[4:27] which is an '09 Kinworth, and that would be sold on GV deals with the approval
[4:32] here. Uh, in addition, the truck body uh accessories, which includes a a plow and

[4:42] proposal for mechanic body and equipment for dump body plow wing plow and
[4:47] accessories for this new truck in the amount of $149,298.

[5:03] these larger trucks, single axle and tandem in the fleet. Three tandems, six
[5:07] single axles. Um, with the addition of this wing plow, this would be our fifth
[5:12] wing plow. Um, we have we'd have two on the tandemss and three on the single
[5:16] axles. Um, just a little bit about the wing plow. Uh, it's saved us a
[5:20] tremendous amount of time. Um, mainly because we can go, especially in the
[5:25] residential streets that are 34 foot uh, face to face of curb, we can now go down
[5:32] there with one pass with a truck behind us cleaning up to the curb. Uh and then
[5:36] likewise on streets like Courtland, we can actually go three trucks in tandem
[5:40] and clear all of Courtland. So it's been a huge time sa saver. Obviously all the
[5:45] guys support and want the wing plow. Uh originally we had fears of obviously can
[5:50] do a lot of damage too. Um but it's been great uh country roads to be able to
[5:54] push it back further for drifting. Um so again we'd like to add that wing plow um
[6:00] to that. Um, couple of other things just in terms of
[6:06] purchasing this truck. Uh, our average age of those nine trucks right now is 8
[6:11] and a half years. Um, this is an '09 or next oldest is an 11 that we would look
[6:17] towards next year or the following. Um, but with nine of them and going about 17
[6:22] years, we probably should be buying one at least every other year. Uh, and
[6:26] they're in that, you know, 285 300,000. probably not going down in price anytime
[6:31] soon is my guess. Uh obviously there's been an exponential increase over the
[6:35] last five years. Um by purchasing this truck it would reduce our th those nine
[6:41] trucks from eight and a half years to 6.7 which is good. Um, I think once we
[6:46] get in that average of nine, uh, we did have a couple storms this year where
[6:51] basically we had two T trucks down at one time, uh, which can obviously puts a
[6:56] lot of stress on the guys, our mechanic to keep things moving. So, um, as far as
[7:01] this this truck in general, we had almost a year wait before. Um, the
[7:07] reason I'm coming to you now before the budget is there will be a price increase
[7:10] and this will be in the March build. So, if this gets in the March build with
[7:15] CIT, uh it would be uh we might be able to see the truck in four weeks after the
[7:20] build um here in March. So, hopefully we'll see that in a month, which is a
[7:25] lot better than um the year that we've been experiencing. Uh and then Kanig,
[7:31] their work would be September, October time frame. Um so hopefully it would be
[7:36] ready to go for uh next snow season. So, with that, I'd be glad to answer any
[7:41] other questions that any of you might have.

[9:20] Morton Municipal Code to establish standards for the construction of

[9:36] others for quite some time. Um, Trusty Leech has been involved some too on
[9:40] this. Uh, we've been working on for a while. I think it's time to move it
[9:44] forward. I think this is good for all the citizens in town, including us. Uh,
[9:49] but basically, this would just establish uniform standards for construction,
[9:53] placement, and maintenance of facilities within the rightway. Um obviously with
[9:58] the frontiers Comcast I3s um and and these real this really will
[10:03] help further protect uh public safety preserving our infrastructure which is
[10:09] big. Uh we've had several hits had a water mane hit the other night on
[10:13] Idlewood um and to ensure that the work in the rightway is completed in a safe
[10:17] quarterly and workike manner. So I'm here to tell you it's not going that
[10:21] well out there. So, I do have a meeting with Frontier even tomorrow, but we're
[10:25] going to work with all of them. Frontier, Amaran, I3. Um, this will be a
[10:30] little harder for them obviously on the front end. Um, you know, some of the
[10:35] bigger changes is permits by specific um contractors doing the work. Uh, for
[10:41] instance, with Frontier now, Urban's a contractor, I think we've had 13 subs.
[10:46] Uh, and so it's hard to keep track and keep tabs on them. we make sure they all
[10:51] have insurance, but it's becoming tougher and tougher. So, we're going to
[10:54] try to shrink down that process um and and get a better handle on it. But
[10:59] there's other things in terms of depth, keeping that at a at a depth between I
[11:04] think it's 18 and 42 in to where if they're over uh
[11:10] 40 in I believe it is, um they have to actually do camera work behind. No
[11:15] different than Amarind and the village of Morton. So if those companies are
[11:19] complaining, we're doing no different than they are. So once you get below
[11:22] that four or 5 ft, you get into danger zone. You start and we've had that.
[11:26] We're hitting citizens laterals that aren't marked. Now they're working to
[11:30] fix it, but that's the danger zone. You don't find that till a month, two months
[11:33] later, citizens, you know, basement's backing up with sewage. Um so this will
[11:39] help us really uh get a better control on that. But it's going to be a little
[11:42] harder for all the utility companies. But um I think this is a good thing. Um,
[11:47] we could come back to you in 90 days and make a few amendments as we go forward
[11:50] and find things out, but time is now to get this implemented and my plans to
[11:54] start tomorrow um to start getting a little better control out there in the

