[6:51] Pearson was, um, fatally shot

[7:01] should have to bury their child

[7:02] when they are being out in the

[7:04] community. Um, anyone that has

[28:58] about women in my church. Women

[29:02] lives. Women have a leadership

[29:11] cherish it for my daughter. The

[29:18] body, and I see every time I

[29:20] come in here and make me feel,

[29:26] leaders, we need to slow down

[42:22] nashvillians to please follow.

[42:26] members who have held a

[42:27] committee chair this term and

[42:29] when adding vice chairs as we

[42:31] did to the roster and updated

[42:33] just today, that number climbs

[42:36] to over 30 council members with

[42:38] a of council elected

[42:39] positions and vice mayor and

[42:40] mayoral appointments to boards

[42:42] and commissions and committees

[42:44] and task forces. Council

[42:45] members have had an even larger

[42:47] number and variety of

[42:49] leadership roles. You are all

[42:51] leaders by virtue of your

[42:52] office and are making an impact

[42:55] in ways big and small all

[42:58] across our city. So I thank you

[43:00] as the beloved, respected, and

[43:02] sadly departed dolly parton

[43:04] shared about leadership. If

[43:06] your actions create a legacy

[43:08] that inspires others to dream

[43:12] more, learn more, do more, and

[43:14] becomemore than you are an

[43:17] will all resolve to serve and

[43:19] lead in such a manner in this

[58:46] body to ever feel that way

[58:48] because of me. You know, we

[58:49] come to this set of double

[58:50] doors over there. We're

[58:52] supposed to be nonpartisan. I

[58:54] had a boss teach me 25 years

[58:56] ago that a good idea doesn't

[58:58] care who has it. And so if you

[58:59] come to me with something, I'm

[59:01] not going to ask if you're

[59:02] conservative or republican or

[59:04] progressive or democrat, I'm

[59:05] going to ask if this is good

[59:07] for nashville. And if it is, my

[59:09] next question will be, how do

[59:11] we make it work? And if I don't

[59:12] think it's good for nashville,

[59:14] I'll continue to listen because

[59:15] I might be wrong. I've been

[59:17] wrong before. You can ask

[59:18] councilmember tombs because

[59:20] very early on in our term, she

[59:22] came to me and asked me if I'd

[59:23] vote yes for something, and I

[59:25] said, sure. Then somebody got

[59:27] in my head and talked me into

[59:29] changing my vote to no. And we

[59:30] voted. We looked at the screen,

[59:31] we waited on everything to pop

[59:33] up, and as soon as it popped up,

[59:36] I heard olivia. And I knew at

[59:38] that moment that I had let her

[59:39] down. And I felt like I was

[59:41] about this big, because I knew

[59:43] at that moment I

[59:44] change my vote. But I sure

[59:46] could olivia. And so I

[59:48] made a decision that night that

[59:50] if you come to me and ask me

[59:51] for a yes, or you ask me for

[59:53] support, I'm going to ask an

[59:55] awful lot of questions before I

[59:58] ever give you my yes or my

[59:59] support, but once I do, you can

[1:00:01] write my name down in ink

[1:00:03] because I've got tons of other

[1:00:05] stories. But according to rule

[1:00:07] 34.1, I only got three minutes.

[1:00:08] I know the clerk's already

[1:00:09] started the timer and vice

[1:00:12] it. So I just want to close

[1:00:14] with this. If you vote against

[1:01:37] representative body that is.

[1:01:39] That is here in nashville. I

[1:01:41] hold this council in the

[1:01:43] highest regard. It is because

[1:01:45] of the respect and the

[1:01:47] reverence that I have for each

[1:01:49] one of you that I seek to serve

[1:01:50] you. As PRESIDENT Pro tem of

[1:01:52] the metropolitan county council

[1:01:53] of nashville and davidson

[1:01:56] county. Over this term, I've

[1:01:57] approached the work that we

[1:01:59] have done with a heart of

[1:02:00] service and a conscientious

[1:02:02] mind. I have helped colleagues

[1:02:04] here on on the back benches, as

[1:02:05] I call them, navigate our rules

[1:02:07] and procedures. And I've always

[1:02:09] sought to debate the issues

[1:02:12] with passion and respect. Like

[1:02:14] so many of you, I have always

[1:02:16] sought to utilze my knowledge

[1:02:18] and my experience, especially

[1:02:19] my experience in the

[1:02:20] intelligence community, as well

[1:02:22] as as an attorney to help move

[1:02:24] our work forward and make

[1:02:25] nashville a better place. And

[1:02:28] that is precisely what I will

[1:02:30] continue to do. As your pro tem,

[1:02:32] I seek to serve you because we

[1:02:34] need a pro tem who not only

[1:02:36] understands the operations of

[1:02:37] our rules and procedures, but

[1:02:40] who understands the gravity of

[1:02:41] the times that we find

[1:02:43] ourselves in. This is

[1:02:44] especially true considering

[1:02:46] that we still have the

[1:02:46] tennessee supreme court

[1:02:48] decision looming over our heads.

