[1:53] First is the Lane Milage Direct Distribution Fund.

[1:58] This is a new fund that was created in the most recent General Assembly for some road

[2:02] funding dollars that we can get.

[2:04] After that is the TIFF Fund.

[2:07] This is $68,216.

[2:10] This is for work that was done in 2025 for the squad cars that did not get invoiced until

[2:18] bill 2026. Next is the opioid restricted fund. This is for $2,643 and this is to purchase

[2:26] some equipment that would be used by the police department in addressing opioid issues.

[2:34] And last is the self-funded liability fund. This is for a million dollars. This is to help

[2:39] pay for costs to property that is owned by the town that was damaged during the storm.

[2:47] So at this time we're asking you to open the public hearing for comment.

[3:33] go through. We're about 60% done with the cutting of trees with bucket trucks. Now, that's

[3:40] not to say that there has been some that have been passed up, specialty situations, but we're

[3:46] We're about 60% done with that.

[3:49] To date, we're about 200,000 cubic yards of material picked up.

[3:54] Just for example, that 200 cubic yards would fill a football field about 100 foot deep.

[4:02] That's a lot of material.

[4:05] There's been some worries that people aren't getting their stuff picked up.

[4:11] It will be picked up.

[4:12] It takes time.

[4:13] As was stated right off the bat, this is not a sprint, this is a marathon.

[4:21] People are, you know, sending in emails which we'd like to see, but some of them are

[15:16] On August 21st, the council president signed a contract with looks great for debris hauling at a amount not to exceed $1 million and debris tech for debris monitoring at a not to exceed amount of $255 million.

[15:30] On August 27th, the Acting Town Manager, Assistant Town Manager, Dan Reyes signed a contract

[15:36] with ER Assist, a public assistance firm, to help with grant management at a not-to-exceed

[15:42] amount of $50,000.

[15:44] On August 29th, the Acting Town Manager signed a Dendom No. 1 to the Looks Great Services

[15:51] contract, increasing the not-to-exceed amount by $100,000, $100,000 in accordance with Ordnance

[15:57] 2019, and on August 30th, the Acting Town Manager signed a Dendom number 2 with looks

[16:05] great services, increasing the net to exceed amount by $100,000 in accordance with ordinance

[16:10] 2019.

[22:41] Their costs are going to build hourly at a not-to-exceed amount of $20,000 that will

[22:46] cover things like sizing the bond, determining our debt capacity, that type of thing.

[22:53] If the bond is ultimately, privately placed, there would be an additional fee of $40,000.

[22:59] right now we're going through an evaluation of what is the best way to market this particular bond.

[23:06] But the maximum exposure that the town would have would be $60,000 and those costs would come from the proceeds of the bond itself.

[25:03] The not-to-excite amount that is currently in place is $4 million.

[25:07] million dollars. There is about two weeks between now and when we anticipate being able

[25:16] to award the longer term contract, we believe in conversation with looks great that we

[25:22] will exceed that amount based on how much work is being done every day. The estimate

[25:29] that we have been given is that $6.5 million is where the not-to- exceed amount should

[25:35] be set, and that that would carry us until we have the permanent, whatever that permanent

[25:41] long-term contract would be. And again, we're going through that bidding process, those

[25:45] bids are due September 17th. And so we're asking for council to increase the not to exceed

[25:52] amount so that this work can continue.

[27:04] that were occurring with the companies that we hired,

[27:14] to measuring debris, to helping secure this grant money

[27:19] or this FEMA money,

[27:20] that we were doing everything the way it should be.

[27:22] We're getting phone calls for, you know, people wanting to get firewood or wanting to pick piles and, you know, and we were advised to absolutely not leave, you know, leave the debris for the debris company because that is getting measured and that's going to, you know, be put towards what we're going to be getting reimbursed. So it's like we are, we are dotting all the eyes. We are crossing all the T's as far as we know we've got expert advice, you know, helping us through all this so we're not missing this.

[27:51] But, you know, I know it's something that's still kind of hanging out there, but we're

[27:56] doing everything we can to make sure that we're going to get to that percentage of reimbursement

[28:00] that we're desiring, okay?

[28:03] So just everybody is on the same page with that.

[28:06] And also I would like to reiterate to our staff, the experience staff that we have, when

[28:14] And this happened.

[28:15] There was immediate calls to neighboring communities

[28:18] for contingency help working together with other towns.

[28:24] We have been through the theme of process

[28:26] in other situations before,

[28:28] they knew right off the bat what need to be documented,

[28:31] how things had to move forward.

[28:34] And as Chief Hibiki said,

[28:35] this is a marathon, this is not a sprint.

[28:39] And so again, I just wanna thank our staff

[28:42] to really get a top of things and being a little bit shorthanded during this whole process

[28:47] would still come through with white colors. Thank you very much.

[28:50] Yeah. And just, you know, another thing that as we've gone through this,

[28:56] and, you know, again, this is something that we've never seen before. It was a ginormous storm.

[29:02] And, you know, our EOC was put together with their meetings that, you know, we're hitting,

[29:06] you know, the ground running, making sure everybody was safe, making sure that everything was

[29:11] cleaned up making sure all these things were handled in that you know I know there was some

[29:16] inquiries about you know does our town have a disaster plan and the town has a disaster plan

[29:21] because we had that disaster in 2008 and that you know in 2009 we've implemented the disaster

[29:26] plan it was it was updated in 2019 it was updated in 2022 but it's also a plan to keep the town safe

[29:34] and it's literally it's not for public consumption but just to to let you all know that you know there

[29:40] There is a disaster plan and I will assure you that having gone through this, we have done

[29:46] a remarkable job, but there's also a list that that plan will improve even better.

[29:52] God forbid if we have another disaster or some other crazy thing happened in our town.

[29:56] So I just wanted to state something on that.

[29:59] President, but I get a

[30:00] Commitment from you that members of the council will be allowed to see that disaster plan. I'd like to see it.

[30:10] I gotta. I am aware of a couple of years ago. Actually, all counselors were asked to participate in an online video and from the emergency management company. I'm not sure I believe that's probably the biggest hospital heart. Yeah. So I don't.

[30:29] in past year even council members were asked to watch and

[30:36] observe some of that stuff. So even if that's something that's a value to the rest of the council might be a value.

[30:44] I mean, but as I reiterate is not for public consumption and if the council would like to see it, the council could see it, but it's not for public consumption.
