[4:12] Christmas time but more importantly she loves her community

[4:18] » and she is what I would call the consumate volunteer.

[4:22] She is volunteering doing all kinds of things but first you need to know a

[4:26] little bit about her. She's been married to her husband for 43 years.

[4:33] And And she moved into this community and has been here for what was it about

[4:37] 32 years? >> Almost 94.

[4:39] » There you go. And she's a member of the regional

[4:44] Mustang Club. Wave your hand back there, folks.

[4:48] » Good job. But as I said, she's like the consmate volunteer

[4:54] at her church, Generations United. She puts on and leads, I should say, the

[4:59] annual Halloween on the Hill. And she's been doing that for a number of years.

[5:11] » And she she, you know, makes these kids happy. You know, she gets them on sugar

[5:17] highs, you know. Anyway, she does a great job. Uh she

[5:22] also is involved not only in the church but in church outreach where she

[5:26] supports food pantries, education programs. She's involved with the

[5:31] Niceville Chamber of Commerce. She's involved with the Rotary Club. She helps

[5:36] with the Christmas parade. You know, she's that gal out there that's

[5:39] marshalling everybody and and she is like waving people down and telling them

[5:43] where they need to go. And so and and she she's been helping us these first

[5:47] two years with our Veterans Day parade. and she does an outstanding job. And I

[5:54] just wanted to to read just one paragraph and this is what it says.

[5:59] Debbie Lewis embodies what it means to give selflessly. Her dedication and

[6:05] tireless efforts deserve the highest recognition.

[6:08] And so that recognition is my honor. Tonight, I'm going to grant you the key

[6:14] to the city.

[6:18] So, you know, This is so important.

[6:24] This is so important. You know, people want to take photos of

[8:29] recognition. She does outstanding job in everything that she does. Now, we have

[8:34] another special recognition that I want to do. And I'm going to ask Miss Elaine

[8:39] Lodge to come up here.

[8:53] For those you don't know Elaine, she is actually works out at the base,

[8:58] » but she works in our community with all the students and stuff here from K

[9:03] through 12. So Elaine is the 96 test wing school

[9:08] leazison program manager for K through 12 and the STEM programs. Right.

[9:14] » So she uh she is one of those that is very much involved in what goes on in

[9:20] our community when it comes to school and our our children. And I tell you

[9:24] what, I see her at a lot of functions that involve schools and so forth.

[9:29] Elaine's always there. She is uh she is also one of those that does a lot of

[9:34] tremendous things. One of them have any of you ever heard about the uh backpack

[9:39] drive the school backpacks. >> This is the person right here that makes

[9:44] that program go. She is uh

[9:49] program is called I've Got Your Backpack and in partnership with Dollar Tree and

[9:55] Operation Homefront, she provides these children with all the school supplies,

[10:01] excuse me, to start the year off. And uh as you can guess, she's quite the

[10:06] patriot. It shines through on her ongoing commitments to veterans. For

[10:11] seven years, she has provided flags every Niceville school for Veterans Day.

[10:16] uh observance and instilling pride and reverence with strengthening bonds

[10:19] between the students and those who serve >> and thank you for doing that.

[10:25] » She is a u they use the word pillar. She is a pillar of support to military

[10:31] families. And most of you know with the operations temple that we had going,

[10:38] families were without mom or dad for long periods of time. And uh what she

[10:44] does to help make that transition a little smoother is outstanding. And so I

[10:48] wanted to recognize you tonight for that work. So here's what I'm going to say in

[10:53] this last paragraph. We gratefully recognize Miss Elaine Lodge for her

[10:58] exceptional service, unwavering support. Her legacy of generosity, empathy, and

[11:04] lasting impacts makes both Okaloosa County and the city of Niceville

[11:08] stronger. Thank you, sir. >> And with that,

[12:12] member, spouse, and military connected student. and Elusa County School

[12:18] District has the largest military student in all of 67 uh districts in the

[12:25] state of Florida. So for me, it's not only a job, it's actually a calling. And

[12:30] so I'm blessed to be a part of Niceville >> and a part of this community that gives

[12:38] you given back to me and have supported me in my meetings at the Florida Defense

[12:42] Alliance, the Tri Tri County Partnership, and I thank you for

[12:47] honoring me with this. Thank you.

