[15:38] » Good morning.
[15:39] Good morning, everyone.
[15:40] >> Good morning.
[15:43] » Good morning.
[15:43] >> The information that's on the agenda for
[15:45] » The information that's on the agenda for
[15:46] today, I had requested waiver rules for
[15:48] this. This is the
[15:50] software to replace our current Natco
[15:53] application that we have had for over 10
[15:57] years now.
[15:58] And it was what we had discussed during
[16:00] the budget hearing. We have since gone
[16:03] back in combination with the IT
[16:04] department and myself.
[16:06] And worked with the vendor and they have
[16:09] provided the revisions that you see
[16:11] before you. There is no travel in there.
[16:15] Of course,
[16:17] this is uh
[16:18] moving forward the way we have presented
[16:20] it so that we could use the available
[16:22] funds within the fiscal year 2026
[16:24] budget.
[16:25] And move forward there to get started
[16:28] hopefully within a 30 to 45-day time
[16:30] frame once we get the signature and
[16:32] approval on the contract.
[16:34] >> you have this money in your budget for
[16:35] » you have this money in your budget for
[16:35] 2026?
[16:36] >> Yes, sir. For the most part, the
[16:38] » Yes, sir. For the most part, the
[16:38] majority of this is in the in the
[16:40] current year budget. And then it would
[16:43] be a yearly maintenance and SAS fee
[16:46] thereafter. That would be a reoccurring
[16:49] fee
[16:50] for year two and thereafter.
[16:52] >> So, 380 382,133
[16:55] » So, 380 382,133
[16:55] dollars, that's that's available in your
[16:57] budget for 2026.
[16:58] >> Between what I have in the software and
[17:00] » Between what I have in the software and
[17:00] with what I have also in the
[17:03] 304 account for professional services.
[17:06] >> So, that's the urgency for waiving rules
[17:08] » So, that's the urgency for waiving rules
[17:08] so we can go to
[17:08] >> Absolutely. Yes, sir.
[17:10] » Absolutely. Yes, sir.
[17:10] >> And chairman, we can change that over.
[17:11] » And chairman, we can change that over.
[17:11] Terry, we apologize. We realized this
[17:13] morning that was supposed to be waiver
[17:14] rules, but they can switch it over
[17:16] during the break. Mhm.
[17:18] >> Thank you very much.
[17:19] » Thank you very much.
[17:19] >> have any questions for Terry or Rodney?
[17:21] » have any questions for Terry or Rodney?
[17:21] >> Now just to be clear, this is something
[17:22] » Now just to be clear, this is something
[17:22] we talked about in the budget hearing
[17:23] about how we've got the money allocated
[17:25] right now. So this is doing that. That's
[17:27] what we're doing. You're getting it
[17:28] spent so we're doing it right now.
[17:29] That's That's fantastic, Terry. That's
[17:31] fantastic.
[17:32] >> Right.
[17:33] » Right.
[17:33] >> And we'll we'll need to add the 131313
[17:36] » And we'll we'll need to add the 131313
[17:36] to the '27 budget for the annual fee.
[17:38] >> Yes, sir. That would be coming out and
[17:40] » Yes, sir. That would be coming out and
[17:40] that would be in the transition.
[17:42] >> Yeah. Can you pay the annual fee now if
[17:44] » Yeah. Can you pay the annual fee now if
[17:44] you have money in your 2026 budget and
[17:47] pay it in advance?
[17:48] >> It'll be paid up front at the start of
[17:50] » It'll be paid up front at the start of
[17:50] the project cuz that will allocate all
[17:53] the services software and the hosting
[17:55] part of it.
[17:57] Um then next year this time next year
[18:00] that we'll have to pay the annual fee
[18:02] again.
[18:02] >> Yeah. Exactly.
[18:04] » Yeah. Exactly.
[18:04] >> So yeah, for the '27 fiscal year that
[18:07] » So yeah, for the '27 fiscal year that
[18:08] 131 will need to be added to my budget
[18:10] to pay for it next year.
[18:12] But this year gets us started up front.
[18:15] >> But that was the 131 you talked about
[18:17] » But that was the 131 you talked about
[18:17] before, right? Was that
[18:19] on your budget hearing you'd asked for
[18:21] some software?
[18:23] >> That was uh yeah, we were moving from
[18:26] » That was uh yeah, we were moving from
[18:26] other departments to mine.
[18:27] >> Okay.
[18:29] » Okay.
[18:29] All right. I need a motion.
[18:32] >> Move to waive rules.
[18:34] » Move to waive rules.
[18:34] >> I second it.
[18:35] » I second it.
[18:35] >> All in favor say I.
[18:36] » All in favor say I.
[18:36] >> I.
[18:37] » I.
[18:37] >> Okay. Thank you.
[18:38] » Okay. Thank you.
[18:38] >> Thank you so very much.
[18:40] » Thank you so very much.
[18:40] >> Thank you.
[18:42] » Thank you.
[18:42] Consider an unbudgeted field position
[18:44] request for part-time administrative
[18:46] support associate. Uh our purchasing
[18:49] manager, Sandra Cunningham, is coming
[18:51] down.
[18:53] » Good morning.
[18:54] >> Good morning.
[18:57] » Good morning.
[18:57] >> Uh
[18:57] » Uh
[18:57] this request is for part-time
[18:59] administrative support associate to
[19:02] support operations for the purchasing
[19:04] department.
[19:05] Uh currently we have a heavy workload.
[19:08] Um
[19:10] and we support the entire county. It's
[19:12] myself and two buyers.
[19:14] So this would really help us keep
[19:16] everything efficiently and flowing to
[19:18] support the operations of the county.
[19:21] I requested this in my part two budget.
[19:25] But it's in critical that we get this
[19:26] position filled as quickly as possible.
[19:30] >> So that will bring your department to
[19:31] » So that will bring your department to
[19:31] three people.
[19:33] >> Four.
[19:34] » Four.
[19:34] >> Four.
[19:34] » Four.
[19:34] >> This makes four. You got three now.
[19:36] » This makes four. You got three now.
[19:36] >> And myself.
[19:37] » And myself.
[19:37] >> So that would be three and a half.
[19:38] » So that would be three and a half.
[19:38] >> She makes three. She has one person
[19:39] » She makes three. She has one person
[19:39] that's out until the end of September.
[19:42] So she's down to two people.
[19:43] >> Okay. And then in September she'll have
[19:45] » Okay. And then in September she'll have
[19:45] three and you're asking for one more.
[19:47] >> Yes, sir.
[19:48] » Yes, sir.
[19:48] >> Okay. And how many have we had in the
[19:50] » Okay. And how many have we had in the
[19:50] past always had?
[19:51] >> I know they've had four. I don't know
[19:55] » I know they've had four. I don't know
[19:55] when they were all right. Have you all
[19:56] ever had more than four employees in
[19:58] purchasing?
[20:05] » They've always had four then.
[20:16] » Thank you, Martha. Martha's our former
[20:18] purchasing manager, so that's why I
[20:19] asked her.
[20:25] » Any questions?
[20:28] » That'll be next agenda.
[20:30] >> Thank you, Sandra.
[20:31] » Thank you, Sandra.
[20:31] >> Thank you.
[20:34] » Consider establishing county levies for
[20:36] new ABC license types.
[20:42] » Any questions on that? That'll be next
[20:44] agenda.
[20:46] >> Actually,
[20:47] » Actually,
[20:47] I did this. Sandra, could you come back
[20:49] up real quick? I got a quick question.
[20:51] Yep.
[20:54] Cuz we don't get a whole lot of
[20:55] opportunities to talk. Just
[20:57] walk give us the 30-second overview of
[21:00] what purchasing does. And then I'd love
[21:02] for you to describe the physical
[21:04] hang-ups right now that are requiring an
[21:06] additional staff member. Does that make
[21:07] sense?
[21:08] >> Yes, sir, for sure.
[21:09] » Yes, sir, for sure.
[21:09] >> Uh currently um we handle all of the
[21:12] » Uh currently um we handle all of the
[21:12] purchasing for the entire county. Uh
[21:14] from administrative supplies all the way
[21:16] to our vehicles,
[21:18] uh buildings, maintenance, MROs, which
[21:21] is maintenance and repairs.
