[6:34] Historic Commission. I am the Bailey County Historic Preservation Officer.

[6:40] Um, for those of you that don't know me, my name is Rebecca Bill. [snorts] Um,

[6:44] this is America 250, which means we are celebrating America's 250th year of the

[6:51] Declaration of Independence signing. The nation has committees that have charged

[6:57] the communities of America to do different community activities. Get

[7:04] your community involved in the history of the nation.

[7:09] I um have presented some sliders for you [clears throat] for some activities that

[7:14] I am working on. I'm doing this to bring recognition to Bailey County and Muho,

[7:21] not only just to our communities, but to our small historical

[7:26] items that we have here. I don't believe we are well known enough. So, I'm hoping

[7:30] to get that out there. There is a website that um once I get these um

[7:36] activities confirmed on dates and times I will be

[7:40] posting it. It is a national website and I'm hoping to bring in some people from

[7:44] even across the nation maybe to see our what we have to offer. Right now

[7:50] currently the Shao Junior High and High School are doing an essay and art

[7:54] contest either or or both. Um that contest is due March 30th. Um it is

[8:01] based on America 250 and um if the students win I have a committee that's

[8:06] going to judge those competition entries here at the local level and if they win

[8:12] on local level I will submit it to the national

[8:16] um contest in which they will pick

[8:22] um different grade levels and I think there's five different um trips that can

[8:27] win scholarship trips either to Washington DC, the Austin, it'll be

[8:30] somewhere historical. So, they are currently doing that at this time. So,

[8:35] like I said, that's due March 30th. On May 30th, we're going to have the

[8:40] erection of the Bailey County Cemetery Gateway. If you Google cemeteries in Ba

[8:47] Bailey County right now, there is one called the Unknown Unnamed Cemetery. We

[8:52] figured out that that is the Bailey Burough Cemetery, and we think that is

[8:56] very sad to not give those people some kind of recognition. So, we're going to

[8:59] have a little work day. There might be 15 to 20 graves out there. So, it's a

[9:03] very small cemetery, but we're going to clean up that cemetery. And we um as a

[9:08] historical committee have um got a archway, entrance way to the cemetery

[9:16] built and we're going to erect that on May 30th in the morning. We are

[9:21] currently working on a bicycle tour of the historical markers here in Milshu

[9:25] and Meley County. Um that's going to happen on June 6th. After that, we are

[9:30] going to have a community meal out at the Heritage Center. Um we're not sure

[9:35] yet if we're bringing in food trucks, if we're going to do um catering. We're

[9:40] just really not sure what kind of meal, but we want that for the bicyclers that

[9:43] stop. We want them. We're going to open up the Heritage Center and let them tour

[9:47] that as well, plus have a meal there. Um, on June 20th, we're going to have

[9:52] kind of a youth uh tiny youth day and um we're going to have tea parties. We're

[9:59] going to have an arrowhead hunt. Kind of like an Easter egg hunt, but an

[10:02] arrowhead hunt. I'm currently working with the Texas Historical Commission on

[10:07] getting a Native American storyteller to come and do a presentation for kids

[10:12] while they're there doing the arrowhead hunt. Um, we're going to do some little

[10:16] mini patriot games. So, we're going to have stick horse races. We're going to

[10:20] have um plastic bow and arrow shoot. Just some things maybe in the colonial

[10:25] era that they had done, but we can't actually put a bunch of kids on horses.

[10:28] So, we're going to do stick horses and such and just kind of make it a fun

[10:32] family day. As well as for the adults, um bringing in um what it looks like

[10:39] right now, the quilting exhibits from East Texas. Um it's called the East

[10:44] Texas Quilt quilt guild. They're interested in

[10:49] bringing their quilts. We're going to put them up in this heritage center as

[10:53] well as um I'm going to talk to a few local people that have arrowhead

[10:58] collected and have their arrowheads on display it as well that day. And that's

[11:04] going to be June 20th. June 27th, I've partnered with um Gabby Newton to do a

[11:11] 5K morning run in honor of the America 250. Um July 3rd, we're going to have

[11:17] the blood drive bus here and we're also going to open a time capsule that has

[11:22] been buried at Bula Cemetery for 50 years. We will open it out there.

