[1:08] presentation of a proclamation during March as developmental disability month.

[1:14] Mr. Mayor, I'll kick to you. >> All right. Thank you. Um, I have a

[1:18] proclamation I would like to read. Whereas 2026 developmental disabilities

[1:25] awareness month proclamation, hope services as Henry Countyy's board of

[1:30] developmental disabilities has served citizens with developmental disabilities

[1:36] for over 50 years and developmental disabilities are conditions which affect

[1:41] millions of Americans and families. We recognize that Hope Services serves

[1:46] approximately 400 county citizens with disabilities and individuals with

[1:52] developmental disabilities, their families, friends, neighbors, and

[1:57] co-workers. Encourage everyone to focus on the abilities of all people.

[2:02] The most effective way to increase this awareness is through everyone's active

[2:06] participation in community activities and the openness to learn and to

[2:12] acknowledge each individual's contribution.

[2:15] We encourage all citizens to support opportunities for people with

[2:19] disabilities that include full access to education, housing, employment, and

[2:24] recreational activities. Now therefore, I, Joe, by the rookie, mayor of city

[2:31] Napoleon, do hereby proclaim March 2026 as developmental disability awareness

[2:38] month and recognize that our communities are stronger when everyone participates.

[3:10] While they're making their way up, I would like to just add a little bit

[3:13] here. Um, since I became mayor, I've been asked um

[3:18] for the Special Olympics. They've asked me to lead their torch walk. Um, a

[3:23] couple other things. And then um about a year and a half ago, I was asked to

[3:27] throw the first pitch out for a um Special Olympic softball game. And um I

[3:33] was honored to be able to do that. And after doing that um they were short a

[3:37] coach and then they asked me if I would coach first base and I did. and I had

[3:42] probably the most fun I could I have had in a long time. And then since then I

[3:47] would been asked to be um on the uh Special Olympics golf team. So I have a

[3:52] partner that plays golf that's a special uh Olympic athlete and him and I

[3:58] practice together. We've worked really hard. Um we won our regional um that was

[4:03] in Finley and then we went to uh state in Columbus and um we came in fourth

[4:09] place and I'm looking forward to doing that again this year. That's just one of

[4:13] » He made you look really good, didn't he? >> You know, and he taught me a lot where,

[4:18] you know, I hit a bad shot and, you know, I may have said something I

[4:22] probably shouldn't have, but he's like, "Joe, it's okay that, you know, we all

[4:26] hit bad shots." I'm thinking and put me in, you know, my thoughts in

[4:30] perspective. >> So, I'll let you two talk about

[4:42] fact sheet on hope. >> Introduce yourselves.

[4:45] » My name is Don McBride and I work with infants and toddlers at Hope. I have

[4:49] been with the Hope program for 42 years. All of young children all six and under.

[4:55] So infants and toddlers aren't my thing. A lot of people are saying what do you

[4:59] do with infants and toddlers? Lots. Our babies come to us sometimes with medical

[5:05] diagnosises. It may be that they are missing a limb,

[5:09] maybe down syndrome, maybe yes, we do have uh alcohol and drug addicted babies

[5:16] in Henry County. It might have that. It could be young parents that are at risk.

[5:21] Many of our kids come with, we don't know the medical reason, but they're

[5:24] behind on language. Communication is probably the number one reason that kids

[5:29] are referred right now. We also work with kids with motor delays. Sometimes

[5:34] those tough to parent kids we don't know what's going on, but they

[5:38] are fussy, maybe they gag, maybe they just do some different things. We can

[5:45] often show families, caregivers, um, strategies to use with them to make

[5:50] life just a little easier. All the kids have to qualify with some kind of

[5:54] developmental life. So, we serve that. Hope serves from birth through

[5:58] adulthood. Lots of different services. So, if they come in early intervention,

[6:03] we help work to preschool. The goal is we start with kids at risk with delays

[6:08] and hopefully we are good at what we do. The kids do well and we can just narrow

[6:12] that focus and not as many people will need services all their life. And if

[6:17] they do, we have people that will provide those services. Christina is

[6:21] involved with the adult program. This is Christina Clark. She's going to tell you

[6:25] a little bit about what she does at Hope.

[6:29] I'm the receptionist for Hope Services, the morning receptionist.

[6:33] I involved with voices of hope that stand

[6:39] for

[6:42] » I'm really bad at that selfy group standing up for yourself and

[6:48] speaking the for rights and responsibility for other people. Um I'm

[6:53] involved with the hope foundation which a

[7:00] group that what if your waiverss don't cover something you can go to that

[7:06] um special Olympics

[7:11] housing >> I I have a provider um easy living

[7:17] » and you have a roommate a couple roommates?