[21:23] Um
[21:24] the administrative support is critical
[21:25] to our operations. It allows the buyers
[21:27] and myself over management to focus on
[21:30] the things that we need to focus on as
[21:31] far as uh
[21:33] compliance, making sure we're in
[21:35] compliance with laws, uh the laws
[21:37] changes that we've had. Um
[21:40] so having this administrative support is
[21:42] is very important. Um the administrative
[21:46] support would handle all of our filing,
[21:49] um
[21:50] our postings, uh
[21:53] community um I'm sorry.
[21:55] The
[21:56] department interactions, all of those
[21:58] things as as well as our mailing and we
[22:01] do a lot of um
[22:03] manual processes still as well. Uh which
[22:05] is one of the things that I'm trying to
[22:06] focus on is bring us up to date in
[22:08] operations. Uh this will will again
[22:10] allow us the buyers and myself to focus
[22:13] on those very critical operational
[22:15] needs. Um
[22:17] >> Does purchasing supervise the mail room
[22:19] » Does purchasing supervise the mail room
[22:19] as well?
[22:20] >> We support the mail room. We don't
[22:22] » We support the mail room. We don't
[22:22] supervise it. It It falls under general
[22:24] services support services. Uh but we do
[22:26] help and support with that operation uh
[22:29] because we do have the purchasing
[22:31] component of that as well.
[22:32] >> So like
[22:33] » So like
[22:33] >> all of the PO boxes as well.
[22:34] » all of the PO boxes as well.
[22:34] >> Okay.
[22:35] » Okay.
[22:35] >> Yes, sir.
[22:35] » Yes, sir.
[22:35] >> Paying paying to make sure we got stamps
[22:37] » Paying paying to make sure we got stamps
[22:37] in the hopper ready to go.
[22:39] I've heard we've we've gotten close a
[22:40] couple times.
[22:41] >> Yes. Yes, sir.
[22:41] » Yes. Yes, sir.
[22:41] >> from you?
[22:42] » from you?
[22:42] >> As one point at one point prior to me
[22:44] » As one point at one point prior to me
[22:44] getting here, I just got here in April.
[22:46] Um but prior to me getting here um in I
[22:48] think former years purchasing at one
[22:51] time was under support services and it
[22:53] has since been separated. So we're uh
[22:56] just redistributing our our
[22:59] responsibilities as they should be.
[23:01] Um
[23:02] to answer that question.
[23:04] >> With this new position, are they going
[23:06] » With this new position, are they going
[23:06] to be you mentioned talking to the
[23:08] different departments. Is that going to
[23:09] be the person that if
[23:12] probate wants to make a purchase or
[23:13] commission wants to make a purchase,
[23:14] they would go through this person or
[23:16] does that come through you? What does
[23:17] that process look like?
[23:18] >> Uh we support each buyer and as well as
[23:21] » Uh we support each buyer and as well as
[23:21] myself, we have
[23:23] different departments that we support
[23:24] directly that we're assigned to
[23:27] but it's also a collective thing as well
[23:30] depending on the workflow. In that peak
[23:32] season like we're coming up to year end
[23:33] closeout New Year preparation, those are
[23:36] critical that we support
[23:39] all of the departments. So there's no
[23:43] there's assignments for departments but
[23:45] we all do everything collectively as
[23:47] well.
[23:48] >> What's your current processing time from
[23:50] » What's your current processing time from
[23:50] time you receive a
[23:52] request to the ability to purchase and
[23:54] have on site? What do you think that
[23:56] timeline looks like right now?
[23:57] >> It's been delayed a little bit because
[23:58] » It's been delayed a little bit because
[23:58] of the shortage. Um right now we're
[24:01] working at 7 to
[24:03] 10 days where it was normally uh same
[24:06] day or two to three days. So yes. Uh
[24:09] contract management kind of plays a role
[24:12] into that. Uh the buyers really and
[24:14] myself really need to focus on contract
[24:16] management. Um
[24:18] because we have to do research as well
[24:21] as
[24:22] build relationships with those suppliers
[24:24] that we work with. So it takes a lot. We
[24:26] work a lot with legal as well as risk
[24:29] management to make sure that we're in
[24:30] compliance with the
[24:32] insurance requirements and that that
[24:34] we're abiding to all of the law
[24:36] requirements.
[24:39] Thank you.
[24:40] >> Thank you.
[24:48] » Thank you, Sandra.
[24:49] Um item number three, consider
[24:50] establishing county levies for new ABC
[24:53] license types.
[24:56] » I I we already got that one. We got
[24:57] that.
[24:58] >> you You didn't ask You asked what are
[24:59] » you You didn't ask You asked what are
[24:59] the questions, so I didn't know. And we
[25:00] kind of got I want to make sure. I'm
[25:02] sorry.
[25:03] Um consider contract with the Jones
[25:05] Group LLC for governmental relations.
[25:08] This is a renewal of his contract from
[25:10] um this current year's contract.
[25:12] >> No increase?
[25:13] » No increase?
[25:13] >> No, sir. There wasn't an increase in the
[25:15] » No, sir. There wasn't an increase in the
[25:15] contract amount.
[25:16] >> I know that contract was
[25:18] » I know that contract was
[25:18] provided for additional expenses for
[25:20] travel, etc., etc. Did we encounter any
[25:23] of those additional incur any additional
[25:24] expenses
[25:25] during the current contract?
[25:27] >> None that I'm aware of. None I haven't
[25:29] » None that I'm aware of. None I haven't
[25:29] been informed of any um
[25:32] I don't know of any. I do see that in
[25:34] the contract.
[25:35] >> Yeah, I don't think I don't recall them
[25:37] » Yeah, I don't think I don't recall them
[25:37] ever coming to us. So far, I think it's
[25:40] been in every contract we've had
[25:43] lobbying groups, but I don't remember
[25:46] them ever coming to us with any special
[25:48] travel requests.
[25:51] Or the group before them, I don't
[25:52] remember them ever doing it either, so.
[25:54] >> Okay.
[25:55] » Okay.
[25:55] >> So So the answer is at this time there
[25:57] » So So the answer is at this time there
[25:57] >> As of today, the answer is no.
[25:58] » As of today, the answer is no.
[25:58] >> Okay.
[25:59] » Okay.
[25:59] >> Yes, sir.
[25:59] » Yes, sir.
[25:59] >> And that would have to be approved
[26:01] » And that would have to be approved
[26:01] before
[26:03] they did it, I'm sure.
[26:05] >> I would like to think so, but I would
[26:06] » I would like to think so, but I would
[26:06] ask Connie for an interpretation and see
[26:09] if we need to put something in there
[26:10] like maybe a specific amount needs to
[26:12] come before the commission or however
[26:13] y'all want to do that, but I would like
[26:15] to think that would have to be approved.
[26:16] >> Yeah. Well, I just I'll have a
[26:18] » Yeah. Well, I just I'll have a
[26:18] conversation with them just make sure
[26:20] before they
[26:21] do anything to let us know what they
[26:23] want to do.
[26:25] >> That sounds nice, but
[26:26] » That sounds nice, but
[26:26] >> I've been been up and
[26:28] » I've been been up and
[26:28] long as I've been here on the
[26:28] commission, so.
[26:30] >> Yes, sir.
[26:32] » Yes, sir.
[26:32] >> That'll be next agenda.
[26:34] » That'll be next agenda.
[26:34] >> Item number five, consider amending the
[26:37] » Item number five, consider amending the
[26:37] contract with Booth Management
[26:38] Consulting for the remainder of 2026
[26:41] and to close out 2027.
[26:44] Ms. Robin Booth is on the phone. Robin,
[26:46] are you on?
[26:51] » Good morning. Yes, I am.
[26:53] >> Good morning. As you know, commission,
[26:55] » Good morning. As you know, commission,
[26:55] we um funds were allocated to over 65
[26:58] programs for 45 recipients.
[27:01] Each of those recipients had various
[27:03] experience with managing federal money.