[11:28] There's going to be a little gathering, refreshments and such. And then it's

[11:32] either going to be at 9 or 10:00. I'm not sure. Julie Leighton's in charge of

[11:36] that, but um we're going to invite everybody out to that to try to make

[11:40] that a special thing. The artifix facts will be displayed at the library

[11:44] afterwards. On July 4th, sometime in there um that

[11:50] busy day, we're going to bury a time capsule and which will be opened in 50

[11:56] years at the 300th anniversary of America's signing and um we're going to

[12:01] bury that out at the Heritage Center. So, um, right now I'm just here to let

[12:07] you know that these are the events that I have kind of planned and are coming

[12:12] up. It's quite a few things. Um, I would love to get each of you's emails,

[12:17] addresses, and that way I can update you on specific times and dates as they

[12:23] come. And, um, we would love to have you come out and participate.

[14:52] state here that we've audited the financial statements and they present

[14:58] fairly the results of operation and the financial

[15:02] position of the city of mules. So, a very clean opinion. Following that,

[15:07] there's a management and discussion part on page five.

[15:13] I like to jump to if you look at page 8, uh there's a table A1 here.

[15:23] It's a little small, but I I like to look at this because it's got some

[15:27] comparative data. Uh this is what we call the governmentwide financial

[15:32] statement. So, it's adjusted for a bunch of things.

[15:36] Um but it's still there's some specific points like uh over on the right hand

[15:43] side you can see current assets are up from 7 million 168 to 8 million uh

[15:50] overall the net position is up from 12 million6 to 14369.

[15:55] So, we see that y'all done really well. Uh that you've uh your cash your your

[16:02] current uh your total assets are up and overall just everything looks good.

[16:11] And that is from the results of operations that are on page nine.

[16:19] This is a lot of paper. We kill a few trees when we do this. Um,

[16:28] looking there, you can see that, uh, total revenues up. Um, over on the right

[16:34] hand side, this is government activities, business activities, but the

[16:39] total primary government revenues up from 6,8 to 7 million. Expenses are up a

[16:46] little bit, but overall you added to the net position 1 million

[16:55] uh 1,850

[17:00] 850. Yes. Uh [snorts] and so total is we're up to 14,369.

[17:07] The prior period adjustment has to do with uh a new governmental standard

[17:12] where we're putting compensated absences on. So that's the beginning balance of

[17:19] those really doesn't affect anything

[17:24] there. Then I'd like to jump to the basic financial statements

[17:35] which will get passed on the management discussion analysis

[17:40] u and

[17:43] page

[17:48] I'm looking for is page C2 on page 18.

[18:01] Now, this is the government side of your financial statements, but what is we got

[18:06] balance sheet and some of the other information that we have in those

[18:12] tables, but here this U exhibit C2 is statement of revenues and expenditures.

[18:20] This is the the government side of the city of Mu

[18:24] and this is just really cash in cash out. Um so revenues you can see

[18:32] operating fund the general fund 3,791 from revenues

[18:38] uh economic development home grants CLR CLFRF

[18:43] and the other funds total uh government funds 5,730

[18:49] in revenue total expense 5,301.

[18:55] So something that we don't see a lot of is an actual net position gain in cash

[19:03] in governmental funds. So this is like I say I I came to the best city tonight.

[19:09] My partner went to the other one. >> You did. You did. It went the other way.

[19:15] I I wanted the positive one. I want to come to the positive one. So 429,000

[19:22] uh some transfers in and sale of assets of 544

[19:27] bringing the fund balance to 5,57. So overall you look at fund balance and

[19:35] [snorts] um

[19:38] a fund balance you try to especially in governmental funds you try to have 3

[19:42] months of operating expenses. And if you look at your fund balance there for the

[19:48] general fund, 2,ion7 and 3,486

[19:53] is your operating expenses. So you've got well over 3 months, nearly up to a

[19:59] year in assets.

