[0:03] This meeting in the map wasn't in a bit of school district called to order. Let's record show that a corner of board members is present. And this meeting has been literally called, and the notice that this meeting has been posted in accordance with the OPE, Texas of the Meetings Act, Texas Government Code, Chapter 5-5-1. Thank you all for being here. Hope everybody had a great summer. Good start, good school year, so board. Please stand with me. Ms. Hampton, we can give her an attention.
[0:32] Thank you, Ms. Wichley.
[0:35] Dr. Rick County today.
[0:37] Thank you, Mr. Paul, the blessings that you bestow on us.
[0:40] Give us the eyes and ears to understand exactly what you do for us.
[0:45] We ask also that you lead us in goddesses.
[0:49] We make decisions for our school district.
[0:51] Things that will help our staff and our students be the best if they can be.
[0:59] God, us, as we might decisions here tonight that will affect our school district.
[1:05] We thank you Lord for sending Jesus to that for our sins, and we ask this in your
[1:11] holy name.
[1:13] Amen.
[1:13] Thank you.
[1:14] Thank you.
[1:15] Thank you.
[1:16] Amen.
[1:18] Amen.
[1:19] Amen.
[1:23] Amen.
[1:23] for which states land nation under God, indivisible with liberty and justice problem.
[1:31] And now the Texas flag.
[1:33] On the Texas flag, on the isolation, to the Texas, one state under God, one and indivisible.
[1:41] Maybe see.
[1:43] Thank you.
[1:46] And just kind of with me.
[1:48] So don't have any gifts with me tonight,
[1:53] but I do have three things that I wanted to make all of you aware of.
[1:58] This one is high off the press from today.
[2:00] Mr. Whitten contacted me like this, like this afternoon,
[2:03] and let me know that two of our graduates
[2:06] have been named to the All-State Journalism staff.
[2:10] That is the first time that he has had anybody.
[2:12] We may have had some previously,
[2:15] but that's the first time Mr. Whitten has had
[2:16] anger the all state staff. They're two of our graduates, Griscia Alvarez. She was our
[2:22] valedictorian and then Evelyn Hernandez, both of them started at the University of Texas.
[2:30] Congratulations to them and to the students.
[2:37] Also concerning Mr. Whitten, Isaac Hernandez, who is
[2:41] going to be a senior this year. There was a little bit of wonkyness happening with this, but he
[2:47] has been elected to be the president of the entire state of Texas for FBLA.
[2:55] And so he is leading the way for us.
[2:59] He's our second student.
[3:01] The summer to be elected to a big statewide office,
[3:04] Governor Rogers, who just graduated, also took a state office with FFA.
[3:09] So Mount Pleasant has got students.
[3:12] And for two big groups.
[3:15] So Mr. Whitman again was very excited about that. And then finally and I'm about to blast this out as far and why as we possibly can the U.S. News and World Report puts out their annual rankings of the best high schools in the nation and we have gotten ourselves on that list.
[3:36] And
[3:40] the state of Texas, we have made it into the top 26% of high schools in the state of Texas,
[3:47] and then nationally in the top 34%.
[3:51] And so we will be able to use that banner and designation for the next year.
[3:56] I've worked today on getting attached to basically everything.
[4:01] I'll be giving that to Courtney as well, sending it to the media.
[4:05] I did do a little bit of digging.
[4:07] We are the only school in Titus County that got that designation and I went through every
[4:13] school in Regenade and there's 30 some odd of those and only five in Regenade got that
[4:19] designation.
[4:20] So it's us, Avery, North Lamar, Paris, and Pleasant Grove.
[4:25] Congratulations to Mount Pleasant High School.
[4:32] I will turn that over to Ms. Marshall.
[4:34] Ms. Peterson, come on, I'd love to be right.
[4:38] So Ms. Peterson is going to retire.
[4:42] And her last day is September 1.
[4:45] Excuse me, August 31st.
[4:46] I'm like, whoa, she's going to.
[4:49] I'm like, 29, 29.
[4:52] She's like, yeah, 2,000, 29.
[4:54] She's going to be out.
