[42:01] was a little mini soccer field that we set up next to Sioux Hall and in front of the chamber
[42:05] in the old Wells Fargo lot. This was something that, you know, staff just sort of had this random
[42:11] idea and somehow we were able to make it happen. And I would say it's one of the more successful things
[42:16] that we did for World Cup.
[42:19] There were kids out there every single day.
[42:21] My office overlooks it to the mini-pitch.
[42:24] And so I got to watch kids and families
[42:26] and people coming by in the afternoon,
[42:30] it was really, really exciting to see.
[42:33] And we did some strategic pop-ups.
[42:34] We had a pop-up with the Santa Day earthquakes
[42:37] and they brought a few.
[42:38] There are Mads guys and little blue muppet
[42:42] like character there.
[42:43] And then we actually had some Bay SD players
[42:46] So that photo in the middle, we had two of their players come and they signed autographs
[42:49] and then they ended up jumping into the pitch and playing with the kids, which was really cool.
[42:55] MVLA, the Mountain View, lost out those soccer clubs, came and did some pick-up games.
[43:01] And then we had business pop-ups, so Booksy came and did a taller time, we did yoga with yoga belly.
[43:06] We had stretch labs come and do some stretching of people that came by others as well.
[43:15] but this was just really exciting,
[43:16] and we were able to extend it in extra week
[43:18] because the community loved it so much.
[43:20] But ultimately, if we know we have art and wine coming up
[43:23] and other play activity, so it was not something
[43:25] we were able to do permanently,
[43:27] but it really made for a special couple of weeks having that there.
[43:31] We also had the, put golf course at Fenster Park
[43:35] that saw pretty regular use.
[43:37] We had little score cards that we had to regularly refill,
[43:40] which was a good indicator that it was made with the use.
[43:42] So that was exciting to kind of bring some soccer celebration to another part of the city.
[43:50] And then, of course, we had our week of celebration.
[43:51] So you can see from these photos that it was packed downtown.
[43:56] People were really excited to come together.
[43:58] I heard from a lot of community members, how special it felt,
[44:03] they kind of be in this community space,
[44:06] celebrating and cheering together.
[44:09] It's crazy to think about what that intersection looks like
[44:12] just on an average day and compared to, you know,
[44:15] was literally standing remotely.
[44:18] It was difficult to make it from one to another.
[44:21] So that was really exciting.
[44:24] We had a lot of activities for kids
[44:26] and so we saw people bringing their kids down
[44:28] and people were doing lots of takeout from the restaurants
[44:33] in terms of the entertainment zone.
[44:35] This was one of the larger events.
[44:38] I think we're saying we saw, you know,
[44:41] around 10,000 people coming through over the course of the weekend.
[44:44] So with a big turnout, in terms of the entertainment zone,
[44:50] a couple of things we learned one, we need to promote it more,
[44:53] what exactly it meant, and what attendees could participate.
[44:57] People didn't realize, you know, when I made the announcement.
[45:00] For this speaker, like, hey, you can grab drinks from the office of the people who are like, what, we can? So we need to do a better job of educating and promoting what it is.
[45:08] I will say, you know, in terms of logistics, it was a lot of work to have a every entrance staff to ensure people weren't leaving the area without the hall. And because the way downtown is that up, we had to close, you know, we closed the intersection. We had all of those midblock crossing that either needed to be closed down or staffed.
[45:27] So it's a big lift, staff-wise for this.
[45:30] The other thing is we had the restaurants
[45:33] that serve alcohol, but we didn't account for the businesses
[45:39] that are kind of grocery convenience store businesses
[45:42] who are able to sell alcohol and people can walk out the door.
[45:46] So we had a number of people who were not using the designated cups
[45:50] or had wristband, but were just drinking like a can
[45:53] that they bought from, you know, one of the other businesses in the downtown.
[45:57] And so, became this, you know, a child, it became challenging to try and enforce
[46:02] because there were different ways that people were firing alcohol and some of them were
[46:07] within the confines of the program and some were not.
[46:09] So, we'll have to work through how we navigate that and figure out how we can make sure
[46:15] everyone's getting expanded to the consumer's output.

[46:20] Just as a, as a sort of technical question, and obviously, you know, how you write it, that,
[46:28] like, for the article, I mean, we get a firm at, you know, allows, you know, on street
[46:35] drinking.
[46:36] But we don't have to monitor, you know, call the entrances of everything.
[46:40] So is that just the way it was set up, but we could do it to your company and not have to
[46:46] do that?
[46:47] I mean, there's that and maybe zebra car.
[46:50] So we all regard to have signage at all of the areas
[46:55] and because of the scale and type of vendor could was,
[46:58] we felt that we needed to have someone at every entrance.
[47:02] So it's still sort of an archoise.