[20:04] On page 21, this is the other side of your government, which is

[20:11] uh well what we call the proprietary side, the um water and sewer. And here

[20:18] you can see revenues, operating revenues 2 million, expenses 1,326.

[20:25] So we got income before contributions and transfers of 700. We got to transfer

[20:32] the general uh some balancing. So changing that position 673,000.

[20:40] But on the next page 22, we break this down so that we get a cash just like the

[20:47] general fund that we looked at. You can see cash from activities a million 20 uh

[20:54] cash used cash provided. And we see overall cash the increase in

[21:01] cash 600,000 and then we had 500,000. So really

[21:07] really good good results and and good use good use

[21:14] of of your resources and what you're doing out here. What

[21:19] you've done for the city is excellent. You're going to be commended. Any any

[21:25] questions on that?

[21:42] and I'm about through uh unless you've got questions. On page 36,

[21:47] uh we got the capital assets. Um, so

[21:52] here we're looking at the additions to government activities. You can see on

[22:04] in additions there. And uh then in water and sewer 176 those are

[22:13] the additions to what you had already.

[22:22] Um, we really don't have obligations per se.

[22:30] Uh we got the talking about the

[22:35] uh I'm sorry on page 4 this but

[22:40] uh [snorts] so total on the obligations the go bond a million75

[22:48] and decrease 261 um

[22:53] certificates of obligation on the business time being 650 and decreased

[22:59] reached 180. And you see the debt service requirements at the bottom

[23:05] [snorts]

[23:08] on page 41. And really the rest of the footnotes talk about uh the TMRS pension

[23:16] plan computation of

[23:20] all of the actuarial things that we need to add to the financials for that

[23:25] including the OPED. It's really great reading. I would encourage you to take

[23:31] your report home and read all that helps with insomnia.

[23:41] Page 55 is just a comparison of the government side of like we looked

[23:49] at to the budget and that was really just excellent.

[23:58] some other budgets uh following that on the economic development home grant, the

[24:06] CLF RF grant on 56

[24:25] on 65. [snorts] Five

[24:29] exhibit G1 I was looking for uh taxes tax collected

[24:35] on the government side you started with 154,000

[24:40] owed to you had a levy of a million291 you collected um a million64 for

[24:49] maintenance that service 221 so you ended with 146

[24:55] so over 100% % collection.

[25:02] On page 66, we've got another letter. And

[25:09] what that is is as we're doing the audit, you know,

[25:13] we're not just looking at the numbers. We're looking at rules, regulations,

[25:18] internal control out here is so good. Everything is where it needs to be. Uh,

[25:24] so this letter is about that and it just says, "We've looked at everything and we

[25:29] found nothing at all to report to you." Was that too fast? I like what you said.

[28:42] to charge. I thought in our area, uh, both parties agree that there's no

[28:49] really major changes to the current rate. Therefore, uh, the tariff has been

[28:56] approved between both parties. The last time this uh we were looked at

[29:01] it was in 2018. So

[29:32] it recommends to council to approve 35,000 loan to mutual meat processing.

[29:39] Uh included in your package or drop box was a memo from the EDC board. It is a

[29:46] different project than currently we have uh mutual mem market. I believe this

[29:52] project is to upgrade um

[29:57] their pins and their chute uh back there that they feel that by them doing that

[30:04] they can actually uh expedite the process

[30:09] be able to uh process more animals and in return they're they will create four

[30:15] additional jobs. So just on the process alone. So that is

[30:20] something that the ADC board was looking at.

[30:24] » Well, I'm telling you right now from experience that those pins have been a

[30:28] problem for a long time. I have >> bad.

[30:31] » How many how many have I roped that have gotten out?

[30:36] » They're they're they're bad and they it's just not set up right and it's it's

[32:46] 8750 that would be forgiven per job created at the end of a 24month period.
