[0:00] Turn together.
[1:54] several sections which total 45 44 $44,500
[2:01] total in publishing an advertisement in this
[2:05] document number four and this is the first one and I will $18,500
[2:19] why do we have this number 18,500
[2:23] of one of many publishing and advertising sections in document four of
[2:29] our budget worksheet data which total $44,500
[2:36] and at publishing and advertising
[2:43] Can you answer that question?
[2:49] » On page three count
[3:00] is for our legal services. Anytime we have public hearings, we have public
[3:16] number
[3:20] that is worth $18,500
[3:24] and I came up with that amount based on trends of the current
[3:33] page number five.
[3:38] 01 094
[3:42] 0615
[3:45] for a total of $25,000. That particular line item as previously
[3:52] discussed is for community advertisements that um are the office.
[3:59] We have a number of local organizations, schools, different people who come in
[4:06] and want to sell ads. Um whether it's for a football program or an event that
[4:12] they're putting on and the city purchases advertisements through that.
[4:19] » And Madame Cler, we I think today discussed a possible cut in that line,
[4:25] did we not? >> Yes, sir.
[4:27] » And what was that cut? Um so that was a combin
[4:33] um from that line as well as um my version
[4:40] 4690 they total 55,000 and
[4:46] you
[4:50] $1,000
[4:58] It was a combined cut from the advertising and
[5:05] so for
[5:18] 6.5 five children and a proposed number budget for 25,000
[5:26] 55,000 and the proposed cuts that were sent out
[5:30] today I'm proposing $20,000 and bringing that to
[5:36] 75 >> so you
[5:43] can add
[5:46] together [clears throat] said about 20,000
[5:51] » wait 30,000 that would be 74,500
[6:00] and page 305,000
[6:06] podcast
[6:19] and we would have a community advertising promotions events
[6:25] etc with instead it being a total 55,000
[6:30] would be
[6:33] Okay. At normal August. >> Yes, sir. Okay.
[6:47] Okay. Um the 18,000 and the 25,000 that
[6:56] 44,500
[6:59] add 30,000 to the miscellaneous 094,000
[7:07] that is still $74,000,500
[7:17] required. to do. And so please
[7:27] um
[7:39] police department 01
[7:44] 1 0 0 455. over time pay $400,000.
[7:52] I would like to think about reducing that amount not just to $350,000
[8:01] but perhaps to 200,000 and more times needed to the board.
[8:13] Um I would like to say um madam clerk that you discuss to us
[8:19] what overtime has run in recent years. signed in from your last um this week
[8:27] and it's included in the now today. Um and over time the police department has
[8:36] been on a steady incline from fiscal year 2020. It was at 185 430
[8:43] on a steady incline to current year at 381 to 431 and that
[8:50] um with a number of staffing challenges that that have come into play um
[8:56] throughout the year. I did speak with the police chief this morning um about
[9:03] the 201
[9:25] is here this evening and so You know, if there's any question really
[9:34] the need or reasonability of being able to
[9:49] recycle and
[9:53] Okay.
[9:59] [clears throat]
[10:13] We had we can only discuss personnel matters in
[10:19] the executive session.
[10:27] on person
[10:36] because we
[10:39] get these in once we get in they turn the uniform in we help they
[10:46] might not be able to break the unifor so you can
[10:51] by a little. [clears throat]
[10:56] Now I may suggest some but you might have you might have say you have a take
[11:04] off car some super take off they might have car
[11:10] police department and stuff working
[11:15] because I understand but we're in a crush now and we got our
[11:22] gas high so had one
[11:28] before
[11:33] they had
[11:38] a hard
[11:41] about cutting uniforms and mother uniforms is
[11:48] it take a lot of money for the uniform you know like you have issues in the
[11:52] balance of the train it's all but in But there is some small way that
[12:01] you can do it. Now I don't know about back
[12:08] and I don't know what you do about the jail situation
[12:13] situation that
[12:16] I is extremely hard and I know we
[12:22] got to say but not wait
[12:29] I know we go and cut we don't waste But like I say, we don't have to start
[12:37] cutting very quiet in the city. But you know, I say and as
[12:44] you say, no one taxes, no one.
[12:55] Thank you all. I can ask you just to clarify one thing.
