devices inside of their facility as well as the outside. This helps them to allow them not to have

24 hours security while they are not open and so while they are closed they are able to utilize
[12:20]
all of the video camera footage, all of the information security systems that they have in place.

And while they're open, they have to have to have the security in place to monitor the facilities
[12:31]
and go through the processes of what needs to happen at those sites, why they're there.

And so what was happening was that they were spending a large amount of dollars on overnight

security as it relates to them trying to open up small businesses and working that way

and be hammered by the enormous amount of costs that it would take for the small provide
[12:56]
to be able to operate. And so what we've done was to work to amend the legislation to
[13:06]
show that as long as they have all of the other recognizable security features in place that
[13:12]
would not have to, when their hours of operation are closed, have a 24-hour person on
[13:18]

So it's made a very difficult for some of these very small businesses to operate successfully within the city.

And one of the challenges that they have communicated to the administration about is the costs associated with having a 24 hour armed security.

Now, there are other mechanisms that they could utilize, you know, surveillance equipment,

they could have security in place during operational hours, but to have them be required

to pay somebody 24 hours a day to secure their facility, even when they're closed, and many

instances created an environment where it wasn't even worth it for some of these businesses
[19:34]
to decide to open up their establishments within the city of Nordic.

They could easily go to Bloomfield, they could easily go to Trenton, to Patterson, and
[19:44]
they don't have those same requirements.

So that's the reason why the administration is looking to set up some alternatives to

the 24 hour mandated arm security.

All of these properties have very extreme rehabilitation, they have structures on them that are very

deplorable and need fixing and need a lot of financing for it.

The qualifications to, in order for you to get these properties, we gave Newark Developers
[38:29]
First Dips on these properties, everyone else came second.
[38:34]
You had to show proof of finances so that you could be able to rehabilitate this property.
[38:42]
You also had to give us a very detailed description of what you're planning to do with the rehabilitation.
[38:48]
Add of the six developers that were chosen, unfortunately one of them was not from the city of Newark
[38:53]
and that was because for that particular property there were three respondents for that property to from Newark
[38:59]
one from the developer that won the bid. Unfortunately, the two developers from Newark were not able
[39:05]
to provide financial information or give a very descriptive project rehabilitation description.
[39:12]
Therefore, unfortunately, the developer from another city was awarded that particular property.
[39:19]
And as part of their deed restriction and this rehabilitation, they are required for all
[39:25]
of the housing to be affordable, at 50% are below of AMI.

fine for me, explain what that process looks like, how people that are looking to get into purchasing,

saying, we need to go back to where we can have our say. Because this is our money. It's

not your money. It's where the people's money. It's the city's money. We pay your salaries.

And so we should have a say on this budget on every department that came before us yesterday.

Now, it's not, it should not be where okay. So the budget hearing was yesterday. There's a budget

today and when another day and then we'll just set a date when you can come another

week or two or a month later. That makes no sense because you're going to vote on

this budget and we the people have a say about it. Like for example, how is it that we've
[1:42:36]
had vacancies since 2021? There's a hiring freeze but it's in the budget. The money's

budgeting for the people to be hired but there's a hiring freeze but the money's there
[1:42:50]
And there's no plan to hire the people, so make that make sense.

So how is that and I'm asking, so how is that?

The money is there if I don't use it, the money is still there.

given the answers to the questions that we've asked for. Also, with Ramos, when Office of

Violence Prevention was established. First of all, he asked, why did that get to be the organization

to disperse the money. He asked that. Then he asked how are they going to be funding after the

ARPA money or whatever money that was was given out. When all of that grant money was given,

There's federal housing, finance, agencies on the plan of the agency to continue to support.

of paving of residential front and side yards resulting in large expanses of impervious surfaces

throughout the neighborhoods has created flooding conditions. So this is your creation.

Excessive heat generated by concrete and asphalt surfaces in these illegally converted backyard
[1:59:40]
sideyards has created an urban heat island and increases stormwater runoff and flooding conditions
[1:59:54]
in areas that historically did not flood.

Olds mosquito breeding, mull growth, bacteria, and other biological hazards. And this is dangerous

Remove illegally parked cars, tick it and tell them that of driveways and create traffic

hazards. Review all paved residential properties. Get code enforcement involved for

In the evenings we need to change to lock it up.

People in there are on glass bottles and all.

Now they put the benches in there the people come in they walk their dogs

school is also a backed up debris from everywhere. We also, the street cleaner is real interesting,

because the truck comes down the street. The brushes are up in the air, and they might come down

some street at some time.