[27:05] So, it has been
[27:07] um
[27:09] a journey to kind of get them to spend
[27:12] the money in compliance with the rules
[27:14] set out by Treasury, and Robin and her
[27:16] team have done a great job, but now it's
[27:18] time for us to get those projects closed
[27:21] out and to get our final reports to
[27:24] Treasury, and that's going to require a
[27:27] little bit more guidance um for those
[27:30] that either
[27:33] received incorrect information in the
[27:35] beginning or need help getting across
[27:37] the line. So, this is what we're trying
[27:39] to do, and Robin has put together a
[27:41] brief presentation that will probably
[27:43] give you a little bit more information
[27:45] as to where we are right now. So, I'll
[27:46] turn it over to Robin.
[27:49] >> Good morning. Good morning. I'm not um
[27:51] » Good morning. Good morning. I'm not um
[27:51] I don't have the ability to share my
[27:52] screen. I don't know if I can get that
[27:54] ability real quickly in Teams. I was
[27:56] waiting
[27:57] for the share.
[27:58] >> I think um
[28:00] » I think um
[28:00] they are going to We have your
[28:01] presentation, so I think they're going
[28:02] to share.
[28:04] >> Oh, I I I'll just walk through it then.
[28:06] » Oh, I I I'll just walk through it then.
[28:06] I can't see it.
[28:07] >> Okay.
[28:07] » Okay.
[28:07] >> Okay. So, um as Regina alluded to, and I
[28:11] » Okay. So, um as Regina alluded to, and I
[28:11] think we made this clear when we
[28:13] initially earlier on in our contract, we
[28:15] had brought some things to the
[28:16] commission
[28:17] as we started to experience some
[28:19] some some issues that concerned us. So,
[28:22] our original scope when we started, you
[28:24] know, we we believed that let's just say
[28:27] because you had prior consultants and
[28:29] you had prior work done that your files,
[28:31] your documentation were at a certain
[28:33] level as far as compliance with this
[28:35] one-time generational funding through
[28:38] the ARPA program. Um we brought to your
[28:41] attention early on that we had serious
[28:43] concerns about some initial
[28:44] determinations made relative to whether
[28:46] the agreements with your partners,
[28:48] because that's what we call them, your
[28:49] partners and your grantees, uh
[28:52] were
[28:53] I will just say with the designation of
[28:55] the agreement type, subrecipient versus
[28:57] beneficiary, were consistent and
[29:00] compliant with both the Treasury
[29:02] guidance as well as the uniform
[29:03] guidance. And we raised those issues. Uh
[29:06] what we what we recommended and and
[29:15] » We lost you.
[29:19] Robin, we lost you.
[29:30] » No.
[29:31] >> Regina
[29:32] » Regina
[29:32] >> I'm going to put you on speaker.
[29:34] » I'm going to put you on speaker.
[29:34] >> Okay.
[29:34] » Okay.
[29:34] >> All right.
[29:36] Go ahead, Robin.
[29:37] >> Go ahead.
[29:38] » Go ahead.
[29:38] Okay, can you all hear me now?
[29:43] Unmute me. Can you all hear me now?
[29:44] >> Yes.
[29:45] » Yes.
[29:45] >> Okay. So, as I was saying, you can go to
[29:48] » Okay. So, as I was saying, you can go to
[29:48] the next slide.
[29:50] Here, too.
[29:52] Um
[29:54] And you can go to the next slide as
[29:56] well.
[29:57] So, what we
[30:01] what we identified early on was that
[30:04] those issues could potentially put this
[30:06] really the county in a precarious
[30:08] situation under audit. And one of the
[30:10] big things we are audit defensible and
[30:13] and we brought that to the table as far
[30:14] as our approach. You can go to the next
[30:16] slide. So, when we looked at the
[30:17] projects and made that it down There we
[30:19] go. So, what we identified was that for
[30:22] those projects, that determination of
[30:25] subrecipients versus beneficiary had
[30:27] tremendous impact on how you had to
[30:29] monitor projects. We elected and
[30:32] discussed with going with the
[30:33] conservative approach, so that even if
[30:35] the initial determination is questioned
[30:37] under audit,
[30:40] The approach for the county is that
[30:42] we're going to be the most conservative
[30:43] and we're going to treat them all at the
[30:45] highest standard, which would have been
[30:46] as a subrecipient. So, we did not go
[30:49] back and try to argue the point about
[30:50] the initial determination. What we
[30:52] proposed and the county understood and
[30:54] accepted was that we're going to go with
[30:56] the most conservative and the most
[30:58] protected um protective and audit
[30:59] defensible for the county and to treat
[31:02] these projects as subrecipients and make
[31:04] sure we're validating 100%
[31:07] of the dollars that were used for ARPA
[31:09] programs. So, there's 65 projects. The
[31:11] good thing is you all have obligated all
[31:13] of the money's obligated. This meant
[31:15] that as of December 31st, 2024, all your
[31:17] pro all your money's were in a pro a
[31:19] project. To date, total we've totally
[31:22] validated When I say validated, that
[31:24] mean my teams have gone through the
[31:25] actual expenditure exports supporting
[31:27] documentation, um the project scope,
[31:30] every dollar and we verified that these
[31:32] dollars were spent
[31:34] based on eligible um costs, allowable,
[31:37] reasonable, and necessary costs
[31:38] consistent with the uniform guidance.
[31:40] However, we have about 11,800
[31:43] 11,800
[31:45] that we have to validate and get spent
[31:48] by December 31st, 2026. And that's the
[31:51] population we're focused in on because
[31:53] as you all know, failure to for those
[31:55] funds to be expended by December 31st
[31:57] will result in me and the county having
[31:59] to recapture and return those funds to
[32:02] um the county and that's what Regina was
[32:04] alluding to. Of that 72 of that 11,800,
[32:08] a lot of those are your uh grantees who
[32:12] do not neces did not necessarily have a
[32:15] full understanding standing of federal
[32:17] grants. And we've had to work very
[32:19] closely with them and and getting them
[32:21] to, you know, have it, you know,
[32:23] identify expenditures, maybe modify the
[32:25] expenditures to make sure they're
[32:26] eligible. Their budgets are off. Um lack
[32:29] of documentation. They simply didn't
[32:31] realize the level of documentation, even
[32:33] though it is in their agreement. I do
[32:35] want to note that your agreements made
[32:36] it clear that all of that they had to
[32:38] provide audit supporting documentation
[32:42] as requested for any expenditure. So
[32:44] whether they were a subrecipient or
[32:45] beneficiary, your agreements made that
[32:47] clear. So at this point, we have about
[32:50] 32 projects that pretty much were ready
[32:52] that they complete documentation. We're
[32:55] ready to close out. 33 we have where
[32:57] we're in this
[32:59] period of of attempting to work with
[33:01] them to make sure these funds are spent
[33:02] and spent allowable.
[33:05] We have about 39 where we had a
[33:07] discrepancy with the classification. And
[33:09] so as I said, we've dealt with them. We
[33:11] feel like the county is in the best
[33:13] protected position based on our approach
[33:15] to treat them
[33:16] hold them to the higher standards. So we
[33:19] have 35 projects that are in process. We
[33:21] have about
[33:22] um
[33:23] 28 that are ready for closeout, which is
[33:25] going to we're closing starting to close
[33:26] them out and then two that we're trying
[33:28] to kind of determine where they are. We
[33:31] have One of the issues too is we started
[33:33] to have some poorly reporting that
[33:35] wasn't being done. So we've been working
[33:37] with them as well. You can go to the
[33:38] next slide. So where we are
[33:43] You can go to Yeah, thank you. So this
[33:46] then this deals with with advances,
[33:48] spend rate, and deobligation. So one
[33:51] other thing to keep in mind is that some
[33:52] people got money up front. So we have to
[33:54] validate their expenses. And of that
[33:57] 419,000,
[33:58] basically we have validated. We have 600
[34:01] Remember now, this money is already
[34:03] gone. We're we're trying to get their
[34:05] their actual expenditures to validate
[34:07] that they used those funds for the
[34:08] intended purposes. So potentially, those
[34:11] are the ones too and that's within that
[34:13] whole 11 million that we're attempting
[34:15] to validate. We see a potential
[34:17] obligation of 500,000 just because some
[34:20] under and over budgets, but that number
[34:22] is not firm at this point. And at this
[34:24] point, we have about 60.2% of the funds
[34:27] advanced funds that are
[34:29] validated. So we have about 38% roughly
[34:32] that are not validated. We can go to the
[34:34] next slide.
