[31:05] plan is a reflection of a

[31:05] simple truth that we don't

[31:07] have enough housing here in

[31:08] new york city, and because of

[31:10] that prints have been

[31:11] skyrocketing, especially in

[31:13] manhattan. The plan would

[31:13] create over 95 new hundred new

[31:16] units of housing through

[31:18] office conversions and new

[31:19] development, including more

[31:19] than 2800 permanently

[31:24] affordable homes. This is one

[31:24] of the largest rezoning is

[31:25] that we have done in this city

[31:27] for housing in decades. The

[31:27] plan also supports local

[31:29] schools, streets, parks and a

[31:30] brand new cross town bus way

[31:32] dedicated bus way on 34 sheep.

[31:35] I'm appreciative of all the

[31:36] people who came together to

[31:37] make this happen? I want to

[31:38] give a shout out to my

[31:39] colleague erik bottcher new

[31:40] york city planning

[31:41] commissioner dan garodnick

[31:42] bannon franklin from my staff

[31:43] to land used to here and so

[31:47] many more, second after many

[31:48] years of negotiations, I think

[31:49] six years of negotiations.

[31:50] we're voting on a plan to

[31:52] modernize lenox hill hospital

[31:53] on the upper east side after

[31:55] beth israel's recent closure,

[31:57] I believe it's strong,

[31:58] strongly we can't risk losing

[32:00] another hospital, the lenox

[32:01] hill hospital treats 144000

[32:05] patients a year employees 5000

[32:06] health care workers and serves

[32:07] new yorkers from all boroughs,

[32:10] the renovation will expand

[32:11] emergency department operate

[32:12] the operating rooms upgrade

[32:13] the operating with and

[32:14] converted patient rooms to

[32:15] single occupancy offering

[32:17] patients more privacy and

[32:19] reducing infection. This

[32:20] project years ago at a scale

[32:23] that we objected to, but

[32:24] haven't worked over the last

[32:25] years to get it to a better

[32:27] place to deliver more

[32:28] excellent health care at the

[32:29] same time without cutting any

[32:32] beds. We brought the height,

[32:33] down from 516 feet to 370 feet

[32:36] reduce a time line by

[32:37] construction timeline by three

[32:39] years. We have a new subway

[32:40] station coming on site and

[32:44] another subway investment

[32:45] coming across the street and

[32:46] $7.5 million of community

[32:49] benefits. How about I thank

[32:50] all the advocates in the

[32:51] community to help who have

[32:52] worked with us to improve the

[32:52] plan to commit aboard eight to

[32:54] caroline in bed for my staff

[32:55] and all those who work on this

[32:57] for the over the years and

[32:58] just finally, I want to

[32:59] mention we're promoting on a

[33:00] bill today to codify the

[33:02] city's cooling centers program

[33:04] , which can be a life saving

[33:05] resource during months like

[33:09] very year, about 580 new

[33:10] yorkers died prematurely

[33:11] because of hot weather we know

[33:12] the summers are getting hotter

[33:13] and this is a way to keep

[33:15] people safe. I want to thank.

[34:05] require science should post a

[34:06] detail on a hospital services

[34:09] for trends and individuals and

[34:10] point to note it doesn't

[34:11] require any particular type of

[34:12] service that makes it clear

[34:13] what services are available

[34:16] additionally, inches 6 29

[34:18] would require the department

[34:19] of health and mental hygiene

[34:20] to report annually on training

[34:21] provided by hospitals

[34:22] regarding medical care for

[34:24] transgender individuals,

[34:25] nurses and physicians receive

[34:27] minimal training on providing

[34:28] company care on transgender

[34:29] and gender nonconforming

[34:32] individuals with some medical

[34:33] schools, reportedly allocating

[34:34] a median of five hours

[34:37] curriculum as a result, many

[34:38] of the tea community have

[34:41] reported negative experiences

[34:42] and face discrimination when

[34:43] interacting with the health

[34:45] care system, leading many to

[34:46] avoid hospitals, including all

[34:47] together.