Cars are being ticketed for not being moved,

but street clean is not coming.

So, I had another tone accompanied that pulled my thing instead of having because three years ago was already on rounds. They had them to bring it back.

What I've noticed in our back, we got about maybe 12-wheel coos, big trucks, some got
[2:10:26]
municipal parking, some got commercial plates, a thousand, two big identicals that got the
[2:10:34]
one got municipal don't have no, nothing, it's not registered.

In the back of the other one got municipal jersey place and took pictures because if anybody
[2:10:45]
He's the legal and not the park.
[2:10:47]
They always trust it and I've been here for 10 years.

So yesterday, so the people who called us,

the manager told one, you could take it out at a lot,

put it in the hand to cat.

voice that I don't even message, so they had a big knee in yesterday or two.

I stayed outside from three, 15, waiting on her. She lived, stayed in it at five,

but I heard them all laughing, just spirit told me to go on to the side.

The manager got in, she got it, the young lady, I called her, I'd be called, because I don't

want nobody's saying I'm a pro, she must say hi. I'm the only one that she looks

on the phone, she's trying to sneak out. I said, is this your member? She said, yes, I

said I call her in room this the time. I said, you didn't know why I don't use that. And I

said, Mr. Thomas, then tell you, I've been reaching out. What is the reference to? I said,

my car being so demo and I'm being threatened. I'm feeling uncomfortable from the
[2:12:08]
situation with the security but Mr. Pat council chief at that point with that in the BA.

The moral to the story, she was already had an attitude and I said, you don't see me talking
[2:12:19]
about it?

She said, I don't watch that stuff as I'm walking with her because she said, look, I need
[2:12:26]
you to call the manager and I talked to her and I said, that's what I got the problem with.

Prior to that, a Jason, he's down in shock.

but the young lady that got pushed with me

told me when her underground apartment down here.

A mission office, a comprehensive range of supportive services including safe housing.

Referrals, case management, support services, mental health services, and program design to empower and exist, assist victims and rebuilding their lives.
[2:15:11]
We seek to enhance our impact. We cannot treat domestic violence as a private matter. It is public safety,
[2:15:19]
emergency that demands our city's strongest response.
[2:15:23]
Survivors of domestic violence live in every community and come from every walk of life.
[2:15:28]
These stories are not isolated.
[2:15:30]
Last year, just one day alone close to 80,000 victims of domestic violence
[2:15:35]
reach out to the self-help line.
[2:15:39]
To flee fire and step was affecting their lives.
[2:15:43]
For them, domestic violence takes a daily toll.
[2:15:46]
takes over their lives, test families,
[2:15:48]
the parts, and least lasting scars on them forever.
[2:15:52]
Just because you don't hear me scream,
[2:15:54]
don't mean it's not going on.
[2:15:56]
For a lot of us, just, okay,
[2:16:01]
a lot of us grew up in a time where there was no help.
[2:16:04]
We came from a history of trauma.
[2:16:07]
For centuries of views, people were told to get over it,
[2:16:10]
forget it, and now you have pressure cookers.
[2:16:12]
Many people walking around about to explode
[2:16:15]
with mental illness because they've been told to keep it to themselves.
[2:16:21]
Domestic violence is not rare, private.
[2:16:23]
Or harmless, it is a nationwide crisis that touches every family.
[2:16:28]
Far from being a family matter, it ripples every effect.
[2:16:34]
Our felt in schools, workplaces, and healthcare systems, all across the generations.
[2:16:40]
It is not a lover's quarrel, but a pattern of coercive,
[2:16:44]
controlling behavior that killed thousands of people in the U.S. every year.
[2:16:51]
17 million people were harmed by physical violence, sexual violence, and stalking
[2:16:57]
last year.
[2:16:59]
That's the national consensus.
[2:17:02]
On an average every day, more than three women are killed by a current
[2:17:06]
former husband, boyfriend, or some significant other.
[2:17:10]
other. Making it clear that domestic violence is not only pervasive, but deadly. The crisis that strikes
[2:17:18]
at the core of our communities behind every victim, story, escalating a coercion, fear, five.
[2:17:26]
We're not paying enough attention to all these women being killed by men. Yes, women are
[2:17:32]
killers too, but men kill women because they can. Men who choose to be violent do so in a society
[2:17:38]
that has taught them repeatedly to them that women can be possessed, controlled, punished, and discarded.
[2:17:46]
And they do so because women's fear is normalized.
[2:17:50]
Because threats are diminished and considered as relationship problems.
[2:17:55]
This is the one I think about the most is how women are expected to need safely,
[2:18:01]
while these men are really expected to stop ever being violent.
[2:18:05]
It is sad because institutions repeatedly wait for proof that arrives in the form of a body.
[2:18:13]
And a lot of us know what that looks like, has seen it and what it means.
[2:18:17]
And when we say men kill women because they can, it isn't because of ideology.
[2:18:23]
It isn't because of testosterone or physical size or they are worried that way.
[2:18:29]
It means power, it means that opportunity and it means impurity.
[2:18:33]
It also means that friends will make excuses, families will look the other way and police sometimes underestimate the danger.
[2:18:42]
The court gives men chance after chance.
[2:18:46]
The media will describe murder as a relationship that turns tragic.
[2:18:51]
Male violence against women does not continue because we have no answer and continues because we keep refusing to confront the root cause.
[2:18:59]
It tells us about the power and society that both is protected.
[2:19:04]
Women don't need less, no more lectures about how to stay safe, safe, men need to lose
[2:19:09]
the social permission to make women feel unsafe, and until violence brings consequences
[2:19:15]
before it brings up funeral, men will continue to kill women for the most devastating
[2:19:20]
and simplest reasons.
[2:19:23]
We call on all institutions and elected officials to confront the resting bounds for what
[2:19:29]
a truly is a national crisis.
[2:19:32]
Never trivial, never private, never to be ignored.