[12:59] I was said um yesterday that our when they take the if we're since we are
[13:07] short
[13:11] when they have the cars at home it was said last night that they have to go to
[13:15] position anyway when there's an emergency call. I just didn't think that
[13:18] was correct. Is that correct or can they go directly to
[13:22] Yeah. Um, can they go directly in that car to
[13:28] the situation? >> Yes, they can get in their car. They can
[13:32] loging service on radio
[13:36] and clock in on their phone and go straight to work or straight to power
[13:41] detail or straight to work over time. They don't have to go straight to the
[13:45] office unless they're on patrol report for their regular shift and there's not
[13:49] an emergency. And I just like what your your comment
[13:55] you you have talked about the 50,000. Do you feel like we can still maintain the
[14:00] amount of safety with that going over that like some are suggesting? Is that
[14:03] good? That's a compromise for safety and matches.
[14:06] » U the $50,000 is going to be is going to be very substantial. It's going to be
[14:11] pretty varied. If you look at what was spent in salaries and over time for this
[14:15] year was proposed for next year already shot,000
[14:24] time
[14:35] and I know I see right now in their own person God after
[14:41] our not
[14:46] personally
[14:49] there's [clears throat] an issue where personal use and it's deserved
[14:53] especially by an person I wish they would have
[14:57] » as as a former police officer
[15:04] you can't tell me about the next police department served I ran that place from
[15:09] the top and bottom and I know what they do about everything. And that's why I
[15:13] suggest about cutting uniform gas and all the rest of stuff because
[15:18] [clears throat] there is
[15:21] in the department and like I said you might not see right now but we got to do
[15:26] something on cutting back on cutting back on some s
[15:36] we have to do what we have to do I have to now my
[15:51] I can see no problem. If they need more money, but they all
[15:56] like it always ask for more money. No problem.
[16:01] We cut more money all the time. They always
[16:05] request money. That's no problem. So what's the problem cutting? And uh also
[16:12] go back to shut down.
[16:20] Okay. And uh every
[16:26] cross we cut down. We don't
[16:33] budget. There was six walks to office including
[16:40] about 18.
[16:45] [laughter]
[16:55] Can you answer that?
[17:02] » When did the number grow by three question
[17:12] we
[17:16] so add
[17:20] our board approving it? the improvements.
[17:25] So
[17:28] I'm still question
[17:35] so we got to have six more. So love.
[17:40] » So when I was question
[17:51] I don't know. I don't hire police department. I cannot answer that
[17:56] question. >> Yeah. But uh you know it come
[18:02] you should know what that budget is for the test officer. You really don't have
[18:05] to hide the face. That's your job.
[18:13] So many individuals
[18:19] have been active since
[18:35] I got another question. Yes, sir. [groaning]
[18:40] I got right here. We had this fire
[18:47] sign and 943. I got people
[18:54] only
[19:00] 13 shots with so
[19:06] » last year there were 117
[19:15] last United
[19:36] 43. Eric,
[19:39] if you take my time
[19:51] about 55 now
[19:56] uh I think last time we were approved for his 40 43 [clears throat]
[20:03] um when I started was 55 now. I I didn't know any cuts to our
[20:10] positions. Maybe this day we talk about that while you know [clears throat]
[20:15] dealing with a bunch of stuff. Oh, but I [groaning] I wasn't aware of custo
[20:37] what positions are in what vacancies are neighbor. When you all approve the
[20:43] budget, you all approve that payroll spreadsheet. So over the years, yes,
[20:48] those agencies have been blendable ways and other items and needed when the city
[20:55] doesn't want to raise. There's only so much that I can do. I'm not a magician.
[21:01] I work and provide so much within the budget with the revenues that we get to
[21:07] have. So in the past over the years and same year this year
[21:13] and maintain
[21:17] but everything is provided. >> Can I ask Chief Barington? I know that
[21:22] we had some specials in order to accommodate a range of firefighters. Uh
[21:28] you you were very clear on how many uh we needed our ship in order to keep our
[21:35] fire. And I believe there were some positions that uh were favored that said
[21:43] we probably won't help to pay for the firefighters
[21:49] salary increase in this budget. Um my question is
[21:56] with with those considerations I think those were discussed just a couple weeks
[22:00] ago. um 43 employees, 36 current plus seven
[22:07] vacancies. Does that give you enough to build the trust and meet our
[22:15] obligations? >> That is our unknown number.
