[7:14] assistance with that. We have in front of you ordinance 65 uh 685 AC updating

[7:20] the city's adoption of the California Fire Code to the 2025 edition. With

[7:24] that, I'll turn it over to Mr. Curtis Markoff.

[7:27] » Good evening, Mayor and Council. As uh city manager Martinez mentioned, my name

[7:31] is Curtis Markoff. I'm the assistant fire marsh for Sanino County Fire

[7:33] Protection District. So today I have in front of you the 2025 California fire

[7:38] code adoption with our amendments. Next slide.

[7:42] The state building standards commission publishes the California fire code every

[7:45] 3 years. It contains regulations that pertain to fire safe building standards

[7:50] and becomes effective throughout California 180 days after publication.

[7:54] Sanino County Fire Ordinance 26-02 was adopted as amended on May 19th, 2026 by

[8:00] the board of directors of the Sanino County Fire Protection District. After

[8:04] adoption, cities must ratify the ordinance to an official action such as

[8:08] tonight for it to become effective. Next slide. Pursuant to health and safety

[8:12] code section 13869 and government code section 500022,

[8:18] the San County Fire Protection District may adopt by reference the 2025 edition

[8:22] of the California Fire Code and may also make local amendments as necessary based

[8:26] on local climatic, geological, or topographical conditions. Significant

[8:31] amendments to the 2025 edition of the California Fire Code that are included

[8:34] in the adoption adopted ordinance based on local climatic geological or

[8:39] topographical conditions include additional operational permits for

[8:43] battery storage which that's a carryover from the 2022 code. Commercial cooking

[8:47] operations, commercial storage of pallets, again both of those are

[8:50] carryovers from the 2022 code. additional construction permits for

[8:54] electrified security fences, plant extraction systems, smoke control and

[8:58] exhaust systems, refrigeration systems, and dust collection.

[9:02] Uh we updated the mandated font size for building addresses as visible from the

[9:07] street based on the size size of the building which again 2022 code.

[9:12] clarified requirements regarding water fire flow when building a structure and

[9:16] the spacing of fire hydrants in commercial industrial and multif family

[9:19] developments and amended the requirements for mechanically operated

[9:22] security gates to require exit loops to be installed at all fire access gates

[9:27] and required infrared automatic gate system for all new and existing

[9:30] electrically operated gates. We adopted appendix P of the fire code

[9:36] to provide codes for temporary haunted houses, ghost walks, and similar

[9:39] amusement uses. And our biggest one is we increase the penalties for the

[9:42] transportation and storage of danger from $1,250

[9:46] to a max penalty of $15,000. >> Nuts.

[9:54] » So, real quick, I'd like to just add to that there are three amendments to the

[9:57] code that we've historically uh utilized is for local uh because of our local

[10:03] geography. The three areas are talking about the adopting the defaulting to the

[10:09] California building code for certain occupancies instead of 5,000 to 12,000

[10:14] square ft. The next piece is the surfaces for driveway services. We do

[10:19] have an exhibit that we have part of the ordinance that we'll be including in

[10:22] there that basically it's a carryover from last time. And then just for

[10:25] clarification, there were some questions about the address identification. I need

[10:29] updated to make it more clear just to ensure that our building code currently

[10:33] requires there be address identificators but they're not required to be

[10:38] illuminated and so not so we're going to we as part of the building code our

[10:42] current building code we do require address identification. So uh as part of

[10:46] this code we're just going to remove the illumination part. So those are the

[10:50] three same amendments that we are carrying over from last year or last

[10:54] three years ago. Correct. Any

[11:00] questions by council? >> Yeah. Can you can we go back to do you

[11:03] have to have does this cost to the if so if I'm building a building these are

[11:07] extra costs that I'm going to have to acquire

[11:09] » on what what is >> go back to like the it's like dust

[11:12] » oh the dust collection systems. >> Yeah.

[11:14] » So like a woodworking uh shop uh we require them have permit. So we come in

[11:19] yearly do an annual inspection make sure the dust operation process is working

[11:23] properly. So if you're if you have a woodworking shop, you don't have just

[11:27] dust going all over the place.

