[36:11] council's changing needs and

[36:13] the expectations and demands of

[36:15] a rapidly growing city. We are

[36:16] taking a somewhat new approach

[36:18] to this position, and we

[36:20] encourage experienced attorneys

[36:21] interested in municipal policy

[36:23] and leading a legal services

[36:26] team to apply. I also want to

[36:27] thank interim special counsel

[36:29] wilson for continuing to serve

[36:31] the council so well during this

[36:32] transitional period. The

[36:38] will close with metro hr on

[50:57] mass surveillance needs access

[51:06] transparency dashboard with

[51:08] 100% of my drone flights, not

[51:10] just the 25 flights m, p d

[51:13] posts, so m, m, p, d or

[51:14] industry lobbyists claim that

[51:15] encrypting footage of our

[51:17] children so that corporations

[51:18] cannot view it would somehow

[51:21] eliminate transparency. That's

[51:22] inaccurate, and I'm happy to

[51:25] explain why. Not having access

[51:27] to footage might make

[51:28] corporations less money, but I

[51:31] know none of you on council on

[51:33] m, p, d or those lobbying

[51:34] council believe that people

[51:35] should make money from footage

[51:37] of our neighbors, our private

[51:39] spaces, and our children. End

[51:41] to end video encryption with

[51:43] vendor lockout does exactly one

[51:45] thing. It stops corporations

[51:47] from viewing footage of our

[51:48] neighbors. It is the only thing

[51:50] that would have stopped floc

[51:52] from showing a live stream

[51:54] video of a jewish community

[51:56] centers children's gymnasium in

[51:58] a live sales demo, something

[52:00] that was reported on in hbo's

[52:02] last week tonight recently.

[52:04] Unless companies like fuse's,

[52:06] axon, and skydio are profiting

[52:08] off of footage of our private

[52:09] spaces, there's no reason they

[52:11] need access to it. This isn't

[52:11] -

[52:13] about whether we trust police,

[52:15] it's about hether we trust

[52:18] corporations who have access to

[52:24] this footage. I don't do you.

[52:40] twin hills drive, and I

[52:42] strongly support 1416 for the

[52:43] contextual overlay for the

[52:44] neighborhood. Many of our

[52:46] neighbors are very concerned

[52:47] with everything that's going on

[52:48] in our neighborhood. We've got

[52:50] a we've all invested in the

[52:52] neighborhood. We all call it

[52:54] home. A lot of us, you know,

[52:55] were original owners or bought

[52:57] from the original owners of the

[52:58] neighborhood. And we bought

[53:00] there because we appreciate the

[53:01] vibe and esthetic of the

[53:03] neighborhood over the last 11

[53:04] years or so. I've watched some

[53:06] of that erode away. I don't

[53:08] want to see the long term

[53:09] residents of the neighborhood

[53:11] take a back seat to developers

[53:13] ambitions. We've. I know that

[53:16] affordable housing is a concern.

[53:18] The. The enclave at the end of

[53:19] twin hills drive was supposed

[53:21] to help with that. It didn't

[53:23] sell quick enough. A lot of it

[53:24] got sold to investors and now

[53:25] they're overpriced rental

[53:28] properties. Very transient. The

[53:30] the traffic in our neighborhood

[53:31] has gone up quite a bit, and

[53:33] because of all the traffic on

[53:35] gallatin road, we have touse

[53:36] the goodwill parking lot just

[53:38] to get on our street to the

[53:39] point where the goodwill

[53:40] parking lot gets gridlocked.

[53:41] The light only lets three cars

[53:43] through at a time.

[53:51] another development going on in

[54:02] up. And we don't want to take a

[54:04] back seat to investors wanting

[54:12] our neighborhood the way it is.

[54:14] housing going in at the

[54:16] rivergate not to mention

[54:18] all the half empty apartment

[54:19] complexes just south of

[54:22] rivergate, I think this

[54:23] contextual overlay is a good

[54:24] idea, and I strongly support it,

[54:26] as do most of my neighbors.

[54:53] surveillance technology on a

[54:55] temporary basis for a criminal

[54:56] investigation supported by

[54:58] reasonable suspicion, a

[55:00] lawfully issued search warrant,

[55:03] or exigent circumstances as

[55:05] defined by case law. That is,

[55:07] the legal basis in mpd in the

[55:08] mayor's office site for the

[55:09] drone is first responder

[55:11] program, but the dispatch data

[55:13] shows drones sent to vehicle

[55:14] accidents involving only

[55:16] property damage, a civil matter

[55:17] to vehicles blocking the right

[55:19] of way tocalls about a

[55:21] suspicious person. None of that

[55:23] is a criminal investigation, a

[55:25] warrant or an emergency. I

[55:26] support the legislation

[55:28] narrowing this exemption, and I

[55:30] support closing it all the way

[55:31] because mpd has shown it cannot

[55:34] be trusted to interpret its own

[55:36] limits. My own records requests

[55:38] are part of why we know this.

[55:41] Mpd filed two extensions before

[55:42] ultimately confirming no

[55:43] written agreement exists

[55:45] between the department and its

[55:48] drone vendor. No agreement, no

[55:49] written terms on how long

[55:51] footage is kept, who can access

[55:53] it, or how it's secured. We've

[55:55] simply been told to trust it.

