[0:08] I'm going to call the meeting to order. You don't mind having a seat. Thank you. All right.
[0:15] I'm calling to order the Village of North Humbi to regular session meeting. On Thursday, February 27th at 6 o'clock. All members of Council are present along with our
[0:24] Attorney, Village Manager, Deputy Village Manager, Village Clerk, our chief of police, and I see some
[0:29] department heads in the audience as well. Thank you for joining us. Please rise for the pledge.
[0:39] I pledge allegiance to the flag of the United States of America and to the Republic for which it stands,
[0:46] one nation under God in the visible liberty and justice for all.
[0:54] Thank you. Before I begin, are there any additions to lesions or modifications to the agenda?
[0:59] I'm not aware of that.
[1:00] No, no.
[1:01] No, no.
[1:01] Okay.
[1:02] Thank you.
[1:03] Well, we have one very special award to give this evening.
[1:09] This is a word, excuse me, this is an award for business of the season spring to Lot
[1:15] Brothers Inc.
[1:17] Who has been a cornerstone of our village for over 60 years.
[1:21] I think most of you know I grew up in the village and I certainly remember going with
[1:24] my father when I was a little girl to buy bait and fishing poles and things we couldn't afford,
[1:29] but he did anyway because he loved it.
[1:32] So, and I'm sure other many other members of the audience have stories to add to that.
[1:37] So, I'm going to read a little bit of history and then we'll go from there.
[1:41] So, good evening, everyone.
[1:43] I just, my great honor to recognize a truly outstanding local businesses.
[1:46] I've been a cornerstone of North Palm Beach for over 60 years.
[1:50] In coordination with the Village Administration and the Business Advisory Board,
[1:53] We proudly present the business of the season award to a lot of others.
[1:57] Since 1962, lot of others custom rods, bait and tackle, has served fishing enthusiasts
[2:03] from all over South Florida, offering specialized products tailored to the needs of our
[2:09] coastal community.
[2:11] Their legacy traces back to the 1930s in Baldwin, Long Island, where their grandfather, Archie
[2:16] Seelot, first began as a bait distributor.
[2:19] Despite the challenges over the year, George and John Lot have continued to grow the business,
[2:24] pioneering innovations in fishing gear, and earning the trust of generations of customers.
[2:30] Beyond their contributions to the fishing industry, Lot Brothers is continuously given back to North Palm Beach.
[2:37] Their involvement in local fishing tournaments, youth athletics, and charitable events showcases their dedication to our community.
[2:44] Perhaps their greatest achievement was leading the grassroots efforts to rebuild Juno Beach
[2:48] Peer after its destruction in 1984 ensuring it remains a beloved landmark today.
[2:55] Georgian John Lott on behalf of the Business Advisory Board and the Village Council we are honored to award you to present you with us award.
[3:02] Your family's story is one of resilience, passion and dedication, and we are so grateful for the impact you have made on North Palm Beach.
[3:10] Please join me in congratulating a lot, brothers, on this well-deserved message.
[3:29] I'm going to call you up in a minute to get your award.
[3:31] But I believe I have some other people who wish to say a few words.
[3:36] Sorry, sorry.
[3:38] Mr. Rob Ren and Bob, would you like to come approach?
[3:41] Thank you.
[3:47] Thank you Mr. Ren and Bob.
[3:49] I came here tonight for the sole purpose of sharing
[3:52] at this great event, gradually, George and John, I walked into their store for 40 years ago
[3:58] as a 25-year-old and for 40 years they've taken me under their wing, like a lot of us here
[4:04] in the room, and it taught me pretty much a major portion of what I know. I was in there this week
[4:11] and found out about the award. I went into the store for a box of squid and they're always
[4:17] sharing their advice and what they say sharing advice a lot of people call up selling.
[4:26] I walked in for a box of squid and I walked out with $40 worth of lures.
[4:34] That's why they're such a business man.
[4:38] I will tell you that for 20 years, they have been begging me to be a part of the Maui Fishing Team, a very exclusive North Palm Beach Club.
[4:46] And their resume just wasn't there, but with some nice award, I think their resume is finding a point where they can both be members of the North Palm Beach County officials.
[5:06] Great.
[5:07] Great that the business advisory board is created this award to recognize business status of Kudos to them.
[5:14] Thank you.
[5:17] I have no other cards, didn't anybody else want to say anything?
[5:21] Well, we are so grateful.
[5:22] Would you please come?
[5:23] No, I have one more.
[5:24] Mr. Atwater, do you want to approach the dyes?
[5:27] Thank you.
[5:34] My dad dropped me off at a motel in St.
[5:36] Ireland. I want to play high school football.
[5:40] And so I could teach high, oh, to overbeer a beach high school.
[5:44] And first day, they came out to celebrate.
[5:47] And they gave me a brand new pair of shoulder pads.
[5:49] I said, this must be in the state, there's no good news to see.
[5:52] No, that's used also.
[5:55] So it's fun around, and it had the initials in there, G-Lot.
[5:59] So it looks like it had never hit anything.
[6:02] That's a brand new.
[6:06] The other thing I want to ask is, John Lott wouldn't sign my yearbook.
[6:10] I thought I'd break it.
[6:14] That's what I want to do if you were in front of me.
[6:39] Well, I don't know how anybody's going to talk to those, but does anybody else want to say anything?
[6:44] You know, this is why we love North Palm, right?
[6:46] Thank you so much.
[6:47] Would you please come up and accept our flag and award? Thank you.
[7:22] If I don't offer to anything else, say thank you.
[7:44] What anybody else from the audience is like to come up and take a photo with since you're all here for them. Mr. Manninglums, if you'd like to come up, if you'd like to come up, if you'd like to come up.
[8:00] We're all about group photos here, so come on up, can you use your cameras so you can be in the photo?
[8:38] Thank you, thank you very much.
[8:57] Good.
[9:00] Good book.
[9:05] Zero.
[9:14] Right.
[9:16] Absolutely.
[9:18] I know.
[9:20] You're welcome.
[9:22] I'm so proud of you.
[9:25] I'm so proud of you.
[9:27] I'm so proud of you.
[9:30] Thank you.
[9:31] Good story. Good job, George.
[9:33] I want to thank you very much.
[9:40] Thank you.
[9:43] Thank you.
[9:44] Thank you.
[9:45] This is for you.
[9:46] Oh, I want to just check it out.
[9:48] Thank you.
[9:49] You're ready?
[9:50] Thank you.
[9:51] Thank you.
[9:52] Okay.
[9:53] It's just a bit of a pity.
[9:55] Thank you.
[9:56] I want to know if it's a pay for it.
[9:58] Do I want to say it?
[10:00] Yes.
[10:08] And it goes all the way down, and then all the way on the other side of the way, and we couldn't have
[10:20] been here six and three years without the sport in North Palm Beach at all as residents and
[10:27] and everything else with that, so thank you.
[10:31] Thank you.
[10:32] Appreciate it.
[10:35] Through the years we've mentioned a lot of kids,
[10:39] and very proud of that, between jobs,
[10:42] and coached the links in your league.
[10:45] Thank you.
[10:46] Thank you.
[10:48] Thank you.
[10:48] Thank you, guys.
[10:55] We would have a lovely way to start off our evening,
[10:58] so we'd have to be really, really nice.
[11:01] All right, moving on.
[11:02] We have a proclamation for Let's Move on Beach County Month.
[11:06] Proplamation Village of North Palm Beach, Officer of the Mayor, let's move Palm Beach County
[11:09] Monk.
[11:10] Whereas the Village of North Palm Beach takes special notice and acknowledges exceptional
[11:13] organizations that help residents who live work and play within the jurisdiction and,
[11:18] whereas in 2010, Digital Bibles was founded to reach out to underserved youth in Palm Beach
[11:23] County by empowering them through dance fitness technology in the arts and, whereas Digital
[11:27] Bibles partners with the Palm Health Foundation annually to hold, opposed its let's move
[11:31] to change physical activity challenge, a county-wide initiative that focuses on physical activity,
[11:37] nutrition and healthy behaviors, and we're at a digital vibe ink and Palm Health Foundation
[11:41] present the annual challenge which takes place annually from March 1 to 31, and encourages
[11:46] individuals within and beyond Palm Beach County to take charge of their health, by participating in
[11:50] fun fitness exercises, and we're as the let's move initiative was originally an additional
[11:55] national level level, first by first lady Michelle Obama in 2010 with the goal of decreasing child
[12:01] of obesity throughout the United States due to the fact that nearly one and three children in the
[12:05] United States are overweight or obese.
[12:07] And if this problem persists, one-third of all children born in 2000 or later will suffer
[12:11] from diabetes that's put in their life, or will face other obesity-related health problems
[12:16] such as heart disease, high blood pressure, asthma, and cancer.
