[7:44] Command center at washburn

[7:46] It was the dedication of that building to one of our our fallen police officers

[7:53] A few people asked me who is on the lapel pin that I have on my jacket.

[7:56] His name is Chad W. Parkay.

[7:59] He joined the Norah Philosophy Police Department in 2007.

[8:02] He served as an officer.

[8:04] He was on the problem-solving unit, and he was working as a detective at the time of

[8:09] his passing, this day, nine years ago, in 2017.

[8:13] And so his family was there.

[8:15] The parking lot was filled with people that believe in law enforcement and support the

[8:20] men and women that serve our community.

[8:23] And it was humbling to be there.

[8:24] It was a great experience.

[8:25] Mayor was there, Councilman Garcia Anderson

[8:28] and Councilman Barone, our city manager

[8:31] made some beautiful remarks as well.

[8:33] And so it was bittersweet, kind of somber,

[8:36] but also a celebration of a person

[8:39] who dedicated a great deal to our community.

[8:43] Also on January 13th, I just wanted to announce

[8:45] if you want to be inspired by something

[8:47] that's awesome in our community,

[8:48] attend the care court graduation.

[8:51] It's at our municipal court under the direction

[8:53] of Judge Christopher Cannon.

[8:55] It's a court that enables people

[8:57] that come into our justice system

[8:59] to overcome their challenges and barriers

[9:00] of what brought them in there

[9:02] to be able to course correct and move on with their lives

[9:05] and reconnect with families, gainful employment,

[9:07] all types of great gains come out of the hard work

[9:09] that people put in through the care court.

[9:12] So that's on the 13th at 9 a.m.

[9:17] Happy new year everyone. It's great to be back. I traveled to see family and I'm

[9:24] ready to start the year. So many great things are happening in the community. I'm

[9:29] going to go back a couple weeks because I want to highlight some events that we

[9:32] participated in that it's worth mentioning. On December 18th, several

[9:38] members of our team and I, we had the privilege of attending the I Am

[9:42] possible. Graduation at the North Las Vegas Municipal Court we celebrated the

[9:49] graduation of three amazing men who finished a six-week very intensive

[9:54] rehabilitation program to help them with substance abuse challenges and help them

[10:00] make positive choices after they are released. This is an amazing program

[10:04] one that we are very proud of and we just want to wish them success and

[10:08] thank our team and all our partners for ensuring the success of this

[10:12] program. And then on December 20th, Mayor Potemman and I, we attended, we were invited

[10:20] to the Donna Street Community, Donna Street Block Party. And so I just want to give a

[10:27] shout out to Mr. Robert Strotter, who hosts, has an amazing job hosting an annual party

[10:34] for all the residents in this area. And it was just great to be able to be there

[10:40] with the residents and interact with them, chat with them, and also learn about some

[10:46] of the initiatives Mr. Strouder is doing in the North Las Vegas community.

[10:50] He's a great partner.

[10:51] And so we want to thank him for his efforts, and we are just excited for the great partnership

[10:57] to be able to work together and lift our community.

[11:00] Also, I want to invite the public to the Martin Luther King Parade that will be taking

[11:06] place this Monday, January 19th.

[11:09] This will be at downtown Las Vegas.

[11:12] The parade will be at 10 a.m.,

[11:14] so we encourage you to come early and pick your spot.

[20:03] Well, my name is Andy Moore, and I did prepare just some statements.

[20:08] I know I had provided all of you with a memo about the city's accomplishments over the

[20:12] past year and city attorneys, the attorneys' efforts in making those things happen.

[20:19] But I wanted to just kind of give a general speech about some of the highlights.

[20:23] I did want to say that when I got up this morning, I had two things on my mind.

[20:27] I was at 59 days on my wordle streak, and I was only one day away from getting my 60-day

[20:33] badge, and then obviously this evaluation was hanging over my head, but I'm happy to report

[20:37] that I got my 60-day badge and wordle, and I'm hoping I can ride that hot streak into

[20:41] a positive evaluation today.

[20:45] Admittedly, I'm a bit nervous.

