life of Eleanor Willis, a

notable civic leader and

lifelong Nashvillean

Whereas notable civic leader
[1:35]
and lifelong Nashvillian
[1:37]
Eleanor Lawson Willis passed
[1:41]
away on FEBRUARY 13, 2026,
[1:43]
leaving a legacy of community
[1:46]
service and leadership, and
[1:47]
whereas MISS. Willis was born
[1:51]
on SEPTEMBER 15, 1936 to the
[1:52]
late Helen and Harry Alfred
[1:54]
Lawson Junior, and was preceded
[1:56]
in death by her brother, Harry
[2:01]
House Lawson and
[2:03]
whereas Eleanor Willis, a
[2:04]
distinguished graduate of
[2:06]
Vanderbilt University, lived a
[2:08]
life defined by service,
[2:09]
compassion, and a steadfast
[2:11]
commitment to strengthening her
[2:16]
community and
[2:17]
whereas she dedicated her
[2:18]
career to expanding
[2:20]
opportunities and care for
[2:21]
others, founding the Heads Up
[2:23]
Child Development Center to
[2:24]
serve low-income families and
[2:25]
children with development and
[2:26]
disabilities, as well as
[2:28]
co-founding the Rochelle Center
[2:29]
to support adults with
[2:30]
disabilities, reflecting a
[2:32]
lifelong devotion to dignity
[2:37]
across all stages of life and
[2:40]
whereas her leadership in civic
[2:41]
and environmental stewardship,
[2:42]
most notably through the
[2:44]
Friends of Warner Parks, the
[2:46]
Nashville Tree Foundation and
[2:50]
Cumberland region tomorrow,
[2:51]
help to preserve Nashville
[2:51]
s
[2:53]
nature with thoughtful growth
[2:55]
to guide future generations and
[2:57]
whereas MISS Willie served as
[2:59]
director of Friends of Warner
[3:02]
Park from 1994 to 2013, shaping
[3:03]
the organization into the
[3:05]
strong partner East today. In
[3:07]
our time as director, MS.
[3:08]
Willis helped to develop the
[3:09]
full moon picking Party
[3:11]
fundraiser, a continues
[3:12]
annually to this day. MS.
[3:14]
Willis oversaw the expansion of
[3:15]
the park through the
[3:17]
construction of the Suzanne
[3:19]
Warner Bass Learning Center
[3:20]
integration of heart and
[3:24]
acquisition of 500 additional
[3:26]
acres, including ill forests, a
[3:31]
state natural area, and
[3:33]
whereas Eleanor Willis endured
[3:35]
legacy is one of transformative
[3:37]
impact reflected in the its
[3:38]
administration that is shaped
[3:40]
that lives, is uplifted and
[3:41]
communities she helped to
[3:44]
sustained and
[3:45]

survived by her three sons,

Debbie, William Reese, and his

Um, so today, um, we have an
[6:34]
opportunity to, um, share out
[6:37]
loud our incredible gratitude
[6:39]
to the National Public Library
[6:42]
Workers and to our libraries
[6:44]
across the, the county. Um, we
[6:48]
did our gratitude as well on
[6:49]
the council floor with the
[6:51]
passing of this resolution. So
[6:52]
I
[6:52]
m, I
[6:53]
m really grateful to my
[6:54]
colleagues who are standing up
[6:55]
here, um, but I would did want
[6:57]
to take just a moment before we
[6:58]
read through the words that we
[6:59]
ve approved, uh, and just
[7:00]
you know, state that the
[7:02]
Nashville Public Library does
[7:03]
something that this council
[7:05]
talks about constantly. It
[7:07]
creates community. Every day
[7:08]
across Davidson County, and
[7:08]
that
[7:11]
s free for all and that
[7:13]
that interim. The programs are
[7:14]
extraordinary. Reading
[7:16]
readiness for our youngest
[7:17]
children, digital access for
[7:21]
neighbors left behind. Health
[7:23]
literacy, literacy, spaces
[7:25]
where every person can walk in
[7:26]
and belong. But here
[7:27]
s what I
[7:29]
want us to name clearly. Public
[7:30]
libraries
[7:31]
are not just a community
[7:33]
service, they are a cornerstone
[7:35]
of democracy, free access to
[7:37]
information, to the freedom to
[7:38]
read and think for yourself,
[7:40]
and that is not a small thing
[7:42]
right now. That is everything
[7:43]
and none of this happens
[7:44]
without the people we
[7:44]
re
[7:46]
honoring today. The staff of
[7:47]
the Nashville Public Library
[7:49]
show up as guides, educators,
[7:51]
and connectors. And I have to
[7:52]
do a special plug out to, uh,
[7:57]
my home branch at Richland Park,
[7:59]
but this resolution is our way
[8:00]
of saying we see you.
[8:02]
and we are grateful for you.
[8:03]
With that, um, I
[8:05]
ll open up the,
[8:06]
the resolution and um ask my

