available would not um allow for both to
coexist because squash courts require

four walls we would have to find a way
to build a retractable wall and I don't
[7:19]
believe that there's the space or the
budget to be able to do that at this

further like the usage the usage for the
squash carts is actually climbing and

points of view are um you know we did

but um I guess the point that's up
[8:28]
bothering me
is if we make these changes to
[8:33]
badmington and basketball and
whatever pickable um like it was
[8:41]
mentioned in one of the emails it's free
elsewhere like three quarters of the
[8:45]
year it's free
elsewhere

and I could see usage for happening in
the winter and I'm a little concerned
[8:57]
that it will fall off uh as we as the
weather gets warmer so then are we any
[9:04]
further
ahead um I I would love to see a grace
[9:08]
period and now I realize that we're we
have the like the Vance fund the timing
[9:13]
is is becoming an
issue but uh
[9:17]
oh a grace period would be nice then to
test these emails if they're true if
[9:24]
it's really going to happen eh but um it
sounds like we need to make an make a a
[9:31]
decision now so anyways those are my

Squash Courts uh for uh for northan to

consider changing it or
making other improvements to that
[10:12]
space uh and now now we're just getting
uh I believe there was 20 people that uh
[10:19]
said that they were into uh playing
squash you know you know 20 people is
[10:25]
not going to make that that space uh you
know at tall uh uh uh you know for the
[10:31]
usage of what what we have can you give
us some background as to uh how much
[10:35]
usage it was getting prior to uh this
decision to make it uh make us think of
[10:40]
changing it thank you through you we

FAL um as you know um or may recall in
the master plan that was produced in
[10:51]
2021 it identified uh a Slowdown in
usage at that point in time uh and when
[10:59]
um we brought when staff brought the
report back to Council in August um to
[11:04]
seek direction from Council about
applying to the Vance fund we had seen
[11:08]
really low usage um with the the courts
it is self-served so you can kind of get
[11:13]
in there we don't know what people go in
and play um ex exactly but we were
[11:19]
seeing um you know people wanting to
access this space um during the daytime
[11:25]
I remember somebody wanting to come in
and and uh play basketball in the
[11:29]
daytime because he was working in town
um that unfortunately uh to to counselor
[11:36]
Palmer's point it it wouldn't be able to
happen um because of our reciprocal
[11:41]
agreement with the school board um that
only allows for usage in the evenings uh
[11:46]
during the school year so there are some
limitations on the availability of those
[11:51]
other sports um in throughout the year
but we came to to council with solid um
[11:58]
information that that the the usage um
of the Courts for the game of squash had
[12:04]
really declined it we I don't have
numbers unfortunately and I think that
[12:08]
that also is is part of the challenge we
had as as council is well aware um of
[12:13]
our our registration system in the last
[12:17]
year thank you uh councelor Ben hitson
you had a point there please yes thank
[12:22]
you ree effer to um Miss St um this um
this is only for the scope of design
[12:29]
work for the courts do we really have to
point out right now that we want pickle
[12:34]
ball basketball batminton or squash or
do we have to look first uh what is
[12:39]
possible because of the leak that is
going on there and how much that's going
[12:43]
to cost to repair or is that a totally
different um cost to the
[12:48]
municipality whatever change we
make three your worship a couple of of
[12:55]
points there I um so I I'll speak to the
the leak first um we are seeing as uh we
[13:01]
all are very well aware um a lot of snow
this year and so the snow loading on the
[13:07]
roof it's a flat roof at the complex and
so we're finding that the snow loing at
[13:11]
that um uh Spa is contributing to some
leaks we have had um some companies come
[13:19]
in and they have provided that feedback
to us um and during this past year we
[13:24]
weren't able to get to some of the
maintenance work that we wanted to and
[13:27]
so that's also contributing
we do have a plan coming forward that
[13:31]
will be presented to council during
budget time that will um allow for us to
[13:36]
do a better assessment of the of the
roof but a lot of it we're seeing is
[13:40]
because of the snow loading and that's
it's not just at the
[13:43]
complex um to to your other point about
the scope of of funding um the the our
[13:50]
application to the Vance fund was very
specific when we needed to be we needed
[13:54]
to be extremely um specific in what we
were applying for
[13:59]
and I had a chance to speak with the um
the the fund manager um at the Vance
[14:05]
fund and um should we should Council
sorry excuse me should Council decide to
[14:12]
change the scope of the project um the
the funding would have to be returned
[14:18]
and there would be impacts to the
township on the ability to apply for
[14:22]
Grants at future time I would say that
at you know when Council made this
[14:27]
decision and directed staff on August
12th we came at it with you know
[14:32]
information that there was very low
usage so with the information that
[14:37]
Council had at the time uh the decision
was prudent and um allowed you know
[14:44]
certainly was well thought of within the
information that was available and the
[14:47]
usage
patterns good thank you thank you

