Thank you.
[0:04]
All right. Welcome, as I call to order, the January 20th, our city of Murphy regular city council meeting. The time is 6 p.m.
[0:16]
Rise with me as I offer the implication, lead the pledge of allegiance,
[0:23]
our Heavenly Father. Bless us, we consider the agenda in front of us tonight. Give us the wisdom to act with compassion and vision for what is best for the community. Bless and watch over our public safety officers in the community they serve. Your name, we pray, amen.
[0:37]
I pledge allegiance to the flag of the United States of America and to the Republic for which
[0:45]
it stands, one nation under God, indivisible with liberty and justice for all of us.
[0:57]
All right.
[0:57]
At this time, I'll turn the time over to the city secretary for the whole call and certification
[1:00]
of a quorum.
[1:02]
Mayor Scott Bradley.
[1:03]
Here.
[1:03]
Mayor Proto and Elizabeth Abraham.
[1:05]
Here.
[1:06]
Deputy Mayor Proto and Janae Butler.
[1:09]
Councilmember Place 2, Scott Smith, Councilmember Place 3, Andrew Chase, Councilmember Place 4, Ken Olman, Councilmember Place 5, Laura Dill, Mayor Certified in the presence of a call.
[1:21]
Thank you. All right. I'm going to move on to item 4, public comments. I had a conversation with as many people as we're here earlier to kind of lay out how this is going to work.
[1:35]
Public comments is an opportunity for you to address counsel on an item that is not on the agenda this evening.
[1:41]
There's nothing on the agenda this evening that is relating to the concerns of the vast majority of the people here.
[1:51]
That being that counsel is prohibited by law for discussing those items.
[1:57]
But we can listen and we will listen intently.
[2:00]
If this is going to be a rather long meeting for us in exec tonight, but coming out
[2:06]
of exec, we'll have some, we'll have some, some motions and if anyone who wants to stick
[2:13]
around and have a conversation, continue the conversation we were having earlier or if
[2:20]
you weren't opportunity to have further conversation, I'll make myself available at that time.
[2:26]
A request has been made to have some kind of a town hall.
[2:29]
I'm going to be looking at that as an opportunity for some time in the future based on the best
[2:36]
timing for that kind of a thing to happen.
[2:39]
So with that said, I'm going to open this up.
[2:42]
There's been a number of people who weren't comfortable giving their names, so I'm going
[2:46]
to do this a little bit differently.
[2:48]
If you have filled out, and I've gotten a lot of them, a form, fantastic, if you haven't
[2:55]
just place it up on my desk and I'm just going to give you guys an opportunity to come up
[3:01]
and speak with council on your concerns tonight. Just a organized line behind here if you feel
[3:11]
like you've already heard what you said you can say great but you have everybody as an opportunity
[3:16]
Can you speak tonight and be heard? Go ahead.
[3:21]
We need the mics on for.
[3:24]
I am really short, so.
[3:26]
I'll move towards you.
[3:28]
Yeah, well, fortunately, that's five minutes.
[3:30]
Five minutes.
[3:31]
Okay, so dear City Council, I have lived in Murphy for 11 years and coming to you today
[3:35]
with deep concern that is long overdue.
[3:37]
Over the last few years I've witnessed Murphy become a town that is growing more and more
[3:41]
unrecognizable at lightning speed.
[3:43]
New developments, some quite literally in our neighbor's backyard are springing up left
[3:47]
and right and there seems nobody speaking up and pointing out blatant issues of these developments
[3:51]
come with today and in the long run as of today the silence is over with. If nobody else has
[3:56]
spoken that before then I will. I have been a licensed real estate agent for seven years and have
[4:00]
a bachelor's degree from the University of Texas at Austin in urban geography. My main goal is to
[4:06]
make sure that Murphy makes decisions that help maintain Murphy's small rural Texas charm
[4:10]
that thousands of us film up with and call home. I respectfully want to point out that recent
[4:16]
development of the mosque on Macmillan Road is one of highest concern. This mosque is less
[4:20]
in the football field away from my beloved natural creek. It is a part of a watershed ecological
[4:25]
system that has documented wildlife conservation concerns. According to expert testimony, the state
[4:30]
and state level environmental discussions, species such as the alligator snapping turtle have
[4:35]
been reported in this watershed. In case you want to wear, these turtles are listed as threatened
[4:40]
of becoming and endangered species in Texas development and construction near water
[4:45]
rays such as the mosque on McMillan can and do the great habitat through runoff erosion
[4:49]
and human disturbance, even when it does not occur directly in or adjacent to the creek bed.
[4:55]
I'm asking the city to ensure that any projects near Maxwell Creek undergo proper environmental
[5:00]
review and coordination with Texas Parks and Wildlife before approvals are granted.
[5:04]
This also includes the proposed parking lot sites being proposed at the center of Islamic
[5:08]
acknowledge on Murphy Road. That parcel of land runs right, the creek runs right through
[5:13]
that parcel of land. I also want to point out that this mosque has completely paved over
[5:17]
four residential parcels that were home to large, beautiful, mature trees. I want to
[5:22]
encourage the City Council to ensure that this developer is following Murphy's tree ordinance.
[5:27]
It's been over a year and a half and I haven't yet to see any trees be replaced that were removed.
[5:31]
I drive down this road multiple times a day and it is the main third way to Murphy Road for me.
[5:35]
The infrastructure on McMillan has already been so taxed by this development that has
[5:39]
dragged on for over a year.
[5:40]
I want to ask why does the City of Murphy have to put the bill of this damage?
[5:44]
It is my belief at the entity that let the city to believe that they don't have the funds
[5:48]
for this bill of damage did so maliciously because they have since then turned around and purchased
[5:53]
that for other large parcels of land at the Betsy and Murphy intersections, the unethical
[5:58]
and immoral nature of these entities is something we should be aware of and cautious about.
[6:02]
To expand on the point of fact that as a numerality, a particular developer, which is, I'm not
[6:07]
going to name, in Murphy, has allegedly been running illegally discriminatory real estate
[6:11]
deals out of their own development.
[6:13]
I myself have called this particular entity and have been told that all of the lots to build
[6:17]
on were sold.
[6:18]
Well, it's been over six years and some of these lots are still very much available to build
[6:22]
on, just not to those who are not Muslim.
[6:24]
This same entity has purchased and are in the amount of commercial and residential real estate
[6:28]
They all consolidated to one will know and will travel intersection within our city.
[6:34]
My assumption is that he will run these shops, parcels, and even other residential housing units in a similar fashion,
[6:40]
which do not only take away the opportunity for others of different religious backgrounds to come or be home,
[6:45]
but will be breaking federal hair, their housing laws while doing so, and as he has been doing for the last six plus years.
[6:54]
With time constraints, I want to just glaze over other concerns like left hand turn lanes on McMillan from this mosque and they urge you to seriously consider the implications that that will have on traffic, wear and tear accidents, noise and light pollution, etc.
[7:07]
Similar mosque and neighboring cities have even had a pool in city police force to help direct traffic.
[7:12]
Who is left footing in this ongoing cost of this task force?
[7:14]
Who will pay for the eventual widen of the roads and turn signals that will eventually be needed at that intersection?
[7:20]
We all know the answer to those questions and I highly encourage you to continue to think about things to continue to think things through and how things will like this will affect Murphy, not just today or tomorrow, but in 35 or 10 or 15 years from now, thank you.
[7:32]
Thank you.
[7:41]
Good evening, Council, and Mayor, I do want to thank you all for everything you do for the city.
[7:47]
I want to say that first.
[7:49]
Second of all, I did put a paper in front of you that I will refer to in a minute from an FBI raid.
[7:56]
But first, I'd like to urge you not to approve the proposed building and extra parking lot.
[8:04]
Our existing roadways are already showing signs of stress from increased traffic volumes.
[8:10]
Also will you please place on your city website whether you have completed a study evaluating
[8:16]
the rate of road deterioration from increased traffic.
[8:19]
Has the property owner or city engineer transparently informed you of the true traffic
[8:25]
flow at the certain times of day of increased traffic?
[8:29]
Have you and the construction team or city engineer modeled and completed a traffic study?
[8:36]
Have you determined the degree of increased congestion from additional traffic?
[8:40]
We already face longer commute times.
[8:43]
Is it okay with the residents on the side roads to cut through those neighborhoods and
[8:47]
avoid the area of expansion, I doubt it. Have you modeled and calculated the safety concerns
[8:52]
from busy intersections? Have you proactively worked with the county? Because you're
[8:58]
going to need to solve additional road widening or new turn lanes that will trigger right-way
[9:03]
issues. Have you modeled or calculated the additional maintenance from city crews? Have
[9:08]
your engineers analyze the significant increase of surface runoff from new paved lots? Is there
[9:15]
a water model for storm water protection program to reveal or prevent the burden of our storm
[9:23]
water system increase in the risk of localized flooding and costly drainage repairs.
[9:29]
Have you contacted and benchmarked with the city of Plano to inquire and receive feedback
[9:35]
on the number of police required to be directed away from crime, solving and crime prevention
[9:42]
to directing traffic multiple times a day.
[9:46]
I suggest you please do that.
[9:48]
It is significant.
[9:50]
Will you need to hire additional officers?
[9:52]
Have you studied and shared with the citizen tax payers?
[9:56]
The cost of road repairs and the cost of extra police needed?
[10:00]
Does Murphy have a revenue surplus?
[10:03]
Will it result in increased taxes to the citizens?
[10:06]
Does Murphy have a constrained revenue?
[10:09]
With infrastructure and service demands rising,
[10:11]
Do you have the power to keep the tax rate slow, which residents love?
[10:16]
Have you interviewed your neighbors about this, not just tonight?
[10:20]
Have you asked them about concerns about noise, lighting, or aesthetics?
[10:25]
Are you confident that special interests do not have too much influence?
[10:30]
Are they putting pressure on you?
[10:32]
You do not have to say yes.
[10:35]
Recently, Broken Arrow, Oklahoma said no.
[10:38]
No, Keller, Texas said no, Alabama said no.
[10:43]
I'm asking you to deny or delay your decisions, same thing with planning and zoning.
[10:48]
Now back to the paper.
[10:50]
I would like to also make you aware for whether it's tax reasons, attorney review, or anything
[10:56]
else.
[10:57]
In the handout I gave you from the FBI raid, I would like you to also consider this is not
[11:02]
a religious issue.
[11:04]
because an Islamic center is a place for study, family,
[11:11]
battalion, courses, seminars, visit, sport, school,
[11:15]
social clubs, women's gathering,
[11:17]
kindergarten for males and females,
[11:19]
offices for domestic political resolution,
[11:21]
and centers for distributing newsletters.
[11:24]
This is in Arabic from an FBI raid.
[11:27]
It is true, because I have a Egyptian Christian
[11:31]
and translate it and say it was accurate.
[11:33]
Now, also at the very end, I would like to remind you
[11:37]
that you all took an oath to the Constitution
[11:39]
of the United States.
[11:40]
All you have to do is remember the number four.
[11:42]
Article four, section four of the United States Constitution
[11:46]
says we will be protected against many things.
[11:51]
And I won't go into details, but all you have to do
[11:53]
is remember the number four, Article four, section four.
[11:56]
I know you have very difficult decision in front of you.
[11:59]
And so do many other cities around us, it's not just you, and you're not the first, but you can say no.
[12:06]
Thank you very much and have a great day.
[12:08]
Thank you.
[12:17]
Thank you very much.
[12:18]
Thank you very much.
[12:19]
Honourable Scott Bradley mayor.
[12:21]
Thank you very much.
[12:22]
Thank you very much for your kindness to allowing us to talk today.
[12:27]
I just want to explain to you, I cannot show my face here today because my life is in danger.
[12:35]
If I show who I am, I may get killed for what I am going to tell you right now.
[12:39]
The reason is, decades ago, I was put into Islamic learning center when I was a kid, to
[12:46]
learn Islam.
[12:48]
I was beat up, every Thursday was a beat up.
[12:52]
If I could not say that he of the basement law correctly, I was a beat up, they were putting
[12:56]
my foot up and they hitting it up in the stick so many times that I finally be able to say
[13:02]
that hair correctly. Now you guys need to know what's coming next to you guys and I'm
[13:07]
going to just read it off of the Quran. Right to the point of this learning center what
[13:15]
they're going to teach our kids.