[34:39] Yeah. Yeah, thank you. So, what we've
[34:41] taken what we've done, a lot of direct
[34:43] communication, Regina, our team,
[34:46] calling, emails, not
[34:49] follow-up, conference calls. We've
[34:51] looked we've reviewed their quarterly
[34:53] reports, their financial reports, their
[34:54] project reports, their request for
[34:56] reimbursement money reports, um weekly
[34:58] conference calls on spending
[35:00] projections. We still meet weekly with
[35:02] um the county to go over these spending
[35:04] projections and even more so as we're
[35:05] getting closer and closer to that
[35:07] deadline. We have um discussed a more
[35:10] aggressive approach for these
[35:11] non-responsive. Like I said, the last
[35:13] quarter we noticed we didn't get 46 46
[35:15] reports and we're at um that quarter was
[35:18] June 30th and we're August 11th. So, we
[35:21] just talked about the fact of making it
[35:22] clear to failure to validate or provide
[35:25] us with the documentation to validate
[35:26] may result in the recapture of um of
[35:30] those funds or the re-obligation or
[35:31] re-allocation of those funds. So, that's
[35:34] the more aggressive approach we're going
[35:36] to have to that we're taking now to get
[35:38] us across the finish line. And so, of
[35:40] course, the conflict consequences of
[35:42] non-responsive, of them not responding,
[35:44] this $11 million of those in that pool
[35:46] are not is potential de-obligation and
[35:49] the county does still have some
[35:50] re-allocation they can do um within now
[35:53] and December 31st, 2026. The issue is
[35:56] understanding what needs to be
[35:58] de-obligated and rather re-allocated,
[36:00] which is what we're trying to get our
[36:01] pulse more around. Next slide.
[36:06] So, what that looks like that yeah. What
[36:09] that looks like when you see that number
[36:11] 350 increase, I just want to say our
[36:13] original contract only went through
[36:15] January 1st, 2027.
[36:18] Um Treasury has put out guidance and
[36:20] indicated that close out those to April
[36:22] 30th, 2027. So, what does that mean?
[36:25] Even if funds are expended by December
[36:27] 31st, every grant, every project has to
[36:29] be closed out. And even And Treasury
[36:31] recognized that that will not will not
[36:33] happen by December 31st, even if all the
[36:35] money's are. So, Treasury has extended
[36:38] through April 30th, 2027 for the
[36:40] closeout of the project. And we're
[36:42] recommending um our contract be extended
[36:45] to cover that period as well. So, in
[36:47] that period, um
[36:50] and you can go to the next slide.
[36:52] Oh, you can stay here. You can stay
[36:53] here. Um what this budget supports, we
[36:56] got to complete all of the ARPA
[36:57] reconciliation and closeout. One of the
[36:59] big reconciliations is to what you've
[37:02] been reporting in Treasury. Treasury
[37:04] just issued an alert about 6 weeks ago
[37:07] about the aggressive actions that how
[37:08] they're going to determine who's being
[37:10] monitored. And they're going to really
[37:12] look at those Treasury reports and the
[37:13] categories and the expense categories,
[37:16] um how you've been reporting. So, we
[37:18] need to make sure that all of the
[37:20] changes that have impacted are being
[37:22] reported in those reports. We're going
[37:24] to finalize, continue monitoring, and
[37:26] technical assistance, processing
[37:27] reimbursements, getting these files as
[37:30] complete as possible. We've done so many
[37:31] amendments and we'll continue to do so
[37:33] to get the documentation right. And as
[37:35] you know, we're working on three audits,
[37:37] which were 40% complete. And we hope to
[37:40] have the audit results on the conflict
[37:42] of interest within the next 30 days,
[37:45] putting it mildly. Within the next 30
[37:46] days, we should have
[37:48] um some
[37:49] some reporting to you at least on the
[37:51] conflict of interest audit. And we're
[37:53] very close to finishing that. All the
[37:55] other audits we're doing field work, and
[37:57] we expect to be finished by September
[37:58] 30th, 2026. You can go to the next
[38:01] slide.
[38:04] So, as I said, when we got involved and
[38:06] we made you aware that the compliance
[38:08] were issues, financial was issue. I will
[38:10] say some of your um beneficiary your
[38:13] your grantees didn't understand they had
[38:15] to keep any documentation for whatever
[38:17] reason. So, it's it's been a hill to
[38:19] climb for some. And some were just
[38:20] getting advances up front and with no
[38:23] actual expenditure testing or no actual
[38:25] documentation being having to be
[38:27] submitted. So, if I can go to the next
[38:29] slide.
[38:31] And I'll try to try to wrap up. Um as I
[38:33] said, these are all the things we've
[38:35] done to address those issues. You can go
[38:37] to the next slide.
[38:41] Um I talked about the risk to you, what
[38:43] could happen to the county. We're always
[38:44] on a audit defensible mode and how our
[38:46] act our approaches protected you, giving
[38:49] you the best position in training of
[38:50] those to mitigate those risks. You can
[38:52] go to the next slide.
[38:56] I'm going to talk to you about the
[38:57] remaining work to be done so you have a
[38:59] complete understanding of what has to be
[39:01] done between now or really 7/1 and
[39:03] 4/30/27.
[39:05] Keep the next slide and I'll wrap it up.
[39:07] We're trying to get to the wrap up. This
[39:09] is our work plan so you'll know what we
[39:10] plan to work on from now until the um
[39:13] April 30th date. We expect to be
[39:15] finished March 31st. Next slide. Cuz
[39:18] this is an important one.
[39:20] Um
[39:21] This is our the the um our
[39:23] recommendation is to complete these
[39:25] projects um and why we're recommending
[39:27] approval of this budget. So, that pretty
[39:29] much um in the final slide, that pretty
[39:32] much um wraps up the request. As you can
[39:35] see, there's a lot more detailed
[39:36] information in the presentation, but um
[39:40] thank you so much for allowing me these
[39:41] few minutes to make this presentation.
[39:43] >> Robin, this is Doug. Uh
[39:45] » Robin, this is Doug. Uh
[39:45] I've been very impressed with the work
[39:47] you have done. I would ask you um
[39:50] if you can tomorrow, I've got some time
[39:52] after about uh
[39:55] 10:30 tomorrow morning, would you call
[39:57] my cell number tomorrow? I want to ask
[39:59] you I've got a bunch of questions I want
[40:00] to ask. Um it would take at least 30 or
[40:04] 40 minutes. Uh do you mind if I just
[40:06] >> not a problem. Only thing is I got to I
[40:08] » not a problem. Only thing is I got to I
[40:08] am flying I'm I'm on travel. I'm
[40:10] actually
[40:11] >> Call me Well, call me
[40:12] » Call me Well, call me
[40:12] >> there.
[40:13] » there.
[40:13] >> Yeah, well, call me Yeah, call me
[40:14] » Yeah, well, call me Yeah, call me
[40:14] anytime Thursday uh Wednesday or
[40:16] Thursday.
[40:17] >> Okay. would be good.
[40:17] » Okay. would be good.
[40:17] >> Thursday is great. Thursday I'm back
[40:19] » Thursday is great. Thursday I'm back
[40:19] online. Thursday anytime.
[40:21] >> Yeah.
[40:22] » Yeah.
[40:22] >> Okay.
[40:22] » Okay.
[40:22] >> Okay, perfect.
[40:23] » Okay, perfect.
[40:23] >> sorry, what commissioner was this? I
[40:24] » sorry, what commissioner was this? I
[40:24] can't see you anymore.
[40:26] >> Doug Singleton.
[40:28] » Doug Singleton.
[40:28] >> Okay, Commissioner. Thank you.
[40:29] » Okay, Commissioner. Thank you.
[40:29] >> Yeah, thank you, Robin.
[40:30] » Yeah, thank you, Robin.
[40:30] >> Doug, can I ask you
[40:31] » Doug, can I ask you
[40:31] >> Please, yeah.
[40:32] » Please, yeah.