[7:19] » Yep. >> Two of them. and her provider just comes

[7:22] in um provides assistance only where she needs it. So Christina does a lot with

[7:28] hope. Joe talked about Special Olympics. That was a perfect segue. Special

[7:33] Olympics has so many programs. We have all kinds of video game programs. We

[7:40] have all your major sports. There's horseback riding. There's tons of stuff

[7:44] that individuals can choose to do. Individuals, you see them around our

[7:49] community. I hope at least um working, playing, recreating, touring arts is a

[7:56] big deal right now. People are liking that art and crafting things and so we

[8:00] have a lot of individuals that take part in that as well. Do you have any

[8:04] questions about hope at all? Everybody kind of familiar a

[8:10] little bit? >> How can people get involved if they want

[8:13] to help with something? >> Yeah, we're always looking for

[8:16] volunteers or just helpful hands. We do fundraisers, lots of fundraisers. So if

[8:21] you see that, if you support us in fundraisers, that's terrific. We can use

[8:25] volunteers for Special Olympics, other programs as well. Um, sometimes we just

[8:30] need simple things. We'll put it out on Facebook. Anybody have One of them was

[8:34] yarn. Anybody have some yarn? Anybody have some? So we try to do that.

[9:50] background on what this project is and and uh what Nikki does in in her role at

[9:56] the man unit and and how important this uh like I say this request really is.

[10:02] So, thank you. is the the one Ohio fund. Is that that's correct? So, um there is

[10:08] a settlement out there that goes through the one Ohio fund. Currently, the city

[10:12] of Napoleon has the fund that's been there for a period of time. Not quite

[10:18] sure how often that payouts are made, but uh it's not it's not um it's not

[10:25] regular, but we do have money there. Um Chief brought this to my attention. This

[10:30] is something that can only be used for um drug addiction education and we

[10:36] haven't had a a proper use for it previous to this until um Chief Le

[10:41] brought to my attention the man unit and uh Nikki Ferguson's role with them. Um

[10:46] they spent a little bit of time with me a week or so ago to um explain some of

[10:51] the work that she does, the important work that she does across uh five

[10:55] counties, six counties. And um I think that uh after you hear what they have to

[11:01] say, uh it may be in your interest to um use that money that sits in that fund to

[11:08] help um finance this position to continue. So I'm sure they can explain a

[11:14] lot better than I can, but that's the that's the meat of it. So hi, welcome

[11:21] your time. Uh we just appreciate any support that you might guys might give

[11:24] us. We're a sixcount drug task force like the chief mentioned. Um in 2024 we

[11:30] started this liaison position for substance abuse and mental health. I'll

[11:33] let Nikki talk. Um but that previously was funded through a federal co-op grant

[11:38] and unfortunately that's not being renewed. So we're trying to be proactive

[11:40] to keep this position going because it's so successful. Um it it really impacts

[11:45] your community, the six county community and I'll turn it over to Nikki. But uh

[11:49] any help and support we really appreciate.

[11:52] » Hi Nikki. >> Hi. Good evening.

[11:55] As he said, my position was started in November of 2024. It was developed so

[11:59] that I would respond to overdoses, both fatal and non-fatal. If it's a fatal

[12:03] overdose, my goal is to connect the family members to grief support services

[12:07] specific to the type of grief that they are going through. If it is a non-fatal

[12:11] overdose, my goal is to connect that person to treatment and services. I also

[12:15] take referrals from police departments. So, it's it's been developed as the

[12:20] position has gone on and we really realized we it doesn't have to be at

[12:23] that crisis point until we step in. So, we take referrals and we just actually

[12:27] last week received a QR code where anybody in the community can make

[12:31] referrals if they have somebody whether it's a family member, friend, neighbor

[12:34] that they know is in need of treatment for mental health and substance use

[12:38] disorder. Um, I've also been had the fortune to work with uh Chief Bowen and

[12:42] Napoleon Fire Department to develop a leave behind program. Uh we only have

[12:46] that in two of our counties right now, Napoleon and Defiance. But both uh

[12:50] Napoleon and Defiance City Fire Department stepped up. And what that

[12:54] entails is if you have somebody who overdoses and they sign off against

[12:57] medical advice, they don't want to go to the hospital, the fire department can

[13:00] leave them with Nlloxxone, Narcan. Um and then also they will leave them with

[13:05] a resource card and my business card so that they have the ability to maybe if

[13:09] they're not ready right then to reach out for services, they have the ability

[13:12] to reach out in the future. Um, we do a lot of education within the schools. Um,

[13:17] and then I work quite a bit with the health department here in Henry County.