colleagues to read a little bit

Library or npl serves as a
[8:38]
cornerstone of knowledge and
[8:39]
opportunity, providing
[8:41]
essential resources, services
[8:42]
and programs that empower
[8:47]
individuals and
[8:49]
whereas National Library Week
[8:51]
observe annually in APRIL is
[8:52]
the time to celebrate the power
[8:54]
and promise of libraries here
[8:55]
in Nashville and across the
[8:57]
nation to recognize the
[8:59]
contributions of library staff
[9:01]
and to promote library use and
[9:05]
support, and
[9:07]
whereas the theme for National
[9:09]
Library Week this year is Find
[9:11]
Your Joy and whereas the 21
[9:13]
branches of the Nashville
[9:14]
Public Library sparked
[9:16]
creativity, fuel imagination,
[9:18]
and inspire lifelong learning,
[9:19]
offering a space where
[9:21]
individuals of all ages can
[9:23]
find joy through exploration
[9:28]
and discovery and
[9:32]
and whereas in 2025 npl served
[9:34]
nearly 3 million visitors and
[9:37]
28 different languages. However,
[9:39]
the impact and reach of
[9:40]
Nashville Public Library
[9:41]
workers extend beyond the
[9:43]
library branches to provide
[9:45]
access to collections,
[9:46]
professional development,
[9:48]
enriching programs, and vital
[9:50]
resources through meaningful
[9:51]
community partnerships with
[9:54]
over 140 childcare centers, all
[9:56]
metro Nashville public schools
[9:58]
over 30 youth development
[9:58]
organization
[10:00]
s dozens of senior citizen
[10:02]
centers and hundreds of
[10:04]
community centers and events
[10:06]
across Nashville and Davison
[10:13]
County and
[10:14]
whereas through programs such
[10:17]
as uh Nashville Afterzone
[10:19]
Alliance, the Library of Things.
[10:21]
Be well. Begin bright, and the
[10:23]
digital inclusion initiative,
[10:25]
the library reaches all ages to
[10:26]
provide a variety of learning
[10:30]
opportunities and
[10:31]
whereas the success of the
[10:33]
National Library would not be
[10:35]
possible without its staff and
[10:36]
volunteers who help people of
[10:38]
all ages and backgrounds,
[10:39]
access and interpret the
[10:41]
information they need to live,
[10:43]
learn, and work in the 21st
[10:48]
century and
[10:50]
whereas over the last year,
[10:52]
especially with the closure of
[10:54]
the main library, library
[10:57]
workers have worked tirelessly
[10:58]
to maintain programs and bring
[11:00]
the library to the public by
[11:01]
holding events at alternate
[11:04]
sites and working at various
[11:06]
other library branches to
[11:12]
ensure continued services and
[11:13]
whereas recognizing the
[11:14]
invaluable contributions of
[11:16]
library workers is essential to
[11:17]
appreciating the role they play
[11:21]
in strengthening communities,
[11:22]
advancing education, and
[11:24]
ensuring free and open access
[11:29]
to information and
[11:30]
whereas libraries, library
[11:32]
workers, and library advocates
[11:34]
across the nation are joining
[11:36]
together to celebrate National
[11:36]
Library Workers
[11:37]
Day, an
[11:39]
initiative of the American
[11:41]
Library Association Allied
[11:42]
Professional Association on
[11:45]

means a lot to me that you
[13:29]
would take the time to
[13:30]
recognize the outstanding work
[13:32]
of the Nashville Public Library
[13:33]
staff.
[13:33]
I
[13:37]
m so grateful for their
[13:39]
contributions every day. I know
[13:41]
this year we talked a lot about
[13:43]
the work that the staff across
[13:44]
the system put into keeping
[13:46]
customer services going during
[13:48]
the temporary closure of the
[13:49]
main library.
[13:51]
But to be honest, this is just
[13:53]
one example of our staff
[13:53]
s
[13:55]
passion for public service. We
[13:57]
which we see across Nashville
[13:59]
every day. The entire npl team
[14:01]
cares deeply about the library
[14:03]
and about this community and
[14:03]
I
[14:05]
m proud to not only lead the
[14:06]
staff but to work alongside of
[14:08]
them every day.
[14:12]
Please know that we value your
[14:13]
support, your friendship, and
[14:15]
of course we love that you all
[14:17]
are library customers too. So
[14:19]
npl would not be the great
[14:21]
institution that it is without
[14:23]
all of our staff, supporters,
[14:25]
and customers, including you.

Uh, we know that, uh, public
[15:02]
libraries are one of the places
[15:04]
that are currently being
[15:06]
attacked by not only the
[15:07]
federal government
[15:09]
but by our own state of
[15:12]
Tennessee. So, uh, take a
[15:15]
moment, think, uh, your local
[15:20]
library, uh, worker, uh, go
[15:21]
visit a public library. There
[15:24]
is a hunger to learn and to
[15:26]
read, and I have witnessed it
[15:28]
myself at a bus stop when there
[15:30]
was a constituent of mine that
[15:32]
asked if I had more books in
[15:35]
Spanish, so, um, people, people
[15:37]
want um
[15:38]
more books and people are
[15:40]
looking for outlets. So, uh, go
[15:42]
ahead and take advantage of
[15:46]
that, um, books are free.
[15:49]

