[1:46] um a lot has been going on we've been

[1:49] talking about several things um

[1:52] one of the things that we talked about in executive session which I can speak

[1:56] about is the um yes the railroad crossing that we we've had so much

[2:01] trouble with down at um the Waterfront that we finally prepared

[2:06] um one of the things that has come up with the railroad we did finally find

[2:10] out which railroad owned it and we've come into an agreement where we're going

[2:15] to be able to finally pave the rest of that drive off down Waterfront drive up

[2:21] to the bridge and we will eliminate those railroad tracks and basically the

[2:27] agreement says if the railroad wants to put another spur back in there we're not

[2:33] going to object to that so it's a pretty basic agreement they will pass a lot of

[2:37] money to take them out uh we know we are not going to get any money reimbursement

[2:42] for the repair work that we did um

[2:46] it's not that um we wouldn't want to and not that our

[2:51] solicitors didn't try to recoup that money but they just felt that it was not

[2:56] it was a you know a cause that was not worth fighting for and throw more money

[3:01] at it as well um

[3:05] there's there's several other things that I would like to speak about I'm

[3:08] going to let other people speak about that tonight um

[3:12] because it comes in other Realms um

[3:21] and that's really all I have to say for my report tonight

[3:25] uh mayor uh we did hire a one officer and I know

[3:31] there's one officer spot opening the budget yet I still would like to see us

[3:35] uh hire another officer but we I know we need to do a testing

[3:40] first the testing is good for one year and it can be extended to a second year

[3:45] I mean we have some other ideas in the box that some of people achieved and

[3:49] some people came up with but we can maybe get more people to apply

[3:53] so and there's a risk of maybe losing a couple through retirement in the next

[3:57] couple years so I would like to see us approve a testing

[4:03] as soon as possible because as you know it takes six months it'll take us six

[4:07] months we are going to vote on that tonight

[4:09] I believe it's on the agenda we are going to vote on that and that's one of

[4:13] the things I you know we've been working on go ahead

[5:20] conjunction with the oversight by the puc the Public Utility Commission

[5:25] overseas and regulates all railroad tracks including the Crossing on East

[5:30] Waterfront Drive and for many months now we've been working by having conferences

[5:36] and negotiations with the attorney for the Union railroad also with the

[5:40] attorney for the Cog because that is within the footprint of the Waterfront

[5:44] our maintenance fund streets and also uh with the Union railroad attorneys so we

[5:52] have reached two agreements which I am recommending and the borough manager is

[5:56] recommending that Council approve and adopt also recommended by the Cog

[6:02] solicitor who is acting as our representative also in this one is a

[6:07] settlement agreement whereby the Union railroad will pay a full estimate to

[6:12] remove the tracks from East Waterfront Drive and then restore the foundation to

[6:18] bring it up the street level so that it's an appropriate condition so we can

[6:21] finally get in there and finish this Paving and that total amount which was

[6:25] calculated by our Engineers so we feel comfortable relying on the amount 20 675

[6:31] dollars so we're recommending Council vote to approve that settlement

[6:36] agreement and also a Crossing agreement as president Brennan had mentioned

[6:40] they're simply preserving their right an option which they realistically have

[6:45] anyway in case they want to potentially reopen The Crossing if there's a need

[6:50] for a business over there then they would still have to go to the puc but we

[6:54] wouldn't try to object and stop it which we probably couldn't anyway and so

[6:57] that's the second agreement so Council wants to act on those tonight I would

[7:02] suggest they make a motion to amend the agenda to add the approval

[10:58] get in and out of this garage and there's arguments and all this I just

[11:02] want to avoid all this stuff now the way it sits now there's three

[11:08] signs in that alley it says no what is it now no parking no parking alley no

[11:14] parking anytime anytime but it's all up and down now it's different if you're

[11:19] like delivering groceries or if you're working you know working on something

[11:25] and you're in your eye because people are there like morning in your night and

[11:30] it's just you're saying they're blocking your garage well the way she Parks right

[11:34] across from my garage you cannot swing she has a 40 50 foot wide yard I have a

[11:39] 10 foot Faith you have to angle perfectly to get in it you know you

[11:44] always called Parkway and it's either like um so my question to you is

[12:43] and it's barely he has a little Kona so Chief is the No Parking allowed on the

[12:50] opposite side of her garage or you're allowed to park her back there I believe

[12:53] the whole thing's no parking no parking lot and the only thing I can ask you to

[12:58] do is just to keep up with the chief and the police department and call them I

[13:04] mean if there's a problem and you have a problem there yeah that's really not a

[13:09] console person's well does not or call to enforce the code I don't want to

[13:14] bother them guys no they're not they're doing their job and that's their job