[12:03] here. This would actually change it to their work hours match our 7:30 to 4.
[12:07] So, too often we're finding them going out after hours when they know it's hard

[12:15] wave it. Obviously, we want to work with them um you know on the weekends or
[12:19] something uh if there's an emergency or something like that, but um we're done
[12:23] with trying to help you all week and then you're scrambling after hours
[12:27] because you know we're not going to do uh stuff like that. Blind no more blind
[12:30] boring uh which is prohibited anyway. They're still doing that. Um
[12:36] there's a lot of layers in here. Even at the end is asbuilt information. And
[12:40] that's probably one of the bigger ones is providing that documentation within
[12:43] 90 days of where your facilities are vertical and horizontal. And if they
[12:48] aren't there, then you can remove your facility from the rightway. So, um, it's
[12:52] it's a nononsense, but I think it's good. I mean, I think people expect when
[12:55] they come to Morton, um, I think Nate could attest in the in the world he's
[12:59] in, too, that when you come to Morton, people know we expect you, you know,
[13:03] when you submit a plan, you build it for the plans. So, to me, this is no
[13:06] different and it's time to stay on top of that. I think most importantly, I I'm
[13:11] glad we're here tonight to support our public works guys, uh, the Blake de
[13:15] Armans, the Aaron Alers that are working tirelessly as locators to keep up with
[13:20] this work when we're getting exhausted with Julie tickets and and stuff like
[13:24] that. Um, you know, the other thing, uh, if I could add, even with Julie, the
[13:29] Julie laws change, it's tougher for all of us. There's times right now that uh
[13:34] other communities have so many Julies that Julie Laws changed it to where they
[13:39] can submit a code and they don't have to locate ours. We are experiencing that
[13:43] when our guys send in to locate. We can't even do the work in 48 hours
[13:47] because they sent in a code that they couldn't locate because they don't have
[13:50] time. Why? Because these utility companies are exhausting the system with
[13:54] Julie. So, while Julie's making new laws, it's the contractors in the field,
[13:58] in my opinion, that really are hurting us uh with that. There's not enough
[14:02] people to locate. So, again, we'll be able to control that by permits and
[14:06] stuff like that, and shrink it down so that we're protecting our facilities.
[14:10] So, protecting people's front yards, too, uh aesthetically, even with
[14:14] pedestals, stuff like that. Not that we might not upset a citizen that it needs
[14:18] to be there, but sometimes we'll get unsightly um pedestals or real huge.
[14:24] This has got some uh codified some language in there to give us a little
[14:28] bit more uh as it has to do with aesthetics and some of those things uh
[14:32] which I think is very important. So anyway, I'd be glad to answer any other

[15:17] sometimes due to laws that we have that allow anybody to come. Um, but we don't
[15:22] have a lot of room left, hence, you know, having to get another factory
[15:26] truck, stuff like that. Um, but the way this is is we'll get the plans, uh,
[15:30] we'll review those. Once that permit goes out and they do the work and we
[15:34] monitor that, once that work's complete, they will have 10 days to complete that.
[15:38] So, honestly, to answer your question specifically, we just won't grant them
[15:43] another permit till they go back and do that. So, we're working with staff,
[15:46] Zach, Benlight, some of those in the office to try to put people in those
[15:50] positions that, you know, once that permit's done, they're notified, our
[15:55] staff is to follow up. And I have another guy that will circle through to
[15:58] make sure everything's cleaned up. Otherwise, we just won't grant another
[16:01] permit. So, does that answer your question?
[16:03] » So, you're going to not be not going to be issuing permits for a while because
[16:08] they got a bunch of crap. >> So, that'll be how we get it done is
[16:12] either you fix it or you know what I mean. Another question I was is uh
[16:18] across the street from me. It was a Friday night and the village truck pulls
[16:23] up. It was about six o'clock at night and he's out there locating and putting
[16:28] flags in and here comes the the some I don't remember who flag or and they put
[16:35] all these flags up and that was last fall. Those flags are still there.

[16:54] there are flags all over this town that have been there forever.

[17:15] can't promise that for other contractors and their work. I will say uh March,
[17:18] April, May is probably your year that, you know, the part of the year you're
[17:21] going to see the most as work gets started. Um but this will help us too to
[17:25] kind of shrink them down because probably our biggest issue is is when
[17:29] they call in the, you know, 10 Julies at one time at 5:00. I usually get a call
[17:34] from Zach like, "Hey, we just got a slug of 10." And those might be, you know,
[17:39] multiple blocks. I mean, it might be a mile. Um, so it's sloppiness on the
[17:43] contractor. They should be meeting with us, white line the job, and then call
[17:48] the Julies in with the permits. Um, so hopefully we can control that some more.
[17:52] Another big one with that too that they're going to be required to do is
[17:57] homeowner notification, which I think homeowners will appreciate, whether
[18:00] that's door hangers or what. And to make sure they do it, they're going to have
[18:03] to give a certification after of the addresses they sent them to. and what
[18:07] they said at least follow back up with us. So that's another big one, too.