[13:03] Now, I don't have two awards to present, but I would like to share with you that

[13:08] two weekends ago, the 37th annual Thunderbird

[13:14] Intertribal Pow-Wow was held at our Mo Festival

[13:19] sites. And I was asked if I would be available represent the city because

[13:26] they wanted to recognize the city, especially the public works department

[13:30] that have gone above and beyond to get the site prepared for all the years that

[13:36] they have been up there. And they presented me on behalf of the city, on

[13:42] behalf of their their intertribal pow-wow, a plaque, a a plaque of an

[13:48] Indian chief. and it says on it to the city of

[13:54] Niceville, thank you for your many years of support, the Thunderbird Intertribal

[14:00] Pow. And at this time, I'd like to ask Mr. Dikes to come up and accept this.

[20:06] don't have to be back here every three years doing that. Uh it's kind of the

[20:09] standard that we've seen a lot of jurisdictions take. So we just mirrored

[21:55] last ordinance, this is just cleaning up uh fiscal year 25. Uh, there's a couple

[22:01] of things of note. Um, I have the authority under the charter

[22:06] to move uh funding internal to a department, but not between departments,

[22:11] then that's where you would come in. So, that that's one reason we're doing this.

[22:15] A couple of the departments you will know went over budget uh for uh most of

[22:19] them for unexpected expenses. Uh but you so while several general fund

[22:25] departments were over budget, the general fund as a whole was well under

[22:29] budget. And so uh we're just uh amending the budget to to cover to ensure that

[22:37] none of those departments uh for auditing purposes are over budget. uh

[22:42] but also to clean up the budget because you will know that once we amend the

[22:46] budget uh the actual uh amended budget will be almost 2.8 million less than the

[22:51] council approved uh at the beginning of fiscal year 25. I will note that

[22:58] although the the amended budget is uh just over $20 million the actual 20 at

[23:03] fiscal year 25 expenses are even less than that. So, I think we didn't even

[23:08] cross the uh $20 million general fund threshold. It was somewhere 19 million

[23:13] and change. Uh but this this is really housekeeping uh for for auditing

[23:18] purposes to clean up the budget and and uh you know reduce our reduce the the

[23:23] the budget as a whole because again we were uh again 2.8 almost 2.8 under what

[23:30] we actually what the council actually approved at the beginning of fiscal 25.

[23:34] Uh I can I can address specifics if you have uh individual questions about the

[23:38] line items, but that's why we're doing this. I'm proposing to do this.

[23:43] » Questions or comments from the council? >> So if I understand this, we have a

[23:46] surplus in 2.8 million. >> No, sir, we just didn't spend it. So, as

[23:50] as you'll know, if you look on the first page of the ordinance, those top two,

[23:55] those were really those those numbers, part of that was ARPA uh that we um that

[24:02] was in the general fund that we moved to uh the water and sewer fund to cover the

[24:07] Deer Moss Creek uh reuse water line. The second one there is TDD money that we

[24:12] did not use. Uh we were going to get 1.6 million in TDD dollars to to build the

[24:17] docu, but obviously didn't get to construction last year. We will use that

[24:21] that money this year uh when construction starts in January. So those

[24:26] are the two biggest pieces. You'll see the Valp revenue that was generated from

[24:29] the Valky Fire Department that was not budgeted uh in Fisher 25 because the

[24:34] contract uh had just gotten into place but after the um FIS started. So that's

[24:42] where the bulk of it is. There's not extra really extra money in the budget.

[24:46] We're just spending a lot less than we had planned to.

[24:49] » I understand that. Just when I read this, you say we have a surplus of 2.8

[24:55] million that we did not spend. >> Well, and again, sir, we don't have a

[24:58] surplus because some of this money uh again was not revenue money. The other

[25:02] piece of it is we didn't uh the actual revenues that came in aside from ARPA,

[25:08] aside from DVD did not match the budgeted revenue that we had projected.

[25:14] And so, While the numbers are closer to to 19 million uh both both revenue and

[25:19] and um expenses uh there there there was no excess and

[25:25] any excess we have it's it's uh in our reserves but there was very limited

[25:30] excess if any at all. >> So that money goes to reserves.

[25:34] » Yes sir. Yes sir. >> So

[25:37] » but but again don't misunderstand it this makes it look like we had $23

[25:43] million in revenue and million in expenses. That's not the case at all.