[40:32] >> of questions. It won't take 40 minutes,
[40:34] » of questions. It won't take 40 minutes,
[40:34] but
[40:35] Robin, this is Commissioner Justin
[40:36] Canstanzo. Tell me um
[40:38] give me the idea of why this addition is
[40:41] necessary
[40:42] after we made the the original contract
[40:45] and the original procurement of funds.
[40:48] Are we seeing an increase? Are we Did we
[40:50] not budget enough time? I know that
[40:52] we've we've mapped this out to end on
[40:54] March 31st, but that would have been a
[40:55] known time frame. What are What are your
[40:57] thoughts about the increase?
[41:00] >> The inc- And as I said in the slide
[41:01] » The inc- And as I said in the slide
[41:01] earlier on, it was because of the
[41:02] quality of your
[41:04] the initial determinations and your file
[41:06] compliance and what we thought what was
[41:08] thought to be in your files. We thought
[41:11] even from internally, you all's
[41:13] perspective, the determinations were
[41:15] questionable.
[41:16] Um
[41:18] the files were so incomplete. There
[41:19] There was no documentation
[41:22] as far as just expenditures.
[41:24] A lot of your unfortunately, a lot of
[41:26] your grantees weren't familiar with
[41:28] federal requirements. So, they did the
[41:29] best that they could. So, we're doing a
[41:31] lot of I I want to say maybe we're
[41:32] building some sustainability, too,
[41:34] because we're building a capacity,
[41:37] because we're building we're
[41:39] taking them through the process of
[41:40] understanding federal grant requirements
[41:42] so they so they can
[41:44] you know, comply with this grant. That
[41:45] hopefully builds capacity.
[41:47] Um
[41:48] the level of um reporting that's been
[41:50] required as far as just from them and
[41:52] understanding and making sure that
[41:54] they're in compliance, we could not have
[41:56] anticipated that um initially. I will
[41:59] say the audits, which are included in I
[42:01] am saying is included in that. 350 was
[42:03] another unanticipated. We could not have
[42:06] have anticipated that those particular
[42:09] situations and that level of monitoring.
[42:11] Um and so those are the I guess the
[42:14] largest contributing factors.
[42:17] >> How How much has the county already paid
[42:20] » How How much has the county already paid
[42:20] towards this contract? What was the
[42:21] original sum?
[42:23] >> It was I believe it was 450,000. The
[42:26] » It was I believe it was 450,000. The
[42:26] contract started April 1st of 2025
[42:29] and um, they had paid through 6/30 of
[42:32] 2026.
[42:33] >> Yeah.
[42:34] » Yeah.
[42:34] That's correct.
[42:35] How many
[42:35] >> A little bit more than a year.
[42:37] » A little bit more than a year.
[42:37] >> How many um, Booth Consulting employees
[42:39] » How many um, Booth Consulting employees
[42:39] are working this process?
[42:42] >> Um, five.
[42:45] » Um, five.
[42:46] Six. Five. Five and a half.
[42:53] » Any other questions?
[42:54] >> Yeah, Miss Jim.
[42:55] » Yeah, Miss Jim.
[42:55] >> Uh, Miss Booth, uh, Commissioner Isaiah
[42:57] » Uh, Miss Booth, uh, Commissioner Isaiah
[42:57] Sankey. Um, thank you for your time.
[43:00] Good morning to you. Your slides are
[43:02] always kind of busy even though they're
[43:03] very, very detailed. They're kind of
[43:05] busy. I would like a copy of them so
[43:07] that I could really try to understand a
[43:09] little bit more detail and more thorough
[43:11] fashion what uh, you're presenting. I'm
[43:14] I'm also concerned
[43:17] uh, you mentioned understanding the
[43:19] federal grant requirement. I don't think
[43:20] we have that luxury built into the
[43:21] contract uh, where the recipients or the
[43:23] subrecipients uh,
[43:25] can take time to understand federal
[43:27] grant requirements. That was a part of
[43:29] the criteria when they signed uh, the
[43:32] contract uh, early on uh, and the level
[43:35] of monitoring required. I think we
[43:36] should
[43:37] we should have already been aware of the
[43:39] level of monitoring required uh,
[43:41] to make sure that these uh, recipients,
[43:44] subrecipients or beneficiary uh, you
[43:46] know, were
[43:48] they understood what was at stake, uh,
[43:50] what their responsibilities uh, were and
[43:53] they they should have been been aware of
[43:55] that. So, and I I want to know, I'd like
[43:58] to have a list of the ones that you've
[43:59] currently closed out
[44:01] uh, and the ones that
[44:03] >> ready to close out.
[44:05] » ready to close out.
[44:05] >> Okay.
[44:05] » Okay.
[44:05] >> They're closing. We're We're starting
[44:06] » They're closing. We're We're starting
[44:06] the close out process now.
[44:08] >> I need that list, please, uh and and the
[44:10] » I need that list, please, uh and and the
[44:10] list of those that are pending.
[44:12] >> That goes for about all of us with that.
[44:14] » That goes for about all of us with that.
[44:14] >> Yeah, cuz we I mean, this this concerns
[44:15] » Yeah, cuz we I mean, this this concerns
[44:15] me. I mean, you know, we the the
[44:17] individuals or the entities
[44:19] uh that sought uh these these monies,
[44:22] uh and I know they were classified some
[44:24] as subrecipients, some as beneficiaries,
[44:26] and I know I had a lot to say about that
[44:28] early on. And so, I am concerned that
[44:31] even when we reclassify them, are we
[44:34] really sure that we're meeting the
[44:37] requirements and that Treasury
[44:39] guidelines are being adhered to as we
[44:41] attempt to reclassify subrecipients to
[44:44] beneficiaries or vice versa.
[44:46] So, that really concerns me. And if
[44:49] there's additional monies that are
[44:52] necessary to be expended to extend the
[44:54] time required to monitor these uh
[44:57] these recipients, it ought to come out
[44:59] of their funding. Uh I'm I'm wondering
[45:02] is the $350,000, Miss Walker,
[45:04] uh
[45:06] part of ARPA monies that we've somehow
[45:08] set aside, or would this come out the
[45:10] general fund budget?
[45:12] >> I am not aware of any additional ARPA
[45:14] » I am not aware of any additional ARPA
[45:14] funds set aside for monitoring. We spent
[45:16] $795,000
[45:18] to get the funds allocated.
[45:19] >> Yes.
[45:20] » Yes.
[45:20] >> Um what we're looking at is for those
[45:22] » Um what we're looking at is for those
[45:22] that are just not responsive.
[45:25] With in the reclassification, we would
[45:27] then use some of those funds for
[45:28] monitoring.
[45:29] >> But the $350,000 at this point, where
[45:31] » But the $350,000 at this point, where
[45:31] would it be coming from?
[45:33] >> If approved, it would be coming from
[45:34] » If approved, it would be coming from
[45:34] general fund.
[45:35] >> Is it eligible? I agree with what you're
[45:37] » Is it eligible? I agree with what you're
[45:37] saying, is it eligible? Cuz basically,
[45:39] we're being fined for the inability of
[45:42] grant recipients to do their job.
[45:44] >> Right.
[45:45] » Right.
[45:45] >> I I mean, is there a way to use ARPA
[45:48] » I I mean, is there a way to use ARPA
[45:48] funds
[45:49] >> For the money that we can recapture,
[45:51] » For the money that we can recapture,
[45:51] yes. Um I'll share with you guys the
[45:53] last spreadsheet. Keep in mind, a lot of
[45:56] these recipients got their money up
[45:57] front. So, because we gave them money up
[46:00] front, we no longer have the money.
[46:01] We're trying to get them to comply on
[46:03] the back end with funds that they've
[46:05] already expended and whether they were
[46:07] eligible or applicable to Treasury
[46:10] guidelines. For the ones that have not
[46:12] received their money, we certainly will
[46:13] use that towards if we had to do a
[46:15] reclassification towards monitoring.
[46:18] >> Booth would be motivated to help with
[46:20] » Booth would be motivated to help with
[46:20] that project.
[46:20] >> They are. So, over the next 3 weeks,
[46:22] » They are. So, over the next 3 weeks,
[46:22] what we're planning to do before we meet
[46:24] again is we have our spreadsheet here of
[46:26] everybody that received their advance
[46:27] payment and then our spend rate table of
[46:29] where they are.