[12:19] And whereas digital lives and a palm health foundation invite all residents to take the challenge
[12:24] to move by forming teens, registering online, committing to exercising for at least 30 minutes
[12:29] day throughout the month of March, and logging their minutes on the Let's Move website,
[12:34] www.let'smovepdc.org. In 2012, Palm Beach County logged 100,000 minutes in the first year
[12:40] of the challenge, and we have met the challenge each year right since, rising in 2023 to over
[12:45] 100 million minutes of exercise logged. Now, therefore, I Susan Bickel, Mayor of North Palm Beach,
[12:51] do hereby of the claim the month of March has Let's Move Palm Beach County, and urge all citizens
[12:56] to join us in moving to improve their fitness, mental health, and overall health.
[13:01] I don't know if I've any one here tonight to accept please would you like to come up
[13:04] and accept the award?
[13:05] Thank you.
[13:24] Thank you.
[13:25] Thank you.
[13:39] Thank you.
[13:39] Oh, sure.
[13:43] I'm actually more excited for a lot of others.
[13:46] I didn't know they were going to be receiving that fabulous award.
[13:49] Yeah.
[13:49] And that's so heartwarming.
[13:51] I'm doing them a long time.
[13:52] Thank you.
[13:53] Thank you.
[13:53] I don't know. We appreciate your effort to keep everyone healthy. It's important. Thank you.
[14:00] Thank you very, very much.
[14:03] Okay. Moving on to Council Business Matters.
[14:07] Oh, no. I'm sorry. Approval of minutes.
[14:09] Minutes of the regular session.
[14:10] How January 9, 2025.
[14:11] I need a motion and a second to approve.
[14:14] Second.
[14:15] Move by Mrs. Garrison, seconded by Mr. Puillo.
[14:17] Any council corrections, additions or deletions?
[14:20] No.
[14:20] Hearing none moving on to a vote, all those in favor?
[14:23] Aye.
[14:24] Any opposed?
[14:24] Passes 5-0.
[14:26] Now, moving on to council business matters.
[14:28] Statements from the public positions and communications.
[14:30] I have one card that is not well.
[14:32] I have one card.
[14:33] Let's see if I've got more.
[14:35] That is on.
[14:36] I have a couple more that are now on items that are not on the agenda.
[14:44] Let's Mr. Samadhi.
[14:54] Good evening.
[14:54] They often cancel the genders of many eyes.
[15:00] So, there's a lot of concerns on it for consideration and it's impractical that each item would be discussed in detail to the level that everybody is going to be happy.
[15:14] As a result of some discussions, I had with a couple of my neighbors and then,
[15:21] the last council meeting prompted me to come here and say that some of the items may be well
[15:32] worth discussing a few minutes longer than the others.
[15:39] An example was last council meeting when I stood here and I said that council pays for
[15:46] for six-inch sidewalk and gets four inches or less.
[15:51] One of the council person's rightfully asked the staff
[15:54] if sidewalk is four inches or six inches.
[15:58] And the answer was four inches.
[16:04] Said, one citizen says six inches,
[16:07] and that four inch was accepted,
[16:09] that's the senanzala natural follow-up question
[16:13] would have been, is there a six-inch side walk in, and so would have been yes.
[16:19] In the price would, of course, be different than four-inch side walk in, we have asked,
[16:26] when do we use six-inch side walk?
[16:28] And we use side walk of six-inch thickness, when we, or any place that is subject to the
[16:39] traffic such as a drive and then the other question followed our question would have been the
[16:45] section of the side of the tie was discussing was that part of the driveway and so would
[16:50] have been yes. So that would have resolved the issue that, yes, sometimes the village base for six
[16:57] and made reports that that section which was supposed to have been six interesting was less than four.
[17:06] but contract is not going to be beautiful for a private.
[17:12] So in that case, when this subject came about,
[17:16] I said, how come you say it six and D.C.?
[17:21] I said that.
[17:22] Council was in.
[17:23] Thank you.
[17:24] Thank you.
[17:28] Thank you.
[17:28] Kendra Zellner.
[17:36] Kendra Zellner 604 Law Court.
[17:39] Dear Mayor and Council members,
[17:40] I'm here to express my strong support for the environmental committee
[17:44] and the invaluable work it contributes to our community.
[17:47] Our committee has completed many successful projects such as our recycling initiatives,
[17:53] shade tree studies, tree giveaway programs, the community garden, and of course for a village.
[17:58] Some of our committee members actively go beyond just attending the monthly meetings,
[18:04] and we encourage, we engage directly with residents by going door to door to promote environmental projects.
[18:10] We also organize of interesting speaker series at the Country Club.
[18:15] I know you have all attended, and as you already know, we're in the process of implementing
[18:20] a vertical oyster garden at Anchorage Park to improve our water quality.
[18:25] Well, I'm not fully aware of the reason behind the upcoming workshop session to review
[18:29] all boards and committees, but I want to emphasize the critical role that the environmental
[18:33] committee plays in preserving and improving the community.
[18:37] I truly love being in North Palm Beach resident, but even more than that, I love being a volunteer on this environmental committee.
[18:44] And last thing I want to say is a big thank you to Mark.
[18:46] So I appreciate that for all of his support.
[18:49] He's been leading the environmental committee for a while now,
[18:52] and I know that you're not the easiest committee to work with,
[18:55] but he has been very patient and very supportive at every meeting.
[18:59] So thank you.
[19:00] Thank you.
[19:01] Mary Phillips.
[19:10] Mary Phillips by 25-Eptide Drive and also I wanted to talk about how great it is to be on the
[19:17] environmental committee and I wanted to give you an update on the last couple of waste
[19:21] turbines that we had on February 15th where we made the vertical oyster gardens at 41 residents
[19:29] showed up for two hours and went through 23 five gallon buckets of shell and strong them up and made
[19:38] 112 box, and six of them already went home to people with docs, and some people we know.
[19:48] I'm trying to put it on.
[19:51] And actually Tom's five for gave us a really good idea about weighing them and tagging them so that we can follow up and collect data afterwards.
[20:00] So we're going to do that with the other 106 that we still have.
[20:04] And then the next weekend on February 22nd, when Tom Spoke at the Country Club for the environmental committee speaker series,
[20:12] that was really well attended as well, and it was a great, great presentation.
[20:18] I learned a whole lot more and I thought I knew some things about this, so it was a good thing that we were all there.
[20:25] And one takeaway is that we're going to need a lot of bugs.
[20:29] So we are going to have a lot more bug making events in the future, just a little bit of
[20:35] warning.
[20:35] And then also about that April 12th event, it occurred to me with a lot of brothers people
[20:40] here.
[20:42] We don't really know anything about fishing, and there's going to be a fishing clinic for kids.
[20:46] So I would like to put out a call for volunteers for the fishermen of the community to help
[20:50] us that day as well.
[20:51] We can build a new system.
[20:53] Thank you.
[20:54] I got a lot of brothers who had put up a flyer.
[20:57] I've got a lot better so I've put up a flyer.
[21:01] Thank you very much.
[21:03] Yeah, I had the flu.
[21:04] I really wanted to go see Mr. twice for presentation that I was sick.
[21:08] Thank you.
[21:10] Mr. County, can we get the April 12 event advertised and maybe put out a call for some
[21:16] Fisherman in the community because I know we have a large fishing community.
[21:20] Okay, I have no other cards from the public on this section, so consent agenda.
[21:24] I have two items on the consent agenda, a resolution of proving a third amendment for the contract
[21:29] to building department services with the CAP Government Inc to increase the total amount
[21:34] of compensation for fiscal year 2025 from 50,000 to 150,000 and authorizing the Village Manager
[21:40] to execute the third agreement and receiving for file minutes of the business advisory board
[21:44] meeting held 121-25. Does any council member wish to remove an item for further discussion?
[21:51] Okay, I need a motion a second to approve.
[21:54] So moved.
[21:54] Second.
[21:55] Moved by Mrs. Garrison, seconded by Mr. Puyo, Council vote.
[21:58] All those in favor?
[22:00] Aye.
[22:00] Any opposed? Passes?
[22:01] 50.
[22:02] Mr. Rubin, declaration of expert take communications.
[22:05] No, items.
[22:06] Okay, so moving on to item six, public hearings and quasi-judicial matters.
[22:10] Public hearing and second reading of ordinance 2025-03.
[22:14] Mr. Attorney, please read.
[22:15] Yes, Mayor Norton is the Village Council of Village and North Palm Beach floor.
[22:18] remaining article six, noise control of chapter 19, offenses and miscellaneous provisions
[22:23] of the village code of ordinances by a remaining section 19-104, permissible time for construction
[22:28] activity to modify.
[22:30] The permissable hours for construction activity in the use of power driven machinery, providing for
[22:34] codification, providing for saverability, providing for conflicts and providing for an effective
[22:38] date. I need a motion and a second to adopt an act on sector reading, so moved, so I can move
[22:43] by Dr. Searsley, seconded my Mrs. Central Land East App presentation. Yes, Mayor. So we did have a lot
[22:48] of discussion on this at the last meeting on first reading. So the ordinance has been modified for construction
[22:55] hours. The construction hours were 8 to 8 Monday through Saturday. Under the revision,
[23:02] it is 8 to 5. It's Monday through Friday. I'm sorry. I was going to have this whole thing.