[34:47] >>now more than ever, I hope

[34:49] everyone sees how

[34:50] interconnected our ability to

[34:52] get resources and our

[34:53] connectivity to actually have

[34:55] equity and justice is really

[34:57] connected, I believe it's

[34:58] important to see support to

[35:00] support, particularly plus

[35:03] anti.

[35:03] >>to stay clearly the resource

[35:04] and service developed to them

[35:05] when so many other doors and

[35:06] avenues are closing another

[35:08] health care system like many

[35:09] other civic and social facing

[35:11] a lot of uncertainty and other

[35:15] see the importance of local

[35:17] government. I also just want

[35:18] to make sure I always point

[35:20] out my own personal journey to

[35:22] give people permission to join

[35:23] the journey to make sure we're

[35:26] including everyone as a black

[35:27] man a man of caribbean descent

[35:28] as a person of faith 10 years

[35:30] ago. I likely wouldn't have

[35:32] been the one sponsoring this

[36:19] and also we tried to get a

[36:20] purchase of a building. We

[36:21] were not successful of that

[36:23] pratt center was very helpful

[36:25] thanks to councilman boxer and

[36:28] powers. I know that a lot of

[36:29] work has gone into this and I

[36:31] want to be clear on the money,

[36:33] the good news is I understand

[36:34] it is that they be an advisory

[36:36] group comprised of people from

[36:38] the government makers and from

[36:40] local electives and community

[36:41] boards to make sure that money

[36:42] goes in the future.

[36:45] >>to support the garment

[36:46] center, not just the programs

[36:47] that are very unclear. Thank

[36:53] a staff member to participate

[36:55] in this process or oversight,

[37:20] city. I still hope we can buy

[37:21] a building for the garment

[37:21] center. I was able to get 20

[37:23] million. It was costing 60

[37:25] million, probably more. Now

[37:27] this garment center has the

[37:30] broadway as it's customer, you

[37:32] can't go to brooklyn and bronx

[37:34] and get a button when there's

[37:36] a button breaking admitted in

[37:37] the middle of a production.

[37:40] >>so and secondly, the

[37:41] individuals who work they're

[37:42] going to pay very well as they

[37:45] should, and I just want to

[37:45] make sure that thearm gent

[37:46] center continues. I know we'll

[37:47] have housing, but the garment

[37:49] center is first and foremost

[37:50] on my list of centers that

[37:53] need to be continued. I really

[37:54] want to thank everybody,

[37:55] particularly those from the

[37:56] government center f I t and so

[37:58] on who came together. Thank

[38:15] homelessness and incarceration

[38:21] and censor rikers the time

[38:23] doesn't count towards your

[38:24] homeless history for

[38:25] supportive housing eligibility

[38:29] . The clock resets even if you

[38:30] were living on the street the

[38:31] day before you were detained

[38:32] or you have nowhere to go once

[38:34] you're released instead of

[38:35] getting stable housing and

[38:37] care to. Many are pushed back

[38:38] into shelters are on the

[38:41] streets. My bill requires a

[38:42] time spent in jails they

[38:43] prisons are a court ordered

[38:44] mental health facility will

[38:45] count toward the homelessness

[38:48] history requirement for city

[38:50] funded supportive housing. If

[38:51] the person was homeless before

[38:52] and will likely be homeless

[38:55] after release. The facts are

[38:56] clear. Homelessness is 10

[38:58] times more common among

[38:59] formerly incarcerated people

[39:00] in the general public one

[39:03] third of individuals admitted

[39:04] to new york city jails were

[39:07] unhappy house before

[39:08] incarceration and nearly 70%

[39:10] of people on rikers, who could

[39:12] benefit from supportive

[39:13] housing are shut out because

[39:14] of the chronic homelessness

[39:18] definition, it costs over

[39:18] $500000 a year to incarcerate

[39:20] someone but supportive housing

[39:23] saves public dollars, and it

[39:26] changes lives. This bill makes

[39:27] sure that when individuals

[39:28] leave jail, they can access

[39:29] the housing and services they

[39:30] need to stabilize instead of

[39:31] returning to the conditions

[39:32] that led them to jail in the

[39:36] first place. I would like to

[39:37] thank colleagues from

[39:38] supportive housing network of

[39:39] new york fortune society and

[39:40] all those with lived

[39:42] experience for their support

[39:44] through the legislative

[39:44] process over the last year and

[39:48] a half.