[4:55] I'm going to think of that to support Tom and work for us
[4:59] because we need her to be back in state and federal programs.
[5:03] Our grants and all the stuff she does.
[5:04] So on behalf of our team of eight in our MPI state,
[5:08] I'd like to thank her for her.
[5:11] Tonet, Mount Pleasant, I stay.
[5:12] Obviously, she's a graduate.
[5:13] We just talked about her and her graduate
[5:15] that we have to came back home and it's been here for 20 years.
[5:18] And we're grateful to that.
[5:19] And I also like to present her with a cutting board
[5:23] that we had to slow my hand make for her.
[5:26] So would you please give her a hug?
[5:37] Thank you, thank you very much.
[5:38] Thank you.
[5:39] You look good.
[5:40] All right.
[5:40] Now we'll have to get off the picture of you.
[5:43] Okay.
[5:43] Not me.
[5:44] Yeah.
[5:45] I don't know about the picture.
[5:47] Oh.
[5:48] That's nice.
[5:48] What are you going to do?
[5:50] You're going to have to help me hold this.
[5:52] Hold it.
[5:53] Hold it.
[5:53] Hold it.
[5:54] Okay.
[5:58] Very good.
[5:58] I think that's enough.
[6:00] Thank you.
[6:01] I appreciate it.
[6:02] I appreciate it.
[6:03] I appreciate it.
[6:04] I know.
[6:06] I'm going to over a cheaper.
[6:08] You're all for just a month.
[6:10] Yeah.
[6:11] Yeah.
[6:13] Yeah.
[6:13] Yeah.
[6:15] Thank you.
[6:17] Thank you.
[6:21] Mr. Humford.
[6:22] We have you by side up.
[6:23] No, sir.
[6:25] Good.
[6:26] That brings to the, instead of you'll see before you the budget workshop on July 30th,
[6:32] regular meeting in July 30th, in the agenda review workshop last August 17th,
[6:40] all the other things I should accept those minutes.
[6:41] So let's go ahead.
[6:44] Second.
[6:46] Second.
[6:46] All in favor, say aye.
[6:47] Aye.
[6:48] Any opposed, same sound?
[6:49] That is the smallest.
[6:50] Most things.
[6:51] I'll go to that.
[6:52] Never remember.
[6:52] Most of the first miles.
[6:53] I know.
[6:54] Because it's a good question.
[6:55] That's right.
[6:57] Good.
[6:57] It is.
[6:59] This portion.
[7:00] My report is school got started off.
[7:03] It's a good start.
[7:04] We talked about enrollment in a budget hearing.
[7:07] It's starting to come up and stay.
[7:10] We're sitting right at that total rolling roll.
[7:14] Right around the 4900 or excuse me, he got 4900 mark.
[7:17] And we'll give you a better day to month for now.
[7:21] We'll kind of, everything will be leveled out as far as where kids have come to us from,
[7:27] where they've gone, and where our rolling is.
[7:30] I feel like next week about Tuesday, Wednesday, it probably should settle into what we think it's going to be, and I'll do that in your day as well, but we got off to pretty good start. We did have a couple of kids seeking some buses, first couple of days, as you know, it's very, very hot, and anyway it is what it is, but hopefully we'll get some rain and September and kind of cool some things down, but everybody's been hot everywhere, you know, obviously. So that's what I have.
[7:56] I'm seven D, who's the only action item that I have this month and that's the board meeting schedule.
[8:04] And so I'll ask that you a pretty bad if you have questions you started to ask with those questions.
[8:08] Oh, I know we talked about that last week at the agenda review.
[8:12] If you have questions for Christmas, then yeah.
[8:16] And we also in there as well would be that July, remember Ms Walker wants us to keep those July.
[8:23] Tanks as deep as we can so she's got his accurate information
[9:02] Mr. Live, do you have a report for us?
[9:04] Yes, just a quick report.
[9:06] Again, you got a card copy of this before the meeting.
[9:09] You can receive our paper and half letter grades this month.
[9:13] So if you haven't seen those, I made a table for you.
[9:16] The district came in at an 88, which is a letter-grade B.
[9:20] And any sins is 84, what could be brought.