Couchful Pike area to develop

over the next several decades,

Planning apartment has been uh
[16:37]
really helpful in coming up
[16:38]
with some potential strategies
[16:40]
such as inviting constituents
[16:40]
to come out, it
[16:41]
s an
[16:42]
interactive forum, provide your
[16:43]
feedback. Hopefully we
[16:44]
ll have
[16:45]
a one or two more of these
[16:46]
meetings over the next several
[16:47]
months so that we can get this
[16:49]
right and uh set the course of
[16:50]
development in this area for
[16:51]
the next 2 to 3 decades. Thank

efforts have been made and
[18:10]

ll continue to continue to

be made so everyone is invited

the 12 South area, we are gonna

project, uh, constituents have

been asking for years. We

been able to finally do the

survey, so that will be on

At the severe Park Community

this evening, grant us the

clarity to see the faces behind
[34:58]
the statistics.

I
[34:59]
ll lift up tonight the youth
[35:01]
and young adults of Launchpad
[35:03]
and of our streets.
[35:05]
Those sojourners who were not
[35:07]
lost but left behind.
[35:08]
Overlooked
[35:09]
forgotten
[35:11]
Help us remember that youth
[35:12]
homelessness is not a political
[35:15]
talking point
[35:16]
but moreover, it is a child
[35:17]
without a bedtime story.
[35:19]
A teenager studying by the
[35:21]
light of a bus stop, perhaps
[35:23]
without a bench to sit on.
[35:24]
And even a young soul left
[35:26]
wandering our city. No, no,
[35:28]
their city, wondering where
[35:30]
help can be found and who can
[35:34]
be trusted to assist.
[35:35]
So tonight and each night going
[35:37]
forward, please show not just
[35:38]
the selected body, but the
[35:40]
entirety of our city it
[35:42]
represents how to see every
[35:44]
human in our midst as their
[35:45]
neighbor.
[35:46]
Not only the neighbors that we
[35:49]
enjoy
[35:50]
not those we see daily or from
[35:52]
whom we borrow a cup of sugar
[35:54]
or flour, not only those we
[35:55]
agree with, but all people
[35:56]
because we know that y
[35:57]
all
[35:59]
truly means all.

Creator grant this council the
[36:03]
courage of conviction to look
[36:04]
beyond the all too easy
[36:06]
convenience of the status quo.

And to see the urgency of a

lonely night, whether it
[36:09]
s warm

or freezing

Grant this body the integration
[36:15]
of justice and mercy.

To recognize that while justice

demands we dismantle the

systemic barriers that create

and perpetuate poverty, poverty,

the soft bed and the safe
[36:29]
harbor right now.

Grant this assembly the wisdom

our young people not only with

a journey pass to ride the bus,

but investing in a bed now.

human than managing a health

Grant these leaders, Lord, the

heart of a parent to view every

young person sleeping in a

doorway or a sliver of the

woods, not as a nuisance or a

problem to be solved, but as

our own kindred flesh and blood,

deserving of safety, dignity

and a fair start to life.

Made the decisions made tonight

So in 2014, I retired and I

decided to ask quit asking that
[55:03]
question and answer it by
[55:04]
trying to build a children
[55:05]

museum in Nashville, a
[55:10]
world-class one. For more than
[55:11]
a decade, we
[55:12]
ve moved forward
[55:13]
step by step
[55:15]
The challenge we faced in the
[55:16]
last few years has been finding
[55:19]
the right home and the right
[55:20]
partner. Today, after years of
[55:22]
evaluating a location, we
[55:22]
re
[55:24]
closer than ever with the East
[55:26]
Bend because East Bend is more
[55:28]
than a location.
[55:31]
It is a vision for a
[55:33]
family-focused district where
[55:35]
children can learn and families
[55:36]
can connect.
[55:39]
The legislation before you as
[55:41]
written by planning creates
[55:44]
conditions that make a project
[55:47]
like ours possible. It allows

for the kind of thoughtful

community-centered development

that can bring a children

defining moment in the history

of our city. We all want to get
[57:04]
it right. Density works in an
[57:06]
urban environment, but only
[57:08]
when done properly. The
[57:10]
amendments to plan seemed
[57:12]
well-meaning and well thought
[57:14]
out, but please make this a
[57:15]
neighborhood, not a new
[57:17]
downtown.
[57:19]
Be careful with what you impose
[57:20]
on the future.
[57:26]
Do we really need 1240-story
[57:28]
buildings, 150-story building
[57:30]
and multiple 20-story buildings.
[57:33]
Years ago in 1958, we were
[57:34]
given an opportunity to
[57:36]
reimagine the East Bank.
[57:37]
At that time, Interstate
[57:39]
highways were new and everybody
[57:40]
wanted one, so we got an, an,
[57:43]
an East Bank Interstate highway.
[57:48]
We also removed a slum area and
[57:50]
built the Ellington Parkway.
[57:53]
But we also wiped out a large
[57:54]
Victorian residential
[57:56]
neighborhood and some of the
[58:00]
businesses in that area. So
[58:01]
please remember what you
[58:01]
re
[58:03]
doing is going to have an
[58:05]
impact on the future and let
[58:05]

ability to replace underused

industrial land with a vibrant,

inclusive neighborhood that
[59:02]
belongs to all Nashvillians. We

strongly support the goals
[59:05]
embedded in the plan,
[59:06]
walkability, great design,
[59:09]
multi
[59:10]
mo d al access and a public
[59:12]
realm that prioritizes people
[59:13]
over pavement.