[13:17]
Bataloo Allah Zinnalam Yom Al Menuna. That means Bataloo. You see this word multiple times
[13:24]
called remove kill
[13:27]
people
[13:29]
love your man欲
[13:31]
is one of us lemon is not
[13:33]
them as so the capital
[13:36]
blah blah if you don't do it
[13:40]
Coconut incomparable
[13:43]
not one of us if we don't do
[13:44]
hear battalion that she was saying
[13:47]
what battalion they're going to make
[13:50]
that the kids
[13:52]
and your grandkids are in danger if you bring these guys here to learn this kind of
[13:57]
not and you can't just cherry picking war on. So I don't want to learn this and
[14:01]
this area, this area, no. It's either you are Muslim, you read this and memorize it
[14:08]
and do it or you're not a Muslim. A lot of Ramuna. Okay. From the dress code they have,
[14:13]
it's quite obvious. They are not assimilating to America. They are still living in
[14:17]
seven centuries and they will go by these words. If they say no, they're doing what's called tabi,
[14:23]
lying to you, to pass their religion. Now, if you're not done yet, it's getting just going,
[14:29]
I'm more interested. The people like me who turn away from them, what are they going to do?
[14:35]
I just said again, the kote lu, home, haisah, bajah, tamohat, tamohama, vahama, vahlo, tattakuzalabis,
[14:44]
the ones who turned away from us, if they turn away, sees them, I kill them. Whenever you find them, that means the city hall right now, if one of them is here, over there the good life be.
[14:59]
That's why I'm covering-
[15:00]
My face. So apostate. I mean, you can be say, I don't like Jesus. I don't like Buddha. I don't
[15:07]
bother you. If you say, I don't like Muhammad, he was the psychopathic, you know, crazy guy.
[15:12]
Your death sentence is right here. Okay. And they're going to come teach these to the kids.
[15:17]
Bring, wash them. And these kids finally get weapons on there. It's called a second amendment.
[15:22]
If you do weapons on your hand too, thank you very much. Okay. You're sick. And it goes on about
[15:29]
Now, the coffers, the Lazina Cafferou,
[15:31]
the talks about how the coffers have to be,
[15:34]
you guys are coffers under mortette,
[15:36]
just to let you, they have category.
[15:38]
The coffers are here, mortette is mortette,
[15:40]
immediately has to be killed.
[15:42]
Coffers, they talk to you, will not see had.
[15:45]
If you learn to change and come and do like this,
[15:48]
you know, Islamic behavior,
[15:50]
you have a chance, as long as you pay Jezea,
[15:52]
which is like a mafia, you pay your part
[15:55]
to stay alive for protection money, not Jezea.
[15:57]
So, it goes on and on and on, then the right of the woman, you all know that that one woman
[16:03]
have half of a right of a man, a man can marry four wives, a woman by nature or half
[16:10]
brain, another so hell of the color.
[16:12]
They are born without a good brain to begin with, therefore you could hit them.
[16:18]
I have parts, if you guys are interested to read it.
[16:21]
Another thing about translation, they have gone and paid money to AI to change the translations
[16:26]
on AI so if you don't know Arabic you cannot read it.
[16:30]
They totally is different.
[16:31]
Like here says, what do you do in the Yama Muna?
[16:34]
That is the kill.
[16:35]
The guys who are not women AI goes and says fight.
[16:40]
What do you do?
[16:40]
That's not being fight.
[16:42]
What do you mean kill?
[16:44]
Fight is haraba.
[16:45]
So they're very smart.
[16:47]
The money that goes around to change transactions online.
[16:50]
The money that checks are written for city councils and mayors and lawmakers.
[16:55]
We don't really what is coming from overseas. I think CIA is with it too, honestly, not that they don't know these things.
[17:04]
So my suggestion is don't be afraid for first amendment.
[17:08]
Oh, first amendment, really? No, no, no, wait a minute.
[17:12]
If California can infringe on second amendment like that, and it's not, you know, practice if you have carries on free totally in California.
[17:21]
you know, in United States, local governments can also say, oh, wait a second, this is too
[17:27]
violent for my blood, I don't want my kids to be raised with this, get out of here.
[17:31]
Another thing is drugs codes, you guys need to put some foot down for the rest codes, they
[17:36]
were like that, I've seen their job and their job and things like that, that's unacceptable,
[17:41]
really, coming to Walmart, here, there, the schools, you need to put your foot down, sorry,
[17:46]
like France, you can't do it like that.
[17:50]
Thank you very much. I want to give
[17:57]
everybody an opportunity to who wants to speak tonight
[18:01]
and I don't want to be in a position where I'm cutting you off. I really, really don't.
[18:06]
So go ahead. Good evening, Councilmembers. My name is Michael Bavilla. I'm here today to
[18:12]
ask Council to deny or pause its application for the approval of the Islamic Knowledge
[18:16]
tender located at 1030 Murphy Road. The following questions and commentary are the
[18:21]
basis for my request. Parking, please share how will safety be insured
[18:26]
regarding the possibility of double parking on streets, parking on sidewalks,
[18:30]
parking between a safety zone and the curb, and a long-sider opposite street
[18:34]
obstructions during daily and special events. Water, please share the water
[18:40]
model that examines adequate water resources for current residents after new
[18:44]
developments are built and any proposed zoning applications has the city staff discuss
[18:49]
future water pressure with the fire department.
[18:52]
Will any new developments or zoning applications affect our city's effort to fix our existing
[18:57]
water leakage issues?
[19:00]
Traffic.
[19:01]
Have the developers revealed an accurate description of the volume of daily traffic flowing
[19:05]
in and out of the property?
[19:07]
Has the city conducted a recent city limits traffic study?
[19:11]
Roads and bridges.
[19:12]
What would be the cost of road repair from heavy construction and increased traffic
[19:17]
volume?
[19:19]
Police and fire.
[19:20]
What would be the cost and a number of policemen needed to direct daily traffic or weekly,
[19:25]
for weekly, political, legal, cultural, or special events from the property?
[19:31]
What would be the cost to all taxpayers of the increased police presence that will be needed
[19:35]
in the next one to five years?
[19:37]
What are the costs and time needed to train new firemen over the next five years?
[19:44]
Commentary.
[19:46]
Preserve, protect, and defend the U.S. Constitution.
[19:49]
Local American governments must maintain our national and state identities as well as
[19:54]
our secularism.
[19:56]
Article 6 of the U.S. Constitution establishes the Constitution as a supreme law of the land,
[20:01]
our political, legal, and social structure all flow from it.
[20:06]
Islam is a way of life that is incompatible with our constitutional republic.
[20:12]
It is a distinct and separate political, separate legal, and separate social structure.
[20:18]
An Islamic Center, through my research, is a behind designed to be a seed for a separate
[20:24]
and distinct society.
[20:26]
It is a place for study, for family meetings, for supply and the battalion of men, for academic
[20:32]
for political and legal training for sports is designed as a social club,
[20:38]
as an office for domestic, political and legal resolutions,
[20:41]
and the center for distributing their media.
[20:45]
I must say again, local American governments must maintain
[20:49]
our national and state identities as well as our secularism.
[20:53]
We as a nation and as a society do not have to accommodate
[20:57]
the Islamic way of life.
[20:58]
It is okay to say no.
[21:02]
In fact, there are times that we must say no.
[21:05]
Thank you.
[21:05]
Thank you.
[21:13]
Good evening.
[21:14]
I've provided my information already on the comment form.
[21:18]
So I have concerns about a lot of the different developments that are happening in the city also
[21:23]
with the mosque, but I really want to focus my time on the newly proposed parking lot on 10,
[21:30]
26, 10, 30 North Murphy Road.
[21:32]
Currently they are residential lots.
[21:34]
We all know that that is not likely the intent to stay that way.
[21:39]
We know that it will definitely be a larger center, that will have a lot more use than
[21:44]
what we think might be proposed there today.
[21:47]
And I'd like to say that no group is exempt from zoning requirements.
[21:50]
We all need to make sure that everyone's following the right rules.
[21:53]
And that is the right thing for the city of Murphy.
[21:56]
I have concerns personally about the accuracy of the application that was submitted at the
[22:00]
last planning and zoning meeting, I have concerns about compatibility with what they're planning
[22:07]
with the surrounding area. They failed to describe the full range of activities, the participation
[22:13]
levels, the hours of use, the frequency of the use. We all know that there is likely also
[22:18]
going to be larger attendance and higher activity for even certain months of the year. For example,
[22:23]
holidays such as Ramadan and Eid. We also know there could be ceremonial events, festivities
[22:27]
that often generate weekend-long crowds?
[22:31]
Are they going to be hosting regional programs?
[22:34]
They had previously on their website
[22:35]
that they had planned to have this be,
[22:37]
they advertised it as a center for all of the surrounding area
[22:40]
naming cities such as Wiley, St. Paul, Lucas.
[22:44]
These are large areas.
[22:46]
They expect people to be coming in
[22:47]
from a lot of different places, okay?
[22:49]
It's going to be a lot of traffic.
[22:51]
Not to mention, we have the moss
[22:52]
that's coming in concerns about that traffic as well.
[22:56]
Additionally, we know that there are often peak attendance at different days and times.
[23:02]
Knowing those participation levels are foundation to the understanding of its use.
[23:06]
Furthermore, we might be talking about multiple times a day, five times a day, they're having
[23:11]
certain activities.
[23:12]
That will just think about the amount of people, one person, five times a day, let's assume
[23:17]
that person does.
[23:18]
That one person is really five different trips, so a lot of traffic.
[23:22]
I also have concerns about the fact that we don't know the burden that we will have on
[23:29]
the surrounding area, the traffic activity, the frequency of gathered, the anticipated
[23:32]
noise. There is a ranch subdivision that borders the backside of this property, an entire
[23:38]
residential subdivision. There are backyards on the right-hand side, depending on what you're
[23:44]
standing, that boards backyards of the ranch neighborhood. It's not compatible with what
[23:50]
that current use is across the street,
[23:53]
you have rolling ridge of states.
[23:54]
Down the road, we're gonna have really nice
[23:56]
the states as well that are gonna be filled
[23:58]
over by South Fork.
[23:59]
So it's really very much a residential area.
[24:02]
And I think the city is planning and zoning
[24:05]
or need to really consider how this will impact
[24:08]
the surrounding areas.
[24:09]
In addition, we have the Wiley ISD and Plano ISD buses
[24:13]
that travel those roads frequently,
[24:15]
getting kids to and from school.
[24:17]
We also have two schools down the street.
[24:19]
We have the high school in the middle school, we have city hall, we have police and fire station, we have PSA, tons of traffic.
[24:25]
Have you guys gone to PSA on the weekends? It's intense. Okay, so I think we just need to really think about that.
[24:32]
Also, the noise, as I mentioned, we have residential areas nearby.
[24:37]
People are entitled to have their quiet use and enjoyment of their property.
[24:41]
I don't think that this is going to be that when we build all these centers around here.
[24:46]
It's not going to be the same.
[24:47]
There's also environmental concerns.
[24:50]
As of last week, I actually saw the listing for that property that the seller had put
[24:55]
up.
[24:56]
It listed on the actual, I forget if it was realtor.com, but it was one of these, it was
[25:02]
basically the cyber they had listed it for sale.
[25:06]
It actually said that part of the property at 1026 and 1030 was on flood plain, the back
[25:11]
part where it goes to the creek.
[25:13]
Now it's not there anymore.
[25:14]
I was actually going to print a copy of it, no longer there anymore as if I looked out
[25:17]
of it today. So, I don't know if that's intentional or not, but I think we need to also look at
[25:21]
the environmental concerns with the creek. I think someone else did a great job of explaining
[25:25]
why we also have concerns there. And also, I'd like to urge the Planning and Zoning Commission
[25:32]
and Board to make sure that they're thinking of these things before they make decision.
[25:35]
I think making a decision as of in a few weeks is probably too soon. We need to understand
[25:39]
the full intent of what they plan to build there and make sure it's the right thing for the city.
[25:51]
Good evening Council and everybody here Mayor Bradley. I'm not here to talk about a whole lot. I'll try to keep it short.
[26:00]
We were one of the couples that looked into possibly buying a property over there when they first opened it up and we were turned away because we were not Muslim and found that shocking.
[26:12]
Okay. Can you
[26:18]
hear me now?