[25:48] The the revenues the actual revenues I should I guess I should have put that on

[25:51] here. The actual revenues for fiscal year 25 for the general fund were 19

[25:56] millionish. Uh so that the actual revenues and the actual expenses are are

[26:02] more aligned. >> Okay. Well, I applaud you for the for

[26:06] the I'm going to use the word surplus because that's what that's what I'm

[26:09] viewing as. So So then where does that get shifted to then? So those projects

[26:13] get carried over and that money just carries over to 2026.

[26:16] » Yes sir. So as a as an example those top two uh the ARPA dollars those were

[26:21] transferred into the water and sewer operating fund. Uh that money will be

[26:25] used to cover uh the remain or if it hasn't been spent already the remaining

[26:30] balance of the expenses associated with the reuse water line that's going down

[26:35] 293 up to Mos Creek. And then again the TDD dollars that money is still

[26:39] available to us. It's still in the county pot and we're going to use it

[26:45] this year to build the docking pier down on the volume.

[26:48] » Okay. So, this is basically reflecting some monies that we actually did not

[26:51] receive them. >> Correct. The ARPA money we we have, we

[26:55] just didn't spend it all. And then the TDB money, we had budgeted for it but

[26:59] did not use it. >> So, that mean we need to amend the 2026

[27:02] budget? >> No sir, because that's that money is in

[27:04] the 2026 budget again.

[27:09] So, I just wanted to ask you about the reserves. So, one of my concerns was

[27:12] pulling from reserves year after year after year. And it looks like we pulled

[27:16] less than you anticipated. >> We did. We pulled less out of reserves

[27:20] than than we had budgeted last year. Uh if you recall, the year before we didn't

[27:24] pull any money out of reserves at all. Uh this year we did. I don't remember it

[27:29] was 2 million 2 million. It was 2 million this we

[27:33] pulled out of reserves uh to make the budget balance for this year

[27:37] » fiscal for fiscal year 25 >> but but we had budgeted 2.8 2.9 uh but

[29:21] here and working with our uh finance director, city manager here, we were

[29:25] discussing uh there's a lot of requirements and uh regulations in this

[29:29] part of statute when it comes to a building fund and what you can and can't

[29:32] collect revenues on and what you can't and what you can and can't uh spend

[29:35] those revenues on for expenses. And in reviewing the the budget uh after I

[29:40] arrived, it was kind of hard to see, you know, some of that separation in there.

[29:44] So, uh working uh with the staff here, we uh and city attorney, we worked uh

[29:50] together to put this ordinance here that would be able to create its own fund for

[29:53] building. So, we'll be able to track uh those revenues and expenses clearly

[29:57] going forward. And then all the other uh uh revenues, you know, application fees,

[30:02] uh business tax receipts, uh the reasoning application fees, things like

[30:05] that will go into the the planning and development sub fund. And then for that,

[30:11] there is a state uh building permit and inspection utilization report. That's

[30:15] just something it's an internal uh report that we have to do each year and

[30:19] just post on the website for the public to see. And by doing this, it'll be

[30:23] allow us to uh create that report and post it out there annually that you just

[30:28] haven't been doing yet. Any questions? Go ahead, M. Got a

[30:34] couple. Um, so, uh, the effective date was effective

[30:40] immediately upon adoption. Are we going to try to roll that into this year's

[30:45] budget process? >> Uh, yes. Yep. We're working with the the

[30:48] finance director to actually go ahead and, you know, if approved, create those

[30:52] accounts and structure. >> That will be an amendment to our budget.

[32:14] thing but there there are some things that you know are are going to be exempt

[32:18] not >> making sure we're not profitering off of

[32:21] correct off the city I agree with the concept completely I'm just trying to

[32:24] make sure that >> we have our plan for adoption is solid

[32:28] » yes so the reason we got those two different uh the sublines is because

[32:34] again statutoily only certain money can go in one pot and only certain money can

[32:38] go in another. We can only use those pots of money for certain things and and

[32:42] this and the statute prohibits us from from profiting to a great extent off of

[32:47] this. Uh it it caps how much money we can roll over from year to year, things

[32:51] of that nature. If the pot gets too big, we have to roll

[32:54] back the fees or or use it for for building apartment expenses. And uh if

[33:00] the statute's uh fairly robust on what we can and can't use this money for,