[55:57] On AUGUST 7th, I and other

[55:58] residents were turned away at

[56:01] the door of mpd headquarters, a

[56:02] publicly funded building, from

[56:04] a demonstration of this very

[56:05] program that a council member

[56:07] had announced is open to the

[56:09] public. A lobbyist was let in

[56:10] when I called for help because

[56:12] I believed our own sunshine

[56:14] laws were being violated in

[56:16] real time. No help came. No

[56:18] drone, no officer, nothing. If

[56:20] this program is marketed as a

[56:23] first responder, I'd ask mpd

[56:25] own officers whether they're

[56:25] comfortable with a camera in

[56:27] the sky being called by the

[56:29] same name as the training that

[56:32] they receive. I also followed

[56:35] one of these drone cases of an

[56:37] armed burglary to its

[56:38] completion in court, where all

[56:40] charges were dropped and

[56:42] dismissed because no witness

[56:43] could be produced, the drone

[56:47] can't be called to court.

[57:40] growth. It is about managing

[59:15] public hearing, there was a

[59:16] request that we meet with the

[59:17] community again. Prior to the

[59:19] third reading. Council member

[59:21] lee facilitated that meeting.

[59:22] Our eighth community meeting,

[59:24] which was held on thursday. As

[59:27] a result of that meeting, we've

[59:28] made two additional commitments

[59:30] to future improvements. First,

[59:31] we will make a partial

[59:33] financial contribution

[59:35] city towards improvements at

[59:36] the intersection of cane ridge

[59:39] road and barfield drive. Second,

[59:41] we have committed to an

[59:42] additional proactive measure

[59:44] for adjacent homeowner to

[59:46] further mitigate their concerns

[59:47] regarding potential impacts on

[59:49] their property. Both

[59:51] commitments are directly

[59:52] responsive to concerns brought

[59:53] up at that community meeting

[59:55] and reflect our continued

[59:56] effort to work alongside the

[59:58] community throughout this

[1:00:35] came to speak about the mayor's

[1:00:37] choose how you move project.

[1:00:40] I've just been. I've just been

[1:00:42] made aware that that project is

[1:00:44] going to move up edgehill

[1:00:46] avenue from 21st avenue to

[1:00:48] eighth avenue. Actually going

[1:00:50] to go around to chestnut. The

[1:00:53] plan is to turn that four lane

[1:00:55] road into a two lane road with

[1:00:59] bike bike protected bike lanes

[1:01:02] on either side. Tonight I asked

[1:01:04] an offer or encourage each of

[1:01:08] you to go out to edgehill

[1:01:12] avenue between 430 and 530 and

[1:01:14] try to come up from 21st and

[1:01:16] just go to eighth avenue as it

[1:01:17] is right now, where we got four

[1:01:19] lanes of traffic going in two

[1:01:21] in each direction. And think

[1:01:24] about changing that to one lane,

[1:01:26] going in each direction you've

[1:01:27] change. Made a ten minute trip

[1:01:29] from eighth avenue to

[1:01:31] vanderbilt, a 20 minute trip.

[1:01:33] Just because you narrowed the

[1:01:35] road. You would think that as

[1:01:38] we grow, we would like to cause

[1:01:40] our citizens to be able to move

[1:01:43] more freely. This plan, this

[1:01:46] design for the community, will

[1:01:48] cause us to bottleneck that no

[1:01:49] one right now, no one wants to

[1:01:50] go downtown because of the

[1:01:52] bottleneck. Now you're creating

[1:01:53] that same bottleneck in the

[1:01:55] south nashville side. Edgehill

[1:01:58] is a is a thruway. It's a

[1:02:01] connector between west end at

[1:02:04] 21st and murfreesboro road. The

[1:02:07] only other connector is

[1:02:08] wedgewood avenue. There are no

[1:02:10] other ways to get from 21st

[1:02:12] across town, and I thought the

[1:02:15] project is already. So I know

[1:02:16] 90% in this design phase

[1:02:18] already completed, but it

[1:02:20] doesn't have to be that way. I

[1:02:22] strongly encourage you to ride

[1:02:24] up edgehill. Check it out.

[1:02:57] mmpd, along with the help of

[1:02:58] metro legal and the mayor's

[1:03:01] office, assist them in routing

[1:03:03] around, breaking legally

[1:03:04] implementing surveillance

[1:03:06] technology in our city. We saw

[1:03:08] this with sis, which, yes, came

[1:03:09] under john cooper and continued

[1:03:11] for a little while under mayor

[1:03:13] o'connell. They then brought a

[1:03:14] new contract back to continue

[1:03:16] surveilling us with fuzes and

[1:03:17] aggregating all of our data

[1:03:20] into a single pane of glass. We

[1:03:23] saw this within MAY, the start

[1:03:25] of the skydio drone trial

[1:03:27] program, which most council

[1:03:28] members did not know about when

[1:03:30] it happened. Again, as trina

[1:03:31] said, nothing in writing. I

[1:03:33] don't need to read you all the

[1:03:35] exemptions or why people don't

[1:03:37] believe that this fits into

[1:03:39] that exemption. As trina said,

[1:03:40] there are plenty of things you

[1:03:42] can pull the information

[1:03:43] yurself. I'll email you a csv.