[20:46] Like I've had awkward evaluations in the past where I've been evaluated by

[20:49] an attorney I never worked with at a law firm, but I've never had an evaluation actually

[20:55] at a public meeting, so I hope my comments make sense and go smoothly.

[21:01] When you appointed me a city attorney in November of 2024, in the comments I made, I made reference

[21:06] to like a quote from Clark Griswold, and I made reference to the Milford Academy

[21:10] and Arrested Development, and it was kind of in the context of whether or not I was

[21:14] actually going to be able to perform this job, because I had some worry about being

[21:20] able to perform this job. But I think, I mean, I still suffer from a bit of imposter syndrome,

[21:26] albeit a milder case than I had in November of 2024, but I feel like after serving as

[21:31] acting city attorney for six months and city attorney for 13 months, I'm starting to

[21:35] get the feeling that I can actually thrive in this position rather than just merely

[21:38] surviving. In preparation for this evaluation, like I said, I reviewed the various projects

[21:44] that the city attorney's office is handled in late 2024 and all of 2025 and after doing so I

[21:50] can definitively state that the civil and criminal divisions of the city attorney's office are getting

[21:54] things done for the city and its residents. Before highlighting the city attorney's office

[22:00] accomplishments, I do want to acknowledge that there have been some missteps like in my service

[22:06] as city attorney. I really feel like when I served as a parade organizer at the Hispanic

[22:11] Heritage Month kickoff event back in September. I really did the city of

[22:16] disservice. I was tasked with capping the number of entries in that parade at 50.

[22:20] And when I walked the parade route, I noticed there was about 12 to 15 other

[22:24] cars that had entered the parade after I had like thought that I had stopped at 50.

[22:29] So I really don't think I should be any kind of a parade organizer in the

[22:32] future. And I did want to acknowledge a major solid that no lights more

[22:36] assistant city attorney did for me back in August of 2024. I learned a

[22:40] valuable lesson on that.

[22:41] Chief Gravatt had called me in the middle of the night

[22:43] related to an officer involved shooting

[22:45] and I had unbeknownst to myself,

[22:47] turned my phone off that night,

[22:48] and Noel sprung into action

[22:49] and took care of whatever needed to be done that night

[22:51] and I've learned my lesson since then.

[22:53] I haven't had that happen, so.

[22:55] Anyway,

[22:59] so here are some of the highlights

[23:00] that the city attorney's office has accomplished in 2025.

[23:04] There's been a lot of effort and time spent

[23:08] in assisting with the city's

[23:09] downtown redevelopment efforts.

[23:10] After entering into an exclusive negotiation agreement with Agora in May of 2025,

[23:16] Rihanna Marisa put an incredible amount of time and effort to draft a disposition and development agreement with Agora

[23:22] for the former City Hall property that went before Council in October of 2025.

[23:27] Rihanna continued working on this project over the next month or two

[23:31] and drafted a lease related to the civic building Agora is developing as part of the project.

[23:36] Madison, I saw them saying this, I should use the full names, obviously I'm talking about

[23:41] Chief Deputy City Attorney Rian Jarvis Denman and Chief Deputy City Attorney Marissa Rodriguez.

[23:47] Senior Deputy City Attorney Madison Zornsvella worked closely with Economic Development throughout

[23:51] 2025 on various drafts of an agreement related to the proposed Nevada State University

[23:57] campus in downtown.

[23:58] Ultimately, the city entered into an interlocal agreement with NSU related to the city providing

[24:04] a rent subsidy paid by the RDA for the higher education campus.

[24:08] A lot of time was spent in 2025, obviously dealing, there were two legislative sessions.

[24:13] In 2025 we had the regular session and then a special session.

[24:16] All the attorneys in the civil division and the criminal division assisted government affairs by reviewing and analyzing bills.

[24:23] Rihon was responsible for a large portion of this work.