[11:31] » Have a desk. >> Correct. And it's a dust collection

[11:34] permit fee. So that that that it that has it pays for our time to come

[11:40] out there and inspect the system to make sure it is sucking the dust out like it

[11:44] should. Same thing with the plant extraction

[11:47] system with >> Is this just California or is this both

[11:50] sides? Arizona also does. Honestly, I do not know what Arizona does.

[11:54] » So, it's the same thing with the cannabis extraction systems. We require

[11:57] an additional permit for that. So, we come in yearly to make sure that the

[12:01] extraction system hasn't changed. It still meets the approved plans

[12:05] submitted.

[12:12] I >> I have a question. Yes, sir. On the dust

[12:13] collection, >> um is that supposed to be contained or

[12:17] can it shoot out the top? >> No, it's all contained in the bag. All

[12:20] » contained. Okay. Correct.

[12:27] This is California code, right? Like so >> add to this. We can't eliminate any of

[12:34] it. >> So those are amendments that we put in

[12:37] place. Those ones that I uh specifically discussed. Those are amendments that we

[12:41] put in. So those aren't ones that the California code requires.

[12:44] » We require them. >> So just for clarification, we belong. So

[12:48] the city does not pay for fire services. the we are part of the fire district. So

[12:53] by being part of fire district we default to the amendments in this code

[12:59] and so basically it's we've done review of having a fire department. it's not

[13:03] economical for the city and so it makes more sense to be part of the fire

[13:07] district and we've been great partners with the fire district uh since I've

[13:11] been here last time but it's saved significant uh so yes there might be

[13:16] some additional cost to business owners but at given the day there is a savings

[13:20] to the city by being part of the fire district and in the event where those

[13:24] large fires do take place they're able to bring in the big guns from down the

[13:28] hill to take like you did two uh three years ago now July so It is economically

[13:34] does make sense for the big global picture to be part of the fire district

[13:38] and we we uh appreciate their services tremendously because they do help us.

[13:46] And with this just for clarification this is just the first reading. There'll

[13:50] be a second reading at the next city council on September 8th. So the goal is

[13:53] to have a public hearing at that point in time and then uh then we'll move to

[13:58] adoption. >> Do we have fees on all these?

[14:01] » We do have a fee schedule. I I was not prepared to have fees, but I can get

[14:04] that for you. >> I could email that to Mr. Martinez.

[14:11] » Cost people. >> Is this dust collection just for

[14:14] commercial properties? >> Just for commercial woodworking

[14:17] operations >> because you don't want to breathe that.

[14:22] » Correct. The dust when it's atomized, it catches fire a lot easier than

[15:40] plan update. City manager. >> Yes, madame mayor, members of the board,

[15:44] in front of you. We have a housing authority update. There was a audit that

[15:49] took place in fiscal year 2024, two years ago. And the results of that we

[15:53] received a letter April 29th uh 2026 of this year. It received an overall score

[15:59] of 53 out of 100. Uh the financial when we assumed the housing authority in 2023

[16:07] basically at that point in time we were still figuring out what needed to be

[16:10] done at the housing authority because the city at that point in time did not

[16:14] manage the housing authority and we took it over. At that point in time, audits

[16:18] were a big issue with the uh with the uh HUD with HUD, but that is no longer a

[16:24] problem. So, we actually got 25 out of 25 with our financial audit. But the

[16:30] physical inspection that took place, we got 22 out of 40. The reason why we got

[16:34] 22 out of 40, there was a new inspection criteria that was installed between 2023

[16:39] and 2024. And so, our folks are now trained up to understand what that looks

[16:44] like. We've also hired an outside firm to come in and assist us to be able to

[16:47] do those inspection. We've already had a pre-insspection and so we we are

[16:52] prepared for our August 25th inspection that's going to take place in a couple

[16:56] weeks. And then from a management perspective that they don't like it, the

[17:00] HUD doesn't like it when there's vacant units. When we assume the housing

[17:04] authority at that point in time, we had to do some cleanup of the units. Not

[17:07] only that, we had to hold people accountable for their leases. So there

[17:10] was a lot of moving parts, people being removed from the housing authority

[17:15] because they weren't uh holding up to their end of the bargain. And so that

[17:18] point in time, we had to move people around. Uh if someone was a three people