[1:03:45] Of all the reasons why these

[1:03:47] drones have been used to spy on

[1:03:48] our neighbors, these are not

[1:03:50] all emergencies. Are there some

[1:03:51] emergencies in there? Sure, but

[1:03:54] there are things like suicidal.

[1:03:56] So I guess if someone in our

[1:03:57] city is going through a mental

[1:03:58] health crisis and is thinking

[1:04:00] about committing suicide, they

[1:04:01] now get a drone to show up to

[1:04:03] them. That is not what we need.

[1:04:05] That is not safety. And while

[1:04:07] this was happening, I was

[1:04:08] alerted last week by someone

[1:04:09] from another state who was

[1:04:11] doing their own research on

[1:04:12] what their police department is

[1:04:14] using and how they're abusing

[1:04:16] flock, and found out that mpd

[1:04:18] has been using side door access

[1:04:19] completely unapproved by you

[1:04:21] all, and has run more than 1000

[1:04:23] flock searches through their

[1:04:25] national database looking for

[1:04:27] information on nashvillians.

[1:04:28] That is not something that has

[1:04:29] been approved by this council.

[1:04:31] And as I said, time and time

[1:04:32] again, violating

[1:04:33] these things. They talk about

[1:04:35] building public trust, but

[1:04:36] there is no basis for public

[1:04:37] trust when they're constantly

[1:04:38] spying on us and not even

[1:04:40] coming to you all for the

[1:04:41] proper approval. If you all

[1:04:42] want to approve it, that is

[1:04:44] your purview. But you don't

[1:04:45] even get the chance to do that.

[1:04:47] And it's a pattern, and we're

[1:04:48] sick of it.

[1:06:25] life. I firmly believe this

[1:06:26] well-intentioned initiative

[1:06:27] will have the opposite effect,

[1:06:28] and it will make life and

[1:06:30] travel worse. And for both

[1:06:31] drivers and pedestrians, it

[1:06:33] will put more lives in danger.

[1:06:34] I also want to mention that the

[1:06:35] recent tragedy on broadway

[1:06:37] involved an individual going

[1:06:38] straight through a red light

[1:06:39] and not turning, so we should

[1:06:41] be wary before we use that for

[1:06:42] this initiative. Right on reds

[1:06:44] are essentially stop signs. You

[1:06:46] must come to a full stop and

[1:06:47] then turn right. No one would

[1:06:48] accuse stop signs of being

[1:06:50] deadly traffic initiatives.

[1:06:51] What they do is help traffic

[1:06:54] flow, and if you stop that, you

[1:06:55] will have more congestion,

[1:06:57] irritated drivers, and busier

[1:06:59] and more dangerous streets.

[1:07:01] There is a 2020 nih study on

[1:07:03] the relation between congestion

[1:07:05] and traffic accidents, which

[1:07:07] came to the same conclusion

[1:07:09] that, and I quote, managing

[1:07:11] traffic to avoid higher levels

[1:07:12] of congestion would have the

[1:07:14] greatest impact on reducing

[1:07:16] accident occurrence. I lived

[1:07:18] through the the attempt at the

[1:07:20] bus lane on broadway, which

[1:07:21] turned a five minute drive into

[1:07:23] a 35 minute traffic nightmare.

[1:07:25] It increased traffic by 800%.

[1:07:27] It made life worse for wildlife.

[1:07:30] Try it. So in closing, I think

[1:07:32] we all have the shared goal to

[1:07:35] make our roads and roads safe

[1:07:36] for residents and visitors,

[1:07:39] drivers and pedestrians. If we

[1:07:40] want to reduce accident

[1:07:42] occurrence, I believe we must

[1:07:43] avoid and rethink bills like

[1:07:45] the no right on red initiative,

[1:07:46] which will not achieve our

[1:07:48] shared goal. Thank you.

[1:08:29] their unwillingness to respect

[1:08:30] the rule of law and the rights

[1:08:32] of those that live here. By

[1:08:33] voting against this bill, you

[1:08:35] will be giving mpd and the

[1:08:37] corporations that supply the

[1:08:38] technology unfettered access to

[1:08:42] patrol our skies and to spy on

[1:08:43] our citizens. The people of

[1:08:45] nashville are sick of being

[1:08:46] recorded without their consent,

[1:08:48] and of having their privacy

[1:08:50] revoked. Please do not give

[1:08:53] them yet another tool to invade

[1:08:55] our lives. I would encourage

[1:08:57] all of you to educate yourself

[1:08:59] about this technology and

[1:09:00] surveillance technology in

[1:09:59] of this legislation in support

[1:10:00] of the substitute. Also would

[1:10:03] love to touch on just how you

[1:10:06] move strong support of that. I

[1:10:08] was at a community meeting with

[1:10:10] the honorable rodney glenn

[1:10:13] greer at just last week, and it

[1:10:15] talked about there's a great

[1:10:18] presentation on why we should

[1:10:19] narrow, why we should reduce

[1:10:20] thelanes, why we should have a

[1:10:24] road diet on edgehill. The it

[1:10:26] doesn't it doesn't meet the

[1:10:28] needs of four lanes of traffic.