I support this personally as a

resident of East Nashville and
[59:19]
in my role representing tpac in
[59:20]
our own development.

I particularly appreciate the
[59:25]
short term flexibility on
[59:28]
parking regulations. We fully
[59:30]
support planning for a transit
[59:31]
forward future. But before that
[59:34]
is realized, we do not want to
[59:36]
limit access to the arts and
[59:38]
tpac.
[59:42]
Flexibility today allows us to
[59:43]
succeed while the district
[59:44]
matures.

The East Bend and ah East Bend
[59:48]
Development Team have been
[59:51]
partners and supporters of tpac
[59:52]
as we planned our own
[59:54]
relocation to the East Bank.
[59:56]
This type of collaboration is
[59:58]
crucial to the success of arts
[1:00:00]
organizations like ours. The
[1:00:01]
arts are not an accessory to
[1:00:03]
this development. They are in
[1:00:06]
anchor. Tpac brings students,
[1:00:08]
families, seniors, tourists,
[1:00:09]
and working artists into the
[1:00:11]
heart of our city.

That only works if audiences
[1:00:17]
can get there safely and
[1:00:19]
reliably, especially during the
[1:00:20]
transition period.

planning, uh, department
[1:02:27]
alongside engineers, landscape
[1:02:29]
architects, visionaries,
[1:02:30]
transportation experts,
[1:02:31]
community stakeholders, and
[1:02:34]
other state and local officials.
[1:02:35]
From the beginning, the goal
[1:02:36]
was to align with the city
[1:02:37]
long-term vision.
[1:02:39]
And imagine East Bank plan to
[1:02:40]
create a district that works
[1:02:42]
not just on paper but in
[1:02:43]
practice.
[1:02:44]
We approached this through
[1:02:45]
thought or with thought,
[1:02:46]
through the framework of the
[1:02:48]
downtown code, which
[1:02:50]
prioritizes form, public space,
[1:02:51]
and the experience of street
[1:02:52]
level.

Every element you see from the
[1:02:55]
pedestrian connections to the
[1:02:56]
greenway to the open space
[1:02:57]
networks.

Has been shaped through the

ongoing dialogue with the

it delivers a broad on the

broader goals of connectivity,

accessibility, and livability.

the trolley barns when we moved
[1:04:27]
the entrepreneur center there
[1:04:28]
and now I
[1:04:29]
m part of the team
[1:04:30]
working to transform it.
[1:04:31]
The time has come to change
[1:04:33]
that river front, and tonight I
[1:04:36]
need your help.
[1:04:38]
In OCTOBER of 2022 when Imagine
[1:04:39]
East Bank plan was released, we
[1:04:41]
were already pursuing that site.
[1:04:43]
Even at this early stage, we
[1:04:43]
ve
[1:04:45]
made 3 choices that go that go
[1:04:47]
beyond what was required of us.
[1:04:51]
First, with metro planning.
[1:04:51]
We
[1:04:52]
ve pursued the downtown code,
[1:04:54]
a form-based code that sets the
[1:04:55]
framework without locking every
[1:04:57]
detail, so the community can
[1:04:58]
keep shaping the project as it
[1:04:59]
evolves.
[1:05:00]
Our project also catalyzed
[1:05:01]
planning
[1:05:02]
s new river gateway
[1:05:03]
site, language, and the
[1:05:04]
community plan written for one
[1:05:05]
riverfront site within our
[1:05:06]
assemblage.
[1:05:08]
Second, we wrote Greenways and
[1:05:10]
open space into the zoning
[1:05:11]
itself across the entire
[1:05:12]
district.
[1:05:14]
The gulch tried to get open
[1:05:15]
space through incentives, but
[1:05:16]
incentives only work if
[1:05:18]
developers take them.
[1:05:18]
And many didn
[1:05:20]
We didn
[1:05:21]
t want that. It
[1:05:24]
required, not optional.
[1:05:25]
Third.
[1:05:27]
Metro pioneered to process on
[1:05:29]
their 30 acres to design the
[1:05:30]
public realm with intention.
[1:05:30]
We
[1:05:31]
ve put that principle into
[1:05:33]
practice, sharing our draft
[1:05:35]
streets, rights of way, and
[1:05:36]
public spaces with the
[1:05:37]
community before we were
[1:05:38]
required to do so.

So that people could respond

while we could adapt.

And we have
[1:05:43]
The work in front of you
[1:05:45]
tonight reflects nearly 3 years
[1:05:47]
of public process. It didn

arrive last week.

