Let's call to order the January 12th
meeting of the M Township Board of
[0:12]
Trustees. And we'll start with Judgement
[0:19]
to the flag of the United States of
America and to the republic for which it
[0:24]
stands. One nation under God,
indivisible, with liberty and justice
[0:30]
for all.
[0:38]
» Okay. Uh the the supervisor is not
feeling well today, so he's not going to
[0:42]
be here and so um I guess we need a
motion for me to run the meeting.
[0:48]
Is that correct? Thank you, Mike. All in
favor? I
[1:02]
I can pause while I take notes as well.
>> Okay. Call the Republic at
[1:08]
» Can you do roll call?
>> Yes, I should do a roll call. Well, I
[1:11]
just wrote it down.
Okay. Um, thank you. Um, Bobby
[1:17]
» here is here.
Trusty Gorgi
[1:22]
» here,
>> Trusty Lind
[1:24]
» here,
>> and uh the clerk is here. And as I said,
[1:29]
the um supervisor is not feeling well
tonight.
[1:33]
All right, we'll call have a call to the
public at 6:30,
[1:39]
3 minutes each. Anybody have any
comments?
[1:44]
Um
the roads in popularity in the winter
[1:51]
u do we have a contract or something
which can road commission to follow?
[1:57]
Well, the Royal Commission that does
plow
[2:01]
» is there a contract or something or
>> No, they just
[2:05]
» they just do it.
>> That's they do it excessively if you ask
[2:09]
me.
>> I mean like quarter of an inch of snow
[2:12]
they're piling and salting
and they don't charge us anything.
[2:17]
» No, not really.
>> Wow.
[2:21]
» So, is this a good or a bad company? I
know you have.
[2:23]
» Well, that's that's good. But I I'm
wondering why they do what they do. I
[2:29]
mean, I've lived here all my life, but
I've never seen it like it is now.
[2:34]
» And
dump days.
[2:38]
» Dump days.
>> I see we're having two on the east side
[2:41]
and one over here.
>> Yes, he was able to get Laz was able to
[2:44]
get a dump day in May. Uh and so, but
only one. So he decided we'd do it on
[2:51]
the east side for the first year and
then next year we'd do it on the west
[2:55]
side. We'd alternate the May dump day.
Of course, anybody can go to either dump
[3:01]
day, whether you live on the east side
or the west side, you can drive over to
[3:04]
the east side uh for the May dump day as
well. But then the next year we'll have
[3:10]
the May dump day here in Tent.
>> All right. Thanks,
[3:16]
» Dave. My name's Dave Jacqueline. I've
lived in the township for over 30 years.
[3:22]
I voted in a new board five years ago.
It was my opinion that the old board got
[3:26]
too complacent. At that time, a new
fireh hall was anticipated, but was
[3:32]
never developed.
Uh granted, L uh the roads have improved
[3:37]
during your tenure, but you and Mike
Corky's interest in attending paid
[3:41]
meetings for the sake of attending paid
meetings was unacceptable.
[3:46]
This township has a very capable fire
chief and some very capable board
[3:51]
members that can advance the process of
of developing and updating the fire
[3:58]
hall. Land Mike Gorki should get out of
the way and stop repeating the progress
[4:03]
those on the board that can make this
and other benefits to the township have.
[4:08]
I would think it's beneficial to keep
the firewall item on the agenda each
[4:13]
monthly meeting so we can measure its
progress.
[4:18]
And could you please post this letter?
>> Will you give me a copy of that?
[4:32]
» Anyone else?
[4:36]
There will be another opportunity for
public comment at the end.
[4:41]
So,
[4:44]
okay. So, we have our agenda in front of
us. Now's the time to either approve or
[4:50]
and to revise the agenda. Do I have a
motion to approve or item?
[4:56]
» I'll make the motion to approve as
stated.
[5:01]
» Any second?
Okay. All in favor?
[5:13]
Then we also have for next item is the
approval of the minutes from the board
[5:16]
of trustee meeting from December 8,
2025.
[5:21]
You guys had a chance to read those.
[5:28]
Any discussion?
All in favor?
[5:33]
Motion pass.
[5:38]
Um, next you guys got your board of
packets. The um bills that we have paid
[5:44]
from
uh the 1st of October, the 1st of
[5:49]
December to I think the 12th
list there
[5:55]
had a chance to approve all those home
voices. So we have a motion. You have
[5:59]
any questions? first of all about
>> I had one question and why electric
[6:04]
seemed way higher than previously
>> I didn't notice that but it might have
[6:10]
been an actual rather than an estimate
but I didn't notice the
[6:15]
» I mean it should be pretty consistent
>> yeah
[6:20]
the lighting itself
>> yeah the electric for the lighting the
[6:24]
actual electric bill
>> which that includ feet, right? I talk
[6:28]
about for the library or for
>> for the lighting.
[6:31]
» For for which one? I think we had two
two lighting bills. Was it the $800 one?
[6:37]
» So, yes.
>> Okay. So you get about $800 that exam
[6:41]
every month
>> and it might have been the estimate
[6:50]
because
[6:59]
the Christmas tree
[7:05]
and and the other decor I
[7:11]
Do I have a um motion to favor those
motion?
[7:16]
» Second.
[7:21]
All in favor?
[7:28]
» Okay. Next is the is the monthly treasur
report. All right. Cash on hand. 567,000
[7:36]
$279.37.
[7:39]
Um, we did get all of our final
documents from the auditor who finally
[7:45]
sent me the general journal to get rid
of that negative command.
[7:50]
That would be the last time you're
seeing that on. So that line disappears
[7:55]
but lighting.
[8:02]
So
[8:07]
do I have a motion to accept and file
[8:12]
any additional questions?
All all in favor I
[8:23]
all receive a quarter uh work report.
[8:29]
Uh you can see because we're doing very
well. Um this is the 75% of the budget
[8:34]
on the far right you can see 75% of the
budget has been um
[8:40]
um expenditures and so you say the
general fund we're right at 75.4 four.
[8:45]
So, we're right on as far as uh the
budget. Uh fire department is way under
[8:50]
budget of course. Um liquor fund right
on budget. Uh street light fund and
[8:56]
that's completely uh wiped out. So, you
can see that's 100%. Library fund is
[9:01]
under budget 35 65% of the budget. So,
all funds were at 61%. So, we're right
[9:07]
on schedule as far as um following our
budget.
[9:13]
Do I have a motion to file on acceptance
report?
[9:17]
» Second.
>> All in favor? I think that I do want to
[9:23]
add one more thing. S mentioned that we
finally got our um audit. Um they were
[9:31]
way way behind, but we did a little
[9:36]
and we got an email from the state
saying where was it? So we forwarded
[9:41]
that and that's really the light fire I
know. So we got the budget before um
[9:47]
basically we got the significant audit
matters before they said we've
[9:52]
encountered no significant difficulties
in dealing with management performing
[9:55]
and completing our audit. Uh they said
we're pleased to report that no
[9:59]
disagreements um arose during the course
of our audit. Um you'll all get a bal
[10:06]
copy next month so that you can review
that. The only thing that they said was
[10:10]
they say every audit it's a material um
audit um adjustment that they consider a
[10:16]
material weakness and they they consider
it in every small township that we only
[10:21]
have five people
to see it. And so you know we basically
[10:28]
tell them uh the clerk and the treasurer
u you do each other you the clerk and
[10:34]
the treasurer. So that's the best we can
do. We don't have anybody else that can
[10:39]
that can uh follow up on it and we have
an auditor every two years and we have
[10:44]
an S5 every year. So um they always say
this and they always say as in the case
[10:50]
of the many small and even size
governmental units. The township has
[10:54]
historically relied on an independent
external auditor which is them to assist
[10:59]
with the preparation of the financial
document. And it'd be really wonderful
[11:04]
if we had they say this um somebody else
that could annually do our financial
[11:10]
statement decide to we have to hire we
have to hire somebody else.