[40:26] have access to health care

[40:27] professionals who understand

[40:28] and affirm their identities.

[40:30] they are less likely to

[40:31] experience severe mental

[40:32] health challenges and more

[40:33] likely to receive care that

[40:34] directly meets their needs in

[40:37] 256 would require physicians

[40:38] and nurses employed by or

[40:39] contracted with the department

[40:40] of health and mental hygiene

[40:41] who work in public schools to

[40:43] complete an annual lgbt plus

[40:47] competency training, which

[40:48] would focus on health concerns

[40:49] for the community like

[40:50] information related to gender

[40:52] for care health care and a

[40:53] list of referrals and

[40:54] resources to help medical

[40:55] personnel connect students

[40:56] with such care.

[54:25] resolution 9 8 6. Today this

[54:27] council is voting to recognize

[54:30] august 14 2025 as the 90

[54:32] anniversary of social security

[54:36] and commemorate august 14

[54:37] annually, a social security

[54:38] day in the city of new york 90

[54:40] years ago today, president

[54:42] franklin d. Roosevelt signed a

[54:43] social security act into law

[54:45] to quote, give some measure of

[54:46] protection to the average

[54:47] citizen and to their family

[54:48] against the loss of a job and

[54:51] against poverty ridden old age

[54:53] end quote. Currently new

[54:56] yorkers receive social

[54:57] security benefits more than

[54:58] 40% of whom neither monthly

[54:59] checks to meet basic needs

[55:02] despite a 26% jump in the

[55:03] number of older americans by

[55:05] 20 35, the trump

[55:07] administration is actively

[55:08] dismantling the infrastructure

[55:09] in place that supports older

[55:11] adults in recent months, the

[55:12] federal government has made

[55:13] policy changes that make these

[55:14] benefits harder to access from

[55:17] closing offices and removing

[55:18] language access services to

[55:19] limiting direct deposit

[55:21] information changes and

[55:22] eliminating the federal office

[55:23] tasked with supporting older

[55:28] adults I'd like to thank for

[55:29] their leadership and work to

[55:30] highlight this crucial

[55:30] anniversary, and I.

[57:12] members in this body on causes

[57:14] large and small has proven to

[57:16] me that we share the dream

[57:18] that new yorkers always

[57:22] deserve better from expanding

[57:23] health care access to

[57:24] strengthening public schools

[57:26] from reducing food insecurity

[57:27] to fighting for more

[57:29] affordable housing.

[57:29] >>my focus has been to improve

[57:30] the lives of our neighbors.

[57:34] >>I have relished the

[57:36] successes an admittedly

[57:37] learned from the missteps

[57:39] along the way, but I'm.

[57:40] >>leaving the council today

[57:41] with accomplishments that I am

[57:45] proud of direct investments in

[57:46] local schools,

[57:47] >>libraries, parks and

[57:49] cultural institutions,

[57:50] victories on health, housing

[57:51] and transportation policy to

[57:53] strengthen our communities and

[57:56] economy, a landmark workforce

[57:58] development center affordable

[57:59] housing projects that have

[58:01] been completed and road maps

[58:01] that will create even more the

[58:05] eastside coastal resiliency

[58:07] project, which will provide

[58:08] flood protection to my

[58:10] communities for generations to

[58:13] come 44 local laws that builds

[58:16] on fairness, dignity and

[58:18] livability for my community

[58:20] and city and the

[58:22] accomplishment that are most

[58:23] proud of outside these walls,

[58:24] becoming a mother to.