[18:18] flags in, we're just keeping up with whoever called the Julie. I mean, if

[18:29] get these contractors doing fiber and it's miles at a time, some of them want
[18:33] to call in miles at a time, which uh honestly is shameful. They should be
[18:38] called in to Julie. It's not right. Uh because all it does is make things
[18:42] unsafe because people are focusing on things they instead of what they should
[18:45] be focusing on. And so that's happening to our guys. Our guys are overloaded
[18:49] right now. Um trying to just keep up with locating. So, I'm very pleased with
[18:55] this and I think it will take care of some of the problems I've seen. I have
[18:58] very similar problems. In fact, my backyard, it's been marked six times
[19:01] now. Work's not done. It's been six months. Flags are still out there. It
[19:06] keeps getting remarked about every month. Keeps getting remarked, still not
[19:09] done. >> And but I think like getting a permit
[19:13] has be done 10 days. And just like that, well, that's you know, they've had six
[19:19] Julies. Well, that's five more than they needed to have. Well, that's five times
[19:23] more work for for everybody. And that's just one one specific job that you know
[19:29] about. So imagine that, you know, I'm sure you deal with across the board.

[19:54] from them, but it's time to get back to the basics here and work on something.
[19:58] And if you don't want to work on that and you go to this, then we're going to
[20:01] revoke with them, revoke or suspend this permit, and we'll go work on this with
[20:06] you. But if you're not going to work and just have all these located and be able
[20:08] to pick and choose what you want to go do just because of what's easy or you
[20:13] know you you bring in the you know the contractor that's the cheapest that can
[20:17] get the most done and damage the most at the same time and you're chasing them
[20:20] around. Um >> this this looks like
[20:26] this ordinance will put a whole bunch more work on you than what you ever had

[20:52] the first big step. And then really, it's just become more efficient on our
[20:56] end on who's responsible for what. And if I can get one guy to do this and
[21:02] Jamie not be bogged down. Jamie Bullard's really helped us on this, but
[21:06] him not get as much ball down in the beginning and the coordination and
[21:09] really more on the guts of the planning with me. I think it's going to create
[21:14] more work, but I think it's I mean I don't think it's going to be that crazy.
[21:18] Um, if the utility companies buy in, it'll make it even easier.
[21:24] » So, and I think they will. I don't think the utility people will be the ones
[21:28] that, you know, the the contacts for the frontiers or the ams. I think they'll be
[21:33] fine. It's the contractors and hope hopefully this will lead I mean I don't
[21:38] know if I'm supposed to say this Pat, but I I hope this ordinance leads to
[21:41] where if we get 12 different subs coming here, I like the top end coming here,
[21:45] right? We've already experienced that. When I3 came, they had excellent
[21:48] contractors, one throughout the entire job. We're not dealing with that
[21:51] anymore. We're dealing with 12, 13, you know what I mean, different subs, and
[21:55] it's exhausting. So, I'm not saying we're going to change that. They can
[21:58] still do 12 or 13. My hope is this ordinance makes a little tougher that
[22:01] the the good contractor probably can keep tabs on this and be efficient with
[22:05] this. The bad contractor probably not because they're going to have some
[22:09] responsibilities in here. So, >> what about
[22:13] transformers that they moved and the dirt settled and they're sitting like
[22:17] this? >> You're now going on to hammer and that's
[22:20] a I don't know if I can ever fix that one, but we tried.

[22:50] we always have to keep in mind too that those franchise agreements are written
[22:53] by Amarind, generally favor Amron, and do have some limitations on some of
[22:58] these issues. I think the question though is is what if one of these uh
[23:03] other utility companies does something that causes a amaran transformer or
[23:09] whatever to settle? Uh yeah. Are we supposed to do something to resolve that
[23:15] issue? Are they supposed to or just ignore it?
[23:19] » Well, within the conference ordinance, we have
[23:25] regulations on things like how they approach back fills. So if it's damage
[23:29] done to other infrastructure by reason of what the contractor is doing, um the
[23:33] contractor be responsible to the extent they don't comply with terms of
[23:35] ordinance. Beyond that, if it's a lasting, you know, it was installed per
[23:40] our requirements and the condition of it degrades over time, I'd need to think
[23:46] more about that to be honest with you before being able to appine as to how
[23:49] the ordinance addresses. >> But nothing drives us crazy more. So we
[23:52] do try to stay on top of that. I hope in the last 10 years you've seen better.

[25:44] The plan commission gave this petition a favorable recommendation to be approved
[25:48] and is staff supported. Also included in your packet is an exhibit showing the
[25:52] proposed configuration of the surrounding parcels if the amendment is
[25:55] granted. This is to be completed via plow survey outside of the plan
[25:59] commission village board processes. As of tonight, the village of Morton has
[26:03] not received any site or architectural plans to share with you all. And when
[26:07] plans are submitted, and as required with all projects, we will review,
[26:10] permit, and inspect any construction proposals in coordination with Morton
[26:13] Fire. This plan would clean up some zoning issues and allow for the Topper
[26:17] family property to be preserved while allowing for a new development fitting