[11:16]
So, but we this is this is a a very
common um
[11:22]
everybody everybody gets it and they but
what they say is our response to the
[11:28]
township first with this fine either on
this and we will we will require
[11:34]
appropriate sign offs with the second
response person
[11:38]
which we do religiously. I mean Bobby uh
when she when she balances accounts I
[11:46]
sign off then I write in we issue launch
she signed off you guys sign off. So we
[11:52]
have the best.
So the audit went very well. So like I
[11:58]
said next month you guys will get on top
and it'll be filed really straight
[12:06]
up. That's that's good.
[12:11]
And then Bobby we are we balanced Bobby.
We are balanced. So yeah.
[12:19]
» All righty. So um next is our annual
fire department report from our
[12:26]
fire chief.
>> I'll uh I'll do the last quarter first.
[12:31]
» Okay.
um
[12:34]
for that last quarter, 19 runs, 12 of
them were fired, seven of them were
[12:39]
helping the ambulance. And of those 19
runs, eight were here on the top of the
[12:44]
east side, one was on the East Mullet
side, nine were in Burke Township and
[12:50]
one um one structure fire for mutual
outside of our districts. Um Bert one
[12:55]
was unfortunately that double fatal fire
on Eagles Nest
[13:00]
and then the uh the actual call on east
the east side was a significant fire
[13:05]
with a vehicle fire.
[13:10]
» Now the other two uh total packets I
gave you the one was the 2025 totals to
[13:17]
kind of round out East Mullet for the
first six months prior to the merger.
[13:22]
And during that time
they ended with 27 runs.
[13:29]
Um, two of them were fires. They had
some brush runs or brush fires there in
[13:32]
the spring. Two of them were assisting
the ambulance.
[13:36]
Four of them were nuisance alarms. I
would guess almost to the same house for
[13:40]
a fire alarm going off. And then they
had 19 runs between power lines and gas
[13:46]
leaks. And that also includes the days
they went out doing the door to door for
[13:50]
the ice storm stuff.
Of those 27 runs, all of them were in
[13:57]
their own territory. They did not have
any mutual aid runs.
[14:03]
» Uh total for 2025 for top
[14:09]
» we ended up there. You can see total 15
fires,
[14:15]
31 times helping the ambulance,
16 runs doing car accidents or search
[14:21]
and rescue,
eight runs doing water or ice rescue,
[14:27]
24 kind of those nuisance alarms of fire
alarms and
[14:31]
smoke investigations, and then 61 runs
being gas leaks and power lines with the
[14:37]
majority of them being all power lines.
That is 40% of the problem last year.
[14:41]
» And most of those are turning the ice.
>> Yes, sir.
[14:45]
» Um that breaks down to 44 runs over the
year in Bert Township, 92 runs here on
[14:52]
the top in the Bside, 10 runs over to
East Mullet, and eight runs out to our
[14:57]
mutual aid partners.
And then you can kind of see in the next
[15:02]
few pages how all those runs break down
into uh each individual area.
[15:09]
Um again, only really running outside of
our district for structured fires. And
[15:12]
we did get called by the sheriff's
department for one missing person
[15:17]
that we went and walked through the
woods for.
[15:22]
That was 2025.
>> Excellent.
[15:27]
» Any questions, comments, concerns,
others? How how are the merger going?
[15:32]
» The merger
>> um merger is going good. Uh the the car
[15:39]
fire I'm still
so with central everything runs through
[15:45]
GIS in the phone system. Charavoy County
used to do all the GIS work for CCE and
[15:53]
they decided that they want each
individual county to do their own GIS
[15:58]
work and help. And nothing against our
county GIS lady because she really is
[16:04]
truly amazing, but she's never done this
and isn't sure. EMTT's running into the
[16:09]
same problem. Um, so they haven't got us
all down to one page yet. Um, every time
[16:16]
I'm at I'm at a TAC meeting every other
month over there and it's I mean just
[16:21]
talked about it again last Thursday that
we're hopefully getting it narrowed down
[16:26]
and the Charlotte lady was going to call
over and see if she needed any help. So
[16:31]
with that, this car fire that we went to
in East Mullet, for whatever reason, um,
[16:38]
Central screwed up. They paged East
Mullet and Tuscarura.
[16:44]
We uh we got notified about 10 minutes
late to the party.
[16:49]
With that 10-minute delay,
we pulled up with East Mullet's pumper 3
[16:54]
minutes behind Tuscar's pumper.
And I can I don't think he's watching
[17:02]
this video. I can say that two fire
engines went to the scene and one of
[17:07]
them was able to navigate the scene back
out without getting stuck and it was not
[17:12]
ours.
>> [laughter]
[17:13]
» So, um I'm happy with that. We got four
or five guys there. If we would have
[17:19]
been paged when we were supposed to,
we'd have beat Tuser there. So, it will
[17:22]
work.
>> Um
[17:24]
» Why'd you get all the bugs
>> once we get the cakes worked out of
[17:27]
that?
>> Excellent. Great.
[17:29]
» And I even drove a red fire truck.
>> You drove a red fire truck.
[17:33]
» It was on the way. It was easier to pick
that up than take one of mine. So,
[17:38]
» great. Um, other than that, still uh
still working some kicks out with the
[17:43]
training. Still kind of trying to see
how they want or that fine line of what
[17:50]
uh what we're doing together and what
we're doing individual so that there is
[17:53]
still some say over there and not making
everybody come each way each time. Um
[17:59]
like I said, hopefully we can get to
summer and kind of hammer that out when
[18:03]
we start training.
>> I'm sure you again. I'm sure you're you
[18:07]
will definitely handle that.
>> And dodging snow.
[18:09]
» Yeah. Yeah. Thank you, Mike. Any
questions for Mike?
[18:13]
» Thank you.
[18:17]
» Judy, you have a report for us? Just a
little one because it's pretty quiet.
[18:22]
» This weather's been slow. I know.
>> I hear from your assistant wife. Yeah.
[18:26]
» But it's doing a great job.
Um, yeah, we're just, uh, Jim and I just
[18:31]
pretty much wrapping up state day,
which, uh,
[18:34]
» the deadline's coming up in February.
Um, we've limited the hours just a
[18:39]
little bit more kind of, you know, if
there's a day where you get just a
[18:42]
handful of people, then we make that day
smaller and try to just kind of hour.
[18:48]
» Exactly. And along with people, no,
because we have to, you know, they're at
[18:51]
the desk usually or whatever. So,
they're fine. Um then this winter I'll
[18:56]
do some slight, you know, but do a
little bit of light weeding and do the
[19:00]
things in the winter that I can't ever
get done in summer. Just go through, you
[19:03]
know, get things changed, whatever we
want to do.
[19:06]
» And starting to work on the summer
booking events like never too early.
[19:11]
» Have you have you admin?
>> Oh, she's always
[19:15]
» She's tied in. Okay.
>> He leaves it. She's tied in. You know,
[19:18]
you got her good.
>> Yes. So other than that, yeah,
[19:21]
everything's going really good and just
yeah, just kind of, you know, getting
[19:25]
things ready for the big rush come
summer.
[19:28]
» Excellent. Thank you.
>> Any questions for Judy?
[19:32]
» Yes.
Okay. Unfinished business. Uh, number
[19:36]
one on our agenda is committee
assignments. So, we're still hanging
[19:41]
loose. We have not appointed our um our
cemetery uh and committee boards. Um Laz
[19:48]
was going to call the attorney and do
some additional research, but I don't
[19:52]
believe he did that. However, I did take
a um
[19:57]
a training session with the MTA. Uh it
was a webinar called wait who was
[20:02]
supposed to do that. So certainly um
found out that the board has to vote to
[20:09]
approve these additional duties. the
board member doing the additional duties
[20:12]
must accept the additional work and uh
the additional duties may be removed at
[20:17]
any time and the board member can uh say
I don't want to do it anymore at any
[20:23]
time. So basically that is the way it
goes. Um
[20:28]
so we still have a couple of um we have
to assign these for the coming year. Uh
[20:34]
the first one, let's do the easy one
first is the um birch rail committee.
[20:40]
I make a motion that
consider jo
[21:01]
accepted it. So let's take a vote. All
in favor say I. I. So Mike, you're I
[21:08]
mean Bob Brett, you are um appointed.