[9:24] So also 84, what could be?
[9:26] Four pairs and 81, what could be?
[9:27] of fall of the 77 with the C, B-walls is an 82 with a B, junior high is an 89 with a B, and
[9:35] now plus a high school is a 93 with a A, and on the right side of that table, you can see
[9:41] the academic distinctions listed for each campus that they earned. We will be meeting with
[9:47] all the principals to start over again on this year's accountability to look at data set
[9:52] goals. Of course, they've already on their own looked at their data because I've talked
[9:56] all of them. They all have bills that they all got to plan. And we want to make that letter
[10:01] great. That middle column in that table, Australia, with full card. That is our goal.
[10:06] Has we entered this final accountability year with star. Of course, we're going to end 27, 28,
[10:13] but they're completely into accountability system and they're completely new to us. So we're going
[10:17] to be kind of simultaneously working on this year. I'm sorry to get ready for next year, but I
[10:22] I'm really proud of the group of principals that we have and they're more or they all did an outstanding
[10:27] of teachers kids parents staff and they're all you're ready to go on this year.
[10:35] Last couple of pages just for context.
[10:38] I listed area districts and there are a paper at the edge.
[10:42] Just like they kind of have idea of where we stand in the area and then the final page is
[10:48] I just did for the county schools, kind of where we stand against
[10:53] harsh blood in Chapel Hill, if it's the kind of down where everybody's at.
[10:57] Kind of academically.
[10:59] That is my report for this month, we're really proud of our group and how hard they were.
[11:05] Yeah, appreciate you.
[11:06] Thank you.
[11:08] Thank you.
[11:09] Thank you.
[11:09] We shouldn't be doing what we're doing.
[11:12] And I promised I would do this last money, so I won't do it.
[11:15] He ain't cuz I already did it last money.
[11:16] I cannot be more proud of what y'all do for our kids.
[11:21] There's no way to overstate what you do for our kids.
[11:24] I cannot be more proud from a winter term.
[11:28] You bust your tails every day to the right of our kids and it shows.
[11:32] There are people that would absolutely love you but have results.
[11:36] You do it every year.
[11:37] I don't care.
[11:38] Carry with me and you do a great job.
[11:40] I've said to carry with us last year.
[11:42] You do a great job.
[11:43] So the Commissioner of Education himself, and I'm on camera, he would say a C is a B, a B is an A and an A is exemplary.
[11:51] So we're doing a great job, and I don't want to restate tonight, because I said it wasn't going to do it, but there are no marbles that we were going to throw back if y'all were a marble.
[12:00] When we keep all of that yet, and we're very, very blessed to have you lead our campuses.
[12:04] Thank you.
[12:05] I'll stick to that.
[12:06] Yeah, thank you.
[12:09] You'll see the CDC news and Head Start reports in front of you there.
[12:16] We are down to Ms. Walker.
[12:21] I have just a few things tonight.
[12:24] The first one I'd like to start with is that we received our preliminary first ratings,
[12:29] which is our school, finance, rating, and we are going to have a hundred in this year.
[12:36] So I will not appeal that obviously and so we'll have a public hearing schedule for our next board meeting to just discuss that and I'll have more information for you on that.
[12:47] For 2526 budget year.
[12:50] Our audit will be in October.
[12:52] Auditors came in July and did some bill work and so they've spent about two days here that I've sent them a lot of documents.
[12:59] everything's been good so far so we're going to complete that in October to get the final
[13:05] and the notes that we need. In the prior budget workshop and today we anticipated a budget
[13:12] shortfall of around 700,000. Also mentioned today that's probably not going to be as big of a
[13:19] deficit as we planned but I'm waiting on August expenses to come out before I get you a good number.
[13:25] We did adopt a $500,000 budget hoping to be under that.
[13:32] So that's going to leave our end-of-time balance around 18.4 billion, which, like I said again, hopefully there will be a little more left in that.
[13:42] We also have our bond payments that came out August the 11th.
[13:49] That is a way that that structure is an investment paid in a lump sum for us, and so because it is an investment, we will record that payment to increase that fund balance in order to pay that lump sum in the next two years.
