[3:55] This person is a retired school teacher, high school school teacher, which is even more impressive than an elementary school teacher.

[4:04] to school teacher. She is a very pleasant and sweet lady. She has participated in my

[4:14] prior life when I was the park's director here, her and her sorority participated in

[4:19] our food drive every holiday season. And she has served on our planning and zoning board

[4:30] for 25 years?

[4:32] Through you, Mr. Mayor, more than 25 years, we could not find her original records.

[4:41] Well, 25 would only make her like 45, so we'll say 25.

When I started in 20 2006, I left and she's still here. So, while we still have or volunteers

[5:29] We should show them appreciation and thank you, and that's what we're trying to do tonight and she didn't know so we pulled a fast one.

[5:39] So it's just so much miss Thomas. Thank you so much and appreciation over 25 years of service to the city of North Latvia and planning board service.

[9:06] The funds come from waste management, and we're very fortunate for that.

[9:11] So this year, once again, our public works department and waste management put out applications

[9:18] to all the schools throughout our county, all the homeschools looking for students that

[9:26] reside in North Lauderdale to apply for the scholarship program.

[9:30] So I'd like to ask our public works director, Sam May, our public work superintendent, Maryam

[9:37] and Barbara from Waste Management to come up and do the presentations for the students who won through from North Florida.

[9:53] Thank you, Waste Management through Ms. Barbara, thank you for what you do for the students here.

[10:09] that in partnership with the waste management. This year we had 12 applicants. However, out of the 12 applicants,

[10:20] three were incomplete and one was outside the city. But we had a committee and the committee was

[10:28] people to select the first best five which we're going to give with management we'll

[10:38] be giving the check. For now we have one teacher representing Coconut Creek was here none

[10:48] of the students unfortunately didn't make it partly because a few of them has already

[10:55] I've already gone to college, so then I hear, but I believe that should be your parent.

[18:10] My name is Edward Mejia, and I serve as a district outreach manager

[18:12] for your congresswoman Sheila Schorfus from Corman, representing Florida's 20th

[18:16] congressional district.

[18:18] Your district and your voice in Washington, D.C.

[18:21] Thank you to the city of North Waterdale for creating a space where community voices

[18:24] are heard respected and uplifted. Here in North Lauderdale, immigration isn't just a policy issue,

[18:31] it's personal. We see it every day in our homes, our schools, our businesses, and our places of

[18:37] worship. It's the heartbeat of this community. As Congresswoman Sheila Sherpas McCormick is a daughter

[18:43] of immigrants, she does understand the sacrifice it takes to build a life here. That's why protecting

[18:49] immigrant families, especially our Haitian community, remains one of our top priorities.

[18:54] Just a couple of weeks ago, we secured a critical victory.

[18:58] Temporary protected status for Haitians has been extended through February, 2026.

[19:04] This means thousands of families in Florida can continue to live, work, and contribute

[19:09] without fear of deportation regardless of what's planned under documents.

[19:15] Congressman Sheila Sherfist from Columbia wants to be clear.

[19:18] You do not have to open your door to ICE without a judicial warrant.

[19:22] You have the right to remain silent.

[19:23] You have the right to an attorney, and you have aisle allies right here in this room and in Congress fighting for you.

[19:30] After federal level, Congress and Sheila Sherpless McCormick has taken a stand to protect our communities.

[19:36] The Congress supports the no-cages and Everglades Act to block ICE detention centers near our protected lands.

[19:43] Congresswoman opposed dangerous state legislation like the so-called big ugly bill, which threatens healthcare access,

[19:49] risk, hospital closures, and harms working families across our district.

[19:55] The Congresswoman has also introduced legislation to lower housing costs and expand health

[19:59] care.

[20:00] But today, we also want to address two critical lifelines for our communities. Snap and Medicaid. These programs are not handouts. [22:16] I want to give, is the honor to have the City Manager to present,

[22:28] So the other day, a long time, for our sheriff's deputy, and a long time north auto police officer,

[22:39] retired from the Sheriff's Office after 37 years of service, about 12 years of

[22:45] service with the City of North Lauderdale and about 25 years of service with the

[22:49] Sheriff's Office. So the city has been with the Sheriff's Office as I said for

[22:53] about 25 years. There are two deputies or two deputies sheriff's that are

[23:00] original North Lauderdale police officers that still work in our district and

[23:04] And unfortunately, as of Monday morning, there's only one.

[23:09] Sergeant Tom Watkins retired.

[23:13] Why we don't know, but he retired after 37 years of service.

[23:18] Faithful service to the City of North Lauderdale.

[23:21] All those years and to the Sheriff's Office.

[23:24] And I think it's a testament to him that so many of the deputies are here today to recognize him.

[23:31] They had a going away part, luncheon for him, that was very well attended by a lot of

[23:37] current deputies, but a lot of former North Lauderdale police officers also came out to show

[23:42] their respect to him. So as we saw yesterday, with the incident that occurred in New York and

[23:49] the shooting that occurred in New York, every day when our first responders, police officers,

[23:56] or firefighters leave home to go to work.

[24:01] Anything could happen, and the unexpected could happen.

[24:04] And so, Mr. Mayor, I want to thank you for allowing us to put this on the agenda tonight,

[24:10] and we want to recognize and give our heartfelt appreciation to Sergeant Thomas Watkins.

[24:18] For 37 years of dedicated service, his commitment to public safety, professionalism, and integrity,

[24:25] has made a lasting impact on the community in North Lauderdale.

[24:30] And so we wish Tom nothing but the best as he enjoys his well-earned retirement.

[24:36] Know that your contributions to the city of North Lauderdale will never go away.

[24:42] And you'll always be remembered here.

[24:49] And I will say that my relationship with Tom goes back to 36 years I've been here and I am the only person in North Laplace.

[25:00] He ever led out of a traffic speeding ticket, so he actually pulled me over in the summer, probably of 1991. I got a call that I needed to come back to the city hall right away from the summer camp and he popped out from behind a tree and pulled me over and after he yelled at me, he let me go. But we have been very good friends. We have an excellent relationship. In all the years, I was the parks director.

[25:29] We had a fabulous relationship with him.

[25:32] He supported a lot of the programs that we did and events.

[25:36] And so not only do we call him Sergeant,

[25:40] but we also call him friend.

[25:42] And so we're going to miss him.

[25:44] But we wanted to recognize him here today.

[25:46] So Tom, if you all come up, please.

[25:56] And the mayor and the vice mayor have a gift for you,

[26:00] your wife and your children, please, as well.

[27:07] that a lot.