um so really just a a comment more than
[14:57]
a question but um so I was actually out
there with the family on the weekend um
[15:04]
playing squash uh so you know I I
actually enjoy the game
[15:09]
myself um but to some of the other
points that were raised uh this is a
[15:14]
long-term trend of declining usage for
squash right staff been looking at it
[15:19]
since
2021 um and you know my feeling is you
[15:25]
know you just have to
react to these long term Trends right we
[15:30]
we don't have Lawn Bowling courts around
town anymore because that sport went out
[15:34]
of favor right
so um you know I think it's unfortunate
[15:39]
that we can't do everything for everyone
but uh to uh director sc's Point yes
[15:44]
there is a lot of pickle ball in town
you know me and my family play that um
[15:48]
but it is a lot of the usage is
restricted to
[15:52]
evenings uh through the week right
because the facilities the schools just
[15:56]
aren't open uh you know a lot of
weekends and a lot of weekdays so you
[16:01]
know this will provide extra extra
flexibility you know for people that
[16:06]
want to play those Sports at uh at
different
[16:10]
times thank you councelor Palmer go

um H how do we want to fund this like
like for the Fe I know we discussed fees
[16:24]
later but um it'd be nice to know what
you're thinking Kelly like like this is
[16:30]
going to
cost people unless they have a
[16:33]
membership overall membership then
they're fine but for anyone else that
[16:39]
want to do Bonton or whatever um I guess
the question is will they accept pay and
[16:46]
pay to play or or
not through through you reev heord to
[16:52]
counselor Palmer um we currently have
people um on fees and charges there is a
[16:59]
fee to utilize the courts you could
either purchase a daily rate or a
[17:03]
monthly rate and we are finding that
people are purchasing that to you know
[17:08]
even now um to to play the um sports or
the or to use the space as available um
[17:16]
but that is also the direction that
Council has provided is to seek um you
[17:21]
know um user pay system
and uh right now that's kind of where
[17:28]
we're going and it seems to be working
[17:32]
well thank you I just like to add to
that I had a young lad I down there with
[17:37]
my grandson and he came and say oh he
just loves going out and whenever he can
[17:41]
he'll just go and get a pay to go and
play basketball so people are out there
[17:47]
doing that and uh and uh that yep that's
all I have to say to that thank
[17:53]
you okay was there anything else

regards to uh gathering this information
since 21 we had a few things going on
[18:03]
that time of year that time in our a CO
Etc did that not affect the numbers when
[18:13]

the master plan was developed uh I
believe it was uh pre pandemic and so
[18:33]
was using some uh usage patterns leading
up to that

time um and and since then um you know
it's been more anecdotal about who we
[18:44]
can um try and see that is is coming
through the doors and up until about a
[18:50]
month ago um usage patterns were really
low um and um and that's what you know
[18:57]
feedback I got from all levels of Staff

the director of recreation and

Children's Services to obtain quotes for
preparation of the architectural and
[19:45]
design layout for revitalization of the
Court space at the North uran West cast
[19:49]
Community complex into a multi-use space
designed for the following Sports
[19:53]
recreation activities pickle ball
basketball and badminton so I now call

this just the building or a building and

playground uh with the footprint it's
going to take
[21:20]
up through you Reef heer to celor right
um the drawing was not uh drawn to scale

to scale and so um the estimate that um
there would be 33 lost uh camping spots

things that that I've asked the
[22:31]
um that we we could include in the
tender and when I initially met with um
[22:36]
this business on site I had talked about
um scaling up we are you know have um an
[22:44]
application into the county for 26
spaces but depending on the growth of
[22:51]
the town of BL we may you know Council
may want to consider in a future design
[22:56]
phase um the growth either of the
daycare or other options and so
[23:02]
certainly we can uh look to include that
uh that that as a as a potential scope
[23:09]
uh not full out design but that in the
design it allows for
[23:14]
expansion okay thank you councelor

stuff what's it going to look like when
[23:24]
the thrashes kind of curious because
those thrashes just just