[26:19]
Okay. Anyways, we were one of the couples, my wife and I, have a growing family, and
[26:26]
we looked into possibly purchasing a property over there when it first came up, and we returned
[26:31]
away they wouldn't even talk to us because we're not Muslim. And I found that to be shocking.
[26:38]
It seems like if they're going to only let Muslims build over there, they're just building
[26:42]
a compound.
[26:46]
My other concern again, I do support all the other comments that came before
[26:50]
me today. I'm in total agreement with everything I've heard so far. I haven't heard anything
[26:54]
that I disagree with, so I'm not going to rehash everything other than I am very concerned
[26:59]
about the congestion on the mill and road right there. The road currently seems to be in
[27:06]
shambles, is falling into the ground on both sides of the road. A lot of people are driving
[27:11]
down the middle of the road, and as you come over the bridge going west, you go around
[27:15]
the turn, and it's treacherous because if people are coming home from work, there's three
[27:20]
or four or five cars driving down the middle of the road, and I'm trying to avoid hitting
[27:24]
them, I'm about to be in a ditch.
[27:27]
So I'm also concerned about the condition of the bridge and how old it is.
[27:32]
Do you guys, or does the state or some agency come and check on the bridges and make sure
[27:37]
that they're up to code still and that they don't need some kind of repair, especially with a lot more traffic going through there now.
[27:43]
I'm concerned that the bridge might have problems and recently there was a crash over there that I think someone ended up in the creek as they crashed over the bridge rail.
[27:52]
But just any time of day, now, I mean, there's several times a day when you go out and you're trying to get on to Murphy Road, which is my main access to Murphy Road from Maxwell Creek.
[28:02]
I'm on the mill and I might be waiting five, ten minutes depending on what time of day, but more than one time of day.
[28:10]
And I'm concerned about crashes there, turning left especially.
[28:14]
I'm concerned that if the mosque goes in over there, they're praying five times a day.
[28:21]
So it's going to be five times a day that they're going to be needing to have parking and people going in and out over there.
[28:26]
And there is an entrance over there. It's just going to be just a cluster.
[28:30]
I mean, it's going to be a really bad situation.
[28:33]
I'm also concerned about whenever they have events,
[28:37]
if they're parking lot doesn't hold everything,
[28:39]
maybe they're going to be parking on the side of the road,
[28:41]
on the mill and road on either side.
[28:43]
And to my understanding, the people who owned the houses
[28:47]
before they sold out also owned part of the land
[28:51]
on the other side of the road up to the creek,
[28:53]
or close to the creek.
[28:54]
So the landowner probably owns both sides of the road anyway.
[28:58]
They probably feel like they could park over there.
[29:01]
Anyways, these are my concerns, and I don't really have anything else to say other than
[29:06]
thank you for your time.
[29:07]
Thank you, Mike.
[29:14]
Hello, Councilor Mayor.
[29:16]
My name is Charles Andrew Krauch.
[29:19]
I'm here to address you tonight on the Islamic Center you guys are considering.
[29:23]
I'm currently a candidate for Governor here in the state of Texas, and I have a unique
[29:27]
knowledge of Islam and Sharia law in the Muslim communities. 20 years ago I
[29:35]
deployed overseas to the country of Iraq and the Ambar province and I knew
[29:39]
Arabic. That was my language in the military and I think I may be one of the
[29:46]
most knowledgeable persons on the subject of Muslims in this room except for the
[29:52]
other man who spoke Arabic on a juice el-Lugat al-Arabia on a lugat al-Lugat al-Lugat
[30:02]
I said I love the language of Arabic. I studied it in the military. It's a beautiful language. But it's a different culture in so many ways.
[30:14]
I wanted to come and encourage you guys tonight to remember who we are as a people. You guys have a decision before you. In our Constitution and our people, we live a Christian Protestant way of life. On a national level, on a national level,
[30:31]
state level and on a local level. You guys have an opportunity to declare this is who
[30:39]
we are. Letting other cultures come in that doesn't really mix with our faith, kind
[30:46]
of just brings all the problems associated with it. And it is a different culture. And
[30:51]
it does clash. I could list some things for the past 20 years. People wouldn't believe
[30:57]
me what I saw overseas. They look at humanity a different way. They look at sexuality
[31:03]
and marriage in children a different way. They honor life in just a different way. And
[31:11]
I believe in my heart. It's time for us. I believe Texas is going through a little bit
[31:16]
of an identity crisis right now. Not really knowing who we are. And I believe it's time
[31:23]
for us to say and you guys have an opportunity to do this, to say we are Christian people and
[31:29]
if I get the opportunity to serve as governor I will stand up there and I will declare Texas is a
[31:34]
Christian state in a Christian nation and that's who we are and if you don't know who we are we're
[31:40]
dead this problem won't go away it will encroach on your kids and your grandkids and you have an
[31:47]
opportunity to protect that heritage legacy bloodline of your family tree tonight on a local
[31:54]
level and send that message. I encourage you to do that. And you will sleep better at night.
[32:03]
God bless. Thank you.
[32:11]
Welcome. I'm approaching this I guess a little bit different. Same concerns,
[32:16]
but obviously we're hearing a lot of the same rhetoric over and over again. I agree with all of
[32:22]
those. My position, I believe, is a little bit different. Move to Murphy in 2001. I was
[32:28]
one of the few people originally elected to the original charter commission to write
[32:33]
the charter for the city. We spent months and months and months going through chargers
[32:40]
from all different surrounding cities that were relatively the same size or going to be
[32:46]
the same size is what we saw the growth pattern of Murphy going to be.
[32:49]
The entire focus of writing that charter was to keep the community of Murphy, a community
[32:59]
and city of Murphy.
[33:01]
It was to be people that reunited and had neighborhoods and had things in common where
[33:07]
you still had your kids riding up and down the street and that sort of thing, which was
[33:11]
very common back in 2001.
[33:15]
As the charter has been reviewed and rewritten, there have been some changes that as original
[33:23]
charter members were not 100% happy with, but still seem to be somewhat congruent with
[33:28]
the growth of Murphy.
[33:30]
However, with this long situation, it is completely contrary to everything that this city started
[33:38]
out as being. This was a small town city that we had roots in and everybody knew their
[33:44]
neighbors and we liked that. That's why people navigated here and came here instead of moving
[33:50]
to Frisco and moving to these populated areas. They wanted that feel, that home. And once you
[33:58]
start getting a community that does not integrate into that and has different value systems and
[34:05]
does not want to be a part of us.
[34:08]
They've made that very clear.
[34:09]
They do not.
[34:10]
They want to be separate.
[34:11]
They don't allow us in their areas.
[34:13]
If you go as the gentleman just said,
[34:15]
you try to buy a house in these areas,
[34:18]
and they flat refuse.
[34:19]
They do not want us in it.
[34:22]
So I see a problem with that.
[34:24]
One of my biggest concerns.
[34:26]
I mean, I really, really apologize.
[34:28]
Hey, um, uh, Mark, jeep acclustin, uh, X-team, X-team?
[34:36]
Why don't you keep your family here?
[34:38]
As soon as she's done, uh, we'll do the swearing in.
[34:40]
So your, your family doesn't have to come back.
[34:43]
Is that okay?
[34:44]
Uh, sure.
[34:44]
All right.
[34:45]
Go ahead and finish up.
[34:47]
All right.
[34:48]
Um, one of the things I guess that I found, um, concerning
[34:52]
because initially when Murphy started out, it was the mayor
[34:55]
and that was kind of in lead and we have since changed that to where we had an admin as well as the mayor as well as the council.
[35:03]
I'm trying to keep this open to where there was a different point of view coming in and seem to encompass more of an idea from everybody.
[35:13]
I don't find the communication with City Council to have been as open as I would have preferred.
[35:19]
I have moved from a home that we originally had, as I said now, to the older part of Murphy
[35:24]
that sits on an acre, the old houses.
[35:28]
I have a Muslim group that has moved next door.
[35:31]
I filed a complaint because there are a lot of mother-in-law suites and that sort of things,
[35:38]
and those have been allowed given the size of those properties, but there had to be a roof
[35:42]
connecting them.
[35:43]
I don't know where or how this came about in the zoning, but apparently now it's okay
[35:48]
for people to start renting out their barns, building new external buildings that aren't
[35:54]
connected, and they can be Airbnb's or what they call short-term rentals.
[36:00]
I saw the barn next door turn into a community thing, and they've also built some other issues.
[36:06]
So, I think the community needs more communication directly involving the City Council and
[36:14]
involving the residents as well.
[36:16]
Thank you.
[36:16]
Thank you.
[36:22]
I really apologize to take a little bit of a break here.
[36:26]
There is an item on the agenda, which is to swear in a new fire marshal.
[36:31]
This whole family is here, so if you guys will allow us to do that,
[36:38]
then we'll get back to the public comments.
[36:40]
Okay, so I'm going to put that item on hold for just a moment and I'm going to call item a 6D oath of office administer
[36:50]
oath of office to Fire Marshal Scott X-D.
[37:00]
It looks like a just lost one. I'm sorry. There we go.
[37:08]
I became unprepared during that time. I apologize for that. Thank you.
[37:19]
I may have to wing this.
[37:22]
a few words up here.
[37:25]
I guess I'm just place to go. I'm sorry, let's get this. Oh, here
[37:28]
we go. Thank you very much, my name is Michael.
[37:32]
It's our citizens here. Thank you all for giving me the opportunity to this. We have a gentleman
[37:36]
that's getting sworn in here. His family made a trip in to get this done and he has small
[37:40]
children and stuff that need to kind of move on with the remiss. So thank you for your time
[37:43]
on this and give us a moment. So thank you.
[37:51]
All right. Thank you very much, Council. As most
[37:53]
Most of you know, we've recently had a change in our fire prevention office with our
[37:57]
formal, former Fire Marshal John Grant was returning to the operation side of our house.
[38:02]
So with that opening, we have a new member that's joining our team at this evening officially.
[38:08]
He joined us on December 29th on the 25th, and in his first three weeks, he's already
[38:12]
making an impact.
[38:13]
He wasted no time settling in and going to work at a high degree of experience and professional
[38:17]
realism.
[38:18]
He comes us from Richardson Fire Department right next door.
[38:21]
He has spent his entire 21-year service career with Richardson Fire Department.
[38:26]
Of that time, he has been in the operation side for nine years and the remainder of that
[38:31]
time in the Fire Prevention Office and the Fire Marshal's office.
[38:35]
Scott is a licensed paramedic, a master structural firefighter, a master fire inspector, and a
[38:43]
master arson investigator.
[38:44]
He serves on a National Fire Prevention Association Committee 17 and 17 A for the standards and
[38:51]
the National Fire Protection Association 96 Committee for the National Standards. He
[38:56]
earned his bachelor's degree from the University of North Texas in 2000, and he has set to complete
[39:01]
and earn his master's degree in public service administration this coming May from Texas
[39:06]
A&M University. For those here, Mayor and Council members, it's my honor and my pleasure to present
[39:13]
to you Division Chief Scott Eckstein, our Fire Marshal for Mercy Fire Rescue.
[39:29]
He's here to that with his wife Ashley Marie, his daughter Elisa, and son Canon, and his
[39:33]
parents.
[39:35]
The kiddos and his wife there will be participating in his swearing in and his
[39:39]
oath of office.
[39:41]
So, Miss Xsteen, if you and your children are pleased, come on up and join us, she is.
[39:46]
And yep, then come on.
[39:49]
That way they can also see up there if they need to face.
[39:55]
Also, we're going to stop with that.
[39:57]
We have one other portion. This will stop with that this evening. So thank you. At this point here, I will let Kandy take over.
[40:12]
Raise your right hand. Repeat after me. I state your name.
[40:15]
I, Scott X. Dean, do solemnly swear or firm that I will faithfully execute the duties of the office of Fire Marshall, of the city of Murphy,
[40:29]
of the city of Murphy, the state of Texas, and will to the best of my ability, and will to the best of my ability, preserve, protect and defend,
[40:38]
the City of Murphy Charter and the Constitution in law of the United States and of the state.
[40:48]
So how have we got?
[40:50]
Congratulations.
[41:03]
Congratulations.
[41:04]
We have one more.
[41:05]
Chief Elliott told me that I couldn't talk, but I have to talk for 30 seconds or less.
[41:09]
The unique aspect of Fire Marshal's office is that you are a certified firefighter and you're also a certified Texas Peace Officer.