[46:31] You will be amazed at the number of them
[46:32] that have spent their money
[46:34] >> but haven't reported it.
[46:35] » but haven't reported it.
[46:35] >> They just won't report it. I talked to a
[46:36] » They just won't report it. I talked to a
[46:36] couple of them and said they were told
[46:37] that they didn't have to. So, it's a lot
[46:39] of misinformation because this has this
[46:42] has gone through a lot of hands since
[46:43] these funds were given out. So, um I
[46:46] confirmed, are you receiving the emails?
[46:48] Yes. Do you understand it applies to
[46:50] you? Yes. Why haven't you responded? I
[46:53] didn't know I had to.
[46:54] Um so, we
[46:57] >> Maybe there's a way for us before the
[46:58] » Maybe there's a way for us before the
[46:58] next meeting. I I don't feel confident
[47:00] voting on this yet until we answer all
[47:02] of those questions.
[47:03] >> I understand.
[47:03] » I understand.
[47:03] >> Um and and I let me be very clear. I I
[47:05] » Um and and I let me be very clear. I I
[47:05] want to make sure that all of our ARPA
[47:07] funds are used. I've been very impressed
[47:09] with the way Booth has monitored this so
[47:10] far. Their support has been incredible.
[47:12] It has made it audit defensible. I love
[47:15] that word. Um but uh there's just a lot
[47:19] of money. $11 million in play and then
[47:21] another $350,000 payment out of our
[47:23] general general fund. Um Doug's got a
[47:26] lot of questions. I know he's going to
[47:27] ask her as well. So, after that
[47:28] conversation, maybe you guys talk and if
[47:30] there's a way before our next meeting to
[47:33] get the
[47:34] commission together to discuss or or
[47:36] whatever we need to do. I know that can
[47:37] be a public meeting or we can
[47:39] whatever we got to do. We got to do it.
[47:41] >> mind one of them is
[47:42] » mind one of them is
[47:42] the $2 million that's for the community
[47:44] center. So, we're pre-ordering, you
[47:45] know, that some of those things to spend
[47:47] that. So, our larger ticket items, a lot
[47:50] of those are
[47:51] in progress.
[47:53] Um
[47:54] some have ordered equipment that's
[47:56] supposed to be coming in soon. That's a
[47:58] large ticket item, a little bit over
[47:59] half million. So, our larger ticket
[48:01] items are in progress. We're just trying
[48:03] to get all of the documentation to see
[48:05] where we are. So, you can't recend those
[48:07] funds. But, for the funds that we can,
[48:09] certainly we will sit down and comb
[48:11] through the spreadsheet.
[48:12] >> Not trying to recend funds. I'm
[48:13] » Not trying to recend funds. I'm
[48:13] interested in who
[48:16] is doing what they're supposed to be
[48:18] doing, and if they're not, then they're
[48:19] not eligible to receive the funding,
[48:20] even if they've already gotten it, would
[48:21] be my thing. And I think that number of
[48:22] people is very, very small.
[48:24] >> It is.
[48:24] » It is.
[48:24] >> Um but, you know, now's time. Clock is
[48:27] » Um but, you know, now's time. Clock is
[48:27] ticking.
[48:27] >> Right.
[48:28] » Right.
[48:28] >> We've talked a lot about using the what
[48:30] » We've talked a lot about using the what
[48:30] might be left over well. We don't want
[48:32] to give any back.
[48:34] >> So.
[48:34] » So.
[48:34] >> There there was some criteria that had
[48:36] » There there was some criteria that had
[48:36] to be satisfied up front in order to be
[48:38] a beneficiary as opposed to a
[48:41] subrecipient. And if we allowed them to
[48:44] enter the contract as subrecipients as
[48:46] opposed to being a beneficiary,
[48:49] that would've been more additional
[48:50] burden on this the county for
[48:52] beneficiaries. And there was some
[48:53] criteria that had to be satisfied. So, I
[48:56] don't see how you can go back and
[48:57] reclassify those who were listed as
[49:00] subrecipients, now they're beneficiary,
[49:02] cuz it called for a whole different set
[49:03] of criteria. And and I'm concerned about
[49:06] that.
[49:06] >> Okay. We can include Hold on.
[49:09] » Okay. We can include Hold on.
[49:09] >> Robin,
[49:10] » Robin,
[49:10] maybe we can set up
[49:12] a conference call that everybody could
[49:14] be on because we're not going to
[49:15] deliberate. We're just going to ask
[49:17] questions
[49:17] >> Yes, sir.
[49:18] » Yes, sir.
[49:18] >> for general information purposes. So,
[49:20] » for general information purposes. So,
[49:20] >> We can do that.
[49:20] » We can do that.
[49:20] >> set that call up for sometime Thursday,
[49:23] » set that call up for sometime Thursday,
[49:23] and and people want to join, they'll
[49:25] have the opportunity to join and ask
[49:26] questions.
[49:29] » Okay. Thank you, Robin.
[49:31] >> Thank you.
[49:37] » Okay.
[49:37] >> Uh
[49:38] » Uh
[49:38] Gina, on number
[49:40] six, uh
[49:43] I got a
[49:45] email
[49:46] um
[49:48] last night.
[49:49] >> Yes, sir.
[49:50] » Yes, sir.
[49:50] >> Um
[49:51] » Um
[49:51] says we're going to withdraw the
[49:53] proposed amendment this time. We'll
[49:54] address it later.
[49:56] Uh, that came from uh Mike Jackson.
[49:59] >> Okay.
[50:00] » Okay.
[50:00] >> Webb to him. I think he represents the
[50:01] » Webb to him. I think he represents the
[50:01] volunteer Hackle Volunteer Fire
[50:03] Department, I believe. I I think that's
[50:05] who that is. So,
[50:07] number six we'll just uh
[50:10] >> Request removed from Yes, sir.
[50:12] » Request removed from Yes, sir.
[50:12] >> We'll do it down the road later.
[50:14] » We'll do it down the road later.
[50:14] We'll see if it comes back.
[50:15] >> Yes, sir.
[50:15] » Yes, sir.
[50:15] >> Regarding that particular uh item, there
[50:18] » Regarding that particular uh item, there
[50:18] are a number of people here who
[50:20] represent volunteer fire departments
[50:22] throughout the county. And so, even
[50:24] though we are taking it off the agenda,
[50:26] uh I think it might be uh
[50:29] important that we at least hear from
[50:32] them at some point based upon your
[50:33] discretion, you know, what uh concerns
[50:36] they have about the resolution and how
[50:39] the monies are being allocated. I
[50:41] understand that there's some concern
[50:43] about equity in the allocation. So, if
[50:46] you would allow at some point before we
[50:48] leave or
[50:49] before we adjourn, if they could at
[50:50] least have
[50:52] an opportunity to express their concern.
[50:54] >> Yeah, they
[50:55] » Yeah, they
[50:55] They can We got a few minutes uh now.
[50:57] They can do it now if they would like.
[50:59] Again, it's I don't know if it'll come
[51:00] back to us or not, but
[51:03] I don't know if it'll ever come back to
[51:04] us. So,
[51:05] >> Well, just for information and purposes,
[51:07] » Well, just for information and purposes,
[51:07] uh I think it would be important.
[51:08] >> If If anybody's here on that
[51:11] » If If anybody's here on that
[51:12] Uh at 10:00. Okay, we'll do it at 10:00.
[51:14] That'll be good.
[51:14] >> That'll be perfect.
[51:15] » That'll be perfect.
[51:15] >> Thank you. Can we Can we go back to um
[51:18] » Thank you. Can we Can we go back to um
[51:18] to the Jones contract?
[51:20] >> Yes, sir.
[51:20] » Yes, sir.
[51:20] >> Um
[51:22] » Um
[51:22] Also,
[51:24] it says consider amending contract with
[51:25] Booth Management under item five, but
[51:27] the the memo was attached, but not the
[51:29] contract.
[51:31] >> Correct. Um I can send you a copy of the
[51:33] » Correct. Um I can send you a copy of the
[51:33] original contract. I apologize for not
[51:34] attaching it.