[1:02:50] i want to be a resource to all

[1:02:52] of us as we navigate these

[1:02:54] difficult times. Speaking of

[1:02:57] difficult times, I know that

[1:02:59] this has not been an easy vote

[1:03:01] for us to to contemplate this

[1:03:04] evening. But even with it being

[1:03:05] difficult for so many of us, I

[1:03:07] think that this is a moment

[1:03:09] that should be celebrated

[1:03:11] because for the first time in

[1:03:13] our shared history, we have the

[1:03:15] first trans woman elected to

[1:03:17] office in the state of

[1:03:18] tennessee and the first haitian

[1:03:19] american elected to office in

[1:03:21] the state of tennessee, running

[1:03:22] to represent this body and

[1:03:25] running to be the pro tem. This

[1:03:27] is something that should be

[1:03:29] celebrated. As I said in my

[1:03:32] written statements, we are a

[1:03:34] stronger city and a stronger

[1:03:36] council because of our diverse

[1:03:38] and intersectional perspectives.

[1:03:40] I want to say to the viewing

[1:03:43] public and to thefolks here,

[1:03:45] that our leadership on this

[1:03:47] council will strive to make

[1:03:50] sure that you are reflected and

[1:03:51] represented, regardless of the

[1:03:53] color of your skin, who you

[1:03:57] love, how you identify, or your

[1:03:59] immigration status. I will

[1:04:00] always carry each of you with

[1:04:03] me and make sure that you know

[1:04:04] that you are valued here in

[1:04:06] nashville. As we tackle the

[1:04:07] known and unknown challenges of

[1:04:10] this next year, I seek to serve

[1:04:12] you and I humbly ask for your

[1:17:04] university. I speak in support

[1:17:05] of council member cash's bill

[1:17:08] for vanderbilt s p and its

[1:17:10] amendments. I've lived in

[1:17:12] nashville for 45 years, and

[1:17:14] it's been my honor to serve as

[1:17:15] a past chair of the

[1:17:16] hillsborough west end

[1:17:18] neighborhood. I work hard to

[1:17:20] stay informed and connected to

[1:17:22] my neighbors because community

[1:17:25] is vitally important to me. You

[1:17:27] probably know that many

[1:17:29] hundreds of my neighbors have

[1:17:31] participated in dozens of

[1:17:32] meetings over two and a half

[1:17:35] years. In doing so, we've

[1:17:37] hammered out the long list of

[1:17:38] agreements represented in this

[1:17:41] legislation, to mention a few.

[1:17:43] Yes, I'm an avowed tree hugger.

[1:17:45] We asked for more trees and

[1:17:49] received 175% increase in tree

[1:17:51] canopy. We value green space

[1:17:54] and we received 300% green

[1:17:56] space that will connect steps

[1:17:57] from our beloved fannie mae

[1:18:00] deas dragon park. We asked for

[1:18:01] more pedestrian cycling

[1:18:03] pathways and received over

[1:18:05] three miles of multi-modal

[1:18:07] routes. We asked for more human

[1:18:09] scale of development closest to

[1:18:11] where we live, and we received

[1:18:14] lowered heights from 35 to 40

[1:18:16] stories by right along 31st

[1:18:21] avenue, north south to 135ft

[1:18:24] capped. We live in the urban

[1:18:27] core and value our birds. We

[1:18:29] now have council member allen's

[1:18:31] amended amendment number two

[1:18:34] providing for bird safe glass.

[1:18:35] Finally, I'd like to mention

[1:18:38] that I'm not the only former

[1:18:39] hillsborough west end

[1:18:41] neighborhood chair supporting

[1:18:43] passage tonight. In fact,

[1:18:45] council members cash and allen

[1:18:48] are former chairs. I would

[1:18:50] point out that six. I repeat,

[1:18:52] six former neighborhood chairs

[1:18:53] have communicated their support

[1:18:55] to you. Let us not allow the

[1:18:57] perfect to be the enemy of the

[1:18:57] good.