[14:07] The cost of increase for food and just supplies in general or leave our cafeteria.
[14:16] Fun balance about 125,000 less is what we spent more this year than what was anticipated.
[14:26] We did have a $1.3 million fund balance for cafeteria.
[14:30] A couple of years ago, they changed our unbalanced amount from three, my average show six
[14:39] month average.
[14:40] So this really kind of puts us in a good place to not have to sit down more of that fun
[14:44] balance every year.
[14:46] So it's going to eat well, make good for us.
[14:50] Even though we did spend more with Ms. Pam and I went through their budget, their accounts
[14:58] and we were able to.
[15:01] Create an environment where that doesn't happen. Again, where we're not in a desk again, look at it.
[15:07] Maintenance and operation that payments, we've made those on August 11th, and may very send that sorry.
[15:13] The budget amendment that you will see for an action item is for our commodities.
[15:20] It's just an in and out entry to our folks about the with the commodities that Texas Department of Agriculture is us.
[15:29] And I will also have a few more amendments that come to you in such a number to all set our functions that we went over our 10 percent.
[15:38] We will not have that final number to the end of until I close the books on Monday.
[15:42] And so that's why it's not in your action. I would sort of spend.
[15:45] We also have another action item to purchase the CTE truck.
[15:49] We have not used any of our micro-purchased threshold this year, and we have a $100,000
[15:55] threshold aggregate limit that we can use to spend money.
[16:01] As long as we had some quotes, we had three quotes from three different local companies.
[16:09] And we, the one close that was lower was not a vendor at the moment, there in the process of doing that, but since we did not met our microcharges structure, we could make the purchase along as long as you were approval was given for that.
[16:28] And so those three quotes are attached within your, but our board documents.
[16:35] So, for 2627 budget year, we have not quite opened that, I think I will open that on Tuesday, but our teachers were beginning teachers at 48,000, non-certified teacher at 47, 900 for that first year, so the steps and that teacher pay scale is the same as it was last year.
[17:00] So we had a 1% midpoint race for all other classifications and employees.
[17:07] That's our professionals, our maintenance staff, cafeteria, clerical, parent positions.
[17:13] And so that was also included.
[17:18] So with all of that being said, our proposed budget is not balanced.
[17:22] And we discussed that in our budget workshop that we're still going to need to use about 1.5 million of our fund balance in order to...
[17:31] provide the things that we need for this next year, so I'm recommending that we adopt a tax rate today of 8 or 0.8715, and that comes with a 0.669 for maintenance and operation and a 0.2046 for interest in sinking for a total rate, recommended will be about 0.006 less than last year's rate that we had at 0.8721.
[17:59] And so, just have our action items that are there for you, and includes our report, our enrollment was 48.95, I believe.
[18:12] 48.95.
[18:15] I've budgeted it on 4460, and so as long as our ADA will stay consistent with good intent and 45.
[18:24] Good.
[18:25] Therefore, thank you so much for all your work on that.
[18:31] You'll see, man, being more of the action items is to, first one is to approve
[18:37] the 2025-26 budget amendment number two.
[18:42] As you've stated, this is for the commodities are safe from the United States Department
[18:47] of Agriculture required by the Texas Education Agency.
[18:50] I'd like to take a motion to approve that.
[18:53] Assembly.
[18:54] Second.
[18:55] Thank you, Mr. Wigus.
[18:57] All of favor say aye.
[19:00] Motion carries.
[19:04] Land B2 is the approve to approve the Michael Purchase of the truck for the Kate program.
[19:12] You'll see those in your board, but.
[19:21] I know that we have purchased the truck for safety at the lowest cost.
[19:26] Thank you.
[19:28] Second.
[19:31] All in any discussion?
[19:34] All in favor say aye.
[19:37] Motion carries.
[19:39] Very good.
[19:40] We'll get in the truck.
[19:44] Not me three is the accelerated education budget option for the 2627 physical year
[19:59] except the operating budget.
[20:03] I'm moved.
[20:05] I'm hungry.
[20:05] I'm hungry.
[20:06] This is the way it is.
[20:08] It's a second.
[20:11] Thank you, thank you.