[58:35] >>my to beautiful children.

[58:37] they are. They really are

[58:38] beautiful. It's a ist' a fact.

[58:41] >>I couldn't have done all of

[58:42] this without my staff. Katie,

[58:47] sheila, eddie lysander. You

[58:48] some are beyond my interns.

[58:53] over the last eight years,

[1:03:11] fourth of but instead it will

[1:03:13] deepen its meaning. It will

[1:03:14] ensure that every new yorker

[1:03:16] knows when our independence

[1:03:17] was truly declared and under

[1:03:20] the courage the voters gave

[1:03:23] that gave birth to our nation.

[1:03:46] the bill I'm introducing today

[1:03:47] is in 2962 it seeks to amend

[1:03:52] the administrative code of the

[1:03:53] city of new york by removing

[1:03:56] specific benchmarks related to

[1:03:58] protected bike lanes and

[1:04:00] protected bus slings from the

[1:04:02] city's streets master plan it

[1:04:06] would repeal the formal

[1:04:08] definitions of projected

[1:04:10] bicycle lanes and protected

[1:04:14] and eliminate the quantitative

[1:04:16] targets for installing those

[1:04:20] lanes. However, other elements

[1:04:21] of the master plan such as

[1:04:23] improvements to pedestrian

[1:04:26] infrastructure transit signal

[1:04:29] priority accessible pedestrian

[1:04:30] signals and the intersection

[1:04:33] redesigns would and should

[1:04:34] remain in place. I am not

[1:04:37] opposed bike lanes where bike

[1:04:39] lanes are appropriate, but but

[1:04:42] one size fits all master plan

[1:04:45] that employ imposes a specific

[1:04:47] amount of bike lanes or

[1:04:49] protected bus lanes is just

[1:04:51] the recipe for disaster in

[1:04:55] many cases installing these

[1:04:57] lanes create more dangerous

[1:04:59] conditions for the cyclists,

[1:05:00] pedestrians and drivers the

[1:05:03] intent of this legislation is

[1:05:06] to allow greater flexibility

[1:05:07] and discretion in how the city

[1:05:11] approaches street design and

[1:05:16] transportation planning rather

[1:05:17] than being bound by numerical

[1:05:22] mandated targets. Now more

[1:05:23] than ever. We need to ensure

[1:05:26] that critical projects

[1:05:27] involving street redesign or

[1:05:30] infrastructure are tailored to

[1:05:33] community specific needs and

[1:05:35] our balanced with traffic flow

[1:05:37] neighborhood character and

[1:05:38] overall public safety. That is

[1:05:42] why I'm asking for the support

[1:05:42] of each and every one of you

[1:05:45] for intro 1362. Thank you very

[1:06:08] lot of you know if you're

[1:06:09] running for mayor, public

[1:06:11] advocate or controller, and

[1:06:13] you matching funds from the

[1:06:14] campaign finance board, you're

[1:06:16] required to participate in a

[1:06:18] that makes sense if taxpayers

[1:06:20] are footing the bill for your

[1:06:21] campaign, you should face the

[1:06:23] public answer questions and

[1:06:24] explain your vision, but

[1:06:27] here's the loophole that rule

[1:06:29] doesn't apply to city council

[1:06:31] or borough president races,

[1:06:32] which means someone can take

[1:06:35] thousands hundreds of

[1:06:36] thousands in public funds and

[1:06:37] never show up for a single

[1:06:39] debate, and I've seen it

[1:06:41] happen firsthand in my special

[1:06:42] election in april 1 of my

[1:06:44] opponents refused to

[1:06:45] participate in any in person

