[3:01] I am also the district for Representative and I represent Takoma Park Silver Spring inside the beltway.

[3:08] Kensington Garrett Park all the way up to North Bethesda and parts of Chevy Chase.

[3:13] I also chair the government operations and fiscal Policy Committee.

[3:15] And I'm on the Transportation and Environment Committee.

[11:46] And so with that, what I'm curious is how's the county's budget being allocated to prioritize and support student well-being in the near future?

[12:03] But we also have members of our education and culture Committee.

[12:07] I councilmember mean and out of us are here and councilmember Amazon also chairs are HHS committee.

[12:14] So I will just say that throughout, particularly for myself throughout this year, I've been really prioritizing on the issue of mental health and raising awareness about mental health, especially with our young people.

[12:27] And so looking at the services that are provided throughout our county lifting up some of our nonprofits and working with Mcps to make sure that we're meeting your needs is really a priority this year.

[12:41] And so looking at how as we are entering this next budget working with the school board and Mcps staff to make sure we're meeting those needs is going to be very important.

[12:51] So first kick it off.

[12:52] Also to councilmember ominous.

[12:55] >> Thank you, Madam President, and thank you for your service.

[12:59] I've seen your resume.

[12:59] It's extremely impressive.

[13:00] So thank you for that and your leadership.

[13:03] I know you're doing this on top of being a student which is extremely difficult.

[13:06] But you're making it look easy.

[13:09] So good job.

[13:09] So in addition to the very important investment that we're making in CPS and I have to give Mcps leadership a big shout-out.

[13:18] We've seen significant changes over the last 2 years.

[13:20] And the partnership between the Board of Education and the County Council has never been stronger since I've been around.

[13:28] And that bodes well for the future because we are all part of the same team.

[13:31] Now, though, we can't fit every need.

[13:35] I have a higher degree of confidence that I've had in a long time that we're doing the pretty decent job.

[13:40] But in addition to the investments and mcps, we also are trying to make investments to the Department of Recreation Department Parks, Department libraries and the other county agencies that a lot of you all utilize and take part in because we

[13:55] know that's critically important as well.

[13:59] So we provide well rounded opportunities for both programs, services in places for you to be able to go safely.

[14:04] And the last thing I'll mention in, I've had conversations with the county executive about this is we know that it's going to become increasingly difficult for teens to get jobs over the next year and a half in our region during the recession

[14:16] 12 years ago.

[14:16] That actually was when teen works was born because so few youth were able to access jobs that normally they were able to be able to That's something we're going to have to focus on as well because that will be important, too.

[14:32] >> Thank thank You.

[14:37] >> I agree with all that.

[14:38] And also and on you know, in addition to the staffing and the operating costs that that we need to work out for schools as well.

[14:44] As for the other departments we have across the county which are supporting our our students, that our youth, there's also the quality of our buildings, which, of course, contributes to the wellness of students.

[14:52] And we know that we have significant infrastructure needs and shortcomings that we have to make up a redo, have buildings that are falling apart.

[15:01] And it's really, really expensive to get all those things fixed.

[15:03] And I know that that is something that that Mcps is prioritizing, that the board of Ed is prioritizing and we're going to work closely with them to get as much of those major projects done as is as is possible and to and to streamline the repairs

[15:18] and figure out how those repairs dovetail into major projects and reconstruction.

[15:23] And since we councilmember sales who just joined us and we do like to introduce yourself, yes, good evening.

[15:30] I serve as one of your 4 at-large council members.

[15:34] >> I serve on the Health and Human Services Committee and the Economic Development Committee.

[15:39] The council's lead for eliminating disparities in public health.

[15:42] And I also started the council's youth Advisory Council.

[15:47] So we met the new student member of the board last year and just a quick follow-up on the question about mental health.

[15:54] We also do a biennial survey here in the county.

[15:58] This has been the number one issue on top of everything happening from our residents.

[16:04] And I know you will all be in school and you don't have time to tune into our meetings.