This council has received more

than 100 letters of support

from community leaders,
[1:05:54]
business owners, and

Nashvilleans who live near this

commitment to public

It depends on steady,

sustainable foot traffic to

survive. So when I look at a

project like East spin, I
[1:06:53]
m not
[1:06:55]
looking at it in theory. I
[1:06:56]
looking at it through the lens
[1:06:57]
of what actually works for a
[1:06:59]
city and for a small business
[1:07:00]
like my own.
[1:07:01]
Small businesses in East
[1:07:02]
Nashville have felt the
[1:07:06]
pressure of growth for years.
[1:07:06]
We
[1:07:07]
ve seen increased density
[1:07:08]
pushed into established
[1:07:09]
neighborhoods that create
[1:07:11]
strain on residents, on traffic,
[1:07:12]
and on the very character that
[1:07:14]
makes East Nashville special.

East Bend offers a different
[1:07:16]
approach
[1:07:18]
It concentrates density where
[1:07:19]
it makes sense in a
[1:07:21]
purpose-built urban district
[1:07:22]
designed to handle it. It
[1:07:23]
creates a place where people

can live, work, and spend time
[1:07:26]
without putting additional
[1:07:27]
pressure on surrounding
[1:07:28]
neighborhoods that weren

designed for that level of

Aaron Evans. When I first moved

to Tennessee, I rented a room
[1:08:52]
in East Nashville. Since then,
[1:08:53]
I have moved around the city,
[1:08:54]
depending on work, but I
[1:08:54]
ve
[1:08:55]
always thought I would move
[1:08:57]
back to East one day soon. I
[1:08:58]
have friends that live out
[1:08:59]
there, businesses I enjoy
[1:09:01]
spending my money at and a
[1:09:02]
vibrant community that is truly
[1:09:03]
its own. I
[1:09:04]
ve learned much in
[1:09:06]
that area, both in skills and
[1:09:08]
life lessons. I spent a lot of
[1:09:09]
my volunteer time in East
[1:09:10]
Nashville, and when friends
[1:09:12]
come to visit, we always go to
[1:09:13]
East. A large chunk of this
[1:09:15]
part of our city is up for
[1:09:17]
rezoning. East Nashua has a lot
[1:09:18]
of potential and residents have
[1:09:20]
made it clear what they want
[1:09:25]
and need. Housing, cultural
[1:09:27]
enrichment and green spaces.
[1:09:28]
Votes that jeopardize these
[1:09:30]
necessities in our growing city
[1:09:31]
will show us how committed this
[1:09:33]
body is to their constituents
[1:09:35]
versus developers and potential
[1:09:37]
tourists. We should all want
[1:09:38]
people to be able to build
[1:09:40]
lives and continue to enrich
[1:09:42]
our East Nashville. We hear all
[1:09:43]
the time how we want to solve
[1:09:44]
the affordable housing crisis
[1:09:46]
in our city that we want to
[1:09:47]
ensure our unhealth neighbors
[1:09:49]
can be as safe as possible.

This is a chance to make sure
[1:09:52]
we can make those steps towards
[1:09:53]
progress and safety to make
[1:09:55]
sure East Nashville stays East

How much are Nashvilleans going

developers

I take great offense when folks,

uh, speak about Nashville
[1:10:50]
future in regards to transit.
[1:10:53]
Our transit system now is
[1:10:54]
incredible. The frequency
[1:10:56]
improvements have made my life
[1:10:58]
and the 30,000 Nashvillians
[1:11:00]
lives better.
[1:11:02]
The East Bank will be will have
[1:11:05]
a transit center and will be
[1:11:07]
become an incredible hub for
[1:11:08]
transit use and to, you know,
[1:11:10]
to push off, you know, we need
[1:11:12]
more parking is, is offensive
[1:11:14]
to me personally because 30,000
[1:11:16]
Nashvillians use it.
[1:11:18]
A day, um, and that brings me
[1:11:20]
to why I am in strong support
[1:11:22]

provide all the jobs and

opportunities and we extract

them and pay our property tax

back home so they can make make

infrastructure of the espn.

They are way too many parks and

we have certain nights need is

a 100 lane wide superhighway,

and all the free parking as

wide as your eyes can see. So I

can park my g-wagon at the

are also paying for. What we

These are federal loans

personal property to helping

small business

es cover operating expenses and

get back on their feet. For

homeowners and renters, sba
[1:15:27]
loans can help repair and
[1:15:29]
replace damaged property things

like roofs, hvac systems,

furniture, and even vehicles
[1:15:35]
for small businesses and
[1:15:39]
nonprofits, we offer what is
[1:15:42]
called economic injury disaster

loans, these working capital

loans help cover everyday

expenses like payroll, rent,

and utilities when reve

n ue has been impacted. What

deliverables are not met, there
[1:35:24]
is a clawback provision in, in,
[1:35:25]
uh, this particular grant that
[1:35:27]
would allow Metro to be able to,
[1:35:29]
to um cancel the grant and be
[1:35:30]
able to be reimbursed for that,
[1:35:31]
that fun