[1:06:46] debates at all this bill

[1:06:49] closes that gap, it says if

[1:06:51] you take public money in a

[1:06:53] council or borough president

[1:06:55] race. You must participate in

[1:06:56] at least one official debate,

[1:06:58] no ducking, no hiding, no

[1:07:00] candidate protection program,

[1:07:02] and I think this is going to

[1:07:03] make a big difference and let

[1:07:04] me say I couldn't ask for a

[1:07:05] better partner to bring this

[1:07:07] forward with an lincoln

[1:07:08] restler. We be the city

[1:07:11] council's bipartisan by

[1:07:12] borough political odd couple

[1:07:14] pretty sure netflix has

[1:07:14] already option the sitcom

[1:07:17] rights, but we both agree

[1:07:19] voters deserve transparency,

[1:07:22] accessibility and respect, so

[1:07:23] hopefully this is just the

[1:07:25] beginning of a new era of

[1:07:28] wrestler moreno collaboration.

[1:07:28] but if a republican from

[1:07:30] staten island the most

[1:07:32] conservative district in the

[1:07:33] city no less and the co chair

[1:07:34] of the progressive caucus from

[1:07:36] brooklyn can work together on

[1:07:38] good government reform

[1:07:38] legislation like this. I think

[1:07:41] that sends a message to the

[1:07:42] whole council and I think

[1:07:44] maybe there's hope for the

[1:07:45] whole city, no matter how

[1:07:47] polarized it seem we are at

[1:07:48] times thanks very much.

[1:08:59] resolution 1021 calls on the

[1:09:01] state to expand coverage for

[1:09:04] colon cancer screenings to

[1:09:04] individuals age 35 and older

[1:09:07] and to require such coverage

[1:09:09] and all insurance policies.

[1:09:10] currently, the federal

[1:09:11] government only requires

[1:09:12] insurance plans to cover these

[1:09:14] screenings beginning at age 45

[1:09:17] , however, colon cancer rates

[1:09:18] and younger adults have risen

[1:09:20] for decades, the national

[1:09:21] cancer institute reports a

[1:09:23] study increase in diagnoses

[1:09:26] among those under 50 with many

[1:09:28] cases already advanced by the time they are detective

[1:09:33] health and hospitals notes

[1:09:35] that when colon cancers found

[1:09:36] early the five year survival

[1:09:38] rate is 90% waiting to screen

[1:09:41] can cost lives the second

[1:09:43] resolution 1022 calls on the

[1:09:45] state to hold corporations

[1:09:47] criminally liable when their

[1:09:49] negligence and recklessness at

[1:09:52] unmarked worksites result in

[1:09:52] serious injury or death.

[1:09:55] result. 1022, addresses a

[1:09:56] pressing concern and our

[1:09:58] housing work sites that are

[1:09:59] not properly marked or secured

[1:10:02] , which pose a serious dangers

[1:10:04] to residents, pedestrians,

[1:10:05] visitors and children who not

[1:10:07] realize they're walking into

[1:10:09] hazardous areas I am proud to

[1:10:10] advocate for these two

[1:10:12] resolutions and our urging, my

[1:10:13] colleagues to sign on and

[1:10:15] lastly, I want to wish our

[1:10:18] colleague extraordinaire,

[1:10:19] council member rivera on her

[1:10:20] next endeavor, and I want to

[1:10:21] thank you for your service in

[1:10:23] your hard work. Thank you.

[1:10:33] by acknowledging two of my

[1:10:35] outstanding cooney creel,

[1:10:36] >>launch interns who are with

[1:10:37] us today and chambers showing

[1:10:41] money and alfonso alarcon.