[1:20:01] what developer is doing all

[1:20:03] this. I do not believe

[1:20:04] vanderbilt university is doing

[1:20:07] this alone. Cornelius

[1:20:09] vanderbilt was known to be a

[1:20:11] robber baron in the 19th

[1:20:16] century, a ruthless capitalist.

[1:20:18] Vanderbilt's legacy continued

[1:20:20] this tradition with urban

[1:20:22] renewal in the 20th century. I

[1:20:24] fear it MAY continue this

[1:20:26] tradition of exploitation in

[1:20:29] this current century. As an

[1:20:30] exhibit to my statement, I'm

[1:20:31] submitting a summary of my

[1:20:34] public records request and a

[1:20:36] copy of a tennessee appellate

[1:20:38] court decision to show that

[1:20:40] I've ridden this horse before,

[1:20:43] and I'm willing to do it again

[1:20:48] if necessary. I have a written

[1:20:49] statement that I'd like to

[1:20:52] offer as a exhibit to my

[1:20:54] presentation today, along with

[1:20:58] a copy of the summary of our

[1:22:14] withheld pay, fabricated grades,

[1:22:15] parent abuse, crushing

[1:22:17] workloads, and uncertified

[1:22:19] staff in classes. The response

[1:22:21] across the nation from

[1:22:23] educators, students, and

[1:22:25] lawmakers has been

[1:22:26] overwhelmingly positive. But

[1:22:28] the response from my own

[1:22:30] leadership was total silence.

[1:22:32] I'm not standing here as the

[1:22:33] only teacher experiencing this.

[1:22:36] I represent those who cannot

[1:22:38] speak for fear of retaliation.

[1:22:40] My colleagues are suffering in

[1:22:42] silence. My voice has made

[1:22:44] waves, but waves are not enough.

[1:22:46] I cannot fix a broken system

[1:22:48] without institutional power

[1:22:50] stepping in. Right now, the

[1:22:52] school board operates as a

[1:22:54] monopoly with no checks and

[1:22:56] balances. We need oversight and

[1:22:59] we need it today. Please

[1:23:01] establish a dedicated education

[1:23:02] committee on the city council

[1:23:04] for independent oversight and

[1:23:06] transparency, and officially

[1:23:08] mandate a full audit of mps to

[1:23:10] investigate what is really

[1:23:12] happening. Teachers are

[1:23:13] drowning, children are not

[1:23:14] learning, and the board has

[1:23:16] proven it will not hold itself

[1:23:18] accountable. I brought the

[1:23:19] evidence. Now please help me

[1:24:07] includes the cemetery where

[1:24:09] ambrose grundy, a formerly

[1:24:11] enslaved man whose life 95

[1:24:13] counties, has spent nearly two

[1:24:15] years researching and

[1:24:17] documenting, is buried. For

[1:24:19] months. We have sought your

[1:24:20] attention and engagement on

[1:24:22] this matter, yet we have

[1:24:23] received little to no

[1:24:25] meaningful response with

[1:24:27] guidance or instructions on how

[1:24:29] to move forward. More than five

[1:24:31] months have passed and that's

[1:24:33] so very disappointing. I'm here

[1:24:34] tonight because I believe

[1:24:36] elected officials should be

[1:24:38] accessible and responsive to

[1:24:41] the people and the history they

[1:24:42] represent. I do hope to hear

[1:24:44] from you within upcoming

[1:31:22] prior to that was covid. We

[1:31:27] hospitality arrangements for

[1:31:31] that year of covid. And then

[1:31:32] the tragic bomb that happened

[1:31:35] allowed to renew our short term

[1:31:38] rental permits directly behind

[1:31:42] our unit. On my unit in

[1:31:44] particular, it faces the river

[1:33:33] gay and first street is 400ft.

[1:33:36] access, so it's only from

[1:33:37] second avenue. I was down there

[1:33:39] for the 4th of JULY. I promise

[1:33:41] you, there's a lot of

[1:33:42] down there. It sits right

[1:33:46] across from the titan stadium.

[1:33:48] The only entrance from the only

[1:33:49] access from first avenue would

[1:33:51] be maintenance, access or owner

[1:33:52] access to do maintenance, and

[1:33:53] only authorized personnel.

[1:33:59] in the bottom of the building.