[51:35] >> curious what we're actually amending. Is
[51:36] » curious what we're actually amending. Is
[51:36] it just to pay them more money?
[51:37] >> Just add add an additional 350. No
[51:39] » Just add add an additional 350. No
[51:39] language changing, just that part.
[51:41] >> Okay.
[51:42] » Okay.
[51:43] 78% increase from the original cost.
[51:46] Just saying.
[51:47] Five. Uh so, the contract with with
[51:50] Jones my only question is there's a
[51:53] there's a statement on one of these
[51:55] pages that says
[51:58] that if more money is needed that the
[52:01] county would be responsible for for
[52:03] paying those costs. Um
[52:05] >> Where are you on the contract?
[52:06] » Where are you on the contract?
[52:07] >> I'm looking. I've read it and I've made
[52:08] » I'm looking. I've read it and I've made
[52:08] a note of that.
[52:09] >> the one for additional travel where if
[52:10] » the one for additional travel where if
[52:10] additional travel is needed?
[52:12] >> [sighs]
[52:14] » [sighs]
[52:14] >> Right here on the payment.
[52:15] » Right here on the payment.
[52:15] >> number five, yeah, payment.
[52:17] » number five, yeah, payment.
[52:17] >> Okay.
[52:17] » Okay.
[52:17] >> Jones Group may seek reimbursement for
[52:19] » Jones Group may seek reimbursement for
[52:19] certain expenses associated with the
[52:21] agreement including but not limited to
[52:22] travel, lodging, meals provided that
[52:24] reimbursement of such expenses must be
[52:26] pre-approved by the undersigned. I I
[52:28] guess that is my question. I don't know
[52:29] if anybody from Jones is here. Um
[52:32] for the amount of money we're paying
[52:35] uh paying more for travel and those
[52:38] types of things would be I'm just
[52:40] curious
[52:41] is that something that has happened in
[52:42] the past? Have we had to add additional
[52:45] >> It will be in there.
[52:45] » It will be in there.
[52:45] >> You know, if they go to
[52:47] » You know, if they go to
[52:47] >> Any lobbyist firm you look at will put
[52:49] » Any lobbyist firm you look at will put
[52:49] that in there. They're going to ask you
[52:50] for additional um
[52:52] additional for if they travel and they
[52:55] set up meetings when they travel. For
[52:57] instance, if they go we go to like we
[52:59] went to the air show.
[53:00] >> Air show, yeah.
[53:01] » Air show, yeah.
[53:01] >> And they were responsible when we were
[53:02] » And they were responsible when we were
[53:02] in the air show. So, they set up the
[53:04] meet for meetings that we had in order
[53:06] to bring other um
[53:08] interest other airlines, interest other
[53:11] companies with for us. So, that will
[53:13] always any lobbyist you get they're
[53:15] going to if they don't put it that in
[53:17] there then instead of being 144 they'll
[53:19] probably ask you for 240 and then say
[53:22] okay, you don't have to reimburse us
[53:24] because they're already getting 240.
[53:27] >> I just felt like 144 already included
[53:29] » I just felt like 144 already included
[53:29] that, too.
[53:31] >> [laughter]
[53:33] » [laughter]
[53:33] >> We're in the wrong business.
[53:34] » We're in the wrong business.
[53:34] >> But it does have to be pre-approved.
[53:37] » But it does have to be pre-approved.
[53:37] >> Yeah, it does have to be pre-approved. I
[53:38] » Yeah, it does have to be pre-approved. I
[53:38] got you.
[53:38] >> you know, but we're not going to not
[53:40] » you know, but we're not going to not
[53:40] approve going to London for air show.
[53:42] We're not going to not approve. I mean
[53:44] >> I'm setting up meetings in DC for us. I
[53:45] » I'm setting up meetings in DC for us. I
[53:45] mean
[53:46] >> See there's some predictable stuff that
[53:48] » See there's some predictable stuff that
[53:48] I wish that we could include in this
[53:50] 144.
[53:51] >> some of those are some of the people
[53:52] » some of those are some of the people
[53:52] that we need to
[53:54] and that's what their job is for but
[53:56] but they still have to get there
[53:58] themselves. So it's going to be always
[54:01] any most 90% of your lobbyists firms are
[54:04] going to have that in there.
[54:05] >> Yeah and
[54:07] » Yeah and
[54:07] Jones Group like all other lobbying
[54:09] groups that that say actually went to
[54:11] like the air show in London they
[54:12] represent
[54:14] numerous companies over there and so
[54:16] it's just not one company.
[54:17] >> are all the companies splitting their
[54:19] » are all the companies splitting their
[54:19] travel costs?
[54:20] >> But they've not they're not billing us
[54:23] » But they've not they're not billing us
[54:23] for the travel for the lunch air they
[54:25] they not have they have never billed us
[54:26] for something above and beyond what
[54:28] their contract
[54:29] >> Oh that's what I was asking. I thought
[54:30] » Oh that's what I was asking. I thought
[54:30] you were saying that we have been billed
[54:32] like that before.
[54:32] >> no no no no they have
[54:33] » no no no no they have
[54:33] >> So Jones traditionally has not billed us
[54:35] » So Jones traditionally has not billed us
[54:36] >> No cuz they that's part of their job to
[54:38] » No cuz they that's part of their job to
[54:38] go over there.
[54:38] >> Well I agree. I just was curious. I mean
[54:40] » Well I agree. I just was curious. I mean
[54:40] cuz it says here
[54:41] >> No Doug if they I know that's part of
[54:42] » No Doug if they I know that's part of
[54:43] their job but now if it comes and they
[54:45] we say hey we're going to Timbuktu
[54:49] and we need you set up meetings for
[54:50] Timbuktu. That's what I thought you
[54:51] said.
[54:51] >> That's a separate contract.
[54:53] » That's a separate contract.
[54:53] >> Yeah he's he's yeah we'll have to pay
[54:55] » Yeah he's he's yeah we'll have to pay
[54:55] them for it.
[54:55] >> separate air show and DC
[54:58] » separate air show and DC
[54:58] that kind of stuff.
[55:00] >> If they ever do anything like that extra
[55:02] » If they ever do anything like that extra
[55:02] above and beyond
[55:04] >> above and beyond yeah that's in their
[55:05] » above and beyond yeah that's in their
[55:05] scope they're going to ask for us to be
[55:06] paid.
[55:09] You want I mean
[55:10] >> I'm only worried.
[55:10] » I'm only worried.
[55:10] >> I got you. We and we can get in touch
[55:12] » I got you. We and we can get in touch
[55:12] with Greg and let him call us before we
[55:14] pass this and explain everything to us.
[55:15] Other than that we we're saying it but
[55:18] yeah.
[55:19] >> That's all I have.
[55:21] » That's all I have.
[55:21] >> Okay.
[55:23] » Okay.
[55:23] >> So Genie got number seven I guess.
[55:26] » So Genie got number seven I guess.
[55:26] >> Uh-oh hold on.
[55:28] » Uh-oh hold on.
[55:28] >> General information?
[55:29] » General information?
[55:29] >> Yes sir.
[55:31] » Yes sir.
[55:31] There is an update um
[55:34] for Montgomery Thrive small business.
[55:37] Um Frank Robinson and Jennifer Anderson
[55:39] are here to give a brief update on where
[55:41] we are, how they're rocking and rolling
[55:43] with that program.
[56:23] Frank, you want to go ahead and start
[56:24] talking? I'm going
[56:25] >> Yeah, Miss trying to do that. We're
[56:26] » Yeah, Miss trying to do that. We're
[56:26] running short on time.
[56:27] >> Yeah, no problem. And I'll be quick with
[56:29] » Yeah, no problem. And I'll be quick with
[56:29] the presentation. And I want to say
[56:31] thank you
[56:33] to you commissioners, and thank you to
[56:35] um,
[56:37] thank you to our
[56:38] acting administrator Regina for her work
[56:41] and as well as
[56:43] Robin and Jennifer as well. We wanted to
[56:46] just spend just a short moment to
[56:49] give you an update on on the Montgomery
[56:52] Thriving
[56:53] as it exists today. We are thankful for
[56:56] your trust
[56:58] in, you know, everybody to get this
[57:00] redone. And we were happy with the
[57:04] fidelity as which has been done that.
