All right, goodness. This meeting in the map, pleasant, and the school district should call to order. Let the record show that a quorum board members is present. And this meeting has been duly called. And the notice of this meeting has been posted in accordance with the Open Textes of the Meeting's Act. Texas Government Code, chapter five, five more. Thank you all for being here. Hope everybody had a great summer. Good start to the school year so far. Please stand with me.
[0:39]
We ask also that you lead us and guide us as we make decisions for our school district things that will help our staff and our students be the very best that they can be.
[0:59]
God us as we might decisions here tonight that will affect our school district.
[1:05]
We thank you Lord for sending Jesus to God for our sins and we ask this in your holy
[1:11]
name.
[1:12]
Amen.
[1:13]
This prayer.
[1:15]
Do you want to be in the flag of the American flag of the United States of America?
[1:23]
Thank you for following for which to change one nation under God, indivisible, with liberty and justice for all.
[1:31]
And now the Texas flag.
[1:33]
How are the Texas flag?
[1:34]
Thank you.
[1:43]
Thank you.
[1:49]
So, don't have any guests with me tonight, but I do have three things that I wanted to
[1:55]
make all of you aware of.
[1:57]
This one is hot off the press from today, but she wouldn't contacted me like this afternoon
[2:03]
and let me know that two of our graduates have been named to the all-state journalism staff
[2:09]
that is the first time that he has had anybody. We may have had some previously, but that's the first time
[2:15]
Mr. Witten has had any name to the all-state staff. There are two of our graduates.
[2:20]
Brissia Alvarez, she was our valedictorian, and then Evelyn Hernandez, both of them, started at the University of Texas.
[2:29]
Congratulations to him and to Mr. Whitton.
[2:37]
Also concerning Mr. Whitton, Isaac Hernandez, who is going to be a senior this year.
[2:42]
There was a little bit of wonkiness happening with this, but he has been elected to be the
[2:49]
president of the entire state of Texas for FVLA.
[2:54]
And so he is leading the way for us.
[2:59]
He's our second student, the summer to be elected to a big statewide office gunner Rodgers who just graduated
[3:06]
Also took a state office with FFA so mountain pleasant as got students
[3:13]
Big big groups so Mr. Whitney again was very excited about that
[3:18]
And then finally and I'm about to blast this out as far and wide as we possibly can the US news and world report
[3:25]
work puts out their annual rankings of the best high schools in the nation and we have
[3:32]
gotten ourselves on that list, so we'll close the high school.
[3:37]
In
[3:40]
the state of Texas, we have made it into the top 26% of high schools in the state of
[3:46]
Texas and then nationally in the top 34% and so we will be able to use that banner and designation
[3:54]
for the next year. I've worked today on getting attached to basically every
[3:59]
year. I'll be giving that to Courtney as well, sending it to the media. I did
[4:06]
do a little bit of digging. We are the only school in Titus County that got
[4:10]
that designation and I went through every school in Region 8 and there's 30
[4:15]
some odd of those and only five in Region 8 got that designation. So it's us
[4:21]
Avery, North Lamar, Paris, and Pleasant Grove, so congratulations to Mount Pleasant High School.
[4:27]
Very good.
[4:29]
Bob
[4:32]
will turn that over to Ms. Marshall.
[4:34]
Ms. Peterson, come on.
[4:36]
I love you.
[4:37]
Oh, right.
[4:38]
So, Ms. Peterson is going to retire, and her last day is September 1.
[4:45]
Excuse me, August 31st.
[4:46]
Like, whoa.
[4:47]
She's going to die.
[4:48]
Oh, right.
[4:53]
She's going to be out in my thing and come back to us part time and work for us because
[4:59]
we need her to be back in state and federal programs or grants and all that stuff she does.
[5:04]
So on behalf of our team of eight in our NPI state, I'd like to thank her for her time at
[5:11]
Mount Pleasant High State.
[5:12]
Obviously, she's a graduate.