[1:10:44] thank you for all the work you

[1:10:45] have done on behalf of the 31

[1:10:50] council district and we will

[1:10:50] be sad to see you go next. I'm

[1:10:52] proud to introduce three bills

[1:10:54] that will strengthen safety,

[1:10:56] improved communication with

[1:10:56] our communities and expand

[1:10:59] transit options and in

[1:10:59] neighborhoods that need the

[1:11:02] most. Two of these bills are

[1:11:03] the result of extensive

[1:11:04] discussions with our commuter

[1:11:06] van working group aimed aimed

[1:11:07] supporting the growth of the

[1:11:09] license community band

[1:11:10] industry to better serve

[1:11:12] transit deserts while cracking

[1:11:13] down on the dangerous,

[1:11:17] unlicensed vans that undermine

[1:11:18] safety and take riders away

[1:11:19] from public transit. The first

[1:11:22] bill intro 346 requires a

[1:11:24] department of transportation

[1:11:25] to conduct a comprehensive

[1:11:26] study of the commuter van

[1:11:27] industry every four years, the

[1:11:29] study will examine ridership

[1:11:31] service areas and stop

[1:11:33] locations and help us better

[1:11:34] understand how commuted bans

[1:11:37] fits into the al broader

[1:11:39] transit network, the second

[1:11:41] bill in 2347, directs our

[1:11:43] enforcement agency used to

[1:11:44] take a tougher approach to

[1:11:46] illegal operations by ensuring

[1:11:48] that every license van stopped

[1:11:49] on our streets is held

[1:11:50] accountable for all applicable

[1:11:52] violations and faces the

[1:11:53] maximum penalty is allowed

[1:11:56] under law. The third bill

[1:11:57] injured 13 45, responds to

[1:11:59] changes we've seen with our

[1:12:01] bus network redesign such as

[1:12:02] the queen's bus network

[1:12:04] redesign, it would require

[1:12:06] dealt coordination with the to

[1:12:08] notify nearby homeowners and

[1:12:11] businesses whenever a bus stop

[1:12:12] is created removed within 50

[1:12:13] feet of their property. This

[1:12:15] is especially important for

[1:12:16] seniors in new yorkers with

[1:12:18] disabilities who deserve

[1:12:20] advanced notice when bust

[1:12:21] access changes in their

[1:12:24] neighborhood. These bills

[1:12:24] reflect our commitment to a

[1:12:26] transportation system that is

[1:12:27] safer, more accessible and

[1:12:28] more responsive to the needs

[1:12:30] of every community I urge my

[1:12:31] colleagues to join me in

[1:12:33] advancing them, and I also

[1:12:34] would like to join the chorus

[1:12:37] and just saying thank you to

[1:12:39] council member carlina rivera

[1:12:40] just being a tremendous

[1:12:43] colleague, mentor and friend

[1:12:44] throughout this time that

[1:12:45] you've been here. You've

[1:12:47] helped me champion a lot of

[1:12:49] meaningful legislation and I'm

[1:12:51] really thankful for all that

[1:12:52] you've done for me personally

[1:12:53] and as well as this body, so

[1:12:54] thank you and good luck in

[1:12:55] this next chapter.

[1:13:13] each year for preventive

[1:13:14] medical care check screenings,

[1:13:16] particularly cancer screenings

[1:13:17] and counseling that can catch

[1:13:19] illness early and save lives.