[1:10:32] It also. The goal is to make it

[1:10:33] safer, make it more accessible

[1:10:34] for people that are going to

[1:10:36] choose to walk, choose to bike.

[1:10:38] There is a between eighth and

[1:10:39] 12th where they're concerned.

[1:10:42] There is a school, actually

[1:10:43] multiple schools. There is

[1:10:45] parks, and then it's right

[1:10:48] across from thousands of units

[1:10:50] of housing. So making that a

[1:10:51] safer street for those

[1:10:52] individuals to cross, to

[1:10:54] interact with, to bike to and%

[1:10:56] frm narrowing. I mean,

[1:11:00] reducing the lanes also will

[1:11:01] encourage all the drivers that

[1:11:03] ultimately right now, the

[1:11:06] traffic is in between 430 and 6.

[1:11:08] Are people trying to avoid

[1:11:09] getting on the freeway or, you

[1:11:12] know, around the gulch area.

[1:11:14] And so it's like, let's get the

[1:11:15] people that are not his

[1:11:16] neighbors. Let's the people in

[1:11:17] edgehill, let's make it safer

[1:11:20] for them to get around and

[1:11:21] discourage people driving

[1:11:25] through their neighborhood.

[1:11:28] Also, you know, the bustling

[1:11:29] downtown last year, the bus

[1:11:31] pilot, you know, someone who

[1:11:34] often frequents going down

[1:11:35] nolensville, going down

[1:11:37] murfreesboro pike. It was an

[1:11:38] incredible improvement. It

[1:11:40] reduced times 30 plus minutes.%

[1:11:41] and I would love to see the

[1:11:44] data around 800%. Changes, but

[1:12:40] city. And I understand I am not

[1:12:42] aware of the city's budget or

[1:12:44] the city's way of doing things,

[1:12:46] but as a private citizen of

[1:12:48] this city, I really look

[1:12:50] forward to working closely with

[1:12:54] all of you to, you know, making

[1:12:56] this not just a better city,

[1:31:32] is bing directed toward a $1

[1:31:35] billion new convention center.

[1:31:38] It's widely recognized that the

[1:31:40] 2010 convention center

[1:31:41] arrangement kind of overegged

[1:31:46] the omelet, capturing tons of

[1:31:48] excess revenue in that

[1:31:51] structure, not allowing it to

[1:31:52] be utilized to improve

[1:31:53] nashville outside of the

[1:31:56] convention center. And I'm

[1:31:57] curious why we are doubling

[1:31:59] down on that model. You know,

[1:32:00] if you add up the revenue

[1:32:03] sources enumerated in this in

[1:32:06] this agreement with a very

[1:32:07] conservative growth projections,

[1:32:09] we're looking at about $6

[1:32:12] billion in revenue. I would say

[1:32:13] that if these revenues are

[1:32:15] growing at 1 to 2%, as

[1:32:16] projected by finance, that

[1:32:18] would be like the most

[1:32:19] disastrous economy you could

[1:32:20] possibly imagine for nashville

[1:32:22] across the life of this deal.

[1:32:24] That also assumes that there is

[1:32:26] no growth in hotel occupancy

[1:32:28] because we're building a

[1:32:31] convention center. So

[1:32:32] realistically, those $6 billion

[1:32:34] that that finance is projecting

[1:32:38] out is more likely to be 8 or

[1:32:40] $9 billion. This is to build a

[1:32:41] $1 billion new convention

[1:32:43] center. I'm afraid that we are

[1:32:44] doubling down on the mistakes

[1:32:46] of the past here. And I really

[1:32:47] just can't support this. And I

[1:32:48] would encourage my colleagues

[1:32:50] to vote no as well.

[1:33:08] think what we have seen since

[1:33:09] the convention center deal was

[1:33:11] passed is a significant amount

[1:33:12] of excess funds sitting over at

[1:33:14] the convention center. And as a

[1:33:16] city, we've had to go to the

[1:33:18] convention center during budget

[1:33:20] crises with hat in hand, and

[1:33:22] beg for them to make us whole

[1:33:23] with our own money. So I think

[1:33:26] my colleague raises a valid

[1:33:28] points. I would say that this

[1:33:30] deal in many ways makes that

[1:33:31] worse, because instead of us

[1:33:34] being able to go back, hat in

[1:33:35] hand for those funds to make

[1:33:37] our budget hole, those funds

[1:33:39] are actually going into a state

[1:33:40] administered grant program

[1:33:43] which will provide tax relief

[1:33:44] only to businesses within the

[1:33:47] tdc. And I think if you sat

[1:33:48] down most nashvillians today

[1:33:52] and you said, would you like to

[1:33:55] help prop up just just broadway

[1:33:57] businesses after the tax raise?

[1:33:59] We had to do so that we can

[1:34:01] build a bigger convention

[1:34:03] center and do that all at once.