[24:26] and I also assigned a lot of bills to a senior deputy city attorney, Adrienne

[24:31] Villesca and Daniel Holt, deputy city attorney to join this city in October of

[24:37] 2024. And they did a great job. Everybody that worked did a great job and

[24:41] provided the advice and guidance that government affairs needed for like a

[24:45] smooth legislative session for the city. Throughout 2025 Marissa Rodriguez

[24:51] has assisted planning, public works and communications with legal advice

[24:55] related to the new Windsor Park development. And she also assisted the planning division

[24:59] with zoning code amendments that went before council in December of 2025 and the Tully

[25:04] Springs East master plan that went before council in November of 2025. Marissa also

[25:09] played an integral role in the negotiations of the services contract for the animal shelter

[25:13] operator with Clark County, Las Vegas and the Animal Foundation. Senior Deputy City

[25:19] Attorney Chris Kraft first got involved in the Fire Station 53 litigation matter

[25:23] in 2019, so that's dating back over six years, and has been assisting outside counsel on

[25:28] that matter ever since.

[25:30] That matter resolved in 2025 and the construction and design defendants involved in the matter

[25:34] have agreed to pay the city $2.95 million in the settlement.

[25:45] Assistant City Attorney Noel Eidsmore continues to handle the bulk of the city's employment

[25:49] and labor matters and provides advice to the city's police department and handles

[25:52] various litigation matters involving the PD.

[25:55] In 2025, the Firefighters Union and the PSA CBAs were approved by Council in both NOAL

[26:03] and Madison assisted on those matters.

[26:07] Adrian has been integral in assisting Cass Palmer, Director of Strategic Initiatives

[26:11] in the formation of the city's nonprofit North Star.

[26:16] And he's been a – like we got approval for the nonprofit earlier in 2025.

[26:19] And he's also been integral with the transition to Microsoft and providing advice related to

[26:26] email retention issues, document retention issues, and also like providing advice related

[26:31] to litigation holds.

[26:34] I can highlight in litigation matters, both Madison and Danielle had summary judgment

[26:37] motions granted in matters they were handling in 2025, Madison in an employment litigation

[26:42] matter, and Danielle in a negligence matter.

[26:46] We had a number of ordinances that went before council in 2025 to amend portions of the city's

[26:51] municipal code. Chris, Adrian, and Danielle assisted on a number of those ordinances.

[26:58] And we also had a number of franchise agreements that went before council in 2025,

[27:02] and Marissa and Danielle assisted on those franchise agreements as well.

[27:06] Much to my relief, Madison took over as the primary person responsible for public

[27:10] records matters after I became city attorney. And she has done a tremendous job on this

[27:15] often overlooked and thankless responsibility. And I do want to highlight, I know Deep is

[27:20] here, I want to highlight all the efforts of our criminal team. Our criminal team right

[27:25] now is comprised of five prosecutors, Deep Goswami, George Ward, Brandon Pankowski, Kayla Taylor,

[27:31] and Suzanne Rohrhaus. And along with Felicia Hernandez and Danny, they're serving

[27:37] as victim witness advocates, and Jessica Cappuccino, who's the office manager and oversees

[27:41] all the legal assistance over there. They continue to amaze and impress me with the

[27:45] way that they are able to get through their large case load. The prosecutors on the criminal

[27:50] team experienced a lot of turnover in 2024 and 2025, with four attorneys departing

[27:55] at various times. But this current group of five prosecutors do an amazing job of

[27:59] handling an incredibly high volume of cases that continues to grow. And to highlight

[28:04] that both George and Deep actually won bench trials this week and battery

[28:09] domestic violence trials. And then one other, there's also some turnover in the

[28:16] Civil Division as well. Tammy Bonner who served as legal office administrator for

[28:20] a number of years, retired in February 2025, and Liz Correa who had been

[28:26] previously promoted to senior legal assistant took on the job of legal

[28:31] Office Administrator in February of 2025, and she's done absolutely tremendous job acclimating

[28:37] to that new role and is providing the support I need in terms of budget issues and all those

[28:42] types of things. And then also to replace Liz as Office Secretary, we hired Anjali Sandoval

[28:48] in March of 2025, and she's been doing a fantastic job as well. And lastly, I'd be remiss if I

[29:01] stepped up when Chris Kraft was out of the office for a prolonged period of time in 2025.

[29:06] Everyone stepped up to assist and make sure nothing was missed on all the various litigation

[29:09] matters that Chris was handling.