[22:21] » All right. >> Yes. I was just going to clarify in our
[22:27] budget discussions for previous years what we've done is one may have not been
[22:32] able to not be able to hire us that is a place where we have cut down the number
[22:38] we have seven vacancies the likelihood of us feeling that this year it's hard
[22:42] to do and part of the reason we're giving the race is that very reason. So
[22:47] we have done that every year to make our budget feel be balanced knowing if it
[22:52] was an emergency and and heaven knows that 10 people came up to get fired. We
[22:57] were trying to move our budget around but we know it's not likely that we'll
[23:02] fill those positions. So that's where they got cut. Doesn't mean we can never
[23:06] get back up again if we can. So that that's this is what we need to keep
[23:11] those positions where we need to keep our fire. That's very important too. So
[23:18] all the point
[23:29] we got
[23:37] the budget that shows how many open spots our employees Fire world.
[23:47] That's right.
[23:54] There is a failure in that as well. [clears throat]
[24:09] and >> well
[24:15] [laughter] position.
[24:20] » I'll bring you all the budget and I explain how you all approve the budget.
[24:27] When you approve it, you will approve those positions.
[24:42] I'll say this if budget if um if budget is in need of balancing and we are so
[24:52] trying to add more positions back here would require more space.
[24:59] [clears throat] You would say that the number of
[25:03] positions shown here is uh it does mean
[25:13] um I I I would have to go back in the budget worksheets myself. It's quick.
[25:20] Uh but I do know that everything that the city presents to us ultimately will
[25:27] hold to make the final decisions and any decisions last year would have been made
[25:33] also with the fire
[25:39] but right now
[25:44] we need to do that every month every month at 5:00 before uh for the last
[25:50] week the last week.
[25:55] Thank you Davis.
[26:00] And I do agree what was just said that needs to happen
[26:04] because this is
[26:09] this is um having those meetings where we come in
[26:16] and have discussions like many years ago. We um got that. So that's a key
[26:22] word totally a part of the process. So you have to shift as much paper to go
[26:28] from one draft to the other and we do a lot of shift paper and yes I do
[26:32] understand how what she has has done in but we can change that trajectory and
[26:40] move forward session. However I want to get back to the police department and
[26:48] the same thing that happened there. the amount of vacancies.
[26:53] But what I want to share that when you look at the information that she had
[26:56] given us overtime that was our bonds that had supplemented
[27:02] because it was 200,000 and then um maybe 150 180,000 but I know for the last
[27:11] three to four years we received the offer funds that was what we did with
[27:15] the money person over time and so that's why we have that increase in overtime
[27:21] money is [clears throat] because of the opera loans. If it had not been there,
[27:26] we wouldn't have weed to place that money and fire in his police department.
[27:32] So that's why you have that substantial amount, but you increase it
[27:38] from [clears throat] 200,000 to 400,000. We've got to look at whether or not
[27:45] those four slots, whether or not that's going to be easily
[27:49] for those officers that we can increase that number back up to whether or not
[27:54] that's available. So, a lot has to be taken under
[27:58] consideration [clears throat] when we look at this one, guys.
[28:04] um over time. Got to have people, got to have training. Um got to put people in
[28:11] those positions to keep us safe in the city.
[28:15] And um I do agree we need to look at some but [clears throat] we also have to
[28:21] keep those things in mind. Safety comes first.
[28:25] And the problem uh the police has just explained that we
[28:31] have already exceeded the budget this year. Look at last year. Uh we're having
[28:39] to work on time because we have a lot and we do have uh we have more officers
[28:48] on the street now than we had in a number of years. We still don't have and
[28:53] that actually is true. Um, it's been pretty
[29:00] and our shows that that's why we're having
[29:04] so many brought so many people back
[29:10] and officers into the police department. We're having uniform. We're having
[29:14] training. We're having to get cars. We're also happy to get uh firearms.