[17:23] were living in a twobedroom or two people living in a three-bedroom, we

[17:26] have to put them to their unit size. And so we went ahead and did that. Anytime

[17:30] we move people move units, what we do is we take that time to upgrade those

[17:35] units. put in new cabinets, put in new uh new uh stoves, put in uh remove some

[17:41] mold when necessary. So, we we take that opportunity to upgrade those units. So,

[17:46] uh we had learned a process called modernization. We have to do a report

[17:50] submitted to HUD. As long as we do that report, they're aware that we're not

[17:54] just sitting on those units. And so, that's important. And then finally, with

[17:57] the capital fund draw down, um the finance department wasn't aware that

[18:01] we're required to draw down the capital funds. uh as you're aware, we've spent

[18:06] all those capital funds. We figured out how to draw them down, but at that point

[18:09] in time in 2024 when we did the audit, we weren't able to do that. Uh and so we

[18:14] did have a 4-day remote assessment that took place mid July. At that point in

[18:19] time, they were very happy with the progress housing authority has made.

[18:24] They can see a difference from before, but still they have to go through the

[18:27] process and do these assessments. And so all all individuals, staff and

[18:32] representative, the housing authority were uh were interviewed and so we're

[18:36] waiting for their determination. Uh they'll provide us an assessment and

[18:39] findings how we're going to move forward with our recovery plan. That being said,

[18:44] all those three areas have been addressed. Uh this evening is just an

[18:48] informationformational item that recommends that you receive

[18:53] and file this report and we look forward to our audit coming at the end of the

[18:58] month. I'll report how that goes. >> Thank you.

[19:02] » So, this question, >> we're just bringing up this report to

[19:06] close it to get a new report in August. They'll update us with where we are

[19:09] currently. >> Correct. And so, currently, they've

[19:11] confirmed that the capital plan is not an issue. They still we're we're

[19:15] averaging four to five units a year uh in vacancies because that we're we're

[19:19] currently upgrading them. And so, any point in time, we've got people moving

[19:23] out, moving people in. So there's there's a every unit that's able to be

[19:28] uh utilized is being utilized. The goal is to have 100% occupancy, right? That

[19:32] is the goal. But at the same time, we got to make sure that people have the

[19:35] stoves and uh the cabinets and everything that's required. Again, this

[19:39] is separate from general fund. This is all funded by the housing authority by

[19:43] HUD. And so none of this is a none of this is a coming out of general fund. I

[19:48] want to make sure that that's clear. you as the board of commissioners of the

[19:52] housing authority, it's my responsibility to report this out to

[19:55] you. It did go to the housing commission just recently. The reason we got this

[19:59] report in April, the assessment happened in July. We've had this on the agenda at

[20:03] the housing commission for the last few months, but we haven't been able to have

[20:06] quorum, but now it's coming to you once it's come to them. That's just the

[20:10] process how that works. So, we're looking forward to our inspection come

[20:13] up. Yeah, so far so good. I would just like to just remind some

[20:19] people too that uh we took this over almost four years ago. I think it was

[20:26] when I came on to council and it was uh in bad shape as far as the way it was

[20:31] being ran and we were going to lose it. So when the city took it over it was to

[20:37] save it and all the things that has been done to it has been to make it better.

[20:44] So I know when you hear that we didn't our score is bad, our score is not up to

[20:50] 100, it's we've been learning as we're going because and we were so far in the

[20:57] rears on maintenance and all the things that had been done. So technically it's

[21:02] a win for us that you know we've actually got a score instead of it being

[21:06] negative like it has been. And so I just wanted to make sure that I did throw

[21:10] that out there uh on public record that even though it sounds like score is not

[21:16] great, it's definitely better than what it was before RIA took it over.

[23:08] account. We took uh we we set aside the operational funds that were able to and

[23:13] we take them and invest them into an account that basically allows us it's an

[23:18] investment portfolio. We're able to make 3.81% on our money. And so at that point

[23:23] in time, uh here's your report that basically outlines that currently the

[23:27] Fed has not gone up or down with interest rates. It remains steady. And

[23:32] so we continue to make money on our money um here at the city of Neles for

[23:36] for the housing authority, the MQA and also the city of Ne.