[21:14]
Um Oakill Cemetery Board, that's the one
that we have. We are we are um
[21:20]
we don't have anybody now. Mike has been
doing it in the past. Mike, are you
[21:24]
willing to do it now?
>> No, I I resigned the end of October and
[21:29]
I stand by my decision.
[21:36]
Uh we are um committed uh by ordinance
to have a board member um sit on that
[21:43]
board. Uh it cannot be um
an interested citizen or it cannot be a
[21:51]
deputy.
So um we do have to have a board member
[21:55]
on that board.
[22:01]
Well, I um have been doing some research
and talking to some people about that
[22:07]
board and um I think there's a lot that
I personally didn't know till we board
[22:13]
last year. And so I would be willing
until we can come up with some other
[22:19]
solution. I would like to try as I think
I mentioned at the last meeting had the
[22:25]
board they have the annual board meeting
where all the boards go Um, I don't
[22:30]
know.
>> We weren't aware of it last year. We
[22:32]
were not. We've never been notified by
the vet who had Yeah. So, I would like
[22:36]
to see if we could possibly get this
down to a quarterly situation. think
[22:43]
meeting monthly for a sanitary board.
Same concept of um Mike has indicated
[22:48]
that they always are busy but um so I
wouldn't mind I would take the
[22:53]
appointment because they're setting up
the new schedule. They're doing the
[22:57]
budget. Um
so I would take it. I'm not going to
[23:01]
take it probably to the full year though
unless they will change. Okay. So, but
[23:07]
I'm willing to learn more. I think that
help. And I think that we might as well
[23:12]
um we'll do this first. Um do I have a
motion to to appoint Bobby
[23:17]
as the um as the board members who
represent us?
[23:24]
» We're kind of done with our Yeah, we if
nobody We have three board members doing
[23:29]
everything. We have three board members
to We have three board members doing
[23:33]
five board members jobs. So,
[23:38]
» okay. So, Brett will make that motion.
Do I have a second?
[23:43]
» Did you change?
>> Um, all in favor?
[23:48]
» I.
>> And you'll know that they're meeting on
[23:50]
Wednesday to appoint them chair and to
do their budgeting. And maybe you can
[23:55]
say, can we meet for the week? And I
guess there are a lot of things that we
[23:59]
haven't known that we were supposed to
meet once a year. Our whole board was
[24:02]
supposed to meet once a year. We didn't
know that. and we didn't know that
[24:05]
resourceful terms the budget. So I mean
so we have some things that we need to
[24:09]
catch up on. Okay. Thank you. And all in
favor?
[24:12]
» I and then when things settle down when
Lass is feeling better uh we'll see if
[24:18]
um we can what we can do. Uh and so um
that leaves the Bullet Cemetery Board
[24:24]
and I think that we'll have u we need
two members for that. So, I would
[24:29]
nominate uh or say that Brett and Bobby
should do that since they're kind of the
[24:34]
cemetery.
They're building some knowledge on the
[24:37]
cemeteries.
So, you guys are willing to do that?
[24:42]
» We'll have Brett and Bobby be our two on
that one.
[24:46]
» It's going to be a little bit
once a year.
[24:51]
» Maybe more than once a year
>> since
[24:55]
Harold passed away.
We're trying to make sense of everything
[25:00]
that
>> He put a lot in his head, didn't he?
[25:03]
» He didn't. He
didn't uh
[25:07]
you didn't pre-record any
pass away.
[25:13]
» So Brett and Bobby will be our two reps
there.
[25:17]
I mean, what do you make motion? I made
the motion. Yes. Thank you. You made the
[25:23]
motion. We have a second.
Second it. We can uh all in favor.
[25:31]
So we got those taken care of. Thank
you.
[25:36]
So I will send five of our minutes.
Please Lisa know that our new
[25:42]
appointment number.
Okay. So under current business,
[25:48]
let's start with the ranch road project.
[25:53]
Now, this slab was baby, but I think
that what the motion committee wanted us
[25:58]
to pass was that we were willing to
spend $85,100.
[26:04]
Is that the way you guys read this lady
sent us?
[26:07]
» $85,100
for our half of Ranch Road for the rest
[26:12]
of Branch Road. Right.
>> You probably could explain this because
[26:15]
you were actually at the meeting. Is
there anything? Um well, of course the
[26:22]
numbers are different than what they
had.
[26:24]
» Okay.
>> They're a little bit better because
[26:28]
it's a little bit confused on where in
terms of it being split right and
[26:33]
» everything.
Um, but yeah, I mean it's we uh we do
[26:40]
have the portion of finishing, but then
there's that other half that's being
[26:44]
split exactly between and volunteer
[26:58]
» 15 years.
>> Yeah. Um
[27:01]
» so according to this chart the our
portion is 253
[27:05]
the our share of our half
>> only our portion
[27:09]
» yeah and then the share that we're
sharing with vert is 598 correct
[27:14]
» so our cost is $85,100
[27:19]
» so um I'll make that motion that we uh
authorize
[27:25]
that
[27:28]
I'll see on the body.
>> No, I don't have the the copy of
[27:34]
contract, but I'll email Laz and tell me
that we approved it. If you can get it
[27:38]
to us, then
>> Okay, I'll
[27:44]
» pass. Good. I think we pretty much
decided this last meeting anyway, now
[27:48]
that we got the numbers. Okay, now does
everybody have a copy of this true green
[27:54]
estimate?
>> Yes.
[27:55]
» Okay. I put some numbers down at the
bottom. Uh, and J, you might be
[27:59]
interested in this because it's your
area over by the library. Uh, they've
[28:04]
offered us a a prepaid option of
$887.84.
[28:09]
And you can see what they do. Um, they
do late spring, early summer, late fall.
[28:14]
Now, I do say that area looks beautiful.
The grass is is lush. They control the
[28:20]
grubs.
Um, and I put that at the bottom. In 21
[28:26]
it was 122. You can see now it's 152. In
22 it was 128. 23 it was 136. 24 was
[28:35]
142. 25 was 147. So you can see the
progression of what we paid every year
[28:40]
as as to
>> yeah everything. So I didn't I I didn't
[28:44]
want to make a decision to if it's a
prepay and it's $915
[28:50]
the prepay784.
What do you think as a board you think
[28:55]
» is that on this year or next year?
>> This will be starting the first one will
[28:59]
be late spring. So it'll be next year's
budget.
[29:03]
» Do we have money? Can it be prepaid this
year?
[29:07]
» Just Oh, good question. Um
>> if if we had the money any prepaid it in
[29:13]
the spring it'd still be the spring.
>> Yeah.
[29:16]
» Um
>> when do they want us?
[29:19]
» Well, it doesn't have a date.
>> No, they sent it to me.
[29:22]
» I bet they're expecting.
>> Yeah, they sent it to member.
[29:27]
So, I think if we responded to it and
paid it, then they would honor this. Let
[29:31]
me see what we've got left in um
>> mean we may not have that amount
[29:36]
available in that.
>> Well, let's see.
[29:38]
park maintenance.
>> Um, we were doing pretty good in park
[29:42]
maintenance, I think. Uh, what is we
have left?
[29:50]
Um, yeah, we've still we've still got 85
almost $8,600 in park maintenance. Now,
[29:55]
of course, we're still going to have um
ongoing expenses there.
[30:02]
» Jody is buying a lot of salt.
>> Yeah. at that time of year. But I think
[30:08]
we can I think we can afford $897 if you
guys think it's worth it. I mean the
[30:15]
grass is for ups in pretty good.
>> It looks beautiful over there, don't you
[30:19]
think, J? I think so.
>> I think they do a pretty good job with
[30:22]
that
>> for up north. It's pretty good.
[30:26]
» Yeah. The only question would be there's
not I mean there's got to be another
[30:30]
company that does it, but is there
anyone that would want to check the
[30:34]
brand new prices?