[47:07] with the police department and so you know,
[47:11] given world connectivity and in bringing a very
[47:14] and we've the optic grouse, we were able to protect that approach.
[47:19] We would evaluate it on a case like a faceist,
[47:21] you know, for something like the makers market.
[47:24] Let's just say for example, we talk with PD
[47:26] about what they feel comfortable with
[47:27] in terms of how we approach the boundary monitoring
[47:30] and safety plans.
[47:32] So it really depends, in this case,
[47:36] we did feel we needed to have boundary problems.
[47:37] Yeah, I mean, yeah, many people and stuff.
[47:40] Then again, rivalries.
[47:43] Yeah, and then the other question is, you know, how much monitoring are we doing through
[47:47] the idea of containment zone? And so that's another piece. I mean, one of the challenges we
[47:51] had is that, you know, the very clear, not allowed to have blasts out in the street and people
[47:56] were, and so they were broken. A lot of, you know, one or two cases, they've been a lot
[48:01] bottle that we had to address. So, you know, it was, it was given how many people were there,
[48:07] it was hard to be doing a lot of enforcement inside the zone.
[48:13] We had eight police officers at each event and they were roaming the event and then
[48:21] tried parking lots and so we had dedicated police staff for each event.
[48:28] I'm curious to only because it was a big conversation beforehand. Was there any comments on the
[48:34] to the glass. We did get some feedback from the businesses that the
[48:38] glass was too small but we didn't hear from the kids.
[48:47] Well again a lot of good
[48:48] lessons learned. We've been directed by Council to come back made way through and
[48:51] look at how we could expand this to allow non city events to activate the
[48:56] entertainment zone. So we're in a process of exploring that.

[49:34] And, actually, I've spoken to businesses who, you know,
[49:38] Ava's, or simply support, talked about, you know,
[49:41] they had a 4x increase in revenue over the course of the people world
[49:45] have tournament, which is amazing to see.
[49:47] I think other businesses similarly did, to really well.
[49:51] So, we were seeing that this was great for our businesses
[49:54] and as part of our goal of driving, you know, economic benefit to the community
[49:58] having those increases.
[50:00] From businesses who's good to see. All right, one would we see any, like sales tax reports on.
[50:10] So I just thought Q1 sales tax. And this one's challenging. We hit the people, World Tournament,
[50:17] process over Q2 and Q3. So it'll be a little bit more difficult. But let's see it August now.

[53:35] This year, we were, you know, if you remember council allocated $200 and $95,000 for all of our
[53:42] rope up in Super Bowl activations. And so there was a sizable resources that were erected
[53:49] you to make that happen. And that was also kind of episodic, because the green wise
[53:56] stadium was a venue. That was a big drive up. Yeah, and it's all, and to my point, you know, it's all
[54:03] you know driving the public like I say no and that's not good to. But I like what you're saying
[54:10] out and I think that there are ways of doing that and especially you know also to support some
[54:15] of our lesser-known teams that are just like boundaries for example who are just having amazing
[54:21] you know one of the things like that and so whereas we might not get 10 people but to get a thousand
[54:26] he's all supportive and have that energy and I think it could be a really exciting to attack to
[54:32] Amanda's point, we've advanced at, you know, and understand that, you know, there's all licensing and all that sort of things that would have to be, you know, another education thing in terms of how you promote it and all that, and I think they're a wonderful ways of.

[54:55] And it's our annual 7.1 business improvement area, and you will renew.
[55:00] So it comes around again. And so just by way of background, we have two business improvement areas, also shortened to BIA. So our first BIA with established in 1983, and it includes, you know, pretty much the, everything in the red, in the red box there. So it more or less aligns with the downtown precise plan, although it's ever so slightly different just to really add. Just a little bit of, um,
[55:30] confusion for that. But you can see it, it includes all of the businesses in that
[55:35] right area. And then BIA number two was created and so that is the shaded light
[55:41] blue area. That was created in 1991. And that one really just covers the one two
[55:47] and 300 blocks, the real four of downtown. And you know, it was sort of determined
[55:52] with those of the businesses that received the highest benefit from the, from the
[55:59] should be assessed at a higher rate because they're receiving a higher rate of benefit.
[56:06] And the effectments are really, again, based on the type of incident, you know, so it
[56:11] will be a restaurant, retail, professional, professional thought, you know, like an office space
[56:17] and then VIA number two takes it one set further and looks at the type of
[56:21] business, but then also the square footage as well.
[56:26] And so on average, the fee assessed is $176 per business per year.
[56:33] That's on average.
[56:34] The minimum we've seen is 50, and the maximum is less than $400, so over the course of
[56:39] a year, this is a pretty small assessment, and this should be updated, it should actually be
[56:44] $60,000 in revenue, you've seen the VA grow on average about $5,000 a year, so I'm sure
[56:57] that you can grow it to, it's a very small assessment given the costs and the scope
[57:04] or the downtown business association, it's a very small revenue generated.
[57:13] It's certainly better than nothing, but, you know,
[57:15] if we're seeing comparatively based on the needs
[57:17] that we're hearing from the businesses
[57:19] and the community in terms of what they think
[57:20] is being down town continues to be challenging
[57:25] to several all the cops.
[57:27] And if you can, I'm going to say, well, to the reason
[57:30] that the chamber actually was asked to take over
[57:34] the operational end of the day, because the DB8
[57:37] couldn't be closed.
[57:39] So, yeah, I'm adjusted for inflation, I mean,
[57:42] And if a word adjusted for inflation, it might be several hundred thousand dollars
[57:48] in the year, it doesn't pose to 50 to 60.
[57:53] Or look at another way, it's actually about 10 cents of five per hour.
[57:59] Well, and the other piece about the IIT that's important in a number of you have heard this
[58:03] before, but for the record, is that the IIT has very strict rules on how it will
[58:10] employee and it really can only be used for marketing and the downtown businesses have needed
[58:18] especially during COVID that since then, you know, so much more than just marketing
[58:22] equipment. There's a lot of advocacy that we do on behalf of the downtown for example.
[58:28] And so I do believe the downtown businesses have benefited by fact that the chamber has kind

[59:34] from the community and the down down to the visit that they want to see. So we're hoping to look at this strategically and really see if there are different models that we could deploy here.