[23:09] Okay, it's 8 to 5.30 Monday through Friday, Saturday 9 to 5.30 and none on Sunday. And then
[23:19] for the power driven machinery, it was 8 to 8 on weekdays and Saturday is in 10 to 8 on Sundays.
[23:25] and that's been changed to 8 to 5 30 on weekdays, 9 to 5 30 on Saturdays and 10 to 5 30
[23:31] on Sundays.
[23:33] So any questions I'd be happy to answer them if I didn't butcher that too badly?
[23:38] So I am going to open public hearing and take public comment.
[23:43] I have no cards.
[23:43] Does anyone in the public wish to comment on this?
[23:46] Okay, closing public comment and closing public hearing counsel discussion.
[23:52] I actually have a comment if I can go first.
[23:54] I don't know that I processed that we were going to cut power tools off at 530 because I know a lot of my neighbors who still know their lawns do it when they get home from work at 6 or 630 and I don't think it bothers anybody and that would be my I still do my own yard and I often have to do it after work and cannot be done by 530 and I think my neighbors would rather have my mower on and have my yard cut than not.
[24:22] So I had assumed the power, like the yard-type power tools were going to be the same.
[24:29] I would agree actually, I had the same.
[24:31] I didn't realize it either.
[24:33] So I'm like mowers.
[24:35] And in the summer months, when it's late until 8pm,
[24:38] Yard guys, and Lonsbro twice as fast.
[24:42] Everyone has to mow their lawn after work.
[24:45] And the professionals who work at sometimes are finishing their jobs up at 6.5.36.
[24:49] And I've never, I've personally never heard to noise complaints about someone mowing their
[24:54] line.
[24:55] I've heard them early Sunday morning.
[24:56] I know they're really mowing their lines.
[24:58] They're really mowing their lines.
[24:58] I've never heard a complaint from a resident of like, and oh my gosh, they were mowing
[25:02] their line this afternoon.
[25:04] So I think I probably, I think this is solving a problem that was not there.
[25:10] I would keep it until 8 p.m.
[25:12] for the, well, in a personal personal, personal, personal, personal, personal, personal, personal,
[25:16] It doesn't be personal.
[25:17] He emphasized personal.
[25:20] You're a patient in your class in a clock.
[25:23] But not a lot more service.
[25:25] Cutting your grass any more.
[25:26] But then how it's going to be.
[25:28] Well, yeah, there's no distinction currently in the code between personal and commercial.
[25:32] And I'm okay with it.
[25:33] Like I said, I have because you'll abuse it.
[25:35] If it's a commercial people will abuse it.
[25:37] But I think they don't want to be bored.
[25:40] They don't want to be bored.
[25:41] Yeah.
[25:42] They have long days.
[25:43] They don't want to be working at eight o'clock at night.
[25:46] I have a question, Mr. Huff, in your experience.
[25:50] I mean, adultment or chief, do we get complaints about the long guys working at 6 p.m.
[25:55] Like I said, I've never had a resident complaint to me about that early morning, yes.
[25:59] Never in the evenings.
[26:01] Now, Vice Mayor, I think the majority of the calls that we get are before eight.
[26:05] You know, so it's, I've seen it when, and I stop as well.
[26:08] I know the chief has as well as, you know, stop and stop it.
[26:11] I'm telling you, you need to stop cutting until eight o'clock.
[26:13] It was most of the commercial that they do as a long U.S. one, and it debuts the residential.
[26:19] So I've really never encountered in my 19 years of anything after the fact, because most of the guys are gone by five, six o'clock at the latest.
[26:30] So I would amend this to be as it was for that.
[26:34] My only issue is Sundays.
[26:37] And it's not the residents cutting the grass on Sunday.
[26:40] It's the commercial people cutting the grass on Sundays.
[26:44] Because it's happened at the house next door to me.
[26:46] Yeah, that's interesting because I've never in all my years had a once or I mean all my
[26:49] neighbors have one service is pretty well not all, but most of them do.
[26:53] And they just get in Thursdays, the big day Tuesdays and Thursdays.
[26:56] I'm really shocked that you've got some coming on Sunday because most people want to rest.
[27:00] Is that what is today as the rule stands today?
[27:04] It's allowed on Sunday.
[27:05] It's a lot on Sunday between 10 and 8.
[27:09] So you're outside by the pool and two o'clock in the afternoon with your grandkids and you're having to fight the noise for the...
[27:15] Is that every Sunday or is that on Sundays where I have a lot on service, right?
[27:21] So I don't mind my own house.
[27:23] And the only times they ever come on the weekends is when it's been raining all week long and that's their first opportunity to be at the house.
[27:31] I would hate to take away someone's ability to move their lawn on the Sunday because that's
[27:35] I mean, people have to be able to move their lawn on Sunday.
[27:38] You're speaking about the residents, which is okay, I understand it.
[27:42] When I was 30 years old, I cut my grass too.
[27:44] I worked money through Friday and Saturday and Sunday was the only day I could do it.
[27:48] I mean, the noise is the same, whether it's a resident doing or it's a professional company.
[27:52] Anything, a professional company's faster.
[27:55] I mean, I don't know, I feel like it's an enforcement issue really to try to separate between
[27:59] And a resident, does someone else just list it as a resident only?
[28:07] Yeah, but who are you going to call?
[28:08] I mean, I don't want to have our police have to come because a gardener's cutting the lawn
[28:12] on a Sunday.
[28:15] I understand you're concerned, but I also don't think there is, I don't think there's a
[28:20] widespread issue.
[28:21] I think once in a while, yes, certainly the lawn companies come on a Sunday, but that's
[28:26] not normal, I don't think.
[28:28] You know, so I personally don't like changing, eliminating it, I would like to keep the noise, what is it called?
[28:40] The permissible time is for use of power driven machinery and equipment, including power moors, as it was.
[28:47] Just eight.
[28:48] Eight eight and then ten to eight on Sunday.
[28:51] Yes.
[28:52] Okay.
[28:53] I do nine to eight on Saturdays.
[28:56] until eight o'clock on Sunday?
[28:58] That's the way it's always-
[28:59] That's the way it is.
[29:00] It's not in the wash.
[29:02] I mean, I would be okay making it shorter on Saturdays and Sundays.
[29:05] You know?
[29:06] The 530 at five on Saturdays and Sundays, like no one company,
[29:11] no one's mowing their yard at 6pm on a Saturday, probably.
[29:14] No, you know, it's cooler.
[29:15] That's true.
[29:16] That's true.
[29:16] That's true.
[29:16] That's true.
[29:16] That's true.
[29:16] That's true.
[29:17] That's true.
[29:19] No, I think.
[29:20] And like I said, this is us as a legislative body, passing a law that no one is asking for.
[29:27] Yeah.
[29:27] The APM part.
[29:28] Right?
[29:29] The ADM part people have been asked before.
[29:31] But the APM part, no one's about anything.
[29:33] In the evening instruction, I think, isn't it?
[29:36] But people mowing their wands.
[29:37] I just don't see it as an issue.
[29:38] So if someone wants to make the motion to amend.
[29:40] Okay.
[29:41] I move to amend to, to on amend.
[29:45] No, just a man.
[29:46] No, just a man.
[29:47] Just a man.
[29:48] So you want, so you're just going to move to a men that it go back to eight on weekdays.
[29:52] Do you want to delay the start?
[29:54] Yes, and I would move to a men's that it doesn't start till 9 a.m. on Saturdays and 10 a.m. on Sundays.
[30:00] Eight, nine, eight, and ten, eight.
[30:01] Yeah, that's just for a subsection B.
[30:05] Okay, power driven machinery and equipment and power moers.
[30:09] But that doesn't include some on Jackhammer ring up their time.
[30:15] No, that's just for the power moers.
[30:17] Wait, how is that different?
[30:19] Legally.
[30:19] My question is, like, how is it, how is that decibel level?
[30:22] How is it Jackhammer in your house if you're doing your own, I don't know.
[30:26] Well, if it's construction, it's construction, right?
[30:30] It's a resident.
[30:31] OK.
[30:31] It's just, this is a separate part of the,
[30:34] OK.
[30:35] It's a separate provision.
[30:36] There's, but they're different.
[30:37] That's fine.
[30:38] I'm okay with no jack-ampers and yes, Moors,
[30:40] but I just wanted to understand the difference.
[30:43] OK.
[30:44] So what is, what is considered a power?
[30:46] Is it inherent?
[30:47] It's the use of power-driven machinery tools or equipment.
[30:50] It's a subsection V that you're talking about.
[30:54] OK.
[30:54] It shall be unlawful for any person to cause or permit the use of any power driven machinery
[30:58] and tools or equipment, including power moors, in any person of the village zone or designated as residential.
[31:05] But what's the definition of power driven machinery?
[31:07] I guess it's not defined.
[31:10] Okay, so then can we say?