[41:19]
So the swearing-in component that we're about to do is to swear our fantastic new
[41:25]
parmortial in as a Texas peace officer.
[41:28]
Sir, please raise your right hand.
[41:31]
I state your name.
[41:33]
Do solemnly swear or affirm.
[41:37]
I apologize.
[41:38]
I will faithfully execute the duties.
[41:41]
That I will faithfully execute the duties.
[41:43]
Of the office of police officer.
[41:45]
Of the office of police officer.
[41:46]
of the city of Murphy, the state of Texas, and we'll do to the best of my ability,
[41:54]
preserve, protect, and defend, the Murphy City Charter, and the Constitution and Laws
[42:05]
of the United States, and of this state, and of this state, so help me God, so help me God.
[43:01]
No, not a problem.
[43:03]
Thanks for coming out.
[43:04]
And welcome to the city.
[43:12]
I am going to push the cert presentation.
[43:20]
And I'm going to push the police chief's presentation to the next meeting.
[43:26]
Thank you guys for coming out.
[43:28]
apologize. I want to give our residents as much opportunity as we can to be heard.
[43:34]
Again, once again, thank you guys for waiting. We will resume the public comments.
[43:44]
Again, I am dedicated to giving you as much time as you want and need as pithy as possible,
[43:51]
because we have a lot of people. But make sure you express yourself in the way you feel necessary.
[43:57]
Good evening. I'm Elizabeth Alejandro and I live in Murphy. I'm coming before you to support all the other people that have come before me.
[44:10]
I'm speaking regarding the case number 2025-017 and the application for zoning and I think everybody's already spoken on that.
[44:21]
I want our city to stand against terrorism and protecting our community and our way of life and not to
[44:32]
accommodate and allow people not to assimilate into our culture. There's a lot of things that happen and they happen in
[44:43]
increments, slow but sure, such as parts of Egypt, Syria, Jordan, Libya, Tunisia, Algeria,
[44:53]
and parts of modern day Turkey. Who once were Christian majority nations?
[45:03]
So, I just want you to know that they have different ways of coming in and inputting their information in. Sometimes they hide it in such a way as they can't see it. It may be written into their H.O.I. by-laws, where they're kind of put in their Sharia ideology.
[45:31]
It's very hard to say no.
[45:33]
So you can't do your religious sect here for any reason because it's supposedly based
[45:41]
on being a religious sect, but perhaps there is a way that you can find that you can
[45:52]
protect our culture that we have and our Christian nation.
[45:58]
Thank you for your time.
[45:59]
Thank you.
[46:00]
My
[46:08]
name is Diane Galway.
[46:11]
The City of Josephine is about to be taken over by Muslims.
[46:17]
Our City of Murphy is very diverse but it's very small.
[46:23]
About 20,000 people and only five square miles.
[46:28]
I think you can see today that there are a lot of citizens of Murphy who don't want Murphy to be taken over.
[46:37]
or the Muslims have said they're going to take over Josephine.
[46:42]
We don't want that to happen here.
[46:44]
And the other thing I want to comment on, I agree with at least one other person that
[46:48]
said, could you please keep us better informed of what you are doing?
[46:54]
There are lots of ways you can do that, but we hope that you will keep us better informed.
[46:58]
Thank you.
[46:59]
Thank you.
[47:04]
Thank you, Brown.
[47:08]
Can everybody hear me?
[47:09]
Yeah.
[47:10]
Are we good?
[47:11]
Okay.
[47:11]
Hello.
[47:12]
So thank you for Councilmembers, thank you for letting us come and speak to you tonight.
[47:17]
My name is Karen and let me start out with, I've been in a lot of different countries,
[47:24]
lived in a lot of places, I'll tell you, there's a lovely little neighborhood in Dallas
[47:29]
that let a Moscow mix to it, and there are cars now, several times a day, in the driveways,
[47:36]
down the streets, in the parking, on the grass, in the yards, and the citizens of that
[47:42]
neighborhood are throwing fits.
[47:44]
They spent a lot of money on that neighborhood.
[47:46]
Anyway, so what I want to talk about today.
[47:50]
Can you right hear me?
[47:51]
There's going to be something on the ballot coming up
[47:54]
at the primary called Ban Sheree Law.
[47:56]
Everywhere I go, I ask people, what the heck is Sheree Law?
[48:00]
What are we banning?
[48:02]
So I'd like to address that.
[48:04]
For one thing, our government is allowing
[48:07]
the spread of Sheree Law through enforcing
[48:10]
a tolerance of Sharia doctrine under the banner of freedom and diversity and religion.
[48:16]
But this is not the case, this is political Islam.
[48:20]
It starts in the demands that the Muslims are going to make to you and to the town.
[48:27]
First of all, in the schools, France and several other countries in Europe have banned the
[48:33]
hijab, the iberka, and all this kind of covering in the name of safety, secularism, and national
[48:41]
identity. Schools here can do the same thing. It is pointless to ask a seven-year-old
[48:47]
girl to wear hijab. We have to say no. To fasting during Ramadan, it's a month-long fast
[48:56]
where they stop eating, drinking, and putting candy in their mouth, gum anything in your
[49:02]
else from sun up to sun down and they would like their kids to participate in that.
[49:09]
So imagine some modern kids in the school who are starving and can't even swallow, say
[49:17]
no to fasting during Ramadan because they're not required to.
[49:22]
It's not a requirement.
[49:25]
It'd be nice like your parents asking you to make well longer skirt when you leave the
[49:30]
house, but you're not going to.
[49:33]
So fasting is not done if you're sick, pregnant, nursing,
[49:39]
or other medical or life circumstances.
[49:43]
You can make up that fast another day or in the evening.
[49:48]
You do not have to suffer.
[49:51]
Several companies are also being requested
[49:54]
to not bring food into the office or cook during Ramadan.
[49:59]
This was asked of my company where I was living and my boss fortunately said no if you
[50:06]
are Muslim and you're fasting go to your office and shut the door but we're still
[50:10]
going to eat just say no and again it's if you cannot faster in the day the
[50:18]
Quran says you can do it another time let you know most Muslims don't even
[50:25]
and suggest fasting for their kids
[50:27]
till they're teenagers or grown.
[50:30]
So keep that in mind and say no
[50:33]
for the safety and health of our schools and teachers.
[50:37]
Prayer rooms,
[50:39]
Muslims are going to ask that you put a prayer room
[50:41]
in the school so their precious children can go pray.
[50:46]
It's at seven, six o'clock, don't worry about that.
[50:49]
Seven, 20, 12, 20, three o'clock, five, 21.
[50:54]
in 630. So you can see there's only a couple of times they might pray. Guess what? They don't have
[51:01]
to have a prayer room. It says in the Cron you can pray at your desk. If you have to, you can pray
[51:07]
in your car, you can pray on the stairs. You do not have to have a special room. Do you give a special
[51:13]
room to the Baptist for their prayer meetings? Do the kids have a Bible study during lunch?
[51:18]
Do the Catholics get to have Mass every morning because they prefer you have a Mass every morning.
[51:24]
I know I lived with a family of Catholics, so I don't think we accommodate them, say, no.
[51:34]
Oh, companies made me ask to break up the work.
[51:38]
Like, I have to stop this time and this time, like we said, to pray.
[51:42]
So you're going to have to just live without me on the line or in the shop or whatever.
[51:48]
No, you say, no.
[51:49]
I know from the caronser that you can make up that prayer night, guess what, say no.
[51:58]
Schools, who is going to pay for the hallal meals when they ask you to serve hall meals
[52:04]
at your school, in your hospitals, in government offices?
[52:08]
Who's going to pay for that?
[52:09]
The tax payers, more money out of our pocket, to pay for these accommodations, say, no.
[52:17]
Guess what?
[52:18]
But if it says, in a Quran, you don't have to skip eating if there's no halal food.
[52:27]
It says, go ahead and eat what's available so you don't starve.
[52:32]
It says that in the Quran, so don't let them tell you they can't live without halal
[52:37]
food.
[52:38]
Broadcasting allowed call to prayer of the loudspeakers.
[52:42]
Well, once upon a time, Arabia housed Muslims.
[52:46]
It's a sandy place, a desert, and they lived in tents, and nobody knew when 1205 came around, so they had a call to prayer.
[52:54]
Here it is 2026, and we have cell phones, and we can set alarms, and it will tell us when we can pray.
[53:02]
You do not need a loudspeaker, okay? And may I remind you, if you do allow loudspeaker five times a day, I know the Baptist are going to put a loudspeaker up and play Billy Graham five times a day.
[53:19]
And the Mormons are going to play the Mormon tower knuckle choir five times a day, so get
[53:25]
a thought of that idea.
[53:28]
So I say no, tell them to get their apple thrown updated.
[53:34]
Another really quick item, rest shots, hair soons, hospital rooms are going to be asked to
[53:41]
set aside a specific area just for their women to have walled off because they don't think
[53:46]
their women should be seen with their hair showing, go somewhere else.
[53:51]
I am not going to ask a small business to have that impact of extra money to put
[53:58]
walls around every single thing and in the restaurants also.
[54:02]
I'm going to ask you to close.
[54:03]
Okay, let me close.
[54:05]
So all of us, you have to say no, understand what they're asking and understand, would
[54:11]
you do it for the Baptist?
[54:12]
They like to eat casseroles all the time.
[54:14]
Would you do it for the Catholics?
[54:15]
they say math. The Hindus don't like our food that much. They love to bring their own food.
[54:21]
Think about what you're doing. And I, for one, have never worried about my neighborhood
[54:26]
Hindu temple coming to get me or cut my throat. I lived in Kuwait for almost three years.
[54:34]
I've worked in Israel. I've been in Bahrain. The Emirates. I have seen it in action.
[54:39]
I thank you for listening. Please consider what I'm saying. Thank you.
[54:43]
Thank you.
[54:50]
Welcome.
[54:54]
Hi, my name is Lee and I will, I submitted an online application, but I'll do the printed one as well.
[55:00]
So, anyway, so thank you for allowing us to speak tonight and thank you for serving your community.
[55:06]
I know you've given your own time and money to serve on the council because you care about your community.
[55:11]
Not only for today, but for your children and grandchildren.
[55:15]
And that's why I'm here today as well.
[55:17]
specifically to speak about the Moscow approval that was discussed at the last council meeting.
[55:24]
I'm not from Murphy but I'm from Fairview where I've been addressing a major zoning issue since
[55:29]
April of 2024 regarding a gigantic structure and all of the headaches it will bring by being
[55:35]
crammed into our tiny little town.
[55:38]
As an advocate or small towns throughout North Texas, I respectfully urge you to delay this approval.
[55:43]
Do the concerns about the roads, bridges, fire, and police safety, water infrastructure,
[55:48]
and parking, noise and lighting concerns that have been noted by others tonight.
[55:54]
These are major concerns that will impact a small town like yours and you need to be certain
[55:58]
that you've crossed every T and dotted every I before approving, as this will be your forever.
[56:04]
The double R mud, or formerly known as EPIC, development in Josephine and Colin County
[56:09]
We'll soon be presenting to the commissioners court where the many decisions design issues
[56:15]
will be discussed and some of those will impact what's going to go on here as well and
[56:20]
what will be allowed.
[56:23]
And then like others today, I'm formally requesting a postponement of this development decision.
[56:29]
This critical pause will give you as council members the necessary time to thoroughly examine,
[56:34]
as I said, the water fire, police parking and street infrastructure issues arising from
[56:38]
from the population boom that will be created,
[56:41]
but especially their ability to assimilate
[56:44]
into your community.
[56:46]
That needs to be a consideration.
[56:49]
Please delay until you've examined all these issues
[56:51]
to ensure you're making the decisions
[56:53]
that protect the future of current residents
[56:55]
and all of your children and grandchildren.
[56:57]
And as previous speakers have said,
[57:00]
please honor your oath.
[57:02]
And most importantly, the oath to the Constitution.
[57:06]
And Islam is not compatible.
[57:07]
Thank you. Thank
[57:15]
you. Next. Good evening. Thank you for allowing me to speak tonight. I am a local resident and a frequent driver through the area near North Murphy Road and
[57:29]
McMillan Road. I want to share my concern about the Oasis Springs Manor's development and the associated mosque project by the Islamic Association of Murphy. When I first saw the
[57:41]
construction, I was excited. It looked like a promising new neighborhood where I could
[57:46]
build a new home. But after researching, I visited the Oasis Springs Manor's website.