[20:11] You got it, you got it.
[20:13] It's great.
[20:14] We're saying it to be a Jackie.
[20:15] How far he has moved did she say exactly that?
[20:18] That's correct.
[20:18] I'd say that.
[20:19] But you're a monster.
[20:21] Okay.
[20:22] Do you get that?
[20:23] Yes, sir.
[20:25] All the paper say I.
[20:27] I don't know.
[20:28] Oh, she carries.
[20:32] That would be five is to adopt an ordnance setting in tax rate.
[20:38] We just did three, we need to do four.
[20:41] All the traffic.
[20:43] Could you do three next Saturday?
[20:45] That's right.
[20:45] That's right.
[20:46] It's half-quarters.
[20:47] Not before.
[20:48] Not thought for any budget for the 26th, 27th school.
[20:51] That made.
[20:52] Thank you.
[20:53] It's a crayon.
[20:53] The second.
[20:54] The second.
[20:56] All the favor say aye.
[20:57] Aye.
[20:59] I'll pose some motion periods.
[21:03] Okay.
[21:03] And the 5th is to the Dr. Norton Awards that's setting the tax rate to find the 2627 school budget on your kind of motion to accept that.
[21:15] Make a motion to set the tax rate on our valuation for the district for the tax year 2026-2027 at a total tax rate of 0.8715 to be assessed and collected by the students.
[21:29] this by the assessor and collector's follows.
[21:34] 0.6669 for the purpose of maintenance and operation in 0.2046 for the purpose of payment of
[21:43] principal and interest on days.
[21:45] Thank you.
[21:47] Second, Mr. Boyd, I'm going to lead a record vote.
[21:50] Mr. Boyd, Mr. Boyd, Mr. Boyd, Mr. Boyd, Mr. Boyd, Mr. Boyd, Mr. Boyd.
[21:57] for
[22:03] that. Very good. There's a tax rate.
[22:08] Mr. Baiting.
[22:10] I think it's our first school at John Nove that we're 100% that we hired all our professional
[22:15] staff. It's 26.7 years. You know, Strayer's counselor's teacher is very excited about that.
[22:21] You have a lot of credit for the tools for painting their staff and if you're a great job,
[22:27] and you're also a great staff to join us in.
[22:30] In this field year, we've got them trained up on our new teacher orientation and all the things that
[22:35] the child solved. This bit of the end. The only action I'm not got, that I'm asking you guys to take action on
[22:42] to be the list of certified mouth pleas and I see the appraisers.
[22:59] And you know, I'll
[23:00] Well, the action item we have is personal, we'll take care of later.
[23:04] But the on the lander kind of motion to approve a list of certified mouth-placed
[23:09] high-speed appraisers it's in here.
[23:12] Talk to them.
[23:13] Those will be approved.
[23:14] List of appraisers.
[23:16] Have you agree with that?
[23:16] I have.
[23:17] Second.
[23:18] The same.
[23:20] Please, discussion.
[23:22] All of them say aye.
[23:23] Aye.
[23:24] Close with the same sign.
[23:26] Motion carries.
[23:29] Very good.
[23:36] I'd like to go down to the action item.
[23:38] I'm going to come back to the Triennial School Wellness Assessment.
[23:42] The first one is a approved resolution and comply with Senate Bill 12 and Primer Oates.
[23:48] We did that last year also, and that's the board, saying, acknowledging that the district
[23:53] will comply with those requirements and the next month will bring you a certification that
[24:00] we have to submit to TAA, we'll have all those things listed that the way that we are going
[24:05] to comply with.
[24:05] So that's the first one is, is that resolution?
[24:09] The second one is the school-based counseling room
[24:12] with the next step.
[24:13] They provide mental health counseling to our students.
[24:17] That starts at B Wallace.
[24:20] And those students are referred.
[24:21] And then those count, we have two counselors that work with us.
[24:24] Those students pay with that counselor until there's this
[24:27] miss from that through hospital.
[24:30] So it's really, really important for kids.
[24:33] And I do a good job, it's not perfect, but when I do issues, they're really good, and I make with us and we work for stuff, and so it's really important for kids.