[33:06] » but if there are any money set aside, you'll earmark them for can we have

[33:10] reserves in this category? >> Reserves for building their own

[47:57] same route as it has been in years past. Uh, that following weekend, uh, December

[48:02] 12th and 13th, I guess that's Friday, Saturday, we will have our our is that

[48:07] our second annual? uh the nice school very merry Christmas

[48:11] right here in the complex. Uh so that is December 12th I'm sorry December 12th

[48:16] and 13th uh from 5 to 7:30 p.m. And the last time I got this happy

[48:23] Thanksgiving uh please

[48:35] Mr. Mayor Council, thank you for having me. I'm going to give you the uh

[48:39] statistics for October 2025 for the police department. During the

[48:45] month of October, the Nashville Police Department responded to 2126 calls for

[48:50] police assistance. Some of the breakdown are 45 traffic

[48:54] crash reports involving 86 vehicles, one pedestrian

[49:00] officers issued 155 citations in addition to 138 warnings.

[49:07] There were six misdemeanor arrests, one DUI, and 10 felony arrests made.

[49:14] There was an additional crash. It was an electric bicycle crash. 85

[49:22] came off the crosswalk and was the uh the bicyclist is was found to be at

[49:27] fault. Uh the statistics for the speed zone

[49:32] cameras for the month of October.

[49:36] There were a total of,245 approved citations or 82 that were

[49:43] rejected for different various reasons. The breakdown was 284 on northbound

[49:49] palm, 279 on southbound palm, 218 on

[49:55] northbound pardon, and 464 southbound part.

[50:00] 25 vehicles were towed, nine double A, nine roadside, and seven

[50:07] by White's Recorder. We had a total of 93 animal related

[50:13] calls which included one alligator, three bears,

[50:19] loose dogs, kittens, and 64 of those totals were kennel checks for the

[50:25] animals. Um, we had a possum in the ceiling of

[50:28] the police department that uh Jonathan's folks came and got for us.

[50:36] » Yeah, he did not find that. You made Phil

[50:42] um for the fiscal year 2425 community police uh unit participate in over 100

[50:49] events for the police department. Uh one uh one of the arrests that stand

[50:55] out for October occurred on the 23rd. We had a uh

[51:00] fentanyl trafficking arrest or 27.6 grams of fentanyl which is almost

[51:07] it's a little half a pound was seized and arrest made. That's enough to kill

[51:13] approximately 13,800 people according to the DEA's calculations.

[51:21] City manager already covered the success of the uh Veterans Day parade. Uh we'd

[51:28] like you to join us on December 3rd at Black Rifle Coffee Company for Coffee

[53:12] uh for the fire department, we had uh 183 emergency incidents for the month of

[53:17] October. None of those were reportable overdoses. On that note, I know that's

[53:21] been a particular topic of interest. I did attend the uh county regional

[53:25] chief's meeting earlier this week and we were visited by Andrew Kindle from

[53:29] County EMS. He's a member of their post overdose support team and I don't know

[53:34] if you're familiar with that, but it's a grant funding program that EMS runs and

[53:38] they're particularly focused on um reducing that overdose rate within the

[53:42] county. Uh, as you may or may not know, the county was fifth highest in the

[53:46] overdose rates just a couple years ago in the state of Florida. Uh, with that

[53:50] grant funding in their efforts. Um, they've cut that nearly in half. Um,

[53:56] what was 70 80 calls a month from the county is now down to about six or eight

[54:00] a month. So, pretty drastic decrease. So, it's very successful program. They

[54:03] go out and visit with uh anyone that's been visited by EMS or had a horrible

[54:08] overdose. They go do a site visit with them within 24 to 72 hours and get them

[54:13] into programs and have follow up with them. So, um they've also through that

[54:17] grant funding secured nearly 10,000 doses in NAM that they're distributing

[54:22] throughout the county and those are free of charge to anybody that wants them. I

[54:25] know the police chief's already arranged nice was one of the first agencies to

[54:29] have those available to them. Uh the fire department is also going to be

[54:33] putting one of those public accessible boxes outside our facility just in case

[54:37] there's any uh difference of access that people would like. So that'll be here

[54:40] later this week. We'll have those available and they'll continue to

[54:43] restock those as soon as they're used. So it's a great program. I just wanted

[54:46] to highlight it, let you know that that's in place. Uh aside from that, uh