I don't know. So I don't know
[30:37]
» I'll tell you
>> and you can see basically the grass the
[30:40]
gr preventative one is you know and then
the other one's a fertilizer draw we
[30:46]
control
>> I mean they know what they're doing
[30:49]
» true absorb Scott's lawn service a while
ago so there's one less big player
[30:58]
» out there so you would have to go to
somebody more vocal and smaller to get
[31:03]
competitive bids
>> and we do know that they that they've
[31:05]
had we've had good results with what
they've done.
[31:08]
» Yeah.
>> I don't think we want to stop doing it.
[31:11]
» It would just be a matter if we wanted
to know. But if we like them
[31:16]
doing it for
>> Yeah. 21. That's Well, that's because we
[31:20]
had uh
[31:24]
as far back. Yeah.
>> Okay.
[31:29]
» All right. So, Brett, you're going to
give me a motion to go ahead and do
[31:32]
this. Anybody want?
>> Yeah.
[31:34]
» Thank you.
>> Okay. So, we're going to go ahead and do
[31:37]
it.
[31:42]
» All right. All in favor? I
[31:48]
Great.
Um, also, uh, we got a call, I got a
[31:53]
call,
I guess it was Thursday, that, um, Dave
[31:58]
Corbin is retiring. He's the guy who
does our following on the east side, the
[32:03]
fireball.
And so, he's had a guy that's been his
[32:07]
partner. He's taking over the account
service. So he sent me a
[32:14]
uh
I agree to snow plowy snow fire ball
[32:20]
every three inches or more a snow
accumulates for uh for $40 per pl for
[32:24]
the remainder of the 25 26 season and
the price will stay the same for next
[32:28]
season. Uh he sent me a W9 and he was
going to send me his insurance but I
[32:35]
haven't gotten that yet. Uh, I asked um
Mike about it and he had another uh
[32:43]
idea, another guy that was willing to
plow as well.
[32:46]
» Well, I don't I just know Caleb Deoy's
on our department and he did plow it a
[32:51]
couple times when
Dave had him or whatever was going
[32:56]
this year.
>> Okay. So, and he was he he how much is
[33:01]
he charging the same amount?
>> Yes.
[33:04]
» $20 a follow. and uh
>> is insured.
[33:08]
» He is insured as well.
And I guess we'd have to find out will
[33:13]
he do whatever for sanctioning every 3
in or whatever.
[33:18]
So I guess do we want to make the
decision? Do we want to leave that to
[33:21]
Mike to make a decision? How do we want
to go
[33:30]
» fire doing it? Well, for
I mean
[33:36]
Mike, if he's got some way they can do
it, especially if it's fire,
[33:42]
» as long as it doesn't interfere with
other stuff he's got going on, you know,
[33:48]
if he's got another job,
>> right?
[33:53]
Does K do it do pling professionally or
is it just something he does? Does he
[33:57]
got a flaw in his truck?
>> I think both.
[34:00]
» Both bust. He's got insurance. So,
they're doing I know I know him and his
[34:04]
brother were doing some landscaping at
one point.
[34:06]
» Okay.
>> I'm guessing that's why they got their
[34:08]
insurance and
>> Okay. So, so does anybody want to make a
[34:12]
motion that
>> when's when's Mr. Bman like effective
[34:16]
now?
>> Effective now. Yeah. His wife has got
[34:18]
cancer and she's having a mctomy on
Thursday.
[34:22]
» Okay.
[34:25]
Because we got more snow coming this
week.
[34:27]
» I know. Wednesday. So, do we want to
leave it with Mike to make the
[34:31]
arrangement
or
[34:35]
» something also do you want?
>> I we'll do whatever you guys want to do.
[34:41]
It's either that or just leave it
>> or we leave it
[34:45]
» for for this season. I mean, you have
three months left.
[34:51]
» You know, you got
February, March, whatever,
[34:56]
» April,
>> whatever you guys want. I if it's
[34:59]
getting plowed, I'm I'm happy. So,
>> yeah,
[35:03]
» hopefully only two months.
>> Yeah,
[35:07]
» it sounds like it'd be seamless to go
with this guy's partner for right now.
[35:12]
» He took over if he's taking over all of
his business.
[35:15]
» Yeah.
>> And then we could
[35:19]
we can see how he does
>> supporting someone who's supporting.
[35:21]
» I like the idea of the fireman doing it.
But if we finish out the contract with
[35:25]
this guy since he sent me that
information,
[35:28]
» he was quite quick to send me the the uh
W9. And of course, I don't have his
[35:32]
insurance yet.
>> I mean, I guess I would stay with
[35:38]
what we have. He's he's familiar with it
at least for the seasonal. And then we
[35:42]
can
said see how he see how he does.
[35:48]
That's how it's a little stick. We'll go
with Nicholas.
[35:57]
provided he sent to the insurance was
nice enough though when I was a little
[36:02]
confused he did he did but we haven't
seen the bill
[36:06]
» which was he didn't build a lot though I
think it's looking
[36:10]
» and he got the time on the parking lot
>> did you did you find some place to put
[36:14]
that
>> it's um
[36:17]
frustrating okay good
>> seemed better than the parking lots
[36:21]
» [snorts]
[36:24]
» Okay, the next uh So, we're gonna We
don't Do we need a vote on the Nicholas
[36:28]
thing or just
>> Okay, I will call Well, I think Nicholas
[36:34]
Sexy he's going to continue. So, okay.
All right.
[36:38]
» That way nobody that way no one has to
say.
[36:41]
» Yeah. Right. I will call and say I still
haven't gotten your shirt. So,
[36:46]
um the sec the next thing on the agenda
was the drain issue with the maintenance
[36:50]
shed. Joey seems to have that
>> by
[36:56]
the drain lever.
>> Yeah, she cleaned out all the buck and
[37:00]
it's and it's draining now. So, the the
heater that we have in there was farther
[37:07]
away and set low just enough to keep
some of the internal
[37:13]
chemicals from freezing. So, I think
what happened with all the debris in
[37:18]
that drain, which is meant to basically
evaporate, it's basically a a square
[37:24]
bucket in the ground. I think that
froze.
[37:28]
And the more it froze, you know, the
water couldn't sit in there and and
[37:33]
evaporate or dissipate. So once we got
it cleaned out and be thawed, it appears
[37:39]
to be doing what it's been.
>> Clean the whistle now. And I and I I
[37:43]
gave a suggestion to rinse off the
tractor after mowing so that there
[37:51]
squeegee out as much snow and water as
possible. So, I think we stopped it.
[37:58]
» Okay.
I don't know if everybody got a copy of
[38:03]
this. Um,
we put it on.
[38:12]
Yeah, I'll show you. Everybody have one.
[38:19]
» No.
[38:23]
So Bobby Bobby wrote this letter
and basically
[38:29]
it's a
she
[38:35]
go ahead. Why don't you?
>> So in preparing for the budget and
[38:40]
looking at some planning commission
things um we we need to start we're
[38:45]
going to have the master plan done this
year. So, I asked Heather, "What what do
[38:50]
we need to look at? How do we need to be
in plan for paying for some of these
[38:54]
things?" Um, in talking to her, and I I
learned this early on in the process,
[39:00]
um, the township really should have
always probably had a CIP. Um, and we
[39:07]
don't, we did not pass that.
>> Yeah. So, um, that is the board's
[39:16]
responsibility to do. So she said, you
know, in this budgeting process, you
[39:21]
need to be looking at your survey
results. They're going to play into the
[39:25]
master plan what really our capital
improvement plan, what we want to do
[39:29]
now. Um capital improvement plan will
cover the next five to six years. The
[39:35]
master plan will cover, you know, into
the future further. So, um, I started to
[39:40]
look at and kind of tally up some of the
things on the survey to see what people
[39:45]
want to do for our capital improvement
plan. Um, and in doing that, this
[39:51]
building was one of the biggest thing
that people have been asking about and
[39:56]
saying, "Hey, when they get questions,
get on, you know, do something about
[40:01]
what you've been talking about with the
fire department and then also with um
[40:05]
the schoolhouse." So the first step and
we've been hearing some Romans around
[40:11]
town that there may be some changes
happening here. So we thought it was
[40:15]
kind of a pertinent time to let the Had
know that we are interested in possibly
[40:21]
having that property and township
property too.