[57:53]
I found very little information available. The site offers little detail about the project's
[57:59]
vision and much of the advertising still relies on older Murphy pamphlets that has nothing
[58:06]
to do with the actual development. I also came across recent online discussions and videos
[58:12]
noting that all the street names in the development such as Osmond Drive and others appear to honor
[58:19]
historic Islamic figures. For example, one video highlighted the street name is Sadiq Drive,
[58:25]
referencing to Jafar al-Sadiq, the 6th Imam. He's credited by many Muslim writers with the principle
[58:33]
that whatever is contrary to the Quran should be rejected, despite any evidence supporting
[58:39]
it. This philosophy raises questions about proven science, common facts, logic, and Western
[58:46]
American values. A major red flag is the attached mosque, combined with the same developer
[58:53]
of the residential homes. Islamic only street means no transparency as a developer on the
[59:00]
residential site, yet he has given more clear, straightforward statements on the mosque's
[59:09]
motives via website. But his mosque is set up to serve the Islamic residential neighborhoods
[59:16]
but attend this mosque. This entire development appears hidden under the microscope of what
[59:22]
seems obvious that this will potentially become a private gated, exclusive Islamic community.
[59:28]
With prospects of turning this later into a private serial law commune, this sounds similar
[59:34]
to the former epic city project now known as the Meadow that gained headlines around
[59:39]
the world.
[59:40]
I highlighted again that the concern of the mosque attached to the suburb, the attached
[59:49]
mosque shows on their website the vision statement for the neighborhood attached.
[59:53]
This is a quote from the Mosques website under the category vision statement.
[1:00:00]
Our vision is to establish an Islamic community environment based on the model of the community of the Prophet Muhammad to exemplify the best of character by contributing to the neighborhoods in which we live through intense attention to the spiritual education and material needs of our unified community. So, again, reading this vision statement as an outsider gives me a strong impression that the building
[1:00:29]
strategically established the mosque with the residential homes to have an
[1:00:34]
Islamic neighborhood, confidentially or conveniently, I'm sorry, attached. So the
[1:00:41]
mosque can fully serve their Islamic neighborhood, community modeled after the
[1:00:45]
Prophet Muhammad's way of life. I will note that I hope everyone has done a
[1:00:50]
thorough research on Muhammad's way of life. After my research on Islam, I found out
[1:00:57]
that the countries that have been conquered by Islam will not allow Westerners or any
[1:01:02]
other backgrounds of faith to come in and live freely. In fact, they are persecuted for trying.
[1:01:08]
Very alarming ideology with strict laws that Westerners do not practice, follow or believe in.
[1:01:15]
So again, what this vision statement from the builder is implying is that intention is to establish
[1:01:22]
Islamic community, Islamic environment based on their prophet Muhammad, for that
[1:01:29]
cancels out any non-Muslims to feel welcome and fit in. If that's not the case,
[1:01:34]
then I'm wondering, can LGBT communities live there? Can people with no religion
[1:01:40]
of faith live there without having to follow the prophet Muhammad's way? What
[1:01:46]
about all the other religious backgrounds can they move into this community? This
[1:01:51]
It raises questions for me about long-term transparency for the Oasis Springs Manners and
[1:01:57]
how the project will integrate with the broader Murphy community.
[1:02:01]
Additionally, the developer has acquired Agisent Land to build the Murphy Gardens community.
[1:02:08]
And there's the center of Islamic knowledge known as the SICK facility further up the road, though separately owned.
[1:02:14]
And all this clustering with no necessarily connection feels coordinated in some degree.
[1:02:22]
This will significantly increase traffic in an area already challenged by McMillan High
[1:02:28]
School.
[1:02:29]
Parents have shared with me their struggles with school drop-offs, pickups, and evening
[1:02:36]
events.
[1:02:37]
Adding regular mosque activities like Friday prayer or gatherings during peak times would
[1:02:41]
likely add to the congestion on local roads. I support diversity and believe Murphy benefits
[1:02:49]
from it when it's balanced and inclusive for everyone. However, many long time residents
[1:02:56]
worry about rapid changes that could easily shift the character of our small town. We see evolving
[1:03:03]
local businesses like more Hual options, which is fine minimally in its own, on its own, but
[1:03:10]
But combined with these large residential Islamic projects, it contributes to a sense that
[1:03:16]
one cultural influence is growing dominant to take over.
[1:03:19]
I don't see any similar clustered ethnic religious developments with residential homes built
[1:03:25]
directly around their own place of worship here in this area.
[1:03:30]
If the goal of Oasis Springs is a religious enclave, excluding non-Muslims, it violates
[1:03:37]
the 14th Amendment by discriminating against Native residents and the Fair Housing Act by potentially
[1:03:43]
bearing non-Muslim buyers. The lack of transparency on the Oasis Springs
[1:03:49]
Manor's website comes across as though they don't want anyone to know about the vision of their
[1:03:54]
project. Is there something that they don't want us to know? Again, the mosque attached to this
[1:04:00]
neighborhood tells us exactly what their vision and mission is. Nothing here shows intent of a
[1:04:06]
simulation with our community. It's alarming that this was approved without broader discussion.
[1:04:12]
Announcements for residents to have a clear understanding input and vote.
[1:04:17]
I urge the council to investigate these issues, the fair housing laws for fairness and safety.
[1:04:23]
I am requesting that this moss be stopped and permanently cancelled from ever being built due to
[1:04:30]
what appears to be wrong motives. Thank you. Thank you.
[1:04:41]
Okay. Good evening. Can you hear me fine? Okay, great. My name is Barbara and I'm here
[1:04:49]
to educate this government body and the citizens of Murphy on the threat that faces many
[1:04:54]
Texas cities and American cities. There was a very major trial held here in Dallas, Texas
[1:05:03]
back in 2007 and 2008 known as the Holy Land Foundation trial. Some of you might be aware
[1:05:10]
of this trial. Not your head if you are. Okay, good, good. I'm glad to hear that.
[1:05:17]
In my opinion, this was one of the most important trials in American history on terrorism.
[1:05:25]
And there was a document discovered during that trial called the explanatory memorandum.
[1:05:31]
I urge you to read this document. All elected officials should read this document because
[1:05:37]
It was discovered during this trial, and it was written by the Muslim Brotherhood describing their plans to make the United States a Muslim country.
[1:05:47]
It's written in their own hand, their own writing.
[1:05:50]
It was originally written in Arabic and then later translated to English.
[1:05:55]
The results of this trial was five terrorists were convicted and currently serving time in federal prisons.
[1:06:03]
They were funding Hamas.
[1:06:06]
The Muslim Brotherhood has a plan to make our country a Muslim nation under Sharia as part
[1:06:13]
of the goal of establishing a global Islamic state.
[1:06:17]
The Muslim population in the United States is growing rapidly as a process of settlement.
[1:06:23]
Their plan is to infiltrate.
[1:06:26]
Muslims into our society and they are appearing to be assimilating in as Americans while the
[1:06:33]
real purpose is to capture positions of power
[1:06:36]
using the rights granted under our Constitution.
[1:06:40]
Between using our Constitution and naive,
[1:06:43]
welcoming Americans, the Muslim Brotherhood
[1:06:47]
is working to create this as an Islamic nation.
[1:06:51]
This document that I'm referring to,
[1:06:53]
the explanatory memorandum, can be located on this website.
[1:06:58]
Defending our Republic dot com.
[1:07:00]
Again, defendingourrepublic.com, it's a PDF document that you can download and I urge everyone to read it.
[1:07:10]
I was pleased to see tonight the fire marshal being sworn in with his hand on the Bible
[1:07:17]
and swearing to his oath to the Constitution of the United States.
[1:07:23]
He was not, he did not put his hand on the Quran, and he did not swear in to protect
[1:07:29]
Sharia laws.
[1:07:30]
He's forced to protect the United States Constitution, and that's what each of you
[1:07:35]
here have done.
[1:07:36]
I'm sure in the past.
[1:07:38]
A mask is not like a church.
[1:07:40]
It is more comparable to a city hall.
[1:07:43]
All of their financial and political businesses conducted here.
[1:07:47]
In fact, their non-profit status should have never been approved by the United States
[1:07:51]
government. You only need to look at England, Belgium and other European countries to see
[1:07:56]
what will happen in America. Or look at Dearborn, Michigan or Patterson, New Jersey, where
[1:08:02]
they have taken over the city government and raised the Palestinian flag and now calling
[1:08:08]
it the fourth holiest city in the world. So they removed the American flag and replaced
[1:08:14]
it with the Palestinian flag. And that police force in that community wears Palestinian flags
[1:08:20]
on their uniforms, not American flags.
[1:08:23]
That's here in America, that's in New Jersey.
[1:08:28]
In these other countries like England and the Netherlands,
[1:08:32]
they reported Muslim rape gangs
[1:08:34]
that have raped young girls nine to 14 years of age
[1:08:38]
and more than 60,000 rapes were reported
[1:08:41]
in the United Kingdom alone last year.
[1:08:46]
These are self-segregated communities
[1:08:48]
that are being built across Texas.
[1:08:51]
City councils and planning and zoning committees
[1:08:54]
need to strengthen their building codes and ordinances. We stop this takeover at the local
[1:09:00]
government level. You can use traffic codes, fire codes, drainage codes, noise ordinances,
[1:09:06]
and a plethora of other codes and ordinances to stop these buildings and developers from receiving
[1:09:13]
permits. Also, it's important to note that nothing should be approved while ongoing litigation
[1:09:20]
is currently taking place by our Texas Attorney General's Office, Ken Paxton.
[1:09:25]
Thank you.
[1:09:35]
Hello, my name is Ralph Spilker.
[1:09:37]
I'm actually a resident of Grayson County up north near Sherman and Dennison.
[1:09:44]
I'm a retired Navy captain and a veteran of 26 years.
[1:09:49]
We are up
[1:09:53]
in Sherman and Dennison are watching to see how this plays out.
[1:09:57]
We see the headlines in the news, the national news, about places like Minnesota and Michigan.
[1:10:08]
And what's the next state on that list? Texas. And it's incomprehensible why Texas would be on that list.
[1:10:16]
But it is. Of course, Plano and you all are on the front lines and everybody is watching.
[1:10:24]
It looks to me like you've heard the folks before me and you're trying to build a strategy
[1:10:33]
on how to say no and a lot of the folks have given you some of that ammunition to do
[1:10:40]
that.
[1:10:42]
I propose that we are looking at, I try to figure out how to say no in my own head,
[1:10:49]
right?
[1:10:50]
We have freedom of religion, we have discrimination laws, so how do we bounce that against this group of Islamists?
[1:11:00]
And the lady that preceded me said it perfectly.
[1:11:04]
They're less religious than they are a political movement and a set of governance.
[1:11:10]
So, when we say Islam, the religion, we kind of akin that to Catholicism, or baptism,
[1:11:19]
or some of the other Protestant religions.
[1:11:23]
They are not.
[1:11:24]
They're more like a government, like capitalism, like socialism, like communism, like, so,
[1:11:34]
So you have to figure out how to say no, not on the basis of religion, but on the way
[1:11:41]
of governance.
[1:11:43]
As people have preceded me, said, hey, this Sharia law, oddly, it's a law, I.e. a government,
[1:11:50]
it's not a religious code, it's a law, they allow for perjury, lying, they allow for assault,
[1:12:01]
They allow for rape. They allow for polygamy. They allow for pedophilia and they allow for murder.
[1:12:12]
I don't think we want that here in your community. I don't want it for myself up north and we don't want it in our nation.
[1:12:20]
I also particularly enjoy the fire chief and the fire marshal swearing at allegiance to Murphy, to Texas and to the United States.
[1:12:31]
And I think that was awesome.
[1:12:34]
Awesome.
[1:12:37]
These Islamists are not compatible with the Constitution of the United States of America,
[1:12:45]
the Bill of Rights, the Constitution of Texas.
[1:12:50]
And I apologize I haven't read the Murphy charter or Constitution, but I'm sure they're
[1:12:57]
not in a line with you guys either.
[1:12:59]
So, like everybody else said, and I particularly like the lady who preceded me, figure out how to delay.
[1:13:08]
If you can't say no outright, delay, delay, delay, seek guidance from the state and national level.