[54:51] we attended a lot of community events in the month of October. It was fire

[54:54] prevention month. So we had over 20 plus programs that the the cruise ended were

[54:58] out visiting the school programs particularly. Um we did hire a new admin

[55:04] assistant. Most of you already met her Danny Py. So I just wanted to make sure

[55:08] that everybody knew that now got some help on board since the last meeting and

[55:12] uh she's working hard getting us dialed in on all the programs we got to work

[55:14] on. We will also be doing CPR AED training mostly for uh our city employee

[55:20] staff coming up in December and we're doing several other programs for our

[55:23] community members also next year. Uh department updates. We did fire ops 101

[55:31] as all of you know and thank you again for all of you attending. We had a great

[55:34] time with you. I hope it was educational for you.

[59:21] command vehicles. Those will be uh batting chiefs and and chief officers

[59:26] will be using those soon. So, uh those are getting outfitted as we speak. Uh

[59:31] new rescue and brush truck, we just finalized the specs on that. So, those

[59:34] will be going into production here about 12 to 14 months before the delivery

[59:38] though. Uh unfortunately lose two firefighters since I last spoke with you

[59:42] to outside agencies. One went to Ocean City, right? fire district and one to

[59:46] South Walton County. Uh we've got recruitment of new fire and EMS training

[59:51] division chief ongoing right now. So we have few applicants for that. We'll be

[59:55] interviewing for that here in the coming weeks. That'll be a huge asset to help

[59:59] get our EMS program up and running to the ALS level like I've spoken to you

[1:00:03] about. So I want to get that position in place first and then we'll look at

[1:00:06] recruitment opportunities again for paramedics and firefighters.

[1:00:10] And uh we are in the process of a full SOP SOG rewrite within the department

[1:00:15] organization so that we've got uh everything covered. I was advised

[1:00:19] earlier today we'll be probably visited by ISO insurance service offices that

[1:00:23] does our ratings probably in Marchish. So all these elements we have in place

[1:00:28] prior to that. Uh we are assisting city of ALP with

[1:00:33] fire inspections and training right now while their chiefs away on leave and uh

[1:00:39] we helping with that new Okalooa gas building as they're trying to find all

[1:00:42] that. So fire marshal Webster has been instrumental in getting that done for

[1:00:46] them. Uh we are engaging in what's called echelon front leadership

[1:00:50] training. It's uh was developed by Navy Seal. Dr. Will if you heard of it but

[1:00:55] we'll be starting that program. robust leadership training program

[1:00:58] putting all of our fire department personnel through it. Takes about a year

[1:01:01] to get through it. So, it'll be kicking off here in the next coming weeks. And

[1:01:04] then uh as well as operations and tactics training started earlier this

[1:01:08] week. I'm teaching that uh our all of our staff as well as fire department

[1:01:12] members from East Niceville and Valp attended that as well. That's going to

[1:01:16] again hopefully move us more towards a regional training and operational

[1:01:21] posture. So, excited about that. And then lastly, uh, wanted to recognize

[1:01:25] firefighter Chris Stokes. He was nominated by his peers as the

[1:01:28] firefighter of the year for this upcoming year. And, uh, the Nightsville

[1:01:33] Exchange Club had him out for lunch today. It was very nice of them to treat

[1:01:35] him to lunch and, uh, gave a little treat. So, uh, we'll bring him back here

[1:01:39] in future months as, uh, we have other opportunities. But, uh, that's all I

[1:02:57] street. All fittings are here. Everything is here to complete that

[1:03:00] project. The county is back. They are laying pipe. They started uh back

[1:03:05] Monday. They have laid over 3,000 foot so far. It's about a 3.2 mile pipeline.

[1:03:10] So I cannot give you. It's hard to kind of give you a guess when they're going

[1:03:15] to be done. It's a pretty long pipeline. But they are back. have all the

[1:03:19] materials they need. So, this will be done this year. Finally,

[1:03:26] » or next year, sorry. Um, Aquam had a call this afternoon with Badger. Uh,

[1:03:33] they told me they have about 200 meters left to install. Uh, should be done the

[1:03:38] first or second week of December, but we'll be working with Mr. Bill on

[1:03:42] cleaning some things up before we they receive final payment.