[13:20] Uh, I had the fortune to work for Henry County Sheriff's Office before I went to

[13:23] the man unit. So, I was already familiar with the work that Henry County Health

[13:27] Department was doing. Um, really what's unfortunate is we do have the smallest

[13:32] in our fourount area, the smallest population here in Henry County, but we

[13:35] have the second highest number of overdoses. Um, I think that they have

[13:39] really taken a very proactive step at the health department and I know Chief

[13:43] Le and Chief Bowen are very active in those meetings as well as far as the

[13:47] Narcan boxes that they have and making that available to the public. So, uh, I

[13:51] actually sat down in a meeting with them today to see how we can expand the Leap

[13:54] Behind program from just Napoleon Fire Department to the rest of the fire

[13:58] departments in Henry County as well. Um, but I'm open if any of you have any

[14:02] questions or um, so I can further explain kind of what we're doing.

[14:08] So Nikki, these uh one Ohio funds, could you speak specifically on where those

[14:12] funds would be going towards? >> Yeah, I'll take over that. Sure. So

[14:16] basically, um her position was funded through grants through the federal

[14:20] grants and unfortunately those aren't getting renewed. So all the monies that

[14:23] we receive from local governments, like I said, we're six county task force. So

[14:26] we're going to all the local governments within our jurisdiction and trying to

[14:30] get support for that position. and all that money that we do coupe will go to

[14:35] earmark for her for the future longevity of her position. There are some future

[14:39] grants that we're hoping for. The one Ohio Foundation has some other grants

[14:42] that we've applied for. Uh but currently we haven't heard any news on any funding

[14:46] in the future, but we're definitely it's promising, but for right now we're just

[14:51] trying to be proactive and any monies we do come into. We're going to earmark it

[14:54] for the future and also continue to improve her position and we're looking

[14:59] to even expand it just because of how successful it is and and the need is

[15:03] it's it's hard for one person to you know combat the whole sixcount area. So

[15:08] it's a lot for her and so we're trying to expand that. So yeah,

[15:12] » thanks Ben. if I could tag in. Um, one of the things about this money is

[15:17] it's very niche on what you can use it for. So, I can't just use it for

[15:24] anything. We get it as a settlement. And um, you know, I could put up a billboard

[15:30] with it. What's a billboard? It's an

[15:34] advertisement. Nikki's getting out there. She is out there

[15:38] in the, you know, in the dirt. she's out there taking care of people and

[15:42] otherwise this money is going to sit there and it's not going to do anything

[15:46] for us. Uh we turn this over uh like the other uh members of the man unit are uh

[15:54] also in turn doing the same thing uh we're ask or they're asking us to do as

[15:59] well. And uh like I say, we're going to get actually get some use out of this

[16:04] money. And that's uh that's why I felt it was so important to bring it to you

[16:07] and and see if we could get this uh money freed up for that.

[16:17] steps from here? >> Um

[16:20] well, our finance director would have been helpful.

[16:24] Um there is, I believe, uh in the in the probably $33,000 in that account at this

[16:32] time. Um, I believe Chief and I discussed that um, we would not

[16:38] necessarily ask for all of that, but good portion of that. Maybe leave 3,000

[16:43] there for something that may arise in the future. Like I said, we don't know

[16:47] that there won't be more added to that in the future. Um,

[16:53] » the uh, it's possible annually there would be small amounts. Just depends on

[17:00] the government, >> right? And so the other counties have

[17:04] all pitched in a certain amount ranging from

[17:10] 20 to 30,000. So we would be in that with right within that range. So I guess

[17:15] tonight we would ask for you to um approve to have the money from the um

[17:22] one of Ohio settlement fund for the city of Napoleon to be uh donated to the man

[17:29] unit for the specific use.

[17:36] Laura, you don't have that information in front of you. Do you specific?

[17:39] » I can add that in two 2024 we received 15,000.

[17:44] In 2025, we received 11,000. We do have a total of 33,000.