[27:08] I have a lot of friends here, my boss is here from Lutonica Stovies, Luton and Myers is here,

[27:20] So it's really kind of bittersweet right now, because I fun on Thursday was a good thing.

There's an excessive amount of cars that are parked on lawns in front of the houses in my neighborhood. I've counted as many 10.

[41:22] The meetings are televised, but now it appears we're being banished to the small community

[41:26] affairs building with no IT connections.

[43:22] one day, um, our one of the owners that lives on that corner, the car's going to barrel right

[43:27] her town home. Okay. And not only the owner that lives in the corner, we have

[43:36] families with small children. They ride their bikes, their scooters, we walk and

[43:42] we don't want it to be a fatality where one day a vehicle comes in our

[43:46] community and someone loses their life. So we are pleading. We really need a

[43:52] wall and that's one of the main reasons why we are here tonight because we're

[43:57] scared that someone is going to lose their life and we have another issue. We'll give them

[44:22] release that's happening in our community so it's damaging our roads and we've had several

[44:48] But when it floods our streets, one of our streets, and it's again damaging the asphalt you can see where we have we're starting to get potholes and

[45:00] We're going to be doing our asphalt again soon, but it's going to seem counterproductive. If the water release is going to happen every day, it's settling in our community and damaging our streets and adding anything. The other issue also is whenever we have heavy rain, all we need is 10 minutes of heavy rain and our communities flooded. We have been cleaning our drains every six months.

[47:24] update on fire prevention prevention of trash fires and I am here tonight to

[47:31] ask you to please disseminate that information to your residents to your

[47:37] friends or neighbors because trash fires are something that are extremely dangerous, extremely

[47:43] costly and completely preventable.

[47:46] Something as simple as do not put anything that's combustible in your garbage, batteries,

[47:52] especially lithium batteries, chemicals, gasoline, little, little propane tanks.

[48:01] Those little propane tanks.

[48:03] We have unfortunately lost drivers to truck fires if you can imagine the horror.

[48:10] So we are asking you also please come together as a community to disseminate the information

[48:15] so that we can prevent this horrible tragedy happening ever again.

[48:20] The second item that I'd like to talk to you about is something else that I've disseminated to you

[48:24] is an update on our WM recycling South Florida.

[48:28] us. So I sent you pictures of the construction progress at our brand new site, which is scheduled

[48:35] to open toward the end of this year. WM Recycling South Florida is extremely exciting, especially

[48:41] for a trash lady like myself, because I love talking trash. But I especially love talking

[48:49] about recycling. The facility that we're about to open will be state of the art. It's going

[48:54] to be able to process about 60 tons of material per hour, 60 tons of material per hour.

[49:02] Right now we're processing about 30 tons of material per hour.

[49:06] Exactly.

[49:07] We're going to be able to capture about 95% of recyclable materials.

[49:11] So the materials that we're going to be able to capture when we open are not actually

[49:15] captureable right now because we're not having the equipment in place yet.

[49:19] But we're going to have state-of-the-art AI technology to make sure that we are able to be as effective as possible with our recycling.

[49:28] And it's right here in Broward County. So it's going to be the greatest, the biggest, the bestest, especially in Southeast United States.

[49:37] And we're very excited. When we open our doors, I will be inviting each of you to come and tour, and I hope you bring your residents.

[52:58] Tampa was just 100 degrees records being broken every day. So my issue that I

[53:05] wanted to bring up was North Lauderdale has 11 parks, 6 basketball courts, 4

[53:13] tennis courts and none of these parks have covers as far as like shade from

[53:20] the sun. I play basketball at one of these parks every Sunday. We've been out

[53:24] there consistently for about two, three years and it's it's very hot. We've put

[53:31] up tarps, we've tried different things, we you know we have water and

[53:34] everything out there but I don't know how this works but I brought like pictures

[53:38] kind of like examples to kind of give you guys ideas of what covers look like

[53:44] on parts. Let's see, Pompano Park does have one tiny shade but I mean it only

[53:51] covers a piece of the playground. It doesn't cover the whole playground. I have three kids. My

[53:57] oldest is five. My youngest is just turned one on Thursday. So I use the park. You know, I try

[54:03] to take them out to, you know, tie them out for nap time. And, you know, sometimes I don't even

[54:08] want to do that because it's very hot. I end up taking a nap too. So, my vision kind of just,

[54:16] you know, green poles, white tents, you know, I found a couple companies that, you know,

[54:23] provide that service.

[54:25] Prices are from $10,000 to $20,000 to $100,000, but I've been in North Lauderdale since

[54:31] 98, and the one thing they've always said about North Lauderdale is it's the richest city

[54:36] in our county.

[54:39] So, you know, these shades are architecturally pleasing, North Lauderdale has a lot of beautiful

[54:44] parts in all the different communities, the ones that have both problems, the ones that

[54:49] have flooding issues, they all have nice parks, but none of them have any covers. So,

[54:54] um, and the last, I know I'm running out of time, but the last thing I wanted to say is it,

[55:00] I hope you guys save money because we just had our court painted on breakburn and that was probably going to make, I don't know, maybe a few months ago, five, six months ago, I don't know. But the court's already faded. So if you, if you invest in the shades, then you spend less money on replacing that less money on painting courts because it probably cost you $10,000 to paint the court. So if you spend $20,000 on a shade, you might not have to spend $10,000 on painting court for like three, four years.

[57:39] I believe that by censoring the board in itself

[57:43] for actions of one of the members was unfair to us.

[57:47] We were given the opportunity to respond

[57:50] that this was coming up in a meeting.

[57:53] We weren't told what was going on.

[57:55] And in the discussion, the resolution was passed on words like they received credible

[58:02] concerns, possible misuse of position, sharing anonymous and potentially false information.

[58:10] But none of us had the opportunity to say, no, we didn't do this.

[58:15] And what was the concern?

[58:17] What was the possible misuse of position that a board member had done or committed?

[58:22] and because none of us were told about it.

[58:26] I received also the email and I was upset.

[58:29] I was upset it took me a month to write this

[58:31] because this was very unfair to us.

[58:36] They were doing a voluntary work

[58:38] and it takes a lot of time for us to do research

[1:02:56] riled up to get the community cleaned up, you know.

[1:22:06] The applicant is here, Ms. Thorpe, and she is available for any questions the Mayor and Commission may have.

[1:22:13] But the particular expansion in question is for

[1:22:16] be 978 at the Town Centre Plaza.

[1:22:19] It has been vacant since earlier this year.

[1:22:22] It was a Christian bookstore and it went out of business and as such, the landlord is now leasing the space to

[1:22:33] distort to expand her preschool. It's called Home Preschool. It's an acronym and I'll let the applicant explain further what

[1:22:42] the home means for the man commission.