[13:18] okay and it's not it's not our job as a council that's the police

[13:24] officers and the chief and the chain of command through the police department

[13:28] now I was told to come up to a meeting from one of the offices well you can

[13:32] come up you're welcome to come at any time you're a resident of the borough

[13:35] and we we certainly welcome you but certainly

[13:39] there cannot be like an awareness change down there I'm sure that there's already

[13:44] an ordinance there's orders for no parking in that outlet yes sir what I

[13:50] think the lady's trying to ask is this because she has a garage she can't have

[13:53] a handicap parking spot right and in her defense down there I grew up down there

[13:59] and where I live I don't have people across the street I got the old 19th

[14:03] Avenue school and I try to back into one of my parking spots and it's hard I

[14:07] understand that um this I don't know why her sign was

[14:12] taken away maybe the chief could talk about that I would have to look at it

[14:16] you're impressed again so here's what I'm going to ask you to do just just for

[14:20] sake of the meeting please call and talk to the chief okay he can come down and

[14:25] speak with you and you can visually see everything he's more than happy to come

[23:29] Hall police are working diligently on this and I'm going to let let the chief

[23:33] speak about that as well we've had two businesses uh broken into uh they broke

[23:37] a window uh took some items and we had one store

[23:42] that was uh robbed twice um but we were able to identify the

[23:49] person and we have a warrant for him and we're actively looking forward right now

[23:58] I'm limited on what I can say because it's an ongoing investigation but we

[24:01] know who it is and we're looking for Rick yes sir is there cameras on main

[24:06] street yes there are they're operating yes there are

[24:09] yeah and they picture they've caught several of the people on there yes

[24:13] they're not as they're we'd like to have some more but but we do have cameras

[24:17] there they are in operation and they did pick up this per se individual correct

[24:22] um so we do

[24:26] and that's another here saying we don't have cameras working there here and

[24:30] there but they are working um and there are cameras that we're

[24:34] looking into that need some work done to them

[24:38] um but in this particular area they are working and they did pick up this person

[24:42] so yes there are cameras working and all from that Main Street they are working

[24:46] so I'm not going to give out certain areas because you know

[24:51] okay anyone else I I think that this phone spoke a little

[24:57] bit before I think what we and we're looking at

[25:00] how to do this you know with you know some funding out of police funds I think

[25:06] we should you know Seth can look into grants itself but I think what we need

[25:10] to do is just create a system itself not just and then link up the areas that we

[25:16] have now that probably the biggest thing right there with any surveillance system

[25:20] is to have somebody watching okay so the reality is uh we have one

[25:27] dispatcher right there so it might be a little challenge there but I think

[25:31] looking it into the future designing a system for surveillance would you know

[25:37] run money we may be able to find funding through forfeiture funds or potentially

[25:42] grants that do that but there would potentially also be the need for

[25:46] somebody to monitor you could always take it out to a third party to do that

[25:50] a lot of companies do that today the security systems and uh being that

[25:56] they're you know in a straight you could go with using cellular as the connection

[26:01] itself or you could use you know some extensions of fiber optic cabling you

[26:07] know into a system and we can look at other areas we could do it I mean I

[26:12] think once Tom and Jaime are just beginning to look into it and I sit down

[26:16] and gladly assist with putting together those type of requirements so I think

[26:21] it's a thing that we definitely need to do repair your short term and I think

[26:25] there's a longer term thing that we need to look at

[26:38] Main Street safe I know there's a lot of stuff you see on Facebook

[26:58] we need to do that I think we have to have some sort of a system that our

[27:12] for Crime for other problems whether there's a water main break exactly

[27:16] whatever a gas leak that we need to get maybe the alert system started agreed

[27:21] agreed I mean most alert systems that work in the health care industry you

[27:28] know you there are you know alerts for active shooter there are alerts for

[27:32] biohazard there are alerts when patients get lost actually uh but

[27:39] residents get lost right but they're typically you know you need

[27:45] people to opt into a system right that they can get the alerts but they're

[27:50] pretty and they're pretty narrow and focused

[27:54] they're not going to say you know there's some action happening on Main

[27:57] Street well if you go on to Facebook they're pretty they're pregnant they're

[28:02] pretty they're pretty uh pinpoint right where things are going my dog ran up

[28:06] video Drive well I saw it the last week of something about a dog or not on video

[28:10] drive I'm just telling you what systems are designed to do about my dog but

[28:16] another dog right they are resigned to do that our new website will have some

[28:20] capacity to do that but it is an opt-in system so residents will try to give out

[28:25] right or opt-in receive give their phone number and I'll let you receive but

[28:30] we're well aware of that and I think once we have a system started in place I