[31:11] But if it was construction, I think it would fall under, because the A talks about construction
[31:18] and exploiting hosting, grading, power driving,
[31:21] nomadic hammering, which is essentially
[31:22] Jack hammering, demolishing, judging.
[31:26] Okay, so you don't think it's necessary to just specify
[31:28] and say, power of law and service equipment,
[31:32] because that's what we care about.
[31:34] Honestly, that's what we're trying to a lot of people to do,
[31:36] is to use the power, use their law and equipment.
[31:39] Leafflowers and breads.
[31:40] It's just, it might be, that's how it's always been
[31:44] enforced and interpreted.
[31:45] I don't know, it might be difficult to.
[31:46] Do we have a code enforcement comment?
[31:51] Yeah, they're here on the weekends.
[31:53] Like I said, you know, it's very, it's rare, very rare to have,
[31:57] to have that happening on.
[31:58] And it is defined, I think, in the, in the,
[32:01] it's construction activity versus.
[32:03] Okay, that's all.
[32:04] That's all.
[32:04] It's a, it's a, you don't need to clarify.
[32:08] So you've made the motion.
[32:09] Because the motion to amend.
[32:10] Do I have a second?
[32:13] Also I know.
[32:15] Okay.
[32:15] And so Mr. Rubin, do we need to vote on that?
[32:18] Yeah, need to vote on the motion to amend first.
[32:20] So the motion now is going to be...
[32:23] For the...
[32:24] 9-8-10-8.
[32:26] 8-8 Monday through Friday, 9-8 Saturday, 10-8 Sunday.
[32:30] So for all of this, is it more restrictive or less restrictive though,
[32:33] we have current, it's also either the same or more restrictive?
[32:36] It just, all it is, all it's doing is moving back Saturday from 8-9, the start time.
[32:41] Okay.
[32:41] That's all you're, that's all we have now.
[32:44] That's all you're changing.
[32:50] Okay,
[32:54] so let's vote on the motion, all those in favor, aye, any opposed, passes five zero, and now back to the
[33:00] back to the main.
[33:01] Back to the main motion.
[33:02] All those in favor, aye, any opposed, passes five zero.
[33:06] Okay, thank you.
[33:08] All right, moving on to item seven, public hearing and second reading of twenty twenty five
[33:11] O4, Mr. Attorney, please read.
[33:13] Yes, Mayor Nornance, the Village Council of Illinois,
[33:15] John Orpon Beach, Florida,
[33:16] Mending Division IV, Pension and certain other benefits
[33:18] for fire and police employees of Article V,
[33:21] Pensions and Retirement Systems,
[33:23] of Chapter II Administration of the Village Code of Hornets
[33:25] is to implement changes to retirement benefits
[33:28] resulting from collective bargaining
[33:29] with the union representing the village's firefighter employees.
[33:33] Providing for amendments
[33:34] affecting the calculation of firefighter employees,
[33:36] retirement benefits when they become eligible for same,
[33:39] increasing employee contribution rates,
[33:41] clarifying the entry window for participation in the deferred retirement option plan, applying
[33:45] lease of insurance premium tax revenue to the village annual retirement contribution, providing
[33:51] for codification, providing for severability, providing for conflicts and providing for
[33:55] an effective date.
[33:56] I need a motion and a second to adopt an act on second reading, so move, second, move by
[34:02] in a syndrome, seconded by Dr. Seercy's staff presentation.
[34:05] This is, it's the same as presented on first reading, essentially we are, we bargain for certain changes to the retirement benefits for firefighter employees.
[34:16] So the next step after we do that is to change the code to reflect those changes.
[34:20] There was a change to the normal retirement age.
[34:22] There was a change to the benefit of cruel rate, a payment of a new firefighter health insurance supplement.
[34:30] Then in order to offset the increase, the employee contribution will increase after March 31st.
[34:38] And then because of the retirement age change, we had to change some of the wording and the drop provision.
[34:43] But again, these are all things that we've already bargained for.
[34:46] Okay.
[34:47] I'm going to open public hearing and public comment.
[34:50] I have no cards on this issue.
[34:51] Is there anyone who wishes to speak?
[34:53] All right.
[34:54] I will close public comment and close public clearing council discussion.
[34:56] Any discussion on this?
[34:58] I think we have to do it, so.
[35:01] Okay, all those in favor?
[35:02] Aye.
[35:03] Any opposed passes five, zero.
[35:05] All right, item eight.
[35:06] Public hearing and second reading of ordinance 2025-05, Mr. Turner, please read.
[35:11] Yes, Mayor Norton is the Village Council of Village, North Palm Beach, Florida, many
[35:14] need to adopt a general fund budget to provide funding for the purchase of real property for
[35:17] new public works, Department of Facility, transferring $1,165,000 from the unassigned
[35:22] fund balance to the capital projects, fund public works, land, acquisition, and capital
[35:26] account.
[35:27] providing for conflicts, providing for
[35:28] severability and providing for an effective date.
[35:31] I need a motion and second to adopt in an act on
[35:33] second reading.
[35:34] So, moved, second, moved by Mrs. Garrison,
[35:37] second amendment syndrome,
[35:37] ladies, and presentation.
[35:39] Again, same as first reading,
[35:40] this is the funding piece for the contract
[35:42] to purchase that property west of the railroad
[35:45] tracks, adjacent to Old Dixie Highway.
[35:47] That's now occupied by a precision landscape
[35:50] for potentially a new public work facility.
[35:54] It's just second reading.
[35:55] it's I think it was explained last time it's coming from the the fund balance.
[36:01] I'm going to open public hearing and open public comment. I have no cards. So close public
[36:07] comment and close public hearing. Council discussion. Any council discussion?
[36:11] Mr. Graham?
[36:12] Well I talked about this last time and the clarification of fund balance and I was
[36:18] explained that it wasn't capital fund balance, so the word fund balance is used for more
[36:25] than one thing. So can I get a semia, explain to me what the fund, which fund, so this
[36:34] is fund balances of the municipal balance. This is what's left over after we collect the
[36:42] have the alarm taxes and then we operate this is what's left over
[36:46] yes so another term for fund balances reserve so this is so every year there's a fund balance
[36:52] yes so what was the fund balance in 2024 it's a rolling balance so at the end of 2020
[37:00] now I just want to know what we collected what we spent what was the fund balance because it added to the
[37:06] the aggregate. In 2024 we added it 3.76. In 2024 we added 3.76 million of that is
[37:18] portion of it is the insurance. What about the prior year of 2023? I would have to go back and
[37:24] I'll get home.
[37:30] It should, yes. And
[37:39] the flame need to talk about it during budget season, because if we're going to annex any property around here, to raise up our, we need to work on this a lot, because we're never going to run out of money.
[37:54] Well, that's for sure.
[37:55] We'll see what happens with that.
[37:56] Well, we have a viable source of income, and that's followed up with the public.
[38:01] But if we don't lower our military, we're never going to get portage landing or hidden key.
[38:07] So it's amazing.
[38:08] It's amazing.
[38:09] We raised the military.
[38:11] And we had three and a half million dollars that we served for.
[38:15] But I didn't figure that one out.
[38:17] In fairness, Palm Beach Gardens has lower taxes than us in portage landing.
[38:22] didn't want them either. I don't think they want to belong to anyone. They are very happy
[38:26] the way they are. I understand Mr. Boyaz concerns and I definitely think that's a discussion
[38:30] for what we have budget.
[38:32] American, I had one thing.
[38:34] So I just wanted to clarify that the fund balance cannot be used for the operating. It cannot
[38:45] be used for that. It is meant for capital. But I also want to reiterate that that
[38:51] the amount of reserve that we've had over the years,
[38:55] there was a period of probably 12 years
[38:57] that we did zero capital.
[38:59] We didn't roads, no sidewalks,
[39:01] there was a lot of things we didn't do,
[39:03] which raises that capital,
[39:05] or raises that fund balance.
[39:07] And as a result of that now, as you see public works
[39:09] and we're doing a lot of capital projects right now,
[39:13] which you can use that fund balance for.
[39:16] Yeah.
[39:16] That's the piece.
[39:17] Well, I think that that's a good education piece
[39:20] for everybody when we get to that sort of thing.
[39:23] And you know, what is because you need savings, right?
[39:25] I mean, that's part of solid, I mean, I have savings.
[39:29] I assume everybody in the room has savings.
[39:31] That's what you need to have.
[39:32] But in any rate, we'll have that discussion.
[39:34] Miss Central and anything on this particular?
[39:36] No, I can say, but for all we talk about the budget,
[39:38] I was just going to kind of inquire us
[39:40] to what is the standard amount of savings
[39:43] of village in our situation should have.
[39:45] And are we close to it?
[39:48] And I mean, well, this is
[39:50] I want to kind of get more of a...
[39:51] This is when I really, really miss Mr. McGill.
[39:55] He was so good, I'm sorry.
[39:56] I'm like staring at his foot.
[39:58] I mean, he had such a good...
[40:00] When he would come and talk to us about this,
[40:02] I always felt really good about where we were financially,
[40:04] because he was so careful and protective,
[40:06] but I agree that those are discussions that we need to have.
