[3:58] you go on uh MUN code, you look in the zoning ordinance comes up and appendix B

[4:04] and it does that because the numbers that are in our current zoning don't

[4:07] match with the numbers that we had in the old zoning and the rest of the MUN

[4:12] code. So what we've done is again no substantive change. There's been nothing

[4:17] as far as the words that have changed, but all the numbers are different. We've

[4:20] also removed the reference to chapter 2 from the title and throughout because

[5:36] cruise in as well with it for the cars. The first one that we did, I think we

[5:40] wound up with 87 cars. Uh, a number of food trucks,

[5:48] people hearing more about it. I'm hearing more and more calling me about

[5:51] it. So, I think that's just going to grow. So, that's all I've got. monthly

[5:55] financial budget report

[6:00] the preliminary financials out on Friday. Um, usually in June, the June

[6:05] financials that I present to y'all in July are preliminary because we are

[6:09] still closing the books. Everything I presented to y'all is going to

[6:12] definitely change in the next 60 days or at this point probably 45 days. Um,

[6:17] we're working on closing the books for June 30th. So, we'll have a final set of

[6:21] financials for you probably in September and then of course audited financials

[6:25] for this fiscal year will come from the audit hopefully in January to try to

[6:29] stay on track with this new audit firm that we have. Um, our budget was

[6:33] approved by the controllers's office. We submitted it on September uh June 26 and

[6:37] it was approved on June we submitted it on June 22nd. It was approved on June

[6:41] 26th. That's probably the quickest our budget has been approved. But the only

[6:47] issue, I had emailed you all the approval letter and I had checked with

[6:50] them. We had no questions, no issues. The only thing is because we were under

[6:54] that gas notice last year, we have done our rate increase, but now they're going

[6:59] to watch us for two years cuz it took us two years to get in the whole they're

[7:02] going to watch us for two years to come out of that, make sure that we keep

[7:05] doing what they want us to do. So, we won't uh get any awards or anything this

[7:10] year just because of they're going to as long as we're under that, we won't. But

[7:13] they told us two years. This is our first year. They'll probably watch 2027

[7:17] as well. And then we'll see how we go from there. And then we're working on

[7:20] audit at at the moment. Just our everyday stuff and audit. So if you all

[12:24] which is part of municipal code. Um, it basically just goes in line with best

[12:29] practices. Ben is here to speak to the technical part or Philip can whoever.

[12:46] So, this ordinance updates modernizes our open burning ordinance, which has

[12:52] not been updated since 2013. The proposed changes align the ordinance

[12:56] with current Tennessee law. Tde regulations and modern fire service

[13:00] practices while giving fire department uh clearer authority to protect the

[13:05] public. None of these changes prohibit responsible open burning. They provide a

[13:10] better safeguard, clearer enforcement authority and more flexible flexibility

[13:15] to address changing conditions. Some quick points. It will prohibit the

[13:19] burning of leaves and yard waste. Unauthorized commercial burning. It

[13:24] updates our cost recovery. uh strengthens our enforcement, expands

[13:30] burnban authority, clarifies permanent authority,

[13:34] and while our current ordinance has served us well, it no longer reflects

[13:39] the current state regulations, best practices or the operational needs of

[13:43] the department. These updates improve the public safety, reduce liability, and

[13:48] provide clear enforcement authority, and ensure we can make sound uh decisions

[13:53] during periods of elevated fire danger. Okay.

[14:32] out of control, they could that could be really catastrophic. So, I think it's

[14:36] just a smart thing for us to do as a city.

[15:56] commission held a public meeting last Tuesday

[16:05] I think the general rationale was that it used to be commercial and there's

[16:10] commercial right beside it. Um the planning commission's worksheet and the

[16:15] resolution that they passed is in your packet as an exhibit. And this will be

[16:55] was a car lot for years. So actually what we're getting now is the property

[23:02] actually helps us with the grant project with the completion of downtown. So, we

[23:07] just the state just wanted a resolution this year, so I'm going to send this to

[23:10] them. So, we just wanted to get it done today.

[26:42] approve a contract with CDC consultants to do a topographic survey related to

[26:47] the storm water and roadway improvements on Halong. The propo the proposal for

[26:52] professional services was in your packet and is attached as an exhibit to the

[26:56] resolution. The cost of the services is $93,500.

[27:01] The deliverable here is a survey and the project will take two months weather

[27:06] permitting. Uh Philip might be able to speak to why we need this.

[27:10] Mayor Commissioner. Um, this actually was in the strategic plan about the

[27:14] starting the process on Halong. We just doing it a little quicker than we

[27:17] anticipated. So, this will encompass from North College all the way down

[27:21] Halong and up Good Low. And it's going to it's going to take a survey of

[27:24] sidewalks and all all the way down. Um, this is directly related to the hole

[27:29] that's in the in the street right now and storm water. And we're learning more

[27:32] and more each day about that. And uh so over the next few months uh being able

[27:35] to see that water that's been under [clears throat] the street for 50 years

[27:40] and then where it's coming out on good low it's it's opened a lot of eyes for

[27:43] me. So we're going to do a lot of camering and GIS and G and coordinances

[27:48] with everything that we have storm water related cuz the last thing I want to do

[27:51] is come back you guys in a few months and ask you to approve a whole design

[27:55] that's going to be very costly and not understand what we're doing. So, uh,

[27:59] this is a per first part of the storm water program that you've established

[28:04] and I think we're already going to be in the hole a little bit.

[28:09] Our budget is 75,000 in engineering this year for uh, water already with part of

[28:16] us setting up the new fund. So, this is already so when we amend when I bring a

[28:20] budget amendment in winter months in January to all, we'll

[28:25] have to amend it for this already. So, but it's got to be done.

[29:09] water system for all the city right down here next door to where the library is.

[29:14] I never knew that. and uh there was uh places to tie up

[29:20] your horses. So, I mean it it's been very eye opening

[29:25] of what we have up through there. I mean, I can't talk enough about all of

[29:30] the staff that's been a part of this. It has been it's been excellent.

[31:06] general fund. So once we return those funds, this will be done. So this is

[31:11] just the debt report that was approved by the controller's office saying

[31:14] they're good with our extension to continue on.