[29:11] This includes the attorneys whose accomplishments I've highlighted, the paralegals Monica

[29:16] and Matoya and Crystal Williams and also Liz and Anjali and I appreciate all of their

[29:20] hard work.

[29:21] I provide that overview to highlight the various achievements and efforts of the

[29:28] people I get to work with in the city attorney's office. After having served in

[29:32] this role now for, like I said, acting city attorney for about six months and

[29:36] city attorney for 13 months, I feel very fortunate to have this job and to work

[29:39] closely with all of you on council and all of the dedicated and fantastic team

[29:43] members at the city. So that was the extent of my prepared remarks. Are you

[29:48] still nervous? I am nervous. If there's one thing, I get nervous public

[29:53] speaking, but when I have to talk about myself, that nerve kind of

[29:55] I understand, but thank you for that, and thank you for prob-

[30:00] Providing some backup documents as well.

[30:04] I appreciate what you said today and what I have read because

[30:08] your department is only as good as its leader and their top person. And I love the way that

[30:15] you highlighted the great work of the people that work under you. What you and your team

[30:22] has to do in and out every single day in the city attorney's office is just only thing

[30:27] I can think of as massive, from the criminal side, everything that you do to protect the

[30:34] city, the litigation, the public records request, that could be a job within itself.

[30:41] And then all of the franchise agreements, all the projects, the things that you get

[30:45] to read and sign off on, it could be daunting.

[30:49] You handle it with such stride, first of all, with passion, with confidence.

[30:55] And I've noticed I've just watched that grow over the time you're extremely confident in this role

[31:01] I remember when you first were you know, I kept saying what are you going to do?

[31:04] And you're just like I just I don't know because you so I can and I think we all ask that question

[31:09] Are we up for this task?

[31:11] Can we handle these roles because they are very important and very vital for the success of the city?

[31:15] And I think you've done that quite well

[31:18] We don't see that stress side of you when you come into my office

[31:21] is there's always a smile on your face

[31:23] and you're always very cordial and very pleasant.

[31:25] So I totally appreciate that.

[31:27] So I wanna just say thank you for the work that you've done

[31:30] and that you will continue to do for a long time.

[31:35] We're excited to have you as our city attorney

[31:38] and I couldn't be more proud.

[31:51] Andy, you have been a great chief legal advisor

[31:55] And I want you to know that you are thriving because we all are in this, we're a team and

[32:03] I can see it in our community, we're all doing great things and I'm the news member of our

[32:11] city council and I know that feeling, not feeling like we're doing the best that

[32:19] We should, the imposter syndrome,

[32:23] but I think with the right support, we can thrive.

[32:26] And I've seen that in you as well.

[32:30] I want to, I named a few,

[32:34] I listed a few qualities that I've been thinking about

[32:37] while I was preparing or thinking about what I would say.

[32:41] And one of the greatest quality that I appreciate

[32:45] from you as our city attorney

[32:47] is that you're a great listener.

[32:48] and I appreciate that. I'm really grateful for your legal guidance. You're very, very

[32:58] knowledgeable and I can see that during our meetings or in our briefings and when you don't

[33:05] know something you take the time to go out and search for the right answers and I think

[33:11] that's the sign of great leadership because there's not one person who knows all the

[33:17] answers, right? And I also appreciate the fact that you recognize your team members.

[33:23] I think that's a testament that you're a great leader and I know that they

[33:28] respect you and they see your potential. And so I'm really grateful to have

[33:32] the opportunity to work with you and learn from you. Like I said, we're all

[33:38] a team and it's just a privilege being a part of the Northwest Vegas family.

[33:44] So thank you again for everything. And like the mayor, I hope, you know, you can stay with us for a long, long time.

[34:05] And just for a second, it keeps saying Churchill. Maybe I'm not saying Churchill good enough because of your Councilman Churchill onwardly. So it is Churchill. Go ahead, Councilman.