[1:22:45] However, the background analysis on this is that the 1,000 square foot needs an additional three parking spaces.

[1:22:55] There are 95 parking spaces in the plaza to serve all the businesses, all 10 businesses that are currently in the plaza.

[1:23:03] The report regarding the staff report as well as the resolution is in the agenda item for

[1:23:11] the Mayor and Commission to review, so I'll go through the standards of review real quick

[1:23:15] because we have a long agenda.

[1:23:19] And this is to clarify that staff went over through the DRC process with the DRC members

[1:23:24] and the applicant, and as such all the requirements that are needed through DRC has been met by

[1:23:31] Ms. Thorpe.

[1:23:33] Since the PASA is existing and the business use is to occupy the space, it's not increasing

[1:23:39] in any of our services in terms of utilities and public facilities or drainage.

[1:23:46] The traffic generated is not a factor in this case as in the day care is existing and

[1:23:53] is expanding into another day.

[1:23:57] And we have gone over the requirements witness door regarding the six recommendations that

[1:24:05] are listed there.

[1:24:05] I know what we stated to the mayor in commission yesterday in our general review, that we had

[1:24:10] an opportunity in the review process for the DRC to talk about the plaza itself, because

[1:24:16] it is under some changes.

[1:24:19] And the primary concern for us is the access on the plaza.

[1:24:23] So it is to make sure that it's safe.

[1:24:26] It currently has had faded indication of one way and do not enter signs.

[1:24:33] so that is going to be marked out so it will be brightened, improved through the traffic means necessary.

[1:24:42] They do not enter signs, they were straightened and make sure that they're posted in the right areas.

[1:24:49] There is a fire lane that's in the plaza too, which if it's faded, it must be restriped.

[1:24:57] and because it's won

[1:25:00] The way Ms. Thorpe is well aware, we had this discussion that all the parents will park and the students will be walked safely, because it's a preschool, their children, to the daycare. So the safety issues were addressed on the outside as well as the inside, and that is the inside is addressed by the, of course, the Florida building code, which will be the applicant go through that process for a permit. And the outside will be

[1:25:29] address with the landlord as that's the landlord's responsibility and staff will ensure

[1:25:35] that is addressed prior to the certificate of occupancy and even just prior to the landlord

[1:25:43] being able to go through any process that they wish in future such as exchange of the property.

[1:25:52] And of course, as the main commission know, that if you don't maintain the property that

[1:25:56] That is a code violation, and we'll be addressed so accordingly if it's not addressed.

[1:28:26] This item before the mayor in commission is to hopefully refresh the empty space that

[1:28:34] is languishing on State Road 7.

[1:28:37] For background information, all are in presence here.

[1:28:44] This was the old, awfully site.

[1:28:46] If we remember, off-least came into the city, it redeveloped someone to improve the old

[1:28:56] Pontiac site that sat vacant for a while, and the idea, of course, was to sell cars.

[1:29:04] After off-least went through some financial struggles, the property was bought, but it could

[1:29:10] not continue to operate.

[1:29:12] As such, the new tenant, they have not purchased a property, but they are leased in the property.

[1:29:19] Automation has submitted an application to the city, and this is a site plan amendment.

[1:29:27] So they have a site plan just for clarification to operate on site.

[1:29:32] But the buildings are old, and as such, they are proposing to make some changes in their business model as well as to the site.

[1:29:41] The applicant is hoping to construct a 7,267 square foot auction house.

[1:29:52] They currently have a detailing bay on site which is older so that

[1:30:00] Particular, they will be demolished and they will replace it with a new 7,800 and 58 square foot detail day. So that's for the car detailing and washing. They will improve on the landscape by doing landscape upgrades. They're going to do an expansion of the retention area. So there is currently a lake on site, however, we will go going to discussion about

[1:30:29] the drainage on the property so that we'll should improve it and of course they're going

[1:30:34] to resurface the area, repave it, new signage, new painting and it's an effort to look

[1:30:43] like an automation site. So at the basis they are going to sell cars. That is their business.

[1:30:50] They are a car dealership. But in addition to the car dealership they will have an auction

[1:30:56] which is weekly. I will allow the representative, the attorney, for

[1:31:02] automation to speak on their business model. However, in the backup to the

[1:31:09] report for the mayor and commission, there is a supported document that the

[1:31:15] applicant has submitted and it is available online to you. If anyone chooses to

[1:31:22] review it regarding the general project plan and narrative.

[1:31:28] In terms of the assessments and findings and history,

[1:31:32] that property is suffered for years with drainage issues.

[1:31:38] Of course, it's a pretty big area.

[1:31:40] It's over 18 acres, 18.22 acres.

[1:31:46] It is designed a long time ago when it was Pontiac.

[1:31:52] So that concept of their underground drainage, which I will not speak to, they have qualified persons to do that, it has been said in there.

[1:32:00] So over time, improvements are needed. So at this point, they're making those improvements to address the drainage to we have added some conditions and we'll discuss that in the recommendation.

[1:32:16] The other improvements include signage and they are supporting their application in an additional

[1:32:27] five signage waivers. Those signs will be discussed under the applicant's PowerPoint

[1:32:34] presentation. I'll go through each one, but they have a visual and I don't want to present

[1:32:38] the same thing and then they present the same thing, but we'll go through each one separately.

[1:32:44] and of course the car wash that they're adding.

[1:32:47] So pretty much it's standard accessory use for all car dealerships

[1:32:54] to have their own car wash on site because they are going to wash the cars

[1:32:58] to present them to the public for purchase.

[1:33:02] So those are the major things that are happening on the site.

[1:33:06] SAF is going to look at the assessments and findings.

[1:33:09] And again, this is an existing site plan, so it is coming to us because they are making

[1:33:14] those changes to it.

[1:33:16] And so we are bringing it to the Mayor and Commission.

[1:33:21] In terms of the zoning and compatibility, it is zoned for that by right use, so they

[1:33:27] can operate as such on site.

[1:33:30] They are bringing their improvements to us which allowed staff and allow the Mayor and Commission

[1:33:39] should have input into the aesthetics on site.

[1:33:44] But once we have gone through DRC to make sure,

[1:33:47] and this DRC included, will be a police or fire department,

[1:33:54] or planning and zoning, or landscaping,

[1:33:57] and traffic, and engineering.

[1:34:03] So as such, whatever comments that came out of the DRC,

[1:34:07] that were not addressed prior to the planning and zoning board meeting are listed as recommendations that must be addressed.

[1:34:15] And we do have confirmation from all of our DRC members that nothing that needed to be addressed prevented item from being heard by the mayor and commission.