[1:34:05] I think most of them would be

[1:34:06] appalled, because what we hear

[1:34:08] over and over and over again

[1:34:10] from our constituents is that

[1:34:12] there is a lot of money

[1:34:13] downtown, and people out in the

[1:34:15] county don't feel the benefit

[1:34:17] of that money. That money stays

[1:34:18] downtown. And now it's not only

[1:34:20] going to stay downtown, but the

[1:34:23] downtown participants will not

[1:34:25] be paying the same taxes as

[1:34:27] everybody else. And that's

[1:34:29] welfare. It's corporate welfare

[1:34:32] that we as a city are agreeing

[1:34:34] to with this deal and with this

[1:34:36] refinancing scheme. And and I

[1:34:38] can't in good conscience vote

[1:34:39] for that. I'm sure this will

[1:34:41] pass tonight. And I'm sure many

[1:34:42] people in here will decide they

[1:34:44] can support that. But I cannot

[1:35:42] problem is that we don't turn

[1:35:43] around and distribute it

[1:35:45] equitably across the entire

[1:35:49] county when we have it. So yes,

[1:35:51] this is uncomfortable. Sounds

[1:35:52] like it might not be the

[1:35:53] greatest deal. We were

[1:35:55] certainly in a position like

[1:35:57] this last term when we were

[1:35:58] having a conversation about the

[1:35:59] stadium, but that other deal

[1:36:03] was horrible and the new one is

[1:36:05] better. I'm going to vote yes

[1:36:07] for this being

[1:36:08] but I know that our bars

[1:36:09] downtown and our businesses

[1:36:11] downtown, they are helping us

[1:36:12] make money that goes to our

[1:36:13] programing. So we're not

[1:36:15] cutting people a break because

[1:36:17] of those businesses go away. We

[1:36:19] will suffer as a whole city,

[1:36:21] and I'm not sure why we don't

[1:36:22] see that, because if they close,

[1:36:24] what businesses then produce

[1:36:26] that money for us to provide

[1:36:28] any programing for anyone.

[1:37:17] still essentially the same set

[1:37:20] state law is. We can't change

[1:37:22] state law. We were able,

[1:37:24] through the changes in this

[1:37:26] recent session, we've been we

[1:37:29] can remove the backstop that we

[1:37:30] have that puts metro on the

[1:37:32] hook for the bonds, for the

[1:37:34] convention center, for the omni

[1:37:35] hotel. We can remove that

[1:37:38] backstop that increases our

[1:37:39] capacity to do the affordable

[1:37:40] housing bonds that we've been

[1:37:43] wanting to do. So it is a net

[1:37:46] benefit for metro. I get it,

[1:37:48] folks. I want to see money

[1:37:50] circulating downtown, but I

[1:37:51] actually have to agree with

[1:37:53] COUNCILWOMAN Styles that the

[1:37:56] money, the money that we make

[1:37:58] downtown benefits the city as a

[1:38:00] whole and helps us to fund the

[1:38:02] things that we fund. A

[1:38:03] significant portion of, of what

[1:38:05] we fund comes from downtown. So

[1:38:08] this is a, a win win for metro,

[1:38:09] and I encourage my colleagues

[1:38:11] to support it.

[1:40:03] lot of conversation went in in

[1:40:04] budget yesterday. And also I

[1:40:07] hear the concerns from my

[1:40:08] colleagues and the skepticism

[1:40:10] about what this does and the

[1:40:12] money. But for those that were

[1:40:13] in finance yesterday, a couple

[1:40:14] of things were discussed, and

[1:40:17] that was the fact that the

[1:40:18] housing, social housing bond

[1:40:19] that we've been trying to do

[1:40:21] all this time, we will be able

[1:40:23] to do it because of the

[1:40:24] backstop. I shared before with

[1:40:27] many of you that the deal was

[1:40:28] like that when it started. It

[1:40:30] was not good to start with. I

[1:40:31] agree with my colleagues and we

[1:40:33] could have gone and make a

[1:40:34] better deal. We could have gone

[1:40:36] and asked for money to put

[1:40:37] elsewhere. We did not. But the

[1:40:39] deal that was in front of us is

[1:40:41] a deal that is in front of us

[1:40:43] now. I also want people to

[1:40:44] understand that when you're

[1:40:45] talking about sales tax, 7% of

[1:40:47] our sales tax belong to the

[1:40:50] state. Ours is only 2.75. And

[1:40:52] so if we're not, the state is

[1:40:54] allowing us to keep that in

[1:40:56] there, hotel taxes part of it.

[1:40:58] But the tax is a big part of it.

[1:40:59] and when we did the

[1:41:00] conversation with budget the

[1:41:02] other day, the finance also

[1:41:04] shows that because of this, we

[1:41:07] are getting net money into our

[1:41:08] general general fund as well.

[1:41:10] So it is a net benefit. We

[1:41:12] don't trust the state. We don't

[1:41:13] know how the money will be used.