[40:09] And we can have one, I know, I put this in the home.
[40:10] Yeah, so, but I think I feel pretty comfortable about where we are.
[40:14] But he was always very adamant and sure of what we needed to be saving,
[40:17] and it was good.
[40:20] I have nothing to add.
[40:23] The only thing I will say is I am actually thrilled that we are doing this and I am just going to
[40:28] talk it out into the University right now so that it is on everybody's mind.
[40:32] Once this has gone through and we have a blank piece of property, it is a very rare thing for us in the village.
[40:39] I think it is an opportunity for us to do something really special and unique and groundbreaking and I would really like us to be looking at
[40:50] ways to make it self-sustaining and environmentally friendly and taking advantage of the latest
[40:55] technology. We haven't had the opportunity to do something like that in the village,
[41:00] and I think we could really do something quite special and unique in that regard. So I will
[41:06] be pushing for that as we continue on with this.
[41:09] Yeah, I'm really excited to have the opportunity that it gives us. I just, you know, there
[41:13] some residents here from the street that came last month and I, or a last two weeks ago.
[41:19] And so I just, you know, I wonder whether, I mean, is the village with the village ever
[41:25] considered acquiring any additional property in that area?
[41:27] I mean, because it seemed like some of those people were concerned about the potential impacts
[41:30] of having a public work facility on their street, and you know, I know that there would
[41:35] be have to be some relocations or a realignment of roads and whatnot to make that facility
[41:40] work exactly as we'd like.
[41:42] So I'm just curious whether we would ever admit this obviously is not the time we're just talking about that
[41:47] But I was just
[41:48] I didn't know whether that was something we'd ever even considered. Well, I think it's part of I was going to add as part of our strategic plan discussion
[41:55] Which we're going to have now we can have an hour
[41:58] I'm excited about the opportunity to buy land when presented to us because I think that we should take those opportunities and we could
[42:05] So the land it doesn't mean we're going to keep it forever. There are things we could do with it
[42:09] But I do think when presented with this opportunity and we had a bunch of leans on this property,
[42:14] we are getting this for a good deal because they were in debt to us because they were not
[42:20] maintaining their property well.
[42:21] I'm pretty sure the residents there were not happy with how precision was as a neighbor.
[42:26] We will be a much better neighbor.
[42:27] Have you thrown back there, Mr. Traveller?
[42:29] I have.
[42:29] I have.
[42:31] And checked it out.
[42:31] Okay.
[42:32] I thought I could provide some really unique opportunities for us.
[42:36] You know, I guess what I was thinking too was, you know, when you go in, and again, we can
[42:40] have this discussion later, but most of the houses are set back from that road that would
[42:44] be the entranceway.
[42:45] So I don't actually see it impacting residents, and I'm not what I said to the gentleman
[42:49] who spoke, we intend to be good neighbors or others who think that we're good neighbors, and
[42:53] that's what we're going to do.
[42:54] If I'm not mistaken, public works for Palm Beach Gardens is right on Burns Road.
[42:59] It is.
[43:00] It is.
[43:00] So, I mean, you can definitely build it, so it looks very, you know, come
[43:08] I think it's important for the general public to understand that this is just for the land purchase only, not the building of the public works facility.
[43:17] Because I think there was some miscommunication, maybe on my part, but I just wanted to make it clear that this is just the land purchase.
[43:26] And there is opportunity for we are working with an adjacent property owner that is intending to sell.
[43:31] So we are currently doing a, I'm sorry, Lynn, what's the, what's the, what's the,
[43:38] a praise.
[43:39] Oh, yes, those are probably.
[43:40] I didn't know if you were going to talk about that, but yes, there's a smaller
[43:44] parcel that we might see.
[43:46] We're looking into and why.
[43:49] Interesting.
[43:50] Anything, let's go.
[43:51] Let's discuss.
[43:51] Okay.
[43:52] All right.
[43:52] So I think we're done with our discussion.
[43:55] Let's move to a vote.
[43:56] All those in favor?
[43:57] Aye.
[43:57] Aye.
[43:57] Any opposed passes 50.
[43:59] Moving on to other bill.
[44:00] the Village Business Matters, a resolution declaring various country club equipment as surplus
[44:06] Mr. Attorney, please read.
[44:07] Yes, Mayor Resolution, the Village Council of Village and North Palm Beach Florida, declaring
[44:10] equipment from food and beverage operations as surplus property and authorizing its disposal
[44:14] and providing for an effective date.
[44:16] I need a motion in a second to a doubt.
[44:19] So, Luke.
[44:20] Liu, by Mr. Central Randy, seconded by Mr. Puyo, staff presentation.
[44:25] Thank you, Mr. Davis.
[44:27] That's the EVIS GM North probably charge a glove.
[44:31] Since the transition from farmer's table to the Lessons Hospitality Group, they've decided
[44:37] that they did not want any of the wooden furniture, which is the chairs, barstools.
[44:43] We've got a dance floor, a dolly, and some stage, a six panel stage with chairs.
[44:50] So they've basically had a broad and all-new equipment for their brand.
[44:54] So we have this excess furniture which right now I have in a pot and the...
[45:01] So we're putting out there with gov deals and we move it from our fixed asset roster.
[45:10] Thank you. I have no public comments on this card. Does anyone wish to come in?
[45:15] I'll close public comment and move on to council discussion.
[45:21] Can residents buy it?
[45:23] I have a friend who was one of the barstels from the old Country Club years ago.
[45:26] and it's like very proud of her bar stool from the health
[45:29] and the club of your own years ago.
[45:32] So can they buy it through Guantiel?
[45:35] They can buy it through Guantiel.
[45:36] They just have to go on and deal.
[45:38] So maybe can we publicize that?
[45:40] Mr. Cunningham?
[45:42] Yes, we'll sell it to the proper channels.
[45:44] But if residents want to buy any of it, then maybe
[45:47] how much does Mr. Cunningham know when it's getting ready to go live?
[45:50] I want to work with Public Works to help me get it into the Guantiel's.com.
[45:54] There we go. Perfect.
[45:55] Thank you.
[45:56] Thank you.
[45:57] They're actually fun things I'm going to deal with if you ever did.
[45:59] There are.
[46:00] They're talking or anything.
[46:02] If you want to fire traffic.
[46:03] Mr. Poeo, any comments?
[46:05] Okay.
[46:06] Let's move to council vote.
[46:07] All those in favor?
[46:08] Aye.
[46:09] Aye.
[46:09] Any opposed?
[46:09] Pass this five zero.
[46:11] Resolution Public Records exemption from municipal clerks.
[46:14] Mr. Turnip, please read.
[46:15] It's Mayor Resolution of the Village Council of Village and North Palm Beach.
[46:17] Florida urging the Florida State Legislature to enact legislation to provide a public
[46:21] records exemption for municipal clerks and employees to perform municipal
[46:25] elections work or have any part in code enforcement functions of a municipality and providing
[46:30] for an effective date.
[46:32] Any emotion I seconded adopt?
[46:34] So moved.
[46:35] Seconded.
[46:35] Those premises, garrison.
[46:36] Seconded by Mr. Puy of Staff presentation.
[46:40] Good evening, Mayor and Council.
[46:41] We're bringing this resolution to you for consideration.
[46:44] The Florida Association of City clerks has requested that municipalities throughout Florida
[46:51] adopt a resolution urging the Florida State Legislature to add
[46:55] the personal information and municipal clerks to the public records
[47:00] exemption.
[47:02] Municipal clerks are responsible for election work and, as you know, sometimes
[47:08] elections can be contentious and there have been threats against municipal
[47:12] clerks and also those who work in code enforcement.
[47:16] So right now there's 27 public records exemptions and municipal
[47:20] clerks are not part of that, so we are asking that you would
[47:25] to see legislature to add municipal clerks to that list.
[47:30] Thank you.
[47:31] Moving on to public comment.
[47:32] I have no cards on this.
[47:34] Does anyone wish to comment?
[47:36] Miss Cross?
[47:41] Deborah Cross?
[47:42] 25, 60 people in circles.
[47:44] I think we need to protect our staff.
[47:47] I think we are trying to keep them safe.
[47:52] And we want them safe.
[47:53] And so I think this is a really good measure.
[47:55] Thank you.
[47:55] Thank you.
[47:57] All right.
[47:57] Now, other comments or close any council discussion on this?
[48:01] I don't know.
[48:01] Seems like a good idea.
[48:01] I don't have, I mean, I'd just clarification.
[48:04] So they ask you for your address or your telephone.
[48:07] Right.
[48:08] If there's a public architecture quest, then they request my address or phone number or personal contact information.
[48:15] It would be exempt.
[48:16] They would not be allowed to give that information out.
[48:20] Also, like on the property.
[48:21] Right.
[48:22] That's really like on the property.