[1:03:47] Uh our sewer rehab is complete in Palm Estates area. We have approved the site

[1:03:52] plan for our new 1 million gallon water tank in Demos Creek and we're be

[1:03:56] hopefully by Thursday submitting our FD permit for that. Uh the sewer has been

[1:04:02] tied in on that road closure for the new wall store. That's coming along good.

[1:04:06] All the plans have been approved for the green belt sewer. Uh we have

[1:04:12] a gravity permit back that's been accepted. So again working engineers on

[1:04:17] bid documents to get it out get out for bid and that is a budget item that we

[1:04:22] budgeted for this year get that done this year apologize I'm trying to watch

[1:04:27] so it's going to be an upgraded sewer line from college boulevard cherrywood

[1:04:31] core fix up all the flow a lot of the flow on the north side of town just

[1:04:35] giving it more capacity and so just to build on that it's down north cedar but

[1:04:41] part of part of the reason for this upgrade was because of the dorms at the

[1:04:48] There made 28 water calls, 16 sewer calls, made nine water taps, had five

[1:04:52] sewer taps, and 385 spots. Uh we have a storm water issue on Honeysuckle Way

[1:04:58] that we just completed. We have a drainage issue on Wood Drive that we

[1:05:02] will have completed before the holiday. Um we're working on that two parking

[1:05:08] spots that the fire department should be pouring that Thursday and get strike

[1:05:11] next week for public access. Um CW Roberts is back on Hill Lane

[1:05:19] storm drain pipe and then what we left is basin roadway. So that's moving along

[1:05:23] good now too. Um the sidewalk project is complete on Palm Boulevard. Finally

[1:05:30] closed that out. Uh we had one little issue on erosion at 1600 palm. We're

[1:05:35] going to be working on inhouse but that's not a big deal.

[1:05:45] of county commissioners approved Chavez construction

[1:05:50] to install sidewalk on Brazo Boulevard. So

[1:06:16] else. So, I'm sure they'll say completion date is three years from now.

[1:06:27] update on the MP from Forest Road from College Boulevard to follow on down to

[1:06:32] Forest Rocky Bayou. You're probably wondering why you haven't seen any

[1:06:35] movement. Well, they actually with the military shut down the 103 gig for a

[1:06:41] minute. They couldn't keep waiting on them. So, they swap sides instead of

[1:06:46] starting to call the phone to start that rocky body driving force moving north.

[1:06:51] So, that's underway. Uh the Miracle League field has been

[1:06:56] bidded out. They do have a little bidder. uh until extra funds that the

[1:07:01] county needs to uh construct the park. They will not reveal who the lowest

[1:07:06] bidder is. It's supposed to be re releasing those funds pretty soon. Um

[1:07:11] and but the playground equipment has already been bought. So it should be

[1:07:15] here sometime in December. So as soon as the county releases the funds and the

[1:07:19] county can reveal who is the lowest bidder and go forward.

[1:07:24] » So what what does that mean for starting?

[1:07:28] Well, ma'am, we're waiting on the county, the commissioners to, like

[1:07:31] Jonathan said, the the bids came in over uh our projected budgets for both us and

[1:07:36] the county. And so, uh the county went back to the board of county

[1:07:40] commissioners to get a couple extra hundred,000 bucks. Um I I don't envision

[1:07:45] any problems, but I don't have a a timeline of when the county will release

[1:07:51] that money. uh the public works I guess not public works director any one of the

[1:07:56] the deputy county administrators is working with the the admin uh the

[1:07:59] commissioners to secure that extra money. I think he has uh just a matter

[1:08:04] of formality now to get it through uh the public hearing.

[1:08:08] So we I I anticipate we'll start construction you know first quarter next

[1:08:12] year.

[1:08:16] But once those funds are once those funds are released, they already have a

[1:08:19] low bidder and they already have a construction company ready to go to.

[1:08:24] Excuse me. They can reveal that once that happens. So it should be all good.

[1:08:27] That's it. Uh also talked to Karun today about the

[1:08:33] roundabouts the county will be installing at Cedar Avenue in college

[1:08:37] and call Boulevard and Palm. They're at 30% design. There's supposed to meet

[1:08:43] officials from Northwest Florida State College on aligning the driveway coming

[1:08:49] out of the college like the EOC align trying to realign that with Cedar Avenue

[1:08:55] to get it to fit. After that's complete, it will be 60% design. So, it's just a

[1:08:59] matter of the county meeting with Northwest Florida State College

[1:09:02] officials. So, roundabouts are coming on College Boulevard. Um the pavement of

[1:09:09] Highway 20 from Val Avenue has been moved from May of 26 to August of 26.