d disbursement. And with that
[1:35:36]
being said, after consideration

uplift also is that when you

look at the model of work that
[1:36:16]
Gideon Ami does, this violent
[1:36:18]
interruption program, the old
[1:36:20]
program premises or is based on
[1:36:22]
using people that have actual
[1:36:23]
experiences in the area. People
[1:36:24]
that have been shot, people
[1:36:25]
that are in gang, that
[1:36:25]
s how
[1:36:27]
the program works so that they
[1:36:28]
can relate to the kids so they
[1:36:30]
can offer them
[1:36:31]
something different and so when
[1:36:32]
we look at things like that,
[1:36:33]
yes, we are stories in the news
[1:36:35]
about one or two individuals
[1:36:36]
that did something. I do not
[1:36:38]
want us to penalize this
[1:36:42]
organization that is doing
[1:36:44]
great work because of those two
[1:36:45]
incidences or because they
[1:36:45]
re
[1:36:46]
using gang members. That
[1:36:47]
s how
[1:36:47]
it works. That
[1:36:48]
s what the kids
[1:36:49]
relate to. So I encourage
[1:36:50]
everyone to watch the
[1:36:52]
discussion in committee where
[1:36:53]
they actually stated a lot of
[1:36:55]
things that would be done else
[1:36:56]
department talks about the
[1:36:58]
oversight and the deliverables
[1:36:59]
and everything that goes with
[1:37:00]
it. And there was a robust
[1:37:00]
conversation

of the work that they

re doing

in the community. So I know we

see things in the news, but I
[1:37:06]
do not want that, uh, uh, to

affect out this organization is

viewed because they

doing this work for a long time

successful and with that ask

have been discussing this for

several years now, even when I

ve also attended
[1:37:32]
some of the events and programs
[1:37:32]
that Gideon
[1:37:34]
s army has held for
[1:37:35]
the uh students that
[1:37:38]
participate. I mean, these are
[1:37:39]
students that have experienced
[1:37:42]
a lot of trauma, um, not to
[1:37:44]
their own making, but just
[1:37:45]
because of the environment that
[1:37:46]
they
[1:37:47]
re in and the programs
[1:37:50]
that
[1:37:51]
uh Gideon
[1:37:52]
s army provides
[1:37:54]
provides a safe place for these
[1:37:56]
students to um understand
[1:37:57]
better some of the trauma that
[1:37:57]
they
[1:37:59]
re going to and to to
[1:38:02]
learn about ways to um to
[1:38:05]
prevent or, or to uh deal with
[1:38:07]
that trauma in a constructive
[1:38:09]
manner. So I really do support
[1:38:11]
this grant. I hope that uh many
[1:38:14]
of you will take uh Rashida up
[1:38:15]
on her offer when she sends out
[1:38:17]
the invitation to come and
[1:38:18]
really look at
[1:38:19]
and view some of the programs
[1:38:20]
that she does with these
[1:38:24]
students and uh this funding
[1:38:25]
will help continue that work
[1:38:26]
and expand that work. So I
[1:38:27]
encourage all of you to support

ve met all

the standards that the Metro

Health Department has for their

grantees, uh, Doctor An who is
[1:39:06]
oversees all of the uh
[1:39:07]
community violence and violence
[1:39:09]
intervention and interruption
[1:39:10]
programs at the health
[1:39:11]
department oversees because we
[1:39:12]
know that gun violence is a
[1:39:14]
public health crisis, so the
[1:39:15]
health department oversees all
[1:39:16]
of these programs and tracks
[1:39:18]
the data and all the metrics
[1:39:18]
and
[1:39:19]
keeps up with all the groups
[1:39:21]
and Doctor n is uh very much uh
[1:39:24]
an expert uh in this area and
[1:39:25]
would not be a part of it if it
[1:39:27]
was not legitimate, if it
[1:39:27]
wasn
[1:39:28]
t a good program. I
[1:39:29]
wouldn
[1:39:30]
t put my name on it if
[1:39:30]
it wasn
[1:39:33]
t a good program, uh,
[1:39:34]
so I encourage all my

lethal voltage, long hours, I

think back to when I got to
[1:42:44]
visit with some of the line
[1:42:45]
workers during the storm, and
[1:42:47]
they showed me a photograph of
[1:42:48]
a kind of wooded area and a
[1:42:50]
hill that they had to climb up
[1:42:52]
and can haul heavy gear and and
[1:42:54]
put power back on, and then
[1:42:54]
they shared with me that on
[1:42:58]
their way back down, they
[1:42:58]

[1:42:59]
they
[1:43:00]
re access, her exit was
[1:43:01]
blocked because some trees had
[1:43:02]
fallen behind them and they had
[1:43:03]
to get that cleared out. So
[1:43:04]
these, these are really the

people doing phenomenal work to

keep our city going. Um, I

think it is every year is
[1:43:09]
fitting to recognize them, but

what that means is that it
[2:06:29]
pushes the building back away

from either the street or open
[2:06:32]
space or however you MAY define
[2:06:34]
it. Um, we did think about that
[2:06:35]
and consider it, but we
[2:06:36]
actually decided to go with
[2:06:39]
different ways to think about
[2:06:40]
light and air. And that
[2:06:40]
s the
[2:06:41]
reason that you would want to
[2:06:42]
step back is to create the
[2:06:44]
ability for light and air to
[2:06:45]
get to the street level. So
[2:06:51]
what we did instead was we um
[2:06:53]
created a uh scheme that
[2:06:55]
includes uh maximum floor
[2:06:58]
plates, um, maximum, um, tower
[2:07:01]
length, uh, tower separation
[2:07:03]
and so all of those things and
[2:07:05]
concert together create that
[2:07:07]
opportunity for light and air,
[2:07:09]
um, that just sometimes is not
[2:07:11]
achieved as well as
[2:07:13]
um, or as is achieved better
[2:07:15]
than stepbacks would create it.