campground hasn't U achieved capacity
[23:41]
during the thresher week for some time
so the loss of 33 spaces potentially
[23:47]
would be uh minimal in comparison to the
usage um but should
[23:53]
Council provide direction for me to
proceed with the request for proposals
[23:58]
uh my next stop is to meet with the the
Threshers and and talk about what does
[24:02]
this look like um a daycare in the
community as we know is uh offers a lot
[24:08]
and so how can we work together and in
tandem to make this a
[24:13]
win-win okay thank you thank you uh

rright yeah I just have a couple of
questions um how we're going to man this
[24:24]
place because we can't get enough people
here in Wingham as it is the these
[24:28]
people are hard to get a hold of do you
have any plans on
[24:32]
getting being able to recruit these
people and everything to run this
[24:37]
place through you ree heer to to
councelor Whitfield it um employment um
[24:43]
we will need to hire three to four um
ECE workers so so our our registered ECE
[24:49]
workers as well as a cook um and a
supervisor for this
[24:55]
location and so it certainly is
something top of mind but what hearing
[24:58]
is that uh working for the township of
North Huron uh we are a preferred
[25:03]
employer and uh certainly I will be
looking to um our inter manager Tiffany
[25:09]
to assist with um the recruitment um but
that won't we won't wait till the end
[25:14]
we're going to start right away um once
we have uh once we're further along a
[25:20]
little bit

it's it's kind of on top of what
[25:30]
councelor MC Bernie said but um director
stat when you're talking to the
[25:35]
Threshers um I think care has to be or
consider consideration has to be given
[25:41]
to how this daycare is going to function
during the week of the Threshers uh
[25:45]
because that's a very busy area right so
um just consideration of safe drop off
[25:51]
zones uh for the kids and things like
that um you know congestion carries risk
[25:57]
right so just something to talk about as
far as um you know the layout when we
[26:03]
get into design you know the layout of
where the entrances are uh you know
[26:08]
visibility all those kinds of things um
you know 51 weeks of the year I think
[26:13]
this will be a great and you know it's a
little used spot but that for that one
[26:18]
week um have to have some uh plans for
how the daycare is going to operate
[26:23]
during that
week through you your worship uh uh
[26:28]

the transition uh time has come now for
North uran for the non- eliges which is
[28:00]
the industrial commercial and
institutional and as of April 1st they
[28:04]
will no longer be uh collect it without
having uh a fee attached to it they can
[28:11]
uh waste management is subbed in from uh
Blue Water Recycling and they can co-
[28:17]
collect but they want they have to be
paid for the uh non-eligible between
[28:22]
April and the end of
December okay thank you okay okay we go

director Wilson please um I see on the
non-eligible list uh at the bottom it
[28:38]
says commercial farms uh who is deciding
what a commercial Farm is and um most
[28:44]
Farms have houses on there so they are
driving around to collect the
[28:48]
recyclables
from um from the
[28:52]
houses but to my knowledge commercial
Farms never could put any garbage on the
[28:57]
side of the road
[29:00]
per you ree heer the uh everything has
been decided through circular materials
[29:06]
and circular materials is now looking
after all the recycling within Ontario
[29:11]
and they are deciding who is the non-
eligibles and who is eligible so if the
[29:17]
farm were collected as the household
then that will be continued but as far
[29:24]
as any if it's if it's classified in
there then that all came through
[29:28]
circular materials
Ontario and how can uh residents find
[29:33]
that out if you live in rural
Ontario they would uh have to contact
[29:40]
circular materials Ontario or they can
contact their their municipality and
[29:45]
their municipality can certainly contact
whoever their um whoever's going to be
[29:51]
picking it up for hurin and Perth it's
all through Blue Water Recycling and
[29:56]
then if they're in Bruce County it's
through Waste Management that's who it
[30:00]
was awarded to from circular

the the need right obviously there's
eligible and
[30:16]
ineligible sources and they do need to
be kept separate but you know just

speaking um like how do we know who's

Wingham right how do we know if that's
from a residential use or from a a
[30:35]
restaurant um like like is
there is there an element of enforcement
[30:42]
to this right or you know how how does
the recycling company know you know um
[30:48]
or or are they going to try to
discriminate between you know the boxes
[30:52]
left out in front of a of a of a
restaurant versus you know they think
[30:58]
it's an apartment just curious on that
uh through you reev heer that it's it is
[31:04]
going to be what I would regard as I
guess the honor System moving forward
[31:09]
and it is I asked that same question
regarding if there was an apartment
[31:14]
above and they were putting recycling
out then they it it really is the honor
[31:20]
System but what uh the uh Public Works
administrative assistant is doing right
[31:26]
now through empac is getting the number
number of uh businesses in North yon so
[31:31]
we can provide that to waste management
so they can give us a number on what it
[31:35]
would be to collect these uh ICI moving
forward and I believe what they're going
[31:42]
to do in the future if you're going to
collect ICI as there would be even a
[31:46]
different colored bin for businesses
compared to the blue box or whatever bin
[31:53]
is going to be available for residential
[31:57]