[24:14] are good numbers that we have? Um >> maximizing and utilizing it to the best

[24:21] of our ability as a city since it's somewhat new or for us. So just kind of

[24:26] wanted to update on that. Well, I I think with that respect, um I would

[24:31] defer to the city treasurer. This is her area. She's over the investments. Um and

[24:36] so she would make the decisions regarding that. Um any professional

[24:40] opinion I have with that I would relay to the city manager to her on the

[24:44] investments. No offense, but that's for me that's the

[24:48] proper channel of you know if I had any recommendations or opinions on that. Uh

[24:54] do I think uh the investments are good? They are safe investments. the city

[24:58] investing in the state la is a safe investment. It's a good investment. Um I

[25:02] believe the returns are good with that as well. Um you do realize that I am

[25:08] fairly new to the city as well. So I am still learning the city if policies

[25:13] everything in that regard. Uh and so I would hazard to say that for me this is

[25:19] an approval from my side if if that helps.

[25:24] Additionally, ease of administration in the event where say we have to call on

[25:28] the money for whatever reason and pull it out of the account. It's it's ease of

[25:32] administration be able to make the withdrawal and so it's not tied up. We

[25:36] don't have to liquidate it so to speak. So it already there's an within 24 hours

[25:41] we're able to liquidate those funds and utilize them in the event that we need

[27:51] dollars towards our payment management plan. These are dollars that we receive

[27:55] as a sales tax uh through the county. that there's a bond in uh November. So,

[28:01] you'd be seeing that on the ballot. But at this point in time, every our

[28:04] five-year capital plan will be investing into these areas uh which is our next

[28:08] phase. And if your streets on there, you do not have a conflict because at this

[28:12] point in time, this impacts everybody in the city. So, don't worry about having

[28:16] to conflict yourself out. But the city's required to submit a five-year capital

[28:20] improvements plan to SPCTA annually by September 1st in order to continue the

[28:25] measure I funding. It's a pass through account. We're looking at about $940,000

[28:30] in revenue over the next five years. The the plan, so we continue to utilize it

[28:35] through our adopted pavement management plan, which we set aside to about $2

[28:39] million a year. It helps soften that $2 million that we set aside every year.

[28:44] Instead of general fund dollars going into it, we're able to utilize. Go to

[28:48] the next slide. Um, and here's the alternates that's also being proposed.

[28:52] Again, in the event we're able to utilize the first TR dollars, we'll be

[28:56] able to utilize it with the alternative uh measure I revenues will continue to

[29:00] support the city's pavement management program as we move forward with the

[29:04] additional streets. Our staff recommendation is to adopt this

[29:08] resolution to be able to move forward with implementing this plan for our next

[30:18] you see that the US Senate has this on their plate, but we wanted to get ahead

[30:22] of it right now at this point in time, uh the federal petition to request a

[30:27] time change from Pacific time to uh mountain time zone. And so basically, we

[30:33] have found based on the research that we've received uh from uh one of the

[30:38] council members, she had us reach out to West Glendover, Nevada. uh they in 1999

[30:44] successfully partnered up with Utah being a state Nevada and so basically as

[30:50] a result of having to show convenience of commerce there's public hearings that

[30:54] have to take place and get letters of support and we would lobby uh US

[30:58] Department of Transportation be able to uh make this adjustment for economic

[31:03] transportation workforce healthcare tourism uh I think uh Neos Unified

[31:08] School District even has their schools in Parker stay on Arizona time So, this

[31:12] would just be able to keep us uh you know, not have to change the clocks year

[31:17] round and stay on a common time zone with everybody else. So, we'll continue

[31:22] to monitor the federal legislation. I guess again hopefully they act quicker

[31:26] than our support is, but tonight I just need you all to approve me to be able to

[31:31] move forward with preparing and submitting a petition uh to take the

[31:35] necessary administrative actions. This is something that was talked about in

[31:38] 2022 and 2023. And so in 2022, you said you'd like to be able to do this. Uh we

[31:45] worked uh at that point in time, we weren't able to find the the pathway

[31:49] forward, but we now have the pathway forward. So we know to be able to do

[31:53] that now. So again, it's uh we're just seeking authorization. This action

[31:58] design tonight will not change our clocks, just FYI. So it does not mean

[33:35] this is the council action requested approving ordinance number 686 AC

[33:40] amending chapter 14 article one of the needles municipal code by adding section

[33:46] 1421 sale of cra of cratom prohibited. Um the

[33:52] benefits is protecting public health, addresses the sale and unregulated uh

[33:58] cratom products, provides clear local enforcement authority, aligns needles

[34:03] with other California communities that adopted similar uh ordinances.