[1:09:18] Um Turkey Creek paving and bathrooms. Uh we signed a task order earlier today for

[1:09:24] the storm water and paving north side of Turkey Creek South bathroom. We do have

[1:09:29] an onsite meeting there at 9:00 a.m. Thursday to go over start the plan set.

[1:09:35] Um the bathroom renovation that was supposed to start in December have been

[1:09:39] pushed to January due to uh Ninja Flooring not being able to get to us to

[1:09:44] put the flooring down the bathroom until January the 6. But that's a project that

[1:09:50] Mid Bay Rotary is giving us $10,400 for. So that will be start in January. We

[1:09:56] will have portable setup to accommodate the people at the park need or whatever

[1:10:01] during construction. Our renovation shouldn't Three weeks there should go

[1:10:06] pretty quick. Just there's a lot of old people in the rotary. So it depend how

[1:10:09] long it takes them to paint. >> Sorry.

[1:10:21] » Um next couple weeks we'll be placing sidewalks on North Avenue. Just some

[1:10:26] stuff we had broken up. We had some complaints on. So, we'll fix what we can

[1:10:31] that is going to cause a hazard. Uh, during the Christmas break, we're going

[1:10:35] to be installing a crosswalk to the intersection of Jun Juniper Avenue and

[1:10:38] Rhonda Drive. Actually, carry the sidewalk out of Eagle's Landing, go down

[1:10:43] Juniper, and then we'll cross at Rhonda. So, we didn't decide to cross out of

[1:10:49] Eagles Landing to a 3ft sidewalk you can't see. So, we will come down out of

[1:10:56] Eagle's Landing and then cross that unit around

[1:11:01] Um, after the Christmas bank, we also be stalling a new crosswalk out here in the

[1:11:05] complex after all the Christmas is taken down to get pedestrians safely to the

[1:11:10] kids park. What we're going to do is the the eastern speed. We're going to push

[1:11:15] it back, install the crosswalk of ramps, move, put another speed bump in so kids

[1:11:20] can get through a crosswalk to the kids park safer.

[1:11:24] Mr. Dice on that. So, we plan on doing that after all the Christmas taken down.

[1:11:28] just be a lot safer for our kiddos get to the kids park. Uh, also in our coach

[1:11:33] striping, I'm waiting on a we've already sent a purchase requisition. We're going

[1:11:37] to be upgrading the striping coming northbound on Redwood when you get to

[1:11:41] Highway 20. Um, you're going north on Redwood, you get to 20. All the arrows

[1:11:48] are going. People don't know which way they're going. So, we got traffic. We're

[1:11:51] going to upgrade that intersection so people know where they're going to go.

[1:12:06] So compliance update there are 37 cases in the month of October, 12 closed.

[1:15:06] We should be by done by the second week of December. They weren't changing out

[1:15:09] every single meter, which was about 9,616

[1:15:13] meters we have in the city. Just a percentage of the meters and then the

[1:15:17] rest of them were retrofitting in the the AMI system. The actual register that

[1:15:23] goes on the meter that the readings are billing. So we're probably over 90%.

[1:18:45] with different I know the Fort Walton Beach Chamber of Commerce and we will be

[1:18:49] probably tapping into the nice valoal chamber of commerce and prescuit chamber

[1:18:55] of commerce. So these are all areas that we're going to be talking about but but

[1:19:01] sorry specifically I to say something about Mayor Hinkle and the wonderful

[1:19:08] town of Niceville. I don't know if um we he Mayor Hingle

[1:19:13] was very very very supportive when I approached him about putting in what's

[1:19:17] called a liberty tree and that liberty tree was planted I

[1:19:24] think in March and it's really growing well. So thank

[1:19:29] you very much >> and going to and I'm going to tell you a

[1:19:34] little bit about a liberty tree and then I'm going to go on and talk about

[1:19:37] something else. The liberty tree was something that was used in colonial

[1:19:44] times because of course they didn't have phones and most people couldn't afford

[1:19:47] news newspapers and stuff like that. So they would have notices put out on a