[5:13]
We just talked about that earlier graduate that left and came back home and has been here for
[5:17]
20 years and I weren't grateful to that and I also would like to present her with a cutting board that we had
[5:23]
Stuart Sloan make hand make for her so would you please give her
[5:28]
applause
[5:29]
I
[5:37]
think I'll bring you up with a right view
[5:39]
and I would like to give you a picture of you
[5:42]
okay not me
[5:44]
I'll give you a key yeah
[5:45]
I don't know what I'll bring you up
[5:47]
I was going to bring you up
[5:49]
and you're going to have to help me hold you
[5:51]
I would be one and two.
[5:57]
Okay.
[5:58]
Very good.
[5:58]
Thank you.
[5:59]
Thank you.
[6:00]
You're welcome.
[6:01]
I'm trying to save it.
[6:02]
I'm trying to save it.
[6:03]
Why did you buy it just the usual?
[6:04]
I know.
[6:06]
I'm an overt chaper.
[6:08]
You're all for just a month, right?
[6:10]
Yeah.
[6:11]
Yeah.
[6:11]
Yeah.
[6:12]
Yeah.
[6:13]
I'm going to be a month.
[6:15]
Okay.
[6:16]
I just got that.
[6:18]
Please.
[6:19]
Thank you.
[6:20]
Miss Trump for it.
[6:22]
Everybody sign up? No sir. Okay. Good. That brings to the considered agenda. You'll see before you the
[6:29]
budget workshop
[6:30]
on July 3rd, regular meaning July 30th in the
[6:34]
agenda review workshop last
[6:37]
on August 17th. All other things mentioned except those minutes.
[6:41]
So what?
[6:42]
That's right. Second.
[6:44]
Okay. All in favor say aye.
[6:48]
Any opposed? Same sound. That is the smallest motion.
[6:50]
I was going to tell you I never remember a motion for a small I know smaller it's right. Yeah, it is
[6:59]
This is my report is school got started off to good started. Yes, we talked about enrollment in a budget hearing
[7:07]
It started to come up and stay we're sitting right at that
[7:11]
total total enrollment
[7:13]
Right around the 4900 or excuse me. Yeah 4900 mark and we'll give you a better update a month from now
[7:20]
We'll kind of, everything will be leveled out as far as where kids have come to us from,
[7:27]
where they've gone, and where our role is.
[7:30]
I feel like next week about Tuesday, Wednesday, it probably should settle into what we think
[7:33]
it's going to be.
[7:34]
And I'll do that in your own day as well, but we got off to pretty good start.
[7:38]
We did have a couple of kids.
[7:39]
It's sick.
[7:40]
Some buses, first couple of days, as you know, it's very, very hot, and anyway, it is what
[7:46]
it is.
[7:47]
but hopefully we'll get some rain in September and kind of cool some things down.
[7:51]
But everybody's been hot everywhere, you know, obviously.
[7:54]
So that's, that's what I have.
[7:56]
The book on 7D, Louis, is the only action item that I have this month.
[8:01]
And that's the Lord meeting schedule.
[8:04]
And so I'll ask that you approve that.
[8:06]
If you have questions, you certainly can ask with those questions.
[8:08]
So I know we talked about that last week at that agenda review.
[8:11]
That's the question for Christmas.
[8:13]
And we also, in there as well, would be that July, remember, Miss Walker wants us to keep
[8:22]
those July dates as deep as we can, so she's got this accurate information she'll have
[8:28]
her.
[8:29]
Yeah.
[8:29]
Yeah.
[8:30]
Okay.
[8:31]
Good.
[8:32]
Anybody have any questions on her?
[8:34]
I'll take the entertainment motion.
[8:36]
We approve the school award reading schedule.
[8:40]
Let's present.
[8:43]
Second.
[8:47]
Please.
[8:49]
Okay, we're saying aye.
[8:51]
Aye.
[8:51]
Any opposed?