[1:34:25] So they were minor details in terms of landscape or making sure the drainage system is effective.

[1:34:33] but the application could process and be heard by the man commission.

[1:34:40] As such, the planning and zoning border had emergency meeting on the 22nd to hear the

[1:34:48] item and at a 4-0 vote recommended to the City Commission that the item be approved and

[1:34:57] and they added a 13th.

[1:35:01] Recommendation. That is complete the six-foot fence that's along the west side of the property.

[1:35:08] Coronadear sits a fence that separates the back of the homes along 60-second avenue from this property.

[1:35:18] And that fence is going to go all the way up to their property line.

[1:35:24] I just want the Mayor and Commission to keep in mind that this again is compatible with the zoning and the conference of flat.

[1:35:31] that it is in a B3 zone in district, which is our most intense district.

[1:35:39] It is our transit-oriented district.

[1:35:41] So this is a district where the county and the state expect to see heavy traffic.

[1:35:46] They expect to see mass transportation being developed here.

[1:35:50] This is where they courted it like to get as much foot traffic on.

[1:35:54] So this is where the main commission has seen our comprehensive plan where we're promoting

[1:35:59] or high rises and the high volume because it's consistent with not just our code, the county code, and the state.

[1:36:08] And the applicant through their attorney has looked over the 13 recommendations presented here and have agreed to them.

[1:36:22] And I will go through each one, Mayor and Commission, but you see their vast list that covers just about everything that we could think of.

[1:36:34] If you want to call it a catch all so that if anything slips through the track, we would address it.

[1:36:39] And of course, keep in mind, they must go through the permitting process and they must go through the county for their environmental.

[1:36:47] So there are several checks and balances through this process to ensure that the product that the community of North Lauderdale sees is something that is worthy of the community.

[1:37:01] And Mr. Mayor in commission, that's the end of my presentation.

[1:37:10] Mr. Kessner, he has been faithfully attending all of our meetings.

[1:37:30] before, and this was to bring all the residents that had concerns about the project so they

[1:37:37] We could talk to the applicant and provide us with any concerns, of course, we can take

[1:37:42] them and put them in our notes to the Mayor and Commission, but the item was already scheduled

[1:37:47] for the Planning and Zoning Board.

[1:37:49] And of course, as a public, he's here to voice his concerns regarding the project.

[1:37:56] And we have explained to him the project by right is permitted, but we have tried our

[1:38:06] best to make sure that we accommodate the concerns as we can through the code.

[1:40:45] caused a lot of power to the house that's adjacent to that business.

[1:40:57] went and do repair.

[1:41:03] They promised to build a wall,

[1:41:09] to study it, but it did not

[1:41:11] thing that left my house and many others' house not having the privacy. We were told we

[1:41:23] would have.

[1:41:27] Backyard where you supposed to have a barbecue with your family. Now you

[1:41:31] have people walking around and looking into your backyard. We lost our privacy as a result.

[1:41:39] and so we bought a home hoping it will grow up in value and it did but now with

[1:41:57] this project anyone who knows about value of a home there's no way they can

[1:42:08] convince you, having an action in your backyard is going to cause the value of your home to

[1:42:18] go up.

[1:42:19] As a matter of fact, you will have a hard time selling that house because people will take

[1:42:25] into consideration the noise and all this thing that will come with an action.

[1:42:31] They killed chalk come in, we hours, chopping cars for the action day, all this will take

[1:42:42] place.

[1:42:43] And after the action, those who bought the car will continue to come with chalk to load

[1:42:51] to take the vehicles away.

[1:42:53] All that is a problem.

[1:42:57] All traffic will,

[1:43:01] so many people on the day of the action will come, it's you will probably

[1:43:08] meet an officer to direct the traffic there, and our children have to go to school, all

[1:48:34] And I think there's one thing in particular that we've agreed to do that may go a long

[1:48:39] way to satisfying those concerns.

[1:48:42] So we're before you this evening on a site plan amendment.

[1:48:46] So this isn't a brand new site plan.

[1:48:48] It's an amendment to the old auto lease off lease site plan.

[1:48:54] The buildings that are there now were constructed as best as we can tell in the late 80s.

[1:49:01] The site was purchased by off lease only.

[1:49:06] You know, sometime we believe in the in 2018 and they began operations at that time.

[1:49:13] So it's been historically used as a automobile dealership.

[1:49:17] Pre-owned auto sales are a permitted use in the zoning district by right.

[1:49:21] It's not a special exception use. It's not some sort of special approval.

[1:49:26] It's a permitted use, what we call a permitted use by right.

[1:49:30] So an auction is also considered pre-owned auto sales.

[1:49:35] The existing buildings that are on the site right now include a 40,000 square foot building

[1:49:41] that I have my cursor kind of hovering over right now.

[1:49:46] That's the 40,000 square foot main building.

[1:49:48] That building is slated to remain.

[1:49:51] It's going to be refurbished and it's going to be spruced up so that it is up to automations

[1:49:55] standards.

[1:49:57] but those are all things that we can do through our...

[1:50:11] The bill has the ex over it right now is currently used as their detailed building where they spruce up the cars and such. The building is not up to automation standards. It is really a little bit dilapidated.

[1:51:02] It's going to be three times the size and have three times the storage capacity in terms

[1:51:07] It's about five to six feet deep.

[1:51:10] So that issue is going to be resolved with this development plan.

[1:51:18] So that, the lake, as you could see, is much larger than what it is today.

[1:51:23] So it's three times the size and it will have enough storage for more than enough storage

[1:51:31] The site is going to be brought up to current standards, surface water standards that the

[1:51:38] county requires today.

[1:51:40] The site as it is today does not meet the current standard requirements of the county for storm

[1:51:45] water.

[1:51:45] The other thing that for whatever reason, we're not quite sure why, but there is an existing wall that was constructed along the west property line where the single family homes are.

[1:51:59] However, that wall stops right over here where my cursor is. So about halfway along our property, the wall stops.

[1:52:08] and then it's just open here with landscaping, very mature landscaping, but it's, you know,

[1:52:14] landscaped and the concern that Mr. Kazmir mentioned about noise, about fumes, visibility

[1:52:26] to the operation, auto-nation, they want to be good neighbors, and although they're not required

[1:52:32] do this they went ahead and said let's go ahead and construct the missing

[1:52:37] segment of this wall so that all of the single family homes that are located on

[1:52:42] the west side of the property will now have a six-foot wall. So if that wall

[1:52:47] that exists will we'll go ahead and match it up to that and so there's no more

[1:52:52] gaps and there's no more segments that are missing. I think that'll go a long

[1:52:57] way to taking care of some of the concerns that were raised. The other thing

[1:53:02] that auto nation is going to be doing is constructing a new detail building.