[1:34:01] As was previously stated, it

[1:34:02] aligns with the downtown

[1:34:05] tourism district, independence

[1:34:10] cumberland. It's a stone's

[1:34:14] throw from riverfront park. As

[1:34:20] private spaces cordoned off for

[1:34:23] vendors to provide venues for

[1:34:27] tourists. It is a. It is a

[1:34:30] beautiful park and it. But it's

[1:34:32] not what I would call a child

[1:34:34] family park. And I think the

[1:34:36] rule was put in place to

[1:34:37] protect children and families

[1:34:40] from transient noise. And

[1:34:42] there's not like ball fields or

[1:34:43] swimming pools or, you know,

[1:34:45] panything down there that you

[1:34:46] know, I'm not saying children

[1:34:47] would never be there for, you

[1:34:49] know, educational purposes, but

[1:34:51] it's right in the middle of the

[1:34:53] tourist district, in the same

[1:34:57] building every other. Residents

[1:34:59] would be able to get a permit

[1:35:02] far side of the building. So

[1:35:04] most of it will be utilized for

[1:35:08] short term rentals. As far as I

[1:37:37] with co-owners of condo we

[1:37:39] purchased on second avenue back

[1:37:42] in 2011. Over 15 years. In

[1:37:43] addition to enjoying the unit

[1:37:45] ourselves several times a year,

[1:37:46] along with family and friends,

[1:37:48] we've also rented out as a

[1:37:50] short term rental during the

[1:37:51] tim, we've never had any noise

[1:37:52] complaints and followed all the

[1:37:54] rules and regulations

[1:37:56] surrounding short term rentals.

[1:37:58] Unfortunately, on christmas day

[1:37:59] 2020, our building, along with

[1:38:00] several other others, were

[1:38:01] virtually destroyed because of

[1:38:04] the bombing. Since we could not

[1:38:05] be renting for a significant

[1:38:06] period, we decided to transfer

[1:38:08] title of our unit from us as

[1:38:10] individuals to llc that were

[1:38:11] created solely for liability

[1:38:13] reasons. Ownership of the new

[1:38:15] llc, llc is the same as it was

[1:38:17] prior, and still the same three

[1:38:20] owners as it's been since 2011.

[1:38:22] Since the llc required us to

[1:38:23] give up our existing short term

[1:38:25] rental permit, which was issued

[1:38:26] under individual names, we need

[1:38:28] to apply for a new permit once

[1:38:30] the renovations are complete.

[1:38:32] We have not transferred title

[1:38:33] llc. We would have been

[1:38:35] grandfathered in with regard to

[1:38:36] the park distance restriction

[1:38:38] along with the rest of our

[1:38:39] building. We certainly

[1:38:40] understand and appreciate the

[1:38:43] distance restriction ordinance.

[1:38:44] We're hopeful that our

[1:38:45] situation be looked at as one.

[1:38:48] That exemption MAY be warranted.

[1:51:08] name is ben dineen and I'm the

[1:51:10] co-managing member of the

[1:51:12] development team. I'm

[1:51:13] accompanied by our council,

[1:51:15] woods drinkwater as well. I

[1:51:17] thought it'd be helpful to give

[1:51:20] everyone a little background on proposed development and

[1:51:22] the federal government's

[1:51:24] procurement process. This will

[1:51:26] be a 200,000 square foot

[1:51:29] mission critical outpatient

[1:51:31] medical facility to serve our

[1:51:33] veteran community. The new

[1:51:35] clinic will offer comprehensive

[1:51:38] primary care, mental health,

[1:51:40] radiology, women's health and

[1:51:42] specialty care services in a

[1:51:44] state of the art health care

[1:51:45] facility with the intent of

[1:51:47] serving as a one stop shop for

[1:51:50] our veteran community.

[1:51:51] Regarding the procurement, the

[1:51:53] va, the veterans affairs

[1:51:55] initiated a competitive lease

[1:51:58] procurement in 2023 in which

[1:52:00] multiple teams and sites

[1:52:02] competed for this build to suit

[1:52:04] lease. And given the scale of

[1:52:06] the government lease facility,

[1:52:08] the va was required to seek

[1:52:10] congressional approval and did

[1:52:12] so and received bipartisan

[1:52:16] support in spring of last year.

[1:52:18] The project was subsequently

[1:52:19] awarded to our team and to our

[1:52:23] site in JANUARY of this year.