[8:52]
Motion carries.
[8:54]
Right.
[8:55]
Board meeting schedule.
[9:02]
Mr. Loud, do you have a report for us?
[9:04]
Yes.
[9:05]
Just a quick report.
[9:06]
Again, you got our copy of this before the meeting.
[9:09]
We did receive our take-your-f letter grades this month.
[9:12]
So if you haven't seen those, I made a table for you, the district came in at an ADA, which is a letter grade of B.
[9:20]
And Annie Sims is an 84 with a B.
[9:23]
Ross also 84 with a B.
[9:26]
Corporers an 81 with a B.
[9:27]
Fowler to 77 with a C.
[9:30]
B. Well, this is an 82 with a B.
[9:33]
Junior Highs an 89 with a B.
[9:35]
And not plus a high school as a 93 with an A.
[9:38]
And on the right side of that table, you can see the academic distinctions listed for each campus that they earn.
[9:46]
We will be meeting with all the principals to start over again on this year's accountability to look at data set goals.
[9:52]
Of course, they've already on their own looked at their data because I've talked to all of them.
[9:57]
They all have goals set and they've all got a plan.
[9:59]
And we want to make that let it grade that middle column in that table a straight
[10:04]
A report card that is our goal as we enter this final accountability year with
[10:10]
STAR. Of course we'll go in 27-28 with a completely new accountability system and
[10:15]
a completely new test. So we're going to be kind of simultaneously working on this
[10:19]
year and sorry to get ready for next year. But I'm really proud of the group of
[10:24]
principles that we have, and they're hard work.
[10:26]
They all did an outstanding job, teachers, kids, parents, staff,
[10:31]
and there are already a rare to go on this year.
[10:34]
The last couple of pages, just for context,
[10:37]
all listed area districts and their area grade,
[10:41]
just so you can kind of have an idea of where we stand
[10:43]
in the area, and then the final page is,
[10:48]
I just did for the county schools kind of where we stand
[10:52]
against Harts Bluff and Chapel Hill, just so you can kind of know where everybody's at,
[10:57]
kind of academically. That is my report for this month. We're really proud of our group and
[11:04]
how hard they work. Yeah, and appreciation. These are awesome. Thank you. Yeah, really good. We shouldn't
[11:10]
be doing what we're doing. No, and I promised I would do this last money so I won't do it again,
[11:15]
because I already did it last Monday. So I cannot be more proud of what y'all do for our kids.
[11:20]
There's no way to overstate what you do for our kids.
[11:24]
I cannot be more proud if you work from a limited time.
[11:28]
You bust your tails every day to the right of our kids.
[11:31]
And it shows there are people that would absolutely love you,
[11:35]
but have the results if you do it every year.
[11:37]
I don't care.
[11:38]
Carry with me and you did a great job.
[11:39]
I said to carry Williams last year, you did a great job.
[11:43]
So the commissioner of education himself and I'm on camera.
[11:47]
He would say a C is a B. A B is an A and an A is exemplary.
[11:50]
So we're doing a great job and I don't want to overstate tonight because I said I wasn't going to do it, but there are no marbles that we were going to throw back if y'all were marble when we keep all of you and we're very, very blessed to have you lead our campuses.
[12:04]
Thank you.
[12:06]
Thank you.
[12:08]
And you'll see the CDC news and Head Start reports in front of you there.
[12:16]
We are down to Ms. Walther.
[12:21]
Just a few things tonight.
[12:23]
The first one I'd like to start with is that we received our preliminary first ratings,
[12:28]
which is our school, finance, rating, and we are going to have a hundred in this year.
[12:36]
So I will not appeal that obviously and so we'll have a public hearing scheduled for our next for me
[12:42]
To just discuss that and I have more information for you on that
[12:47]
We're 25 26 budget year our audit will be in October
[12:52]
Auditors came in July and did some bill work and so they spent about I guess two days here
[12:58]
But I've sent them a lot of documents everything's been good so far so we're gonna
[13:02]
I complete that in October to get the final notes that we need.