[34:18] I'm going to keep it fairly simple because my reception where I am is kind of going in

[34:24] and out, but I could say without a doubt, since I got on council in 2009 to 2011 as an appointment

[34:34] and then continuing on after I became an actual elected candidate, councilperson, I felt that

[34:44] that we as a city have been blessed with the quality of city attorneys that we've

[34:52] had all along. I think in these last few years though, particularly what we're

[35:00] going through right now, the growth pattern that we're going through, it's been

[35:05] an extra burden on our city attorneys to keep us updated. And I really had no

[35:12] doubt that Andy was capable of doing the job when he got on board. But after the fact right

[35:22] now, I could say that I'm extremely happy with his way of working with me. He's extremely detailed.

[35:31] He keeps me informed. When I say he keeps me informed, I know he keeps all of us informed.

[35:36] And then that's something that the average resident probably

[35:40] doesn't fully understand the importance

[35:43] of having solid briefings from our city attorney

[35:48] when we come out to council meeting as we are right now,

[35:50] even though I'm not there and I miss being there.

[35:54] We know exactly what we're doing

[35:56] based on the team that is behind us.

[36:00] And in this particular case,

[36:03] Andy has been second to none with letting me know, letting us know exactly what is going

[36:10] on and when he needs to call me back and when I have a question or sometimes when I don't

[36:15] even have a question, he'll call me back and make sure that I don't have a question.

[36:21] So that gives me a lot of confidence in doing what I'm doing.

[36:25] And lastly, he's really a pleasure to work with.

[36:30] He's got a good sense of humor, and he's very professional,

[36:35] and he's a good person, and I just enjoy working alongside him.

[36:45] So the word unflappable means not easily upset or confused,

[36:49] especially in a crisis, imperturbable,

[36:52] which means incapable of being upset or agitated,

[36:57] And I think that really captures you as a colleague

[37:02] and as a person, you're very calm, you're very humble

[37:06] and I respect your humility

[37:07] and I think you lead with humility

[37:09] and that's a trait that's very, very valuable

[37:14] and very important and you're funny.

[37:16] We've had some laughs together

[37:18] and laughter and a little bit of levity,

[37:21] especially in difficult situations goes a long way and I think there's great

[37:24] value in that. So Andy has been someone that I've relied upon well before

[37:31] became the city attorney when I was on the housing authority board as the chair.

[37:35] There were some challenges that I was trying to navigate through with that

[37:39] organization and you were a tremendous guide there and then also at the

[37:43] workforce development board when I was the chair navigating that and so I just

[37:48] think about the the job that we have as as council members and how important it

[37:53] is and how we take it seriously and to be able to make decisions with

[37:57] confidence comes from great legal guidance and support and advice and I

[38:03] would not personally be able to make the decisions that I make or do the job

[38:07] that I try to do with the level of confidence that I do without your

[38:11] support and that of your team you have a professional team they're very

[38:15] capable. They're super committed to North Las Vegas and it shows if if I show up to a briefing

[38:21] or a meeting and any one of the folks that are on your team are in that room I have that same

[38:26] level of confidence that I'll be able to do my job to the best of my ability because of

[38:31] their skill set and their commitment. The last thing I would say is that you know being

[38:37] being a humble leader and someone who I think truly cares about the city that you work for

[38:42] It shows by the fact that you're at many city events. You're at the fun runs

[38:47] You're with your your wife planting trees in the park on a Saturday

[38:50] You know, you're not a clock in clock out kind of person and I have tremendous respect for that as well

[39:02] But on a serious note the fun walk for him and me not a run

[41:17] Okay, I am excited to share that Dan Herman from our Public Works Department was named

[41:25] January 26, Team Member of the Month.

[41:29] Dan is known for strong work ethic, positive attitude, and willingness to step in whenever

[41:35] he's needed.

[41:36] He leads by example and plays an important role in keeping our city running smoothly.

[41:40] And I'd also like to recognize two city team members who are reaching incredible service

[41:46] milestones this month.

[41:47] Congratulations to Police Records Supervisor, Luz Cheng, who's celebrating 30 years with

[41:53] the city, and to Senior Office Assistant Sherry Hoffman from Utilities, who's celebrating

[41:57] 25 years with the city.

[41:59] So thank you both for your longstanding dedication and commitment to our community.

[42:05] I wanted to highlight some of the things that our CSC team did in December.