[34:16] Um what the ordinance does proposed municipal code section 1421 prohibits

[34:22] sale offered for sale advertisement for sale distribution possession with intent

[34:28] to sell. Exemptions personal possession and use without intent to sell. Medical

[34:34] research. Academic research. Scientific research. Enforcement. Criminal

[34:39] remedies. Civil reme civil remedies. administrative res. This ordinance is

[34:46] intended to protect public health, safety, and welfare by prohibiting the

[34:51] commercial tail freedom of products while providing clear enforcement

[34:55] authority for the city of New.

[35:30] uh alkaloids that may produce stimulant and o like effects. The products are

[35:36] commonly sold without standardized manufacturing label and or dosage

[35:42] which is extremely dangerous. Reported health concerns include dependence and

[35:47] withdrawal, respiratory depression, liver toxicity, seizures,

[35:51] hallucinations. Uh several California cities have

[35:55] already prohibited the commercial sales of cratom. Um if you look at some of the

[36:00] items here, it comes in multiple forms. You can get it as powder. You can get it

[36:05] in a pill form. Gummies if you will and liquid form.

[36:19] » One of the things is that theratom there's no um there's no universal

[36:24] standard of dose in any of this stuff that's sold at gas stations or these

[36:28] supplements. And um and this does not this does not prohibit

[36:34] people from possessing it. If you get it somewhere and you're using that's on

[36:39] you. >> Correct.

[36:40] » Uh it's just that we're not going to allow it to be sold in our city. You can

[36:44] go wherever you want. You whatever they do, however they get it. It's just that

[36:49] it's not going to be here because it's available to children.

[36:52] » Yes. >> And so that I think is, you know, one of

[36:55] the main things behind this. What the council action requests is

[37:01] approve ordinance number 686 AC amending chapter 14 article one of the municipal

[37:07] code adding section 1421 sale of cradle and once again we're looking to protect

[37:13] the people of our communities um something that is openly called gas

[37:20] station heroin >> is not something we want our kids

[37:24] taking. Um the synthetic version of this is H

[37:31] uh 70 and it has been said that it is 43 times

[37:36] more potent than mortine and there are no regulations on this

[37:41] product at this time.

[37:46] » We're talking only synthetic or because we keep getting all these emails about

[37:49] natural leaf. >> Yeah,

[37:51] » natural leaf in smaller doses. It's it

[37:56] orderly acts like a a small stimulant, but it we're finding that more and more

[38:03] people are taking larger and larger doses where it's acting like an opiate.

[38:08] Your receptors are picking it up as similar to being an

[38:14] opiate. >> But so are we talking about all creatum?

[38:17] Doesn't matter what it is. >> Yes, ma'am.

[38:19] » Leave and synthetic. >> Well,

[38:20] » yes, ma'am. >> Things sold. And now the possession

[38:23] alone there's an exemption the possession of use of Korean products by

[38:26] an individual for personal consumption provided such possession is not

[38:30] accompanied by the intent for sale. So by having it for personal consumption

[38:34] we're not going to be citing you. It's not part of the code. Also for medical

[38:38] reasons the activity expressly authorized regulation of medical

[38:42] academic or scientific research purposes. There's also no exemption

[38:46] there. What we're talking about is walking into a gas station or you're

[38:50] walking into a tobacco shop and somebody is selling it, then the ordinance would

[38:54] prohibit their ability to sell that product.

[38:57] » So there there is a medical use for it and could a citizen go to their

[39:05] physician, get a prescription, and have it filled at Route 66 pharmacy? Would

[39:09] that be that would not fall under the ban? Is that

[39:14] » there's an exemption because it's medical?

[39:18] So, you're just talking about the >> Yes. your gas stations, your smoke

[39:23] shops, uh whatnot. >> No.

[39:26] » Um it is not an approved product from the Department of Family to have in

[39:31] their dispensaries.