[16:08] But we are having a joint public hearing tomorrow with our Health and Human Services Committee and Public Safety Committee to talk about and a low report that's being released on mental health and how we're responding to mental health crises

[16:24] in Montgomery County.

[16:24] So even if you can't tune and it'll be on you, too, and you can look at the report and follow up with any questions.

[16:53] I would like to bring to your attention, the mental health and overall burnout of our students.

[17:00] The workload has gotten stronger.

[17:01] You're grading pro policies have gotten harsher and you sent us home with a bunch of homework and then you still expect us to join our extracurriculars and do all of that.

[17:10] It creates so much burnout on our students.

[17:12] And I would like to know what you would like to do to combat that.

[17:21] Yeah, I think as we talked about before, one of the things that as councilmember sales talked about, the joint Committee session tomorrow, looking at our mental health services here.

[17:32] And I'll just see if council member of the U.S.

[17:40] >> curriculum development is a partnership with the primarily managed by our colleagues in the Board of Education.

[17:46] But it is clear that we need to do everything and anything that we can do to support your all's mental health because we know you all are experiencing pressures that none of us could have imagined as youth ourselves.

[17:57] And I have 4 kids, 2 in high school when a middle school in on elementary school and the level of homework is substantial and the my my kids who are able to carve out time during the day and teachers that allow them to have time during the day.

[18:13] Our sleeping better able to participate and more activities.

[18:18] And so we would love to hear more and work with our colleagues in the Board of Education.

[18:22] But we are going to be doing even more than we have in providing more mental health services.

[18:29] And we have worked on providing social workers in schools and there's more to do.

[18:35] But we really understand how important that is particularly right now.

[18:40] I also will say this.

[18:41] We've heard anecdotally that the new cell phone policies that are currently underway within schools, at least my kids are telling me it's actually been helpful to them in some ways.

[18:50] So I know people probably have different views and opinions on that.

[18:54] But but that's another source of stress.

[18:58] And we're hoping that by changing those policies that will alleviate at least some of it.

[19:03] >> And one other thing I want to lift up is a program.

[19:05] We have called be the one the letter be the one through our Department of Health and Human Services.

[19:11] And they have investors that some of our schools and if you want to connect with them or even start a cohort at your own school, you can find them on Instagram at be the one underscore and see.

[19:24] And that is really about Piers young people helping young people regarding mental health.

[19:32] In addition to that, I just also want to say if anyone is feeling like they need assistance, 9, 8, 8, is the number that you can call 24 7.

[19:42] You can also text that number is also available in Spanish as well.

[19:47] And that is another way that if you're feeling you need to connect with someone right away, you can call 9, 8, 8, And also I know members of our school community can talk about the wellness centers and was available at your schools.

[20:57] Sadly on here tonight to share that that incidents have not gone down since then.

[21:08] It has gone up.

[21:08] Can you share with us what the council is doing to combat the

[21:15] To turn to Councilmember Friedson.

[21:19] >> Thanks for sharing and I appreciate we unfortunately talked about this when you came before.

[21:25] And I'm sad to say that the concern and the issue has not gotten better as we would like.

[21:32] The council has really been active on this.

[21:35] We passed a resolution to combat and address Anti-Semitism, specifically that passed unanimously by the previous council to call it under the new council when council member Glass was council president, we had an anti a task force is specifically

[21:53] what that?

[21:55] All forms of hate and had a cohort specifically looking at Anti-Semitism specifically.

[22:01] I have worked very closely directly with some of our community partners like your screen Relations Council and a DL, a J C that worked very closely with the school system to do trainings with educators.

[22:16] A number of other efforts as well to try to address some of the Anti-Semitism issues that have it happened on a case-by-case basis in school.

[22:23] We're doing what we can to try to address this issue.

[22:27] Unfortunately, we have seen hate on the rise and it is extremely concerning.

[22:33] The council has also been extremely active in providing nonprofit security grants to organizations the on schools.

[22:41] We know that students are spending their time that are at risk of experiencing hate crimes.