[1:52:24] Since award and even prior to

[1:52:26] then, our team has held

[1:52:28] numerous working sessions,

[1:52:30] meetings and phone calls with

[1:52:32] the planning department, with

[1:52:34] the american baptist college,

[1:52:36] with COUNCILWOMAN Tombs and

[1:52:38] various neighbors. These

[1:52:40] meetings ultimately led to

[1:52:42] various site and public

[1:52:44] improvements, and just wanted

[1:52:46] to highlight a few of these. We

[1:52:48] expanded the general green

[1:52:50] space. We created a memorial

[2:07:52] commission back in FEBRUARY. I

[2:08:02] wanting to build a bunch of

[2:08:04] houses back there. And the lady

[2:08:09] build one house. And I said,

[2:08:13] down in oppose that. So two

[2:08:16] weeks after it got approved by

[2:08:18] the planning commission, within

[2:08:19] two weeks, I heard chainsaws

[2:08:22] and bulldozers. And they they

[2:08:24] leveled, you know, the majority

[2:08:26] of the trees on this lot back

[2:08:30] there. And so we can see over a

[2:08:33] mile away our house now to

[2:08:35] the to the tower that's over,

[2:08:38] you know, off of maxwell road.

[2:08:41] got is that if they just wanted

[2:08:44] to build one house extra on

[2:08:46] this five acres, which doesn't

[2:08:47] make sense to me, if they just

[2:08:49] want to build one house extra

[2:08:55] all the trees? So going from rs

[2:36:12] tenure on council, he served as

[2:36:13] chair of the federal grants

[2:36:14] review committee and chair of

[2:36:15] the parks, library, recreation

[2:36:17] and public entertainment

[2:36:18] committee. He was also a

[2:36:19] founder and charter member of

[2:36:21] the black caucus. He only

[2:36:23] served one term because

[2:36:24] spending time with his family

[2:36:25] and his young children was so

[2:36:27] important to him that he chose

[2:36:29] notto run for a second term.

[2:36:31] And I do want to lift up his

[2:36:33] family his wife karen, his

[2:36:34] children jamie, aaron and

[2:36:37] jackie. I attended his services

[2:36:39] and it was it was a beautiful,

[2:36:40] beautiful, beautiful program.

[2:36:42] And what really stuck out.

[2:36:44] Other than the outpouring from,

[2:36:46] you know, friends and hearing

[2:36:47] that he was a friend to

[2:36:50] everyone was how his on spoke

[2:36:53] about him, their love for him.

[2:36:55] I mean, I bet you couldn't tell

[2:36:56] them they didn't have the best

[2:36:58] dad in the whole world. And it

[2:36:59] was just really touching to

[2:37:02] hear them speak so highly of

[2:37:04] him. And so I want to keep them

[2:37:05] lifted up as they, you know,

[2:37:08] continue on this unfortunate

[2:37:09] journey and, you know, cheer

[2:37:11] the minority caucus. I want to

[2:37:14] also stand in support of the

[2:37:16] legacy of MR. Isabel. There are

[2:37:18] a lot of his stories are in the

[2:37:20] airport, is a very successful

[2:37:23] businessman, successful in in

[2:37:25] life with his family, with

[2:37:27] friends. He is definitely made

[2:37:29] an impact on nashville and made

[2:37:31] it a better place. And just

[2:37:34] want to continue to lift up his

[2:37:35] family and honor his legacy.

[2:38:16] really does not like him. And

[2:38:19] and that's a fact for a public

[2:38:20] person, it's very difficult.

[2:38:22] But he's that kind of a person

[2:38:24] that presents himself to

[2:38:26] everyone and is always helping

[2:38:28] everybody. The church is

[2:38:29] members spoke very highly of

[2:38:31] him. But like councilmember

[2:38:33] tomb said for me was true that

[2:38:36] at his funeral was his boys,

[2:38:38] his family. One of them

[2:38:41] actually use his words because

[2:38:44] it will send a text to the boys

[2:38:46] and give a wisdom or a quote or

[2:38:48] something where it will just

[2:38:49] talk to them about different

[2:38:50] things knock, knock, different

[2:38:52] jokes, but teaching them life

[2:38:54] lessons. And during the funeral

[2:38:56] ceremony, they actually were

[2:38:58] using those words. And it was

[2:39:00] just so beautiful to learn

[2:39:02] about the lessons that impact

[2:39:04] on his boys, but to also see

[2:39:07] the love that they had for him

[2:39:09] and the respect. I've never

[2:39:11] been to funeral like that,

[2:39:14] where you actually see the

[2:39:15] offspring take it up like that.

[2:39:16] And though it was sad,

[2:39:18] even though a lot of people

[2:39:20] were were sad, it was a loss.

[2:39:21] But you can see the celebration

[2:39:23] and you can see the impact that

[2:39:25] he had. And, and that was very

[2:39:27] moving. So I wanted to stand to,

[2:39:30] to honor a man that, you know,

[2:39:32] oftentimes people in public

[2:39:34] spaces, especially men. And I

[2:39:36] don't mean that in a bad way.