[1:41:15] Yes, but I believe that

[1:41:16] yesterday we got a commitment

[1:41:18] from the finance director that

[1:41:21] when we save money and from not

[1:41:23] supporting this bond anymore,

[1:41:25] that we will be able to put

[1:41:26] that money in housing. We were

[1:41:28] also told, and we also asked

[1:41:31] that we have the opportunity to

[1:41:32] now distribute that 300 that

[1:41:34] we're not spending on the east

[1:41:35] bank to make sure that it goes

[1:41:37] all around the city, throughout

[1:41:38] the county. So we have the

[1:41:40] opportunity to do that. We've

[1:41:41] never been able to do that

[1:41:42] before. When we were in a

[1:41:45] financial crisis our first time,

[1:41:47] it took a lot for the director

[1:41:49] to be able to get 20 million

[1:41:50] out of that thing, because it

[1:41:52] was the state. Money was the

[1:41:53] way that it was drawn. I've

[1:41:55] always hoped that we would get

[1:41:56] money out of there. So for me,

[1:41:58] the fact that we're able to get

[1:42:00] 300 million out, I think is a

[1:42:02] win. I wish it's structured

[1:42:03] differently. Yes, I agree,

[1:42:04] maybe it should have been

[1:42:05] structured for housing or

[1:42:06] something else. I agree, but

[1:42:08] the fact that we can take that

[1:42:10] out, I want us to look at it as

[1:42:12] when we take it out and we're

[1:42:13] not using our money to fund

[1:42:14] these infrastructure, that

[1:42:15] money is now available for us

[1:42:17] to put wherever we deem it fit

[1:42:19] to, to, to put it in. And that

[1:42:21] backstop for anybody that is

[1:42:22] interested in funding and

[1:42:25] things like that, when you are

[1:42:26] backstopping somebody else

[1:42:28] bonds and debt, it means that

[1:42:30] if they don't pay it, we have

[1:42:32] to pay it. That is something

[1:42:33] that we should never sign up

[1:42:34] for. It's like guaranteeing

[1:42:36] your your kids car and then if

[1:42:38] they don't pay, you have to be

[1:42:39] on the hook for it. We don't

[1:42:41] want to do that. And so this is

[1:42:43] an opportunity for us to get

[1:42:45] out of that and not be the one

[1:42:46] signing up or responsible for

[1:42:48] the bond if it's not paid. So

[1:42:49] with all of that, yes, I'm

[1:42:51] skeptical, but we got the

[1:42:52] promise that we can move it

[1:42:53] somewhere else. And the fact

[1:42:55] that we'll be able to do all of

[1:42:57] this with that is the reason

[1:42:58] why I'm supporting it. Thank

[1:43:27] because I wanted to make sure

[1:43:28] that I considered ll things.

[1:43:30] There are things about this. I

[1:43:31] like things about it that I

[1:43:33] don't like, just want to be

[1:43:34] really transparent. But I think

[1:43:36] for something that is this big,

[1:43:37] like it's important that we get

[1:43:38] some of this information on the

[1:43:40] record so that our constituents

[1:43:41] can kind of know, like what

[1:43:43] we're dealing with here. I

[1:43:46] don't love the idea. I guess

[1:43:49] it's a both a benefit and the

[1:43:50] opposite of a benefit, whatever

[1:43:52] that word would be. The idea of

[1:43:54] like 300 million going to east

[1:43:57] bank. In essence, that frees up

[1:43:59] more money to do things like

[1:44:00] across the city. And we're

[1:44:02] saying that we want to be able

[1:44:03] to use those bonds to be able

[1:44:05] to get affordable housing,

[1:44:06] which is something that many of

[1:44:07] us want across the board is

[1:44:08] something that we've been

[1:44:10] advocating for. But it does

[1:44:11] feel like trickle down

[1:44:13] economics. It feels like, let's

[1:44:14] put money over here. Let's free

[1:44:16] up this money for east bank so

[1:44:17] that we can have money for

[1:44:18] other things. We know that's

[1:44:20] not going to be a dollar for

[1:44:22] dollar. So we know that that's

[1:44:23] not going to be 300 million

[1:44:24] that we're seeing going to

[1:44:26] these affordable housing bonds

[1:44:27] or going into neighborhoods. I

[1:44:28] do like that it's freeing up

[1:44:30] the backstop. I do like that it

[1:44:32] will free up money for the

[1:44:33] affordable housing bonds. I do

[1:44:34] have a concern that if we vote

[1:44:36] this down, the money just sits

[1:44:38] there and we're not getting the

[1:44:39] benefit out of it. I did ask

[1:44:41] questions about these taxes.

[1:44:43] Like, if we vote this down,

[1:44:44] like, can we use this tax money

[1:44:46] for something else? But these

[1:44:48] taxes, like the room occupancy

[1:44:49] tax and the rental car fee and%

[1:44:51] the hotel tax, these are taxes

[1:44:54] that are imposed by the state,

[1:44:56] meaning the state says where

[1:44:58] these tax dollars go. So we

[1:44:59] don't have the ability to come

[1:45:01] in and say, hey, we're going to

[1:45:03] use that for affordable housing,

[1:45:04] or we're going to use it for

[1:45:05] schools. Like we can't redirect

[1:45:08] those revenue streams elsewhere.

[1:45:11] So, you know, if we do vote it

[1:45:12] down, we're still we're not

[1:45:13] getting any benefit out of it.

[1:45:15] If we pass it, we at least get

[1:45:17] the benefit of the the 300

[1:45:18] million. And I don't want to

[1:45:20] say at least 300 million is a

[1:45:21] lot of money. That's like

[1:45:22] nothing to sneeze at. It's also

[1:45:26] some other benefits that we are

[1:45:27] looking at, like saving the

[1:45:29] general fund, the 91 million

[1:45:31] over the 16 years until 2043

[1:45:32] and preserving the capital

[1:45:36] spending plan. So I don't love

[1:45:38] it, but I do think that it

[1:45:41] gives us more benefit to pass

[1:45:44] it than if we don't pass it.