[39:36] » Great. >> And there's also um

[39:40] FDA does not have it had approved as a drug for a pharmacy. So, it is not

[39:46] approved. You can't get a prescription for it. Get it through a pharmacy

[39:49] because it's unregulated.

[39:57] » Um,

[40:00] is sold as an energy booster, mood li mood lifter, pain reliever, and remedy

[40:04] for the symptoms of quitting opioids called withdrawal. But the truth about

[40:09] is not so simple. And there's there are safety problems with its use because

[40:14] it's an herbal extract that comes from leaves. Like I said, there's no there's

[40:18] it's kind of like it's like um fentanyl. It's like fentanyl. You get fentanyl.

[40:24] You got this big thing of fentanyl and you're going to make all this pills out

[40:27] of it. No two pills are going to be alike. Four of them will kill you and 19

[40:30] of them will. Um with you don't know what you're getting in these

[40:34] supplements. Every one of them is different and um people are dying

[40:38] especially if they add drugs or alcohol toratom that is when they're seriously

[40:42] dying. Our last citizen took her own life.

[40:46] Our person who came from needles as a result of cratom. Um so it these are

[40:53] these are serious serious things and anybody can walk into that gas station

[40:57] and just like kids walk in there and get liquor somehow or get someone to buy it

[41:01] for them. You know, I remember being that little bat your eyelashes person

[41:05] asking somebody to go get me some some rum when I was 18. I did that. I'm not

[41:11] gonna lie. But there are people who will ask people to buy them alcohol or go in

[41:15] and buy them cradle or buy them cigarettes. It happens and then people

[41:19] die. And you know, people do use it medically. I I you know I we have a

[41:24] letter here of someone who is against it and I feel for this person um but it

[41:31] isn't about this and for this person it's not illegal for them to have it.

[41:35] They just aren't going to be able to buy it in needles in a supplement form in a

[41:40] gas station. >> Any comments by council not we'll open

[42:33] we're able heard the ordinance. We're able to take um the cities are only

[42:37] allowed to take um we can't do criminal, >> but we can we can go

[42:43] » Yeah. It will be under the ordinance. It'll be a misdemeanor, so it will be a

[42:47] crime. >> Okay. uh the city can choose to

[42:50] prosecute it as an infraction or and or a bring a civil action. So all those

[42:58] tools will be at the city's disposal. >> Okay. So the sheriff will have the

[43:01] ability for somebody who's selling it out of their car that just drives over

[43:04] here and sells it to somebody. I don't want to speak for the sheriff, but

[43:07] » well, but I want to make sure if we're going to do an ordinance, we're going to

[43:10] do this that when weed started, they were selling weed out of their car in

[43:15] the weed parking lots and that got stopped. What is stopping this from me

[43:21] selling it out of my car and I'm not a resident.

[43:25] » I just park somewhere and I sell it out of my car to somebody, drive across or

[43:29] do that sort of thing. Is this going to be a code enforcement has to catch him

[43:33] or is this a sheriff's thing that they can do also? Just making sure that

[43:37] that's >> right. Well, this would not be a

[43:39] sheriff. This would be a So, yes, we're able to go. It does constitute a

[43:44] misdemeanor, but that would be something that we work with the city attorney with

[43:47] to be able to draw >> them and we can um we can prosecute it

[43:54] uh criminally and then we can also end or pursue it civily. We can do both. So,

[44:01] for example, if somebody set up shop, they out of their house or whatever

[44:06] business they owned and they were selling it, um, we could cite them and

[44:11] then we could file criminal charges against them and pursue the criminal

[44:15] action. And at the same time, if the city chose to do so on parallel track,

[44:19] we could pursue it civily to get an injunction or what have you for

[44:23] violation of the code. So, >> thank you.

[48:20] uh cleaned up our community. And so like all most agencies out there right now,

[48:23] everybody's working diligently to clean up our community.

[48:27] It was called a belly washer. Uh we believe because it was went up to our

[48:31] belly and so that's why the water was so hot it was causing some problems for us.

[48:36] I heard that earlier today. So I'm going to use that. So good job. Um got Mark.

[48:40] Uh so basically right now the storm recovery is in full full action. Uh we

[48:46] are we focused on the main arterial streets that were highly trafficked and

[48:51] also some of the sidewalks along Bailey. Um, next slide.