[29:20] We're happy to get a little bit of that. There are increases in this budget. Uh
[29:25] the numbers not a lot, but I will say this 400,000 of what was budgeted. I
[29:32] know and it was definitely it was actually my recommendation this morning
[29:36] that we cut that to 350,000. I uh I know that if we uh budgeted less
[29:44] than that well he can always come in and ask more. Well, this is the thing. We
[29:48] had to budget and the year we have to stick to that budget. Then if we mid
[29:55] year change that at that time we have to decide well where are we going to take
[30:00] that additional money uh what are we going to rob in order to move it over to
[30:07] and then that becomes very difficult because this is such [clears throat] a
[30:10] time budget. We may not have another area that we can quote a job from in
[30:17] order to pay the overtime. Your time has to be paid by federal law as we've
[30:21] ascertained in past meetings. Um that the officer works over time. They have
[30:28] to be paid that over [snorts]
[30:33] and we don't. So I would support 300. Uh I think we go lower than that. uh we
[30:41] could end up with some partic
[30:55] but where we want to then go for 100,000 because this budget is really high and I
[31:03] wouldn't want to be in that scenario of then having 500,000
[31:10] We want officers. We want them working to keep our community safe. As you said,
[31:17] he comes exc
[31:34] what what has happened to you. You just stepping into this. you and this is
[31:40] nothing I say whatever I say it's not a reflection on you because I do believe
[31:48] that I believe you're going to do the right
[31:51] so I'm not talking so this is not reflection what I'm going to say to say
[31:57] I told you disagree with you by the police department the police department
[32:02] is not of the staff of the staff is 55 people and we don't have 55
[32:08] on the national police department
[32:13] but we don't have 50 police officer
[32:34] a sergeant a lieutenarian and four or five that would be called
[32:41] staff but we not staff but we want to get on the staff because public safety
[32:47] is very important and and I'm saf
[32:55] cuz it's not about it's not about it's not about all it's about what all is
[33:01] going to do for a city national that's what it's all about and we
[33:05] [clears throat] going to do the best we can for each and every offic cuz at the
[33:10] end of the day we want the national police department and national fire
[33:15] department. We want them to be A1 but I'm not going to sit up here and
[33:20] snowball the public and and say a Amen. That's I'm not that type of person. I'm
[33:26] telling you and like I said some people but it's the truth.
[33:31] It's truth and I'm going to give the truth. And I think that these
[33:36] gentlemen, the five sheep, the police, they got one hell job here. And what
[33:42] they need, they need more
[33:53] officer positions and we're currently budgeted for 37.
[33:57] » Thank you. But $37.
[34:02] 55 is what we need. Yeah, but you got to have 525
[34:10] every
[34:17] 55 police officer.
[34:33] I I just want to always celebrate progress and we do have more officers on
[34:39] the street right now.
[34:44] We can get those officers later. Uh we I I know for a fact that people in our
[34:49] community feel safer. They don't suffer and it's just great to see the officers
[34:55] out and working hard to make sure we
[34:59] support. Yes. All right. We currently have 37
[35:05] certified officers.
[35:10] All right. >> [clears throat]
[35:11] » We were we were by protect
[35:18] certified officers significantly more than we have and
[35:25] we're trying what we're trying to
[35:43] First of all, you can't say I said you got that investigation. We got cold
[35:51] case. We need we need we need to investigate. We don't need two or three
[35:55] investigator. We need investigation. We got the traffic department. We need a
[36:03] bad day. You put two controls up there and
[36:08] you have two hotel.
[36:25] [clears throat]
[36:31] And I want I want to say we are in this in this budget we are budgeting for 57
[36:37] employees 54 fulltime slots and three parttime
[36:44] slots. I will say also this is why having adequate money for overtime is so
[36:50] important because with 371 officials obviously there are numerous times when
[36:59] you have officers having time in order to keep adequate number of officers on
[37:04] the street uh but these are challenging conversations I think we need to move on
[37:11] we uh we bar
[37:17] 001
[37:20] 0690. Uh there's never been anything in
[37:24] miscellaneous. Now there's 5,000 for miscellaneous
[37:30] page 600100
[37:37] 6900 is actually
[37:46] requested 1000691
[37:57] is 5,000 that's the one above that is a zero that is
[38:07] » okay thank Okay.