[42:12] They were very, very busy during the holiday season, providing meaningful events and services

[42:17] to bring us all together, and I also want to highlight the ongoing efforts of our

[42:22] home team for the commitment to assist our cities unsheltered and connect them with

[42:26] essential resources to assist with their transition from homelessness to permanent

[42:31] sustainable housing.

[42:32] So, we did a few toy drives, there were 39, 3,978 toys distributed, 40 bicycles, 150 gift

[42:41] cards, 571 individuals served at the DHRC, 1,000 toys distributed on site, and 250 toys

[42:51] donated to partner non-profits.

[42:53] And our home team was able to reach or contact 237 individuals, 99 accepted service with

[43:01] successful referrals to shelter, health care, and stabilization services through

[43:05] UMC Crisis Stabilization Center. And so we do need some volunteers. You don't

[43:12] have to be an employee. This could go out to anybody to do a point-in-time count

[43:17] on January 29th. And so I know some of you have done this, actually all of you

[43:22] have done this, starting at 4 in the morning. And this is a really important

[43:27] event for us to know and understand and support our individuals that are

[43:32] experiencing homelessness in our community. And so please contact Jason

[43:41] the QR code on the screen. Parks and Rec also had some major highlights. So

[43:49] from upgraded parks to vibrant programs, our Parks and Rec team has tirelessly

[43:57] joy and opportunity to all ages and the busy holiday season is no exception. So

[44:04] some of the highlights include 34 city parks benefiting from the holiday tree

[44:07] recycling, 620 Christmas trees dropped off by residents in Chipfermulch, 50 new

[44:13] trees planted at Centennial, Lawrence Trailhead, and that adds to our

[44:18] progress towards the 5,000 tree goal by 2030. 350 residents engaged in

[44:22] and holiday recreation events including the 200 serve

[44:26] that a breakfast would stand at Silver Mesa

[44:28] and the 150 participants at the Ugly Sweater Run

[44:31] at Craig Ranch.

[44:32] And we had two of the floorings

[44:35] at our recreation centers upgraded.

[44:39] And so again, we are reaching out to the community

[44:42] to give us your input.

[44:45] We are doing our plan today and play tomorrow's survey.

[47:01] The angel tree is a memorial tree planted more than 30 years ago in honor of our child that did not survive.

[47:08] Over time it's become meaningful not only to our family but to the surrounding

[47:13] community, an asset to the city and the state. The tree has been measured and

[47:18] evaluated by the Nevada Department of Forestry due to its exceptional size

[47:22] and stature and is considered a monumental tree. Currently it's under

[47:27] professional review.

[47:33] These trees take decades to grow and cannot quickly be

[47:36] replaced.

[47:40] They providing substantial canopy and cooling effects and beauty.

[47:48] Concern has been raised about regarding a short section of sidewalk near the angel

[47:53] tree that's uneven about an inch.

[47:58] We're not opposed to repairing the sidewalk.

[48:00] We're asking that the solution be made for the the solution not be to remove

[48:06] a healthy monumental tree. We respectfully request the opportunity to work collaboratively

[48:12] with the city to explore reasonable alternatives to protect the safety while preserving the

[48:18] angel tree. Any action affecting it be paused at this time and allowed for rational, elaborative

[48:29] decision-making appropriate for our community. Before I close, I'd like to gift this poster

[48:35] I created in hopes to North Las Vegas in hopes that it may inform future tree

[49:59] I'm a 50-year resident in North Las Vegas.

[50:01] I'm a disabled United States Air Force veteran and I'm on a fixed income. I went to high

[50:06] school here. And I raised my family here. North Las Vegas is my home. When my wife

[50:13] When I purchased our home 30 years ago, I hand planted trees in our front yard, including

[50:18] the Memorial Angel Tree, which

[50:24] was purchased from the Nevada Division of Forestry Tree

[50:28] Nursery at Tule Springs.

[50:30] At that time, the yard was bare and in the afternoon sun made it almost impossible to

[50:35] sit in our living room.

[50:37] It was recently brought to our attention that one branch of the tree did not make

[50:41] the 10-foot clearance requirement above the sidewalk.