[1:53:06] So the new buildings that you see on the site plan are in yellow.

[1:53:10] We highlighted them in yellow.

[1:53:12] So this is the new detail building and then the new auction building.

[1:53:16] So the new use that's being introduced to the site in terms of pre-owned auto sales is the auction use.

[1:53:24] The auction use occurs once a week on Thursdays usually from around noon to 2 o'clock.

[1:53:30] Sometimes it extends a little bit longer, but those are, it's a quick thing.

[1:53:34] It's not a thing that's extended very long.

[1:53:38] So that use is taking place in this new auction building located where my cursor is kind of hovering over.

[1:53:48] The building is located about 700 feet away from the single family residences over here.

[1:53:55] So it is a significant distance away from the single family home, so it's about 695 feet away, I round it up to 700.

[1:54:06] So it's a pretty big distance.

[1:54:08] The other component that is part of this project, and that is something that's not changed very similar to the off lease operation, is the pre-owned auto sales for you and I.

[1:54:18] My normal customers who don't have an auto auction license can come off the street and

[1:54:24] come out, you'll park your car somewhere close to the main building because that's where

[1:54:28] the offices will be, where the sales offices will be located.

[1:54:32] And you can go in there and buy a car.

[1:54:35] So that is a normal pre-owned auto sales component.

[1:54:38] The auto auction component, as I said, is a once a week operation.

[1:54:43] And with the improvement with this new wall that's going to be constructed, we think that

[1:54:47] That's going to be a big step forward toward taking care of some of the concerns that were raised.

[1:54:53] And the other thing that is not changing on this plan is the access.

[1:54:58] So all of the access to this property.

[1:55:00] Number three is from state road 7. So if you're coming to the property, you would come in through the main entrance here. That is exactly the way it exists today. So a customer or anyone auto auction customer or the retail component customer would come in through here exiting the property. You have the choice of going out of this entrance as well. So this is an in and out. Or you could just simply go out on the north entrance here.

[1:55:33] And then you have another exit only at the south end.

[1:55:37] So there's no entrance into this neighborhood.

[2:40:32] So as we have shared with the commission, and as there's an item on the agenda later,

[2:40:38] the city does not own the property.

[2:40:40] It is the property of the prior county school board.

[2:40:42] So I reached out to the school board.

[2:40:45] We're trying to set meetings to see if they would be willing to donate the property to the city or

[2:40:51] do something long-term, but guarantees that if the city were to invest millions of dollars,

[2:40:56] that there would be some payback clause if the school board decided to take

[2:41:00] the facility and their property and do something else with it. Additionally the

[2:41:07] Parks and Recreation will be reaching out to a consultant to get some a sketch to

[2:41:14] see if there's an option to to building a field on that and sorry just I love

[2:41:21] in those years. We don't, I'm not sure anyone of us had, it was omitted there. We didn't

[2:41:28] have the map, but that's fine. We don't have it. We don't have, I don't think so. None of

[2:41:32] us have it. And I didn't realize that. But that's okay. We'll leave ML talk tomorrow.

[2:42:41] the alleys on the CVU, so we're out of Commissioner Bruce Demonte asked for a time frame to install

[2:42:46] the new roadway sign entry sign that was damaged in a car accident.

[2:42:53] As we shared in a separate written report to the commissioner but public works is working

[2:42:58] with the original designer and manufacturer of the welcome signs to get a price and to get

[2:43:06] completion date and as soon as we get a completion and install date we'll share it with the commission with all and the commission.

[2:43:12] We were asked about the timeline for the mural on the sculpture for Southwest 17th Street.

[2:43:18] The work began on Monday June 21st. It was concluded and ended on Friday and so it's really a very nice looking memorial.

[2:43:26] So our mural and so we invite everyone to come out and look at it.

[2:43:30] we will be putting some community development, we'll be looking at that, they will work potentially to put some landscape around it and some solar lighting on it so it shows off at night.

[2:43:44] Commissioner also requested a time frame for the city palm tree logo and a welcome message on the roadway walls from Southwest 68th Street on to McNebron.

[2:43:56] I've asked Public Works to look at all of the roadway and all those areas in the city because if we do want everyone else is going to say what about us.

[2:44:07] So we will, Public Works will get a price and we will do all of them as one large, one bigger project.

[2:47:27] So the City Commission will send a tentative rate in July, which becomes the maximum rate for September's hearings.

[2:47:33] You can always lower it in September should you wish, but it needs to be set today as the maximum.

[2:47:40] The first public hearing is scheduled for September 12th, 2025, at 501 p.m., that is a Friday and just for everyone listening and everyone in the audience, we are required by state law to have our meetings so many days apart, so many days and they can't conflict with school board meetings, health district meetings and a whole slew of other meetings.

[2:48:03] And so really, our only options this year for the first reading are Friday, September 12th, Saturday, the 13th, or Sunday, the 14th.

[2:49:55] So as the city attorney read, the pay plan is something that is done every year in this

[2:50:00] It is how employees get pay raises and it's how we issue and how benefits are changed through the process. So this year, we are submitting the pay plan that affects most of the employees. It doesn't affect the salaries for the Metro Broward Professional Firefighters, as is covered by their contract. And also their retirement is also covered separately through the Florida Retirement System.

[2:50:29] the rest of the employees are on a 401 or 457.

[2:50:34] The plan promotes internal equity and market competitiveness while ensuring fiscal responsibility.

[2:50:40] So this year we are recommending for the employees that all employees receive a 5% base salary increase.

[2:50:48] For all general fund and management employees' effect of October 1st, 2025.

[2:50:53] FPE, as we discussed yesterday, FPE is going through their negotiations still.

[2:50:58] their increases will not be less than 5% however based on whatever final outcome is there may be a slight

[2:51:05] difference but the commission will deal with that through approval of their contract. And the Metro

[2:51:10] Guard Professional Firefighters will receive the contractual step increases that are outlined in

[2:51:17] their contract. A $500 we are recommending a $500 flexible spending account card be provided to all full

[2:51:25] time employees on the city insurance. We are recommending that as the commission knows,

[2:51:30] when we did a survey, there were some employees that felt that the deductibles in our insurance

[2:51:36] are a little bit high. We did look at plans where we would have a lower deductible and a higher payment

[2:51:43] and the cost did not balance out in favor of the employees. So we recommended this. This does keep in

[2:51:50] with the commission's desire to make sure that the employees are well cared for and well taken care of.

[2:51:58] Additionally, we are recommending the following new positions be included in this year's budget,

[2:52:04] and they are in the balanced budget.

[2:52:05] The first one is a budget manager.