[38:08] » Okay. Chief, uh, Matthew, the old time with the police gave 400,000 and our
[38:17] fire department 50,000 estimated 17,000.
[38:24] » Well, we have to look back and see what has over time been running for the fire
[38:29] department.
[38:36] We have the
[38:40] information
[38:51] that 001-160-460.
[38:57] We don't have the prior years.
[39:02] Excuse me. on 2011 160-455. We did have the science and they went
[39:12] hospital and the unspent salaries from those
[39:17] vacancies help
[39:23] [snorts] in previous years it was
[39:28] there [clears throat] wasn't anything last year before 50,000 the year before
[39:32] that 1,000 2 and the year before that 46
[39:41] So it appears that we have not been running over.
[39:46] Uh Chief Arington, [clears throat] you believe that you have been budgeted
[39:50] accurately for your
[39:55] I'm not familiar with the accounting practices. Um it was my understanding
[40:00] that they weren't using uh salary positions to pay over time. So
[40:06] according to my uh budget status and things that I can see, we have never
[40:12] gone over it. And that's actually something that I brought up before and
[40:17] then moving forward. We were working on making sure
[40:22] as I said
[40:32] » thank you. Okay. >> Uh any further
[40:38] » yes?
[40:47] [snorts]
[40:55] Yes. Uh let's see that is
[41:04] Under miscellaneous, we have anything under miscellaneous
[41:08] number 101-0000-353
[41:13] Arizona proposed and um $15,000
[41:21] that is revenue that is from Mississippi grant um that is for application
[41:31] It was going towards painting for the new signs
[41:37] along the trail.
[41:42] » Okay. Well, then what is the $35,000 miscellaneous 101-56-9?
[41:51] » That is the expense of that. We added $15,000.
[41:57] We did something match to that custody and all that is
[42:08] number on page 25.
[42:13] Okay. 25. Yes. 21
[42:27] under the RA workforce initiative 2022 fund
[42:33] um
[42:36] what has been proposed and budgeted is is $12,000
[42:41] which is the grant for [clears throat] tomorrow
[42:45] overse This is for April 13th, 2027.
[42:50] And again, I want to reiterate, as we said before, as I said before, there are
[42:56] there's only $26,000 left in that particular um grant that is
[43:03] only to be used for the building trace program. And whoever whatever this
[43:08] 24,000 is in here, it was not on um draft number three. It was only the
[43:16] 12,000 that should be here. There's another 24,000
[43:20] » that was increased because of the instructors and the security contracts
[43:25] with this board also that
[43:34] just to be clear it is not um added to this um
[43:40] shall be
[43:50] All in all, do you have further questions?
[43:54] » I'm just going to say >> I'm just going to say we did approve
[43:58] that. However, we're not being given all the information. I can't recall exactly
[44:05] what we approve for security and and but that should be
[44:12] explain where these funings are coming from okay
[44:17] moving forward that's what we so that we just samp
[44:22] I'm not contracting that information I'm just trying
[44:29] » and as program.
[44:35] That's why
[44:55] I want to say this was your request. and it's being paid for.
[45:03] » Okay, thank you. Do we have any further discussion?
[45:15] » Um, I have a question.
[45:22] So, community development. >> Yes, ma'am.
[45:33] 24
[45:37] [snorts]
[45:41] that fund begins on page 24
[45:48] is $25,000.
[45:54] Thank you all. discussion.
[46:06] [snorts] Okay. While you're looking at that, I
[46:09] want to say we have discussed now uh as of last night we were around 7,000
[46:16] margin which was really tight. I said a thin margin. Well, we discussed $50,000
[46:24] in police over time.
[46:28] Uh $20,000 community advertising promotions
[46:33] defense. Uh and then uh also let's see and then the current proposed
[46:42] ending balance of 3823. I think we have uh freedom here. Uh, I would say just
[46:51] round up about 75 75,000. That's a whole lot better than 7,000.
[46:57] So, we've had a lot of improvement since last month. Um, and and we think this
[47:05] budget has been off [clears throat] every year going back as far as I can go
[47:10] back and and we know sometimes on very thin margins. Um I I I feel much better
[47:20] that we are looking at around 75,000 than the other ones we were looking at
[47:27] but we still have some personnel decisions to be made. It's a
[47:34] lengthy process. Uh is it the desire of the board to have more session executive
[47:42] session?