[1:13:17]
We're going to figure this out. We're going to figure out how to say no to Islam.
[1:13:21]
We haven't done it yet. You guys are on the front line.
[1:13:24]
Thank you for your support and fighting this.
[1:13:29]
I urge you to keep fighting.
[1:13:31]
If you can't figure out how to say no, delay.
[1:13:34]
Delay, delay, delay.
[1:13:36]
Don't say yes.
[1:13:37]
That's, I think, what we're asking right now.
[1:13:40]
Thank you.
[1:13:41]
Thank you.
[1:13:46]
Can you read?
[1:13:48]
So I'm not going to repeat what everybody else has said.
[1:13:52]
I have something different to say.
[1:13:55]
So there were citizens who made it clear
[1:13:57]
that we didn't want our names and addresses, you know, on the record.
[1:14:01]
And thank you for accommodating that.
[1:14:04]
But prior to you gabbling in, Mayor, Councilmember Laura Deal took photos and or video
[1:14:10]
of the citizens that were waiting to speak.
[1:14:15]
Again, that was prior to gabbling in.
[1:14:17]
Being in a public forum, there is no expectation of privacy and I understand that, generally speaking.
[1:14:24]
However, I want it to be on the record that this occurred and may be perceived as intending
[1:14:30]
to intimidate or harass speakers.
[1:14:33]
We won't be intimidated.
[1:14:36]
I don't know if Robert's Rules of Orders has anything about photography, but I know
[1:14:41]
that it discusses filming, and it is subject to reasonable rules.
[1:14:45]
And I don't know if our charter or ordinances discuss council members taking pictures, but
[1:14:50]
I would like, if it doesn't, I will be looking.
[1:14:53]
I work for a local government, another local government, and I know that it is addressed
[1:14:57]
in some.
[1:14:58]
If it's not part of this one.
[1:15:00]
I would ask that it be looked into by our attorneys. Thank you. Thank you.
[1:15:14]
Can you hear me? Yeah, it works pretty well. Good evening, Mr. Mayor and City Council. Thank you for your service, of course. And thank you for letting me speak. I'll be very brief.
[1:15:29]
I agree with everything I've heard today, like the gentleman before me. It sounds very reasonable for this community.
[1:15:39]
I was a foreign service officer for 20 plus years, and I dealt with many cultures.
[1:15:49]
I lived in Afghanistan, Yemen, several countries on the east, Africa, all Muslim.
[1:15:57]
My job was to assimilate in the culture, which I did.
[1:16:01]
I didn't like it because it's not the way I grew up, but it was my job.
[1:16:08]
Well, after 20 years, I wanted to retire and go back to Texas and hang out in my culture.
[1:16:18]
Murphy, I didn't grow up in Murphy.
[1:16:20]
I grew up in Tyler, but Murphy is very similar to way I grew up and I liked it.
[1:16:26]
I liked it a lot, and I still like it, but it is changing and I'm being a little disturbed.
[1:16:34]
I came to Murphy not to assimilate, assimilate in someone else's culture.
[1:16:41]
I want it to be in my culture.
[1:16:44]
And I definitely do not want Islamic Student Center in my backyard.
[1:16:52]
Thank you.
[1:16:53]
Thank you.
[1:16:59]
Welcome.
[1:17:05]
I feel bad if paperwork and turned it in.
[1:17:07]
That's fine.
[1:17:08]
I live in the Timbers next to what you should be the goat farm.
[1:17:13]
That's the first thing I want to address, that neighborhood is nearly finished.
[1:17:18]
And I don't remember the date of the last major meeting that we had, but I stood probably
[1:17:23]
in podium like this and I said no less than a dozen times, no bump and go gate at the
[1:17:28]
end of Oak Lake Drive.
[1:17:31]
And I also said on whatever gate that is put up that is presentable, which all the pictures
[1:17:38]
they showed us and all the pretty little displays had a beautiful ornate gate.
[1:17:42]
I want to remote for our fire department so that when he comes hauling through there in the middle of the night, he can get on through.
[1:17:50]
What did we get? A bump and go gate that's got removed. Why? It's a bump and go gate.
[1:17:59]
Why did he got the removed? Where's my gate? It's nice and pretty that I don't have to look at.
[1:18:05]
That just takes something my husband's truck can bump and go through to somebody that he wants to.
[1:18:11]
problem number two it's black has maybe two reflector stickers I'm waiting for the day we get to
[1:18:18]
call 911 for the person who hauled through that because they didn't see it I can't tell me
[1:18:23]
times we've run outside and stopped people they think it's a bypass when there's an accident so
[1:18:29]
please third thing how many times don't need to move my trash can down the road before I get my
[1:18:35]
road fixed because it's about to be in the neighbors because the trash truck has
[1:18:40]
messed up my driveway so bad I had a cart one point I couldn't get out because
[1:18:45]
it scratched it was so low please fix my road at some point on Oak Lake all
[1:18:51]
the way down to the end and why did a new neighborhood get to put in a great new
[1:18:57]
beautiful neighborhood with drainage and not connect my neighborhood can somebody
[1:19:04]
please explain. We don't have one drainage for water flow. And a week and a
[1:19:10]
whole lot just too bad it's going to freeze this time or I could have taken pictures for you.
[1:19:14]
But all of our trash fans are out in the middle of the street.
[1:19:20]
Please go into check to make sure
[1:19:22]
they've done everything the way they said they were going to do it when they put a
[1:19:25]
neighborhood in. Because the last couple of houses are being finished. The
[1:19:30]
fences, the stain is already faded but the fence is falling down in some
[1:19:35]
points.
[1:19:38]
Hello. Those
[1:19:42]
are million dollar homes. Have you walked in them? I have. They're gorgeous,
[1:19:46]
but they can't put a fence that is going to last mother-vilded much less after they leave.
[1:19:52]
And they didn't even consider joining in the drainage from an existing neighborhood that's been here
[1:19:57]
since the beginning of time almost. Parts of the timbers have been. They didn't even think to tie into
[1:20:05]
In
[1:20:12]
everything, you know, these people have been saying, God help us.
[1:20:17]
Number three, scared the crap out of me.
[1:20:19]
Please go back and listen to one, two, and three.
[1:20:21]
I think it was a four.
[1:20:22]
I can't remember which one of it that I was scared of.
[1:20:25]
Please go back and listen to these because God put them here for a reason.
[1:20:30]
He put those speakers number one, number two, whoever's the purple leopard outfit.
[1:20:36]
Put these people here for you to go back and listen to it.
[1:20:38]
I know this is being recorded.
[1:20:40]
go back and find the last time I was here and said over a dozen times don't do
[1:20:44]
something and it got done behind your backs.
[1:20:50]
Please stop letting things get done
[1:20:52]
behind your backs. How did those streets get named? How did that capacity print
[1:20:58]
planning and zoning committee? Please tell me answer me has something been approved
[1:21:04]
already in this community that I was unaware of that was being voted on? What
[1:21:10]
What are you advertising your agenda on?
[1:21:13]
I'm on next door.
[1:21:14]
I'm on Facebook.
[1:21:15]
I'm on Instagram.
[1:21:16]
What are you put?
[1:21:17]
Do I have to go to your specific website to find out what my town's talking about?
[1:21:23]
That's ridiculous because if we party to prove something, that's serious.
[1:21:28]
And we know about it
[1:21:32]
and rethink what you're doing because you did not get the citizens
[1:21:35]
opinion on this.
[1:21:40]
We trusted y'all.
[1:21:41]
We voted you in.
[1:21:44]
I'm wearing red for a reason.
[1:21:46]
it's part of what's behind you. If you don't know how to handle this have you
[1:21:52]
reached out to your brothers and sisters in the neighboring towns. Seriously I'm
[1:21:58]
looking at you. Have you reached out next door. I'll shake your hand later
[1:22:04]
explain why but buddy you're not alone.
[1:22:10]
Dear God we're five square miles protect
[1:22:15]
When I moved here, it was country living in the city.
[1:22:19]
When the hell did it change to what is it now?
[1:22:22]
I wrote it down, living life at your pace.
[1:22:26]
Did I get to vote on that?
[1:22:29]
Did I as a citizen, it pays your tax dollars,
[1:22:32]
get to vote on changing my town motto?
[1:22:36]
No, I didn't.
[1:22:38]
It got done behind my back.
[1:22:40]
I don't appreciate that.
[1:22:41]
That's my town motto. I moved here and I appreciated that town motto.
[1:22:48]
I didn't
[1:22:49]
appreciate you moving the pace of it like you have. You didn't listen to us
[1:22:53]
very well with the goat farm, but please, by God, don't let him exit stage left
[1:22:58]
and leave it already falling down to our neighbors.
[1:23:24]
And I'm looking you
[1:23:25]
Good evening Council. Many people have shared their facts and views which I support and I won't repeat it
[1:23:31]
for the benefit of everyone here and keep this short. I'll just share my personal view on this.
[1:23:37]
I've lived in Murphy now for three years and I've been in America for six years. I can't do this
[1:23:42]
country for many reasons but a big reason was because I believe America is a great country with
[1:23:47]
strong beliefs that it's people are willing to fight for. Of all the states I chose Texas as it is
[1:23:54]
the greatest of them all and best embodies American ideals.
[1:23:58]
What I see happening to Americans through this development and
[1:24:01]
boss sick in me, we all know that through whatever means they have made their
[1:24:06]
developments only available to Muslim buyers and have excluded everyone else.
[1:24:11]
They tried to establish epic city which is still an ongoing battle for them, but
[1:24:15]
they have already implemented their Muslim-only area here.
[1:24:19]
They have come to an American city and said Americans are not welcome in their
[1:24:23]
own land. The founding fathers never envisioned religions coming in and establishing their
[1:24:29]
own communities and telling Americans you are not welcome.
[1:24:34]
Governor Abbott has recently banned this very thing. I urge you to fight this invasion
[1:24:39]
and keep America free for all Americans. Every single battle, no matter how small or how
[1:24:46]
large, needs to be fought. People internationally seek out living America, living in America,
[1:24:53]
such as myself, because it is such a great country and doesn't allow this, please keep
[1:24:59]
your courage and hold the line for your people. We the people are behind you. Thank you.
[1:25:10]
Welcome.
[1:25:14]
There's been a lot said about Islam tonight, but what is Islam? This is from
[1:25:22]
one of their books on Islam. Islam is the name of a way of life that is followed by nearly
[1:25:30]
a billion people around the world. Muslims are majorities in over 50 countries and their
[1:25:35]
numbers are growing every year. That's because they're having 10 kids for family instead
[1:25:40]
of our 1.1. The name Islam is an Arabic word that means both peace and surrender. The full
[1:25:48]
definition implies that when you surrender your will to God you will find peace in your soul.
[1:25:52]
Muslim then is a person who surrenders to God and finds peace. Islam is not a
[1:26:00]
religion. However, it's a complete way of life that is patterned after the
[1:26:07]
natural trend in the universe. Its goal is to help people live in harmony with the
[1:26:13]
universe and the natural order of things. Then why is there jihad? Why do they need to
[1:26:19]
people. What happened to peace? The name for a law, for a God, an
[1:26:23]
Arabic is a law, and he caused the universe to come into being
[1:26:27]
billion years ago. He set up natural laws in accordance with
[1:26:32]
his will, so that the the entire universe would be Muslim and
[1:26:37]
submit to his will, which means you will have the higher truth
[1:26:42]
and live in peace and harmony with all. Why is there jihad?
[1:26:46]
you have to force people to do that. That's in our Constitution. They're the ones with the problem.
[1:26:53]
So we don't need to allow them, and since it's not a religion, we don't need to rely on freedom of religion
[1:26:59]
as the excuse to let them get away with anything.
[1:27:10]
Hi, my name is Peter.
[1:27:12]
Welcome.
[1:27:13]
And I am a veteran. I've been here since 1997, since we first, the first subdivision was come in as
[1:27:23]
glimmered just dates. I've seen Murphy, it's grown extremely big, some areas I
[1:27:30]
agree with, some I don't. Murphy Road is just extremely overwhelmed with
[1:27:35]
traffic and also Betsy Lane and even getting out on Heritage. I want to take
[1:27:41]
you to another section of this. I remember when Murphy had cows in it. I
[1:27:45]
remember when I was in this year and you know it's it's terrible to see how
[1:27:51]
Murphy grow and I knew it would because I'm from East Texas and I love the country living.