[1:45:46] I'm also concerned that if we

[1:45:48] vote it down, we still don't

[1:45:50] get we still can't allocate

[1:45:51] these funds the way that we

[1:45:53] want to allocate the funds.

[1:45:54] We're always talking about

[1:45:56] wanting to get money out of the

[1:45:57] convention center. This has

[1:45:58] been the only way that that

[1:46:00] we're going to be able to get

[1:46:02] meaningful dollars out of the

[1:46:03] out of the convention center.

[1:46:04] And lastly, I'm not convinced

[1:46:05] that the convention center

[1:46:06] needs expanding at this point.

[1:46:09] So I also have council member

[1:46:11] parker's concern there.

[1:46:34] of the data thati've seen, the

[1:46:36] information I've seen, like

[1:46:38] we've heard tonight, the tdc

[1:46:40] was not really a positive thing

[1:46:42] for the city. There's a lot of

[1:46:43] money that we couldn't use. If

[1:46:45] we vote this down, there's

[1:46:47] still money we can't use.

[1:46:50] Vote this up, then we free up

[1:46:52] tax bond issuance. I don't like

[1:46:54] it when we have any deal that

[1:46:56] has a metro backstop.As was

[1:46:57] mentioned before, if something

[1:46:59] goes south, we, the taxpayers

[1:47:01] are responsible for paying that

[1:47:03] bill. This takes that

[1:47:04] responsibility off the

[1:47:05] taxpayers. That's a good thing.

[1:47:07] It frees up the ability for

[1:47:08] metro to issue bonds for

[1:47:09] capital projects elsewhere in

[1:47:11] the city, instead of the east

[1:47:13] bank. That's good for our

[1:47:15] communities outside of downtown.

[1:47:17] Is this the best deal we could

[1:47:18] have gotten? No. Is it perfect?

[1:47:20] No, but it is slightly better

[1:47:21] than what we had before, which

[1:47:22] was nothing. We are getting

[1:47:24] some benefit out of this for

[1:47:25] that. I'm willing to support

[1:47:27] this, considering my my

[1:47:30] previous opinions on this area.

[1:53:52] she's usually one of those

[1:53:54] background. You don't see her

[1:53:56] in the front a lot, but she

[1:53:57] does a whole lot for the

[1:53:59] community. And so it is my

[1:54:00] pleasure to bring this

[1:54:01] resolution to thank her for 14

[1:55:12] truly is a statesman or

[1:55:14] stateswoman and knows how to

[1:55:16] work across the aisle and work

[1:55:18] with all people to just further

[1:55:22] the agenda of, of, of nashville

[1:55:24] and for the people of nashville.

[1:55:26] She is so dedicated to this

[1:55:28] position. She loves the service

[1:55:30] that she has done during her

[1:55:32] time in her tenure as the

[1:55:35] county clerk. She has made so

[1:55:37] many improvements to this

[1:55:38] office. Whenever you go to the

[1:55:40] office. I was just there

[1:55:41] recently. I had to get some

[1:55:43] tags and every time I'm down

[1:55:45] there, just the efficiency, the

[1:55:46] way that people are moving

[1:55:48] through the office quickly, how

[1:55:49] happy the employees are. And

[1:55:51] you could just see all of the

[1:55:52] improvements that she's made.

[1:55:53] So we just want to congratulate

[1:55:55] her on her retirement and just

[1:55:56] thank her for her service to

[1:55:57] the city.

[1:56:23] wanted to run for office, I

[1:56:25] asked a woman to marry me and

[1:56:28] she said yes. And then we went

[1:56:29] a few months later down to the

[1:56:31] county clerk's office to get

[1:56:33] the paperwork. And while we got

[1:56:35] the paperwork, I was my normal,%

[1:56:40] you know, rowdy self. And and

[1:56:41] there's brenda and she comes

[1:56:43] out and I, she said, you know,

[1:56:45] oh, so what are your plans? And,

[1:56:47] you know, just really engaged

[1:56:51] with me and, and I said, will

[1:56:53] you marry us? And she said,

[1:56:55] absolutely. And she said, when?

[1:56:57] And I said, oh, gosh, we got to

[1:56:58] pick a date. And we, my wife

[1:57:00] and I don't know if it's

[1:57:01] NOVEMBER 20th 1 or 26. We've

[1:57:03] got to write it down somewhere.

[1:57:04] We never know every year, but

[1:57:06] it's on the paperwork that she

[1:57:07] gave us and that she signed,

[1:57:11] and she went over to the. She,

[1:57:12] she said, where do you want to

[1:57:14] do it and when? And we said,

[1:57:15] how about the pedestrian bridge?

[1:57:16] And she said, absolutely, I'll

[1:57:18] be there. Now. I was just a

[1:57:20] member of the public. I was not

[1:57:22] an elected official. I walked

[1:57:25] in her office and she said, I'm

[1:57:27] on it. Let's do it. And she

[1:57:28] went and she did it, and we've

[1:57:31] got photos. And it was just a,

[1:57:34] you know, we eloped, but brenda

[1:57:37] was there and that's who she is.