[50:44] Sidewalk.

[50:44] The sidewalk enforcement told us that and we were working with them.

[50:48] And then I contacted the

[50:53] Nevada Division of Forestry regarding that branch and the tree

[50:59] status as one of the significant trees of its kind in Nevada.

[51:02] While I awaited this information, code enforcement came by several times and then they observed

[51:07] that the sidewalk was slightly uplifted, which my wife discussed.

[51:10] And said about six of the five by five squares of sidewalk would need to be replaced.

[51:16] The gentleman then told me it would be $50,000, but I've done searches on that and it's quite different, quite lower than that.

[51:22] But anyway, when I called to confirm the branch to be cut off, I was told by the gentleman, I don't care about the branch anymore.

[51:30] I'm coming after the whole tree.

[51:36] I want it gone.

[51:37] Because of these trees, our energy costs are lower. Our home is up to 30 degrees cooler in the summer.

[51:44] The angel tree is an asset to the community. It's loved by many

[51:49] How much more do you have about 20 seconds?

[51:53] Thank you. The choice in front of us is simple replace concrete versus an irreplaceable living tree

[52:00] Six squares of sidewalk can be replaced a healthy tree with 30 years of growth cannot I

[52:06] Respect the city's duty to protect public safety. I'm asking that the solution not be to remove a healthy historic

[52:13] irreplaceable tree over a concrete sidewalk issue. I respectfully request

[52:18] the city to grant a stay on this issue and stand back while we gather more

[52:22] information before any final decision is made. Thank you for your time and

[53:22] my wife said, yeah, that was you and your neighbor across the way. The fireman that's retired had

[53:29] come out on the middle of May and she was in an accident. She t-boned the person who made

[53:36] an illegal U-turn on the street that last meeting I talked to you with a racing it was

[53:41] going on excuse me racing still going on happened happens all time but the young lady was talking

[53:50] to my me and my wife and she I looked over and the husband's holding the baby I'm like

[53:56] how old is the baby she goes three months do the math May the accident Christmas three

[54:03] months. She was pregnant when she t-boned the person. She came out of, found me to say thank

[54:10] you. So again, I wanted to say if you can do anything on the issues I brought up on Coleman

[54:18] from Tropical to Centennial and then from Centennial to Coleman on Clayton in that

[54:29] whole area it's really needing to be done because two days after Christmas we had

[54:35] two cars racing side by side up Coleman and then come back down to Tropical. Two

[54:43] days after that we had the rice rockets excuse me the motorcycles excuse for a

[54:49] couple more seconds please same scenario they were racing up and down

[54:54] The last thing is the buses, they're not going the speed limit, school buses, with kids or

[55:04] without kids, and in fact we had one today, and the last thing is post office, they had

[55:14] a truck that just literally blew right through our whole street with, I mean, no content

[55:19] sent to stop at all, not even breaks at all. So, but again, I wanted to say there was some

[55:27] good that came. I had some person come.

[56:29] held the line. In the old sagas, the shield wall only holds if every person values the

[56:36] life of their brother or sister as their own. Today, this wall is crumbling, not because

[56:44] of the people, but because the leaders in the chairs held high have forgotten what it means

[56:49] to keep an oath. My flesh bears the truth you may find uncomfortable. There will be no peaceful

[56:57] revolution. This is not a threat of violence. This is a promise of resistance. There is no

[57:07] peace when over 900 of my brothers and sisters in arms are left to rot on the

[57:16] concrete of this valley. While you scrambled to attract tourists to a city

[57:23] that is bleeding out there's an old song about a soldier named Johnny. He went

[57:31] to war with drums and guns but when he came home those who loved him

[57:37] hardly knew it. He was low in flesh and high in bone, left with nothing but a

[57:44] bolt of back. That is the story of the North Las Vegas veteran today. You

[57:51] cheered for us when we left, but now that we're back, broken by your housing

[57:56] cost, and forgotten by your clinics, you hardly know us. And yet you're

[58:03] rolling out. I'll give you by 10 more seconds and then you're going to wrap it up. No worries man.

[58:19] take these seeds and put them in your pockets so that when you lay in our soul,