[48:23] raise their website or place it like that. The tax collector. The information would not be published
[48:29] or a public information. The address, the home address of municipal clerk would not be a public
[48:36] record. Wow, that's terrible. Wait, which part of it? Well, I mean, that she has a publisher
[48:41] address. Well, you don't have to publish your home address. That's not a public record. But if
[48:47] you're, you, us as the village, you don't have to give someone your public, you're, you don't
[48:51] to give someone your home address, however, other government entities whose job it is to publish
[48:57] people's addresses are currently allowed to do that and are prohibited from not giving
[49:02] that information, like the tax collector and property appraisers.
[49:06] Not the village of North Palm Beach does not have to give anyone our clerk's address.
[49:09] Oh, my gosh.
[49:10] Wow.
[49:11] We do.
[49:12] We do.
[49:13] If we have a record of it, yes, we do.
[49:15] Okay.
[49:15] Absolutely.
[49:16] Take care of it.
[49:18] Oh, yes.
[49:19] All your addresses.
[49:19] for anyone for anyone well not for public
[49:23] if if if if if if if if if if there's a public records a
[49:25] quest for you if it can address we can give it out
[49:29] uh... yes it's just uh... fire fighters or exam code office or
[49:33] exam law enforcement officers or exam
[49:37] building inspectors are exempt
[49:39] uh... there's a bunch of exemptions but this it's just to extend it to
[49:43] clerk's office and clerk's staff
[49:46] Perfect.
[49:47] Now, clearly, we need to detect our clerk's scene as we know the elections can be contentious.
[49:52] Or are there any other comments on this?
[49:54] Okay.
[49:54] Let's vote.
[49:55] All those in favor?
[49:56] I got it.
[49:56] Any opposed?
[49:57] Passes five?
[49:58] Zero.
[50:00] Mr. Ruben.
[50:01] I'm just going to piggyback on this.
[50:02] Can we do something to protect all of our village employees?
[50:05] Or is that not?
[50:07] No.
[50:07] It's state law.
[50:09] Yes, ma'am.
[50:10] Sorry.
[50:10] I tried.
[50:12] All right.
[50:13] Excuse me.
[50:13] Moving on to council and administration matters, mayor and council reports, I don't think I have anything this week, Ms.
[50:19] Garrison, do you?
[50:20] Oh, just a number of us went to the conservatory school this morning to celebrate a classroom meal that involved some technological improvements that they made.
[50:32] And also upcoming in a month or two is a tenure anniversary of the rebuild of the conservatory school.
[50:39] So I hope we'll all be able to have a reunion there and meet up again to celebrate the 10-year anniversary.
[50:45] That's the stop talking about.
[50:47] Oh, that was left.
[50:49] That was not you.
[50:51] You know, I'm sure it was worth it.
[50:52] Anyway, if you're ever depressed,
[50:56] stop by the conservatory school and you will not walk away depressed.
[51:00] Those kids are amazing.
[51:02] The staff is amazing.
[51:03] We should be so proud.
[51:05] As a school district and as a village to have that school in our community.
[51:09] Absolutely.
[51:10] Doctor Sir Sir Sir, do you have anything to add?
[51:13] Is this interlainting?
[51:13] Nothing to add right now.
[51:15] Mr. Plue?
[51:16] Well, I'm still concerned about my government online.
[51:20] Which, what do you mean my government?
[51:21] About.
[51:22] So if you have a complaint, you go on my government online rather than calling code enforcement.
[51:28] The House on Corsair that we drive by all the time.
[51:31] Still, there's not any screening.
[51:33] Not like the one on Lighthouse in Anchorage, it was just knocked down, and the bathrooms are outside,
[51:41] so you can see the port of John and we went through that whole thing, but it's still there.
[51:46] So obviously there's either I don't know how to use my government online or it doesn't work.
[51:51] We have to call a code and port.
[51:52] Can you look into that?
[51:54] Yes, thank you.
[51:56] We also, like, they might have been told and just ignored us.
[52:01] People do that all the time.
[52:02] You know, I had to tell my husband that all the time because he gets so mad and I'm like, no,
[52:06] some people just thumb their neases.
[52:08] Right, it's really.
[52:09] Well, you know, it's just that the construction sometimes does take a long time.
[52:13] The houses go up real quickly and everybody thinks like there's a house on hold.
[52:17] 16 on the country club where the walls went out real quickly.
[52:21] The roof is getting tired in today and everybody thinks, oh, it's almost done ago.
[52:31] We're going to the inside starts and it takes a long time. So that's the time when you really have to screen it from the community, because everybody is just sick and tired of seeing the dust in it.
[52:43] So we really need to work on that because like I said last meeting, this is an elderly community that is going to turn yourself.
[52:52] It's going to turn over.
[52:54] It's going to turn over in the next five to ten years.
[52:57] There's going to be a lot of houses that are going to be flipped over.
[53:00] And so it's going to be a lot of construction.
[53:02] Yeah, absolutely.
[53:02] And we heard from that pilot last week, where the poor guy comes home,
[53:06] and he can't even get a cup of coffee without listening to the banging.
[53:10] No, I've got two on my street right now.
[53:11] Speaking of which one of which is not screened.
[53:14] Okay.
[53:14] That's why I...
[53:15] Okay.
[53:16] I have no things, so we'll move on.
[53:19] Mr. Manager, I believe you have some things for us.
[53:21] I have a couple of things made up, but one, I'd like to, you know, on what Mr.
[53:27] Puyel was talking about is, is when we go out and we engage residents, businesses and
[53:33] everything, we have to give them reasonable time, reasonable time of what they can do to get
[53:39] something done.
[53:40] So, if a call comes in that we take, we go out and approach the resident or the business
[53:49] or whoever.
[53:49] We've got to give them reasonable time, if they say they can get it done in three weeks
[53:53] great, if they say they can get it done in three months, not going to work.
[53:57] So we do engage them, but we have to give reasonable time for those individuals to fix
[54:04] whatever they need to fix.
[54:07] So secondly, I have a couple of people that I'd like to introduce.
[54:11] I know at the last meeting, we had a resident get up and speak about the country club, and
[54:16] I have Liz Solin, the General Manager for Lesson Group.
[54:21] She wanted to come and just have a quick chat.
[54:23] What is just to give us an update of the Lesson Group and everything.
[54:26] And give you an opportunity to ask her any questions that you may have or anything that she can ask for the General Public.
[54:32] So, this list.
[54:34] Thank you.
[54:36] Hi.
[54:36] Thanks for coming.
[54:37] I have to tell you, it's six months this month.
[54:40] Wow.
[54:40] It's a week.
[54:41] I'm five.
[54:42] So I'm going to talk to you a couple of times at the
[54:44] world so it's a really good time for us to spend a little time together
[54:47] is come up and answer any questions and actually give you a good stay of the business.
[54:52] So I'm really glad that Russ came up and made a few comments just about me.
[54:55] So thank you for your time today.
[54:57] I know there were some general discussion in regards in the community and with me and with
[55:02] my manager Shaw and Navi about what's happening in the restaurant and I wanted to clarify
[55:08] So we're in the middle of season and let Abby to borrow a soul and the restaurant is also full.
[55:13] So we're very, very happy to see the support of the community.
[55:17] We have not changed the menu offerings in about two, three months.
[55:22] But I wanted to discuss what we currently offer, which is seven different menus.
[55:27] Six are offered all day long, no matter where you sit in the restaurant.
[55:31] So I'm going to make sure I get that out there and everybody understands that whether you're sitting,
[55:36] in the borrower or in the plug house, you can have whatever you want.
[55:41] So that consists of 12 handheld sandwiches, 10 appetizers, six different salads and 13 different
[55:49] entrants.
[55:51] Staff on top of that, a $25 pre-fix menu that we offer at lunch, which is, I think, the best
[55:57] value in the town, and happy hour, that we see all of you at, which is four hours daily from
[56:04] two to six.
[56:05] So we're hoping that you're enjoying what we currently offer.
[56:08] You ask for just a Scotchmore, and we wanted to provide that for you.
[56:12] But since we're in the middle of season, it's very hard to change a menu.
[56:16] Imagine keys on your keyboards.
[56:18] That's how our unions are in line or set up.
[56:22] So you can't flip out the seat, and move it to our A's,
[56:25] so the chefs on the line, they won't know they're mechanics much anymore.
[56:29] So it's important for us to provide stability for our back of the house employees
[56:33] but not making too many aggressive changes, especially this time of year.
[56:40] It's much easier to do as talking when you're at my table.
[56:44] It's here with you again, too.
[56:46] So that we do offer and have made a few different changes.
[56:50] You ask for some different suits, so we have a suit for the day.
[56:53] I'll tell you that Mr. Back has a long crew of mushrooms today.
[56:56] We have a big fan of our vegetables soup, so if you haven't had that yet, it's amazing.
[57:01] We have a future of the day, so we just had a craft-stuff shrimp with a lemon-butter sauce that everyone loved, and then we're really taking advantage of our local fishermen and what they offer, and we have a really pretty seat outside now.
[57:14] So make sure you're asking your service about what we have to offer.
[57:20] What's important to me today to discuss is what's happening within the hospitality industry.