[40:24]
» So which buildings do they own? Both or
>> they Yeah. So it's three separate lots.
[40:29]
the way that the lots are broken up.
You'd have to look on a map, but so we
[40:32]
could purchase just the
um woodworking shop,
[40:37]
» the logs. Yeah.
>> And then I think the rest of the
[40:40]
property is two lot is I think how it
breaks down. Um and with our
[40:45]
» I believe that we have the zero lot
line. We did that. You guys did that
[40:49]
quite a few years ago. So we could just
buy the one and it would work. Um, so
[40:54]
that's kind of that's how I wrote the
letter was kind of just opening it up to
[40:58]
discussion. Um, it would be a discussion
with the board because the other thing
[41:02]
I've learned in this is the fire hall,
fire station, fire things are under
[41:08]
board control. Those really aren't a
planning commission item. Um, so that's
[41:12]
why it's coming from the board, not the
planning commission. And I think it we
[41:16]
just we just have to get moving on this.
If we're putting all this time and
[41:19]
effort into this master plan, we've done
the survey. we've got to make sure we're
[41:24]
we're following all the steps and and
starting to put some money in our
[41:28]
budgets towards these projects and be a
good first step. So, if you scan the
[41:34]
letter, basically we're asking them uh
that we want to ask whether you might be
[41:38]
open to discussing potential options
relating to the township possibly
[41:41]
acquiring some or all of your property.
The township is open to considering a
[41:46]
variety of possibilities including the
purchase of all three lots or
[41:49]
alternatively the lot closer to the
township one propert. So, we're just ch
[41:54]
saying we're we're interested. Um,
>> and we put Brad with Brad's permission.
[42:00]
I put Brad in as the contact because she
does open real life and you know, I
[42:05]
think it's is our resident expert and we
hope to. So, if this is something you
[42:10]
would be willing to explore or please
reach out to Trusty Lyn and his phone
[42:14]
number, he can set a meeting time with
you or just answer your questions. at
[42:17]
least put it out there to say, you know,
if you're interested, um, and then then
[42:24]
we'll go from there.
So, I think since here, I'll change it
[42:29]
if you guys are okay with it and I'll
sign it and just say clerk um on behalf
[42:36]
of the board and then we'll send this
out to get it going.
[42:39]
» Yeah, that's fine.
>> Okay.
[42:42]
» So, they're
aware. Yeah, that's was here. I'll go
[42:46]
ahead and sign it, but
I'll sign it and we'll send it out
[42:49]
tomorrow just so it'll be
if there's some noise going on, some
[42:55]
planning going on, we'll say, "Hey,
before you do anything,
[43:01]
talk to us." So, I thought we should
it's um really from the board.
[43:08]
» They can't protect.
So give everybody okay.
[43:14]
Thank you. Yeah, let's have a motion.
>> Okay. Second.
[43:22]
All in favor?
All right. So, we'll send that out
[43:27]
tomorrow.
All right. The next thing is um we have
[43:32]
to have um because we have a um
um because we have a
[43:40]
electors and we have um meeting
>> we have an annual meeting annual meeting
[43:46]
of electors we have that we have to have
these um township salaries um out for 30
[43:52]
days before we have the meeting of the
annual uh electors. So basically as you
[43:58]
guys can have s saw when you got them.
These are just all saying you're keeping
[44:02]
the same salaries. So basically they say
um whereas your township board deems
[44:08]
that no adjustment in the salary of the
office of clerk is warranted, the clerk
[44:12]
salary is going to stay the same at
26,000. Um be it resolved that there's
[44:16]
no adjustment in the office salary at
the office of the supervisor warranted.
[44:20]
Supervisor is going to stay the 145 or
is it 14,000?
[44:25]
Did I have that wrong? 45
[44:29]
» 45 sounds
>> it definitely
[44:32]
» because I didn't think it was it wasn't
wasn't in even
[44:36]
» okay so anyway and then same thing with
the trustees it says um be that there's
[44:44]
an adjustment the salary of the fresh no
adjustment thank you that is warranted
[44:50]
that
[44:57]
So the treasur remains 26,000 and the um
trusties remain 53. So she need a motion
[45:04]
separately. We need each one separately.
So let's start with the clerk. Uh we
[45:08]
need the resolution to be offered by a
board member
[45:15]
and supported by second
and then it has to we have to have a
[45:20]
roll call vote. So, um, Denise Zach, he
says yes. Bobby,
[45:25]
» yes.
Brett,
[45:28]
» yes.
>> And Mike,
[45:29]
» yes.
>> And then I got took down absent.
[45:38]
» Okay. So, uh, the clerk will declare the
resolution adopted. I guess supervisor
[45:42]
not. Okay.
[45:46]
All right. The supervisor salary. I need
a board member to offer this resolution.
[45:52]
» I'll make that resolution
>> and supported by
[46:10]
Ven. The clerk says yes. Bobby,
>> yes. Brett,
[46:14]
» yes.
>> And Mike,
[46:15]
» yes. So the first offer declare this one
adopted
[46:21]
uh treasurer salary. I will offer this
for any
[46:29]
correct.
>> Okay, good. And uh
[46:40]
Okay, I jumped and I put Laz
here. [laughter]
[46:46]
Okay.
Okay, the clerk votes yes. Bobby,
[46:50]
» yes.
>> Brett, you
[46:52]
» and my gosh. Okay. So, the treasurer
salary has adopted four.
[46:58]
Okay.
>> Motion of trustee body. I need a second
[47:04]
and I'm a second since your voice
should.
[47:14]
» Okay. Roll call vote. Bobby.
>> Yes. Brett.
[47:19]
Mike.
>> Yes.
[47:20]
» And
yes.
[47:24]
Okay. The uh clerk declares that.
Okay. So, these will be done um as of um
[47:34]
January 12th. That gives us 30 days
before our annual meeting of the
[47:37]
electors, which is March 9th. Excellent.
All righty. Um,
[47:45]
anything else that we I guess we just
have our call of the public at
[47:52]
7:17
and we will go to our budget workshop
[47:56]
after we adjourn. So, um, especially
Uni, I'd like to stay just for a little
[48:04]
bit. We can get
>> You can do their sections first.
[48:07]
» Yeah, if you want.
>> Okay. So, um I called the public at
[48:11]
7:17. Anybody?
Jim?
[48:16]
» Um the dock
down at the B. What's happening with
[48:22]
that?
>> Well, it's not.
[48:24]
» You're going to lower it by about a
foot, right? Is that correct?
[48:28]
» That's going to be lowered. Yeah,
>> about a foot.
[48:32]
» Uh somewhere in there. I Yeah, I'm not
sure the exact, but it's going to be
[48:37]
lowered.
>> Yeah. 12 in I think would be gas, right?
[48:41]
So we can
>> I just wondering because you know it's
[48:46]
like three or four months away and
that's not an easy project I don't
[48:50]
believe. Who's who's doing it?
>> Uh the contractor that built it.
[48:57]
» Yep.
>> Who is that? Uh that
[49:01]
» GL fabrication
>> local contractor.
[49:11]
» Anyone else? Any other comments?
[49:21]
» Board comments. Bobby.
[49:31]
Right.
[49:37]
» So, we'll take an adjournment for the
regular meeting before we reopen the
[49:40]
budget workshop
at 7:19. Do I have a motion?
[49:47]
» And
all in favor?
[49:52]
» Okay. So we'll
[49:57]
» So we we'll reconvene um I don't know
like so Mike and Mike
[50:07]
» and everyone else is welcome to
>> Yeah, you're welcome today. We're just
[50:10]
gonna
>> drive it'll be a lot of a lot of fun.
[50:31]
Do you want me to just write like write
something in your notes that you were
[50:34]
here and sign it and then
>> Yeah.
[50:38]
» She should probably
agendas.
[50:46]
» What's your name?
[51:00]
I always have to clarify.
[51:05]
» Oh, is there wrong
with that building?
[51:16]
» Yeah, I was surprised how much you
actually have to put
[51:19]
public.
