[1:16] Uh Chris was born in 2001 and raised in Colton, Oregon. He was a

[1:22] local guy. Uh being the second youngest in the

[1:25] family of six children. This uh the church he grew up attending

[1:31] had their own small school in Woodburn that he attended from second grade to

[1:35] high school graduation. He decided against going into college

[1:38] after high school and instead pursued the construction trade for the next 5

[1:43] and 1/2 years, framing pole barns, excavation,

[1:47] and metal roofing. In 2023, he worked for a non-profit food

[1:51] ministry in Pennsylvania in their shop. He found his way back home to Oregon in

[1:58] September 2024 and began working at the Colton School District

[2:03] as a special ed >> [clears throat]

[2:06] » van driver, securing his school bus license actually earlier this year,

[2:11] finishing the school year driving a bus. He has many hobbies

[2:17] » [clears throat] >> including gaming,

[2:19] mechanic work, and anything music-related.

[2:23] He plays several instruments and enjoys drumming for his church when he can.

[2:28] And he's also a very cool weekend warrior.

[2:32] As a US Army reservist drilling close to home at Camp Withycombe in Clackamas.

[2:38] He has just over a year of service under his belt having gone through Army basic

[2:42] training last summer and graduated AIT as a psychological

[2:47] operations specialist. He is excited to see how many how the

[2:52] Army and the Mount Angel Police Department can complement each other

[2:56] with their training and disciplines. Chris made it clear

[3:02] he is very excited to work for the Mount Angel Police Department

[3:06] because of one of the main reasons he was interested in working here was to be

[3:10] able to help the community members. He has a heart to help people.

[3:16] And what better way to do that than as a police officer with this great city.

[11:45] Agreement Ordinance 787.

[11:56] back in the summer of 2025 while responding to a public records

[12:01] request, it was found that the franchise agreement between Northwest Natural and

[12:03] the City of Mt. Angel had expired in 2021.

[12:07] After working with our attorneys to update any provisions, negotiations with

[12:11] Northwest Natural attorneys began. Communication was often few and far

[12:16] between, but we finally we were finally presenting something that both of

[12:20] parties agreed on. There are no subsequent changes from the prior

[12:24] agreement which expired again back in 2021.

[12:28] We removed duplicated sentence in section 1.10,

[12:32] updated an issue with numbering in section 5, we increased the double

[12:37] liability insurance provision, and updated the notice section. It is city

[12:42] staff recommendation to conduct the first

[12:45] reading of the attached ordinance granting Northwest Natural a

[12:49] non-exclusive gas utility franchise.

[17:27] At the same time, in the summer of 2025, while responding to that same public

[17:34] records request, it was discovered that the franchise agreement between Wave,

[17:38] operating as Astound, and the city of Bonita was about to expire.

[17:43] The city was also in need of an upgrade for internet speeds

[17:47] and wanted to memorialize the pro bono services that we received

[17:52] in the new contract. After working with our attorneys to update any provisions,

[17:57] the process of negotiating faster speed services at no cost took considerable

[18:02] time and ultimately could not be provided at no charge for the city

[18:06] hall's needs. Once

[18:10] new and improved services were settled at the library, the new franchise

[18:14] agreement was redlined by Wave in return. The law requires that franchise

[18:19] agreements with entities of similar service are obligated to be provided

[18:24] similar agreements. Between the last agreement with Wave and this one, the

[18:29] city adopted a rights-of-way ordinance and established a franchise with

[18:34] Comcast. So, the new agreement with Wave was withheld.

[18:39] It is our recommendation as staff to conduct the first reading of the

[18:43] attached ordinance, granting Wave Division a non-exclusive cable and

[18:49] utility franchise. Okay, thank you.

[20:07] thing that I need to update the council on.

[20:09] Some of the things that that we do is we keep an eye out for equipment that we

[20:14] might be able to use for the city. Um and we have a relationship with

[20:19] govdeals.com, which is [clears throat] a public

[20:21] auction site where municipalities auction vehicles and things like that,

[20:26] which is where we auction our vehicles actually.

[20:29] Um I was able to locate a trailer, a 7 6x12

[20:35] 6x12 trailer, um bumper tow trailer, um that had a

[20:42] sewer camera system mounted inside. Rather than a truck, buying a full-size

[20:49] truck and van or that type of thing, it actually is a pull-behind trailer

[20:55] with a office that has a monitors and a computer and the devices needed to run

[21:02] this camera system and the actual camera system mounted in

[21:06] it that we can go down go in our sewers and

[21:11] record what's going on there. Rather than paying $6,000 every time we

[21:17] need to look at something in our sewers, we will have our own camera system and

[21:21] be able to do that. Not only will we be able to do that, we'll also be able to

[21:25] better map and video all of our sewers in the city of Monahans, uh

[21:30] we will also actually you know you can go virtually anywhere. So our storm and

[21:36] our sewers. But so we'll be able to put that down there and

[21:41] without having to call an outside entity.

[21:43] Anyway, we looked into this, found out that it was a very useful machine,

[21:49] found out that it was a backup for another city,

[21:52] and then we started bidding on it. And so we are obtaining this

[21:58] setup for $30,000, just a little over $30,000.

[22:01] Um brand new cost probably

[22:05] around a couple hundred thousand. Um it's still quite usable and in great

[22:10] shape. Got all kinds of tools and all kinds of parts that go with it. In fact

[22:15] the tractor that with the camera in it actually has a variety of set of wheels

[22:20] that go on it and it just goes down the sewer and does its thing.

[22:25] It's got a replaceable user replaceable lighting

[22:28] and it's in fairly decent shape. So we decided to go ahead and bid on it and

[22:33] I won the election or I won the won the auction.