[2:39:37] The whole public offices, we do

[2:39:39] a lot of good outside, but they

[2:39:41] neglect their families. But for

[2:39:43] somebody to be a public servant,

[2:39:45] to be able to give back to his

[2:39:46] church and to put so much more

[2:39:49] into his family was just so

[2:39:51] moving. And so with that, I, I

[2:39:52] want to honor him and thank him

[2:39:54] for his service to nashville

[2:39:55] and for raising those young men

[2:39:56] that will continue to leave

[2:39:58] that legacy and to leave them

[2:39:59] up in prayers as well. Thank

[2:40:47] few little words in his program,

[2:40:51] anything I could say. Jamie

[2:40:52] dewitt, isabel senior lived

[2:40:54] with purpose. He served with

[2:40:57] honor. He led with conviction.

[2:40:59] His legacy is national. His

[2:41:01] impact is enduring, and his

[2:41:02] memory is indelible and will

[2:41:04] stand as a tstament to a life

[2:43:00] dolly parton. She was a

[2:43:02] philanthropist, a businesswoman,

[2:43:05] and treasurer of nashville and

[2:43:07] the state of tennessee. MISS

[2:43:09] Parton was a child of the great

[2:43:11] smoky mountains, and her faith

[2:43:12] and love of music propelled her

[2:43:14] from those humble roots and set

[2:43:17] her towards a path of greatness

[2:43:19] and success. She was a person

[2:43:21] deeply led by her faith and

[2:43:23] guided throughout her life by a

[2:43:25] profound belief in kindness,

[2:43:28] compassion and love for all

[2:43:29] people. She openly supported

[2:43:32] the lgbtq plus community,

[2:43:34] including advocating for

[2:43:35] equality and acceptance, and

[2:43:36] stood in support for the black

[2:43:38] lives matter movement and the

[2:43:40] pursuit of racial justice,

[2:43:41] reflecting her enduring belief

[2:43:44] that every person deserves

[2:43:47] dignity, respect, and the

[2:43:49] opportunity to live freely and

[2:43:51] authentically. MISS Parton's

[2:43:52] greatest impact MAY be through

[2:43:54] her philanthropy, namely the

[2:43:56] imagination library, which sent

[2:43:57] free books to young children

[2:43:59] once a month since its founding

[2:44:03] in 1995. The nonprofit has sent

[2:44:05] 330 million books to children

[2:44:06] worldwide, and her charity

[2:44:09] efforts extended on for decades,

[2:44:10] largely without notes or credit.

[2:44:12] Her work nevertheless made a

[2:44:14] major difference in the lives

[2:44:15] of others, notably through a

[2:44:17] crucial donation to support a

[2:44:21] successful trial for a covid 19

[2:44:24] vaccine during the pandemic. It

[2:44:27] is fitting and proper for the council to recognize her

[2:44:28] life, career and legacy that

[2:44:30] will continue to inspire the

[2:44:33] creative spirit of nashville

[2:44:35] and davidson county. Dolly was

[2:44:37] a treasure that was loved

[2:44:37] throughout the world. I've

[2:44:39] gotten countless calls from

[2:44:41] people across the country

[2:44:43] asking how nashville is holding

[2:44:46] up with our collective loss,

[2:44:48] and we want to go on record

[2:44:51] that nashville will always love

[2:44:52] dolly, rebecca parton, dean.

[2:45:57] up listening to her. I tell

[2:45:59] everyone that the coat of many

[2:46:00] colors was one of my favorite

[2:46:02] songs, because it celebrates

[2:46:04] dolly's humble beginnings, but

[2:46:06] it also shows how much she

[2:46:08] loves who she is, where she

[2:46:10] came from, and how she was able

[2:46:12] to rise over it. And she made

[2:46:14] it look like, you know from

[2:46:16] that song that no matter what

[2:46:17] you're going through, you can

[2:46:18] still be happy, you can still

[2:46:20] be your bubbly self. And even

[2:46:21] though she has all those quotes

[2:46:22] that was different from

[2:46:23] everybody else that were

[2:46:25] patches, she was still able to

[2:46:27] live a very good life. That was

[2:46:28] a lesson that I learned from

[2:46:30] her, and that a lot of us was

[2:46:32] able to live with. Another

[2:46:33] lesson that I learned from

[2:46:35] dolly was the fact that she was

[2:46:37] authentically herself. She does

[2:46:39] not care what anybody thinks

[2:46:40] about her. And I think it's

[2:46:42] very, very important that you

[2:46:44] build confidence and you live

[2:46:46] your life to not be swayed by

[2:46:49] what anybody does. She was

[2:46:50] authentically herself. And the

[2:46:51] third lesson that I learned

[2:46:54] from heris that because she authentically herself,

[2:46:56] because she was who she is, she

[2:46:57] has so much confidence in

[2:46:59] herself that she was ot

[2:47:00] bothered by other people, and

[2:47:02] she was able to accept everyone

[2:47:05] for who they are. One of

[2:47:06] dolly's favorite people is

[2:47:07] doctor naji abumrad from

[2:47:09] vanderbilt, who is a muslim

[2:47:11] lebanese doctor, and she always

[2:47:13] speaks very highly of him.