[51:48]
So since we heard that, we thought we
better
[51:51]
get in. We want to be concerned.
>> But it happened exactly like they
[51:58]
expected.
>> Good.
[52:02]
» All right.
[52:08]
Thanks for coming. Okay. [laughter]
Thank you for coming. Thanks.
[52:14]
Good luck to your school.
[52:18]
Thanks for coming. Good luck.
>> Thank you.
[52:22]
» Thank you.
[52:28]
» Yeah.
[52:31]
» Okay.
[52:35]
7:21 will reopen for the budget. Now,
um,
[52:41]
I wanted to ask if L had a chance to
talk to Judy and to my
[52:46]
» No, no, no. So, you guys had had no
input because nothing.
[52:53]
» I've got copies for you.
[52:58]
» Thank you.
[53:08]
Okay. Now, um, unfortunately,
there's a lot of blank spots on the
[53:13]
budget.
I don't think there's much we can do
[53:17]
tonight.
[53:20]
I spent today going through
what we kind of we thought that we would
[53:26]
be here and that we'd be able to go
through and ask him questions about
[53:29]
this. So, let me how should we handle
this? go and say what we highlighted.
[53:34]
» I think Mike obviously didn't get any
chance because yours was still in the
[53:37]
box all day. So you this is your first
>> So um first off when you need blank
[53:44]
spots exactly
>> well there's places in the budget that
[53:47]
you can put in
>> and therefore
[53:50]
» were there numbers in the previous
>> Oh yeah. Yeah. We know how to find
[53:54]
» Well, I'm just I'm asking questions so
that I understand what we work with you.
[54:01]
So, since we just got this and we
haven't had a lot of time to decipher
[54:07]
and
>> and build through this, we also do have
[54:10]
a secondary date on the agenda.
>> I think that maybe we quickly go over
[54:17]
just page by page, not line by line
item, star items of concern
[54:25]
and regroup at this. I forget the date.
>> Okay. I thought it was in the like you
[54:30]
said that was well
>> I don't even know if we need to do that
[54:34]
cuz these guys haven't
>> they haven't they haven't even given any
[54:38]
input their number so I think if Denise
and I have already done that if you guys
[54:44]
take your I mean take your time we get
this to Laz and he can then spend a
[54:50]
little more time on the budget and get
it to us prior to that meeting because
[54:55]
us going over it what what are we going
to talk about if the person Well, I I
[55:00]
guess if you had some um
starred areas that we need to consider.
[55:06]
» Yeah,
>> that would help me to un to really look
[55:09]
it up. Okay.
>> If we just went and let's say you went
[55:12]
to page one and you said line number
seven.
[55:15]
» I'll show you what I highlighted and
Bobby can probably jump into the first
[55:18]
page. The numbers for the income are are
lost. Part of them are lost. I think he
[55:24]
made his best guessment and Bobby will
be able to actually calculate the
[55:28]
numbers for the income. So do you want
to go to those Bobby or just give those?
[55:32]
» Yeah. So I think yeah the you want to
highlight what we've highlighted. I mean
[55:38]
yeah but the homestead swamp plan should
is not right and the revenue share is
[55:46]
not right. Collection fees are not. Um
he's very close on the current real
[55:51]
property tax. So you messed with that
number
[55:53]
» and the veteran royalties were not
right.
[55:56]
» We thought those were too high.
>> Yeah. Because based on that and then you
[56:00]
left out there's no misdemean
we always have some. So I think 500 you
[56:06]
should put it because income is
important.
[56:12]
Okay. So page two um I'll just what I
highlighted and you will be highlighted.
[56:18]
Okay. So, the first thing I highlighted
was lodging and meals.
[56:23]
You know, 2300 at the lodging and meals
because um we know Bobby was going to go
[56:28]
to MTA, but we don't know the last go.
Last year when we put Dragon Storm,
[56:34]
» I contacted MTA and got a full push
forward. So, it's not a refund. I go for
[56:41]
free. She goes, "Laz didn't do it." So,
they're giving him a part.
[56:45]
» So, you would just be food and
Laz would have to pay the part of the
[56:52]
classes if he didn't contact them and
did get a refund or a push forward. So
[56:57]
we were questioning whether he was going
to go or not. Um he hasn't as far as we
[57:02]
know registration.
>> We don't know if he's
[57:05]
not even registered.
>> You had to register last week and based
[57:09]
on showing on that register. Now, the
other thing on my my copy is that for
[57:15]
for each one of us, there's no mileage
numbers. Now, we do get mileage. We just
[57:20]
don't get mileage in the township. So,
uh I get mileage when I go to town
[57:25]
building. You guys will get mileage if
you went to AOA if you went to you know
[57:32]
uh so there there should be and I want
mileage from my my deputy so because he
[57:38]
goes up the county building for election
things and I want it for my deputy. So
[57:46]
there's those mileage items but he he
left those out completely. I think he
[57:50]
misunderstood the policy that there was
no mileage. There's only no living in
[57:56]
the township. Um the size
>> the other one was that auditor one where
[58:00]
he he bumped it up but it's still they
charge the charge every year for audit
[58:07]
» um on the um page three um
board reviews. We were going to have
[58:14]
some conversation about whether or not
providing you should be removed uh three
[58:19]
times and if they have
contacted program under the assessor he
[58:26]
has $700 there and um that was a one
time thing because he hired an assistant
[58:32]
because so I don't think we're going to
need that again. Um election
[58:38]
salaries he put election salaries in but
he put no payroll expenses in. Well, I
[58:43]
highlighted a dashboard.
Um, anything else on your um I had the
[58:48]
board of review publishing for 500.
There's no way that we've never had
[58:52]
anything in that line. You know why?
Because I always publish it under the
[58:56]
township,
>> right?
[59:00]
Thank you for
[59:05]
» I Yeah, that I don't imagine there would
be. I don't think I ended up getting any
[59:09]
new equipment over there.
So yeah, that circle actually that's a
[59:13]
good one. So what what we thought we'd
do is we would highlight or circle these
[59:17]
and then have L so L can see them and
then he can you know enough.
[59:26]
Okay. So page four
um the only thing we we would judge out
[59:31]
both of us street lighting in the middle
of the cave. He didn't put anything in.
[59:38]
Yeah.
That's a good explain that balance.
[59:44]
I also have
and a question for him. So he upped
[59:50]
town hall wages.
Are we is he anticipating a raise? Is
[59:55]
people are going to work more? What why
is that changed? Because we did that
[59:59]
question.
>> Yeah.
[1:00:02]
» To that and he does it a couple places.
Parks wages same thing. Yeah. and
[1:00:08]
they're not significant to the
restricted
[1:00:11]
» at the bottom of transfer to other
funds. There's $2,000
[1:00:16]
and that vote that's the money that we
sent for the inspections but he didn't
[1:00:21]
and I just wrote a note 22 because he
forgot to put it over as revenue 212
[1:00:26]
account. So,
um do you want me to talk about because
[1:00:30]
Bull House and Boy Scout Park are on
here?
[1:00:32]
» Yeah, talk about that. Um,
as I mentioned before, the capital
[1:00:38]
improvement CIP and putting money
towards some of these things. The one
[1:00:43]
other thing that I accomplished this
month that big was um working with the
[1:00:50]
insurance company continuing on the SW
Park playground equipment.
[1:00:56]
We they sent us a check for $6,948.50
for the equipment.
[1:01:02]
The other part of the claim is $6,530.
That doesn't come to us until that
[1:01:13]
equipment is removed. Is that the cost
that um the company the playground
[1:01:20]
company's name? I can never remember. It
starts with Price or something like
[1:01:23]
that. Penura.
>> Yeah. Same thing.
[1:01:27]
So that until that's removed, that's
their cost removed and the new.
[1:01:33]
» Well, we have to contract for that. So,
but the big thing is so all that Tokyo
[1:01:39]
will pay for is they they didn't buy our
big plan, which we knew they worked on,
[1:01:44]
but it was a big um but I don't I think
we want to do better at that park and we
[1:01:50]
want a playground like you have on the
east side.