[2:52:08] The second one is the utility administrative coordinator.

[2:52:12] There will be a part-time HR generalist will be added, and there will be an IT-AV support

[2:52:20] analyst.

[2:52:21] And there will also be a special events manager.

[2:52:24] Additionally, as part of the fire contract this year, the firefighters that were receiving

[2:52:31] the stipend to be fire inspectors, that stipend goes away by contract, and we will be hiring

[2:52:38] a part-time fire inspector, which is a part-time position, and that position will be paid for from

[2:52:44] the savings from the stipends that the firefighters will no longer receive. So there'll be no additional

[2:52:49] costs for the firefighters. I'm happy to say this year that no positions are being recommended for

[2:52:55] elimination. Promotions or demotion guidelines will remain the same. Anybody that receives a promotion

[2:53:02] will receive a 10% increase, and unfortunately, if there are any demotions, it would be a 10% decrease.

[2:53:09] And something additional we're doing this year, all permanent part-time employees will receive the same 5% increase that the full-time employees will save.

[2:53:19] All benefits will remain largely the same with the city absorbing the slight health insurance increase.

[2:53:24] Again, Mr. Mayor, this plan reflects this state's minimum wage adjustments and it does again meet the commission's desire to make sure that the employees are taken care of and will pay for the work they do.

The city currently has health insurance through United Health Care and through Delta Dental for dental insurance. We contract our insurance through the Florida League of Cities. The reason why we contract through the Florida League of Cities is because we're one, you know, we're 150 employees out of 80 or 90,000 employees that they're getting insurance rates on.

[2:55:30] The really good news is that we are seeing a,

[2:55:40] they always tell you what you're losing,

[2:56:24] the employee pays 15, so what we're recommending is following the longstanding tradition of this commission and all the commissions where the city would absorb the minor increase and the employees would not see an increase to their health insurance.

[2:59:07] We did not move in while we were trying to get approval for some renovations in September

[2:59:14] the Commission authorized us to begin the process to move in.

[2:59:17] And so in some of the early stages of removing carpet and so on, we discovered mold.

[2:59:26] And so Riverside began the process of trying to remediate it.

[2:59:31] But to date, the facility is still unusable, and so due to the unsafe conditions, this

[2:59:41] is caused a trickle down of operational disruptions.

[2:59:46] We have not been able to move the code enforcement division out, which was the original intention

[2:59:51] because, and so by moving code enforcement out, we would have been able to look to be able

[2:59:56] the park in the civil rights village and so what we're looking for is

[3:00:00] We're looking to do what we're going to redirect those services to some city facilities that we will accommodate them in. And so what we're looking for commissions approval is to terminate the lease by, you know, as of August 30th, 2025. At yesterday's agenda review, there was a discussion about whether or not we want to do both bays or one.

[3:00:26] So the recommendation that was preset in the resolution is to do the large bay so the commission would need to decide if they want to do the large bay both bays or or none and so

[3:03:11] and authorize the city administration to develop an acceptable employment agreement.

[3:03:17] There are two areas that the commission will need to decide in order to complete this agreement.

[3:03:26] This is a city commission hire and I do not have the authority to settle these issues.

[3:03:32] So the city is proposing to start the salary at $70,000 and $545 in 10 cents.

[3:03:46] That is 85% of the midpoint, which is the city's policy.

[3:03:50] During the discussions with Mr. Lewis and the Human Resource Director,

[3:03:56] Mr. Lewis requested $82,000 due to his experience of qualifications.

[3:04:01] The city clerk has distributed his Mr. Lewis's resume.

[3:04:07] The salary range for this position is between 56, 436, which is the minimum.

[3:04:13] And 91,362, 56.

[3:04:17] And so that is really the first question the commission will need to decide is what amount of a salary do they want to offer.

[3:04:25] The second issue, and the other issue is Mr. Lewis is asking for consideration from the commission to waive the certification reimbursement policy.

[3:04:37] The city, we've declined that because we want to maintain equitable treatment.

[3:04:43] Again, this is a commission employee, and so it is not a city employee, so the commission can certainly waive that requirement should you wish.

[3:04:51] Currently in the city any employee who goes through the process of getting a degree or certifications is held to a standard where they were.

[3:05:00] Would need to be responsible for paying back the city should they leave early. Simply that's done because we don't want to be in the ground area where people get certifications to then leave and then benefit that training in other jobs. Again, the commission certainly has the right to wave that if they want. And so city recommends, city administration recommends commission authorized mayor to execute the agreement for employment with Mr. Lewis at the proposed starting salary of blank.

[3:12:05] either a donation of the property or allowing that lease to be modified, where they would put

[3:12:12] in some payback, you know, whether it's per rated year or whatever.

[3:12:22] school board staff to get back to us and so we can start having those discussions.

[3:12:27] As the mayor has requested, I believe in the previous discussion on this item, you know,

[3:12:32] he'd like to be part of those meetings so we will make sure that whenever we have those meetings

[3:12:35] with the school board, that the mayor is aware and invited to those meetings for his input

[3:12:41] and possibly political muscle, if it needs to get that way with the school board members.

[3:12:46] And then separate from that, parks and recreation will work with a consultant to see what needs to be done to be able to feel there.

[3:12:55] And part of the discussion will be that with the school board will be removing the houses we've talked before.

[3:13:04] The city turned over that responsibility to the school board years ago.

[3:13:09] after there were some issues with the mountains and the school boards.

[3:13:12] So we would have to work with the school board on relocating the house as well.

[3:19:50] The city did do a phase one environmental site assessment.

[3:20:00] It was done. It was initiated in June, and it was recently completed. In fact, it was completed after the agenda went out, and this was a rush to get this on the agenda. It did find that there are no environmental impacts to the soil or groundwater, and concluded that no additional environmental review was warranted at this time. So with both environmental assessments now complete, our conversations with the Assistant City Attorney, Mr. Powell.

[3:20:28] We are recommending that we move forward with authorization that would allow us to close on the property.

[3:20:36] The closing would take place on August 7th as it would give the attorney's office a little bit of time to review all the documents.

[3:20:44] And then we will make closing on the 7th and pay within a day or so of the closing or right after the closing electronically.

[3:20:52] So with that, it gives the city now two pieces of vacant property that can be redeveloped.

[3:21:00] And so as this completes its redevelopment study, they were tasked with looking at the

[3:21:08] mayor's downtown vision and also some of the vacant property in the city.

[3:21:13] So we will now work on coming up with the best option for redevelopment of that site

[3:21:20] and of the piece of property that the city owns on the Wawa shopping plaza.

[3:25:41] So my name is David Hans, I'm the customer service and billing supervisor with US Water.