[1:13:20] this is a simple common sense

[1:13:22] step to keep our work force

[1:13:24] healthy, reduce health care

[1:13:25] costs and protect the well

[1:13:26] being of every new yorker

[1:13:28] healthy workers mean the

[1:13:29] strongest city and that starts

[1:13:30] with giving people the time

[1:13:30] they need to take care of

[1:13:33] themselves. I also want to

[1:13:35] join in congratulating council

[1:13:37] member in her new role, and

[1:13:39] it's a thank her for

[1:13:40] everything that she has done,

[1:13:41] I will say that I knew council

[1:13:45] rivera when she was a staffer

[1:13:46] for council member rosie

[1:13:48] mendez and worked on her first

[1:13:50] campaign and was very excited

[1:13:51] when she helped me on mine and

[1:13:54] so congratulations. And we're

[1:15:32] it easier for new yorkers to

[1:15:33] apply for services without

[1:15:35] unnecessarily travel or

[1:15:36] paperwork ensuring more

[1:15:38] accessible and use friendly

[1:18:03] we believe in the free press

[1:18:05] and we believe that workers in

[1:18:06] our in our city should live

[1:18:12] resolution 1015, which calls

[1:18:14] on something as radical as a

[1:18:21] for journalists paid sick time

[1:18:21] and a guarantee of a secure

[1:18:24] retirement for daily news

[1:22:01] chair mercedes narcisse. Just

[1:22:04] easier and more affordable for

[1:22:06] cities, medical and health

[1:22:07] care facilities so they could

[1:22:08] focus on what's most important

[1:22:10] , which is caring for patients

[1:22:13] under the seas current

[1:22:14] commercial waste own program

[1:22:16] businesses, including medical

[1:22:17] facilities are locked into

[1:22:18] contracts with specific waste

[1:22:20] haulers who ultimately

[1:22:22] subcontract medical waste

[1:22:26] component to whoever the to

[1:22:29] two other organizations or

[1:22:29] other companies, but for

[1:22:31] health care facilities that

[1:22:32] generate medical waste, our

[1:22:34] hospital clinics, doctor's

[1:22:35] offices. This creates

[1:22:37] unnecessary burdens and costly

[1:22:38] burdens and especially for

[1:22:42] bigger institutions that have

[1:22:43] facilities across multiple

[1:22:44] zones. This becomes

[1:22:45] problematic. So with this bill

[1:22:47] where attempting to reduce the

[1:22:48] costs for our hospitals and

[1:22:50] our health care facilities so

[1:22:53] that they could focus on

[1:22:54] what's more important, most

[1:22:56] important reducing

[1:22:57] administrative costs to care

[1:23:01] for patients, patients, health

[1:23:04] , especially as our federal

[1:23:05] government seeks to cut our

[1:23:06] health care dollars this bill

[1:23:08] is more important now than

[1:23:10] ever. Thank you, madam

[1:23:19] think council member carlina

[1:24:24] the triangle is now duo.

[1:24:32] still get the two of you

[1:24:34] confused just saying carlina

[1:24:37] has been a voice for the lower

[1:24:38] east side, where she grew up

[1:24:41] serving district staff member

[1:24:45] for her predecessor and

[1:24:46] representing the district

[1:24:47] since 20018. She's been a

[1:24:49] leader for reproductive health

[1:24:51] care leading efforts to

[1:24:53] establish the council's

[1:24:53] funding for abortion access in

[1:24:57] an increase our commitment to

[1:24:58] $1 million. This is now the

[1:25:01] nation's largest municipal

[1:25:02] funding for direct abort

[1:25:04] access to help those who

[1:25:05] cannot afford it, and I have

[1:25:09] to say that that package was

[1:25:11] amongst the first for the

[1:25:15] previous counsel and the small

[1:25:19] , but so mighty women's caucus

[1:25:22] .

[1:25:22] >>of which you co chaired.

[1:25:25] >>11 of us in the women's

[1:25:28] caucus.

[1:25:28] >>um, one of the strongest

[1:25:29] bodies that I've ever been

[1:25:30] blessed to be a part of with

[1:25:34] your leadership and.

[1:25:35] >>former counsel margaret chan

[1:25:38] and I will never forget the

[1:25:41] two of you, margaret and

[1:25:45] carlina leading us right here

[1:25:46] in this women in this city

[1:25:52] council, her advocacy for our

[1:25:53] city's vibrant arts and

[1:25:55] cultural institutions and

[1:25:56] libraries as chair have been

[1:25:58] pivotal to our success in

[1:26:00] restoring she is a fighter for

[1:26:07] our cultural organizations and

[1:26:10] libraries baseline ing

[1:26:11] increasing funding for these

[1:26:13] pillars of our neighborhoods,

[1:26:14] it's under carlina and his

[1:26:15] leadership that we got that

[1:26:17] done her work on criminal

[1:26:21] justice issues.

[1:26:23] supportive housing will have a

[1:26:25] lasting impact on the safety

[1:26:26] in our jails and entire city

[1:26:27] for years to come as deprive

[1:26:31] ized colleague and member of