You know upset, but they camp they also came out and engaged. I also want to thank brick city oven

A lot of times we think we know we need resources to get things done, but we also need to have the right conversations with community
[2:22:43]
So they can know how and put in initiative is to somebody that
[2:22:47]
That initiative was very important because all up and down
[2:22:51]
a cliff and having a car and the we see a lot of people just standing around
[2:22:54]
because you know we were put here so we can't actually go back to any
[2:22:59]
way but I familiar with just our community so if I could help alleviate
[2:23:03]
a little bit of that because it is about stormwater being a kind of accountable
[2:23:08]
for our community and environment but it's also about making sure that people know
[2:23:13]
the beautiful things that we have in North and we engage non properly so I
[2:23:17]
I was approved for a few more days.

I gave y'all the next two hopefully y'all will come out
[2:23:23]
and engage with the community because there's a lot of people
[2:23:26]
that will not show up when they see a noxile on a flyer.

you can't be sexually assaulted black women in North

in the United States of America. We're not going for it. So I told him to call 1-800-Donna Jackson.

She called 1-800-Donna Jackson, 1-100-Donna Jackson answered the phone and got right on it.

I'm very serious because Gensetsley will man just decide to put his hand down your

blouse. I know sister B. We're not all women black women are the same. Sister B might have

me to try it, huh, you know. But, but the ball started rolling because my friend Joe

DeFrancino, he didn't spend all this money in S. County parks for you to slide over there

and sexually assault the black woman. Now, after we call 1,800 down in Jackson, I call

Commission of Richard because it took part in a week away part. He should let

down and get the ball rolling and we're going to get it on at the county

level. I can't go too much in details that they got the prosecutor on it and
[2:28:36]
that's his county sheriff.

hustlers, they come down, slide down, try to get the tax of tax abatement and then they go over there

and they get on the job and so they say, you work with me. And you're following me. So the girl,

some kind of women don't know what to do. So they got to pay the rent, they won,

pay check short, or be in homeless. I get it, you know. They have to be
[2:29:47]
for it opportunity. So we can't let that happen, Council President, on the

not giving you nothing. No tax abatement, no inspections, no nothing. You can't go back

and forth with the black woman when she becomes a woman. Like when you have an Audi,
[2:30:37]
the pad has an Audi, you already have a planned out. So you're dealing with the summer kids,
[2:30:42]
isn't this, you can't even think and never let say you gotta get paid a year time. You gotta
[2:30:46]

demanded suspicion. God, I have seen it. I have seen people who once cried out for God

to move in this city. Now live as though they no longer lead him. I have seen influence

become an idol. Some speak as though they're authors, they're wealth, they're followers,
[2:32:25]
they're fads, or they're a title that's elevated them to a place where they answer to no one.

But no office out, raise heaven.

God, I have seen it.

I have seen suspicion become policy,
[2:32:39]
yet persistence brought change,

and one major supermarket at the months of speaking out.

started spraying, so I had a guy of stairs knocking on my floor, like bam, bam, bam.