[57:24] I don't think I have to say the word egg mentioned, you know, we have thoughts of volatility
[57:32] in our market.
[57:33] So obviously what's happening with eggs, coffees of them all times would be your high.
[57:37] I talked to my friends in the sugar day.
[57:41] Who is of a 5.5% hike on beef in the month of January and we're expecting about a 10 to 12%
[57:49] hike coming to us over the next few weeks?
[57:51] And that's just a few things for us to consider.
[57:57] So what most people in Shree call the bottom line,
[58:02] not call the center of the plate.
[58:04] So protecting the center of the plate, especially for our community,
[58:06] like yours that we have come to love, is really important to us.
[58:10] The center of the plate is price, quality, and presentation.
[58:16] So,
[58:19] I want you to understand what, you know, where you are as a community and how you eat.
[58:25] For brunch, your average spend, per person, is a lower than $18 per person.
[58:31] For lunch, even with that $25 view for this menu, you're under $22 and for dinner, you're under $33.
[58:37] So when we compare that to the market and our competitive set, we are 33% less than the average spend at a comparable restaurant.
[58:46] And when it comes to your beverages,
[58:49] our content is very wine or $2.6 cheaper than our local
[58:53] competitors.
[58:54] I spend a lot of time with you this week.
[58:58] So we have to be strategic to protect that value.
[59:01] Which comes to the decisions that we're making as a whole in business.
[59:05] You have a weapon that most restaurants don't have, which is really nice for me.
[59:09] It makes my dog a lot easier, and that's a ballroom.
[59:12] So, between the ballroom and the ability to hold large events, we are able to protect that
[59:18] value that we get from the table, because into the large parties and the amount of money
[59:22] that we're able to get from that client, helps us keep the value for the everyday guests
[59:27] or your friends and neighbors.
[59:29] So, we are working to grow that side of the business, sometimes using your favorite grow
[59:36] to minimize those profits so that we can protect the centers of the future.
[59:44] But this is also given us the opportunity to work with the local community.
[59:48] For instance, just this week, when I tell you where I've been,
[59:51] when you haven't seen me in your restaurant.
[59:53] One week, we held a really killer environment with the community
[59:57] in the beginning of this past week.
[1:00:00] I would just ask if there was a Palm Beach's today, talking about our partnership and what we can do within the community to promote the North Palm Beach Country Club as a destination.
[1:00:10] We went to Malphs Theatre for the opening night of the Lehman Brothers' Trinity, excuse me.
[1:00:17] And we started complimentary cookies to six hundred and fifty people going to the show.
[1:00:22] And we've already seen a lot of people come back to try and arrest her from the first time.
[1:00:27] We visited F. Vietnam and Carrier into the same thing.
[1:00:31] I went to the Chilli Cook Off and saw you at B.C. and I'll be at your garage sale.
[1:00:36] So we're working on a bunch of different things right now
[1:00:39] to continue to provide value to the community
[1:00:42] and to be a part of your community.
[1:00:45] Beth will tell you we're working on our first wine dinner.
[1:00:48] So if you're social member you go for free
[1:00:50] but it's with chemists.
[1:00:51] So the chemists is agreed to come out
[1:00:53] and host our first five course, Windinner and March.
[1:00:56] We're talking about St. Paggy's Day.
[1:00:58] We have a meeting at a week to talk about for the July.
[1:01:01] So there's so much happening in the background
[1:01:03] while I'm spending around the restaurant
[1:01:05] and saying hi to you as you come every day.
[1:01:08] But we're so thankful to be the part that you can meet.
[1:01:10] And just know that we are doing well
[1:01:12] and being tempted to keep doing well
[1:01:15] and being your partner for years to come.
[1:01:17] Thank you.
[1:01:18] Thank you.
[1:01:18] Thank you very much.
[1:01:20] We appreciate it.
[1:01:22] I don't think that was wonderful.
[1:01:25] Thank you.
[1:01:26] And I have to say I've met up with some executive women,
[1:01:30] friends of mine, for a happy hour on Tuesday.
[1:01:33] You have a killer, artichoke, and spinach dip.
[1:01:38] And it was lovely.
[1:01:40] We sat in the bar of the main restaurant and my friends.
[1:01:44] Upon leaving, we were looking at the check.
[1:01:47] They couldn't believe how reasonable it was.
[1:01:50] Compared to other places we go.
[1:01:51] So we will definitely be back.
[1:01:54] It's just, I don't know what this is about.
[1:01:56] When I would say I know that there are things that are in the better hours of operation.
[1:01:59] There are hours of operation that are posted online.
[1:02:02] We have not been able to meet them.
[1:02:04] We have not been able to close our restaurant at the time of one or two because we're so busy.
[1:02:10] We are so busy right now.
[1:02:12] And we are so thankful for it.
[1:02:15] But I know there was some talk about us closing early.
[1:02:19] You know, that's when I looked into it, we watched the cameras and we didn't close that early.
[1:02:24] In fact, we worked two hours past the date that was in question.
[1:02:31] They're, they're, they're all sort of, restaurants are interesting.
[1:02:35] This one has a different mic of itself.
[1:02:37] You, you all come at sunset, you know, that's, that's when we're busy.
[1:02:41] You can write it up here in the New Station sunset.
[1:02:44] And since that is in the fourth six clock, and you know, nothing was going to start dinner.
[1:02:50] So where they're serving you until eight, nine, ten, yeah.
[1:02:53] But as we go into the summer, if we find that little summer, we might combine it to restaurants,
[1:02:58] just to make sure that our staff is in parallel, and it makes good business decisions,
[1:03:03] protect us that are clean.
[1:03:04] So just want to make sure I address that too, except for all.
[1:03:07] Okay, thank you.
[1:03:08] So the comment and question that you've had closed at seven was not accurate.
[1:03:12] We were there to pass seven in the main restaurant, but they were still going on strong
[1:03:18] next door.
[1:03:19] And, you know, it wouldn't make business sense for us to close the bar, you know, I think
[1:03:25] you know, it must, it's with a misunderstanding, I think employed in this understudio, but
[1:03:29] we've corrected that.
[1:03:31] All right.
[1:03:31] Thank you.
[1:03:32] Thank you for coming with all the facts and figures.
[1:03:33] I really found it interesting that we, we spend less than industry average.
[1:03:40] It's not only that you spend less, it's just that we're able to close the lives and be able to keep it down.
[1:03:45] But keep it down.
[1:03:45] The restaurants and homes are a whole lot right.
[1:03:48] Yeah, yeah.
[1:03:49] They are.
[1:03:50] And I employ you to look and see what's happening because the restaurants that aren't right now are doing it.
[1:03:55] It's for tech relationships with you.
[1:03:58] Thank you.
[1:03:59] Can I ask a question, Liz?
[1:04:01] So you said something about hand-held, because obviously I eat there three days a week.
[1:04:08] The handhelds are out of the snack shop, they're not in the grill room for lunch.
[1:04:13] The handhelds are thinking that we serve on the bread, so all the bread can burners, hot dogs.
[1:04:16] But you talked about the tuna salad or chicken salad or some other salad in a wrap.
[1:04:24] Out of the snack shop, we have one, two, three.
[1:04:26] We have four or four or five hand-helds coming out of the snack shop right now.
[1:04:32] but not in the grill room.
[1:04:33] The grill room has the turkey club, the chicken club, the hot dogs, the three different burgers.
[1:04:40] That's all, huh?
[1:04:40] Those are all handouts.
[1:04:41] Okay, that's what you're talking about.
[1:04:43] Yeah.
[1:04:43] Now, is this snack track back in action now?
[1:04:46] Is it?
[1:04:47] Good question.
[1:04:48] You know, I don't know if you know the story of the snack track, I'm not sure if that was ever
[1:04:52] shared.
[1:04:54] They're a little down for four months.
[1:04:56] So there was, we inherited this problem now, so I just want to make sure everyone understands
[1:05:01] So this snapshot was never actually, I didn't expect or never went into this snapshot before we took over it.
[1:05:11] So this snapshot never went under a food and beverage health inspection.
[1:05:16] So we invited our inspector, unbeknownst to us, when we walked through to take them into this snapshot,
[1:05:23] and this snapshot was never registered as a property that did commercial business.
[1:05:28] So our only problem we were able to follow was to serve ready-made packaged food until it was
[1:05:36] rectified.
[1:05:37] So, for months, as you know, months hadn't worked in with Tallahassee with our people to
[1:05:45] fix the problem and redraw the plan.
[1:05:48] We hope, you know, that should be saying this, but we hope to see the inspector on Wednesday
[1:05:53] and have hot dogs and breakfast burritos and beetles for you on Thursday of next week
[1:06:01] if all goes to plant. But we're ready. It's just something that we were unprepared for.
[1:06:05] We didn't know that was out the face.
[1:06:07] Well, I'll apologize for that. Thank you for reftifying it.
[1:06:10] That's one of the most honest times that I understand when a pig deal matters.
[1:06:15] That's a big deal.