regarding the Cumberland River

and so, um, given that that was
[2:43:57]
done and given that many folks
[2:43:59]
have now embraced that name,

and this is the bend of the

Cumberland River. Um, I felt it

fitting to rename the project,

um, rename the dtc at least uh

to the people of East Nashville
[2:46:15]
and of District 7, and I want
[2:46:17]
to start by saying thank you to
[2:46:19]
everybody who called and
[2:46:20]
emailed and showed up to make
[2:46:21]
their voices heard. Uh, at the
[2:46:22]
end of the day, I
[2:46:23]
m here for
[2:46:24]
the neighbors who trust me to
[2:46:25]
make the right decisions for
[2:46:27]
our day to day lives. Uh, you
[2:46:29]
spoke up and this bill is
[2:46:31]
better because of it.
[2:46:32]
Um, I also wanna thank my
[2:46:33]
colleagues in the departmental
[2:46:37]
staff, especially council
[2:46:39]
members Coupin and Cap. I don
[2:46:39]
think we
[2:46:40]
d ever have the
[2:46:41]
opportunity to redevelop this
[2:46:44]
area and on the site and it
[2:46:45]
takes a massive amount of work
[2:46:46]
to do it. So because of the
[2:46:48]
scale of this though, I believe
[2:46:50]
this deserved as much work as
[2:46:50]
we
[2:46:52]
ve all put into it
[2:46:53]
Many of the concerns I heard
[2:46:55]
boiled down to one issue, and
[2:46:56]
that is that what we are being
[2:46:58]
promised is not in the bill in
[2:46:59]
front of us. We all heard that
[2:47:01]
30% of the private land would
[2:47:02]
be open to the public, but the
[2:47:03]
bill doesn
[2:47:04]
t outline how that
[2:47:05]
will happen, who will pay for
[2:47:07]
it, and when it will be paid
[2:47:11]
for. The development will
[2:47:12]
require upgrades to
[2:47:14]
infrastructure including
[2:47:16]
streets, sewer, and stormwater,
[2:47:16]
but those costs aren
[2:47:17]
t outlined,
[2:47:19]
including if our taxpayers will
[2:47:21]
cover them or if developers
[2:47:21]
will.
[2:47:23]
We often hear that our tax
[2:47:24]
dollars go downtown and
[2:47:25]
Nashvilleians don
[2:47:26]
t get the
[2:47:27]
services that they need in
[2:47:28]
their neighborhoods, and I
[2:47:28]
can
[2:47:29]
t tell you tonight if
[2:47:29]
you
[2:47:30]
ll pay for it or not.
[2:47:32]
m also frustrated that we
[2:47:33]
have the opportunity to
[2:47:35]
celebrate our rich civil rights
[2:47:36]
history, um, but we chose other
[2:47:38]
priorities and we do that
[2:47:39]
frequently. A children
[2:47:39]
s museum
[2:47:40]
is great, but I
[2:47:41]
m left again
[2:47:44]
with the question, when will
[2:47:45]
somebody consider a civil
[2:47:46]
rights museum?
[2:47:48]
Even with those concerns though,
[2:47:50]
I now support the amended bill.
[2:47:50]
It
[2:47:51]
s not perfect, but it is
[2:47:53]
much better than it originally
[2:47:54]
was.
[2:47:56]
Most importantly, and I wanna
[2:47:58]
make sure that the people with
[2:48:00]
a capital p are the ones who
[2:48:02]
actually benefit from this
[2:48:03]
development. We
[2:48:04]
re on our way
[2:48:05]
and I believe with the future
[2:48:07]
East Bank Design Review

Committee, and I appreciate the

s support of that. I

believe that with the future

in the direction of being a

neighborhood for Nashvilleans
[2:48:54]
and something that we can be
[2:48:55]
proud of in terms of its
[2:48:56]
infrastructure.

Transportation network, amount
[2:48:59]
of housing, walkability, and I
[2:49:01]
am really grateful, uh, for
[2:49:02]
that input. This, there
[2:49:02]
s lots
[2:49:04]
of moments when I feel really
[2:49:06]
proud to represent District 6,
[2:49:07]
and this is really very close
[2:49:09]
to the top of that list. I just
[2:49:10]
want to thank the community
[2:49:12]
members and folks who had
[2:49:13]
questions, concerns, who
[2:49:14]
reached out and discussed this
[2:49:16]
over the last several weeks. It
[2:49:18]
was an extremely heartening
[2:49:20]
civic exercise for me and I

started getting uh emails. Uh

it was obvious that people

wanted a change to the area,
[2:49:55]
but they wanted it to happen in
[2:49:56]
a way that benefits the people.
[2:50:00]
And what I kept reading was we
[2:50:01]
wanted to be neighborly, we
[2:50:03]
want parking and all of those
[2:50:05]
things. And before one of us
[2:50:07]
could think the East side
[2:50:09]
council members jump on and
[2:50:10]
they did a phenomenal job, so I
[2:50:12]
wanted to thank them so much uh
[2:50:13]
for the work that they
[2:50:13]
ve done.