[22:48] Those are religious organizations, but also

[22:52] based organizations.

[22:52] And we have really tried to help in that regard as well.

[22:58] But it's a it's an alarming concern that we share and one that we are actively working on every

[23:03] Thank you.

[23:07] >> Under his leadership when he was council president kicked off the Anti Hate Task Force Councilmember last.

[23:20] But we all know that there is too much hate in our community.

[23:23] There is too much Anti-Semitism.

[23:36] And there is one thing about Montgomery County.

[23:38] We are actually the most religiously diverse community in the whole country.

[23:44] Think about that.

[23:47] Montgomery County is more religiously diverse than any other community in the United States.

[23:51] And so we all pray differently.

[23:55] We think differently.

[23:56] But we got to be kind to each other.

[23:59] And so whether you're in school or outside of the school, please don't make fun of people because they're different.

[24:06] Whatever that differences, nobody likes being picked on.

[24:49] How come the construction of north to be financially prioritized alongside maintained that well-being of north of students, especially while we as a community are being held in active, could holding facility with no stadiums.

[25:01] No auditoriums know, honestly, no facilities with a very limited campus itself.

[25:08] So I think one of the things that we've been working on as councilmember Alan eyes and councilmember me talk before her on the Education and Culture Committee is when we receive the budget from the school board is working to make sure that projects

[25:25] are completed in our community.

[25:29] And one of the things that this council has been talking and working in partnership with the school system is on projects similar to what you were just talking about is making sure that when we're planning a project here in in our school system

[25:43] that we're doing it with the community input and planning it out so that we actually deliver a project that meets the community needs.

[25:51] And I think there have been some instances in the past.

[25:55] And now I think a school system agrees that maybe we haven't always lived up to that.

[26:00] But there is a commitment from the school system and from the county council to work together to really closely look at the projects we are going to be doing in the future to make sure that we are completing them to meet the needs of our community.

[27:26] The plan is that once that construction is done, that the students will move to the German town, can't it's right on the border of the Montgomery College campus on Goldman Germantown.

[28:08] You know, I don't know that that we all have been chosen in very and I know that we've all been chosen in different ways.

[28:17] And and and candidly, you have to run for office just like I was talk about student government.

[28:24] You get in student government because you run for the office and that's what happened with all of Every one of us has gotten here in a different way.

[28:33] I was mayor of Gaithersburg for many years.

[34:35] What specific policies at what specific policies and practices does the county have in place to protect students whose families may be at risk of deportation.

[34:45] And how are these policies communicated to students and families and how are they evaluated based on effectiveness?

[35:22] These are very similar resources that Mcps also has on its website for families.

[35:31] No information about know your rights and how to spot ice and other things that I will be helpful in our community.

[35:37] Unfortunately are things we all need to know right now and will be helpful in our community.

[35:44] I do want to stress that our local police are Montgomery County Police Department does not in force immigration, us.

[35:54] So our local police department does not do immigration laws enforcement and in it.

[36:01] I know it's very confusing in these days and also our police department are getting new Velcro stickers on the back of their uniforms.

[36:09] So it is clear to members of the public who are police officers are in the community.

[36:15] In addition to that, a number of us on the County Council Council, I know council meeting in if any Gonzalez, myself councilmember make it, all of us have been doing a lot of work in the community to do know your rights training, how to spy,

[36:29] how to keep our community safe.

[36:32] And we really appreciate many of the groups who are doing this work in partnership with the county Council organizations like Moco IRC, this student organizations, Catholic Charities, Casa and all of them.

[36:48] This is a like a full community press that we're doing right now and how to have a council member making a counselor funding as al juez anything else to

[37:00] Yes, and I wanted to say thank you for being being a leader with students fare the work that students fares is doing is incredibly important.

[38:41] I also want to give a huge shout out to a lot of our mcps staff members on the ground who are working very, very closely with with family members who are at risk and with families that have unfortunately already lost family members who have

[38:55] been detained, some of whom have already been deported in some, we're working to try to bring back to the community.