[13:07]
In the prior budget workshop and today, we anticipated a budget shortfall of around 700,000.
[13:15]
I also mentioned today that that's probably not going to be as big of a deficit as we planned,
[13:20]
but I'm waiting on August expenses to come out before I get you a good number.
[13:25]
We did adopt a $500,000 budget, I'm hoping to be under that.
[13:32]
So that's going to leave our on the sound fun balance around 18.4 billion, which like I said
[13:38]
again, hopefully that there will be a little more left in that.
[13:41]
We also have our bond payments that came out on August the 11th.
[13:49]
That is a way that that is structured, it's an investment paid in a lump sum for us.
[13:55]
And so because it is an investment, we will record that payment to increase that fund
[14:01]
balance in order to pay that lump sum in the next two years.
[14:07]
Capateria fund, the cost of increase for food and just supplies in general will leave our
[14:14]
for cafeteria, fund balance about 125,000 less is what we spent more this year than what
[14:24]
that was anticipated. We did have a $1.3 million fund balance for cafeteria. A couple
[14:31]
of years ago, they changed our unbalanced amount from three-month average to a six-month average.
[14:40]
So this really kind of puts us in a good place to not have to spin down more of that fun balance every year
[14:45]
So it's it's gonna equal out and be good for us
[14:49]
Even though we did
[14:52]
Spend more we miss Pam and I went through their budget and their
[14:57]
Accounts and we were able to
[15:01]
Create an environment where that doesn't happen. Again, where we're not in a debt system for that. Maintenance and
[15:08]
operation debt payments, we've made them on August 11th at May, where he said that, sorry. The budget
[15:14]
amendment that you will see for an action item is for commodities. It's just an in-and-out entry to
[15:22]
our books about the commodities that Texas Department of Agriculture gives us, and I will
[15:31]
also have a few more amendments that come to you in September to offset our functions
[15:35]
that we went over our 10 percent. We will not have that final number to land until I close
[15:41]
the books on Monday, and so that's why it's not in your action. I would serve this month.
[15:44]
We also have another action item to purchase the CTE truck.
[15:49]
We have not used any of our micro-purchase threshold this year, and we have a $100,000 threshold
[15:56]
aggregate limit that we can use to spend money as long as we had some quotes.
[16:03]
the, we had three quotes from three different local companies and we, the one
[16:13]
quote that was lower was not a vendor at the moment. They are in the process of
[16:20]
doing that, but since we had not met our micro purchase expression, we could make
[16:24]
the purchase along as long as your approval was given for that. And so those
[16:28]
Those three clothes are attached within your or documents.
[16:36]
So for 26, 27 budget year, we have not quite opened that.
[16:42]
I'll open that on Tuesday, but our teachers were beginning teachers at 48,000, non-certified
[16:49]
teacher at 47,900 for that first year.
[16:53]
So the steps and that teacher pay scale is the same as it was last year.
[17:01]
So we had a 1% in midpoint race for all other classifications of employees.
[17:07]
That's our professionals, our maintenance staff, cafeteria, clerical, para positions, and
[17:13]
so that was also included.
[17:18]
So with all of that being said, our proposed budget is not balanced, and we discussed that in
[17:23]
our budget workshop that we're still going to need to use about 1.5 million of our fund
[17:28]
balance in order to provide the things that we need for this next year. So I'm recommending
[17:35]
that we adopt a tax rate today of 8 or 0.8715 and that comes with a 0.6669 for maintenance
[17:44]
an operation and a 0.2046 for interest in syncing for a total rate recommended will be about 0.006 less than last year's rate that we had at 0.8721.
[18:00]
And so just have our action items that are there for you and includes our report.
[18:05]
our enrollment was $48.95. I believe that would be that.
[18:11]
$48.95.