[1:19:52] tree and there or people would come and talk

[1:19:57] at the liberty tree. So uh if you're wondering what it is and why it was

[1:20:03] chosen. The story the liberty tree is a large tree. This the one that

[1:20:06] specifically we started with was a large tree that was planted in uh colonial

[1:20:12] Boston in 1646 and was nearly 120 years old by the time of the American

[1:20:17] Revolution. The area under its branches became a popular meeting place for

[1:20:22] Boston citizens. The Sons of Liberty, a secret society who advocated for the

[1:20:27] rights of cons would meet there at the tree and stage protests. In 1765, large

[1:20:32] protests occurred specifically to argue against the Stamp Act. Does anybody

[1:20:37] remember that in American history?

[1:20:42] A crowd of pro protesters did take an effigy of the house of the local tax

[1:20:48] collector and they proceeded to behead and burn the likeness before assaulting

[1:20:52] his home. He he retired the next next day by the way. The next year the stamp

[1:20:59] act was repealed and the citizens of Boston gathered again at the Liberty

[1:21:02] Tree and lanterns were hung at the branches the celebration. This liberty

[1:21:06] tree continued to be a place for protests and public displays through the

[1:21:10] 1770s. But the British cut it down. Yes, they did. They had replanted it and

[1:21:17] and after that time there were all the other big cities joined forces and put

[1:21:23] liberty trees up. But because we have our own burial, we were the sec we the

[1:21:29] first city in Okaloosa County to put up a liberty tree. Thank you so much. Mayor

[1:27:52] I um had some home repairs done on my house November, December last year.

[1:28:01] And I looked the contractor in the eye and I said, "Are you licensed in the

[1:28:06] state of Florida to do these repairs?" And he looked me

[1:28:11] in the eyes and said, "Yes." And I said, "Okay.

[1:28:14] I'm going tell you right now, if you screw me, I want an orgasm out of it

[1:28:18] because one other time I got screwed. Well, I've been dealing with this since

[1:28:27] November of last year and I got nothing from the city. I kept calling trying to

[1:28:33] get code enforcement to come and they never would. So, I have finally turned

[1:28:37] that over to the state of Florida and I talked to David

[1:28:44] and he told me that an officer had went and talked to Randy Hub Banks who was

[1:28:53] the guy that did the work. I have an email from Wendy

[1:28:59] who finally said after the police chief and David both told me that an officer

[1:29:06] went and talked to Randy that said

[1:29:12] that The police officer never went and spoke to Randy Bank after this one and

[1:29:20] this one told me that they had. Okay. My house

[1:29:27] has not passed inspection. And then I had the county. He called the

[1:29:35] county and a guy named Bailey and I can't pronounce his last name.

[1:29:43] to appraise my house for tax purposes. And I said, "Why is it being appraised?

[1:29:52] I didn't have anything done. I had repairs done." And I said, "It hasn't

[1:29:57] even passed inspection." So then

[1:30:02] my neighbors behind me, their

[1:30:08] briers, vines, everything else was growing up. between my fence and they

[1:30:13] were cracking it and I had snakes and rodents coming underneath my fence. I

[1:30:18] knocked on their door a couple of times. I called code enforcement. Allan told

[1:30:24] » You got 30 seconds, ma'am. >> that I that I needed to take pictures

[1:30:29] and I asked him to send me something. Well, this is the response I got from

[1:30:34] David. He said, "One more thing, Miss Hudson,

[1:30:40] while my compliance team was at your neighbor's house and examining the

[1:30:44] backyard. They noticed an accessory structure shed in your backyard that is

[1:30:52] likely in violation of the city setback. >> That's three minutes, ma'am.

[1:30:56] » So, I ask him, >> please leave the rest of your comments

[1:31:01] so we will take them. Appreciate it. >> Okay.

[1:31:04] » Thank you. >> Thank you.

[1:31:25] good folks uh on their day off. Uh, we had an emergency where the I guess they

[1:31:32] were digging for the new gas lines or whatever, took out our water and these

[1:31:37] guys came and their and holiday and stuff to fix it. It's there's been other

[1:31:44] stuff that happened before and they were out there Johnny on the spot look like

[1:31:47] you know the guys are going off and I appreciate appreciate them and what they

[1:31:52] do and uh I know they don't probably get enough citizens but just want to say

[1:31:58] thank you for them. Thank you. Thank you. Appreciate that.