[3:25:47] So just wanted to read a quick statement and then give you all some background of some

[3:25:51] of the things that we've been going through.

[3:25:53] I'm very grateful for US Water staff, the utility billing supervisor, Alison Gail, the department

[3:25:59] of innovation and information technology service director, Mitchell Williams and the finance

[3:26:04] Department Director Sophia Henderson. It has been a collaborative effort to ensure the success of this project.

[3:26:10] I recall when I first started October of 2023, that the mayor stated that there have been many projects that start and do not come to fruition.

[3:26:17] That statement provided us all with the driving force to push this project forward without ceasing.

[3:26:22] So far, one letter has gone out to explain what the project entails as a whole while the second letter went out this week,

[3:26:28] which will provide owners with their new 10-digit utility billing number.

[3:26:31] The third letter will be going out the second week of August to communicate the specific information of what residents will need to know will take place for the first couple of months of this project on July 23rd is on July 23rd and 28th of 2025 as city manager communicated we conducted a town hall meeting for residents to get an understanding of some of the new features process changes and future items to come.

[3:26:57] We were grateful for the turnout and the receptiveness of the residents that attended the on-site and live stream.

[3:27:04] This ERP project will continue to allow the city to continue with their technology roadmap to current and future projects.

[3:27:12] This will mark as my third billing system implementation with the municipality.

[3:27:16] And I can say with confidence that we are well ahead of our neighboring cities.

[3:27:19] And our understanding, our approach and community education implementation strategies also.

[3:27:24] So we look forward to continuing to serve the great residents of the city of North Lauderdale

[3:27:28] with our innovation.

[3:27:32] So just a couple of items that we did clear up at the town hall meeting.

[3:27:37] Ones that are going to be very pertinent to customers, residents I should say.

[3:27:42] So during the time period of August 14th to August 27th, there will be a time period where

[3:27:49] customers will not be able to make any payments because we have to fully close out everything

[3:27:53] in the old billing system to convert over into the new billing system.

[3:27:57] So during that time period of August 14 through the 27th, there will be no payments allowed

[3:28:03] within the system, but we did communicate with customers that they will still be allowed

[3:28:07] to make payments, put payments in the drop box outside through over the breezeway, so

[3:28:14] they will still be able to put their checks, their cashier checks or money orders, or they

[3:28:20] can make payments in Ampscott, which is a $2 fee, but those are the ultimate payment

[3:28:25] strains that they're going to be able to make, but no payments will be able to go in a

[3:28:28] system during that time period. So we call that a blackout time period. So during that

[3:28:33] time period, when no payments are made, we'll be getting everything together to transition

[3:28:38] into the new billing system. Once the new billing system goes live, August 27th of this year,

[3:28:44] which is almost a month or an hour, less than a month now.

[3:28:49] Customers will be allowed to register in the resident access portal,

[3:28:56] which is the customer portal, thank you.

[3:29:00] Currently right now, the customers are only allowed to see the payment portal,

[3:29:06] and that's all.

[3:29:07] They can see their invoice and they can make a payment.

[3:29:09] But in the resident portal, they'll be able, or the customer portal,

[3:29:12] they'll be able to make payments.

[3:29:13] they'll be able to see their consumption, they'll be able to make changes within the system,

[3:29:18] and they'll also be able to submit service requests if they need to.

[3:29:22] So there are a lot of new features that the new system will allow,

[3:29:26] and we will continue to communicate that information to customers.

[3:29:29] As I stated, we will send the third letter out the second week of August to communicate to

[3:29:34] residents that there are other things that are going to be taken place.

[3:29:38] one thing that is going to be changed, customers will no longer be receiving the

[3:29:44] text, the text payments that feature is going to go away. However, they do have

[3:29:50] other features that they will be able to utilize now as well as in the future, so

[3:29:55] we're really excited about that and they have been able to give us some more

[3:29:58] information.

[3:30:00] That's for the most part. We will be updating the city website within the next couple of days to communicate some of that information as well as we also went over other items as well. [3:32:07] Will expire as of August 1st. It's not our contract. We piggyback off of the city of Tamar contract. It's a contract. Tamarck I can call springs a few cities and Tamarck is

[3:32:20] is the lead in putting the bid out.

[3:32:23] The Tamaracking countered an issue

[3:32:26] where it was supposed to have gone to their commission

[3:32:28] for approval.

[3:32:30] A question was raised, and so they

[3:32:32] didn't get it back on agenda in time.

[3:32:35] It will be approved by the Tamaracks City Commission

[3:32:37] in August, because Tamaracks Commission,

[3:32:40] I guess, is on recess in July.

[3:32:42] So they're going to prove it in August.

[3:32:45] us. So we will enter, we will start the new school year, paying the cross-yard company

[3:32:51] under my spending authority up to $25,000. And then at the first commission meeting

[3:33:05] Tom Mark ran into an issue and needs a way for their commission to approve it. So all

[3:33:18] we are donating the $1,500 and we talked about that yesterday, but I just want to clarify

[3:33:23] We're doing the $1,500 plus the stage and the police and so on.

[3:33:27] And so there was the backup was the draft backup version and not the final version.

[3:34:03] And so I have had some conversations with the mayor. We will be moving to podium.

[3:34:07] and so that for safety reasons the podium will no longer be right next to the

[3:34:11] dais and so we're going to center the podium on the floor and so most of the

[3:34:17] work can be done under my authority spending authority we did have a

[3:34:23] conversation yesterday and if we need to do any modifications to the dais in

[3:34:29] order to accommodate the city clerk the city attorney and myself we may exceed my

[3:34:36] authority and if we do that we'll bring that back to the commission to renovate in September.

[3:34:41] We have four weeks basically to do this work and so it'll be a combination of some city

[3:34:46] staff and some contractors to do that work but I just wanted to let you know when you come

[3:34:51] back you will have a whole new chambers to look at and we're looking forward to those

[3:34:56] changes. Just some reminders of some upcoming events.

[3:35:00] We still have a paint giveaway scheduled for this coming, or excuse me, for next Saturday, August the 9th. We have some paint to give away, but as we shared in the workshop, the paint facility that is run by Breyer County was destroyed in a massive fire explosion. Nobody was hurt, but all the paint is destroyed and all the building that housed all the paint and the equipment is all totally destroyed.

[3:35:29] So we will look to see what other type of program we can come up with that maybe can help the

[3:35:38] residents as we continue to do paint giveaways because it has become a very popular program.

[3:35:44] Additionally, just a reminder for the residents, the mayor's lean clemency program is still out.

[3:35:50] And if residents have leans, they can contact our community development department.