[22:36] We made payment on it this last week. And so Alan and I will be leaving

[22:41] tomorrow to go get it and bring it back to Monahans.

[25:54] Well, when they're kids, in particular, I learned a long time ago working in the

[25:58] garden in Salem, best thing that I could do when I was talking to with a child

[26:03] is to call the parent. And the best thing you can do when you

[26:06] call the parent is to have the parent come down and talk with you

[26:09] before they split up and leave. That way, they all receive the same story at

[26:13] the same time. Well, the officer had to recontact the

[26:18] parent because he done the aforementioned warning of the child and

[26:22] asked the question to the child to go home and tell the parents. Well, when I

[26:25] added the extra emphasis, the officer contacted the parent.

[26:29] And I believe that's the appropriate action.

[26:33] » Yes, that particular That particular cyclist is no longer in town, I have

[32:19] and the street light is nowhere near that crosswalk.

[32:31] done with that street light arm or brighter light

[32:36] to shine on that crosswalk. >> What do you mean they don't line

[33:20] those have been painted. A lot of the there's a lot of crosswalks on Main

[33:32] Street near the fountain, they have put up their special this is not a crosswalk

[33:37] sign. So, when that happens, then they have to

[33:41] designate that and then put up those signs to prevent people from crossing.

[33:47] the painted lines is a problem, but the other piece of this is

[33:54] everywhere that there is an intersection, there is a an official

[33:58] crosswalk. >> Right, right.

[34:00] » That's the rule as >> And so, we can we can talk to PGE about

[34:06] the light there and see

[34:09] » I've also noticed that some of the street lights by the old black the

[34:14] blackberry or black film or the the old video store used to be

[34:19] a old item. >> These are Tony's, so

[34:21] » And uh it's cross street from the gas station.

[34:24] » Oh, so in that particular area, and that is a

[34:28] crosswalk of concern for ODOT Um, because I had conversations with

[34:33] them about that crosswalk. They are going to put in special extra lighting

[34:38] ODOT um, light poles. In fact, I asked them

[34:42] to make them black because they couldn't they couldn't boost the output of the of

[34:48] the nice lights, you know, the decorative light fixtures we have on

[34:51] North Main Street. So, they're going to put up their standard ODOT um,

[34:56] lights, but I asked them to obtain them in black so they would at least blend in

[35:02] with uh, what's going on around there as opposed to being some just silver thing

[35:07] that you'd see alongside a highway somewhere. Uh, they agreed to that and

[35:12] so they will be installing new black lights in that pedestrian to that bigger

[35:17] crosswalk.

[35:21] » Very good. >> The crosswalk that crossed by Legend

[35:24] Insurance, it crossed yesterday. That was terrible.

[35:27] » Right. >> Somebody's going to get hit there.

[35:30] There's got to be a fearful park there and some people stop, some don't.

[35:35] » Well, the interesting thing also in the plans, if you look at the ODOT plans,

[35:39] there will be bulb outs, which means this the crosswalk the portion of the

[35:44] sidewalk will actually bulb out so that the person who's then crossing the

[35:49] street leaves the curb on the other side of where that car is parked.

[35:53] So, there will there will be increased visibility of pedestrians attempting to

[35:57] cross the street.

[36:02] » My last comment was uh, I think the fly issue is probably put to bed, but I had

[36:06] two main part one that's main part of town is their problem.

[36:13] This is not not the city's. >> I believe that to be true.

[36:48] areas both at the main farm and then at the other farm to the south.

[36:58] and mulch products and manure and all kinds of things like that, which are

[37:03] exposed to the to the atmosphere, to the air. And that is prime, if you look at

[37:09] the all the all the fly breeding stuff, is where flies lay their eggs.

[37:14] And so they like to come out in that big

[37:19] area of the main farm, but then also at the other farm as well, because of

[37:24] their business and that's their agra business. But it does promote the growth

[37:29] and the breeding of flies.

[37:48] Finally have a couple of things. One, flowers went up and I got to give a

[37:53] shout out to Alan's team in public works. This was their first year doing

[37:57] it and the uh the assembly line fashion of what they

[38:03] came up with really worked out pretty swell to be able to do it the the the

[38:09] Otis certified legal way and get it done in just over a day the

[38:14] first go round, especially since you got a little bit of a late start because of

[38:17] the weather. That was awesome. Uh had multiple people

[38:20] say that they're all in great shape. You guys did a good job not banging them

[38:25] up." >> Good.

[38:26] » And that came directly from Katie Beth

[38:34] So, they're out there getting watered. And then obviously we just had the 4th

[38:37] of July and so uh credit where credit's due, the chamber put on a a heck of a

[38:41] parade. And yes, I think uh we need to partner with a few people at the towers

[38:47] to create some modifications to the van to help with our ongoing safety concern

[38:54] with the with the candy. Um

[38:57] kind of I'm kind of shocked that our local dentist hasn't sponsored this

[38:59] parade considering >> [laughter]

[39:02] » there's probably a thousand pounds of candy that got thrown out.

[39:09] plastic grocery bags and you know they used to be able to get

[40:49] had to do with their neighbor. Um we got the email. I actually had a chance to

[40:54] speak with them and and their concerns were something that's already illegal,

[40:57] so that one is to bed for now. And then um

[41:02] the only other thing that I think perhaps next year, I think whoever runs

[41:05] the Calvary Cemetery is going to consider whether or not close it

[41:09] due to it being a prime viewing location for money.

[41:13] » Were there were there fireworks going off in the cemetery as well?

[41:17] » There was rumors that there may have been some uh people who were not being

[41:21] as respectful as they should have been in the cemetery.