So I said, and so I blew up there, I'm not going to the door. I said, man, you spray

stop down my apartment. It's no, I'm not spreading on your apartment. I said, you spread

a circle, that's not enough. I smell the same old, come down your apartment down in the

mouth. So I said, well, you don't have some. So I went back down my apartment. You know,

I said, you know, I was thinking, I said, I got to get the hell out of here. So I

We're now, we're now starting to get some air in my lungs.

And we had to respond to that.

to get back to the structure that we need inside our communities to help each other.

So there are two organizations that are in the South ward that need to learn how to be good stewards with each other.
[2:58:05]
One of the individuals put in for a grant through the Office of Violence Prevention and
[2:58:12]
Trauma Recovery when they came to the council meeting to address the council about what
[2:58:18]
their proposal was, what their plan was, they had no plan.
[2:58:23]
My council colleagues questioned them as well, deferred the item, moved it along when they came back
[2:58:31]
And again, to my council colleagues, they continue to have no plan, programmatic plan, to handle
[2:58:39]
what they wanted to do around violence.
[2:58:42]
My council colleagues said to back to the administration, not Councilman Council.
[2:58:49]
Issue that they are having, they have to work out as good stewards of a park, which is
[2:58:55]
very important for the residents that live in the South Lord, that they should not have
[2:59:01]
and 10 with the constant budding of heads with two different organizations that have different
[2:59:08]
responsibilities. Now, what Council McGouns who did was to try to bring them together with the
[2:59:14]
county to have a conversation around the importance of being good stewards in the park because it
[2:59:22]
is important that the week-way park association and the week-way park sports authority know how to
[2:59:28]
good citizens in the park for the residents that use the most frequent park in Essex County,
[2:59:36]
which is weekway park. And so it is incredibly important that when people go bare,
[2:59:42]
they don't have to go and feel a battle that is going on between two organizations,
[2:59:48]
but understand what each of their roles and responsibilities are in the work that they do.
[2:59:54]
If one serves as a steward of the park, they should focus on stewardship.
[3:00:00]
If one serves as a sports authority, they should focus on cancer and clinics and helping young people end the park.
[3:00:08]
As for the grant that they submitted, the reason that it was sent back, was because there was no programmatic plan.
[3:00:17]
and violence is a serious issue in the city of North and specifically in the South
[3:00:23]
War.
[3:00:24]
And as an activist in this city that has been fighting against violence for almost over
[3:00:31]
30 something years and as a co-founder of the North and to Obama's coalition, I take
[3:00:36]
that very serious, not to just vote on giving people money with no plan or programmatic
[3:00:43]
move to make sure that something is happening around violence.
[3:00:47]

And the second is the public decision or resolution.

It's purpose is to ensure that city council decisions
[3:28:23]
are informed.

It's purpose is to give no residents a real public real-time system
[3:28:34]
that shows exactly how public money has been spent, and the second is the public decision
[3:28:38]
resolution.
[3:28:39]
The second resolution, the purpose is to ensure that city council decisions are informed
[3:28:50]
by public input through official poll surveys and other community engagement methods.
[3:28:56]
There are already proven models for transparent government spending and using technology
[3:29:02]
to strengthen public participation in government.
[3:29:06]
New York City is considered the gold standard with their checkbook and WRC platform that allows
[3:29:11]
residents to search government payments, contracts, payroll, information, revenue and much
[3:29:17]
more.
[3:29:18]
And Taipei, they created a platform called VTaiwan, which allows residents to participate
[3:29:24]
in policy discussions and help shape government decisions before they are made.
[3:29:29]
I truly believe these two pieces of legislation are most important, reform and our city right now,
[3:29:36]
because too many residents do not trust that our government is making decisions in the best interests of residents.
[3:29:43]
They're simply too much, he says, she said, happening in our city, and I'm not comfortable with that,
[3:29:48]
because it creates factions, if you use division, and it makes it harder for residents to know what to trust.
[3:29:54]
The example that's the most recent example is right now.
[3:30:00]
Businesses are currently online to be in whether Councilman Jackson or a deputy mayor is telling a truth.
[3:30:06]
And for me, that's just unbelievable that we're in 2026 and residents don't have one central place to find reliable information and data about what's happening in our city.

They're designed to replace speculation with facts by giving residents direct access to information in a strong voice and decision-making.

I think the last thing I have to say is with respect to the American Rescue Plan Act,

the city got $83 million and it's under, you know, tremendous scrutiny from the federal

government. If anybody wants information about how that money was spent, we can get that to them

as well. I don't know about the billions of dollars that the city should have gotten
[3:34:33]
it was eligible for. That was referenced by the council day as if I age is here.