[39:00] Want to give a big shout out to I'm Blair High School community where they were able to bring a dad back back into our community, which is very difficult to do.

[39:10] And I have held at trainings myself, my office for Mcps staff as well.

[39:15] It has been attended by hundreds of people and students.

[39:19] There has participated in those trainings as his McGuire see and Casa.

[39:23] But the turn out to those as well as many other of training events that have been happening on through the county through and CPS and through my colleagues offices as well.

[39:31] The attendance there really shows that you are in a community where all of us are worse working to stand on the right side of this issue and just and strongly there.

[39:42] So and one thing to know about the what does it mean to have safe protocols in our county facilities and in our schools and any any space that is not open to the general public and that goes for secure schools, right?

[39:55] Of course, are not open to the general public in workplaces.

[40:00] Employee rooms are not open to the general public.

[40:04] There are spaces in our county facilities that are not open just to anyone to the general public.

[40:07] Maybe you need to be a member.

[40:08] Maybe you need to be a staff member and it's a

[40:13] you we are allowed to enforce a judicial warrant requirement.

[40:17] That means that if ICE wants to come in, if federal law enforcement wants to come in, they are not legally allowed.

[40:24] It's why it's good to have locks, but they're not legally allowed to enter those spaces without permission or without having a warrant that is signed by a judge which they almost never have.

[40:34] And I'm getting a little bit and into the weeds.

[40:36] But I think this is important for you and family members and community members to be able to make accurate risk assessments of those are the type of protocols that we are working to enforce in all of our county buildings as well as across and

[57:44] And the reason you do the work and the reason that we are leading in making Montgomery County greener and cleaner is because we're in a climate crisis and we want to make sure we leave the planet and our community in a better place for you all

[57:59] when you become our age.

[58:00] And there's a lot of work that we have to do.

[58:04] I'll ask you this question here in Montgomery County.

[58:05] How many what percentage do you think of greenhouse gases come from?

[58:10] Let's say buildings.

[58:16] 52%.

[58:16] 52% of our carbon emissions come from physical buildings, which is why we're making doing work to make sure that our buildings are greener and making sure that they're more energy efficient, the work that we're doing soon in the coming years

[58:29] and months is to make sure that we increase composting so that you can throw food out at home.

[58:34] And if you live in a single-family house or an apartment building, we also want to make sure that more of the waste system is cleaner.

[58:44] And then also we're just making sure that more buildings are cleaner because transportation, we got a lot a public transit buses and metro and energy efficient cars.

[58:54] And so we're doing really good there.

[58:56] But we just got to keep working on our building.

[58:57] So when you go home, make sure your parent recycle and try to think of some composting to for that extra food that you don't eat.

[1:00:08] I just I do want you to know that that is a space where, you know, >> in my prior work, I've done a ton of work in my current work Councilmember Friedson and I have worked with Mcps in the past to revise the way they do that reporting for that.

[1:00:21] When something like that happens in the years, why?

[1:00:27] Because even though that is it's vandalism and hate is hate speech and you may not know who did it.

[1:00:33] We want to know what happened and it's important for the school to know what happened to document it.

[1:00:39] And then to discuss and figure out how to take proactive steps to reduce that type of hate bias inside your school building.

[1:00:48] So we always say, you know, take a picture of it before it gets cleaned up, right?

[1:00:51] We know we want to clean it up.

[1:00:52] We don't want more people exposed to it.

[1:00:58] But document it and make sure it's known and talk to, you know, the your your folks in central office and talk to the school board about what you're seeing in your school building.

[1:01:57] If you want a pothole filled, if you need to treat trend, if if you need access to health clinics.

[1:02:05] But the number one thing that people contact 3, 1, one about his trash

[1:02:10] And so there are a number of different ways to to to get the help that you need.

[1:02:15] But I'd start with the Department of Environmental Protection and you'll see all the services that we provide.

[1:02:22] And if you think that we need to do more, send us an e-mail and let us how we need to expand those programs.