[1:27:57]
But I want to say another thing.
[1:28:00]
I don't know if y'all have seen other cities around you grow into like mosque or grow
[1:28:07]
in everywhere.
[1:28:09]
And I have lived for 21 years every day going by epic mosque.
[1:28:15]
And I see the traffic.
[1:28:17]
I see what it's brought.
[1:28:19]
It started out as a strict law. It went to a big epic that Plano had given them for some of their reasons.
[1:28:28]
And then it expanded not only in front. Now they had their medic center. They had their medical center. They have across the street.
[1:28:37]
And that's just going to grow. Why do we need this in Murphy when we got it down the road?
[1:28:41]
Why do we need an Islamic learning center when we already had everything halfway down on 14th Street?
[1:28:48]
and then it's trying to go in all our communities.
[1:28:51]
We need to wake up and realize what's going on.
[1:28:54]
Islam is growing in Texas and we need to stop it.
[1:28:57]
We need to get with our representatives
[1:28:59]
that don't listen in our communities
[1:29:01]
and stop this all across Texas
[1:29:04]
and make Texas red, white, and blue American.
[1:29:08]
We are veterans here, we have people,
[1:29:10]
and we need to just keep fighting,
[1:29:14]
and you need to listen,
[1:29:15]
and you need to listen to Murphy residents.
[1:29:17]
I did not know there was a meeting a month ago or I would have been here sick or not I would have been here
[1:29:22]
But nobody knew
[1:29:23]
Half the people don't know. We did a better way to communicate with our Murphy residents
[1:29:29]
And as Murphy, you need to stand together and fight this. You do not need to let this happen. Thank you.
[1:29:35]
Thank you.
[1:29:47]
Well, I'll
[1:29:54]
say don't tear down the flags, the statues, the monuments
[1:30:00]
Don't turn down America, peace by peace, plank by plank. I've been saying that for 10 years, right down the road here in front of a plan pair to that very thing. What we've got going on now, I don't have to even really talk about. That told you, they are these people are telling you how the panel, the, the, the dagger at your neck that we have here. But what? I'm an evangelist that I got called to this. I got called.
[1:30:29]
to be a preacher. And that's what I talk about. I talk about God and Jesus and devil and the Bible.
[1:30:36]
That's my vernacular. That's my corner my realm, if you will. And so that's what I was supposed to
[1:30:42]
talk about. But what's been on the wall, that's what we're supposed to be. You go out and tell people
[1:30:47]
about the sword that's coming. And if they don't want to listen to you, they'll die on their own
[1:30:52]
sins, but you'll preserve your own life. And so that was an old test. But nowadays you say, pick up
[1:30:58]
you cross and follow Jesus, right? Well, that's what we're supposed to do, we're supposed
[1:31:03]
to come out here and say, while we had a hard time, my leg hurts, my foot hurts, I've
[1:31:09]
had more trouble today getting here. And I was over there in front of the deal and the policeman
[1:31:14]
came and tapped on my window and he said, we're not talking about his lobby stuff and essentially
[1:31:19]
tried to get me to go away.
[1:31:23]
I say the devil has come out for me real hard today, even
[1:31:27]
me, and he doesn't want us talking, he don't want us talking about this, but we've got
[1:31:33]
a cancer growing, literally a cancer, and not only that, I don't think we realize all
[1:31:43]
of Texas is looking at us, all of the United States, matter of fact the world, as a matter
[1:31:48]
of fact God in heaven, we don't realize how big this is, but if you don't stop this,
[1:31:59]
if
[1:31:59]
It'll be the end of our country, it'll be the end of us.
[1:32:02]
They don't want to turn down the flags, the statues,
[1:32:05]
I got all kinds of signs,
[1:32:06]
pray to end abortion,
[1:32:08]
Alamo, things like that, then I'll sit, I'll put them around me.
[1:32:12]
Well, that's all a message, right?
[1:32:15]
That's bull corn, that don't matter.
[1:32:17]
You know, when they get rid of all of that,
[1:32:19]
you know who they're coming for next?
[1:32:23]
Thus, they want to destroy,
[1:32:25]
these people want to destroy America
[1:32:27]
and the American Americans. I'll let you up there.
[1:32:32]
The other side, you become a Muslim
[1:32:35]
and you believe our religion. I can't. Jesus 12-1-3, God says those who curse the Jews,
[1:32:43]
I will curse. These people are cursed. And He says, we'll be cursed if we have anything
[1:32:47]
to do with them. In Deuteronomy, it says, don't do what these others do. And if anyone
[1:32:53]
come to Stranger, don't let them do it, or even the ground will vomit you out. I got
[1:33:00]
a Bible verse on the search that you will be watched away. God will pull out his wrath
[1:33:09]
like water. Well, we've got to put in stories about that, don't we? I think God Himself
[1:33:15]
is watching all of this. I think He's watching all of you.
[1:33:22]
And I think that He expects
[1:33:24]
you to turn away. Those that turn away from God and the Lord of God, the Bible says it's very clear.
[1:33:31]
You're going to be destroyed. Even that they would put a band around your neck and you would be
[1:33:35]
a slave until you die. But having said all that, you know what? I'm impressed with you guys. You're doing
[1:33:43]
the best you can. It seems me and I can bend over backwards trying to be not stuck. And so I can say
[1:33:50]
As far as I don't know any of you, I've first been here.
[1:33:54]
I'm certainly not mad at you, and I'm also using up part of my time to brag on you.
[1:33:59]
How about that?
[1:34:00]
Because I think you guys are really trying hard, and what I say, I'm showing you one.
[1:34:05]
Thank you very much.
[1:34:05]
Thank you.
[1:34:14]
I would just like to agree with everything everybody has said before, but also I want to
[1:34:18]
say, for a lot of us, we're probably sitting here as casual Christians, and we've been taught
[1:34:25]
to love our neighbors and not speak ill against people.
[1:34:30]
But also we're casual Americans, we're casual voters, we're casual Murphy residents.
[1:34:37]
So part of what I want to request is most of us haven't been in this room before.
[1:34:42]
We don't know what you do, we now appreciate what you do, but we don't know what our role
[1:34:46]
is.
[1:34:47]
And so if there's a way before the next meeting, if maybe on the website, if you can pose
[1:34:52]
things like how the meetings generally go. If we want to attend, what is the role? So it was
[1:34:59]
helpful tonight for you to say you can't talk about things that aren't on the agenda. How do
[1:35:04]
we get things on the agenda? What's the process for that? Is there, you know, you mentioned the
[1:35:11]
town hall earlier, which is a great idea. If we want things like that to happen, who do we go to?
[1:35:17]
how do we make those requests? Are there timelines? So when things are on the agenda,
[1:35:23]
what's the normal time frame it takes to get things approved? What's that process like?
[1:35:28]
A lot of people have appeal tonight to please postpone making decisions. But if we could just kind of
[1:35:33]
understand what's the normal process like, how can we be involved? What can we do when we have concerns
[1:35:41]
concerns in the city, whether that's about the Islamic issue, you know, personally I feel
[1:35:47]
like we can't handle an HEP parking lot. So how are we going to handle this? Murphy's
[1:35:51]
not big enough for those two things from one end to the other. So just in general, if
[1:35:57]
we as citizens have concerns, what do we do? And also I think one thing at the beginning
[1:36:03]
of the meeting that would be helpful is to talk to us as a group and say, silence our
[1:36:09]
cell phones, please be quiet while other people are talking.
[1:36:13]
People can hear you whispering, so you may think your voice is low, but it's really not
[1:36:18]
and it's distracting, so just to kind of give us newcomers a sense of what the process
[1:36:23]
is.
[1:36:24]
Very good.
[1:36:28]
I want to thank you all from coming out tonight.
[1:36:33]
Actually we're not discussing anything on the open agenda on this topic, but you can't
[1:36:41]
I don't believe how helpful it is for you to come out and have a conversation, express
[1:36:46]
yourselves, and it is hugely important for Council to understand urgency in your voices.
[1:36:56]
So with that, there's, again, I'm really limited to what I can address.
[1:37:11]
I just want to say Muslims are your citizens too, the taxpayers, like everybody else, I don't see the danger the gentleman was talking about.
[1:37:22]
What is his danger? Muslims believe in Jesus, they believe in Mary, I don't see what the issue, what is this?
[1:37:30]
Just racism, if you replace Muslim with anything else, is it an issue? Is it an issue with
[1:37:37]
just Muslims or everybody else? Is this like America of 1800? Is it the blacks moving
[1:37:45]
to the neighborhood? What's the problem? I don't understand it. Where are citizens? Muslims
[1:37:52]
have been in this country since the beginning of America. Why is it an issue? Can somebody
[1:37:58]
explain to me what's a Muslim group? Please come and explain to me what's your
[1:38:02]
partner? So I want to, I want to, I want to, I want to, I want to, I want to
[1:38:07]
hold Muslims at that space, like citizens, like everybody else. They should be
[1:38:11]
considered the same way. I understood. Very. Can you finish your comments in that
[1:38:14]
hour? Yeah. I mean, this is like KKK without masks. This is horrible. I was listening
[1:38:23]
to three or four people. This is like, the danger is coming. So that's like, what is
[1:38:28]
What is this venture? Can somebody expand on this venture?
[1:38:32]
Yeah, I need to call out.
[1:38:35]
Okay, we can sit down and talk about the clock.
[1:38:37]
Thank you. Hold on, hold on.
[1:38:40]
I gotta go ahead and have a seat.
[1:38:42]
Thank you.
[1:38:48]
So this is, hold on.
[1:38:53]
What's important to hold on?
[1:38:55]
What's important is that when we have these conversations and we're here that we are
[1:39:02]
respectful.
[1:39:03]
Council is here to listen to the words, to the thoughts, to your passions, to what's
[1:39:10]
important to you.
[1:39:13]
And while I'm going to allow that to go on, I'll be here at El Midnight, if that's the conversation
[1:39:18]
you guys want, but you're expressing your thoughts and opinions to council, not to the group.
[1:39:28]
And we're going to keep this focused on what's happening within the city.
[1:39:32]
So I'm going to give you an opportunity to respond, but if this becomes into something
[1:39:37]
that is getting ugly, I'll put a stop to it. And I don't want to, but I think that that's important.
[1:39:43]
Go ahead.
[1:39:44]
Thank you.
[1:39:45]
I have no intention of being combative, but he asked what the problem is.
[1:39:54]
And no one has said it, called it what it is.
[1:39:57]
They are building segregated neighborhoods.
[1:39:59]
That is the only word you can use.
[1:40:01]
You can't say Muslim only.
[1:40:03]
You can't say exclusive.
[1:40:07]
It's segregation.
[1:40:08]
Segregation is illegal.
[1:40:10]
That is the problem I have.
[1:40:11]
I have problems with a lot of it, but when we moved here 25 years ago, every culture
[1:40:18]
was equally represented at the elementary school that my kids were at.
[1:40:23]
We loved it.
[1:40:24]
They lived among us.
[1:40:26]
We had neighborhood night out.
[1:40:28]
We visited other homes, talked about each other's cultures, our religions, we shared food.
[1:40:34]
That is not what is coming in.
[1:40:36]
That is not the Muslims that are coming in.
[1:40:40]
And I don't even want to say the word Muslims because I feel like it is the powers to be
[1:40:47]
that have built epic and whatever else they're going to call themselves.
[1:40:52]
They are
[1:40:55]
dishonest, they are no transparency and they are breaking laws by creating segregated
[1:41:05]
neighborhoods.
[1:41:06]
And then they want to call us Islamophobic, racist, whatever.
[1:41:11]
Everybody needs to ignore those names. That's not what it's about. And we know that.
[1:41:16]
We just need to stick to laws and facts and not be drugged into name calling because we know it goes so much deeper than that.
[1:41:23]
We've had Muslims living in this town as long as I can remember. Some of my good friends are Muslims that have lived here forever. They're not happy either.
[1:41:32]
So it's not a Muslim and anti-Muslim thing. Just want to make that clear.
[1:41:36]
Thank you.
[1:41:44]
Did you fill out a form if you didn't tell lunch you to fill out a form when you're done when you're done?
[1:41:49]
I have it.
[1:41:50]
Okay.
[1:41:50]
Okay.
[1:41:51]
Good evening everyone.
[1:41:53]
All right.
[1:41:55]
So I listened and I tried to take notes.