[1:01:56]
But the caveat is that would have to go
into the budget and we would have to
[1:02:01]
make some decisions with that because we
only have until June. If I tell her in
[1:02:06]
June we're going to get new playground
equipment in August, then they'll fold
[1:02:09]
this 6,500 over to pay us. But if we
don't get new equipment in there, we can
[1:02:15]
get whatever we want, pay, you know, we
pay 100,000 if we wanted. You only get
[1:02:20]
6,000 towards it or 7,000. Um, but in
order to get recoup the removal and
[1:02:26]
replacement cost that the insurance
would cover, it has to happen soon to
[1:02:30]
whatever.
>> Are we guaranteed $6,000 for removal?
[1:02:35]
» Well, it breaks down. So, that's what I
said. If we just got it removed and we
[1:02:38]
didn't put in playground equipment in,
he would get whatever.
[1:02:42]
We have to give him the bill.
But he's done. Um, so I don't think we
[1:02:49]
rush a project of that magnitude in
order to get $6,000,
[1:02:54]
but with that being said,
Schoolhouse Park is at the top of I
[1:03:00]
think our capital improvement plan list.
So there's got to be I mean $3,000 in
[1:03:06]
Boy Scout Park. I don't know what we
would plan to do over there. Capital
[1:03:09]
outlay for 3,000 and $3,000 definitely
not going to do anything to the house.
[1:03:15]
So, I don't know where in this budget we
want to find money to start to go
[1:03:19]
towards these projects, but if we're
committed to moving forward and some
[1:03:23]
progress on some of these things, it's
got to start there.
[1:03:27]
» At the very least, we need to remove
>> the
[1:03:31]
» the equipment that's no longer
>> Yeah. Whatever we want. I looking for
[1:03:37]
the right word.
>> Yeah. And
[1:03:40]
the front of the building
>> needs to be secured.
[1:03:44]
» That mean that part is in horrible
shape. It if you read the survey and
[1:03:50]
comments, people are like, "Lan it up.
Lean this place up." This will be you.
[1:03:57]
Like those are the two big things. So I
mean I think I'll I'll put that down for
[1:04:01]
you guys if you agree. Um, I mean that
that's going to be and
[1:04:07]
» and it's going to take, you know, we can
the master plan is going to help us get
[1:04:12]
grants. It's going to help us get
funding, but there's got to be money in
[1:04:16]
this account to match it. Nobody just
gives you all money.
[1:04:19]
» Um, and even with bond, you know, we
were borrow the money. There's someone
[1:04:24]
that wants
>> the grant works like most grants. You
[1:04:29]
don't you don't get you don't get the
money until
[1:04:33]
» the project is done.
>> So you front the money,
[1:04:36]
» right?
>> And we do have some money in savings,
[1:04:38]
but we have to make the decision.
>> Yeah.
[1:04:41]
» The whole project to draw this out. How
much is it just to remove the unsafe
[1:04:46]
which is like everything but the swing
side
[1:04:49]
» inflation removal of the this place that
$24
[1:04:55]
but
>> I think I think and they'll pay us
[1:04:58]
whatever we
>> right and we don't have to have
[1:05:01]
insurance do that like we can get a
local contractor or
[1:05:07]
um
>> we have to go
[1:05:10]
» so we have to spend more than the 60
900 to get it?
[1:05:17]
» No, we we got the $6,900 for the
equipment that will be in our account to
[1:05:23]
use for new equipment whenever we decide
to purchase it. If it's this year, next
[1:05:27]
year, but we there was holding the
installation and removal target until
[1:05:34]
that happens. That's on policy for them.
This had a lot more wording than any
[1:05:38]
other thing. So they again I don't think
we expediate a project or we put
[1:05:44]
something in place that's not the right
thing or in the right place for $6,000.
[1:05:49]
Um but I think we should try to
fire our insurance
[1:05:58]
out.
>> Yeah. And if you went, honest to
[1:06:03]
goodness, if you went with the bike guy
like I did, you would never let your
[1:06:08]
child be here any like that. And
>> let that Mary go around. Come on.
[1:06:14]
» He was like, then he tells you what
could happen like how their flies off or
[1:06:18]
their arm. I was like, "Oh my goodness."
So I we have to put that there. We've
[1:06:22]
also had a couple
>> that have had issues. So it's got to go.
[1:06:28]
Um, we had some kids, you know, they
haven't sued us that they freel.
[1:06:32]
» Yeah. So, it's got to go. But I think
that I highlighted that area because
[1:06:38]
» their job needs some more money in
there.
[1:06:39]
» Is there anything they said? Some of the
ones back there were savable.
[1:06:43]
» Um, what was it?
>> Well, we went to Well, the
[1:06:48]
But they're not.
>> You could we could
[1:06:52]
the go the merrygoround
the spring. Oh,
[1:06:57]
» those those are dangerous. But those
were damaged in the storm.
[1:07:01]
» Um,
so what's the other thing? The mar the
[1:07:06]
that slimy thing.
>> Yeah, death damage. And that should go.
[1:07:11]
So those three things were the
>> the slide and the death trap.
[1:07:16]
» Can we put the slide down?
[laughter]
[1:07:26]
» Yeah. again the wages are all like just
bought and
[1:07:29]
» I mean there's some I mean there's
there's some
[1:07:36]
probably be made into a park
>> right
[1:07:39]
» because if you look parks wages from
2023 to 205
[1:07:47]
have
[1:07:51]
so I think maintenance is an area I
think you could probably all
[1:07:57]
And
that's actually
[1:08:03]
some of our landcaping
stuff
[1:08:08]
really.
>> Yeah, there's Yeah, there's definitely
[1:08:14]
not 600. and a lot of so I really got to
kind of tighten up
[1:08:22]
otherwise we're not going to have anyone
do that
[1:08:28]
utility.
Okay. Then the next page on page uh five
[1:08:33]
you can see he's got 35,000 the library
fund but it does not match what he's put
[1:08:38]
into the library but that's enough. So
obviously that has to be and it's not
[1:08:44]
enough anyway.
We'll look at that but that has to be
[1:08:48]
adjusted.
So that was that you can see that was
[1:08:54]
balanced but it's not balance because he
does well. All right. But then if we go
[1:09:00]
to the fires like
you can see um at the bottom
[1:09:06]
that the fire and this is what kills me.
The fire department goes in the red by
[1:09:11]
$5,000. So you know there's no way the
fire fun.
[1:09:15]
Um so obviously you know the number the
numbers just aren't right. So um I guess
[1:09:21]
you have to say you might um and you can
you don't have to do this now. You can
[1:09:26]
give it to Laz later, but go through
these categories and say, you know, what
[1:09:32]
do you think?
[1:09:36]
» Well, and the other thing too, I think
brought it up earlier, the fire
[1:09:40]
department's only at 30% right now, and
Mike and I talked this morning,
[1:09:44]
» and he's never really had a hand in this
budget. So, if he's only at 30% of his
[1:09:52]
budget, these numbers haven't been right
for
[1:09:54]
» No, they haven't been. Um, and as a tax
looking at it toward taxpayer standpoint
[1:09:59]
with a paying a player millage and one
of the things people are very sensitive
[1:10:04]
about. So if I'm if Mike's only spending
30% of his budget, why am I paying?
[1:10:10]
» Yeah.
>> And so we've got this is a budget that I
[1:10:13]
think Mike needs to get his hands on and
make it very realistic.
[1:10:19]
» Well, you see what we've done, Mike,
done with the truck replacement with
[1:10:23]
both departments. We've got a bunch of
money. 119,000 and 98,000 that we just
[1:10:28]
threw in there because we had all that
money left over.
[1:10:34]
» We don't
[1:10:40]
look he could have taken 5,000 out of
the truck and he wasn't bail but
[1:10:45]
obviously obviously he was not.
>> So I look forward to Mike on that for a
[1:10:51]
lot of reasons. So, Mike, you have that
page and we can just say what he's going
[1:10:55]
to need. Uh, and you can see the next
fund for the liquor fund on page seven.