[18:15]
I budgeted on $40.460, and so as long as our ADA will stay consistent with
[18:21]
good internet, it will be fun.
[18:23]
Good report. Thank you so much for all your work on that.
[18:31]
You'll see 9B, one of the action items is to, the first one is to approve the 2025-26
[18:39]
budget amendment number two.
[18:42]
As she stated, this is for the commodities received from the United States Department
[18:47]
of Agriculture is required by the Texas Education Agency, Planner Canada Motion to approve
[18:52]
that.
[18:54]
Thank you Mr. Wiggins, all my favour say aye.
[18:58]
No.
[19:00]
Motion carries.
[19:02]
9-B-2 is the approved to approve the Michael Purchase of a truck for the K-Program.
[19:11]
You'll see those in your boardbook.
[19:21]
I know that we purchased the truck for C-K-E at the lowest cost.
[19:27]
Thank you.
[19:27]
Okay. Second. Second. Second. Second. Any discussion?
[19:34]
I'll the favor say aye.
[19:36]
Motion carries. Very good. We're getting new truck.
[19:44]
9B3 is the extended education budget option for the 2627 physical gear.
[19:59]
Except the operating
[20:01]
I have a huge budget.
[20:03]
I move.
[20:04]
I move.
[20:06]
This would wait a second.
[20:10]
Cool.
[20:11]
Cool.
[20:11]
Who got it?
[20:12]
It's crap.
[20:13]
Miss Hannah can be a shunty.
[20:15]
Miss Hannah's moving.
[20:16]
She sent it.
[20:17]
That's alright.
[20:18]
But you're a motter.
[20:19]
I'm a motter.
[20:20]
We're not allowed here.
[20:21]
We can't.
[20:22]
You get that?
[20:23]
Yes, sir.
[20:23]
Okay.
[20:24]
All the favor say aye.
[20:26]
Aye.
[20:28]
No, she carries.
[20:32]
9-B-5 is to adopt an ordinance setting in fact we just did three, we need to do four.
[20:40]
I'll try it.
[20:43]
Could you do three, Vex already?
[20:45]
That's right.
[20:45]
That's it.
[20:46]
It's time for.
[20:46]
Yes sir.
[20:47]
9-B-4, adopt operating budget for the 26th, 27th school year.
[20:51]
7-B.
[20:52]
Thank you Mr. Crab.
[20:53]
Second.
[20:54]
Mr. Dwayne is second.
[20:56]
All in favor say aye.
[20:57]
Aye.
[20:59]
All opposed, same time.
[21:01]
Motion carries.
[21:03]
Okay.
[21:03]
Okay, now the five is to adopt an ordinance setting the tax rate to find the 2627 school budget.
[21:12]
I have a tender motion to accept that.
[21:14]
Make a motion to set the tax rate on $100 valuation for the district for the tax year 2026, 2027 at a total tax rate of 0.8715 to be assessed and collected by the dues specified assessor and collector as follows.
[21:33]
0.6669 for the purpose of maintenance and operation and 0.2046 for the purpose of payment
[21:42]
of principal and interest on debt.
[21:45]
Thank you.
[21:46]
Second, Mr. Blute.
[21:48]
We'll lead a record boat.
[21:50]
It is.
[21:52]
Mr. Blute.
[21:53]
I.
[21:53]
It's Crab.
[21:54]
I.
[21:56]
I.
[21:57]
For
[22:03]
that, very good.
[22:04]
There's a tax rate.
[22:08]
Mr. Baker, thank you sir, first I'll let y'all know that we're 100% that we've hired
[22:14]
all our professional staff with 2677 here, administrators, councillors, teachers, we're excited
[22:20]
about that.
[22:21]
You have a lot of critical support for retaining their staff and a great job and also recruiting
[22:28]
great staff that joins us in this school year.
[22:31]
You got them trained up and new teacher orientation and all the things that they shall solve.