[48:56] You'll see that uh on the left side that was San Clemene. You can see that it was

[49:00] totally gutted out and then you can see on the right side. Still needs some

[49:04] love. Don't get me wrong. That's not the final final, but we had a car actually

[49:08] fall off side of that couple uh like last week or so.

[49:13] » And so luckily uh we we got it taken care of. We got some codes up. And so

[49:17] next slide. Uh extreme e for those that you aren't aware you can do a deviated

[49:22] ride. Uh so uh basically you can jump on the nat, get picked up and be dropped

[49:27] off at Bob Dell Beach Park. And so if you want to go cool off at the river at

[49:31] this point in time for the low fair, you can call ahead, get your ride over there

[49:36] uh Monday through Friday and also Saturdays, not on Sundays, but basically

[49:41] it can pick you up and drop you off at Bob Beach Park. So that's a good thing.

[49:44] Next slide. Uh opportunity zones. This has been something that we've been

[49:48] working on. Fortunately enough, the city did submit their application on 8 uh

[49:53] earlier this month on the 20th. And so at that point in time, it made us

[49:57] eligible for opportunity zone 2.0. The council did a couple days later

[50:02] authorized us to be able to move forward. Basically, you ratified the

[50:06] application. So, thank you for that. It wasn't a requirement of the submitt, but

[50:11] we did formally submit the first time around, which made us wholly eligible

[50:15] basically at this point in time. Next slide. Uh we've gone out and asked the

[50:20] public on last Friday. We've asked the public for support. So the organizations

[50:25] uh please if if you need this information, let me know. I've already

[50:28] received m multiple letters of support from business owners in the community.

[50:33] But you know the Elks, the Eagles, uh the school district, SPCTA,

[50:38] our state senator, our state congress, our our federal congressman, all these

[50:42] folks have been supporting us to be able to submit this. So, because of our uh

[50:47] distressed community status, we are eligible uh on this public uh this

[50:52] letter that went out, this press release that went out. It does show a how to to

[50:56] do it. It's a couple steps. You can either submit a letter of support or you

[50:59] can just go online and it's a couple clicks. You provide your comments. I

[51:03] believe we're competitive because our proximity to the I40, our airport, we

[51:08] have the Colorado River for tourism. And so, basically, we've got all these

[51:12] opportunities. And so with that and we've shown to the state that we're

[51:16] successful in the $28 million worth of grants. Not only have I mean we've

[51:20] performed and so basically we've shown the state we can perform. So Kathy Roush

[51:26] and Rainey Torrance and our public works department and our utilities department

[51:30] and our water department. We we've shown the state we can perform. So we just

[51:35] want to take this to the next level. So if you have any questions, please don't

[51:43] Yeah. So, uh, luckily, uh, yesterday, Monday, the state senate voted on AB

[51:49] 2026. So, it's gone through the assembly and it's gone through the Senate. Next

[51:58] changed something. They changed the reporting deadline, uh, which is fine.

[52:02] No problems. Uh, basically, uh, the extension will go until 2033 and the

[52:07] reporting deadline will be 2032, which is fine. We're okay with that. We have

[52:11] every uh we believe by the end of the week that will go to the governor's

[52:14] office for signature. There will be a letter uh of support from the city of

[52:19] Needles going to the governor at the end of this week. Hopefully it comes becomes

[52:22] law by the end of the week. So, yay. Another legislation for the city of

[52:26] Needles. This is good stuff. Next slide. Uh for those of you

[52:32] for for those of you that are not uh CA residents that uh need their

[52:37] non-resident off motor vehicle use permits, come on in. Take a seat there.

[52:44] Uh so basically uh CA non uh non-C California residents for the off

[52:50] offhighway use uh permits are available at our own local Napa Auto Parts. Next

[52:55] slide. There's rules and regulations for folks

[52:59] in Arizona. It's a lot different than California. So, we want to make sure

[53:02] that they're able to be be able to utilize and understand and use our roads

[53:06] comfortably because folks are going to be coming over from uh from Arizona into

[53:11] California and there are different rules there. So, we want to make sure

[53:14] everybody abides by those rules. Next slide.