[1:10:59]
He he he put $2,000 out of the 101 to
take it, but he put it over as transfer
[1:11:06]
from other funds. So, we're $1,900 in
the red for that. So, that's just
[1:11:11]
another um, you know, over on his part.
So, I highlighted that. Uh, the library
[1:11:17]
is on duty. You can see that he only had
transferred 2500,000 from the general
[1:11:24]
fund where he put in the 101 35,000
which obviously you're in the red
[1:11:30]
$20,000. So
>> that can't be
[1:11:34]
gone and
I don't
[1:11:40]
he
Yeah, you need you need to go through
[1:11:43]
and look at it. He put cut your books
down to 3,000. Well, that's the one
[1:11:47]
thing that
we got.
[1:11:51]
» No, that's what we're about.
>> I I think you can play with obviously
[1:11:54]
the wages because you've always got
20,000 so far and you got three more
[1:11:58]
months to go. So, that can be adjusted.
You guys have whittleled your wages
[1:12:03]
down, cut your hours a little bit.
>> Sure.
[1:12:05]
» But anyway, you play with that and see
what you what you think you need.
[1:12:09]
» Okay.
>> And then get that back and then that's
[1:12:13]
okay.
Um, so I don't think there's much else
[1:12:17]
we can do until we get these
u
[1:12:22]
» and is it it's 6:30 the 26?
>> Yes, the regular buying. Yeah,
[1:12:29]
» we'll be that's when they set up the
schedule.
[1:12:32]
» Yeah. And and I will be um I'm going to
Israel and Jordan on uh Saturday
[1:12:39]
morning. So um I won't be here but um
Bobby can represent the uh special
[1:12:47]
department together.
But in fact, if we did get anything else
[1:12:51]
as you guys were as you guys were
looking through it
[1:12:57]
» and Bobby and I just went through it for
about an hour this morning, but then we
[1:13:01]
got from the auditor that a
[1:13:07]
scared
>> No, I mean I I kind of I see the same
[1:13:12]
stuff here.
>> Yeah.
[1:13:15]
Anytime he changes wages, he needs to
change payroll expenses by multiplying
[1:13:21]
by 10% plus 18%. I don't think he does
that every time. I mean, obviously it
[1:13:25]
doesn't feel good. I think mine's not,
you know,
[1:13:29]
very
>> right and it needs to be worked on. If I
[1:13:34]
think as a board, we have to decide if
you not well to this level. This is the
[1:13:41]
most important document we can use and
it allows us to operate. Yeah. And it's
[1:13:47]
it's got to be done right. So spending a
few hours on the very last day before
[1:13:52]
the meeting. Yeah. I mean he didn't
start
[1:13:55]
till Thursday. So I mean obviously he's
not feeling enough. So but still this is
[1:14:02]
that
[1:14:05]
so this is my copy and um
[1:14:19]
» yeah
I kept another blank for myself and Um
[1:14:31]
» anything else? I mean I I don't want to
normally once we had the budget nor go
[1:14:38]
through this.
>> So if I
[1:14:41]
fixing the fire hall budget
and the
[1:14:46]
funds for the voice for the park up here
are two of our biggest
[1:14:52]
adjustments.
[1:14:56]
Yeah. Yeah. In doing that,
>> well, other things that need to equal
[1:15:01]
out, but those are the
>> But you guys, you guys remember that
[1:15:04]
that we can't take any money, for
instance, any money that's in the 206 is
[1:15:09]
» 206
>> is the 206. We can't touch that. We
[1:15:13]
can't move that around. Otherwise, we
can move money around from, you know,
[1:15:17]
because we're funding the library except
that they have a few. But we can move
[1:15:21]
east side funds buns.
>> We can move other we can't touch east
[1:15:25]
side.
[1:15:30]
» We can move anything within the 101 and
Bobby and I are going to move the um
[1:15:37]
library 101 and we're going to move the
liquid.
[1:15:42]
Yeah. So everything's all in one again
[1:15:47]
to another. Um, but we had to keep the
206
[1:15:53]
sacred because nobody knows
[1:16:01]
any.
[1:16:04]
» Yeah. So, it does it does need some work
and I don't know what.
[1:16:16]
So, so also remember and we've talked
about this other time that for our
[1:16:21]
daytoday spending we want to we have to
spend a lot of revenue.
[1:16:26]
» Yeah. Just like like just like in your
personal budget you know what you take
[1:16:31]
home from work is what you spend with
your daily
[1:16:34]
» money. But if we have some some special
project that we want to do, we do have
[1:16:40]
our fund balances, our savings account,
but we can't take money out of our
[1:16:43]
savings accounts to pay our street
lights or Right.
[1:16:48]
» But we could if we wanted to buy some
playground.
[1:16:53]
» Exactly. We could say, okay,
>> we could take we could take $30,000 and
[1:16:58]
say, "We're going to buy a new slide and
a new
[1:17:01]
» We could we could say, this is what
we've been saving for all these years.
[1:17:05]
update our part
>> as long we have to read how they
[1:17:08]
restricted that because they did
restrict those that schoolhouse part are
[1:17:13]
restricted the restricted fund balance
>> right
[1:17:16]
» we have to read it just for the
schoolhouse building
[1:17:21]
to take that but
>> that was the board the way they named
[1:17:25]
those CDs like we also have some forces
>> and they've in that way because I did
[1:17:30]
that research it's kind of different and
>> um and the other thing is we can't go
[1:17:35]
too far in terms we don't just have to
look at what that ratio
[1:17:39]
» and we yeah we
decide it's in our it's in our policies
[1:17:44]
that we won't let our fun%
[1:17:49]
» unless we put
[1:18:04]
something something special.
>> You know, at the very least, if we
[1:18:08]
remove the equipment and maybe put in
new style wood chips, we get a safe
[1:18:14]
foundation,
>> a grant, if we get a grant, it's really
[1:18:20]
not going to go until the following
year. And we could target
[1:18:24]
» or maybe we could do something like like
a disc golf course that wasn't in that.
[1:18:30]
Yeah. that didn't cost, you know,
>> wasn't
[1:18:34]
» $100,000.
I think you can move this golf course
[1:18:37]
where they need 20 or 30,000 something.
I mean, we could pick something that
[1:18:41]
wasn't or one big piece of equipment,
you know, cuz I think the biggest thing
[1:18:47]
up there as we were looking at it is
when we decide to do the building,
[1:18:54]
where does the building go? Where where
are the bathrooms? So, where does the
[1:18:58]
playground fit? And we kind of Well, we
can, but what if we need to
[1:19:04]
put equipment?
So, I don't want to
[1:19:10]
most of the playground equipment needs
cement
[1:19:14]
foundations,
[clears throat] even though you don't
[1:19:17]
think it does. When we did it on the
east side, there was more involved than
[1:19:22]
just digging a hole, putting a post in.
Well,
[1:19:26]
seems like a lot of people forget park
and there's a lot around the
[1:19:30]
schoolhouse. There's stuff on the other
side of the fence,
[1:19:34]
» right? Yeah, those fences are kind of
weird. I mean on the other side on um
[1:19:39]
here's a picture
road
[1:19:43]
» wood
>> wood
[1:19:47]
know my road
>> but I mean you have the park area over
[1:19:52]
there
>> right
[1:19:55]
» I I feel like that's like a forgotten
>> right
[1:19:59]
» that's a forgotten part
>> it kind of like people around there it's
[1:20:04]
like their old little park
>> like pistol for future one that like
[1:20:07]
they have all the cards they have it all
the way through the
[1:20:10]
» I mean it's actually quite a decent pair
of land
[1:20:15]
that's another thing to remember Brett
when you talk to the head if they want
[1:20:19]
to train trade a piece of that lot for
maybe a lot of there you have that one
[1:20:27]
there maybe they want to get building
something they can still
[1:20:32]
I mean I think they got a good English.
[1:20:41]
» Yeah.
[1:20:45]
» Main Street as opposed to behind
Walmart.
[1:20:54]
Make a motion to adjourn this.
>> The board.
[1:21:01]
All right. 26.
[1:21:17]
» One of them.
[1:21:22]
» He was living here. remember living in
the
[1:21:24]
» backy.