to this this method where we we were

paying the waste management system to
pick up the garbage on for on and
[32:49]
recycles on behalf of North hon now when
it's being shifted over to the uh the
[32:56]
manufacturer supposed to pay for that
recycling portion are we going to see a
[33:01]
reduction in our costs now that that is
being passed on to the to the
[33:07]
manufacturer uh through you the re this
would now for for instance the uh bins
[33:13]
that are currently out at the landfill
we would be North hean used to get an
[33:18]
invoice from Waste Management that
invoice now will be going directly to
[33:23]
Circular
materials so the the garbage propotion
[33:28]
portion of that is still paid for by the
municipality through bag tags correct
[33:33]
that's

so um uh the recycling bins at um at the
[33:49]
that are at the at the at the waste
facility there so are we going to have
[33:54]
to have two bins of everything for elig
and non non-eligible users or are we
[34:01]
going to prevent the ICI people from
putting recycling at the at the dump
[34:07]
like how's how's that going to work well
through you ree heer that's another
[34:13]
situation where the bins that are
currently at our landfill are not going
[34:18]
to be eligible for anybody any ICI so
same thing it's we're the plan isn't to
[34:27]
police it the plan is that people will
understand that you just don't bring
[34:31]
them out so be it I guess if some if
some do bring it out then it's same
[34:36]
thing it's on the honor System unless
the municipality or whoever has these
[34:41]
Depot agreements want to police
it and then a followup to that how many
[34:48]
industrial properties do we have
um uh in North hon or been classified as
[34:55]
industrial um and to be honest you know
my thought is um you know do we want to
[35:01]
provide a service to say a restaurant
owner uh somebody running a small a
[35:06]
small store um yes you know probably
because um it would be very honorous for
[35:12]
them to come up with their own recycling
uh program but um you know to be honest
[35:18]
if West cast was still um um operating
and I guess they star in some reduced
[35:24]
capacity you know it would make sense
for them to uh you know have have their
[35:29]
own recycling service you know Etc so I
just wonder if if and I don't know if
[35:35]
you know the number off the top of your
head but I mean I I guess from an
[35:39]
opinion would that make sense to you
what you know the program chip that we
[35:44]
you know would it make sense to
potentially exclude um industrial
[35:48]
properties uh through you ree I don't
have those numbers as I uh said uh a
[35:54]
little while ago that the uh
administrative assistant is deal dealing
[35:57]
with empac right now to acquire all the
industrial commercial and
[36:02]
institutional uh businesses that are
within North hon and some businesses
[36:08]
that may be a larger business as uh you
refer to West cast they may have their
[36:14]
own recycling bin because of the amount
of recycling that they do have and I
[36:19]
know that that's um something that I see
here in h gri where some of the
[36:24]
businesses had uh what they call
convenience bins or large Blue bins
[36:29]
dropped off right of their business that
was directly uh for their own uh use and
[36:34]
would be built directly from uh Blue
Water
[36:39]

at all about um perhaps an expansion for
ble but it did reference that if that

was to happen and when that we would be
bringing a report so that wasn't part of
[42:07]

the reference to usage if we don't have
[42:14]
one yeah so so I guess just to clarify
so this agreement is based on the
[42:20]
different types of uh libraries and the
dollar figure and what's required for
[42:24]
cleanings etc for each of those
libraries so as long as North hean
[42:28]
continues to provide a comprehensive
library at uh the Wingham or Alice
[42:33]
Monroe library and a neighborhood
Library um in blith that will be the
[42:38]
expectations however uh there is notice
Provisions there so if say for example
[42:43]
if Council wanted to discontinue Library
services in bath or wanted to change the
[42:47]
level of service to move from a
neighborhood library to a comprehensive
[42:50]
one this agreement would account for
that we would uh we would amend that but
[42:55]
basically the structure is the same
depending on the of service um being
[42:59]
offered in those um different areas
throughout here on County uh
[43:03]