[47:46] at this time
[47:54] by tomorrow. I need to thank you all
[48:01] uh chief and [clears throat] can we have an answer for Davis on this in front of
[48:09] the board? Um we don't have a board meeting tomorrow but that can be
[48:13] provided by email to board members. Um I believe the question is can we explain
[48:21] how we are showing non detention officers [clears throat]
[48:28] and we don't have
[48:32] » any
[48:38] I will say uh I want to say this Davis um that might be a time I that we
[48:47] actually have to pay because there's been so much
[48:55] behind right now and
[49:01] I can summarize today you're asking why there are nine detention officers
[49:06] instead of three because we have to keep someone in
[49:10] booking booking runs 24 hours a day and everyone that comes into our jail that
[49:15] gets booked has to stay has to be transported to Highway 15.
[49:19] » [snorts] >> that person if we only had one person in
[49:21] the jail that person cannot leave the jail to transport the person back then
[49:27] book session or we run into my office radio talking about the other night and
[49:32] Bill where no one was there to answer the phone or answer questions and
[49:36] booking leave the booking station I'm as far as
[49:41] nine slots instead of three that was
[49:47] okay If not
[49:50] all
[49:57] day,
[50:04] that's how we stoact.
[50:18] with booking having an officer in booking having transport people back and
[50:22] forth 15 one person running for people back there today is substantial that we
[50:29] do have [clears throat] to okay well we learn with your assistance
[50:38] that back down
[50:47] Okay, we uh we can't understand what he track down
[51:02] the jail
[51:07] because uh the jail we have a number of issues in the jail
[51:15] uh prison prison [clears throat] and stuff and to be honest uh see the
[51:21] national park that building because they all pass out and they spend I think
[51:28] about $400,000 48 doing that building but it wasn't
[51:34] equipped to be a jail and that's why it
[51:42] was now what they have Now they just got a
[51:47] holding facility. So what they do, they bring the prison in, they hook him in,
[51:52] process him in, and try to get our son's father. But they got a felony, they
[51:58] absolutely had to keep that prison. But like I say, um if we keep in we loses
[52:07] because the place itself is not really attention. Also, it was chosen because
[52:15] we uh uh we had issues with lot of people with mental illness and we
[52:20] managed to have kids there too. But uh now that they got that they bring
[52:27] processing track
[52:35] and he got last uh because during court time you have
[52:43] that guy from the church and one day I go to church they got sick and went to
[52:50] the church and do out of church whatever Whatever he had to do, he send them back
[52:54] to the jail. If they have process, if they process their trans
[53:04] and sometime the communication between they might
[53:12] take hours, they might stay.
[53:20] But like I say, uh vegetation like I say it really don't all
[53:30] three. [clears throat] That's all you had to do. But on any
[53:35] other day you working you working all time as you say you got to train up and
[53:41] and nowadays you got train you don't need more than one train you don't need
[53:46] two because I said but I say this is a process that she going to work out they
[53:54] had three I don't [sighs] I
[53:59] don't know whether or not but I'm quite sure you
[54:03] come over and not
[54:08] because the way things going down and the way things
[54:14] got to work in hand. So it's very possible that he might
[54:20] need some money whatever but we got to do that and we
[54:25] got some we got to get from these too. But I can I say I'm say it again.
[54:32] You got one hell of a job
[54:36] and we got all you know
[54:43] off but as I said it's not about getting off. It's about citizen.
[54:53] And I just want to say I continue to young.
[54:58] You going to continue to do it. But I'll say that you going to have support of
[55:04] this. Whatever you need over time, whatever.
[55:09] We got to come back and we have to come back to you and say, "Hey, we might find
[55:15] this money from somebody." I think they might say
[55:22] good. So you know
[55:28] thank you all
[55:32] just before I go to the next one.
[55:37] I guess I guess you those
[55:42] nine spots that will generate more money into the
[55:48] general fund. So um but um item or I'm sorry fun
[55:55] number 00100522
[56:00] on housing. I did ask the last one I think to uh investigate the cost the
[56:08] legal cost of us paying eggs in parish where the state of Louisiana charges $30
[56:20] $35.