I too do believe that.
[2:50:17]
The bill as amended come close
[2:50:18]
to what the people want, and
[2:50:20]
this is how we should be when
[2:50:21]
we all walk together, when we
[2:50:23]
take all this consideration,
[2:50:23]
yes, it
[2:50:24]
s 28th Amendment, but
[2:50:25]
it was worth every single one
[2:50:27]
of it, so I wanted to thank all
[2:50:28]
of them. The last thing that I
[2:50:29]
wanted to mention is that there
[2:50:31]
was a concern that was still
[2:50:32]
lingering as of yesterday about
[2:50:37]
who pays for this, and from the
[2:50:38]
conversation from the committee,
[2:50:39]
we couldn
[2:50:41]
t, we cannot by law
[2:50:43]
mandates the developer to pay
[2:50:44]
for anything. They
[2:50:44]
ve agreed to
[2:50:45]
it, but it
[2:50:45]
s not in
[2:50:46]
the contract that we
[2:50:46]
re signing,
[2:50:48]
so my little contribution to
[2:50:50]
this was I asked them to send
[2:50:52]
us something in writing to

commit to something, even

Horton, uh, really appreciative
[2:51:54]
of the patience from the budget
[2:51:55]
committee folks at our
[2:51:57]
last meeting, um, you know,
[2:51:57]
it
[2:51:57]
s, it
[2:51:58]
s not an easy
[2:51:59]
situation when an area has
[2:52:01]
historically been in, you know,
[2:52:03]
two districts separated by a
[2:52:04]
very natural and obvious
[2:52:06]
boundary, um, from, from
[2:52:10]
downtown and that area is moved
[2:52:12]
into the downtown district and
[2:52:13]
so there
[2:52:14]
s these 3 folks that
[2:52:17]
sort of have.
[2:52:17]
An interest there
[2:52:18]
s obviously
[2:52:19]
you defer to the the district
[2:52:20]
council member, but there
[2:52:20]
s a
[2:52:22]
historical tie with the
[2:52:23]
communities in East Nashville
[2:52:24]
there and then there
[2:52:24]
s this
[2:52:26]
weird ripple of um open
[2:52:27]
meetings requirements in
[2:52:29]
Tennessee, um, so we really had
[2:52:31]
to lean on that committee
[2:52:32]
process, um, to get to where we
[2:52:33]
got here and I
[2:52:34]
m just I
[2:52:34]
m quite
[2:52:36]
proud of the body, quite proud
[2:52:37]
of the committee process, um,
[2:52:39]
for, for the work product here
[2:52:40]
and I just wanna.
[2:52:41]

this process I was sharing with

someone earlier that this was
[2:53:26]
so markedly different from last
[2:53:26]
term

s large planning process
[2:53:30]
for another large project that
[2:53:31]
I won
[2:53:32]
t name and that was a
[2:53:33]
veritable nightmare. This is
[2:53:34]
going so much smoother and I
[2:53:36]
grateful, um.
[2:53:37]
I, I feel like perhaps we
[2:53:38]
learned some lessons from last
[2:53:42]
term, um, but thank you for
[2:53:43]
everyone that came up with a
[2:53:45]
wonderful amendment, every
[2:53:47]
single council member and I
[2:53:48]
looking forward to seeing what
[2:53:50]
this manifests into over the
[2:53:52]

one about who

s paying for what,
[2:54:15]
um, because I think that was a
[2:54:16]
topic that was uh kind of
[2:54:18]
swirling around the edges and
[2:54:18]
hadn
[2:54:20]
t been very explicit and
[2:54:21]
so I appreciate the the
[2:54:22]
conversation around that and i
[2:54:22]
think it
[2:54:24]
s really important for
[2:54:24]
anybody in this room that
[2:54:26]
contemplating running for
[2:54:28]
another term, um, that you mark
[2:54:31]
this time in your memory, um,
[2:54:34]
because there will be future
[2:54:35]
opportunities where there will
[2:54:37]
probably be questions around
[2:54:37]
who
[2:54:38]
s paying for what, um, and
[2:54:39]
you
[2:54:40]
ll have an opportunity to
[2:54:42]
kind of weigh in on those uh
[2:54:43]
discussions in the future,
[2:54:44]
because ultimately, you know,
[2:54:45]
we did learn some things from
[2:54:47]
last term related to the
[2:54:48]
project that will not be named,
[2:54:50]
um, and one of it is the
[2:54:51]
material, um, outcomes that
[2:54:52]
probably we didn
[2:54:53]
t get deep
[2:54:56]
enough about really what um
[2:54:57]
these large projects look like
[2:54:59]
from an execution perspective
[2:55:00]
and how the what the impact
[2:55:01]
looks like in all of our
[2:55:03]
districts, um, so thanks again
[2:55:04]
for allowing
[2:55:08]
uh one of the, the suburban
[2:55:10]
areas to participate.