[1:06:16] It's a hard easy shop, but if that's the biggest surprise,
[1:06:20] from taking over the beautiful property.
[1:06:22] I think we handled it now.
[1:06:24] Yeah.
[1:06:25] I appreciate that.
[1:06:27] Thank you.
[1:06:27] Thank you very very much.
[1:06:30] Thank you.
[1:06:31] Thank you.
[1:06:31] Thank you.
[1:06:32] All right.
[1:06:33] Mayors, so the second piece of this, I wanted to introduce to our community
[1:06:39] communications specialist, Olivia Gualala.
[1:06:45] Thank you.
[1:06:46] I was trying to say that quick, free time.
[1:06:47] Can you vote our name for us, please?
[1:06:52] So Olivia has, as you know, we talked about having a community engagement software that we talked about in the last couple years.
[1:07:02] We actually got that last year and Olivia has been able to take it and get it implemented.
[1:07:08] It is live on our website. We haven't pushed it out to the community yet as we wanted to showcase this with Council.
[1:07:16] And the community just before before we do that so she's just going to take you through on how to how to navigate through it
[1:07:23] It's very quick. It's very easy and this is a huge community
[1:07:30] And engagement, component that I believe it's going to reap the rewards in future years.
[1:07:37] So let me tell you.
[1:07:39] Good evening, Mayor, council members, and village staff. My name is Olivia Glowala.
[1:07:45] And I'm a new member of the village's communication team. I'm excited to be here today to introduce an innovative new platform that will enhance
[1:07:55] how we share information with our residents.
[1:07:58] It's Zen City, also known as the Village Hub.
[1:08:03] So Zen City is a centralized user-friendly platform
[1:08:07] designed to have the latest updates
[1:08:09] on Village Projects, Initiatives, Events, and Surveys.
[1:08:14] Its primary goal is to provide a clear and transparent stream
[1:08:18] of communication between the village and our residents
[1:08:21] We'll also offering valuable insights that help guide future planning.
[1:08:26] So the platform is easily accessible through our village website as you can see.
[1:08:31] Once you click the link, you'll land on the Zen City's homepage,
[1:08:35] where you'll see an overview of all the current projects at a glance.
[1:08:39] And by Zen City, you mean, that's just the software.
[1:08:42] That's the name of the software, right?
[1:08:44] Yes.
[1:08:45] So each project page is regularly updated to ensure residents always have the most accurate
[1:08:52] and up-to-date information.
[1:08:54] So one example of this is the US-1 Bridge Construction Project.
[1:09:01] So here we provide a project overview explaining the scope of work, a detailed timeline
[1:09:10] outlining key phases,
[1:09:14] a highlight of important dates, and then we have the ability to embed
[1:09:19] videos like this one from FDOT's meeting on February 5th.
[1:09:25] We also use the space to share critical project updates as they come in.
[1:09:30] For instance, our police department recently issued a PSA urging drivers to stay alert and drive
[1:09:38] safe way through the construction zone so I can show you that video now.
[1:09:45] A village in North Palm Beach residents and visitors, I'm Sergeant Aldrich with the North
[1:09:49] Palm Beach Police Department.
[1:09:50] Traffic can be a frustrating thing here in South Florida.
[1:09:53] You may have noticed delays on US Highway 1 at North Lake Boulevard and beyond,
[1:09:58] because construction has begun on the Irmene River Bridge to replace the aging bridge.
[1:10:02] We'll be down to one lane on Monday, February 24th, for 9 a.m. to 5 p.m.,
[1:10:07] both South and Northbound lanes on the US Highway 1.
[1:10:11] We're anticipating significant delays
[1:10:12] and we do recommend avoiding the area at the time.
[1:10:16] You still have to travel the area though.
[1:10:17] Please make sure that you plan
[1:10:19] in additional 15 to 20 minutes to your travel time.
[1:10:22] The village of North Palm Beach
[1:10:23] along with four to department of transportation
[1:10:25] will do everything that we can mitigate problems
[1:10:28] in traffic during the virtual placement.
[1:10:31] The North Palm Beach Police Department
[1:10:32] thanks you for staying alert
[1:10:34] and driving safely through this active construction site.
[1:10:43] That is awesome.
[1:10:44] So if I can, I can each interject real quick.
[1:10:47] So this was, this was a push by Chief Colisky and doing these PSAs.
[1:10:53] So I just wanted to, I just wanted to give him some credit working with this staff and
[1:10:57] Olivia to get this, but share what you can.
[1:11:00] So this PSA has seen a great engagement from our community in just over the past week.
[1:11:07] It has received over 7,000 views and has been shared more than 70 times across all of our platform.
[1:11:15] This tells us that residents are actively engaging with and spreading important safety messages,
[1:11:20] which is exactly the kind of awareness that we want to generate.
[1:11:27] That's amazing, 7,000.
[1:11:28] I'm responsible for a lot of that.
[1:11:33] Thank you for joining. People complain that you need to go to this site.
[1:11:38] It's great, yeah, it's wonderful, wonderful.
[1:11:42] Can we?
[1:11:44] It's slightly bolder, or like, on the, I don't know that I would
[1:11:48] know to go to the Village Hub on that main landing page.
[1:11:51] We make the title something, I don't know what that might be, but
[1:11:56] actually going back on that front page.
[1:11:58] Some of them are more, not the project page, the main website.
[1:12:05] Yeah,
[1:12:09] like the village hub, I don't know what that means.
[1:12:12] I'd like to like, like, trash and bulk pick up, register for trash and bulk pick up?
[1:12:16] I think trash and bulk pick up, but it's about the hub.
[1:12:20] The hub when I don't know.
[1:12:22] This is where you actually need to go.
[1:12:24] So what I would suggest is if we simply put it on.
[1:12:27] Okay.
[1:12:29] Yeah.
[1:12:30] Yeah.
[1:12:31] No.
[1:12:34] No.
[1:12:34] at its lowest form. We haven't done anything because we wanted to showcase it to you also take
[1:12:39] it to feedback on where this is. And we literally just, it was a lady that called it
[1:12:45] the Billy Chub. I mean, I like, I like the Billy Chub, and I think if you put it first,
[1:12:50] I would click on it first, just to see what we're doing.
[1:12:52] Are you laying closures? Is there a building for the sub-title?
[1:12:56] Oh, all you're doing? Yeah, yeah, or something like that. Is there a, yeah.
[1:12:59] at a weekend or village hub dash, something.
[1:13:02] Yeah, great.
[1:13:03] That's just one of our best things to say.
[1:13:04] Thank you so much.
[1:13:05] Yeah.
[1:13:06] It's one.
[1:13:07] Welcome aboard.
[1:13:07] Very needed.
[1:13:09] And so glad you're with us.
[1:13:10] Thank you very much.
[1:13:12] We're not taking away from it.
[1:13:13] It is still here.
[1:13:14] You're still working on these other different things.
[1:13:16] So this is just a...
[1:13:18] Is there other things you wanted to show us?
[1:13:21] Yes.
[1:13:22] So Zen City isn't just for construction and infrastructure projects.
[1:13:26] It's also a fantastic tool for promoting our large,
[1:13:30] special event, like Heritage Day Festival.
[1:13:33] So on here, we can also share event timelines and schedules,
[1:13:39] provide detailed information on the activities happening throughout the day.
[1:13:43] We can upload root maps.
[1:13:53] Well, if you can imagine it, it's a photo of the golf cart grade root.
[1:14:01] And then it includes forms for anyone that's interested in participating in the actual of that.
[1:14:10] And then overall we see the village hub as an essential tool for keeping our residents engaged and forms and connected by offering easy access to key updates, timelines and alerts we're making it easier than ever for our community.
[1:14:26] Thank you for your time.
[1:14:29] I want to add one more thing.
[1:14:31] Just down at the bottom of each one of these pages.
[1:14:34] We have an opportunity for if you just want to sign up for the notifications for that specific piece.
[1:14:40] Or if you can go back to the main page, you can sign up for all of them.
[1:14:44] It's like there you could just click on all.
[1:14:46] That's great.
[1:14:47] I'm telling you for residents and comments about the bridge construction.
[1:14:51] It's wonderful.
[1:14:52] Just refer them there.
[1:14:53] Yeah, I want to do that, thank you.
[1:14:57] Olivia, Olivia, so when you want to go back to you, go...
[1:15:01] Well, you just go back to that main rule go back here, but we can update that link to go right back to the, to this main page that shows all of the project.
[1:15:12] Okay, because that's not self-explanatory. I just watched you do it, because I kept going to the back air. I was going to get back.
[1:15:19] We're not easy change.
[1:15:22] That's great.
[1:15:23] Thank you so much. We really, really, really wonderful.
[1:15:26] Glad to have you with us.
[1:15:27] Thank you.
[1:15:27] Thank you.
[1:15:31] Mayer that is it. Thank you very much. Okay, so I'm going to adjourn this meeting and take a five-minute break, and we will resume.
[1:15:38] I guess I was here.
[1:15:39] I'm here.
[1:15:42] And I want to...