[1:57:40] And I'll, I'll forever be

[1:57:42] grateful for that memory. And,

[1:57:44] and of course, all of the work

[1:57:47] that she's done for the city

[1:57:49] and, you know, in her official

[1:57:50] capacity and in her other

[1:57:52] official capacities with the

[1:57:53] organizations with which she

[1:57:56] works. So thank you, brenda,

[1:57:58] kathleen murphy and I were

[1:57:59] texting, and so I wanted to

[1:58:01] invoke the murphy rule because

[1:58:04] I know she equally respects the

[1:58:05] honorable brenda wynne, but I

[1:58:07] know that council member suara

[1:58:10] already used our existing title

[1:58:13] for that. But in honor of the

[1:58:15] honorable kathleen murphy, I

[2:01:52] trained with 40 hours of

[2:01:56] you have 40 hours of volunteer

[2:02:00] community who's interested in

[2:02:01] applying to do that for the

[2:02:04] next master gardener class. And

[2:02:06] there's even, you know, more to

[2:02:07] look forward to this year. The

[2:02:08] master gardeners will have a

[2:02:10] beautiful butterfly exhibit at

[2:02:11] the nashville fair that's going

[2:02:12] to run from SEPTEMBER 11th

[2:02:14] through the 20th. And it's a

[2:02:15] wonderful chance for families

[2:02:17] and visitors to learn more

[2:02:18] about butterflies, gardening,

[2:02:20] and the importance of creating

[2:02:23] habitats that support beautiful

[2:09:53] not even half of that. And the

[2:09:56] state portion of the tdc is,

[2:09:57] you know, like a seven to to

[2:09:59] two ratio basically. So, you

[2:10:01] know, a lot of assertions are

[2:10:02] made about, you know, how much

[2:10:04] control the state should have

[2:10:05] based on their share of the tdc.

[2:10:07] But really the funding sources

[2:10:10] that we are reauthorizing with

[2:10:11] this proposed legislation make

[2:10:13] up the lion's share of the

[2:10:16] funding. These are county wide

[2:10:17] taxes that are levied within

[2:10:19] davidson county. There is no

[2:10:21] state portion of these, and

[2:10:23] these do make up the bulk of

[2:10:25] the financing that would go

[2:10:26] toward the convention center.

[2:10:29] And again, you know, the way

[2:10:31] that the state has it set up,

[2:10:33] the benefits of these funds are,

[2:10:34] in many cases, not in every

[2:10:36] case, but in many cses are

[2:10:37] restricted to a certain

[2:10:39] geographic area, which is the

[2:10:42] tdc. So we're collecting taxes.

[2:10:43] You stay in a hotel in

[2:10:44] goodlettsville and davidson

[2:10:46] county. You're paying taxes

[2:10:48] that will go to support the

[2:10:50] broadway bailout and the tdc,

[2:10:51] but not for a struggling

[2:10:53] business in goodlettsville. I

[2:10:54] just don't think it's fair. I

[2:10:56] think this is a terrible

[2:10:56] arrangement. I'll be voting

[2:10:57] against this.

[2:14:05] of us were seated, had a

[2:14:06] specific requirement that there

[2:14:08] be a public hearing when a new

[2:14:10] surveillance technology was

[2:14:12] brought forward, regardless if

[2:14:14] a contract was approved or not,

[2:14:17] to give the general public an

[2:14:20] opportunity to speak and give

[2:14:22] their thoughts. And so I wanted

[2:14:25] to make sure that we codified

[2:14:30] that. And there are specific

[2:14:33] regulations into what a drone

[2:14:35] as a first responder can be

[2:14:39] used, as. There are four. So

[2:14:42] one is an active shooter

[2:14:44] incident, a hostage situation,

[2:14:47] an active search for a missing

[2:14:48] person. And that was added due

[2:14:51] in large part to some

[2:14:52] conversations on this floor.

[2:14:56] And then the last one is for an

[2:14:59] a state of emergency declared

[2:15:03] by the mayor of nashville for a

[2:15:05] period of up to ten days. And

[2:15:09] this is mainly for natural

[2:15:10] disasters. So if there's a

[2:15:14] flood or something, etc. So we

[2:15:19] also added two new items in

[2:15:22] which we eliminated. We made

[2:15:29] sure to take out. We made sure

[2:15:32] to take out autonomous drones.

[2:15:35] So some people had some

[2:15:36] questions in regards to this.

[2:15:40] So this would eliminate the use

[2:15:44] of drones that are not manned

[2:15:46] by a physical person. So drone

[2:15:49] manned by ai. So metro would

[2:15:52] not be able to use this type of

[2:15:55] drone. And so this would not

[2:15:57] affect private drones, just

[2:16:01] metro drones manned by ai. And

[2:16:04] then we also removed facial

[2:16:06] recognition from all metro

[2:16:07] departments. And currently no

[2:16:09] metro departments use facial

[2:16:11] recognition. So that is what

[2:16:13] the substitute does. And with

[2:16:15] that I would like to move well,