[1:41:59]
I don't know.
[1:41:59]
Can you hear me?
[1:42:01]
I listened is better now.
[1:42:04]
Okay.
[1:42:04]
So I listened and I tried to take notes about the different concerns everyone has.
[1:42:12]
And those are definitely fair because, I mean, I have been part of working in the council
[1:42:19]
in different cities throughout America thus far.
[1:42:25]
And the only concern that I had that I want to bring up was the few people who claimed
[1:42:35]
to be interpreting the religious book of the Muslims and made completely false claims.
[1:42:44]
I hope you're not basing your decision on that.
[1:42:47]
As far as using codes to deny people the ability to build a center for praying five times a day,
[1:42:59]
I see where the concern of parking would come in, would come to most people's mind.
[1:43:09]
And that's fair by the way.
[1:43:10]
It definitely is fair because Muslims do go and pray five times a day in big numbers
[1:43:18]
and sometimes it can get really bad with the parking.
[1:43:22]
So perhaps the question, the answer there would be for you guys to work closely with them
[1:43:31]
and enforce the laws of parking, which can definitely make a huge difference.
[1:43:41]
Yeah, that's basically the only issue that I thought I could give you a take on
[1:43:48]
Besides that, I hope you guys realize that, like most Muslims, we don't mean to come and take over anything.
[1:43:59]
I became Muslim here in America. I speak seven languages, lived in eight different countries going up.
[1:44:07]
And I have met all kinds of people. There's good and bad everywhere in everything, literally.
[1:44:17]
And in the case for Muslims, I would say I've met way more good people, and I hope that you guys can have wonderful neighbors so that you can see how beautiful Islam truly is.
[1:44:32]
That's all I have to say. Thank you.
[1:44:33]
Thank you.
[1:44:35]
All right.
[1:44:38]
So I'm going to, I'm going to close.
[1:44:41]
You've already spoken.
[1:44:44]
No, no, I think I think we're good.
[1:44:46]
I think we're good.
[1:44:47]
I'm going to close the public comments and there's going to be five more meetings.
[1:44:54]
Trust me that you guys can.
[1:45:00]
We've indicated that you guys know we've got a number of items that are left on this agenda that we'd like to hit tonight, and that we have a long meeting with our attorneys tonight. If anybody wants to stick around, I will be here after the meeting, and I'll continue to have a conversation with you, listen to you, and I'll be in a position where I can communicate, because it'll be outside the meeting. But that'll be probably another hour.
[1:45:30]
But I do thank you all for coming out, and I expect this is not the last time I'm going
[1:45:36]
to see you guys visiting with us, so, and I appreciate you coming.
[1:45:42]
Huh?
[1:45:46]
Yeah, there's no votes currently scheduled, so yes, there'll be more meeting for that.
[1:45:52]
Okay?
[1:45:54]
Yeah, we'll see what it goes on there if I were your fifth.
[1:45:56]
If you'll watch that agenda,
[1:46:01]
okay?
[1:46:03]
Thank you.
[1:46:06]
I'm very first not a council meeting, it's a DNZ, so it's not a final decision either.
[1:46:12]
Thank you.
[1:46:14]
Thank you, everybody.
[1:46:17]
All right, we're going to move on.
[1:46:19]
We're skipping the rest of the presentations.
[1:46:21]
We're going to move on to this city manager's staff reports.
[1:46:25]
Just bring it.
[1:46:26]
Thank you.
[1:46:29]
Mayor and council, we have a few updates tonight.
[1:46:31]
I want me to give it a minute.
[1:46:34]
You give it a second.
[1:46:35]
Yeah.
[1:46:37]
Thank you.
[1:47:03]
You want me?
[1:47:05]
For exactly.
[1:47:07]
Bring them in.
[1:47:09]
I'll go get them.
[1:47:10]
I actually have some crown upstairs.
[1:47:15]
We've got hope in the fridge.
[1:47:18]
Love ice?
[1:47:20]
I don't know if there's enough ice.
[1:47:23]
Thank you.
[1:47:28]
You didn't get a chance to speak, I apologize, I apologize, I apologize, please,
[1:47:40]
I apologize, what's your name?
[1:47:54]
You want to go ahead, you want to go ahead and send me an email, and then no,
[1:48:06]
no, another chance, too, I think this is a problem.
[1:48:11]
I apologize.
[1:48:28]
I think nobody was coming up.
[1:48:32]
I think we got.
[1:48:34]
I think I did.
[1:48:35]
I don't
[1:48:45]
want to piss more people off.
[1:48:46]
All right.
[1:48:49]
Okay, Mayor and Council just a few updates tonight.
[1:48:52]
First of all, very exciting news for our Public Works Department.
[1:48:56]
An investigation was conducted to evaluate compliance with
[1:48:59]
applicable requirements for public water supply systems.
[1:49:03]
The Texas Commission on Environmental Quality, or TCEQ, as we call it, found no violations.
[1:49:09]
They stated our public water supply continues to merit recognition as, quote,
[1:49:14]
a superior water system.
[1:49:15]
So kudos to our public work director and our staff.
[1:49:22]
I apologize guys, can we move out, thanks.
[1:49:28]
And then also coming up this later next month on February 7th is the Daddy Dordardance
[1:49:34]

[1:49:39]
And as a reminder, all city offices will be closed on Monday, February 16th and observance

[1:49:54]

[1:49:56]

[1:49:58]

[1:50:00]

[1:50:03]
Thank you.
[1:50:03]
Thank you.
[1:50:04]
All right, we're going to move on to item 8,
[1:50:06]
individual consideration, 8 a.
[1:50:08]
Consider end or act on January 6th, 2026,
[1:50:10]
regular council meeting.
[1:50:12]
Does anyone have any changes or I'll take a motion?
[1:50:18]
Mayor, I move to approve the minutes from the last meeting or all the items and individual
[1:50:25]
points. It's consideration.
[1:50:27]
Second.
[1:50:28]
I have a motion to second all the favour.
[1:50:29]
Aye.
[1:50:30]
Any opposed?
[1:50:31]
Motion passed unanimously.
[1:50:32]
Item B, consider and or act to direct staff to prepare an ordinance, calling a special
[1:50:36]
election on May 2nd, 2026, for the purpose of reauthorizing the sales tax allocation for
[1:50:42]
So the street maintenance repair fund, I don't know if there is any council have any concern on this.
[1:50:48]
Okay.
[1:50:48]
We know this pretty well, we've done it every year.
[1:50:51]
We're only trying to push it up by a year to get cost savings because there is no election next year.
[1:50:57]
Very good, I'll take a motion.
[1:50:59]
May I move to approve item 8B, consider on or act direct staff to prepare an ordinance calling a special action on May 2nd, 2026
[1:51:09]
for the purpose of reauthorizing the sales tax allocation for the street and maintenance
[1:51:13]
prepare.
[1:51:14]
Second.
[1:51:15]
I have a motion.
[1:51:16]
Second, all's favor?
[1:51:16]
Aye.
[1:51:17]
Any opposed?
[1:51:18]
Motion passed unanimously.
[1:51:20]
Item C, considering our act on a resolution authorizing city manager to execute a general services
[1:51:24]
agreement with Neil Schaefer Inc. to provide engineering services for design work associated
[1:51:29]
with the rehabilitation replacement from approximately 3,800 linear feet of sanitary
[1:51:34]
line long skyline drive in the amount to exceed $174,900.
[1:51:40]
Okay.
[1:51:42]
Can you remember the council item that you just mentioned is exactly what you said.
[1:51:46]
It's to rehab about 3,800 linear feed of sewer line along skyline drive.
[1:51:52]
The project is to either remove a replace a variety of different sizes and materials of sewer line pipe.
[1:52:01]
It's anticipated that the design will take about six months, staff recommends approval and
[1:52:07]
I'm happy to answer any questions you may have.
[1:52:10]
I just had a quick question.
[1:52:11]
I think that this is just proactive maintenance and there isn't a problem.
[1:52:16]
Is that correct?
[1:52:16]
That's correct.
[1:52:17]
There is no major problems right now.
[1:52:19]
We have TB that line and it is.
[1:52:21]
Most of it is PVC.
[1:52:23]
Some of it is a little under size or some six inch sections that need to be replaced.
[1:52:28]
Gotcha.
[1:52:28]
There's a few bellies and soils in it that's holding water, and there's some clay sewer line that is very old
[1:52:35]
and needs to be replaced before it does become a problem, so it is trying to get be proactive.
[1:52:40]
Great, yeah, and we definitely don't want a huge problem, because we waited too long.
[1:52:44]
The other item is that this is all mostly behind the curb, so we shouldn't have to do a lot of,
[1:52:50]
shouldn't be any damage to the street.
[1:52:52]
Very good.
[1:52:53]
Any questions?
[1:52:55]
All right, I'll take a motion.
[1:52:56]
There,
[1:52:59]
I move that we approve item 8c as presented.
[1:53:05]
Second.
[1:53:06]
I have a motion to second on the favor.
[1:53:07]
Aye.
[1:53:08]
Any of them?
[1:53:09]
Motion passed unanimously.
[1:53:10]
Item D, consider and or act on nominating and selecting a council member to serve a two-year, two-term on North Central Texas 911 Board of Managers.
[1:53:31]
I know for two and she did say she's up for another term if you all desire that we good with that all right I'll take a motion on
[1:53:48]
Board of Managers.
[1:53:50]
Second.
[1:53:50]
I have a motion second.
[1:53:51]
All is in favor?
[1:53:52]
Aye.
[1:53:52]
Any opposed?
[1:53:54]
Motion passed unanimously.
[1:53:55]
Moving on into executive session.
[1:53:57]
According to the Texas government code, Chapter 551, Subjector D. City Council will now recess
[1:54:01]

[1:54:07]
Item 551.072 to deliberate the purchase, exchange, lease, or value of real property, project
[1:54:13]
tank, and item B.
[1:54:14]
The consultation with attorney on pending or contemplated litigation on a matter in which
[1:54:19]
the duty of the attorney to the governmental body and the Texas disciplinary rules, a professional
[1:54:23]
conduct, the State Bar of Texas clearly conflicts with the chapter.
[1:54:26]
Zoning applications, development plans, site plans, and plating process.
[1:54:30]
The time is 754.
[1:54:41]
The Council will reconvene in a regular session pursuant to the provisions chapter 5, but
[1:54:45]
you want to subject to D, Texas government code, to take any action necessary guarding
[1:54:50]
item A, 551.072, deliberate the purchase exchange lease or value of real property in reference
[1:54:56]
to a project tank, item B, 51.071, consultation with attorney on pending or contemplated
[1:55:02]
litigation, and on a matter in which the duty of the attorney to the governmental body under
[1:55:06]
the Texas disciplinary rules, a professional conduct, the state bar of Texas, clearly conflicts
[1:55:11]
with this chapter, reference to zoning changes, development plan site plans, and planning process.
[1:55:18]
time is 9.09. There was no action taken in exact. There's nothing to do out of that.
[1:55:25]
There are two. Is the development agreement in the ordinance?
[1:55:28]
Who's got the motion on the development agreement?
[1:55:33]
Mayer, I move to approve the economic development and set of agreement between the city of Murphy
[1:55:38]
and convenient investments LLC for the purchase of land.
[1:55:42]
Sorry, pending final legal review.
[1:55:48]
I have a motion of secondals in favor.
[1:55:50]
Aye.
[1:55:51]
Any opposed?
[1:55:53]
Motion passes unanimously.
[1:55:55]
All right, and then B.
[1:56:03]
B, right?
[1:56:05]
All right, 11B.
[1:56:06]
Consider and or act on an ordinance establishing fair housing standards.
[1:56:11]
Mayor, I move to approve item 11B.
[1:56:15]
establishing an ordinance for fair housing standards.
[1:56:19]
I have most of the second house favourites.
[1:56:21]
Aye.
[1:56:21]
Any opposed?
[1:56:23]
Motion passes unanimously.
[1:56:25]
Moving on to item 12, future agenda items.
[1:56:27]
I said the council members may request topics for future agenda meetings.
[1:56:32]
No member of the City Council may discuss any of the requested subjects until such a matter has been properly placed in agenda.
[1:56:37]
And anyone would like to add an item to a future agenda at this time.
[1:56:41]
Seeing
[1:56:45]
none, we're adjourned. 9-10. Thank you very much for the evening.