[53:22] be up there patrolling, I'm sure, making sure that folks are driving safely. It

[54:27] community. Uh next, uh on the right side, you're going to see that all kids

[54:31] K through 12 could ride the Needles Area Transit Services for free. And so, if

[54:36] you know anybody that needs to ride, Needles Transit service when you're K

[54:39] through 12, it's it's free for you. You just got to show that you're a student.

[54:42] Next slide. uh after school program started off over at the rec center. So

[54:46] get your kids signed up. There's still a space available. We do uh partner up

[54:51] with Neos Unified School District to do our after school program. Next slide. Uh

[54:56] on the left hand so this gentleman walked from Philadelphia to Neos

[55:01] California. Uh took him 124 days. We were featured as part of this. He's a

[55:06] YouTuber and so basically 3,000 miles were walked. Uh we did I did personally

[55:11] reach out to him. He did not respond back, but it was for a college of humble

[55:15] university basically to provide uh technical services to the

[55:20] underprivileged uh children. He raised about $200,000. So again, we are the

[55:24] gateway to California. So this is just another uh another piece to be able to

[55:29] show off. So uh thank you for uh traveling to our community. Next slide.

[56:21] closes at the end of the month or mid uh actually we got like one or two weeks

[56:25] before you can do that. I believe it's the 21st, but let's get representation

[56:29] at the city uh of the city of Needles. Um

[56:34] uh let's make sure we get some representation at the uh

[56:40] uh basically get some needles representation. We did have Mr. Deleó

[56:44] win for us last year, but again we want to make sure that we're properly

[56:48] properly represented at the various levels. So get your nominations in.

[56:52] We've got a we got a lot of great talent here in the city of Ne. So let's get our

[56:56] folks nominated. Next slide. Uh thank you. Uh a couple community events.

[57:00] Tri-State held a community event, pool party last weekend. Next slide. Really

[57:05] great event. Thank you to all the volunteered. Tri-State had a great uh

[57:09] showing. It was hotter than heck out there. So, we're happy that people did

[57:12] decide to come out and swim around in the pool. Uh animal shelter, the new

[57:18] service hours, >> so everybody's aware, uh there are some

[57:21] new service hours. We're going to be open till 2:30 now. And then on Fridays

[57:26] when it's not as busy, we're going to be closed at 12:00. Again, they're they're

[57:29] available to be called out in the event where there's an emergency, but we

[57:32] wanted to extend our hours to ensure people were able to get the services

[57:36] that they needed. Next slide. Needles Branch Library is program starting up,

[57:42] so let's get your kids over there and utilize that resource. Next slide. Uh

[57:46] thank you to the sheriff's department and the mayor for coming out for end of

[57:49] the summer camp completion. Basically, uh we got to ride down the slide.

[58:38] little bit or else we'd all be sweating. But, we're all going to be out there and

[58:41] we'll all be taking photos and get them over to our to our chief uh fire

[58:44] captain. So, basically, we want to celebrate our Leaf Front. I believe

[58:48] that's last slide actually. Alli uh get your get your animals spayed and

[58:52] neutered and then we've got the uh community fall coming up. We we'll have

[58:57] a presentation from the committee at the next council meeting to give everybody

[59:01] an update of where we're at because it's coming along. A lot of progress has been

[59:04] made. It's like right it's back. Sunday market vendor it's open. So uh starting

[59:10] in September Sunday market's back. So, let's get folks uh out there and and

[59:16] helping our local vendors. It's going to be a little warm, but it'll be okay.

[1:02:56] coming together rather quickly. It's really wonderful. So, I want to thank

[1:03:00] them. And then I don't really have anything. I would like to give my

[1:03:04] sincere condolences to the Hernandez family. um the m the patriarch of their

[1:03:08] family, Albert Hernandez, 98 years old, passed away in his sleep two more two

[1:03:12] mornings ago at four o'clock in the morning very peacefully. You know, he

[1:03:16] lived a good life and I know he's up there dancing with Alice and um the

[1:03:20] family is, you know, it's 98 years, you know, dad and grandpa and great grandpa

[1:03:24] and great great grandpa. You know, it's a a big family legacy. So, keep the

[1:03:28] Hernandez family in your prayers. Thank you. That's all I have.