[2:47:15] Dolly's name is spoken in so

[2:47:18] many spaces and she she kept

[2:47:20] above the fray. She did not,

[2:47:23] you know, make people feel

[2:47:24] uncomfortable. She she always

[2:47:26] talked about people being who

[2:47:27] they areand who they are. It's

[2:47:29] just so much love and

[2:47:30] acceptance that came from her.

[2:47:32] And I think that our life and

[2:47:34] our legacy is what's worth

[2:47:36] celebrating and one that is

[2:47:38] worth emulating and which is

[2:47:39] something that we all see after

[2:47:42] she passed away, that everybody,

[2:47:43] I don't care. Your faith, your

[2:47:45] gender, your background, your

[2:47:48] race, everybody, democrats,

[2:47:51] republican, GOD almighty, are

[2:47:54] in this space that we are with

[2:47:56] all the volatility and all the

[2:47:57] and all the hatred and

[2:47:59] everything to all to see all of

[2:48:01] us come together because of

[2:48:02] that is a life worth

[2:48:04] celebrating. And so I want to

[2:48:05] celebrate and honor the legacy

[2:48:07] of dolly parton and to thank my

[2:48:10] kids had the imagination my grandson is

[2:48:12] getting the books too. And so

[2:48:13] for everything that she did,

[2:53:23] read. We can build jobs for

[2:53:25] families where they need it. We

[2:53:27] can build maternity wards in

[2:53:29] rural counties so women don't

[2:53:31] have to travel for an hour and

[2:53:33] a half while in labor just to

[2:53:35] give birth. These are things

[2:53:38] that she did every day and so,

[2:53:39] so, so much more. So many

[2:53:41] things that we will never know.

[2:53:46] Dolly parton could have died a

[2:53:47] much more wealthy woman than

[2:53:49] she already was. She could have

[2:53:51] pulled herself up, she could

[2:53:53] have counted her pennies, and

[2:53:54] she could have been a

[2:53:56] billionaire probably many times

[2:53:58] over. And instead she shared

[2:54:00] that with all of us. So I would

[3:07:22] county that have lost their

[3:07:23] lives to overdose. And of

[3:07:24] course, many families and

[3:07:26] friends who MAY have lost their

[3:07:27] lives in other cities. But I

[3:07:29] want express my condolences

[3:07:31] to everyone who's had a loss

[3:07:35] like that. Between 20 and 2025,

[3:07:36] we had nearly 4000 suspected

[3:07:37] overdose deaths in davidson

[3:07:40] county. The opioid settlement

[3:07:41] dollars that we have coming to

[3:07:42] nashville exist because of the

[3:07:45] harm of the opioid epidemic,

[3:07:47] and that harm that has caused.

[3:07:48] And we've got really a

[3:07:49] responsibility to make sure

[3:07:51] that the dollars that we

[3:07:53] receive are used carefully,

[3:07:54] transparently, and for their

[3:07:55] intended purpose. And so the

[3:07:57] substitute before you really is

[3:07:58] substantially different than

[3:08:00] the original bill that I that I

[3:08:02] had filed, because it does not

[3:08:03] create a new steering committee,

[3:08:04] which was kind of the original

[3:08:06] vision that I had related to

[3:08:08] last term. Whenever we first

[3:08:10] started receiving funding since

[3:08:11] the original bill was filed,

[3:08:13] the mayor's also filed

[3:08:15] executive order 61, which

[3:08:17] establishes an opioid claim

[3:08:18] advisory committee. That has

[3:08:20] not been posted yet. Because I

[3:08:21] understand clark kyle here has

[3:08:24] been busy with us, but it is

[3:08:25] something that will be

[3:08:27] available and that is going to

[3:08:28] allow the administration to

[3:08:30] establish an advisory structure.

[3:08:32] And so this legislation andthe

[3:08:34] substitute focuses on

[3:08:35] specifically creating lasting

[3:08:36] accountability requirements in

[3:08:39] the metro code. The substitute

[3:08:40] requires a public plan for how

[3:08:42] these funds will be used.