[3:35:56] Additionally, this coming Saturday, August 2nd, we are following the direction that the commission had asked, and we will be hosting the Barrett County School Board in the commission chambers from 10 a.m. to 1 p.m., and it will be an opportunity for residents to come to City Hall and to get help directly from the school board to fill out the meal application for reduced or free school board.

[3:36:25] As we've shared with numerous call posts and posters and flyers, free lunch is going away.

[3:36:33] Universal free lunch is going away in public schools, charter schools as well.

[3:36:38] But the Brown School Board is making an effort to make sure that all of their students register for

[3:36:44] the free or reduced lunch program.

[3:36:46] It does not ask any questions about immigration.

[3:36:50] It asks two questions.

[3:36:51] Only question one, the total household income, question two, the total number of people residing in the house.

[3:36:59] That's all the information you have to give.

[3:37:02] And so we encourage everyone to come out on Saturday, there'll be a group of school board employees that will help everybody register.

[3:37:11] And we are the only city that invited the school board out to do that.

[3:37:15] So we're very, and we'll have some city staff here that will help them as well.

[3:37:22] Additionally, on August the 9th, we will be once again providing space at the Recreation Center for a

[3:37:31] become a citizen-free, free citizenship program, and that is on Saturday, August 9th, from 10 a.m. to 2 p.m.

[3:37:41] The city is providing the space, so if anybody listening is interested, you can go to www.flyc.org

[3:37:49] or you can call 1-888-657-62 and register and sign up to come meet with some folks to help people register for to get their citizenship.

[3:38:08] And then the last thing the commission approved was on Saturday, excuse me, Sunday, August

[3:38:14] the 17th, from 1 to 4 at the sports complex will be the stronger together essentials giveaway

[3:38:21] bash.

[3:38:23] And it will host giveaways like music performances, food trucks, vendors, flag football, line

[3:38:30] dancing and bounce houses.

[3:38:32] And again, that is being put on by doing good in the hood.

[3:38:35] South Promo, I believe in North Lauderdale Panthers and the city.

[3:38:41] So everyone is invited.

[3:38:42] The next item, Mr. Mayor, is 16B as Employee.

[3:38:49] And it is, the mayor was invited to attend a, the 52nd anniversary of the fourth fire company

[3:38:59] in our sister city, El Busque in Chile.

[3:39:02] And so this falls under the framework of the sister city's agreement.

[3:39:07] The event is September 25th to 28th, 2025.

[3:39:14] So, as you may recall, a few years ago, the mayor and

[3:39:18] deputy chief, Ken Azaris, attended this.

[3:39:21] The cost was not overwhelming.

[3:39:24] And so what we're doing is we're requesting authorization for

[3:39:28] the mayor to be able to travel.

[3:39:29] and the city clerk will work with the mayor to schedule the airline and the hotel and so it is a great opportunity and you have seen the fire fighters from El Busque are routinely in our city and out of our firehouse so it is a way to pay that back.

[3:39:50] So that we would need a motion to authorize that travel.

[3:44:25] out there and I went out there and he was knee deep in garbage and leaves and he had

[3:44:34] his staff that he paid for to trim trees and so on and they did an amazing job.

[3:44:42] And so while we appreciate you thanking us you should be recognized publicly for what

[3:44:50] you did because you you led by example and you you got your employees and it was funny

[3:44:59] I swear to you, I swear to you.

[3:45:00] As I said, he said you guys finished work early and he made you come out here. And they thought that was kind of funny, but no, they, they, and, and you did an amazing job. And the drug needles and the other items that they were able to uncover just by moving a little bit of brush was very eye opening. And so we've redoubled our efforts by the sheriff's office and by the city to make sure that that area remains clean. We have pickup crews.

[3:45:29] seven days a week going in to make sure it's clean. We've posted the no

[3:45:34] trespassing signs so if the sheriff's deputies or city staff or residents see

[3:45:40] anybody on that property other than walking on the sidewalk all they need to do

[3:45:45] is call the police and those folks first time we'll get a trespass warning

[3:45:48] second time will be arrested and so we're gonna make every effort to clean up

[3:45:53] the property and keep a clean. There's also a piece of property on the south side

[3:45:57] of that sidewalk that we're trying to work with the owner of the property to see if he

[3:46:02] would donate it to us. It's not really usable for anything. And so it's an expense to him.

[3:46:09] And so we're seeing if he would be willing to donate that to us that we could maybe, you

[3:46:14] know, secure that a little bit better. So commission or at some point we may need you

[3:46:19] to help us with that person. But right now everybody is in there and we're making

[3:46:25] never but I wanted to make sure that we thank the Commissioner and his employees and and I believe Doug who was out there to you know who did an amazing job the

[3:49:06] So it should be here relatively in the next few days and then installation will begin.

[3:50:04] We are continuing on a daily basis to stabilize the canals throughout the city. And so, um, we're about a month into that project. And in September, we will have be almost three months into that project. And we look forward to sharing your report and some current pictures of where we are. Some of the issues that we're dealing with in canals, right? Because of the, you know, it is, you know, some of the

[3:50:29] the appearance of the cows is because of some of the work that's being done in the canals

[3:50:33] as part of the stabilization. So, you know, they say you have to break a few eggs to make

[3:50:38] a cake. But it is on schedule. We went out today. I went out with the Public Works Director

[3:50:45] today. And a lot of our canals are still extremely low. And in particular, the ones off of

[3:50:53] and so there is more muck than water.

[3:50:59] And the water no longer even comes to the road wall.

[3:51:05] The water is probably a good like 10 feet back from that.

[3:51:08] So we are in a desperate need of rain.

[3:51:13] So a nice soft rain, not storm rain.

[3:51:16] But we are working to try and get those fixed.

[3:51:20] then I know that public works director reached out to a private contractor that maybe could

[3:51:26] has some different type of equipment than we do that maybe could get in and do some work

[3:51:30] in those can house so we will share once we get some information on that but we will share

[3:51:35] a full report in September all right thank you you know thank you very much and unless

[3:51:41] Yes, I'm not sure it will be on the 9th, it's the same, several things will happen.

[3:51:50] First, see the manager mentioned the U.S. citizenship from in the morning, but at the

[3:51:56] same time, this is the moment that we're going to have closure for the six family members

[3:52:04] who passed away would die into the tragic accident last month.

[3:52:14] It's going to happen the same date, trying to see how we can make it there.

[3:52:20] It's a memory service. I don't even have the whole full information yet, but this isn't going to happen.

[3:52:25] as well as for myself, my daughter's father, we're going to be doing the memorial here in

[3:52:33] Sydney, I mean, not Sydney, but in North Florida, that's true.