[17:57] » Any other questions or comments? My question is, how many families or

[18:03] individuals has this program helped? >> That's a great question. We just started

[18:08] tracking our data with a a system called Cordata last October. So, we're still

[18:13] trying to backfill data from November of 2024, but so far we show that we have

[18:19] helped 92 individuals. That doesn't say necessarily how many families it has

[18:24] helped. And I wish that I had the number for how many talks we've done, but I've

[18:28] been able to do talks within schools and communities. Judge Pepper Firestone has

[18:32] approached and wants to do some community education on some of the

[18:36] over-the-counter drugs that we're seeing, things like and how those are

[18:40] affecting negatively in our communities. So, it's hard to put an exact number on

[18:43] that, but I can give you more specific if that's something you're interested

[18:46] in. It's something I could certainly send over um just from what we have

[18:49] compiled so far.

[18:58] what it can be used for. However, I would I I say that this is a great um

[19:05] administration of the funds to put them in the hands of someone who knows

[19:08] exactly what needs are out there and can use them specifically for that.

[19:19] » No. What happens with with DARE and the lead program is we budget for that and

[19:27] then uh the four county ads board reimburses uses what we spend on that.

[27:21] project than what we normally do, we put it as its own set of plans. As

[27:26] everyone's aware, in the area of Industrial Drive and American Road, all

[27:32] those streets are concrete. A portion of Industrial Drive north of

[27:37] the intersection has never been replaced. It's the portion that is

[27:42] directly west of the truck scales at the old TA truck stop there. Uh for we're

[27:50] proposing to replace 345 ft. This is the last remaining section of the asphalt

[27:56] pavement that was built when uh that used to be an intersection and 24 went

[28:03] around. It's very thin asphalt pavement. We have ruts in the middle of the road

[28:08] that are about 6 in deep. Uh so we're proposing to remove 345 ft of asphalt

[28:14] pavement, leave the curb in, uh get that out of there, and then install concrete

[28:19] pavement to match what's in the intersection and what's on American Road

[28:24] and Industrial Drive. Um we have $500,000 in the budget for our

[28:29] miscellaneous streets project. of that uh amount. The engineers estimate for

[28:36] this project is $270,000. That will still leave us money uh to do

[28:41] our paving project this year. That's why we're also waiting to put that project

[28:46] out. We will wait and see where the bids come in, what monies we have left in

[28:52] that fund before we put the miscellaneous asphalt paving project

[28:57] out. But tonight, we're just asking for

[28:59] approval of the plans and specifications so we can advertise this project for

[29:46] and put off because of the expense of it. And I'm so very thankful that he was

[29:50] able to uh reconfigure and um replan and and make it affordable. And so now it

[29:57] will be going forward with your approval.

[30:01] » Sure. >> Um just to expand a little bit on what

[30:05] the city manager said there. We had designed this project about six or seven

[30:09] years ago. We submitted it in the budget every year. Most of the time, I don't

[30:15] believe that project made it to those sitting in this room. It was cut out by

[30:20] the city managers at that time. The original budget for this project was

[30:24] going to be about $565,000. Uh after the success we had in the Twin

[30:30] Oaks area last year, we decided to take another look at this project and attack

[30:35] it in a similar fashion where the old concrete streets were removed, the curbs

[30:40] left in place, and asphalt installed. Uh our estimate for the project was

[30:46] $275,000. Uh last week we opened four bids on the

[30:52] project. The low bid uh on the project was Ward Construction Company out of

[30:57] Lipstick, Ohio. Their bid was 257,720.

[31:03] And we're just asking council to award this project to Ward Construction

[31:07] Company in the amount of $257,720,000

[31:13] so we can work on getting North Harmony and the concrete block of Indiana place.

[31:28] » Yes. Ward is actually the company that did the work in Twin Oaks last year.

[34:39] Napoleon. So, it's a good trip. >> Yeah, I I think we do a great job of

[34:44] kind of piggybacking on the uh American Public Power Association conference and

[34:49] um we take designated time to speak to our legislators about Napoleon topics

[34:54] and um they were all very welcoming and receptive this year. So, that was a a

[35:01] great sign. Um we typically go with three or four topics in hand. Our topics

[35:06] this year were looking for funding for the water line uh under the river. Um

[35:11] help with our railroad crossings in town. We've obviously put a ton of money

[35:15] to our roads in town and to still have uh speed traps going over railroads is

[35:20] is difficult. So um looking for some assistance there. And then the the last

[35:25] topic we talked about was just help with our police facility. Um it's obviously

[35:29] in need of a ton of help and updating. So looking for funding for those and uh

[35:35] like Lori said, I think we'll have promising results to share in the coming

[35:39] future. So Britney,