[3:08:43] Transparency dashboard showing

[3:08:45] where the money is going.

[3:08:47] Disclosure of metro positions%

[3:08:48] supported by these dollars.

[3:08:49] Measurable performance

[3:08:51] indicators in an annual report

[3:08:52] to both council and the board

[3:08:54] of health. And one of the

[3:08:56] things that also does it makes

[3:08:59] clear the opioid claim funds used for opioid

[3:09:00] remediation and abatement. It

[3:09:02] can't be used for unrelated

[3:09:03] general government purposes,

[3:09:05] which is something that has

[3:09:06] happened in other cities,

[3:09:08] including in tennessee. The

[3:09:10] bill doesn't decide which

[3:09:11] program should receive funding.

[3:09:13] It simply says that for as long

[3:09:14] as nashville receives these

[3:09:16] dollars, the public should be

[3:09:17] able to see where the money

[3:09:19] went, why it went there and

[3:09:20] whether it worked. And so I

[3:27:17] subdistricts d and e, and in

[3:27:19] subdistrict a, there's just a

[3:27:21] greater setback that keeps the

[3:27:23] front part of the buildings. At

[3:27:27] eight stories under 135ft. And,

[3:27:30] and like at least 150ft back

[3:27:31] and can go a little taller than

[3:27:32] that.

[3:30:53] it was such a large area, they

[3:30:55] they wanted to learn what, what

[3:30:57] people wanted out of it and had,

[3:30:59] I don't know, a dozen good

[3:31:00] kitchen table meetings and

[3:31:02] talked to dozens of people. It

[3:31:04] was like last NOVEMBER that we.

[3:31:05] Or a little before that, maybe

[3:31:07] that we started having a lot of

[3:31:10] other meetings at the ruby in

[3:31:13] hillsborough, west end. And,

[3:31:14] you know, there's been a lot of

[3:31:17] tension about this, a lot of

[3:31:18] trepidation. It is, you know,

[3:31:20] not only are there some, you

[3:31:25] know, big. Entitlements, but

[3:31:27] and and buildings, but it is

[3:31:29] like a lot of it is going on

[3:31:31] what has been a flat surface

[3:31:32] parking lot, right? There's no

[3:31:33] building heights to compare to

[3:31:38] in existence right now, but we

[3:31:39] worked through a lot of

[3:31:41] different things. You know, the

[3:31:42] I said this earlier today, you

[3:31:44] know, vanderbilt, one of

[3:31:45] vanderbilt's mottos is dare to

[3:31:46] grow. And the neighborhood

[3:31:47] association, hillsboro west

[3:31:51] ends is preserve and protect.

[3:31:53] And so I've been working really

[3:31:54] hard to thread that needle and

[3:31:59] try to stay true to both, both

[3:32:01] creeds or mottos. And I feel

[3:32:03] like we've gotten to a good

[3:32:04] place that that there are a lot

[3:32:05] of protections offered. We've

[3:32:07] come down some in the heights,

[3:32:08] especially in feet, but, but

[3:32:11] also in stories. I think this

[3:32:13] is, you know, vanderbilt has a

[3:32:15] great concept for this

[3:32:17] innovation district. I believe

[3:32:19] that they are going to build

[3:32:20] some good stuff for the city. I

[3:32:21] think we've put some

[3:32:23] protections in place to

[3:32:25] minimize the impact. And, you

[3:32:26] know, are there going to be

[3:32:28] more cars probably, or have we

[3:32:31] put some tools in to make sure

[3:32:33] that my heavily walkable

[3:32:36] district is protected and safe?

[3:32:38] I think we have, and there are

[3:32:39] many other many other elements

[3:32:43] that we've put in there that

[3:32:45] honor the the concerns that my

[3:32:47] constituents felt throughout

[3:32:50] this process. And I feel good

[3:32:52] that we're you no, change

[3:32:54] is change is scary for many of

[3:32:56] us. And there is going to be

[3:32:57] some change. But I do think

[3:32:59] we've kind of defined some

[3:33:02] things in a sort of nebulous

[3:33:03] regulatory s p and gotten a

[3:33:05] better sense of what to expect.

[3:33:07] And, but, and I feel like we've,

[3:33:09] we've gotten to a good place

[3:33:11] and it's a 30 year project.So

[3:33:13] there will this is this is

[3:33:15] maybe the end for a little

[3:33:17] while, but will be revisited

[3:33:23] it's, it's going to be a long

[3:33:25] process and I feel positive it