[22:37]
the only action item I've got that I'm asking you guys to take action on would be the
[22:43]
list of certified Mount Pleasant honesty appraisers, and then I also included the
[22:49]
reporting in both the 26.7 for your review as well.
[22:52]
Okay, and I didn't have the thought of that very good.
[22:55]
Thank you, sir.
[22:56]
So
[22:59]
we're only at, well, the action item we have is,
[23:02]
personally, we'll take care of the leader, but the
[23:05]
I'll entertain a motion to approve the list of sort of
[23:09]
not pleasant honesty appraisers. It's in your
[23:12]
practice.
[23:13]
Will you approve the list of appraisers?
[23:15]
Here we go.
[23:16]
Okay.
[23:17]
Second.
[23:18]
Miss Hampton.
[23:19]
Any discussion?
[23:21]
All in favor say aye.
[23:23]
Aye.
[23:24]
Opposed with the same sign?
[23:26]
Motion carries.
[23:36]
I'd like to go down to the action odds.
[23:38]
I'm going to come back to the training on school wellness assessment.
[23:42]
The first one is approved resolution to comply with Senate Bill 12 in print or arts.
[23:47]
We did that last year also, and that's the board saying, acknowledging that the district
[23:53]
will comply with those requirements in the next month will bring you a certification that
[24:00]
we have to submit to TA.
[24:01]
We'll have all those things listed that the way that we are going to comply, but so that's
[24:06]
the first one is that resolution.
[24:08]
The second one is the school-based counseling room with the next step.
[24:13]
They provide mental health counseling to our students.
[24:17]
That starts at P Wallace.
[24:20]
And those students are referred.
[24:21]
And then those count, we have two counselors at work with us.
[24:24]
Those students stay with that counselor until they dismiss from that through hospital.
[24:30]
So it's really, really important for our kids.
[24:33]
And they do a good job.
[24:36]
It's not perfect, but we have issues that are really good and they've made with us.
[24:39]
We work through stuff and so it's really important for our kids.
[24:44]
The last one, number three, is approved the MPI State Wellness Plan.
[24:49]
Stack has worked together to update that plan.
[24:52]
Part of that is a Triennial Assessment and so you have that pretty review, but that's used
[24:59]
to adjust the plan to reroute the plan.
[25:02]
so you had that plan. It took the school year to get that done. It was difficult to get meetings to get people for me, but we had a good group this year, and so that's there also.
[25:15]
So,
[25:21]
very good.
[25:25]
You'll see an action item just when you just talked about 11 B1 is to
[25:31]
prove a resolution to comply to Senate Bill 12 in front of the rise.
[25:35]
I'll let it play in a motion.
[25:36]
Tell me.
[25:37]
Mr. Blue.
[25:38]
Second.
[25:39]
Mr. Cram.
[25:40]
All in favor say aye.
[25:41]
Aye.
[25:42]
Any opposed?
[25:44]
Motion carries.
[25:47]
11 B2.
[25:48]
Prove the school-based counseling agreement with the next step community solutions.
[25:51]
the motion for that.
[25:53]
Yes, sir.
[25:54]
Mr. Hampton.
[25:55]
Second.
[25:56]
Mr. Translator.
[25:58]
Second.
[25:59]
Any discussion?
[26:01]
All of them say aye.
[26:03]
Opposed to the same sign?
[26:05]
Motion carries.
[26:07]
And the last one there, 11 B3.
[26:10]
Prove the MPI's D-Wellness plan.
[26:13]
I'll entertain a motion.
[26:15]
So Mr. Duin yes?
[26:17]
Second.
[26:18]
That's correct.
[26:19]
Thank you.
[26:20]
on that. All in favor say aye.
[26:25]
For the same sign, motion carries.
[26:30]
Thank you. We are down to our future meetings.
[26:36]
We'll have a gender review workshop Monday to September 21st,
[26:40]
that five and then a regular meeting will be set to the 28th and 530th year.
[26:47]
I'm going to do a little turn so you're going to take your fish.