[56:25] $35.
[56:30] » But he was paying 35 in the state of Louisiana overall charges $30 per day
[56:36] for inmate. >> You said that the Mississippi max was 30
[56:41] or $32, but Louisiana is charging us 35. Now though, Mississippi, the county, the
[56:48] counties that house municipal inmates charge $25 per day up to 30 days. After
[56:55] that, it goes up. But the state of Louisiana
[57:00] charges $30 per day for inmates, but we're being charged $35 for the
[57:07] community to have inmates from Mississippi.
[57:11] » I thought that was 35. No, I didn't ask you to look into why
[57:18] » what we do. We try to have when we arrest them on the fing if they stay in
[57:23] jail, we try to get their preliminary [clears throat] hearing
[57:27] schedule as soon as possible to get them bound over to the actionary
[57:32] that takes them off documents. So there we try not to have them there in a
[57:38] substantial amount of time. Give them number and offer.
[57:42] » No, I understand that. Did you investigate why there's a discrepancy in
[57:47] the state of Louisiana? >> Yes, I thought you
[57:52] and I discussed this already and this
[57:57] » okay thank you. Let me just say this. Uh, and I'm not a
[58:04] lot of people at all. Let me just say this. Uh, and
[58:10] I'm not I'm not the sh everybody. What the citizens need what
[58:20] the citizens need in a county after county. We need a municipal complex
[58:28] whereby we have sheriff department court system everything like that here
[58:34] and detail. This this like I said this is what we
[58:38] need in this part of the state because we can also we can calculate all the
[58:46] other surrounding AC if we have complex we won't have any across the river
[58:55] we can have our own facility we need this complex
[59:01] and and that's complex jail court system
[59:07] that you need in the county and we won't have to travel with you
[59:15] or whoever they got. That's what we need for this conflict and I think that
[59:22] should be a discussion between city of next and the board supervisor. I agree
[59:28] with you. I agree with you and I've been talking to Sheriff Pat about some
[59:32] strategies and I really would like to see this accomplished. Uh for one thing
[59:39] um it is not just a problem for us here in matches but other [clears throat]
[59:45] municipalities in the southwest region being that the only facility we have on
[59:53] this side of the river is um you realize formate crews that work
[59:59] in public we're having early morning
[1:00:05] and it would be so much better if we had a facility here and we've been funded by
[1:00:11] also housing statements. So [clears throat]
[1:00:14] thank you all for always good on Saturday
[1:00:30] [clears throat] on Facebook, whatever. But I really
[1:00:34] don't care. I'm telling you the truth. The truth don't set you free. Because
[1:00:40] like I said, say again, this board is a business of the city and county. What we
[1:00:47] do for the city, I think it's I think we can go without taxes. Uh it's just uh it
[1:00:53] is a matter of making sure that you have entities be it counts in other cities in
[1:00:59] the state of Mississippi that will pay a per
[1:01:04] charge to that facility to help find
[1:01:16] some more discussion executive session to finalize some decisions of personnel
[1:01:22] matters and compensation. We haven't fully gotten that agreed to. I'd like to
[1:01:29] entertain that motion to go into close termination
[1:01:34] executive session. Motion has been made by all
[1:01:40] discussion question.
[1:01:45] Hi all here. We'll have our information here.
[1:01:51] Um I know we've already had we had more decisions today. Uh so Mr. Attorney in
[1:02:00] order to have this session to discuss personal matters compensation is this
[1:02:07] definition.
[1:02:12] » Yes. personal matters.
[1:02:20] All right. Thank you so much. I'll entertain a motion to adjourn the
[1:02:25] determination. All
[1:02:29] that motion second motion in the motion by saying I
[1:02:37] have carries. Now we are back in regular session.
[1:02:42] entertain motion session for the reasons that we all make
[1:02:53] that motion all say
[1:03:01] we now session uh a lot of people stop at this
[1:03:06] moment will resume when we come back this has been a very specialized me in
[1:03:13] these sessions that these are our study meetings. Um I I am hopeful that when we
[1:03:20] come back we can make some final decisions and then be ready for the
[1:03:24] meeting when we have to approve. Thanks everyone
[1:03:30] for the good stuff. [clears throat]