[57:06] Next slide, please. I'll go through
[57:08] these slides pretty quickly. And as
[57:10] always,
[57:12] I'm a phone call or a meeting away if we
[57:14] need to dig into some of the details
[57:17] as you review this presentation. Um,
[57:22] One of the things I wanted to mention is
[57:23] that the summary of the funding, the
[57:26] program was originally at 2.5 million,
[57:28] but we were able to out reallocate money
[57:31] from other pots. And we actually wind up
[57:34] having a baseline of 2.8 million to
[57:37] distribute to businesses. Every dollar
[57:40] counts and this allowed us to do
[57:41] additional 6 to 10
[57:43] businesses here. We remain
[57:47] We want to continue to remain
[57:48] transparent on that but we're thankful
[57:49] [clears throat]
[57:50] that we were able to serve more
[57:51] businesses. Next slide, please.
[57:55] To date we have awarded 2.5 We had a
[57:59] remaining 279. This was as actually as
[58:03] of the 31st. We're pretty much
[58:06] at the end
[58:09] We're pretty much at the end of the No
[58:11] problem.
[58:12] At the cycle end we will expend or
[58:15] commit all the dollars by the end of
[58:17] this week.
[58:19] Next slide, please.
[58:21] Just to give you an overview, we had 391
[58:24] applications received. We processed 279.
[58:28] We gave technical assistance 227.
[58:31] We had a lot of messages, information.
[58:34] We were really
[58:35] through all the different kind of
[58:37] vehicles in touch with people but really
[58:41] got that message through and we were
[58:42] thankful for county commission as well
[58:44] as city council members who helped us to
[58:47] spread the news, get messages,
[58:50] send information but were able to give
[58:52] those updates as well. Next slide,
[58:54] please.
[58:57] You notice here that we had 15 million
[59:00] dollars in requests for for those
[59:03] dollars.
[59:04] We were able to process percentage of
[59:07] that. 112
[59:10] applicants were not processed but you
[59:13] can see the awards.
[59:14] Uh
[59:16] some of the final determinations here
[59:18] and I'll get into some of these by
[59:20] district and council in the next slide.
[59:23] Next slides.
[59:34] » Just make sure. Oh, here we have 116
[59:37] awarded grants, average of $21,000 here.
[59:41] And we're we're 90% probably 95 right
[59:44] now percent of the way projected. We are
[59:47] the end of this week the funds will
[59:49] totally exhaust. We won't get to
[59:51] everyone on the list, but it was a first
[59:54] come first sort of basis. We did that
[59:56] and I'll talk a little bit about the
[59:57] process in the next next next slide,
[1:00:00] please.
[1:00:04] So, here you see the award by types.
[1:00:06] Most of the as you see the most of the
[1:00:09] award programs were the capital
[1:00:11] improvements. So, business small
[1:00:12] businesses that were looking to
[1:00:15] improve their
[1:00:18] their business somehow, but we had
[1:00:20] others and other allocations as well
[1:00:22] that took advantage of that. But, really
[1:00:25] happy about how that went and how how it
[1:00:27] helped small businesses. Next slide,
[1:00:28] please.
[1:00:32] Here you look at the the county
[1:00:33] districts. This is a breakdown of where
[1:00:36] things went. Uh
[1:00:39] District 4 having the most, but
[1:00:44] kind of everybody got touched across the
[1:00:46] board here in in in in the different
[1:00:49] categories that we that you see for
[1:00:52] those areas.
[1:00:53] Next slide, please.
[1:00:56] So, wanted to talk this a little bit
[1:00:59] briefly about the
[1:01:00] grant execution agreement. This was
[1:01:02] definitely a
[1:01:06] Go back to the other slide. There, thank
[1:01:08] you.
[1:01:09] This is definitely a kind of partnership
[1:01:11] between the county city
[1:01:14] as well as what being the management of
[1:01:16] Booth Management.
[1:01:18] This process kind of was fully there.
[1:01:21] We participated in weekly sessions uh
[1:01:23] with the county and the city and Booth
[1:01:26] Management. We met every week. We
[1:01:27] discussed uh kind of the grant uh
[1:01:30] execution. Uh they were they were
[1:01:32] electronic signatures. Uh fully executed
[1:01:36] uh copies were returned. Um and then
[1:01:38] we're transitioning to the reimbursement
[1:01:39] phase now. And so, really uh
[1:01:42] collaborative um
[1:01:45] way that we we approached this.
[1:01:49] As you see uh here on this slide, I
[1:01:52] wanted us to mention that we are we have
[1:01:54] the disbursements. We're starting to
[1:01:56] that 312,000
[1:01:58] uh is actually higher now, but that's
[1:02:00] the total amount uh finally approved.
[1:02:03] So, once they get a uh conditionally
[1:02:05] approved, uh we they go through the our
[1:02:09] businesses have to return their process.
[1:02:11] They have a process that they have to
[1:02:12] do, watch videos, and other things. And
[1:02:16] so, that that amount that's been
[1:02:17] released because they've finished those
[1:02:19] things. Those This uh we expect this one
[1:02:22] to go up because we're at now at this
[1:02:25] portion of the phase. So, we expect by
[1:02:27] the end of the month that this would be
[1:02:29] 80 80%.
[1:02:33] Uh this this request was funding type.
[1:02:36] Uh this what you want to know is that we
[1:02:38] had a assessment that uh Booth
[1:02:40] Management has set up for us. Uh and
[1:02:43] there were two things. There was
[1:02:45] advanced uh if there was a low risk,
[1:02:46] there was a risk uh profile that
[1:02:49] everyone got. And if there was depending
[1:02:51] on what type you were in, uh there was a
[1:02:54] advanced uh that's given um at a
[1:02:56] percentage. But also, uh there were
[1:02:59] retroactive uh
[1:03:00] grants as well. So, if they were higher
[1:03:02] risk, uh they were included in the
[1:03:04] budget. They had to show certain things.
[1:03:06] Um and then the those payments were done
[1:03:07] on a reimbursement basis based upon risk
[1:03:10] and other factors. Next slide.
[1:03:13] Uh just want to just these are some I
[1:03:15] won't go into this. Uh these are some of
[1:03:17] the requirements uh that went into the
[1:03:20] risk factors here.
[1:03:22] The award amount, the years of business,
[1:03:24] and other criterias that I can
[1:03:27] get into at a later time.
[1:03:30] >> Yeah, Frank, we running a little bit
[1:03:31] » Yeah, Frank, we running a little bit
[1:03:31] short on time. So
[1:03:33] >> We're we're good. I won't Thank you
[1:03:35] » We're we're good. I won't Thank you
[1:03:35] Well, we we I'll let you read the
[1:03:37] slides. I just want You got the the main
[1:03:39] gist of what what we
[1:03:41] >> to share Regina Regina actually just
[1:03:42] » to share Regina Regina actually just
[1:03:42] mailed them to us.
[1:03:43] >> Okay, perfect.
[1:03:44] » Okay, perfect.
[1:03:44] >> Both of you have them.
[1:03:45] » Both of you have them.
[1:03:45] >> the emails and again, this was just to
[1:03:47] » the emails and again, this was just to
[1:03:48] give you
[1:03:49] an update, but we were able to do more.
[1:03:53] I know that was a something that
[1:03:55] some of the commissions asked for.
[1:03:57] We were able to go above the 2.5. We're
[1:04:00] able to do this with Fidelity. We're
[1:04:02] thankful for both management because
[1:04:03] they had a system that allowed it to be
[1:04:06] fair, accurate, audit defensible,
[1:04:09] as as it was said, but this was a really
[1:04:11] good partnership and a turnaround
[1:04:14] kind of where we were a couple of months
[1:04:16] ago,
[1:04:17] and I just want to thank you for for the
[1:04:18] partnership.
[1:04:19] >> Yeah, thank you.
[1:04:20] » Yeah, thank you.
[1:04:20] Jennifer, you got anything you have to
[1:04:22] We got You good?
[1:04:23] >> I'm good.
[1:04:24] » I'm good.
